On the CSU Picket Line, Anger Over Pay Gap

An LAist article on a strike by California State University faculty called on Urban Planning Professor Chris Tilly for insights on equitable pay. The strike by the union representing 29,000 coaches, counselors, lecturers, librarians and professors led to a tentative agreement after one day. However, many of the union members remain indignant over the salaries awarded to top executives — including the CSU chancellor’s compensation package, which is worth nearly $1 million and includes a $96,000 annual housing allowance. The stark pay gap between workers and executives is an issue across many labor sectors, Tilly said. “I think it’s a disgrace that the gap is that big. But I would not put that just on the CSU,” he said. “CEO pay is completely out of control. I think that it sort of spilled over to higher education, with the private higher education institutions in the lead.”


 

 

Tilly on Gap Between Salary Expectations and Reality

A USA Today story about a survey showing that college students expect to make more than $100,000 in their first post-graduation jobs cited Urban Planning chair Chris Tilly, an authority on labor markets and equity. The actual average starting salary for new graduates is $55,260, the story said. But experts say that, in some parts of the country, six-figure incomes are necessary to cover the basic cost of living, which has greatly outpaced the growth of wages and salaries over the last five decades. “The federal minimum wage is, in inflation-adjusted terms, much lower than it was in the early ’70s,” Tilly said. “Wages and salaries have not kept up with housing costs, have not kept up with higher education, tuition costs. And so that sort of disjuncture, that mismatch between the reality of costs and their reality of pay, I think is distorting the way that a lot of young people are looking at the world.”


 

Tilly Offers Tips for Employee Retention

In a New Hope article, Urban Planning Chair Chris Tilly offered three tips on how to keep businesses fully staffed in a challenging labor market. Health and safety concerns during the pandemic and complaints about poor working conditions have left many industries struggling to fill positions. Many workers have refused to settle for unsafe and stressful jobs that don’t pay enough. According to Tilly, “attracting good employees comes down to pay and respect,” so businesses must offer enough money to employees, as well as respectful treatment and appropriate safety conditions. He also recommended “selling the job during the interviews” and considering changes to make the job more attractive. To maximize employee retention, he recommended investing time and effort into hands-on training for new employees. “There is nothing more frustrating to a new employee than being thrown into a retail situation without enough background,” he said. 


Tilly Highlights World of Contracting in Silicon Valley

Chris Tilly, a professor of urban planning at UCLA, was featured in a KQED report about the role of contractors in Silicon Valley, described by one tech worker as a “two-tiered caste system.” Contract workers have grown in prominence due to the ease of hiring and firing, as well as being cheaper than full-time employees. According to Tilly, “the advantages of the contractor model are even more valuable in the investor-dependent, quick-pivot world of Silicon Valley because it allows firms to quickly scale up and scale down projects with labor.” Despite doing the same work, contractors earn less and don’t share the same perks of benefits and stability as traditional full-time employees. Due to their precarious positions, many contract workers fear losing their jobs by speaking out. While workers in older industries are protected by unions, Tilly explained that “[Silicon Valley] companies start out with a blank slate,” making it difficult for contract workers to organize.

Workshop Teaches Real-World Skills in Job and Salary Negotiation

Public policy lecturer Kimberly Ling Murtaugh explained the ins and outs of job and salary negotiation at a workshop conducted in the Charles E. Young Research Library on March 7, 2019. The workshop was sponsored by Luskin Career Services, which promotes career readiness and prepares graduate students for employment. The workshop attracted students from all three UCLA Luskin graduate programs, including many second-year students preparing to enter the workforce after they graduate in the spring. Ling Murtaugh explained the essentials of negotiation analysis in three steps. First, job candidates can determine how much power they have in a negotiation by identifying their best alternatives to a negotiated agreement (BATNA) — a strong grasp of their options if the negotiation fails. Next, job candidates should identify their “reservation price,” the point at which they walk away. The last step is identifying a target, which Ling Murtaugh defined as a “realistically optimistic deal that will take care of your wants.” She recommended making a checklist of needs and wants to decide what kind of a salary is acceptable. “Negotiations are just another problem to be solved,” she said. “Tackle [negotiation] the same way you would another problem in the classroom.” While salary negotiation can be daunting, Ling Murtaugh explained that coming out of school is one of the best times to negotiate a jump in salary. She recommended preparing for negotiation by practicing with family members, friends or classmates. “Know your worth,” Ling Murtaugh told the graduate students. “Candidates have sources of power that they often forget.” — Zoe Day
