Scootershare, Carshare, Bikeshare, and the Role of Public Policy

A lecture with Francie Stefan

Recently, cities have been in a reactive mode as shared mobility devices have proliferated across the country. Cities have learned a lot from pilot projects and are continuing to iterate in search of more effective tools and strategies to manage new private-sector transportation providers. Challenges remain in understanding how traditional management tools still apply, and in refining public outcomes and metrics of success. Santa Monica has implemented carshare, bikeshare and shared mobility pilots and is looking at ways in which these new services can better provide the levels of reliability, affordability and consistency that the public expects from public transportation.

Francie Stefan is Santa Monica’s Chief Mobility Officer/Assistant Director of Planning (acting). She leads the City’s transportation policy, strategy and implementation efforts. During the last 11 years in Santa Monica, she has spearheaded work on Expo Light Rail, the Colorado Esplanade, Bike and Pedestrian Plans, GoSaMo campaign, COAST open streets, Breeze Bike Share, the Shared Mobility Pilot Program, Vision Zero and mode shift/TDM programs.
