A New Approach to Preventing Weapons-Related Violence at California Schools Study gauges the prevalence of weapons on campuses and provides a comprehensive look at factors that put schools at risk

At some schools in California, nearly 1 in 5 students say they have either carried a weapon or been injured or threatened with one, according to a new study co-authored by UCLA Social Welfare Professor Ron Avi Astor that examines the presence of weapons in the state’s public middle and high schools and recommends focusing on campus-level conditions that could serve as warning signs for violence.

“Although tragic incidents of shootings in schools are rare and directly affect only a small number of students, tens of thousands of students report bringing weapons to school, and many more see other students in their school carrying weapons,” said Astor, who holds joint appointments at the UCLA Luskin School of Public Affairs and UCLA School of Education and Information Studies.

The study, co-authored with Rami Benbenishty of Hebrew University of Jerusalem, was published recently in the Journal of School Violence.

Based on surveys of nearly 890,000 California students in grades 7, 9 and 11, the research focuses on all types of weapons — not only guns — and assesses how factors such as the level of crime in a school’s surrounding neighborhood, students’ feelings of belongingness or victimization at school, their relationships with teachers and staff, and their perceptions about whether disciplinary practices are fair can heighten or lower the potential for weapons-carrying and violence.

This holistic or school-wide approach represents a significant departure from previous school-violence studies, which have typically sought to identify risk factors around individual students who might pose a threat, Astor noted.

“A major limitation of current ‘shooter’ studies is that they tend to maintain a narrow focus on individual perpetrators,” the authors write. “Although it is very difficult to detect students who perpetrate school shootings, it is possible to identify schools that have many students who are involved with weapons.”

The number of students who reported seeing weapons on campus is very low at many schools, according to the study, which included a representative sample of students from every county in the state who completed the California Healthy Kids Survey between 2013 and 2015.

However, in 3.3% of schools, more than 15% of students reported carrying a weapon, and in 5.8% of schools, at least 15% of students said they had been injured by a weapon or threatened with one. It is at these schools in particular, Astor and Benbenishty say, that an approach focused on improving campuswide conditions can bear the most fruit.

“It is imperative to develop a monitoring system to identify such schools and channel resources to this vulnerable group of students, educators and parents,” said Astor, who teaches a UCLA undergraduate course on ways to improve school safety. “We must create opportunities to hear their voices and explore local solutions that make their schools safer.”

Fostering a warm, supportive school environment is key to reducing the presence of weapons and creating a truly safe campus, according to the authors, whose previous research has demonstrated that prioritizing a culture of care, funneling more resources to vulnerable schools and elevating the voices of students, teachers and students leads to a drop in the number of weapons at schools.

“Students who trust that teachers support them and have a sense of safety in school may be less inclined to bring weapons to school,” the authors write.

In this new study, Astor and Benbenishty also focus on the unintended negative consequences of past efforts to deter individual shooters by “hardening” schools with metal detectors, security cameras and armed staff, as well as “active shooter” drills and harsh mandatory punishments that research shows often demonstrated bias against students of color.

These measures, they noted, frequently created fortress-like campuses that greatly diminished students’ well-being, heightened the fear of violence on school grounds and sent more of the nation’s children into the school-to-prison pipeline.

“Schools,” the authors conclude, “could develop a variety of caring and supportive approaches to reduce weapons-related behaviors … that do not include law enforcement methods and do not increase the school-to-prison pipeline.”

Kaplan Explains Rising Suicide Rates Among Middle-Aged Men

Professor of Social Welfare Mark Kaplan was featured in a Real Issue Productions film about the rise of mass shootings and the controversies surrounding the national gun debate. “The role of social status and suicide, particularly among males, is gaining attention,” Kaplan said. He explained that the mortality rate among white middle-aged men is rising, largely in part to an increase in suicide rates. As the middle class shrinks, many have lost their jobs and feel humiliated and unhappy — particularly less educated men who feel disenfranchised and abandoned by society. Suicide and mental illness are highly stigmatized in the United States, Kaplan said, noting that “people don’t like to talk about their mental health problems.” Even if guns are taken away, some people still may attempt suicide but “if they do, they are less likely to do so with highly lethal means,” Kaplan said. Tensions Rising During Pandemic, Leap Says

Adjunct Professor of Social Welfare Jorja Leap was featured in an NBC News report about the rise in violent crime during the COVID-19 pandemic. After years of remaining steady, gun violence and homicide rates skyrocketed in 2020. Many experts point to tensions associated with the pandemic as the source of increased violence, including unemployment, health concerns and racial tension. People following stay-at-home orders have more idle time, and conflicts are more likely to escalate. “We’ve got people that are under tremendous strain, and quite honestly, sometimes people just snap,” Leap said. Many people are facing joblessness and economic insecurity, and these issues have been exacerbated by conflicts between police and communities of color. “People feel unsafe … because of the mixed picture we are getting of law enforcement that is based in fact, not fiction,” Leap explained. “All of these things contribute to heightened emotions and heightened violence.”


