‘COVID Compassion Is Over,’ Roy Says

Ananya Roy, director of the UCLA Luskin Institute on Inequality and Democracy (II&D), spoke about her research on urban poverty from Los Angeles to Kolkata, India, as the featured guest on the podcast “J.T. the L.A. Storyteller.” Roy spoke of the expiring protections for people who have struggled through the COVID-19 pandemic. “It’s not that the pandemic is over. But COVID compassion is over,” she said. Roy also described II&D’s research partnership with activists working on behalf of the unhoused, which emerged after authorities in Los Angeles cleared an encampment at Echo Park Lake in March 2021 — “really a searing moment in L.A.’s collective memory,” she said. Roy described Los Angeles as a “battleground that makes visible the forced removal of people of color,” but she added, “L.A. has also been a place where communities have fought for their future. … That’s a very inspiring part of L.A. movement histories that continue until today.”


 

Former Governors Wilson, Davis Discuss Housing, Crime and More at Luskin Summit The two leaders, a Republican and a Democrat, express their differing perspectives on 'The State of California'

Former California governors Pete Wilson and Gray Davis headlined the closing session of Luskin Summit 2022: Research in Action on April 22, often tackling political issues from starkly different perspectives.

In a session moderated by UCLA Blueprint Editor-in-Chief Jim Newton and titled “The State of California,” the former governors explored topics such as the economy and inflation, housing, environmental issues and rising crime during a discussion that mostly reflected a tone of respectful disagreement.

The governors spoke during a half-day event at the Luskin Conference Center at UCLA to close out this year’s Luskin Summit, which is a series of research-informed, cross-sector explorations of the major issues facing Los Angeles and California. The day’s agenda also included the unveiling of the annual Quality of Life Index led by Zev Yaroslavsky, a well-known former elected official in Los Angeles who, like Newton, is now a faculty member associated with the UCLA Luskin School of Public Affairs.

Yaroslavsky’s session, which was moderated by news anchor Phillip Palmer of ABC7, explained why the rating in his survey of Los Angeles County residents fell to its lowest point in seven years of existence. A majority of respondents said they are dissatisfied with the overall quality of their lives as reflected in nine categories, including cost of living, education, the environment and public safety. And those topics were also front of mind during the governors’ discussion.

Wilson, a Republican who was California governor from 1991 to 1999, took note of the current $80 billion revenue surplus in California, saying that if current lawmakers can’t solve the state’s shortcomings, it won’t be for lack of funds.

“The state is rolling in money. That’s not the problem,” he said when asked by Newton to speculate on the public’s downbeat mood. “The way it is spent is what’s causing a lot of the dissatisfaction. There are people who are very much concerned about crime because they’ve seen a dramatic shift, a really discernible shift. And they’re concerned about their children’s education, and they should be.”

Davis, a Democrat who was governor of California from 1999 to 2003, took a different tack on Californians’ current mood in the wake of the COVID-19 pandemic.

“There’s a lot of good news globally, nationally and in California as it relates to people working again, and lower unemployment rates,” he said. “The bad news is that people have been through a very tough time. This has been two-and-a-half years where we’ve been told we can’t do this, we can’t do that. … People don’t like to be told what they can’t do.”

Solving society’s problems will require innovation, Davis said, and California is the right place. The number of U.S. patents that originated in California in recent years, he said, is roughly four times the number originating in the state that comes in second, Texas.

“If you want to invent something, this is the place to do it, in California,” he said. “We invent, we design, we create.”

Davis took note of the setting, a public research university in a state that is widely respected for its institutions of higher education. Mentioning that UCLA Chancellor Gene Block was in attendance, Davis continued, “There is nothing better about California than its 10 UC campuses. Nobody in the country has anything close to this.”

Block provided the introduction for the session, noting that Los Angeles faces substantial challenges relating to public safety, the ongoing pandemic and a shortage of affordable housing.

“These issues are bearing down on people all across the state. We’re not alone,” Block said. “Addressing them is going to require scholars, businesspeople, community leaders to really work together and devise and enact solutions.”

Noting the presence of the two former governors, Block continued. “Wisdom is gained by experience, and we have a vast amount of that here.”

Newton, a former reporter and editor at the Los Angeles Times whose books include a recent biography of two-time governor Jerry Brown, asked Wilson and Davis to talk about their approaches to public safety.

