In Memoriam: Douglas G. Glasgow, Author of ‘The Black Underclass’ First Black UCLA Social Welfare tenured faculty member was director of UCLA’s Center for Afro-American Studies, and later dean of Howard University’s School of Social Work

A celebration of life for former UCLA Social Welfare Associate Professor Douglas G. Glasgow, a widely recognized scholar on welfare and underclass formation in urban cities, will be held Oct. 7 at Howard University in Washington, D.C. He died Aug. 9 at age 94.

Glasgow was the first Black tenured faculty member in the UCLA School of Social Welfare — now part of the UCLA Luskin School of Public Affairs. He was a member of the faculty from 1969 to 1971. In 1970, Glasgow served as director of the UCLA Center for Afro-American Studies, which later became the UCLA Ralph J. Bunch Center for African American Studies.

“Doug was a good friend and colleague when I was a lecturer and he an associate professor in the School of Social Welfare,” said emeritus professor Alex Norman. “He was the first African American to receive tenure at the School — I was the second.”

Glasgow was one of the founders of the National Association of Black Social Workers and was former vice president of operations of the National Urban League during his time in the nation’s capital.

“He was beloved as a teacher and respected as a scholar,” Norman said.

Norman also noted that Glasgow, who was published in numerous professional journals, coined the phrase “the Black underclass,” the title of his powerful and insightful book based on research he conducted in Watts in the 1960s following the Watts riots. Updated in 1975, his research drew attention to young Black males labeled as “problem” youths who constituted a perpetual underclass that, he said in his book, “represent the fastest-growing portion.”

“This book was born in flames, in an inferno that raged for four August days in 1965. The place was Watts, Los Angeles,” Glasgow begins. Amid this tumultuous historical turning point in Los Angeles, Glasgow writes that he sought to “examine the lives of inner-city young men through their perceptions of their life experiences.”

In his preface, Glasgow wrote that “this book is not intended as a definitive study of the Black underclass. Rather, by concentrating on a group of representative young men and their individual (and collective) confrontations with mainstream institutions, it attempts to convey the human experience of those who are denied upward mobility and are processed into underclass status.”

Glasgow also wrote that his hope was that “everyone concerned with the human, social and economic waste represented by America’s inner cities will benefit from reading this book.”

Joseph A. Nunn, who earned his undergraduate, MSW and Ph.D. degrees at UCLA, also recalled Glasgow fondly from his graduate student days in the 1960s.

“Dr. Glasgow was the only tenure-track faculty, an assistant professor, when I arrived,” a time of anti-war and anti-discrimination marches and protests, he said. During that time, Nunn and other students demanded that a tenured Black professor be added.

“He was promoted to associate professor following the activities of the Black Caucus,” said Nunn, who would later become a longtime director of field education at UCLA Luskin.

Glasgow left UCLA for Howard University’s School of Social Work, where he was dean from 1972 to 1975. While there, he led faculty and students in creating the first comprehensive, accredited, graduate-level curriculum modeled from a Black perspective.

He is included on the National Association of Social Workers Foundation Pioneer roster, which notes his many accomplishments and affiliations. Among these are visiting professor at the University of Ghana at Legon and Makerere University in Uganda. During his time in Africa, Glasgow served as a policy analyst and consultant on social development to the Ministers of Social Welfare in Ghana and with the Ministry of Rehabilitation in Ethiopia.

In the United States, he was a visiting professor at the University of Maryland and taught at Norfolk State University, where he helped start its social work department.

Glasgow also helped found community-based and national organizations that include the Black Men’s Development Center and the United Black Fund/United Way. In Washington, he served on a number of boards and commissions, including the District of Columbia’s Mental Health Reorganization Commission, the Advisory Board on Mental Health and the Teen Pregnancy Commission.

He was a resident scholar for the 21st Century Commission on African-American Males and was a scholar in residence at the E. Franklin Frazier Center for Social Research at Howard University, where he remained actively engaged in research and policy studies into his later years.

Glasgow was born in New York City, the youngest of 13 children of Matthew and Angelin Glasgow. He grew up in Brooklyn and received his undergraduate degree from Brooklyn College in 1959 and MSW from Columbia University in 1961, followed by his DSW from the University of Southern California in 1968. He later worked as a youth therapist at Kaiser Permanente Los Angeles.

His activist work as a student led to friendships with civil rights advocates including Harry Belafonte, Sidney Poitier, Jesse Jackson, John Lewis, Andrew Young, Ronald Brown, Whitney Young and “so many other greats while publishing articles, consulting, working and always selflessly trying to make a positive difference,” said his daughter Karen Glasgow.

“He was a gifted lobbyist, orator, writer, cook, singer, storyteller, visionary, father, partner, friend, bridge builder and a very humble man,” she said. “He only wanted his legacy to be remembered as a catalyst to make others pick up where he left off. When asked what he was passionate about, his reply was ‘the eradication of injustice.’”

