Monkkonen on L.A.’s Challenge to Meet Affordable Housing Goals

Paavo Monkkonen, professor of urban planning and public policy at UCLA Luskin, spoke to LAist about the status of Mayor Karen Bass’ pledge to fast-track affordable housing construction in Los Angeles. Development projects in single-family neighborhoods are now ineligible for the accelerated permitting due to a rules change in June. About three-quarters of L.A.’s residential land is zoned for single-family homes, and proposing large apartment developments in those areas can lead to outcries from homeowners opposed to neighborhood change. Monkkonen said leaving suburban areas untouched brings its own risks. Under state law, the city of Los Angeles must plan for 185,000 new low-income homes by 2029 and reverse long-standing patterns of segregation by putting many new affordable homes in wealthier areas. “Once you take them off the table, it’s really hard to live up to the fair housing mandate,” Monkkonen said.


 

Storper on Tug-of-War Over Senate Bill 9

A Planetizen article on actions taken by municipalities opposed to Senate Bill 9, the California law allowing property owners to build additional units on lots zoned for single-family housing, cited research by Michael Storper, distinguished professor of urban planning at UCLA Luskin. Four Southern California cities have filed suit against the state, arguing that permitting the subdivision of single-family lots violates the California Constitution by taking away the rights of charter cities to have control over local land-use decisions. Storper issued a declaration in support of the plaintiffs that included a copy of a journal article he co-authored in 2019 that challenged the theoretical underpinnings that led to SB 9, which is intended to provide affordable housing options for Californians. “Blanket changes in zoning are unlikely to increase domestic migration or to improve affordability for lower-income households in prosperous areas,” the authors wrote. “They would, however, increase gentrification within metropolitan areas and would not appreciably decrease income inequality.”


 

Lens on Housing Density Reforms in Los Angeles

Associate Professor Michael Lens wrote an opinion piece for the Los Angeles Times on housing and land use reform in Los Angeles. Lens argues that L.A.’s geographic sprawl can be beneficial in terms of balancing housing density “that works for Californians.” Land use laws that discourage building for density can be reformed to provide alternatives to single-family neighborhoods by re-framing planning for housing around job-rich, medium-density urban hubs. “This does not necessarily mean obliterating the urban forms and communities that have been built in the past century. But without some densification, we’ll keep pushing people and development into the Inland Empire and other outlying areas (which is already happening),” he wrote. The result is “more punishing commutes and, in all likelihood, still expensive housing.” Lens also was quoted in an L.A. Times article about landlords’ objections to a continuing rent freeze, saying the pandemic sent policymakers “reaching for the emergency button,” but now the city should look at policies like expanding housing subsidies rather than extending the freeze.


 

Sharing the American Dream Through Granny Flats and Garage Units

Urban Planning Professor Vinit Mukhija joined the podcast UCLA Housing Voice in a two-episode appearance focused on how American neighborhoods are being reshaped by the addition of living spaces to existing lots. Often unpermitted, these spaces run the gamut from a fully appointed backyard unit to a storage shed used for shelter. Mukhija’s new book, “Remaking the American Dream,” shows how single-family living has been transformed to meet the growing demand for adequate housing. He delves into the issue with podcast hosts Shane Phillips of the UCLA Lewis Center for Regional Policy Studies and Paavo Monkkonen, UCLA Luskin professor of urban planning and public policy. Their expansive conversation includes an assessment of state and local government efforts to bring unregulated housing out of the shadows and encourage the construction of permitted accessory dwelling units. Policies that increase housing density, Mukhija says, allow more people to share the American Dream by “sharing single family lots, … sharing neighborhoods, sharing cities, sharing suburbs.”


 

Mukhija on the Complex Challenges of Easing the Housing Crunch

“Can subdividing the American dream fix the problem of unaffordability?” That question is posed in a New Republic review of the latest book by urban planning professor Vinit Mukhija, which focuses on the informal, un-permitted units that have proliferated on single-family home lots, providing needed shelter amid an intractable affordable housing crisis. Los Angeles alone has about 50,000 of these un-permitted second units, Mukhija estimates in “Remaking the American Dream: The Informal and Formal Transformation of Single-Family Housing Cities.” Unless more housing is built, we will see more un-permitted units, some of them unsafe, the book argues. It also emphasizes that we must invest in and upgrade existing informal housing units, which play a vital role in expanding affordable options for shelter. As the review notes, “A quiet housing revolution is taking place. But if policymakers don’t adapt to the new construction, the changing market is likely to reproduce the same instability and abuse that poor tenants currently suffer.”