Davis acknowledged crime rates are on the rise, although not to “where they were in the ’90s when Pete Wilson and I were a governor.”

One solution, he said, lies in effective law enforcement.

“Police have to be part of the equation,” said Davis, acknowledging past abuses by some officers. “Anyone who saw the video of the George Floyd murder knows it was appalling, not acceptable, and should never happen again. But there are some common-sense reforms that I think most law enforcement agree with.”

He called for a balanced approach. “The police have to behave in a respectful way, treat people with dignity, in a way that commands respect.”

Wilson echoed the sentiment. “It’s called community policing. And it makes great sense, as does treating people respectfully when you stop them as a police officer.”

In his view, however, effective law enforcement is too often undermined by a lenient criminal justice system, especially regarding violent crime.

“I think I was the first governor in the country to sign — what was also subsequently in the same year, an initiative measure — that was called three strikes. And what it did was to focus on recidivism, on the people who were career violent criminals. … It’s not fair to play with people’s lives by letting people out on the street who are known violent criminals.”

Davis countered by pointing to a shortcoming of taking a hard-line approach to crime — overcrowded prisons that tend to perpetuate societal and racial inequities. Incarceration without rehabilitation doesn’t work either.

“Getting people to transition from prison back to productive life requires an extraordinary amount of help,” he said.

Perhaps no public policy issue better represents the divide between the haves and have-nots in California than the housing crisis. At a time when many homeowners are sitting on a fortune in housing equity, millions of people in the state struggle to pay rent. Some end up homeless.

“The California legislature has to get serious about making housing more affordable,” Davis said.

He pointed to legislation pending in Sacramento that would allocate $25 billion to an agency that could help potential homebuyers with a down payment and closing costs. Another effort in the private sector is offering 10% of a home’s down payment in exchange for 25% of the homeowner’s future equity.

“I’m not saying it’s perfect, but that’s on the right track,” Davis said.

Wilson pointed to the California Environmental Quality Act, known as CEQA, passed in 1970 and signed by then-governor Ronald Reagan, as a major hurdle to building more affordable housing in the state.

“The best single thing that could happen is for CEQA to be reformed because that has held up the construction of homes,” said Wilson, who decried the long wait that developers often face to clear the environmental protection review process. “It has hugely added to the delay in providing housing. And that has cost a fortune in terms of the ultimate buyer.”

But the legislation still has value, Newton said. “It is protective of the environment. No?”

Davis jumped into the discussion.

“Look, the original idea was: If Caltrans was building a freeway, the public should comment on it, and it should be thoroughly debated before it occurs,” he said.

Today, circumstances have changed, and the focus has turned to building homes for the state’s large population. Environmental reviews and public hearings about land use take time, but there are ways to shorten the process.

“The good news is we are making some progress,” Davis said. “When it comes to the homeless — anything for the building of shelter for the homeless and for all the services attended to in mental health and social services — all those buildings should be exempt [from CEQA].”

Newton also asked the governors to weigh in on another hot button topic, giving some of the state’s budget surplus back to Californians.

“Absolutely. I mean, gas prices are near a record high,” Davis said.

“Well, I think that it’s not bad, but it’s like dipping into [the country’s] petroleum reserve, it’s not the answer,” Wilson said.

Newton pressed forward, seeking to clarify that both former governors think the current governor, Gavin Newsom, should send a portion of the California surplus back to the state’s residents.

“We have a big surplus. It should be used for one-time expenditures like this,” Davis said.

“If it’s a one-time, modest solution, that will help,” Wilson said.

“You do agree,” Newton said, smiling. “I was surprised.”

Soon after, Newton thanked the former elected officials for their years of government service and their willingness to participate in a public discussion of political issues seen from their different vantage points.

“We all will disagree on things,” Newton said to the in-person audience and those watching online. “I think it’s too commonplace these days to assume that disagreement is [just cause] to be enemies. And it’s heartening to have the both of you here to show otherwise.”

