Recall Vote Has High Stakes for COVID-19 Battle, Diaz Says

Sonja Diaz, executive director of the Latino Policy and Politics Initiative at UCLA Luskin, spoke with KPBS about changes to California’s policies to combat COVID-19 if Gov. Gavin Newsom is removed from office — including potential cuts in funding to deal with the pandemic. “We know who suffers when bad policy exists … and that’s Black and brown communities who have borne the brunt of the health and wealth impacts of this pandemic,” she said. “One need only look at states like Arizona, Georgia and Florida for the role of a governor who’s anti-science in dealing with the pandemic.” Diaz also spoke to the Associated Press about the electoral power of Latinos, who now make up 40% of California’s population but are less likely to vote than other groups. And she spoke with Spectrum News about the importance of investing in turnout to motivate people of color to vote. 

Park on the Complexities of Heat-Related Work Injuries

Assistant Professor of Public Policy R. Jisung Park was featured in an LAist article discussing his research on the effects of rising temperatures on the labor force. California’s Division of Occupational Safety and Health (Cal/OSHA) requires employers to give employees water, rest and shade while working in the heat, but the agency is chronically understaffed and underfunded. Meanwhile, reports of heat-related illness and death continue as temperatures rise. Using a computer model of temperature increases over 20 years and workers’ compensation claims, Park estimated that heat contributes to illness or injury among at least 15,000 California workers each year. He explained that many injuries are misclassified and are not necessarily categorized as heat-related, even if they should be. Park added that heat illness can occur at lower temperatures than expected, and that workers have reported experiencing heat exhaustion on days with temperatures as low as 75 degrees.


Mukhija on Shortcomings of Housing Relief

Professor of Urban Planning Vinit Mukhija spoke to the New York Times about the failures of the federal housing relief packages created during the COVID-19 pandemic. In response to the economic devastation caused by the pandemic, Congress created a $46.5 billion fund for emergency rental assistance, one of the biggest infusions in federal housing aid in generations. However, resistance from landlords and difficulties navigating the informal housing market made it difficult for residents to access aid packages, and much of the aid is unspent. The relief package did not account for informal and un-permitted housing arrangements, including subletters and roommates whose claim to their space often isn’t documented. “There’s a completely hidden story about how do we access millions of tenants that are in un-permitted units,” Mukhija said. In Los Angeles County, there are an estimated 200,000 illegal housing units, highlighting the contrast between the low-income rental market and the rest of the housing market.


Peterson on Payback Expectations Among Newsom Supporters

Public Policy Professor Mark Peterson spoke with California Healthline about prospects that unions defending Gov. Gavin Newsom against a recall attempt will in return seek stronger action on instituting single-payer health insurance in California. Organized labor made hundreds of thousands of dollars in political contributions, purchased ads and phone-banked to defend Newsom ahead of Tuesday’s recall election. “This is a crucial moment for Newsom, and for his supporters who are lining up behind him,” said Peterson, who specializes in the politics of health care. “They’re helping him stay in office, but that comes with an expectation for some action.” In 2018, Newsom made a campaign pledge to establish a government-run, single-payer health care system in the state, but it’s unclear whether he could deliver such a massive shift. In addition, if he withstands the recall, the governor will face competing demands to reward supporters pushing for action on issues such as homelessness, climate change and public safety.


Yaroslavsky on Political Reverberations From Recall Election

Zev Yaroslavsky, director of the Los Angeles Initiative at UCLA Luskin, spoke to USA Today about the potential for nationwide repercussions if California Gov. Gavin Newsom is ousted in Tuesday’s recall election. Newsom’s removal could fuel efforts to dismantle vaccine mandates and other COVID-19 restrictions, and embolden Republicans who will battle to take control of both chambers of Congress in the 2022 midterm elections. It could also undermine California’s reputation as a progressive trendsetter. “When California sneezes, the rest of the country catches a cold,” said Yaroslavsky, a former Los Angeles County supervisor and city councilman. California’s ouster of a Democrat would be a “political earthquake” that could shake the rest of the nation, he added. Yaroslavsky also spoke to the Jewish News Syndicate about the role of the Jewish electorate, noting, “There’s an undemocratic piece to this recall, which I think offends the sensibilities of the Jewish community.” 


