Resistance Through Research in the Trump Era Luskin School Ph.D. students host conference on challenging inequality through research in the 'new reality'

For urban planning, social welfare and education doctoral students at UCLA, the results of the 2016 election added a new urgency to their role as researchers and to their research agendas.

In response to the rhetoric and policies of the Trump administration following the inauguration, a working group was formed to discuss questions of concern for upcoming scholars in UCLA’s academic and professional programs who are — and will be — working directly with individuals and groups in diverse communities.

This year, the group’s efforts culminated in “Resistance through Research: Social Justice Research and Activism in the Trump Era,” a conference held April 20, 2018, at the UCLA Luskin School of Public Affairs.

“As Ph.D. students in the professional schools, we conduct research on issues of race, gender and class-based discrimination, and we critically examine the opportunities that people have to participate in the institutions that shape their lives,” said Rebecca Crane, an Urban Planning doctoral student and one of the event organizers. “We decided to start a working group to discuss these issues which we hope will create dialogue around the notion of a politically engaged research agenda and its potential to challenge inequality now in this political moment.”

Ananya Roy, director of the Institute on Inequality and Democracy at UCLA Luskin, provided opening remarks.

“Urgency for resistance is not new, but rather persistent,” said Roy, a professor of urban planning, social welfare and geography. “The phenomenon of Trumpism is not unique to the United States.” Rather, it is something that must be treated “as a rupture in the fabric of the world.”

But, she added: “The question is whether we, scholars rooted in academia, have stepped up … whether the global university, a command and control node of knowledge production, can be committed to such forms of research.”

And, Roy pointed out, academic fields and institutions that produce knowledge are not exempt from examination or resistance.

“For me, resistance within, against and from the university has meant a politics of alliance, solidarity and collectivism. It has meant taking and exercising academic freedom through a very visible politics of building collectivity, of building a commons.”

However, she cautioned the room full of students and researchers, “There’s a hell of a lot of risk ahead of you.”

The conference also included a panel focused on research methods illustrating theoretical and political points of departure and avenues in academic research. Panelists represented different career stages from new Ph.D.s to veteran scholars and educators.

Daniel Solórzano, a longtime professor of Education and Chicano/a Studies at UCLA, recalled early in his academic career his decision to go against the grain — and against the advice of senior scholars — to “challenge the dominant frames.” Solórzano whose teaching and research interests include critical race theory, agreed that “the issues are something that are not new,” crediting his students with helping him advance important work and fields of inquiry. “I need a diverse student population to move this work forward.”

Also on the methods panel was Nina Flores, who completed her doctorate in urban planning at UCLA Luskin in 2016. Flores, now an assistant professor of Social and Cultural Analysis at California State University Long Beach, also discussed the challenge and benefits of “push-back.”

“Find your people,” she said, citing her work and collaboration with longtime UCLA Luskin Urban Planning faculty members Leo Estrada and the late Jacqueline Leavitt. By finding the right people to work with, Flores said, “the push-back can be creative,” as well as affirming.

Also making up the methods panel were Kristina Lovato-Hermann  SW Ph.D. ’17, now assistant professor of social work at Cal State University Long Beach, and Karen Umemoto, professor of Urban Planning and Asian American Studies. Umemoto also serves as the inaugural holder of the Helen and Morgan Chu Endowed Director’s Chair in the UCLA Asian American Studies Center.

A second panel, devoted to research justice, included Saba Waheed, research director at the UCLA Labor Center; Yvonne Yen Liu, research director of the Solidarity Research Center in Los Angeles; and Lolita Andrada Lledo, associate director of the Los Angeles-based Pilipino Workers Center.

“We wanted today to be an opportunity to connect with people outside our departments who might be working on similar topics … as well as community-based researchers working on these topics,” Crane said.

In fact, a class of UCLA undergrads was able to take advantage of the knowledge shared at the conference. Diya Bose, a Ph.D. candidate in Sociology, brought students from her UCLA freshman cluster course on Interracial Dynamics in American Culture and Society.

“It was important for them to witness how the UCLA students are continuing to fight for justice and liberation through education, research and working with communities of color,” said Bose. “Following the Luskin event, my students shared with me that they felt inspired and empowered to participate in the UCLA community, not as passive consumers of knowledge, but as producers of knowledge.”

The conference also featured research workshops in three subgroups: Racial and Gender Justice, Public Services and Spaces, and Migration and Displacement.

