Matute Stresses Tactical Urbanism in Bus Transit Projects

Juan Matute, urban planning lecturer and deputy director of the Institute of Transportation Studies, spoke to Streetsblog about the key obstacles to improving public transportation and bus infrastructure in cities. It can take years to build new bus routes, with funding and political opposition serving as obstacles along the way. According to Matute, “The key issue for the delay is funding with other people’s money such as state or federal discretionary apportionment and grant funds.” He also explained that “chasing funding also leads planners to create more ambitious, more costly projects with a more extensive planning process.” Planners are often tempted to create more elaborate and expensive projects beyond what is necessary for improving bus transit. Instead, transportation experts recommend introducing temporary pilot bus lanes, starting with “No Parking” signs and painting red bus lanes in order to quickly improve transit services at a low cost.


Taylor on Decline of Driving in the U.S.

Brian Taylor, director of the Institute of Transportation Studies at UCLA Luskin, spoke to the Wall Street Journal about a decline in driving across the United States. The average number of miles driven per person has declined since its peak in 2004, the report said, citing migration to dense urban areas; young adults’ preference to use alternate modes of transportation; more online working, shopping and streaming; and a growing population of retirees who no longer commute to jobs. The trend is a break from the past, when the country’s driving pattern moved in sync with the economy, with people driving more when times were good. “In the midst of a fairly substantial economic recovery between 2009 and 2017, we’re seeing a decline in person trip-making, which suggests that something pretty fundamental is going on here,” Taylor said.

Taylor on Proposal to Offer Free Rides on Trains and Buses

Brian Taylor, director of the Institute of Transportation Studies at UCLA Luskin, spoke to Curbed LA about a proposal to eliminate fares for public transportation in Los Angeles County. Offering free rides on buses and trains would get cars off the road, build ridership and reduce carbon emissions, proponents say. Taylor noted that it would be difficult to predict how the program would impact the whole system — particularly its capacity to handle increased rush-hour ridership — without trying it out. Curbed LA also cited research on free fares conducted by urban planning doctoral student Teo Wickland, who worked on the California Statewide Transit Strategic Plan. Wickland noted that eliminating fares would speed up bus service, where the boarding process is slowed every time riders struggle to find their fare card or come up with exact change.

The Game Is Rigged, Manville Says

Assistant Professor of Urban Planning Michael Manville spoke to the Denver Post about the challenges facing the next general manager of the Regional Transportation District (RTD), which serves Denver, Boulder and surrounding areas in Colorado. The current general manager recently announced that he will step down, and the agency’s board of directors is looking for a replacement who will be able to reverse RTD’s declining ridership. Despite the addition of new commuter rail lines and bus rapid transit services, ridership has dropped nearly 5 percent over the last four years. According to Manville, the greatest challenge will be operating in a “metropolitan area that favors those who drive themselves around.” He warns, “The game is rigged. This is what your next director will face, no matter who he or she is.”


Manville on Efforts to Reduce Congestion Near Utah Resorts

Associate Professor of Urban Planning Michael Manville told NPR Utah that public transportation improvements may not be enough to solve a congestion problem in the state’s Cottonwood ski resort area. Utah transit officials recently upgraded the area’s bus service in an effort to reduce traffic during the winter ski season. The officials predicted that the improvements, including an increased number of trips, faster service between routes and more seat space, will increase bus ridership by at least 25 percent. However, Manville pointed out that, while improved public transit is a positive step, it’s not necessarily going to solve the problem. “At its best, public transportation offers people the chance to avoid the headache of driving in traffic,” he explained, “but it has never been demonstrated to actually reduce congestion.” According to Manville, “The textbook solution is a toll on the road based on the level of demand for it.”


Manville on Public Transit Investment and Ridership Trends

In a San Diego Union-Tribune article about the city’s new high-speed rail proposal, Michael Manville, associate professor of urban planning, highlighted the challenges of implementing public transportation improvements in cities primarily designed for automobile travel. San Diego recently proposed two tax increases to fund billions of dollars in bus and rail investments, but experts worry that it will follow the example of cities like Atlanta, Houston and Los Angeles, which invested heavily in public transit only to lose riders. Manville describes Los Angeles as a “cautionary tale,” explaining that “you can’t take a region that is overwhelmingly designed to facilitate automobile travel and change the way people move around just by laying some rail tracks over it.” To avoid decreases in ridership, transportation experts recommend making it harder to drive by eliminating street parking, ending freeway expansions, limiting suburban home construction and implementing policies like congestion pricing.


Bus Lanes Can Lead to Systemic Changes, Matute Says

New York City recently created a bus-only street, which resulted in less traffic congestion. Matute said giving every bus in the United States a dedicated bus lane could lead to systemic changes. The public demand for more buses would outweigh the supply by the third week if this initiative were to be implemented, he said. “If the bus lanes were, in fact, permanent, in 10 weeks you’d see GM coming to a labor agreement and retooling factories to make buses,” he said.


 

Manville on Benefits of Congestion Pricing

Michael Manville, associate professor of urban planning, was featured in a Sierra Club article about the prospect of congestion pricing in major U.S. cities. Earlier this year, paralyzing traffic delays in New York City prompted the state to approve a plan to implement congestion pricing by 2021, and Los Angeles recently approved a two-year study to investigate the feasibility of the traffic-management strategy. By charging people to drive on traffic-clogged roads, congestion pricing encourages people to drive at different times, carpool or take public transit, all while reducing carbon emissions and raising revenue for transportation projects. Manville explained that congestion pricing is “the only thing that has ever been demonstrated to reduce [congestion]. So either we can do this or everyone has to stop complaining.” Manville reiterated his support for congestion pricing as one of the most viable solutions to traffic gridlock in a Shift article.


Taylor on Nationwide Trend of Declining Bus Ridership

Brian Taylor, director of the Institute of Transportation Studies at UCLA Luskin, spoke with the Naples Daily News about declining ridership on public buses, a nationwide trend that has caused alarm among transit managers. In Florida’s Collier County, ridership on public transit increased for 10 years until 2013. Since then, it has steadily declined. In vehicle-friendly areas like Collier County, public transit offers a social service for people who can’t afford a car or access other transportation options, Taylor said. “Very few people make up the most transit trips,” he said, noting that the success of a program often depends on a small group of frequent riders.

Transit Ridership Still in Decline, Manville Reports

Associate Professor of Urban Planning Michael Manville spoke to Transit California about a 2018 report he co-authored with other Institute of Transportation Studies (ITS) scholars that found public transportation ridership in Southern California has declined. Manville confirmed this trend has continued with one difference. “What is different from then to now is that San Francisco has now joined the ranks of ridership in decline, which was not the case when we originally did the study,” Manville said. Despite political support for Measure M, which created a tax in Los Angeles to pay for transit improvements, ridership remains low. The measure appealed to voters — but not enough to change their travel behavior, Manville said. “We can’t depend or model transit ridership on low-income riders. That model falls apart today,” he said. “Instead, transit has to be built in a way that we expect people to ride it.” Urban Planning Professors Brian Taylor and Evelyn Blumenberg coauthored the 2018 report.
