Shane Phillips is the Housing Initiative Project Manager at the UCLA Lewis Center for Regional Policy Studies, where he manages the Randall Lewis Housing Initiative. He studies housing affordability, with a focus on housing supply and policy design, and his expertise spans zoning, development, tenant protections, and the government revenue and financing structures that shape housing outcomes. In this role, he supports faculty and student research, organizes events, and publishes research, policy briefs, and educational materials for policymakers and the public.
Shane is the author of “The Affordable City: Strategies for Putting Housing Within Reach (and Keeping It There)” (Island Press, 2020), which makes the case for an “all of the above” approach to housing policy and outlines 55 strategies for improving affordability and housing stability.