“In my internship we do a lot of research and we partner with a lot of community organizations,” said Evelyn Larios, a second-year MSW student at UCLA. “So this is really nice because it really reinforces the idea that as we move forward in collective research we need to partner with communities to build that relationship.”

Larios added: “At some point it take compromise. That’s important to society and democracy in general.”

Rising Housing Costs Cause Serious Concerns — Especially for Young People — New UCLA Luskin Survey Finds Third annual Los Angeles County Quality of Life Index reflects impact of skyrocketing home prices on the lives of residents

More than half of Los Angeles County residents — especially those under the age of 50 —are worried that they might have to move because of the rising costs of housing in the region. This is one of the key findings in the 2018 Quality of Life Index (QLI), a project of the UCLA Luskin Los Angeles Initiative and The California Endowment.

The QLI is an annual survey that asks Los Angeles County residents to rate their quality of life in nine different categories and to answer specific standalone questions on important issues facing them and the Los Angeles region.

Housing-related concerns are among the major findings in this year’s survey. When respondents were asked whether they, a close friend or family member has considered moving from their neighborhood in the last few years because of rising housing costs, 55 percent answered in the affirmative — a percentage increase of 8 over last year’s survey.

Among younger respondents, that number soars. Sixty-eight percent of 18-29-year-olds, 73 percent of 30-39-year-olds, and 65 percent of 40-49-year-olds say that they or someone close to them has considered moving out of their neighborhoods due to housing costs.

“It is troubling that younger county residents are less hopeful and less positive about their quality of life in Los Angeles,” said Zev Yaroslavsky, director of the Los Angeles Initiative at the UCLA Luskin School of Public Affairs. “Historically, young people, especially in Los Angeles, could look forward to a great future, but today they have the highest level of negativity and anxiety, especially between the ages of 18-29. This should be a matter of concern to all of us.”

Survey respondents are asked to rate their quality of life on a scale of 10-100 in nine different categories and 40 subcategories. This year, the overall rating among all nine issues was 56, a drop from 59 in the first two years of the survey in 2016 and 2017. All nine categories experienced a more negative rating this year over last year, and most have continuously declined since 2016.

The lowest-ranked categories of cost of living, education, and transportation and traffic lost an average 7 points since 2016, and the highest-ranked categories of ethnic and race relations, your neighborhood and health care lost an average 3 points. In the middle tier, two of the three categories lost ground (public safety and the environment), while the ranking for jobs and the economy improved (see chart).

On the positive side, health care, race/ethnic relations and quality of respondents’ neighborhoods received the highest ranking — in all three cases a 67 on the scale, well above the midpoint. The most pronounced drops since 2016 were in cost of living, where the rating dropped from 50 to 43, education from 54 to 48, and transportation/traffic from 58 to 50.

Other key findings of the QLI include:

Twenty-seven percent of county residents have worried about becoming homeless, an increase of 4 percent over last year. Among residents with an annual household income of less than $30,000 that number jumps to 47 percent; among residents 18-29 years of age that number jumps to 38 percent; and among renters that number jumps to 41 percent.

Seventy-one percent of county residents favor rent stabilization legislation that would cap annual rent increases on all rental housing, including 78 percent of renters and 65 percent of homeowners.

Sixty-eight percent of county residents think new apartment buildings should only be built in neighborhoods already zoned for multi-family housing, and only 30 percent believe they should be built everywhere, including in single-family neighborhoods.

Nearly 60 percent of residents say that local police should refuse to help federal immigration authorities in the deportation of undocumented residents, even if cities could lose federal funds, while 38 percent believe local police should cooperate with federal authorities.

Residents continue to be split on the impacts of new development and growth in their community, with 44 percent saying it has a positive impact on their area and 52 percent saying it has a negative impact. However, the negative responses jump to 59 percent for those with annual household incomes below $30,000, and to 54 percent for those with annual household incomes of $30,000-$60,000, reflecting the challenges of gentrification in many low-income Los Angeles communities.

The number of residents who worry about themselves, a member of their family or a close friend being deported from the United States dropped to 23 percent this year from 37 percent last year. The drop in anxiety over deportation dropped nearly 50 percent among Latinos and Asian/Pacific Islanders. However, among those who are worried about deportation, 71 percent are worried that enrolling in a government program would increase their risk of deportation.

