Gary MacDougal is an entrepreneur, writer, foundation director, former arts executive and political leader.   He is a founder and currently a Director of the $400 million America for Bulgaria Foundation based in Sofia, Bulgaria that, among other activities, is funding the largest NGO in Eastern Europe focusing on helping the Roma with education and job training.  Gary also works with governors, legislatures, non-profits and others to assist the economically disadvantaged move from dependency to self-sufficiency, and has written numerous articles for the New York Times, Wall Street Journal, Washington Post, Chicago Tribune, Harvard Business Review and other publications [see Wikipedia and/or macdougal.com].   He is the author of Make a Difference: A Spectacular Breakthrough in the Fight Against Poverty (St. Martin’s Press – 15,000 copies sold) describing his work as Chair of the Illinois Governor’s Task Force on Human Services Reform, which was the basis for the biggest reorganization of Illinois state government since 1900.  This work led to a reduction in the welfare rolls from 640,000 to less than 50,000 with leaver studies show that the majority left for employment.   He has been Chair of the Board of the Russell Sage Foundation, the largest foundation focused solely on social science research, and has been a long time director of the $3 billion Annie E.