Glasgow is predeceased by his wife, Frieda Glasgow, and a daughter, Rickie Glasgow. He is survived by his daughter Karen Glasgow; his grandson Douglas R. Glasgow; his partner Cheryl McQueen; and great grandchildren, nieces, nephews, grandnieces and grandnephews.

In his memory, the family suggests that donations be made to the National Association of Black Social Workers in his name.

Strong Support in California for Black Reparations

A new UCLA report shows that a clear majority of Californians support reparations for Black residents harmed by the nation’s legacy of slavery. The analysis, based on a survey of more than 2,400 adults in California in the spring of 2022, is in contrast to a nationwide poll showing weak support for reparations. “This is a significant shift in public sentiment around reparations,” said Elliot Woods, one of the UCLA report’s authors. “Only two years ago, Americans recognized racial injustice in the U.S., but most did not support reparations. Now, most Californians are focused on how, not if, we enact reparations to address racial harms stemming from slavery and systemic issues of racial injustice and discrimination that continue to harm Black Americans.” UCLA Luskin Professor Michael Stoll, director of the Black Policy Project at the UCLA Bunche Center for African American Studies, co-authored the research with Master of Public Policy students Woods and Tyler Webb. Their survey measured support for 11 types of possible reparation measures, including cash payments, non-cash financial benefits such as business or education grants, and non-monetary remedies such as issuing a formal apology. The report highlights different levels of support among respondent groups sorted by age, gender, race and political affiliation. The survey is an outgrowth of a Black Policy Project research effort commissioned by the state-appointed California Reparations Task Force and published by the state Department of Justice. The new report will be shared with state legislators who will consider the task force’s recommendations about how to atone for the collective trauma caused by slavery.


 

Turner on Combating Crime With Racial Justice

A Los Angeles Times column arguing that Democrats have failed to convincingly address voters’ concerns about crime cited David C. Turner III, assistant professor of social welfare. The GOP’s midterm messaging casting Democrats as soft on crime is largely aimed at a white audience, but many people of color also fear that they or their families will be the victims of violence. The column noted that 81% of Black voters and about 65% of Latino voters cite crime as a top issue. Rather than a militarized response, these communities seek proposals for preventing violent crime, such as after-school programs and job opportunities for young people, said Turner, whose scholarship focuses on Black life and racial justice. “We don’t want increased police presence, because what the research has shown is that regardless of socioeconomic status, increased police presence is not good for any Black community,” he said.

UCLA Research Guides California Reparations Task Force

Professor Michael Stoll and a team of UCLA Luskin graduate students appeared before the California Reparations Task Force to present research that will guide deliberations on how to compensate Black residents for generations of discrimination arising from the country’s legacy of slavery. At the Sept. 23 public meeting at the California Science Center in Los Angeles, the researchers shared their analysis of personal testimonies, interviews and survey responses collected from January through August of this year — all aimed at gathering perspectives about the Black experience from individuals across the state. The team found widespread support for financial reparations to Black Californians who can establish lineage to enslaved ancestors, as well as for programs that provide non-cash support, such as small business assistance, tax exemptions and land grants. Working under the task force’s expedited timeline, the team transcribed, codified and analyzed an enormous amount of data in less than four weeks, a fraction of the time a project of this magnitude would typically require. The task force, made of up state legislators and other distinguished leaders, will utilize the findings as they develop recommendations regarding how to atone for past harms suffered by Black Californians. Stoll, a professor of public policy and urban planning, is director of the Black Policy Project housed at the UCLA Ralph J. Bunche Center for African American Studies. The graduate student researchers working on the project include Jendalyn Coulter, who is pursuing a joint MSW/MPP degree; Chinyere Nwonye, a second-year MPP student; and Elliot Woods, MPP student and chair of the Luskin Black Caucus.


 

Long-Forgotten Footage Sparks Dialogue on Black Music as History

Two members of the creative team behind the award-winning documentary “Summer of Soul (… Or, When the Revolution Could Not Be Televised)” shared personal reflections about their role in bringing long-forgotten footage of 1969’s Harlem Cultural Festival to light during a Feb. 28 online dialogue with a UCLA audience. Joseph Patel, one of the film’s producers, and art director consultant Frank William Miller Jr. said they were floored when they first learned about the festival, which brought legends of musical history to a Harlem park half a century ago. Over six weekends, a series of free events showcased B.B. King, Mahalia Jackson alongside Mavis Staples, Nina Simone, Sly & the Family Stone, Gladys Knight & the Pips, The 5th Dimension and a 19-year-old Stevie Wonder, among many others. That so few remembered this cultural phenomenon was a sign of Black erasure, Patel said. He said the film’s director, Ahmir “Questlove” Thompson, spoke about how “Black history is often not regarded as part of the American history and why that was important to rectify with this film. … We didn’t want to just do a concert film, we wanted to tell a larger story.” Assistant Professor Lee Ann S. Wang and doctoral student Taylor Reed of UCLA Luskin Social Welfare moderated the conversation, which was also sponsored by the School’s urban planning, public policy and undergraduate programs, the Diversity, Disparities and Difference (D3) Initiative, and Social Welfare’s Diversity, Equity and Inclusion committee. “Summer of Soul” has won several awards since its premier at the 2021 Sundance Film Festival and is nominated for this year’s Academy Award for best documentary feature.