Luskin Summit 2022 Closing Sessions

On the Harmful Impacts of Clearing Unhoused People From View

A Hollywood Reporter article about the harmful impacts of dismantling homeless encampments in Los Angeles, often to accommodate Hollywood productions and film shoots, cited a report from the UCLA Luskin Institute on Inequality and Democracy. While authorities said a January 2020 “cleaning” operation at Echo Park Lake was set in motion by a film permit, the entertainment firm seeking the permit said it never sought removal of the unhoused community, according to the report. Theo Henderson, Activist-in-Residence at the institute, said production companies have “plausible deniability of what is going on” and added that unhoused individuals should be offered work by productions that use the streets and sidewalks where they live. Henderson also spoke to Buzzfeed News about mobile memorials called “Can You See Me?” The memorials are placed around Los Angeles to give people a place to grieve their unhoused family and friends who have died on the streets and in shelters.


‘A Sense of Real Possibility for the City of L.A.’ Faced with a monumental housing crisis, we must think creatively and push harder, Councilwoman Nithya Raman tells a UCLA audience

Nithya Raman was elected to the Los Angeles City Council on a platform focused on tackling the region’s dual crises of homelessness and sky-high housing costs. Sixteen months after taking office, she came to UCLA to provide an update on how the fight is going.

Citing lessons learned from the COVID-19 pandemic, Raman said the key to sheltering unhoused Angelenos is a culture of saying yes to creative living solutions of all types, as long as they offer dignity and privacy — not just a bed in a crowded facility.

“That could be motel or hotel rooms, that could be tiny homes, that could be shared apartments where you have a separate bedroom and a shared kitchen — any place where you have a room with a door,” Raman said. “When you offer someone who is experiencing homelessness the ability to go to a room with a door, the experience is really transformative.”

The successes and shortcomings of pandemic-era housing interventions was one topic in a wide-ranging talk by Raman, who came to UCLA’s Kerckhoff Hall on April 14 as part of the University of California Regents’ Lecturer program.

In a conversation moderated by UCLA Luskin Urban Planning chair Chris Tilly, Raman spoke about Los Angeles’ complicated history of land use, which led to the city’s current struggle to provide its residents with safe and affordable housing.

And as an urban planner by training, she stressed the importance of reliable data — including the results of a countywide homeless count, due to be finalized this summer — to gauge the impact of programs and investments and map a path forward. 

“What I’m seeing is something really different from what I saw when I was out of City Hall, which is a moment when people are actually getting indoors,” said Raman, who represents L.A.’s District 4, stretching from Los Feliz to Reseda.

“But we don’t have the data to show, did they actually move in enough numbers so that we chipped away at this massive amount of homelessness that we faced in our district? Or did we not do enough during this period of the pandemic?

“I really want to make sure that we’re moving forward with that data in hand and with a sense of real possibility for the city of L.A.”

Raman’s lecture was part of UCLA Luskin Urban Planning’s commemoration of its 50-year anniversary. Her audience included several UCLA Luskin alumni, plus undergraduate and graduate students who may aspire to careers in public service.

Ensuring that Los Angeles’ housing stock continues to grow to meet demand requires saying yes to many approaches all at once, she said.

Cities or nonprofits could lease entire buildings and rent each apartment to voucher holders. Lifting the requirement to include parking in a new development could lead to the construction of smaller, less expensive living spaces attractive to transit riders such as students and young professionals. And developers should be pressed to include more affordable units in high-end properties, she said.

“One of the ways in which we’ve increased affordable housing is actually by creating density bonus programs for market-rate development,” Raman said. “And yet, I hear you. It is galling to see homelessness on our streets and luxury apartments going up, right next to each other.”

Repeating a phrase used throughout the lecture, Raman said the city should push harder. Push to require more of developers who receive lucrative incentives. Push to streamline a permitting process that has put a drag on the construction of housing. And push to ensure that residents aren’t priced out of their own neighborhoods.

“You can build more while still being totally dedicated to protecting tenants who are currently in their housing. And we can do that if we try,” she said.

Raman, the first challenger in 17 years to unseat an incumbent L.A. City Council member, described her experiences working as an outsider to effect change from within the halls of government.

“It’s the daily struggle,” she said. “How do you operate within a system — many aspects of which you find fundamentally unjust — while still moving that system towards change?”

She spoke of choosing her battles, sometimes speaking out forcefully but other times opting for quiet diplomacy to push her top legislative priorities.

“The more people who come in that share a set of values around what L.A. can be and should look like, I think the less you’ll have to make those kinds of choices.”

