‘Retirement Is Not Retreating; It’s Changing Gears’ Now a professor emeritus, Social Welfare's Mark Kaplan continues to teach and serve the UCLA community

Mark S. Kaplan, professor emeritus of social welfare, officially retired earlier this year, but, for now, he is busier than ever.  

“Retirement is not retreating; it’s changing gears,” explained Kaplan, an avid cyclist. “It’s more leaving one set of activities and moving toward new adventures.”

He is still teaching, conducting research, applying for grants, including from the National Institutes of Health, mentoring students, and continuing to mentor and collaborate with former students who have become successful scholars and colleagues over the years. He’ll also take on a campuswide faculty committee post or two, including chairing UCLA’s Academic Senate Grievance Advisory Committee for 2023-24. 

Kaplan, a faculty member at UCLA Luskin for the past decade, has devoted his career to public health issues, most notably suicide and gun violence in the United States and globally. 

“Throughout his career, Mark tirelessly devoted himself to unraveling the complex dynamics surrounding suicide, substance use, and gender and firearm violence,” said Social Welfare chair Laura Abrams at a retirement celebration/roast held for Kaplan over the summer. “His unwavering dedication to these critical areas of public health and social work has significantly contributed to our collective knowledge, prevention strategies and policy advancements in addressing these pressing concerns.”

Kaplan, also a dedicated ukulele player, says his retirement also comes with a few strings attached. 

“I’m actually working with more undergraduate public affairs students than ever before, including honors thesis projects,” he said. 

In addition, he will be teaching his popular course on preventing firearm violence, now approved for distance (online) learning. Kaplan said the format has allowed him to bring in a wider array of guest speakers on timely topics who are unable to travel to campus.  

Of one of his frequent guests, he said, “We don’t see eye-to-eye on anything. But it is a very civil conversation, and most students very much appreciate the diversity of points of view and hearing different voices in this highly polarized area.” 

Since going online in winter 2021, the course has received positive feedback from students, who voted to keep the course fully online in winter 2022, even after UCLA had returned to in-person instruction. 

“There’s no other place in the country that I know of that has a permanent course on gun violence,” Kaplan said. Launched in the wake of a 2016 shooting on the UCLA campus, the course has been consistently filled, and student interest has only grown. “What is important is that it has evolved over time. It keeps getting better, so I am committed to that course,” he said. 

Kaplan has received a number of awards throughout his career, including the Distinguished Investigator Award from the American Foundation for Suicide Prevention. He has contributed to state and federal suicide prevention initiatives and has testified before the Senate Special Committee on Aging at a hearing on veterans’ health. He has also served as an advisor to the U.S. Department of Veterans Affairs, the Centers for Disease Control and Prevention, the American Foundation for Suicide Prevention, and the National Institute on Alcohol Abuse and Alcoholism. Kaplan also has advocated for including of gun violence prevention as one of the Grand Challenges in Social Work, which he said was recently approved. 

At UCLA, Kaplan has been a faculty affiliate with the university’s California Center for Population Research. Academic posts before coming to UCLA have included Portland State University, the University of Illinois at Urbana-Champaign and the University of Oregon.  

The four-time Fulbright awardee recently received an award from the Fulbright Specialist Program to help faculty at the Universidad Carlos III de Madrid maximize the global impact of their research. He also has his eye on new research opportunities in Canada, where he has been affiliated with the Canadian Institute for Substance Use Research at the University of Victoria in British Columbia.

Kaplan, whose research has been widely published, is a frequent contributor to media seeking his expertise, including through op-ed pieces. He plans to expand on that effort to help the next generation of scholars improve their citation record of scholarship and their overall visibility and impact. 

“I’ve been intrigued by that. How do you engage the readers more? It doesn’t happen in an organic way.”  

And although Kaplan has made some time for cycling in the Pacific Northwest and a trip to Guatemala, where he grew up, he also plans to continue collaborating with Luskin School faculty, staff and students.