“While there is still a significant anxiety level over deportation in this survey, it is clear that in the last year that level has subsided,” Yaroslavsky said. “Court decisions and legislative efforts aimed at blocking the Trump administration’s immigration policies have clearly been reassuring, especially to our immigrant communities, but there is still an unhealthy level of fear in those same communities.”

The UCLA Luskin Quality of Life Index survey is based on interviews conducted with nearly 1,500 county residents from March 3-20, 2018. Interviews were conducted in both English and Spanish.

The QLI was prepared in partnership with the public opinion research firm Fairbank, Maslin, Maullin, Metz & Associates.

UCLA Parking Guru Releases Follow-Up to Groundbreaking Book Donald Shoup’s ‘Parking and the City’ highlights progress in parking reform research and action, as former doctoral students form a new generation of planning scholars making important contributions

“Parking is no longer uncool,” says Donald Shoup, whose newly published book, “Parking and the City,” highlights the remarkable interest, implementation of reforms and growth of research that followed his landmark 2005 publication, “The High Cost of Free Parking.”

The new book, by the distinguished research professor of urban planning at the UCLA Luskin School of Public Affairs, serves as an update to work that has caught the attention of leaders and lawmakers, and proven influential locally, nationally and internationally.

“Parking is the Cinderella of transportation,” writes Shoup in his introduction, explaining that the field received little attention or status for many years. More recently, “many academics have joined in what is now almost a feeding frenzy. … Parking is far too important not to study,” asserts Shoup, who started as a lone pioneer in the field more than four decades ago.

“Parking is the single biggest land use in most cities; there’s more land devoted to parking than there is to housing or industry or commerce or offices,” said Shoup in an interview. Citing “The High Cost of Free Parking,” he reminds readers that Los Angeles has more parking spaces per square mile than any other city.

In his new book, Shoup reiterates and distills the earlier 800-page work into three recommended parking reforms designed to improve cities, the economy and the environment:

  • Remove off-street parking requirements
  • Charge the right prices for on-street parking
  • Spend the parking revenue to improve public services on the metered streets

“Each of these policies supports the other two,” writes Shoup. They counteract what he describes as “three unwisely adopted car-friendly policies” that arose from the beginning of the automobile age: separated land uses, low density, and ample free parking to create drivable cities while undermining walkable neighborhoods.

Shoup persistently advocates for removal of off-street parking requirements, allowing developers and businesses to decide how much parking to provide. Charging the “right price,” or lowest price — varying dynamically throughout the day — that can keep a few spaces open, will allow convenient access, ease congestion, conserve fuel, and reduce pollution caused by unnecessary idling and block-circling. In support of the third point, Shoup hypothesizes, “If everybody sees their meter money at work, the new public services can make demand-based prices for on-street parking politically popular.”

Shoup first wrote about parking in 1975. “I don’t think my ideas have changed at all,” he says. “But, I’ve learned an enormous amount since then.”

As part of his ongoing research, Shoup visits cities, talks to public officials and asks what works and what doesn’t.

“Parking and the City” includes 51 chapters that summarize recent academic research on parking, detailing the experiences of practitioners who charge market prices for on-street parking. In addition, the chapters explain how Shoup’s three recommendations, if followed, “…may be the cheapest, fastest, and simplest way to improve cities, the economy, and the environment, one parking space at a time.”

Among the 46 contributors are 11 former UCLA Luskin Urban Planning master’s and doctoral students who are making their own significant contributions to the field. Former planning student Michael Manville, now an assistant professor of urban planning at UCLA Luskin, contributed four chapters.

“The way cities approach parking has massive consequences for how we travel, how our cities look, and how and where we build housing,” Manville says. “Don saw this before almost anyone else, and pursued it unlike anyone else.”

“What this book showcases is Don’s equal talents as a researcher, mentor and activist. His talents as a researcher are evident in the groundswell of parking research that he inspired.  It is safe to say that many of the chapters in this book would not have been written had Don not published “The High Cost of Free Parking.” His talents as a mentor are on display in the number of former students who are doing that research,” Manville says.

“I think they have gone completely in their own direction,” Shoup says of his former students. “I hope I helped in that regard.”

A Showcase for Research by Urban Planning Students The annual Careers, Capstones & Conversations networking event highlights activities that welcome newly admitted students to UCLA Luskin Urban Planning and give them a preview of what the future holds. Britta McOmber wants to know “What’s the Dam Problem?” in terms of flood risk in California. Shine Ling wants to know “How Fair is Fair-Share” when it comes to housing law in California. Sabrina Kim asks, “Still No to Transit?” looking at areas in Los Angeles County that do not meet their full transit commuting potential.

