Holloway Wins Grant to Study Cannabis Marketing to LGBTQ Youth

Ian Holloway, associate professor of social welfare, has received a grant of more than $400,000 from the California Bureau of Cannabis Control to advance his research into the impact of cannabis marketing targeting sexual and gender minority youth. The growing cannabis industry is aggressively pitching its products to lesbian, gay, bisexual and transgender youth through online and print media, Holloway said. His research will seek to measure the reach of that messaging and determine whether it leads to greater cannabis use among this group of young people. Filling these knowledge gaps could help explain cannabis-related health disparities among LGBTQ youth and identify targets for regulation of cannabis marketing, he said. Holloway is director of the Hub for Health Intervention, Policy and Practice at UCLA Luskin and a member of the Cannabis Research Initiative at the UCLA Semel Institute for Neuroscience and Human Behavior. He and Evan Krueger, a post-doctoral scholar at USC’s Health, Emotion & Addiction Laboratory, are principal investigators of the study. Their grant from the Bureau of Cannabis Control is a portion of nearly $30 million recently awarded to California universities to study the impact of Proposition 64, which legalized the recreational use of cannabis for people 21 or older. Across UCLA, faculty and research centers have been awarded $6.4 million from the bureau to study topics including the toxicity of inhaled and second-hand cannabis smoke and employment conditions in California’s cannabis industry. UCLA’s extended track record for cutting-edge cannabis research dates as far back as the 1970s.


 

Loukaitou-Sideris Publishes Book on Transit Crime Around the World

“Transit Crime and Sexual Violence in Cities: International Evidence and Prevention,” a new book co-edited by Urban Planning Professor Anastasia Loukaitou-Sideris, has just been published. The book presents case studies from 18 cities on six continents to demonstrate the widespread incidence of crime in transit environments, primarily targeting women and young people. “Sexual harassment and other forms of sexual violence in public spaces are everyday occurrences for women and girls around the world and a threat to the overall sustainability of the city,” wrote Loukaitou-Sideris and co-editor Vania Ceccato of the KTH Royal Institute of Technology in Stockholm, Sweden. Concerns about physical safety aboard public transit systems can deter individuals from fully participating in school, work and public life, they noted. The book identifies urban planning improvements to safeguard passengers and ensure that cities become more accessible and therefore more sustainable. Contributors to the book, published by Routledge, represent several disciplines, including environmental criminology, architecture and design, urban planning, geography, psychology, gender and LGBTQ studies, transportation and law enforcement. In the book’s foreword, Juma Assiago of UN-Habitat’s Safer Cities program wrote that the publication “contributes to our quest for safer, inclusive, resilient, equitable and sustainable cities and human settlements.”

Torres-Gil on Generational Impacts of COVID-19

Professor of Social Welfare and Public Policy Fernando Torres-Gil discussed the disproportionate generational impacts of COVID-19 as a guest on the “COVID-19 Heroes” podcast. The coronavirus pandemic has had a greater impact on older persons and persons with disabilities, who are more vulnerable to infection. Torres-Gil explained that “society as a whole tends to focus on youth and forgets that someday they will be older.” Pointing out that “no one escapes old age,” he said each generation has a responsibility to support the generation that comes before and after it. Without universal health care, minimum income, or adequate compensation and security for essential workers, many individuals have been left on their own during the pandemic. “It’s important to look at the long-term implications of this virus in hopes that we will learn from it,” Torres-Gil concluded. “We left too many people to be on their own and to be vulnerable during this terrible pandemic.”


Listening to — and Learning From — Urban Youth of Color New research by UCLA Luskin faculty finds young people who are actively engaged in civic improvement and eager to be heard about solutions

In places where exposure to violence is prevalent, those seeking to advance causes on behalf of urban youth of color should start by listening to the young people themselves, according to a new publication from two UCLA faculty members.

What do such youth say about violence in their neighborhoods?

“You see it everywhere. You could ride down the street, you would see somebody arguing. You go down another street, see somebody fighting,” said Justin, a 17-year-old black and Asian youth.

