City Hall Day Planned for Feb. 19: Should the L.A. Zoo Be Privatized?

"Is outsourcing public spaces the answer to solving the city’s budget crisis?"

Each year, for the past five years, a select group of Public Affairs students comes to City Hall to study a complicated and multi-faceted policy issue on behalf of City Controller Wendy Greuel. This year's challenge to address an aspect of the City of Los Angeles’ budget crisis.

With the City facing record budget deficits and levels of unemployment, it is now more important than ever to explore various opportunities to save the City money by streamlining services. For this project, students will investigate the pros and cons of turning over public spaces, such as the Los Angeles Zoo, to non-governmental enterprises by researching the issue and interviewing various stakeholders. After conducting their initial research, the students will embark on a series of interviews with city and county officials, community representatives, and civic and nonprofit leaders.

Based on their research and their interviews, the students will report their findings and recommendations to Controller Greuel at noon and then open up the discussion for public debate. Participating in the debate will be the city and county officials, community representatives, and civic and nonprofit leaders the students have interviewed.