Questions like these launched 36 research projects that brought together Master of Urban and Regional Planning (MURP) students with clients to produce research projects that address a specific planning issue. The second-year students, completing their required capstones, showcased their work at the annual Careers, Capstones & Conversations (CCC) networking event held April 5, 2018, at UCLA’s Covel Commons.

The event followed a day of welcoming activities for newly admitted UCLA Luskin Urban Planning students, who had the opportunity to view the projects and interact with current students, as well as faculty and staff.

Newly admitted student Bradley Bounds II said his interest in urban planning is local.

“I want to work on building up my community,” said the Compton resident. “I’m looking more toward open space projects; I’m looking for transportation projects and economic development,” said Bounds, who enthusiastically affirmed his intent to join the new Urban Planning class in fall 2018.

Project clients include governmental organizations, local agencies and cities, as well as private planning and design firms and nonprofit organizations concerned with regional, state and national urban issues.

In addition to engaging titles, the projects — produced individually or in teams — include solid research and data that has been analyzed and put into context by the students. Topics included transportation, housing and social justice issues, including foster care in the region and environmental, resource conservation and energy challenges. At CCC, the students pitch and support their approaches via posters that frame the issues and their proposed solutions.

McOmber, who has studied coastal cities and flood risk resulting from rising sea levels, as well as designated flood plains, said her project was inspired by last year’s Oroville Dam overflow incident in Northern California.

“There are quite a number of dams and large reservoirs in L.A. County,” said McOmber, explaining that, from the perspective of Oroville’s near disaster,  the state faces a broader problem of dam and water storage infrastructure that is aging, underfinanced and sometimes not well-maintained.

“I noticed that there really wasn’t any information on dam flood zones, so I thought that was an area that’s lacking in the academic field and also very relevant, not only for California, but I think more broadly for the country,” she said.

Her project also looked at who may be impacted based on factors such as income and education. For example, McOmber asked whether socially vulnerable households are more likely to live within dam flood zones in California. She found that almost 50 percent of households in these areas are Hispanic or Latino.

Presentation is an important aspect of the projects. Commenting on the eye-catching displays, Ananya Roy, professor of urban planning, social welfare and sociology, looked at how effectively information was conveyed, noting those that “made a very dramatic and legible point.”

In Public Policy and Social Welfare, newly accepted graduate students were welcomed at daylong events designed to introduce them to the School and provide information about topics such as program content and financial aid. They got a day-in-the-life experience at UCLA Luskin through lectures, breakout sessions, tours and informal social gatherings.

UCLA was the top choice for many of the students attending the April 3, 2018, Welcome Day for newly accepted students in UCLA Luskin Social Welfare who learned about topics such as public child welfare stipend programs and social welfare field education.

“I’ve already decided on UCLA,” said Nancy Salazar, who joined other admitted students for roundtable discussions with UCLA Luskin faculty. Salazar, who also has a master’s degree in public administration, said that in addition to a focus on social justice, she was attracted by the leadership aspect of the program.

For Guillermo Armenta Sanchez, UCLA was the only choice. “That’s the only one; that’s where I’m coming,” said the Long Beach resident who is interested in focusing on mental health.

At the Master of Public Policy (MPP) Welcome Day on April 9, 2018, J.R. DeShazo, department chair and professor of public policy, provided introductory comments and introduced faculty and staff to incoming students.

“At Luskin, you are making a commitment to mastering a very challenging set of policy tools,” said DeShazo, who also serves as director of the Luskin Center for Innovation, the state’s premier environmental policy research center.

DeShazo highlighted the outstanding faculty and research institutes across all three departments, then continued, “There are a tremendous number of extracurricular activities that we present to you. The challenge is a scheduling challenge: How do you take advantage of everything that we offer?”

The new cohort of policy students gathered at the School to participate in a number of informative activities that included an ice-breaking exercise and an inside look at student life and the strengths of the UCLA Luskin program as presented by a students-only panel.

An invitation to Professor Michael Stoll’s Methods of Policy Analysis course was included, as were a variety of student-led breakout sessions on policy areas such as education, criminal justice, the environment, international issues and transportation. The conversations continued into a lunch with members of the faculty.

DeShazo advised that the two-year graduate program goes quickly and that students are soon thinking about what’s next.