With their overwhelming support for taxes and bond measures to pay for the fight against homelessness, the people of Los Angeles have proclaimed a “widespread sentiment of ‘yes,’ ” she said.

“We all actually want it. I feel like that’s what every single conversation I have with people shows,” Raman said. “We can build it, we can build it right. We can do this, we can do it right. We can treat people with dignity and help them to get indoors.

“Everyone says, ‘Hell, yes, that’s what I want.’ ”

Roy on Lessons From the Echo Park Lake Eviction

Ananya Roy, director of the UCLA Luskin Institute on Inequality and Democracy (II&D), co-authored a San Francisco Chronicle op-ed on lessons from the clearing of Los Angeles’ Echo Park Lake encampment a year ago. “The ruse of forcing people off the streets and into so-called housing is becoming a blueprint for displacement in California cities,” the authors wrote, cautioning San Francisco’s leaders to learn from grave mistakes made in Los Angeles. The op-ed is part of widespread media coverage of a recent II&D report on the aftermath of the mass eviction at Echo Park Lake. On Spectrum News’ “Inside the Issues,” Roy spoke about how to work toward solutions to L.A.’s crisis of homelessness. “We can move forward by recognizing that the criminalization of poverty does not help,” she said, adding that building permanent housing and keeping people in their homes after pandemic-era renter protections expire are also crucial.

Ong on Long-Term Consequences of L.A.’s Demographic Shifts

UCLA Center for Neighborhood Knowledge Director Paul Ong spoke to the Riverside Press-Enterprise about demographic shifts in Southern California as a result of the pandemic and the affordable housing crisis. The population of Los Angeles County has been declining for years as part of a statewide mass migration from coastal to inland counties and into other states. The pandemic exacerbated this trend, allowing many people to leave areas with high housing costs but keep their jobs with work-from-home freedom. While there could be some short-term positives, “in the long run it’s going to hurt our economy” if housing costs stay so high that they put artificial constraints on the population, Ong said. “We’re robbing ourselves from growing in a positive way. It’s not a desirable outcome.” He added, “Patterns we’ve seen are a warning to us, highlighting structural problems that existed in California before the pandemic — deep problems we need to solve.”


Latino, Asian Households Lag in Access to State Rent Assistance Program In a new report, UCLA researchers recommend extending protections against eviction

California has extended eviction protections to June 30 for hundreds of thousands of renters made vulnerable by the pandemic’s economic disruptions, yet tens of thousands of renters who might need assistance remain either unaware of the program or face barriers to applying.

This problem is especially acute among tens of thousands of low-income Asian and Latino households that are behind on rent and have not yet applied, according to a new UCLA report (PDF).

“We find that not much has changed since the onset of the pandemic — lower-income people and people of color are disproportionately struggling to pay the rent,” said Paul Ong, director of UCLA’s Center for Neighborhood Knowledge, who led the study.

The state currently has an enormous backlog of applicants attempting to access California’s Emergency Rental Assistance Program, which launched in spring 2020. More than half a million California renters have applied to the state’s relief program as of March 29, 2022.

To gauge how effective the rental assistance program has been, researchers from Ong’s center, along with colleagues from UCLA’s Latino Policy and Politics Initiative, Asian American Studies Center and Chicano Studies Research Center, examined the U.S. Census Bureau’s weekly Household Pulse Survey data gathered from July 21, 2021, to Jan. 10, 2022. They then compared it to publicly available information about renters who have applied for California’s rental assistance program.

The researchers found that Asian and Latino households are severely underrepresented among those who have managed to receive rent relief, compared to non-Latino white renters, even when accounting for income, age and metropolitan area of residence.

The report’s authors are calling for lawmakers to consider maintaining benefit programs like rental assistance and other safety-net initiatives until unemployment numbers for people of color in California drop below pre-pandemic levels.

“These findings reveal that funds have not been equitably distributed to those with the greatest needs,” said Melany De La Cruz-Viesca MA UP ’02, deputy director of the Asian American Studies Center.

Asian American renters had the lowest application rate for rental assistance, the report found. Only 25% of rent-distressed Asian American households applied for relief, compared to almost 50% of white renters and 64% of Black renters. The second-lowest application rate was among rent-distressed Latinos at only 39%. Rent-distressed is defined in the report as households that reported being behind on rent or would otherwise have been without assistance.

