How L.A. Residents Can Help Capture Stormwater

When it rains in California, water agencies throughout the Southland use dry wells, dams and large spreading grounds to capture stormwater, but Los Angeles residents also may play a part in filling the arid region’s reservoirs. An LAist story on residential water capture included comments from Edith de Guzman, a water equity and adaptation policy cooperative extensive specialist affiliated with the UCLA Luskin Center for Innovation. It’s difficult to determine just how much an individual household’s yard could contribute to water capture through rain gardens, permeable pavement or swales, but landscaping innovations like those could make an impact, according to research in the 2015 report, Stormwater Capture Master Plan. The study was prepared for the Los Angeles Department of Water and Power in partnership with TreePeople, where de Guzman worked as director of research at the time. “Parcel by parcel there is an additive effect and we’ve shown that additive effect is really significant,” she said.


 

Pierce on Failing Water Systems in California

Gregory Pierce, co-director of the UCLA Luskin Center for Innovation, spoke with Courthouse News about a new state audit that found that nearly 1 million Californians lack access to safe water. The audit classified 418 local water systems as “failing,” meaning their water supply exceeds the maximum allowable contaminant levels for safe drinking water. This could expose customers to a range of health dangers, including an increased risk of cancer as well as liver and kidney problems. Complicating efforts to improve water quality is the state’s decentralized patchwork of local agencies composed of roughly 7,400 “drinking water systems,” some private, some public. “Every state has way too many drinking water systems, compared to other utilities,” said Pierce, who leads the UCLA Human Right to Water Solutions Lab. He said the state water board has been trying to consolidate these systems to improve accountability and performance, but “it’s slow going. It takes a long time. And it’s political.”


 

New Lab Aims to Advance Access to Affordable, Safe Water  UCLA’s Human Right to Water Solutions Lab expands research on drinking water across the nation

Since 2012, Californians have had a legal right to clean water — yet safe, affordable water is not always easily accessible throughout the state.

Issues like high water bills, contaminated water sources and outdated infrastructure complicate water access, especially in frontline communities — all against a backdrop of chronic drought in some of our most water-limited regions. Researchers are working to find solutions that make water access more just, including at a new research lab at UCLA.

To address the most pressing challenges in realizing safe, clean water throughout the country, the UCLA Luskin Center for Innovation has launched the Human Right to Water Solutions Lab. The lab is led by Gregory Pierce, co-director of the Luskin Center for Innovation, adjunct assistant professor in the Luskin School of Public Affairs and co-director of the UCLA Water Resources Group. In addition, the lab is advised by collaborators from across the nation.  

Pierce and his research team have helped to guide California’s efforts to provide safe drinking water for all residents, as well as develop a plan for the first statewide low-income water rate assistance program in the nation. Now, the new lab is expanding its work across the country to support policy, advocacy and civic leadership solutions to improve water access, quality and affordability — the three key pillars of the human right to water.

“As lab director, I hope to cultivate a space to collectively improve access to clean water,” Pierce said. “This lab builds on the Luskin Center for Innovation’s broader goals to collaborate with community leaders and policymakers who can use our research to advance environmental equity.”

The lab has three objectives:

  • Advance fundamental research on water access, quality and affordability solutions
  • Support and amplify the efforts of community, scholarly and policy partners working to realize the human right to water
  • Make data and training resources collected or generated through research more useful to the public

The new Los Angeles County Water Governance Mapping Tool illustrates the lab’s dedication to making data more accessible and useful for the public. Developed in collaboration with community-based organizations and the Water Foundation, this interactive visualization tool provides information about Los Angeles County’s complex network of water systems, each managed by a separate set of decision-makers and policies.

“We’re hoping to support Angelenos to understand where their water comes from and who is managing it,” said Peter Roquemore, a researcher in the lab and at the Luskin Center for Innovation. “There are more than 200 different community water systems in the county — it’s a complex system. This information can help hold water system leaders accountable to provide clean and affordable drinking water.”

The Human Right to Water Solutions Lab builds on the work of the Luskin Center for Innovation’s water program, which, under Pierce’s leadership, has grown over the past seven years from a single staff member to a team of more than 15 staff and students producing research to advance water access and equity.

Pierce Recommends Investing in Clean Water Now

Greg Pierce, associate director of the UCLA Luskin Center for Innovation, was cited in a Radio Free article discussing a report he co-authored about access to clean drinking water in California. The Center for Innovation collaborated with the California State Water Resources Control Board and others on the report, which found that 620 public water systems and 80,000 domestic wells are at risk of failing to provide affordable and uncontaminated water — an issue that will cost billions to fix. The report was “the most comprehensive assessment that’s been done on the state level anywhere in the U.S.,” Pierce said. “Drought and access and water quality are all related.” He argued that temporary solutions, like providing bottled water to people whose water systems fail, are more expensive in the long run than fixing systems before they fail.


California Households Owe $1 Billion in Water Bills, Highlighting Affordability Crisis

For many Californians, water bills are piling up at unprecedented rates during the pandemic, exacerbating water affordability issues that disproportionately impact low-income residents and communities of color. A recent survey by the California State Water Resources Board, which was supported by research from the UCLA Luskin Center for Innovation, shows the extent of water bill debt accumulation during the COVID-19 pandemic. Households owe a combined $1 billion in unpaid bills, which has increased substantially since the pandemic. The report finds that roughly 12% of Californians have overdue payments on their water bills. The average debt amounts to $500, but about 155,000 households owe more than $1,000 in unpaid bills. The data illuminates racial inequalities in access to affordable drinking water. Households in Black and Latino neighborhoods are more likely to have unpaid bills and have disproportionately higher amounts of debt. These racial disparities exist even after adjusting for income and housing. “Many of these communities already faced challenges pre-COVID, and now they are most heavily impacted by the water debt,” said Peter Roquemore, a researcher on the study and water project manager at the Luskin Center for Innovation. Los Angeles County contains the highest concentration of debt within the state, especially among residents in South L.A. Many of these neighborhoods also lack equitable access to safe and clean water, largely because the small water systems in the region struggle to serve these neighborhoods. Without immediate government support, many of these small water systems risk failure. 


 

Akee Highlights Disproportionate Impact of COVID on Indigenous Populations

Associate Professor of Public Policy Randall Akee wrote an article for EconoFact about the disproportionate impact of COVID-19 on indigenous populations and other disadvantaged communities. He explained that historical inequities in public funding have made indigenous peoples and African American and Latinx households more likely than white households to lack access to complete plumbing. New research indicates that “COVID-19 cases are more likely to occur in tribal communities with a higher proportion of homes lacking indoor plumbing.” He also noted that “COVID-19 cases were less likely to occur in tribal communities where households spoke English only,” suggesting that “access to relevant public health information in indigenous languages may play a key role in the spread of COVID-19 in some tribal communities.” Akee recommended developing better-targeted, context-specific policies for indigenous communities, including effective communication of public health warnings and provision of water supplies.