“I don’t like it. It’s too many killings. … I can’t choose, I can’t do nothing about it. I’m still young,” said Salome, a 16-year-old Latina.

So, what can be done — and by whom?

“We all have to communicate and cooperate. …  I just feel like if everybody just came together and put their minds together about what the community should be and how it should be, I think the community would probably be much better place for kids to grow up,” said Jamal, a 17-year-old black youth.

“Why we got a mouth?” asked Kendra, a 15-year-old black youth. “Our opinions do matter. It can even change the world.”

These four interviewees were among 87 youth living in high-poverty neighborhoods in Rochester, New York, who spoke with Associate Professor Laura Wray-Lake for a qualitative study of youth engagement. She was joined in analyzing the information by co-author Laura S. Abrams, professor and chair of UCLA Luskin Social Welfare. Their monograph — essentially an eight-chapter book on one topic — was made available online May 12 by Monographs for the Society of Research on Child Development, a respected quarterly journal.

“The purpose of the study was to understand how civic engagement is defined and experienced by these youth of color in their own words and from their own perspectives. We also wanted to know what assets and adversities young people experienced that shaped their civic engagement,” Wray-Lake said of the publication, “Pathways to Civic Engagement Among Urban Youth of Color.”

The monograph, which is accompanied online by teaching and outreach materials, is based on data collected by Wray-Lake in 2015-16 when she was on the faculty at University of Rochester. The interviewees ranged in age from 12 to 19, and were mostly black (61%) or multiracial black (27%). A majority (60%) were male. About one-quarter had parents who had completed high school, and 36% had a parent who attended at least some college.

The study participants did more than just express strong opinions. Many took action to benefit others. The most common type of civic engagement was helping out in the community — mentoring younger children at the recreation center, for example, or participating in an annual community cleanup. Some youth helped their neighbors by mowing lawns or shoveling snow.

“Some youth were civically engaged by intervening to protect others from harm, and this was a form of civic engagement not often recognized in the literature,” Wray-Lake said. “A number of youth described helping to stop or break up fights to protect a friend, or talking a friend out of joining a gang.”

Although political engagement was much less common among the youth she interviewed, Wray-Lake said a few talked about sharing posts on social media to speak out against injustice or joining marches or protests against gun violence.

The monograph is based upon work funded by the Corporation for National and Community Service (CNCS). Wray-Lake sees value in publishing it during a time when the COVID-19 pandemic has radically changed the ways that youth can connect with others, navigate community spaces and participate in civic life.

“In this time when people are confined to their homes, we hope this work contributes to conversations about reimaging community spaces for youth that are safe, supportive and prioritize their voices,” Wray-Lake said.

She and Abrams believe the findings can lead to more-informed policies related to investing in safe spaces and community-led anti-violence initiatives for urban youth of color.

Civic empowerment was one of two key factors that influenced the level of engagement among study participants.

The other?

Feeling heard and supported by adults.

 

Social Workers Key to New Era of Juvenile Justice, Abrams Says

Professor of social welfare Laura Abrams was featured in a Social Work Today article about the role of social work in the U.S. juvenile justice system. Over the last half-century, the U.S. has favored a system of punishment that made it easier for juveniles to be treated as adults. But Abrams sees a new era unfolding with a wave of 21st century reforms that prioritize the protection of children’s rights and support for youth and families. “Social workers should care about juvenile justice reform because we need to restore our rightful place with youth who have been in contact with the law,” she said. She encouraged social workers to stay informed about the issues, become aware of local initiatives and connect with advocacy groups to advance the cause of juvenile justice reform. “We can’t consider [reform] done, even though a lot of progress has been made,” Abrams said.