“One of the things we’re very committed to — alums are committed to, our office of career services is committed to — is providing you with the internship opportunities and the alumni connections that will help you get a great job coming out of our program,” DeShazo said. “You are invited to start to develop your CV, practice in your interviewing skills, your public speaking skills, honing and refining your networking skills.

DeShazo summed it up. “When it’s time to engage with prospective employers, you’re ready.”

 

Reimagining CO2: UCLA Team Advances to Carbon XPRIZE Finals Carbon Upcycling team, which developed eco-friendly concrete, is sharing in the $5 million prize

Working to upend one of the most stalwart of construction materials, a team of UCLA engineers, scientists and policy experts has advanced to the finals of the $20 million NRG COSIA Carbon XPRIZE by successfully creating a version of concrete that is nearly carbon-dioxide-neutral.

The international competition, which began in 2015 and is scheduled to conclude in 2020, challenged teams to develop carbon technologies that convert carbon dioxide emissions from power plants and industrial facilities into viable products. The eco-friendly building material, called CO2NCRETE, was developed by the UCLA Carbon Upcycling team and offers similar strengths and functionality as traditional concrete.

Ten finalists have been selected from a field of 27 semifinalists by an independent judging panel of eight international energy, sustainability and carbon dioxide experts. The teams have been awarded an equal share of a $5 million milestone prize.

“As the son and grandson of civil engineers, I have always been fascinated by construction, and reaching the XPRIZE finals by doing what I am most passionate about is perfectly aligned with what I value,” said Gaurav Sant, professor of civil and environmental engineering and of materials science in the UCLA Samueli School of Engineering. “The concrete and construction industries are ripe for disruption and the ability to make a positive impact in these sectors, while lessening our carbon dioxide footprint, is a worthy cause for the entire UCLA team.”

Sant is the head of the team, whose leadership also includes J.R. DeShazo, professor of public policy and director of the UCLA Luskin Center for Innovation; Laurent Pilon, professor of mechanical and aerospace engineering; Richard Kaner, professor of chemistry and biochemistry in the UCLA College and of materials science; and Mathieu Bauchy, professor of civil engineering. Additional team members include Gabriel Falzone, a doctoral student in materials science; Iman Mehdipour and Hyukmin Kweon, post-doctoral scholars in civil and environmental engineering; and Bu Wang, a project scientist in civil and environmental engineering, who is now an assistant professor at the University of Wisconsin, Madison.

The carbon-neutral building material created by UCLA’s team has earned it a spot in the finals of the $20 million NRG Cosia Carbon XPRIZE competition.

To secure a place in the finals, the UCLA team had to demonstrate that their technology consumed 200 kg of carbon dioxide in 24 hours. During a 10-month period, they were challenged to meet minimum technical requirements and were audited by independent verification partner Southern Research. The team was then evaluated by the judges based on the amount of carbon dioxide converted into CO2NCRETE, as well as the economic value, market size and carbon dioxide uptake potential of the construction material.

“The competition provides an opportunity for UCLA’s cutting-edge academic research to be applied in the real world,” Sant said. “The performance-based measures of CO2NCRETE have been useful in showing that this effort is not only viable, but scalable. And, of course, the support provided by the Anthony and Jeanne Pritzker Foundation has been foundational to our success.”

Traditional forms of cement are formed from anhydrous calcium silicate, while CO2NCRETE is composed from hydrated lime that is able to absorb carbon dioxide quickly into its composition. As a result, producing CO2NCRETE generates between 50 to 70 percent less carbon dioxide than its traditional counterpart.

The unique “lime mortar-like” composition also helps reduce the nearly 9 percent of global carbon dioxide emitted from the production of ordinary portland cement, the binding agent used in traditional concrete.

The most compelling advantage CO2NCRETE offers when compared to other carbon capture and utilization technologies, Sant said, is that the carbon dioxide stream used in its production does not have to be processed before use. The manufacturing process allows for carbon dioxide borne in the flue gas of power and industrial plants to be captured and converted at its source. This advantage creates a cost-competitive business model that avoids the expense of a carbon dioxide enrichment or treatment facility.

“These teams are showing us amazing examples of carbon conversion and literally reimagining carbon. The diversity of technologies on display is an inspiring vision of a new carbon economy,” said Marcius Extavour, XPRIZE senior director of energy and resources and prize lead. “We are trying to reduce carbon dioxide emissions by converting them into useful materials, and do so in an economically sustainable way.”