Leap on Rising Gun Violence During COVID Pandemic

Adjunct Professor of Social Welfare Jorja Leap was featured in an NBC News article about the increase in gun violence during the COVID-19 pandemic. In 2020, homicides rose across the country in small and big cities. In Akron, Ohio, six children under the age of 16 were killed over a single four-month stretch, all but one from gunfire. According to Leap, changes in people’s routine punctuated by economic upheaval, job loss, distance learning and other factors also brought individuals into closer contact for sustained periods, heightening tensions and increasing the prospect of violent encounters. She also noted that gun sales spiked, teenagers were out of school, and organized activities and programs ground to a halt during this time. “This is a complex situation with COVID at its heart but with several social dilemmas all interacting with each other,” Leap said. “I’m actually surprised there hasn’t been more of a rise in crime.”


Kaplan on Inequalities Underlying Gun Violence

Social Welfare Professor Mark Kaplan was cited in an 808 Opinions blog post about the exacerbation of gun violence during times of crisis. The post argued that economic hardship and social unrest as a result of the COVID-19 pandemic have incited fear and panic. It also pointed to a rise in shootings, online ammunition sales and processed background checks for firearm purchases. The author cited a presentation by Kaplan that tied gun violence to racial and socioeconomic inequality in America. “You hear all about poverty, but inequality is another measure of economic well-being,” Kaplan said. “There is a strong correlation between homicide per million and income inequality.”

Taking Aim at the Cult of the Gun Historian Roxanne Dunbar-Ortiz explores the deep roots and grave consequences of America’s ‘gun love’ in a Luskin Lecture Series event

The story of America is a story of guns — from the earliest days of expansion to the political divide of 2020 — and every chapter reveals thorny questions about nation building, race and whose rights most deserve to be protected.

That premise guided a UCLA Meyer and Renee Luskin Lecture Series event that explored what historian, author and educator Roxanne Dunbar-Ortiz called the “gun love” ingrained in U.S. culture.

The 390 million privately owned guns in the United States — most of which are semiautomatic or high-caliber sidearms and rifles — account for half the worldwide total, Dunbar-Ortiz said, even though Americans make up just 4% of the global population. Of American adults who own guns, 61% are white men.

The numbers tell part of the story, but society “cannot make sense of gun hoarding and the cult of the gun if we don’t deal with white nationalism,” she added. “And we can’t deal with white nationalism without dealing with United States history.”

Dunbar-Ortiz, author of “Loaded: A Disarming History of the Second Amendment,” interspersed her keynote address with insights from her own deep involvement with firearms as a young woman. Held at UCLA’s Luskin Conference and Guest Center, the Feb. 11 event included a panel discussion with Dunbar-Ortiz; Adam Winkler, a gun policy expert and professor of law at UCLA School of Law; Ismael Ileto, an activist fighting against gun violence and hate crimes; and moderator Brad Rowe, a lecturer at the UCLA Luskin School of Public Affairs and expert in criminal justice policy.

“What seems clear to me is that we cannot depend on the rush of adrenaline, the indignation, the inspiration that we feel after a tragic event to carry us through the hard work of policy reform,” Rowe said.

The panelists related personal tales of loss, debated how to best effect change and discussed arguments over the reach of the Second Amendment.

Some gun control advocates believe the amendment was never intended to guarantee an individual’s right to bear arms.

Dunbar-Ortiz offered a darker view of the founders’ intent: “The violent appropriation of native land by white settlers was seen as an individual right in the Second Amendment” — one of several points in U.S. history when the right to bear arms was invoked to secure white privilege.

“That long, intergenerational, violent struggle to take the land is why descendants of those mostly Anglo and Scots-Irish settlers today believe they are the authentic lords of the United States and should govern — a kind of blood right,” she said.

Even as she delivered blunt appraisals of modern-day policing, the National Rifle Association, Republican leaders and the Junior ROTC — a program that she believes is responsible for the “normalization of militarism for children” — Dunbar-Ortiz shared stories of her own immersion in gun culture. She grew up around firearms in rural Oklahoma, and in her 30s, she joined an armed radical-left group that amassed a huge arsenal.

“A firearm slung over your shoulder or a 9 mm Browning tucked under your belt creates a sense of amplified power, without which you feel naked and vulnerable,” she said. “Guns are awesome. They are also beautiful objects that are addictive.”

In addition to the mass shootings that capture headlines, access to guns is linked to alarming rates of suicide and domestic violence, and the evening’s panelists grappled with how to stem the public health crisis.

“It always boils down to who’s in office,” said Ileto, whose brother Joseph was shot to death in 1999 by a white supremacist who had also attacked children at a Jewish community center in Granada Hills.

“We can march and march, we can do all these panels, we can do all the conferences we want, and nothing will be changed. Nothing will move [us] forward to a safer society until we change the ones who can change the law,” Ileto said.

Winkler pointed to the divide between U.S. lawmakers — some of whom are beginning to champion gun safety reforms, which were once taboo — and U.S. courts, which appear on the verge of expanding gun rights.

“I think many people who follow this area feel that the Supreme Court is likely to step back into the Second Amendment fray … maybe even to outlaw bans on military-style rifles or to outlaw bans on high-capacity magazines or to say it’s a constitutional requirement for cities like Los Angeles to allow people to carry guns on our streets,” Winkler said.

