Global Public Affairs @ UCLA Luskin School of Public Affairs develops substantively important ideas that address problems and processes of global public affairs. We do this through teaching, research and partnerships, taking advantage of the intellectual resources present at a world-class university such as UCLA.

“Global public affairs” is the study of problems that have trans-border causes or effects.  Some such processes are generated by global pipelines (e.g. disease transmission, trade, technology, information flows) and others by global common-pool issues and resources (e.g. climate change, oil, oceans); others concern global stability and security.

GPA @ UCLA Luskin offers preparation for many types of students. U.S. students who seek international careers will acquire a global perspective; non-U.S. students will learn about the ways domestic problems are strongly influenced by international factors; and both domestic and foreign students will gain an appreciation of the ways in which global affairs structure our world, as well as how solutions to problems emanate from many parts of the world today.

GPA @ UCLA Luskin is guided by the following assumptions:

  1. Policy solutions have both efficiency and equity dimensions, therefore practicality and justice are of equal concern.

  2. Existing institutions are highly constrained. Global problems and processes occur in a context of inherited structures of government, rules, regulations, and interests. GPA @ UCLA Luskin carries out research and teaching to identify effective ways to work within the existing structures.   At the same time, we explore ways to transform these institutions and forge new policy agendas.

  3. Today’s challenges are, in part, passed on by yesterday’s short-term views and unconsidered consequences.  We must engage with the future while understanding that the future is determined, in large part, by prior choices.

In order to realize these goals, GPA @ UCLA Luskin will mobilize a wide array of disciplines and approaches that are available at a top-ranked university such as UCLA. Theory and evidence-based social science is the core of the initiative.

Additional activities, such as exchanges with global partner programs, will be limited in number and highly focused on exchanging complementary skills and subject expertise with top-ranked universities and major professional and international organizations.