All 5 New Faculty Additions Have Prior UCLA Experience

For Jasmine Hill and four other new full-time faculty at the Luskin School, it will be a homecoming. 

The 2011 UCLA alumna, who served as student body president during her senior year as an undergraduate, will begin doing research and teaching at her alma mater as an assistant professor of public policy this summer.

“I think it’s always people’s dream to come back to their undergraduate institution, especially if they had a positive experience, and that was certainly the case for me,” Hill said. “Having received my graduate training at a private school, I got to see how much I value UCLA and public education.”

Hill’s work focuses on economic inequality, specifically on obstacles to social mobility for Black Americans. At UCLA Luskin, she will teach qualitative methods, plus a course about how seemingly well-intentioned policies can lead to racial inequality.

“In the wake of the assassination of George Floyd, I’m thinking a great deal about the disconnect between decision-makers and the public who wants to transform systems of power. If done correctly, I see qualitative methods as a tool to amplify the perspectives of the people and center the needs, and the concerns, of underserved populations,” she said.

Hill is passionate about mentoring students, especially those who traditionally have been marginalized. “I’m excited to support Luskin students who are organizing and fostering social change,” she said. “I’m motivated
and inspired
by them.”

Another new faculty member with direct ties to campus is Veronica Terriquez, who earned her Ph.D. in sociology in 2009 at UCLA and will become a professor of urban planning with a joint appointment in Chicana/o and Central American Studies. She will also lead the UCLA Chicano Studies Research Center. She was previously an associate professor of sociology at UC Santa Cruz.

Terriquez focuses on social inequality, immigrant incorporation and political participation, taking an intersectional approach to understanding how individuals and groups reproduce or challenge patterns of social inequality. Much of her research has implications for policies affecting low-income, immigrant and Latino communities. 

“As the daughter of Mexican immigrants, I prioritize conducting research that has implications for education reform, immigrant rights, labor rights and racial justice efforts,” said Terriquez, who also holds degrees from Harvard and UC Berkeley.

Mark Vestal has strong personal links not just to UCLA but also to Los Angeles. He was born in Inglewood and can trace his family lineage in the city to the late 1800s. He attended local schools and completed his undergraduate, master’s and doctoral degrees at UCLA.

Vestal, who completed his Ph.D. in history in 2020, joined UCLA Luskin Urban Planning in January as a postdoctoral scholar and will transition to assistant professor in July.

“Being able to teach and do research in the city I have so much invested in, personally — in terms of personal experience, politically and also in terms of family ancestry — perhaps it should be an entitlement, but it feels like an incredible privilege,” Vestal said.

His interest lies in the Black experience of private property, he explained, looking closely at the history of discriminatory planning and housing policy in Los Angeles and beyond. 

Vestal is developing his doctoral dissertation into a book, describing it as a social history of working-class property and politics. The findings of his thesis will “force urban historians, and anyone concerned with housing policy, to rethink the central problem of race and housing in the United States.”

Also joining UCLA Luskin Urban Planning in January was Adam Millard-Ball, an associate professor whose previous academic post was in environmental studies at UC Santa Cruz. He holds a doctorate from Stanford and studies environmental economics and transportation. 

Working remotely amid the pandemic, Millard-Ball has already taught a class in transportation and environmental issues and another on urban data science.

Millard-Ball originally hails from the south of England. Trained as an economist, geographer and planner, his scholarship analyzes the environmental consequences of transportation and land-use decisions, including parking. He also examines policies to reduce greenhouse gas emissions. 

“Much of my current work is about street network sprawl worldwide — quantifying which places have been really successful in providing connected streets, which are good for walking and biking,” he said. 

 Noting that transportation is the largest source of emissions in California, Millard-Ball explained, “I’m interested in what can be done to bend that curve.”

The fifth new faculty addition also has UCLA teaching experience. Margaret “Maggie” Thomas, who will become an assistant professor of social welfare, previously served as a lecturer for a second-year graduate course on poverty and welfare. 

 “I was particularly glad to get to teach last year as a way to really be connected with Luskin in that interim year,” said Thomas, who finished her Ph.D. at Boston University in 2020, followed by postdoctoral work at Columbia University. “It was just such a nice chance to get to know master’s students and start to get a little bit familiar with what the whole feel of teaching is like at Luskin and to meet some colleagues who are also teaching in the MSW program.” 

Much of Thomas’ work is policy-oriented,
“so there’s a lot of really natural connections for me between social welfare, public policy and urban planning. Luskin offers such clear opportunities to collaborate with all three departments.” 

Thomas holds degrees from Notre Dame and the University of Illinois. She focuses on children and families facing economic hardship, as well as children and youth from marginalized communities.

 “We’ve heard conversations about hardship at the national level a lot more this year than we typically do. Whether it’s
food insecurity or housing hardship, the kinds of things I’ve been studying are only that much more prominent and bigger problems to solve,” she said.
