Matute on L.A. Public Transit Boom

Juan Matute, deputy director of the Institute of Transportation Studies at UCLA Luskin, spoke to the Los Angeles Times about the expansion of mass public transit in Los Angeles. After several years of declining ridership, Metro ridership dropped by 70% at the beginning of the pandemic. However, the city took advantage of the opportunity to accelerate construction of public transit projects like the Purple Line, which will extend from downtown Los Angeles to Westwood. Matute called the Purple Line extension “the most important transit project in America, outside of Manhattan” because it links L.A.’s high-density corridors. It also may offer a quicker route than a personal vehicle, unlike bus options that double or triple commute times if they don’t have a dedicated traffic lane. Although transit in L.A. has predominantly been used by those trying to minimize costs, the new Purple Line expansion will be significant in that it also offers a time advantage, he said.


Manville Endorses Parking Reform in California

Associate Professor of Urban Planning Michael Manville co-authored a StreetsBlog article about the possibility of parking reform with Assembly Bill 1401, which would eliminate minimum parking mandates for buildings near public transit in California. “Eliminating parking requirements is the simplest, most effective step that California can take to reduce carbon emissions, make housing more affordable, and increase production of homes for families across the income spectrum – all at no cost to the public,” wrote Manville and co-authors Anthony Dedousis and Mott Smith. Some opponents of the bill argue that eliminating parking requirements could harm affordable housing production by making California’s density bonus incentives less valuable. However, the authors pointed to the success of parking reform in San Diego, which eliminated parking requirements in 2019 and saw record increases in the amount of new housing built, including over 1,500 affordable homes in 2020. They see AB 1401 as an opportunity to “learn from San Diego’s success and take parking reform statewide.”


Matute Reflects on Garcetti’s Legacy as Mayor

Juan Matute, deputy director of the Institute of Transportation Studies at UCLA Luskin, was featured in a Guardian article about the strengths and shortcomings of Eric Garcetti’s administration during his time as mayor of Los Angeles. There is a possibility that Garcetti will cut his second term as mayor short to take a position as a U.S. ambassador and eventually return to pursue a higher office in the federal government. In Los Angeles, reviews are mixed about his efforts to address climate change, pollution, the affordable housing crisis and economic inequality. On transportation issues, Matute pointed out that the mayor succeeded in pushing a key funding measure in 2016 and set commendable goals for improving mobility and safer streets. However, the “execution of his plans has been slow and haphazard,” Matute said. “There was a lot of promise for changing mobility in Southern California that came through in plans … but they’ve fallen short of implementation.”


Cohen on the Disempowerment of Patients

Professor of Social Welfare David Cohen was featured on the Mikhaila Peterson podcast as a guest speaker on the dangers of psychiatric medication, dependency and withdrawal. Cohen pointed out that the prescription rates for psychoactive drugs have quintupled in North America in the last 40 years. Prescriptions for children have increased even more, even though the long-term effects of psychoactive drug use not fully understood. “No one seems to be responsibly investigating these questions, despite the large number of citizens who take psychoactive drugs,” Cohen said. While psychoactive drug use is not new, the avalanche of modern synthesized psychotropics and corporate pharmaceutical promotion have served as converging factors increasing societal dependence on psychoactive drugs. “The cautions that we might feel as ordinary citizens about long-term use are short-circuited by the ideas that many of us are deficient or suffer from some pre-existing brain abnormality that requires treatment with drugs,” he said.


Ong’s Research on the Asian American Experience Highlighted

Center for Neighborhood Knowledge Director Paul Ong was featured in an Equitable Growth article about the economic experiences of Asian Americans. As a part of Asian American and Native Hawaiian/Pacific Islander (AANHPI) Heritage Month, the article highlighted scholars doing economic research on AANHPI populations and their experiences in the United States. Ong’s research focuses on people of color and immigrants in the the U.S. labor market, sustainability and equity, the racial wealth gap, and the role of urban structures in the reproduction of inequality. More recently, he has focused on the disproportionate economic impact of the COVID-19 pandemic on Asian Americans, as well as the rise in anti-Asian hate crimes. “The virus’s Asian origin may affect Asian Americans to a greater degree as racial and xenophobic tensions mount,” he explained. “The increase in discrimination against Asian Americans has manifested financially and commercially as customers, employers and co-workers base their economic behavior on discrimination.”


