Aspiring Urban Planner Chews Into Use of City Property for Outdoor Dining Graham Rossmore’s research has already influenced Los Angeles policy decisions

In recent months, UCLA Luskin graduate Graham Rossmore has become a go-to expert for Los Angeles officials who are studying the economic pros and cons of continuing the al fresco dining that sprang up during the COVID-19 pandemic.

Does the economic benefit of allowing outdoor dining on public property outweigh a loss of revenue from, say,  parking meters?

Rossmore received his master’s degree in urban planning in June 2023, and he dove deep into that question and a host of related ones as part of his capstone project at UCLA Luskin. He found that, indeed, continuing outdoor dining would outweigh a loss of various revenue sources — along with a whole bunch of other benefits.

“Al fresco encourages more people walking, or people choosing to take alternative modes of transportation — and enjoying their neighborhoods,” Rossmore said.

Throughout UCLA Luskin, capstone projects like those in Urban Planning offer a chance for soon-to-graduate students to wrap up their UCLA education with a monthslong examination of a timely public policy issue. While student researchers often work with local government agencies as their clients, few have the opportunity to influence citywide policy decisions immediately. But that’s what happened for Rossmore.

An American born in Canada, Rossmore lived without a car for much of his 15 years in California. Perhaps not surprisingly, then, he began his urban planning studies with a focus on rail and bus transportation — which led him to a course taught by Donald Shoup, the distinguished research professor at UCLA Luskin who is perhaps the world’s foremost expert on parking.

“For whatever reason, parking policy speaks to me,” Rossmore said.

Shoup’s class gave Rossmore the opportunity to explore whether cities should continue what had begun as a temporary COVID-19 response — converting outdoor public spaces into al fresco dining spots. He focused on the Rustic Canyon neighborhood of Pacific Palisades, where he lived at the time.

The number of off-street parking lots there outnumbered restaurants, and when restaurants converted some of that parking into al fresco dining, they took it seriously.

“They spent a lot of money,” Rossmore said. “They have lights. They have fixtures. They’ve got heating. They’ve got seats.” He said some restaurant owners he interviewed in spring 2022 told him they had doubled their sales and expanded their customer bases.

A summer internship followed with the office of Los Angeles City Councilman Paul Krekorian, who is now council president. One connection led to another, and Rossmore soon found himself working part time on the city’s Al Fresco Dining program in the parking meters division of the Los Angeles Department of Transportation.

The project helped inform his capstone project, and vice versa. He learned the ins and outs of sales tax, of which 99% goes to the state, while typically 1% is remitted to the city. Yet Rossmore found that the al fresco dining generated enough tax revenue to offset lost revenue from parking meters.

During presentations to LADOT leaders and city officials, Rossmore has highlighted many of the broader benefits of al fresco dining for local municipalities: Greater sales tax revenue represents higher overall economic output, which means happier business owners, customers and city officials.

He also discovered another plus of outdoor dining: More residents tend to eat closer to where they live, which brings all the benefits associated with reduced vehicle use.

“And when we take away parking spots, restaurants haven’t reported a lack of customers or people coming in and complaining, ‘I don’t dine here anymore because I can’t park,’” Rossmore said.

Rossmore’s capstone report analyzes three formats for al fresco dining — on sidewalks, on streets in formerly metered spaces and in private lots — each of which entails its own regulatory considerations. Sidewalk dining, for example, falls under the purview of the Department of Building and Safety because of the need to meet safety codes and comply with the Americans with Disabilities Act.

On-street dining is the focus of LADOT’s roadway dining initiative, and an LADOT report that cited Rossmore’s findings was sent to the Los Angeles City Council, recommending that businesses be allowed to offer curbside al fresco dining, so long as they pay a fee that would help offset lost parking revenue.

Even with his capstone project complete, Rossmore, who also serves on the Los Feliz Neighborhood Council, has continued researching the subject. He has also analyzed the costs and benefits of al fresco dining in several other corridors — Larchmont Village, San Pedro, Westwood Village, the NoHo Arts District in North Hollywood and Venice’s Abbot Kinney Boulevard.

“The sales tax in 2022 in most of these corridors is almost double pre-pandemic levels,” said Rossmore, noting that other parts of the city that lack al fresco dining, like Hollywood and Studio City, are collecting significantly less sales tax revenue than they were before COVID-19. “That suggests that the al fresco program not only was successful in keeping the businesses afloat — so that they didn’t close during the pandemic — but it also increased sales tax for the city and generated more profit for the restaurants overall.”