Tilly on Boost in Workers’ Bargaining Power

Urban Planning Chair Chris Tilly was featured in an Associated Press article about the growing strength of union workers. A nationwide worker shortage spurred by the COVID-19 pandemic has given union workers an opportunity to demand higher wages and better working conditions. “Low-end jobs more typically have a labor surplus,” Tilly said. “But there are also shortages at higher skill levels, including jobs where there are chronic shortages like nurses, machinists and teachers.” Tilly predicted that, as the job market starts to slow in coming months, union workers may lose some of their newly claimed bargaining power. “As long as the economy is growing — and growing at a relatively vigorous pace — that’s going to continue helping workers, and for that matter, dealing unions a better hand, too,” he explained. “But we are not necessarily in a new era that’s going to look exactly like it has for the last few months.”


Vulnerable Populations Need Cooling, Turner Says

Assistant Professor of Urban Planning V. Kelly Turner spoke to the Guardian about the role of air conditioning and shade as a response to climate change. As temperatures rise, new technologies are emerging as an alternative to air conditioning, which itself is a contributor to the climate crisis. It’s necessary to tackle the fundamental problems that make cities hotter, said Turner, but in the meantime, “we will need some air conditioning because [without it], you can’t get your core temperature cool enough if you’re exposed to really extreme heat.” Air conditioning is especially important for vulnerable populations including outdoor agricultural and construction laborers, children, elderly people and low-income renters, said Turner, who is co-director of the UCLA Luskin Center for Innovation. She added, “If you want to cool people, you have to provide shade” to protect people’s bodies from the direct heat of the sun. 


Leap Highlights Paths to Upward Mobility for Youth

Adjunct Professor of Social Welfare Jorja Leap joined the 30 for 30 podcast “The King of Crenshaw” to discuss the role that gangs play in Los Angeles. “If our culture in L.A. is a tapestry, [gangs] are several threads that run through that tapestry — the good, the bad, the ugly and the understandable,” she said.  The podcast focused on how the life and death of rapper and community activist Nipsey Hussle deeply impacted the sports world, particularly NBA players. Leap noted that many Black youth in South Los Angeles pursue basketball and rap as paths to opportunity and hope. While not the only options for upward mobility, they don’t require any special equipment but do depend on raw ability and talent. “The minute you’re busy playing sports, you’re less busy with the hood, pure and simple,” Leap said. “You can’t take the hood away without putting something in its place.”


Hill on Support for Recall in Communities of Color

Assistant Professor of Public Policy Jasmine Hill was featured in a Los Angeles Times column about support for the recall of Gov. Gavin Newsom among people of color who believe that hard work and self-discipline are all it takes to win in this society. Latinos in particular are “more likely than the general U.S. public to believe in core parts of the American dream — that hard work will pay off and that each successive generation is better off than the one before it,” according to a recent Pew Research Center study. Hill called this “a very alluring narrative, because it says that if I just keep working hard, this will work out for me.” But the assumption that poverty and deprivation are personal choices can aggravate social problems and reinforce racial stereotypes, she said. “It’s extremely bad for the social fabric, particularly our relationship to people of color,” Hill said.


School Staff Crucial to Creating a Positive Campus Climate, Study Finds

A new paper co-authored by Social Welfare Professor Ron Avi Astor assesses the critical role of school staff members in creating a campus climate that fosters student development and achievement. The paper, just published in the Journal of Community Psychology, is a departure from previous research that focused on school climate from the student’s perspective. “School staff members have enormous social responsibility and great influence over students. Understanding their perceptions and beliefs about school climate is critical,” wrote Astor and co-authors Gordon P. Capp of Cal State Fullerton and Hadass Moore of Hebrew University of Jerusalem. To conduct the study, the researchers spent seven months interviewing teachers, secretaries, coaches, counselors, school social workers, principals and district-level personnel at two elementary schools and two high schools in Southern California. They also observed formal and informal staff interactions, classroom and recreational activities, and contacts with parents and other members of the community. The study underscored that the school principal’s vision and efforts to engage staff members are crucial in determining the campus culture. One surprising finding was that a school’s socioeconomic status was not a significant factor in staff discussions of school climate. The research also showed that school staff tend to prioritize the student experience over their own work life when assessing school climate. The authors concluded, “Findings from this study strongly suggest that the quality of climate rests with the staff, and without staff reporting a positive climate, how could there be a positive climate for students?”
