Lens on L.A.’s Skyrocketing Home Prices

A Los Angeles Times article and KNX News report on L.A.’s soaring housing prices turned to UCLA Luskin’s Michael Lens for context. The newspaper reported that the median home price in Los Angeles had risen to just under $1 million, a 30% increase over the past five years. “Even if it is an arbitrary number, it’s an astounding one,” said Lens, chair of the Luskin School’s undergraduate program and a scholar of urban planning and public policy. Driven by scarcity and demand, the rising prices also impact the rental market, Lens said – but he added that state programs to increase the overall housing stock are falling short. His proposed solutions included “getting rid of single-family zoning and upzoning those neighborhoods,” removing “onerous parking requirements,” and scrapping rules on minimum setbacks and other burdensome mandates. Altogether, the state should fix “a lot of boring zoning things that together make the cost of building more housing more expensive,” Lens said.


 

Upzoning Won’t End Single-Family Housing, Lens Says

Associate Professor of Urban Planning and Public Policy Michael Lens was featured in a Star Tribune article about how zoning affects housing affordability. Many advocates for racial equity and housing affordability are pushing cities across the country to remove zoning requirements that restrict areas to single-family housing only. In some cases, they have been met with opposition from those who fear that removing these requirements would result in the destruction of single-family neighborhoods. Lens pointed out that upzoning does not require the addition of duplexes and triplexes but merely removes a long-standing prohibition and gives landowners more flexibility. “Ending single-family zoning doesn’t end single-family housing, and there’s no real reason why we prioritize single-family housing in such a way,” he said. “You can’t have true integration of race and income without a variety of housing types.”

Results of Upzoning Are Limited, Storper Finds

Urban Planning Professor Michael Storper was cited in a Governing article about the affordable housing crisis in the United States. Experts disagree on the best strategy to meet the need for affordable housing. Two years ago, Minneapolis voted to make single-family zoning illegal; Oregon and cities in North Carolina and Northern California have adopted similar measures; and upzoning has been in place in Chicago for more than a decade. So far, these policy changes have had little effect on housing construction, the article noted. “What upzoning did not do in Chicago, and is not likely to do anywhere, is create incentives for housing construction in the areas where middle-class and lower-income people most need it at the prices for which they need it,” Storper said. Changing zoning laws doesn’t mean that developers will choose to build cheap housing, especially when they can build housing for the affluent and pay an alternative fee to an affordable housing fund.


Lewis Center Reviews Perspectives on Housing Development

An article in Planetizen highlighted the findings of a recent publication from the Lewis Center for Regional Policy Studies on the effects of market-rate housing development on surrounding neighborhoods. The report, co-authored by Lewis Center project manager Shane Phillips and UCLA Luskin faculty Michael Manville and Michael Lens, reviews the findings of six papers published since 2019, highlighting different perspectives on the zoning debate. “On one side are those who think new market-rate units — unsubsidized homes whose price often places them beyond the reach of lower- and middle-income households — make nearby housing more affordable by increasing availability and relieving pressure on the existing housing stock,” they explained. “An opposing view, however, is that new housing only attracts more wealthy households, brings new amenities to the neighborhood (including the housing itself), and sends a signal to existing landlords that they should raise their rents.” The report helps to guide the ongoing conversation about the effects of market-rate development.


Upzoning Alone Won’t Solve Housing Crisis, Manville Says

Associate Professor of Urban Planning Michael Manville was featured in a Marin Independent Journal article about new design standards for housing in Marin, California. County planning officials will soon unveil the standards, which are intended to preserve the look of the area while complying with state laws mandating denser housing. While changing zoning requirements to allow more units per acre would increase the number of housing units in the county, newly built units would not necessarily be affordable for people with low incomes. “It’s never been the case that you would expect new construction to be affordable to very low income people,” Manville said. The two ways to create affordable housing are through subsidies or by “building housing and letting it get very old,” he explained. While any increase in housing supply in high-demand areas should lower prices across the board, upzoning alone won’t solve the housing crisis, he said. “But you can’t not do it.”


Roy on Resegregation, Other Roots of Housing Crisis

Ananya Roy, founding director of the Institute on Inequality and Democracy and professor of urban planning, social welfare and geography, was interviewed by the Planning Report on her thoughts about Senate Bill 50, which would have addressed the housing affordability crisis in California through blanket upzoning. The institute’s research has identified some of the underlying causes of housing unaffordability and homelessness in Los Angeles and California, including the “displacement of working-class communities of color from urban cores to the far peripheries of urban life” and the “broad state-driven processes of displacement, racial exclusion and resegregation.” Roy stressed the importance of “[recognizing] that different social classes experience [the housing] crisis in different ways.” According to Roy, policies like SB50 “solve the housing crisis for the upper-middle class—particularly for the white, entitled YIMBY movement—by grabbing the land of those who are truly on the front lines of the housing crisis.”


Ong Joins Conversation on Controversial SB50 Proposal

Paul Ong, research professor and director of the Center for Neighborhood Knowledge at UCLA Luskin, was featured in a KPCC Airtalk interview along with Gov. Gavin Newsom about the controversial SB50 upzoning proposal that was recently tabled. Ong agreed that “we need to move to denser, more efficient urban development” but pointed out the shortcomings of the trickle-down economic theory behind SB50. A “marginal increase in supply is not adequate,” he said, because housing will continue to be controlled by those with the “greatest demand and greatest income.” One of the biggest challenges is implementation, he added, noting that he wants to see greater protections for current tenants. Ong agreed that SB50 is a move forward that “makes development possible and levels the playing field” that has historically favored the privileged, but he stressed the importance of “listening to people’s fears about the uncertainty of change” and “collectively thinking about what is best for society as a whole.”


Storper Challenges Blanket Upzoning as Solution to Housing Crisis

A Planning Report article featured Urban Planning Professor Michael Storper‘s latest research challenging blanket upzoning and the “housing as opportunity” school of thought. Upzoning has been proposed as a solution to the affordable housing crisis, aiming to increase supply and affordability through trickle-down economics. According to Storper, UCLA Luskin’s distinguished professor of regional and international development in urban planning, “Blanket upzoning is a blunt instrument, whereas people’s housing needs are diverse.” Storper highlights the unintended consequences of upzoning, which “favors those who can pay the price of housing in high-demand areas,” while the trickle-down effect to middle-class and lower-income people “will be small and could even be negative in highly desirable areas.” Storper concludes, “Affordability has to be tackled directly; it’s not going to be created through aggregate supply and trickle-down.” Storper’s comments were cited on Planetizen, the Berkeley Daily Planet, CityWatchLA, Fox&Hounds and other outlets.