So, for now, Kaplan is staying local. 

“It’s not one transition. It is a series of transitions for me,” he said. “And there will be unexpected twists and turns along the way.” 

Science, Health Leaders Unite Around National Firearm Policy Reforms

A nationwide coalition of more than 1,200 leaders in science and health, including more than 450 members of the National Academies of Sciences, Engineering and Medicine, has submitted a letter urging the United States Senate to rapidly pass legislation advancing evidence-based approaches to reduce the toll of gun violence in America. The coalition, with Jody Heymann of the Fielding School of Public Health and UCLA Luskin Public Policy serving as lead author, calls for reforms in four key policy areas:

  • prohibiting people who have committed violent crimes or have domestic violence restraining orders from purchasing firearms;
  • adopting child access prevention and safe gun storage laws, which studies show would reduce gun suicides and unintentional gun deaths among children and youths;
  • requiring firearm licensing and training requirements, especially for people obtaining guns for the first time;
  • taking action on large-capacity magazines as a way to significantly lower deaths in mass shootings.

Among the letter’s signatories are researchers from every region of the country, including college presidents and university deans. The health and science leaders also commend the recent bipartisan deal in Congress on a set of reforms that would begin to make progress in some areas. Heymann is a distinguished professor of health policy and management, public policy, and medicine and a former dean at the Fielding School. “Each of these recommendations has been studied through research comparing the experiences of states with and without certain laws over time—and the evidence is clear they work,” she said.


 

Scholars Issue Call for Evidence-Based Action to Prevent School Violence

A nationwide coalition of scholars who have conducted decades of research into school safety has issued an eight-point plan for immediate government action to reduce gun violence. The coalition, including Ron Avi Astor, a professor of social welfare and education at UCLA, called for a comprehensive public health approach to gun violence that is informed by scientific evidence. The recommendations come days after a shooting rampage at an elementary school in Uvalde, Texas, left 19 children and two teachers dead. “The recent mass shootings across the country are another painful reminder of failed efforts to stop the kind of gun violence that occurred at Sandy Hook Elementary School nearly 10 years ago,” according to a statement by the coalition known as the Interdisciplinary Group on Preventing School and Community Violence. The researchers called for a new mindset that prioritizes prevention over reaction. “A focus on simply preparing for shootings is insufficient,” they said. “Prevention entails more than security measures and begins long before a gunman comes to school.” Several of the recommendations focus on limiting access to firearms, including a ban on assault-style weapons and comprehensive background checks for gun buyers. The coalition also calls for a national program to train culturally proficient crisis intervention and threat assessment teams at the school and community level, as well as a requirement that schools assess their learning environments to ensure that they are physically and emotionally safe. “It is time for federal and state authorities to take immediate action to enact these proposals,” the coalition said. “We contend that well-executed laws can reduce gun violence while protecting all constitutional rights.”

Astor Promotes Culture of Care, Safety in Schools

Professor of Social Welfare Ron Avi Astor’s new report on increasing school safety and reducing weapons on campuses was covered by KNX1070 and CBS LA. The study found that fostering supportive environments in schools plays a key role in reducing the presence of weapons and creating safe campuses. Astor and his team analyzed surveys from 890,000 California students to better understand how factors such as the level of crime in a school’s surrounding neighborhood, students’ feelings of belongingness at their school, and student relationships with teachers and staff can affect the potential for weapons-carrying and violence. They found that measures such as metal detectors, security cameras and active shooter drills increase fear of violence, diminish students’ well-being and disproportionately affect students of color. Instead, Astor proposed prioritizing a culture of care and elevating the voices of students and teachers. “We must create opportunities to hear their voices and explore local solutions that make their schools safer,” he said.