Wray-Lake on Planting Seeds of Political Engagement

Laura Wray-Lake, associate professor of social welfare, authored a blog post for the London School of Economics that highlighted her research on political behavior among U.S. youth. Affiliation with a major party has long been linked to heightened political engagement, she wrote, but in recent years young adults have been less likely to join a party. To analyze changes in youth political engagement, Wray-Lake and her research partners surveyed nearly 13,000 people — beginning at age 18 and continuing until they reached at least 30 — about behaviors such as voting, donating to a campaign, writing to public officials, and boycotting products or stores. They found that major political and social events from a person’s adolescence may be linked to his or her level of political activity throughout young adulthood. Given their potential for engagement, “it is remarkable that political parties appear to place such a low priority on recruiting or mobilizing young people,” Wray-Lake wrote.


 

Latinx Conference Seeks to Break Down Borders

The student-led Latinx Caucus at UCLA Luskin collaborated with the Council on Social Work Education to host the 17th Annual Latinx Community Conference: Breaking Down Borders, Más Allá de la Frontera. The April 27 event brought together social services professionals and scholars to discuss issues facing the Latinx community, focusing specifically on immigration. “Immigration permeates every level of service, and without considering it holistically while also considering it within our specialties, we risk taking on a limited understanding of this complex social concern,” said MPP candidate Kassandra Hernandez, one of several student organizers. The event started with a blessing circle, followed by an address by Dean Gary Segura. Beth Caldwell MSW ’02, a professor at Southwestern Law School, gave the keynote address. Caldwell’s most recent research explores the consequences of deportation to Mexico with an emphasis on deportees who grew up in the United States. The daylong conference covered a wide spectrum of topics relating to the experiences of the Latinx community. Experts led workshops on mental health, educational barriers, domestic violence, LGBTQ issues, and the deportation of immigrant youth and families. Conference attendees enjoyed entertainment by the Mariachi de Uclatlán group during lunch and Changüí Majadero during the evening networking reception. Historically, Social Welfare students have taken the lead on organizing the community conference; this year, the scope was broadened to encourage full participation by Public Policy and Urban Planning students, as well.

Abrams Publishes Research on Child Incarceration, Adult Health

Professor Laura Abrams, chair of Social Welfare, recently co-authored an article in Academic Pediatrics investigating the relationship between child incarceration and subsequent adult health outcomes. The United States is the world leader in youth incarceration, and research by Abrams and co-principal investigator Elizabeth Barnert, an assistant professor of pediatrics at the David Geffen School of Medicine at UCLA, aimed to bridge the data gap on repercussions from child incarceration. The study used data from the National Longitudinal Study of Adolescent to Adult Health to compare adult health outcomes in individuals grouped by age of first incarceration. The study compared individuals first incarcerated before age 14 with those first incarcerated at 15-17 years old, 18-20 years old and 21-24 years old. Among the adult health outcomes analyzed were physical health, such as mobility limitations, and mental health, including depressive symptoms and suicidal thoughts. After controlling for sociodemographic and ecological factors, the study found that “child incarceration independently predicted adult mobility limitations, adult depression and adult suicidal thoughts,” confirming the link between younger age at first incarceration and worse adult health. The research also identified sociodemographic disparities in child incarceration, finding that “individuals first incarcerated as children were disproportionately of color, more likely to be from lower socioeconomic backgrounds, and more likely to have been raised in a single-parent household.” The findings will likely have repercussions in the health arena. The report concluded, “Child incarceration displays even wider sociodemographic disparities than incarceration generally and is associated with even worse adult physical and mental health outcomes.”


Bill to Deem Children Under 12 Too Young for Court Is Backed by Abrams’ Research

Research by Professor Laura Abrams of UCLA Luskin Social Welfare is mentioned in a story that originated with the Chronicle of Social Change and has been picked up by other media outlets, including the Appeal and the Press-Telegram. Senate Bill (SB) 439 would prevent the juvenile justice system from hearing most cases of children younger than age 12. “I think people have an assumption that juvenile court is potentially a helpful intervention for young children,” Abrams says in the story, which notes her analysis of state juvenile justice data. “But in most cases, the charges aren’t sustained or they’re dismissed, so the family doesn’t get any help at all.”