 

New Book by Mukhija Redefines Single-Family Living and the American Dream

A new book by urban planning professor Vinit Mukhija tracks the evolution of single-family living, once held up as an expression of American individuality and prosperity but now under reexamination as homeowners modify their property in response to economic, social and cultural demands. In “Remaking the American Dream: The Informal and Formal Transformation of Single-Family Housing Cities,” published by MIT Press, Mukhija uses Los Angeles as a case study and includes lessons from Santa Cruz, Seattle, Portland, Minneapolis and Vancouver. Across the U.S. and in other countries, homeowners are building backyard cottages, converting garages, basements and recreation rooms, and carving out independent dwellings from their homes to increase and diversify the housing supply. In addition to such un-permitted “informal housing,” some governments are modifying once-rigid land-use regulations to encourage the construction of additional units on lots formerly zoned for a single home. These trends have resulted in a transformation of both the urban landscape and the American psyche, Mukhija writes. He urges planners, urban designers, and local and state elected officials to broaden their thinking on housing options, particularly for disadvantaged groups. “After almost a century of public policy and cultural support for an ideology of single-family housing homeownership, there is a growing recognition that the social, economic and environmental cost of single-family living may outweigh its benefits,” Mukhija writes. “I see the potential for a more open, diverse, just and sustainable American city.”


 

Single-Family Zoning Causes Harm, Manville Says

Associate Professor of Urban Planning Michael Manville joined Detroit Today to discuss the effect of single-family zoning laws on wealth, access and opportunity. In most cities, the majority of residential land is zoned for single-family housing. By preventing non-single-family homes from being constructed in certain areas, Manville noted that single-family zoning hinders access to wealth for new, younger homebuyers, reinforces segregation and exacerbates issues of housing affordability. “My objection has nothing to do with single-family homes themselves,” Manville explained. “It’s the idea that you can have a law saying that nothing else can be built.” In metropolitan areas undergoing growth, single-family zoning drives up the minimum purchase price to be a part of the community, and this barrier has adverse consequences that fall disproportionately on low-income people and people of color. “Regardless of motivation, keeping these barriers in place causes harm, and we would do some good to remove them,” Manville concluded.


Manville, Monkkonen, Lens Against Single-Family Zoning

An American Planning Association blog post broke down the main arguments made by Associate Professors Michael Manville, Paavo Monkkonen and Michael Lens in their collaborative piece “It’s Time to End Single-Family Zoning.” The article was one of several commentaries by academics and practicing planners included in the January issue of the Journal of the American Planning Association, which focused on the debate over single-family zoning. Manville, Monkkonen and Lens traced single-family zoning’s “racist and classist history” through Supreme Court decisions including Buchanan v. Warley (1917) and Village of Euclid v. Ambler Realty Co. (1926). The impact of these century-old decisions can still be seen in the racial and class makeup of cities in the United States, they said. Arguing that socioeconomic and racial inequality and transportation inefficiency are exacerbated by the single-family classification, they called on planners to lead the charge to change the zoning laws.


Manville, Monkkonen, Lens Zero In on Single-Family Zoning

A new Sidewalk Talk article on Medium highlighted the main points of a paper written by Associate Professors of Urban Planning Michael Manville, Paavo Monkkonen and Michael Lens arguing for the elimination of single-family housing regulations. The three associate professors wrote the essay for the January issue of the Journal of the American Planning Association, which presented nine different arguments about the future of single-family zoning. The debate over single-family zoning has been fueled by new bills in Maryland, Oregon, Minneapolis and California that have proposed loosening single-family regulations, with limited success. In their paper, Manville, Monkkonen and Lens argue that removing single-family zoning doesn’t prevent single-family homes from being built; this means that developers can continue to build them in response to household preference and market demands. However, “in the 21st century, no city should have any land where nothing can be built except a detached single-family home,” they conclude.