Rossmore also was asked to present his capstone research to officials at the Department of City Planning, which is developing the ordinance for outdoor dining in private, off-street parking lots. On April 27, he presented findings that only around 3% of al fresco dining was in on-street metered spaces.

“My client and I were able to speak at the public hearing and to demonstrate how off-street dining is the lion’s share of the program,” Rossmore said.

Soon after, the City Planning Commission issued a letter of determination to create a path for businesses to make outdoor dining a permanent feature. And the city’s chief executive has weighed in.

“Al fresco shows us a better way that supports small businesses, creates jobs and adds vibrancy to our neighborhoods,” Mayor Karen Bass said in a statement. “I directed city departments to work together to make this a permanent al fresco program that incorporates everything that made the temporary program successful and to make the process simple and easy to navigate for our restaurants.”

Two years ago, Graham Rossmore had no inkling he’d find himself telling city officials why it makes sense to convert public spaces into outdoor dining spots.

“In my personal statement to get into UCLA Luskin, I didn’t say, ‘Leaving this program, I’m going to be a parking expert,’” he said with a smile of satisfaction. “But that’s where I’ve ended up.”

Shoup on the Business Sense of Paid Parking

The San Francisco Chronicle spoke with Donald Shoup, distinguished research professor of urban planning at UCLA Luskin, about a plan to extend hours of paid street parking from 6 p.m. to 10 p.m. The proposal is projected to raise $18 million in annual revenue for San Francisco, but restaurant owners argue that curtailing free parking now would stall efforts to revive the city’s COVID-battered economy. Shoup said the proposal could actually boost business, opening up spaces for customers that might currently be taken by employee cars left in the spots for hours. Shoup’s groundbreaking research on parking has recently been in the public eye, with stories in the Washington Post and Business Insider about policy shifts around the country. In addition, reviews of the new book “Paved Paradise,” which puts a spotlight on Shoup’s work, have appeared in publications including the Wall Street Journal, New Yorker, New Republic and Bloomberg’s CityLab.

After Years of Study, Parking Reform Gaining Ground

A Wall Street Journal piece on the growing number of U.S. cities rethinking the amount of space set aside for parking cited several UCLA Luskin experts. The article highlighted research by Michael Manville, associate professor of urban planning, that found that a 1999 ordinance exempting builders from adding new parking spots in downtown Los Angeles allowed them to add more residential units at a lower cost. Another study by Gregory Pierce, now co-director of the UCLA Luskin Center for Innovation, and C.J. Gabbe, currently a visiting scholar at the center, found that costs associated with parking mandates are often passed on to consumers through higher rents or retail prices, even as many of the spots go unused. Donald Shoup, the urban planning scholar who pioneered the field of parking research, summed up the efforts to reform parking policies: “The Dutch have reclaimed land from the sea, and I think we can reclaim land from parking.”


 

Seaside Prize Recognizes Shoup’s Pioneering Work on Parking Reform

Donald Shoup, distinguished research professor of urban planning, received the 2023 Seaside Prize, which honors those who have significantly influenced how towns and cities are built and rebuilt to promote walkability, affordability, diversity, beauty and sustainability. The nonprofit Seaside Institute cited Shoup’s decades of radical rethinking regarding parking policy: In his groundbreaking 2005 book ‘The High Cost of Free Parking’ and his work since then, Shoup changed the way cities view the relationship between parking and the built environment, traffic congestion, energy consumption and local economic development.” The Congress for the New Urbanism recently republished its original review of the book, which it credited with sparking a recent surge of parking reforms across the country. Shoup accepted his award at a symposium in Seaside, Florida, a community designed around the principles of New Urbanism. When he launched into the study of parking decades ago, the topic was “the lowest rung on the status ladder,” he said, but times have changed. “Attitudes toward planning for parking are beginning to shift from thoughtless acceptance to thoughtful criticism, and many planners now agree that parking reforms are necessary. Parking is far too important not to study.” The symposium featured other members of the UCLA Luskin community including doctoral student M. Nolan Gray, author of Arbitrary Lines: How Zoning Broke the American City and How to Fix It,” and alumnus William Fulton, an urban planning consultant, author and former government official who studied under Shoup in the 1980s and helped present the Seaside Prize.

After Decades of Research and Advocacy, Parking Reform Is Finally a Hot Topic

Donald Shoup, distinguished research professor of urban planning, is highlighted in the New York Times and Public Square, a journal of the Congress for New Urbanism, for his impact on parking policies nationwide. Decades of auto-centric planning in the United States have made it difficult to achieve walkable cities, but more and more local and state governments are overhauling their parking regulations. They include cities such as Pasadena and San Jose, which have joined the parking reform train to encourage walkable and bikeable spaces. The humble parking spot is suddenly a hot topic, the New York Times writes, even though Shoup has been promoting these reforms since the 1970s. His 2005 book “The High Cost of Free Parking” had an impact on the entire country and is now considered a classic in planning literature. “Shoup’s influence is a credit to persistence and focus in academic research,” Public Square noted.