A New Approach to Preventing Weapons-Related Violence at California Schools Study gauges the prevalence of weapons on campuses and provides a comprehensive look at factors that put schools at risk

At some schools in California, nearly 1 in 5 students say they have either carried a weapon or been injured or threatened with one, according to a new study co-authored by UCLA Social Welfare Professor Ron Avi Astor that examines the presence of weapons in the state’s public middle and high schools and recommends focusing on campus-level conditions that could serve as warning signs for violence.

“Although tragic incidents of shootings in schools are rare and directly affect only a small number of students, tens of thousands of students report bringing weapons to school, and many more see other students in their school carrying weapons,” said Astor, who holds joint appointments at the UCLA Luskin School of Public Affairs and UCLA School of Education and Information Studies.

The study, co-authored with Rami Benbenishty of Hebrew University of Jerusalem, was published recently in the Journal of School Violence.

Based on surveys of nearly 890,000 California students in grades 7, 9 and 11, the research focuses on all types of weapons — not only guns — and assesses how factors such as the level of crime in a school’s surrounding neighborhood, students’ feelings of belongingness or victimization at school, their relationships with teachers and staff, and their perceptions about whether disciplinary practices are fair can heighten or lower the potential for weapons-carrying and violence.

This holistic or school-wide approach represents a significant departure from previous school-violence studies, which have typically sought to identify risk factors around individual students who might pose a threat, Astor noted.

“A major limitation of current ‘shooter’ studies is that they tend to maintain a narrow focus on individual perpetrators,” the authors write. “Although it is very difficult to detect students who perpetrate school shootings, it is possible to identify schools that have many students who are involved with weapons.”

The number of students who reported seeing weapons on campus is very low at many schools, according to the study, which included a representative sample of students from every county in the state who completed the California Healthy Kids Survey between 2013 and 2015.

However, in 3.3% of schools, more than 15% of students reported carrying a weapon, and in 5.8% of schools, at least 15% of students said they had been injured by a weapon or threatened with one. It is at these schools in particular, Astor and Benbenishty say, that an approach focused on improving campuswide conditions can bear the most fruit.

“It is imperative to develop a monitoring system to identify such schools and channel resources to this vulnerable group of students, educators and parents,” said Astor, who teaches a UCLA undergraduate course on ways to improve school safety. “We must create opportunities to hear their voices and explore local solutions that make their schools safer.”

Fostering a warm, supportive school environment is key to reducing the presence of weapons and creating a truly safe campus, according to the authors, whose previous research has demonstrated that prioritizing a culture of care, funneling more resources to vulnerable schools and elevating the voices of students, teachers and students leads to a drop in the number of weapons at schools.

“Students who trust that teachers support them and have a sense of safety in school may be less inclined to bring weapons to school,” the authors write.

In this new study, Astor and Benbenishty also focus on the unintended negative consequences of past efforts to deter individual shooters by “hardening” schools with metal detectors, security cameras and armed staff, as well as “active shooter” drills and harsh mandatory punishments that research shows often demonstrated bias against students of color.

These measures, they noted, frequently created fortress-like campuses that greatly diminished students’ well-being, heightened the fear of violence on school grounds and sent more of the nation’s children into the school-to-prison pipeline.

“Schools,” the authors conclude, “could develop a variety of caring and supportive approaches to reduce weapons-related behaviors … that do not include law enforcement methods and do not increase the school-to-prison pipeline.”

Kaplan on Inequalities Underlying Gun Violence

Social Welfare Professor Mark Kaplan was cited in an 808 Opinions blog post about the exacerbation of gun violence during times of crisis. The post argued that economic hardship and social unrest as a result of the COVID-19 pandemic have incited fear and panic. It also pointed to a rise in shootings, online ammunition sales and processed background checks for firearm purchases. The author cited a presentation by Kaplan that tied gun violence to racial and socioeconomic inequality in America. “You hear all about poverty, but inequality is another measure of economic well-being,” Kaplan said. “There is a strong correlation between homicide per million and income inequality.”
