Yaroslavsky on Permit Parking Dilemma

Zev Yaroslavsky, director of the Los Angeles Initiative at UCLA Luskin, was featured in a Los Angeles Times article discussing the permit requirements and restrictions that regulate parking across the city. Yaroslavsky came up with the idea of permit parking more than 40 years ago for residents in neighborhoods where street parking is dominated by customers trying to access nearby businesses. “Cities throughout our region have required developers to provide parking for their customers or residents. Eliminating such requirements in order to reduce development costs may be a good idea in theory, but it has consequences,” said the former city councilman and county supervisor. Yaroslavsky said that without parking requirements, car owners will be forced to circle neighborhoods to find curbside parking, and some businesses that rely on curb parking may lose customers. “The government should be careful before eliminating all parking requirements, because if it turns out to be a mistake, it can’t be corrected,” he concluded.


City Zoning Requirements Should Be Transparent, Manville Writes

Associate Professor of Urban Planning Michael Manville wrote a Planetizen article about the nuances of city zoning requirements and the consequences for planning and development. Los Angeles has strict rules for land development and zoning, but they are often used as negotiating leverage. Developers are able to bargain with the city over parking and building height requirements by offering to contribute subsidized housing and building green spaces. “A zoning bylaw that contains onerous and unnecessary regulations might be good for bargaining, but it isn’t a good zoning bylaw,” Manville wrote. “Selectively enforcing rules can give officials more power to accomplish short-term goals, but it risks a long-term consequence of eroding faith in the rules themselves.” Furthermore, selective zoning can lead to corruption when rules are not universally enforced. Manville concluded that zoning should be transparent and that “our goal should be good policies that yield good outcomes.”


Manville Endorses Parking Reform in California

Associate Professor of Urban Planning Michael Manville co-authored a StreetsBlog article about the possibility of parking reform with Assembly Bill 1401, which would eliminate minimum parking mandates for buildings near public transit in California. “Eliminating parking requirements is the simplest, most effective step that California can take to reduce carbon emissions, make housing more affordable, and increase production of homes for families across the income spectrum – all at no cost to the public,” wrote Manville and co-authors Anthony Dedousis and Mott Smith. Some opponents of the bill argue that eliminating parking requirements could harm affordable housing production by making California’s density bonus incentives less valuable. However, the authors pointed to the success of parking reform in San Diego, which eliminated parking requirements in 2019 and saw record increases in the amount of new housing built, including over 1,500 affordable homes in 2020. They see AB 1401 as an opportunity to “learn from San Diego’s success and take parking reform statewide.”


Manville on ‘America’s Disastrous Experiment With Parking Requirements’

Associate Professor of Urban Planning Michael Manville wrote an article for The Atlantic about the disastrous impact of parking requirements in American cities. Zoning laws that require homes and businesses to include space for parking cars have created “an unreasonable, unaffordable and unsustainable city,” he wrote. “American urban history is stained with tragic missteps and shameful injustices, so parking requirements are hardly the worst policy cities have tried. But they are notable for how much needless damage they have caused, over a long period, with few people even noticing.” Manville argued that parking mandates make driving less expensive and development more so, which in effect prioritizes the needs of cars over the needs of people. He concluded, “In an age of ostensible concern about global warming, it shouldn’t be illegal to put up a building without parking and market it to people without cars.”


 

A Case for Removing Minimum Parking Requirements

A Los Angeles Daily News op-ed written by UCLA doctoral student Nolan Gray featured Urban Planning faculty members Donald Shoup and Michael Manville. The piece focused on minimum parking requirements mandating that homes, offices and shops include parking spaces, as well as on Assembly Bill 1401, which would prohibit California cities from imposing these requirements within half a mile of transit — an area where residents, shoppers and employees are least likely to drive. Nolan pointed out that developers already have an incentive to include parking in order to lease or sell a space. Shoup noted that minimum parking requirements are a key culprit in the state’s affordable housing crisis because the cost of including parking gets added to rent and mortgages. Manville added that providing off-road parking is associated with a 27% increase in vehicle miles traveled and a significant increase in emissions, since people are encouraged to buy and drive cars instead of choosing more sustainable transportation options.