While 21% of white households and 20% of Black households received rent relief from the program, just 11% of Asian households and 14% of Latino households did.

Overall, the report notes that an estimated 14% of California renters are behind on their rent and 15% fear facing the threat of eviction. Roughly 10 times as many low-income renters are behind on their rent, compared to upper-income renters (21% compared to 2%, respectively). More than twice as many Asian American, Black and Latino renters are struggling to keep up relative to their white counterparts.

“We believe that the inequality facing Asians and Latinos is due in part to language barriers, citizenship status, access to technology and lack of robust community information,” said Urban Planning Professor Veronica Terriquez, director of the Chicano Studies Research Center.

The report notes that the Census’ Household Pulse Survey is not conducted in any Asian languages, further limiting information about how Asian American households are faring as the pandemic enters a third calendar year.

The most potent thing California lawmakers can do, the report stresses, is indefinitely extend the rental assistance and other safety net programs such as utility shut-off protection and food security programs, until unemployment rates for all racial groups fall below pre-pandemic rates.

Overall, around 60% of distressed renters in California either did not apply to rent-relief programs even though they struggled to keep up with rent or they applied and were denied relief, the report found.

“Part and parcel with that is designing and expanding programs to reach eligible renters, including funding community-based organizations as trusted messengers,” said Silvia González MURP ’13 Ph.D. ’20, director of research for the Latino Policy and Politics Initiative. “We believe there are a significant number of distressed renters who are unaware of the emergency assistance program or are afraid to apply.”

 

Taylor Reimagines California Dream With Fewer Cars

Brian Taylor, director of the UCLA Institute of Transportation Studies, authored an opinion piece for the Southern California News Group about the urban landscape of California. “California’s reliance on low-density, sprawling development, with its wide streets and freeways and ubiquitous free parking, requires most Californians to travel by car for almost all of their trips, whether or not they own a car or want to drive that much,” wrote Taylor, a professor of urban planning and public policy. This emphasis on driving is expensive, takes up a lot of land and is harmful to the environment. Residents without access to personal cars, who are disproportionately Black and Latino, are increasingly left behind. Taylor proposed making metropolitan and transportation planning more urban-focused. Increasing housing density, eliminating parking mandates and improving public transit would help improve housing affordability and meet climate goals, he argued. “De-centering cars in central cities can make cities more sustainable, accessible and lively places,” Taylor wrote.


Loukaitou-Sideris on Gentrification Near Transit

Urban Planning Professor Anastasia Loukaitou-Sideris was featured in a Smart Cities Dive article about the growth of transit-oriented development in cities across the country. As transit ridership has declined and housing costs increase, cities have looked to mixed-use projects near bus and rail stations. This type of transit-oriented development aims to provide more housing and retail while making it easier for people to take trips on public transportation instead of by car. However, Loukaitou-Sideris pointed out that such developments sometimes replace affordable housing with luxury units where residents don’t use transit. According to her research, neighborhoods with transit stations are more likely to be gentrified than neighborhoods without. “What we are arguing is not to stop transit-oriented development because it can bring along the positives, but finding ways through policy to protect existing residents of these neighborhoods from displacement,” Loukaitou-Sideris said. She suggested anti-displacement measures such as rent control and eviction assistance for tenants.


UCLA Scholars Publish Reports on Future of California Transportation, Housing

UCLA scholars have published two new reports on the future of California, as part of the California 100 initiative. One paper, issued by the UCLA Institute of Transportation Studies, focuses on recommendations for transportation and urban planning. The authors describe policy alternatives around four possible scenarios:

  • Residents will need cars to get around.
  • There will be more city living and lots of traffic.
  • Multiple modes of travel will be available, but car travel remains the primary one.
  • It’s easy to get around without a car.

The second report, produced by the UCLA Lewis Center for Regional Policy Studies, cityLAB UCLA and the Terner Center for Housing Innovation at UC Berkeley, puts forth policy suggestions based on two interrelated factors: how much (and where) housing is built, and how much planners prioritize social and racial equity. The transportation and housing reports were published in concert with two other California 100 analyses, one on energy and the other on technology. Nine additional reports are expected to be published this spring.