 

Millard-Ball on Whether Driverless Cars Will Reduce Traffic Congestion

In late December, a ride-hailing service using driverless vehicles was expanded in San Francisco, and a reporter for Al Jazeera was among those taking a first ride. Assisted by two staffers from Waymo, the writer completes a 15-minute trip from the Castro District to the NoPa neighborhood in a driverless car without incident. The article mentions that autonomous vehicle proponents envision that parking spaces will become less necessary because driverless vehicles will simply drop off passengers and continue on their way. But there’s a downside to such a scenario, notes UCLA Luskin’s Adam Millard-Ball, professor of urban planning and acting director of the UCLA Institute of Transportation Studies. Without the need to park, autonomous vehicles might actually increase congestion, cruising without passengers while awaiting riders. “There’s just not the physical space in most cities for unlimited free car use,” Millard-Ball says. “That basically destroys much of what makes cities livable and attractive.”


 

On the Clear, Practical and Revolutionary Work of Don Shoup

Donald Shoup’s travels down paths that other academics overlooked have profoundly changed the way we understand cities, and inspired a viable movement to improve them. That’s the message of an essay published in the Journal of Planning Education and Research that offers a personal glimpse into the life and scholarship of Shoup, the distinguished professor whose research has shed light on the consequences of misguided parking policies. The essay is written by Michael Manville, his colleague on the UCLA Luskin Urban Planning faculty, who describes Shoup as the unique academic who offers practical, specific solutions to policy puzzles. His work has led to a “monumental act of reform” in California, a new law abolishing parking requirements within half a mile of transit. “What truly sets Don apart is his relentless pursuit of clarity,” Manville writes. “Don has shown that when we give people knowledge, they will use it, and the world will, in small steps, get better.” 


 

Manville Says Removing Parking Mandate Will Bolster State’s Affordable Housing Stock

Michael Manville, associate professor of urban planning, writes about California’s recent reduction of parking requirements at many housing developments in the November newsletter about real estate and economic issues distributed by UCLA Anderson Forecast and the UCLA Ziman Center for Real Estate. He says that Assembly Bill 2097 is an important step in addressing how parking mandates undermine housing affordability and encourage people to drive more, while discouraging them from walking or using public transit. AB 2097 is unlikely to result in a wave of new housing being built without parking. Instead, eliminating mandatory parking requirements will allow for housing to be built on some parcels where it would have previously been infeasible. “Losing a few housing units here and there, or even the occasional parcel, may not seem like a big deal,” Manville writes. “Multiplied over many years and many thousands of parcels, however, these small losses add up.”


 

Celebrating an End to a ‘Slow-Moving Disaster’

Associate Professor of Urban Planning Michael Manville spoke to the Los Angeles Times about California’s new law barring local governments from mandating parking spaces as part of most development near transit stops. “This is one of the biggest land-use reforms in the country,” Manville said after Gov. Gavin Newsom signed AB 2097 into law. “Parking requirements have been an absolutely slow-moving disaster,” Manville said. “We are turning the ship around.” News outlets including StreetsBlog, Bloomberg CityLab and Mother Jones credited research by Donald Shoup, distinguished research professor of urban planning, with laying the groundwork for AB 2097. Shoup’s decades of scholarship pointed out the faulty and arbitrary reasoning behind parking requirements, whose unintended consequences have included raising the cost of of housing and commercial development, creating incentives to drive instead of using transit, and increasing emissions.


 

Shoup, Manville on Prospects of Statewide Parking Reform

A Slate article on California legislation to prohibit minimum parking requirements in areas near public transit called on two land use experts on UCLA Luskin’s Urban Planning faculty: Donald Shoup and Michael Manville. The bill, AB 2097, which awaits the signature of Gov. Gavin Newsom, would preempt local parking rules statewide and promises to bring down the cost of new construction. “The way you really get affordable housing is to get rid of parking requirements,” Shoup said. “That reduces the price of housing for everybody, not just low-income residents.” Experts cautioned against overnight changes if the bill becomes law. “There’s very particular circumstances in California that allow you to pull the trigger on a building with no parking, and some of those places are already free from parking rules, like San Francisco,” Manville said. Manville also co-authored a San Francisco Chronicle commentary about lessons Los Angeles can learn from San Francisco’s parking reforms.
