UCLA Study Finds Only a Quarter of L.A. Metro Bus Stops Offer Shade

According to a new UCLA report, only 26% of Los Angeles Metro bus stops have shelters that provide shade. The figure is significant because some of the L.A. residents who are most likely to get around the city on foot or using public transportation will be among the populations who, in the coming years, will have the highest risks for death from heat-related causes. And research has demonstrated that bus shelters are a proven way to help mitigate the impact of extreme heat. In the U.S. overall, extreme heat already kills more people than any other natural disaster. And a 2020 study by the Los Angeles Urban Cooling Collaborative found that as Los Angeles gets hotter, Black, Latino and older adults will experience the largest increases in mortality due to increases in extreme heat. So researchers led by Madeline Brozen, deputy director of the UCLA Lewis Center for Regional Policy Studies, worked in collaboration with the advocacy group MoveLA to create a baseline understanding of how prevalent shelters are for Los Angeles bus riders, especially with legislation on the topic now being considered in the California State Assembly. More than 60 transit agencies provide service to the region, but Metro is the largest and was the focus of the new study. Researchers analyzed where in Los Angeles shelters are located, measured their locations against average summer temperatures, and compared the numbers of shelters across cities and legislative districts. Climate Expert Puts the Blame on Consumer Culture in Regents’ Lecture 

Efforts to move to green technology and sustainable policies don’t stand a chance against climate change as long as one key element continues to be ignored: “We are overproducing and we are overconsuming,” said author and climate justice expert Denise Fairchild during a Feb. 2 Regents’ Lecture. “Look at the shirt that you have on,” Fairchild told the audience of about 50 faculty, staff, students and other interested parties who had gathered in the Grand Salon of UCLA’s Kerckhoff Hall. “Now think about measuring all the emissions that went into producing those things from the point of extraction. … Think of all the work that took place someplace else, and then how it was shipped to where you live,” said Fairchild, who earned her doctorate in urban planning from UCLA in 1987. “What are the emissions along that supply chain?” In her presentation, the president emeritus of the nonprofit Emerald Cities Collaborative talked about her Climate Breakthrough project, for which she received a $3 million award aimed at advancing transformative solutions to the climate crisis. In her view, it won’t be possible to solve the climate crisis without changing our culture. “We are a culture of individuals. … We don’t have a collective spirit, a spirit of communitarianism. And as a result, our ability to adapt to climate change is going to be compromised,” she said. “We have to figure out how we redesign our lifestyles to create new measures of joy and well-being. How do we reduce carbon? By changing our consumption patterns.”

Seeing the Forest and Filling in the Blanks

For Susanna Hecht, the story of Amazonia is just that — mostly a story.

The popular notion of Amazonia as a void, or blank spot, on the map contrasts starkly with what has been the real story of the region unfolding over several centuries: extraction, depletion and destruction of its natural resources with very real global consequences from external and internal forces, according to the urban planning professor.

Hecht, who is director of UCLA’s Center for Brazilian Studies, has been working to fill that blank for more than five decades. Her efforts are being recognized this year as “one of the most influential figures in the disciplines of geography” by the American Association of Geographers.

“The Amazon is not for beginners. It’s complicated, it’s difficult, and it has a really rich history,” Hecht said about the region’s complex web of history and politics.

Currently completing her trilogy on Amazonia, Hecht’s next book has a foreboding working title, “This side of Paradise: From Arcadia to Apocalypse.”

The 1988 ratification of Brazil’s new constitution and the emergence and consolidation of a variety of new environmental laws and territorial rights in the region are a current focus. The constitution was developed with the active participation of Indigenous, afro-descendent and other traditional peoples. “It rewrote Amazonia’s conservation map through a complex of social movements (including rubber tappers and Indigenous populations) and the emergence of many new forms of tropical governance and allies at multiple levels,” she said.

“In many ways, it elaborated the idea of protected areas that could be inhabited by people,” said Hecht, noting that the so-called socio-environmental period produced a drop in deforestation by 80% in just over a decade.