Shoup on Reclaiming Land for People, Not Cars

Urban Planning Professor Donald Shoup and California Assemblywoman Laura Friedman co-authored a CityLab article calling for an end to minimum parking requirements, arguing that the outdated mandates drive up poverty, homelessness and carbon emissions. “We’ve essentially built many of our cities for cars and made housing for humans incidental to that use,” the authors wrote. Across the United States, they noted, there is an average of 1,000 square feet of parking per car but only 800 square feet of housing per person. Shoup and Friedman urged passage of Assembly Bill 1401, which would end California parking mandates for new buildings near public transit and in walkable neighborhoods, while still giving developers the option to add parking if needed. If the bill becomes law, it would reduce the cost of housing and serve as a model of sustainability, they argued. “In this era of climate change and a crisis of affordability, we have to reclaim urban land for people,” they wrote.

Shoup Reflects on Evolution of Parking Industry

Urban Planning Professor Donald Shoup wrote an article in Parking Today about changes in the parking industry over the last 25 years. For most of the 20th century, the industry was stagnant, with parking meters that “looked identical to the original ones introduced in 1935,” Shoup explained. Since he published “The High Cost of Free Parking” in 2005, new technologies have made it possible to measure occupancy, charge variable prices for curb parking and make paying for parking much easier. Using license-plate-recognition cameras, parking apps and voice commands, many cities have been able to adopt demand-based pricing for curb parking. Shoup predicted that in the future, artificial intelligence may be able to determine optimal parking spots for price and time. “Better parking management can improve cities, the economy and the environment,” Shoup wrote. “The parking industry can help save the world, one space at a time.”


Parking Access Encourages Driving, Millard-Ball Finds

Recent articles in Medium and Sightline highlighted the findings of Associate Professor of Urban Planning Adam Millard-Ball’s new research on the relationship between parking and driving in cities. While many cities have been designed under the assumption that the urban environment should accommodate people’s desire to drive, researchers led by Millard-Ball found that that assumption is backward. “Increased parking causes more car ownership and more driving while reducing transit use,” the team concluded, noting that “buildings with at least one parking space per unit have more than twice the car ownership rate of buildings that have no parking.” The Sightline piece cited Urban Planning Professor Donald Shoup’s observation that parking spaces are a “fertility drug for cars.” Furthermore, the research team found no correlation between parking supply and employment status, indicating that buildings with less parking do not limit the job prospects of their occupants.


‘Saving the World, One Parking Space at a Time’

In an interview with ITS International, Professor of Urban Planning Donald Shoup shared the key findings of his life’s work on parking and transportation. While most people don’t want to pay for parking, Shoup found that free parking takes up a huge amount of valuable land, and the cost of that land is shifted into higher prices for everything else. He also found that “free parking greatly increases the amount of driving, which congests traffic, pollutes the air and contributes to global warming.” To address these issues, Shoup recommended charging for curb parking, spending parking revenue on public services and removing off-street parking requirements in cities. Shoup believes that “better parking management can improve cities, transportation, the economy and the environment.” His recommendations are seen as a cheap and simple way to increase economic efficiency, protect the environment and promote social justice. “I’m trying to save the world, one parking space at a time,” said Shoup.


Urban Planning Program Wins APA California Chapter Excellence Award

The California Chapter of the American Planning Association honored the UCLA Luskin Urban Planning program with this year’s Landmark Excellence Award, a high accolade in the field of urban planning. Marking its 50th year, UCLA Urban Planning was recognized at the organization’s 2020 annual conference, held online Sept. 14-16. The awards jury acknowledged “the remarkable contributions to planning theory and practice that have emerged from UCLA’s top-tier students and faculty.” Over the past half-century, it said, the program has been “a hub of thought-provoking and ground-breaking scholarship in the field of community development, environmental planning, housing, land development, regional and international development, transportation and urban design.” Also winning an APA California Award was Katelyn Stangl MURP ’19, who received an award of merit under the academic category. As part of her master’s capstone, Stangl prepared a study on parking oversupply. With the help of Los Angeles City Planning, L.A. Department of Transportation and the UCLA Institute of Transportation Studies, she evaluated entitlements, permits and building plans of over 300 developments in Los Angeles. The findings of her research can contribute to making Los Angeles and other cities more walkable, less polluted and better designed by removing the incentives to produce unneeded parking oversupply.