Rowe invited those who would preserve or expand gun rights to join the conversation.

“If we do hope to develop long-lasting gun reform, it cannot be done in a vacuum and without consideration for the legitimate claims of gun advocates,” he said.

Dunbar-Ortiz offered a counterpoint. Invoking her extensive experience with gun communities, she said, “I don’t think it’s worth your time to try to convert them, frankly.”

Instead, she called on passionate grassroots organizers to fight for gun control laws at the state and local levels.

“I think the social movements are going to be more important than candidacy to change things,” she said. But, she cautioned, “I doubt that any common-sense firearms regulation can be enacted until the Second Amendment is understood to represent white supremacy and genocide.”

The event, which was covered by C-SPAN, was part of UCLA Luskin School of Public Affairs’ 25th anniversary commemoration. Gary Segura, dean of the Luskin School, said the evening’s topic was chosen to stimulate conversation and turn research and critical thinking into action — the core mission of the Luskin Lecture Series.

“Whether it is immigration, whether it’s crime, incarceration, violence against women, mental health issues, suicide prevention and many, many other issues, guns are deeply connected to the work and the challenges that we try to address at the Luskin School,” Segura explained during his welcoming remarks.

The widespread impact of gun culture was reflected in the event’s numerous sponsors, which included the nonprofit Women Against Gun Violence, David Geffen School of Medicine at UCLA, UCLA Graduate School of Education and Information Sciences, the Health Equity Network of the Americas, the Jane and Terry Semel Institute for Neuroscience and Human Behavior at UCLA, UCLA Law, and the Social Welfare and Public Policy programs at the Luskin School.

Safety Measures Are Not Enough, Astor Says

In the aftermath of the fatal shooting at Saugus High School in Santa Clarita, Social Welfare Professor Ron Avi Astor joined the hosts of an EdSource Radio podcast to discuss the importance of school climate and social-emotional learning. Astor argued that law enforcement measures like metal detectors and random searches increase the school-to-prison pipeline and should be used judiciously, if ever. Instead, Astor recommended softening schools to create a better school climate and improve social-emotional learning. Astor pointed out the irony of school drills that assume that the shooter is an outsider, when most of the school shootings that have occurred in the United States have come from current or former students who have a grievance with the school or the school population. “It’s a misnomer that we’re protecting against outside terrorist groups,” Astor said. “The shooters themselves are learning exactly where the students are going, and they know all the drills.”


Astor on Schools’ Obligation to Create a Caring Environment

Social Welfare Professor Ron Avi Astor, an authority on school safety, spoke with media outlets including CBS News, NBC4 News and KNX1070 in the wake of the deadly shooting at Saugus High School in Santa Clarita. Astor recently presented a report to Congress on reducing weapons in schools, based on data collected from California high schools. Among the findings was a startling statistic: Students at nearly 90% of high schools surveyed said they had seen weapons on campus. Astor said early intervention when warning signs appear is key, and schools must create a caring environment that encourages staff and students to come forward. “If we can actually get schools to see that this is their job, this is what they do, this is not just a prevention for shooting, this makes a better society, then we think we’ll see a massive reduction” in the most severe acts of violence on campus, Astor told NBC4.

Zepeda-Millán on O’Rourke’s ‘Last Effort to Stay Relevant’

Chris Zepeda-Millán, associate professor of public policy, spoke with the Houston Chronicle about a campaign strategy shift by Beto O’Rourke. Since the Aug. 3 mass shooting in his hometown El Paso by a man who warned of a “Hispanic invasion of Texas,” the Democratic presidential hopeful has focused his message on racist violence, and held President Trump accountable for stoking it. This may be an attempt to jumpstart O’Rourke’s lagging campaign or set himself up as a vice presidential pick, some analysts said. “There’s nothing about him anymore that stands out,” Zepeda-Millán said. “He’s not a person of color, he’s not a woman, he’s not the most progressive candidate by far. He doesn’t have anything to set himself apart.” Zepeda- Millán concluded: “This is kind of a last effort to stay relevant.”


 

Cohen Offers Perspective on Mental Health Facilities

Social Welfare Professor David Cohen provided context and history in a CNN report assessing the veracity of President Trump’s comments linking gun violence to the closure of mental health facilities. “They closed so many — like 92% — of the mental institutions around this country over the years, for budgetary reasons,” Trump said. Cohen clarified that, since the mid-1950s, about half of the nation’s psychiatric facilities have closed and the number of residents in state mental hospitals has fallen from about 550,000 to about 100,000 today. The facilities closed in an effort to “deinstitutionalize” the mentally ill by placing them in less restrictive environments — not because of budget cutbacks, he added. But many patients were left with nowhere to go. “Society after World War II discovered a new passion to solve social problems and include the excluded, and all sorts of institutions — including orphanages, institutions for mentally retarded persons, homes for unwed mothers, youth detention centers, etc. — were phased out, with their residents often in effect kicked out from where they had lived for years,” Cohen said.