But tragically, powerful counterforces were also on the move reflecting new market geopolitics, including foreign demand for soy, beef, timber and minerals. Amid economic decline and the rise of clandestine economies throughout the Amazon biome, “failed and flailing states lost interest in Amazon governance by political default, incompetence or corruption.”

Today, planetary scientists consider Amazonia as perhaps the only place where human action to protect forests could have a significant benefit.

“We know from past geoclimatic studies that Amazonia is one of the great planetary levers —that’s why it’s one of the five key tipping points in global climate,” she explained.

“An Amazonia that flips from a forest to a savanna would not only be devastating for the Amazon and its adjacent bioclimatic systems, but it would also be a carbon bomb, and dramatically affect teetering global climates.”

Hecht hopes that worst-case scenario never comes to pass, but “I am writing this book with a great sense of urgency. Euclides da Cunha called Amazonia ‘the last unfinished page of Genesis.’ I’m leaving the last page of the book intentionally blank.”

Turner’s Research Helps Oasis Residents Battle the Heat

V. Kelly Turner, co-director of the UCLA Luskin Center for Innovation, spoke to the Desert Sun about her research on shade scarcity in Oasis, California. Because Oasis does not have tall buildings or trees, it has larger shade deserts than other communities. The study looked into how heat changes were affecting residents of Oasis and possible solutions to alleviate this struggle. For example, temporary shade structures were created at bus stops to provide people with places to sit that are protected from the heat. Building this kind of shelter could also encourage ridership on buses. Turner said amenities such as the shaded bus shelters help address the heat burden for people who are unable to reside in air-conditioned settings. “Every city needs to be planning for shade and probably planning for more of it, given what we’re anticipating with climate change,” she said.


 

Pierce on Misconceptions About Prop. 30

Gregory Pierce, co-director of the UCLA Luskin Center for Innovation, spoke to Vice about Proposition 30, the measure to fight climate change by taxing the rich, which was defeated at the polls. The California initiative, which would have added a 1.75% tax to income over $2 million to fund the transition to electric vehicles and fight wildfires, was opposed by a coalition that called Prop. 30 a scheme by the ride-hailing company Lyft to secure a huge taxpayer subsidy. Pierce said that characterization was inaccurate. “There’s nothing about Lyft drivers or Lyft, or anything in particular benefiting them except that Lyft drivers have vehicles like other folks who might benefit from a lot more money for EVs,” he said. Pierce noted, however, that the measure’s lack of clarity on how revenues would be spent was a legitimate concern. The need to reduce emissions is urgent, but money spent on the wrong programs would not help the crisis.

Electric Cars Only Part of the Solution, Millard-Ball Says

LAist spoke with Urban Planning Professor Adam Millard-Ball for a report on the history and future of the electric car. California’s plan to end the sale of new gas-powered cars by 2035 is expected to spur electric vehicle sales across the nation. “We’re not going to be able to resolve the climate crisis without electric vehicles,” Millard-Ball said. “And that’s mainly because transportation is such a big part of the climate problem.” The move toward emission-free cars is part of progression of automotive technology dating to the Clean Air Act of 1970, but it’s only part of the solution, Millard-Ball said. In addition to making individual vehicles more climate friendly, he called for “getting more people walking and biking and better buses, … a transit system that is a real competitor to the private car.”


 

At the Intersection of Extreme Heat, Urban Planning and Public Policy

News outlets covering the effects of extreme heat on California communities have put a spotlight on UCLA Luskin’s wide-ranging research on climate change. CapRadio and the Sacramento Bee spoke with V. Kelly Turner, who studies the intersection of extreme heat and urban planning and has witnessed the inequitable impact of dangerously high temperatures on low-income communities. The Los Angeles Times spoke to Juan Matute, deputy director of the UCLA Institute of Transportation Studies, about the lack of shade provided at thousands of bus stops across Los Angeles County. He urged officials to follow the lead of desert cities that use trees, street furniture and shade canopies to protect transit riders from the harsh climate. And the Southern California Association of Governments shared a live demonstration of the California Healthy Places Index: Extreme Heat Edition, developed through a partnership including the UCLA Luskin Center for Innovation to teach communities about heat vulnerability and resources available to them.