Storper on the Counterintuitive Truth About Global Investment

Urban Planning Distinguished Professor Michael Storper co-authored an article about the impact of international investment on domestic employment levels for the London School of Economics’ Global Investments and Local Development blog. “The world over, public policies for recovery from COVID-19 have cherished the idea of curbing foreign activities of domestic firms in order to boost domestic employment and wages. This represents a fundamental misconception about outward foreign direct investment,” Storper wrote with scholars Riccardo Crescenzi and Roberto Ganau. The authors conducted an in-depth analysis of U.S. local labor markets, detailed in a paper recently published in the Journal of Economic Geography. They found that firms with direct investment in other countries create jobs at home, a counterintuitive fact in an era of populism and calls for curbing global economic integration. The authors noted, however, that there is a downside in the form of increasing intra-regional inequalities between high-skilled and low-skilled workers.

Roy on Failed Promise of Project Roomkey

Ananya Roy, executive director of the UCLA Luskin Institute on Inequality and Democracy, spoke with KNX1070 about Project Roomkey, a program designed to provide temporary shelter in hotels and motels to Los Angeles’ homeless population. Critics of the program, launched in Los Angeles at the beginning of the COVID-19 pandemic, cited draconian conditions, including early curfews, a lack of privacy and harassment by staff. To demand changes at Project Roomkey sites, as well as shelters across the region, several members of the unhoused community have organized under the banner United Tenants Against Carceral Housing. Roy said she was once an advocate of Project Roomkey but has become more critical after seeing the program in action. Elected officials are wasting public resources on a “shelter shuffle” and have “turned temporary housing like Project Roomkey into the most dehumanizing, prison-like housing,” Roy said. “People are not better off and they’re clearly not more safe.”

Weisburst on Impact of Police in Schools

Assistant Professor of Public Policy Emily Weisburst was mentioned in an Axios article about the presence of police officers on school campuses. Some school districts are considering replacing campus police officers with improved mental health services after studies have shown that Black and Hispanic students are disproportionately affected by disciplinary action in schools, contributing to the school-to-prison pipeline. Weisburst’s research also found that disabled students are disproportionately affected negatively when police or school resource officers rather than teachers and administrators maintain discipline. In her 2019 paper “Patrolling Public Schools: The Impact of Funding for School Police on Student Discipline and Long-Term Education Outcomes,” Weisburst found that school police presence was associated with a decrease in both high school graduation rates and college enrollment rates. Her analysis also confirmed that Black students experience the largest increases in discipline when police are on campus. Weisburst and others recommend increasing funding and quality of mental health services for students.


Measuring Public Support for District Attorney Gascón

A Los Angeles Times story about a petition to recall Los Angeles County District Attorney George Gascón cited this year’s UCLA Quality of Life Index, a survey that includes favorability ratings for selected state and local officials. County residents surveyed in March were nearly equally divided in their opinions of the reform-minded D.A., who had a 31% favorability rating compared to 32% unfavorable. However, more respondents had intensely unfavorable opinions (22%) than intensely favorable ones (9%), according to the index produced annually by the Los Angeles Initiative at UCLA Luskin. To move forward, recall organizers must collect signatures of support from 10% of L.A. County’s registered voters — a little more than 579,000 people — by Oct. 27. Gascón has also faced lawsuits from prosecutors in his own office, interference on cases from other California law enforcement leaders and an outcry from some crime victims who claim his policies have abandoned them.

Manville on Improving Communities by Pricing Roads

Urban Planning Associate Professor Michael Manville spoke to Innovation Hub about the dim chances that traffic congestion will improve post-pandemic. Empty roads invite more drivers to use them, he said. And even if more employees work from home, they’ll still use the roadways to satisfy the craving for human connection after a year of quarantine. Offering a one-sentence summary of congestion — “because we’re all in a hurry, we all slow each other down” — Manville argued that the best strategy for managing traffic is charging drivers to use the roads, just as governments charge for utilities. Higher prices during peak traffic hours would help keep traffic moving at a consistent speed, and revenue could be used to keep the system equitable for people who must drive but cannot afford the fees. Manville also noted that reducing congestion would benefit the often low-income neighborhoods that line highways, which are currently inundated with pollutants from nearby traffic.
