Gilens on Medical Debt and the ‘Centuries-Long Suspicion of the Poor’

UCLA Luskin’s Martin Gilens spoke to KFF Health News and NPR about hesitation among some members of the Black community to use crowdsourcing sites for help covering medical debt. An estimated 100 million people in the United States are burdened by health care debt, with Black Americans at particular risk — yet they are far less likely to seek assistance from sites such as GoFundMe, the news organizations found. Pride and a reluctance to reinforce negative stereotypes are among the reasons. As Gilens, author of “Why Americans Hate Welfare,” explained, “There’s a sort of a centuries-long suspicion of the poor, a cynicism about the degree of true need.” In recent decades, poverty has been cast as a Black problem, even though there are far more white Americans living in poverty, according to census data. This helped drive a backlash against government assistance programs in the 1980s and ’90s, said Gilens, a professor of public policy, social welfare and political science.


 

Wasserman Imagines Possibilities for Fareless Transit

Jacob Wasserman, research project manager at the Institute of Transportation Studies at UCLA Luskin, joined KCRW’s “Greater L.A.” to discuss the possibility of a fareless Metro. After nearly two years of free bus rides during the pandemic, LA Metro has resumed fare collection, stating that they cannot afford to continue the policy. According to Wasserman, bus and train fares make up 15-20% of Metro’s annual operating funds. “[That] is not nothing, but is also a sum that they could make up through other sources of revenue,” he said. Ridership trends in Los Angeles had declined for years, but ridership during the pandemic was actually much higher than in other cities. Wasserman explained that essential workers, low-income riders and riders of color rely on the bus system to get around. He believes that there is a path to fareless transit “if Metro thinks outside of the box and looks at ways to make transit more accessible for all.”


Gilens on American Attitudes Toward Welfare

A Fortune article summarized Public Policy Chair Martin Gilens’ analysis of American attitudes toward welfare in order to better understand the effect of the pandemic on the country. New studies have found that the poorest Americans have gotten poorer during the pandemic, despite unemployment benefit programs such as the $2.2 trillion CARES Act. On the other side of the U.S.-Canada border, Canadians received $2,000 deposited directly into their bank accounts days after filling out an online form as part of the Canadian Economic Recovery Benefit. Canada’s social safety net and collectivist mindset have supported Canadians during the pandemic, resulting in fewer deaths and COVID-19 infections compared to the U.S. after adjusting for population size differences, the article stated. It cited Gilens’ book “Why Americans Hate Welfare,” which argues that individualism, economic self-interest, the trope of the “undeserving” welfare recipient and racial discrimination each contribute to American attitudes on wealth redistribution through taxation.


Anheier on German Economic and Social Reform

“For government, the most important objectives are to reverse two key trends: rising economic inequality and declining social mobility,” said Helmut Anheier, adjunct professor of social welfare, in a recent Project Syndicate interview on German economic and social reform. Anheier, who also holds posts at Hertie School of Governance and Heidelberg University in Germany, argued that policies that could advance these goals include a livable minimum wage, reforms to the system for delivering unemployment and welfare benefits, and massive investments in education and skills training. Anheier, editor-in-chief of the new UC Press publication Global Perspectives, also commented on a number of topics including globalization, philanthropy in the time of COVID-19 and lessons to be learned from Germany’s past. “Germany has come to terms with its history … but it still hasn’t developed a clear vision of a multi-ethnic society – vital to prevent the kind of divisiveness one sees today in the United States and United Kingdom.”


 

Blumenberg Says Trump’s Welfare Reform Plan Misses a Key Piece: Transportation 

UCLA Luskin’s Evelyn Blumenberg is quoted in a Washington Post article about whether a Trump administration order to toughen work requirements for welfare recipients overlooks a well-documented link between transportation and employment.  “Since the 1990s, things have become much more difficult for welfare recipients,” said Blumenberg, a transportation expert and professor of urban planning. “And I have not seen an upswell in movement for supporting the transportation part of this.” Cars play a key role in access to jobs that are “suburbanizing.” Blumenberg said, “It’s a touchy subject in transportation circles, where funds are focused on increasing access to public transit, even though poor people more than anyone need the flexibility and instant mobility of having a car.”