 

Shoup on Long Road to Parking Reform

A Governing article on California’s move away from policies that promote car-oriented communities cited Donald Shoup, the distinguished research professor of urban planning who has spent his career studying the social, economic and environmental impact of parking policies. Shoup, author of the seminal 2005 book “The High Cost of Free Parking,” has long argued that rules mandating excess parking in new development projects add to the overlapping crises of housing affordability, urban sprawl and climate change. Influenced by Shoup’s work, cities from Buffalo to Minneapolis to San Diego have begun reducing or eliminating some of their minimum parking requirements. A new bill in California, which awaits the signature of Gov. Gavin Newsom, would be a substantial acceleration of that trend — and a remarkable capstone to Shoup’s academic career, the article noted. “It’s only been 50 years,” Shoup said. “It makes me feel grateful for longevity.”

Pierce on Heat’s Impact on Quantity, Quality of California’s Water

A Los Angeles Times story about Central Californians who are bearing the brunt of the state’s dwindling water supply cited Gregory Pierce, co-director of the UCLA Luskin Center for Innovation. Drought, heat, agriculture and overpumping have parched communities and contaminated water sources. Few anticipated the dire impact of heat on water quality, and some residents are at risk of running out of water entirely, said Pierce, who directs the Center for Innovation’s Human Right to Water Solutions Lab. On KCRW’s “Press Play” and Minnesota Public Radio, Pierce weighed in on how the state is bracing for an expected 10% loss in water supplies over the next two decades. Radical proposals include a giant pipeline ferrying Mississippi River water across the Rockies, but that would be prohibitively expensive and politically untenable, he said. More feasible approaches include calling on consumers to step up conservation, expanding stormwater capture and wastewater recycling, and cleaning up contaminated groundwater.


 

Weekend Event Harnesses the Power of Service Public Policy hosts aspiring public servants from across America for workshops focusing on policy issues and solutions

Twenty-nine undergraduates from across the nation came to UCLA in mid-August for three days of study and discussion as UCLA Luskin Public Policy returned to in-person programming for its third Public Service Weekend.

“Harness the Power of Action-Oriented Public Service” provided aspiring public servants an in-depth look at a diverse array of career opportunities, policy developments, and social issues such as environmental justice, inequality, homelessness and immigration reform.

The program, which was produced in cooperation with the not-for-profit Public Policy and International Affairs (PPIA) organization, included a tour of a Los Angeles clean technology site and workshops conducted by UCLA faculty, alumni and staff.

“Additionally, we aimed to inspire students by sharing the life stories and successes of UCLA graduate students, alumni, policymakers and faculty doing the work on the front lines of advocating for policy reform and social change,” said Kenya Covington, a senior lecturer at UCLA Luskin who coordinated the program.

Speakers included Dean Gary Segura, as well as alumni William “Rusty” Bailey, the former mayor of Riverside, and Dan Coffee, a project manager for the UCLA Luskin Center for Innovation. Second-year MPP student Elliot Woods, chair of the School’s Black Student Caucus, shared educational and personal insights. He said experiences with the foster care system early in life have sharpened his determination to improve society through a career in public service.

A site tour of the La Kretz Innovation Campus exposed participants to creative clean technology ideas seeking to decrease the emissions that cause climate change. Participants learned about pilot projects involving lithium battery recycling, for example, and they witnessed how welding workspaces, 3D printing technology and chemistry labs can all play a role in developing green technology solutions.

The student participants were challenged by Covington to identify pressing societal problems, and faculty and staff facilitated learning exercises that helped them to define values that have been violated and the scale of problems to be addressed. The students wrapped up the Public Service Weekend with mock professional presentations that focused on potential solutions.

“The presentations were impressive,” Covington said. “Future social change depends largely on the development of leaders capable of taking on the most pressing social problems that we face in the world. With partners like PPIA, the Luskin School is doing just that.”