In the final and most ambitious stage of the competition, teams must demonstrate carbon dioxide utilization at a scale of two tons per day — a scale that is 10 times greater than the semifinals requirements — at an industrial test site. The UCLA team will compete at the Wyoming Integrated Test Center, a carbon research facility in Gillette, Wyoming, co-located with the Dry Fork Station coal power plant. This final stage of the competition will start in June 2019 and conclude in early 2020.

Sant is also the director of the Institute for Carbon Management at UCLA, which draws on UCLA’s campus-wide expertise to create innovative solutions to the climate change challenge. Launched this spring, the institute is developing advanced technology and market-driven strategies for mitigating the accumulation of carbon dioxide in the atmosphere.

 

 

 

‘Your Day Is Coming,’ Gray Davis Tells Future Policymakers at UCLA Luskin The former governor shares political wisdom from his decades of public service at ‘Today’s Los Angeles,’ an advanced seminar in public policy

Two dozen UCLA Luskin Public Policy students spent just one afternoon with former Gov. Gray Davis, but they came away with nearly half a century’s worth of wisdom and insights gained during his service to California.

The wide-ranging conversation touched on the Deferred Action for Childhood Arrivals program (DACA), cannabis, teacher strikes and those decades — long ago — when California was a red state. To students worried about the role of policymakers in an era when facts are disrespected, Davis had words of encouragement:

“Your day is coming,” he said.

“Every presidential election is a referendum on the incumbent,” he said. Richard Nixon led to Jimmy Carter. George W. Bush led to Barack Obama. And in 2020, Davis predicted, Donald Trump would lead to the anti-Trump — “a more cerebral, more humble and more thoughtful candidate,” quite possibly from the public policy ranks.

“Following Trump, I’m convinced, is one of you sitting in a law library; you’re so modest you don’t even use the word ‘I.’ It’s always ‘we,’ and you’re wearing some cardigan sweater or something,” he said.

Davis’ appearance on April 4, 2018, kicked off “Today’s Los Angeles and the Institutions and Leaders that Make It Work,” an advanced seminar taught by UCLA Luskin School of Public Affairs lecturer Zev Yaroslavsky — himself a fixture in Southern California politics. The longtime city councilman and county supervisor is now director of UCLA Luskin’s Los Angeles Initiative, which focuses on the intersection of policy, politics and history in the region.

“You have the opportunity to talk to a governor of California, and there have only been 39 of them,” Yaroslavsky told the class. “He’s had the benefit of governing both in good times and bad times.”

The students took full advantage. One of the budding policymakers sought out Davis’ views on how government can be most effective.

“I believe that the government has to discharge the basic responsibilities of the constitution. They have to keep us safe, they have to keep us together in one union, they have to provide the rules,” Davis said. “But, basically, the dynamism, the excitement, the energy and the money comes from people outside of government.

“Everything that’s ever happened in this country that’s exciting, new, had a big private-sector role.”

With the governor’s race in full swing, one student asked about the most pressing issue California’s next leader will face. Davis’ answer had national scope.

“The biggest problem facing America is disparity of wealth and disparity of opportunity,” he said.

The conundrum that California faces is how to remain at the forefront of innovation without worsening unemployment. The downside of artificial intelligence, robots and other advanced technology is that jobs are put in peril, Davis said.

“What are we going to do with these people who used to have jobs? We need people working,” he said.

“I’m a great believer that we’re all God’s children, we’re all made in his image, and we need to help people reach their potential,” he said. “Now, that doesn’t mean that everyone is going to rise to the same level, but everyone is going to do better.”

Davis posed a challenge to higher education, including the UC system: “Why can’t we take courses online? … This would create more opportunity for people who can’t afford to be in a classroom.”

Davis stepped into the political arena nearly 50 years ago, after a tour in Vietnam. On his journey to the governor’s office, he helped Tom Bradley win election as Los Angeles’ first black mayor in 1973, served as Jerry Brown’s chief of staff during his first term as governor, and was elected state assemblyman, controller and lieutenant governor.

He remains active in the public sphere. As one of four California governors to found the Southern California Leadership Council, Davis advocates for policies focusing on economic vitality, job growth and quality of life in the region.

Davis listed several points of friction between the state and President Trump: “He wants offshore drilling off the California coast. He’s fighting the notion that we’re a sanctuary state. He doesn’t seem to be that enthralled with Dreamers — some days he is, some days he’s not.  He’s very much against the emissions standards and mileage requirements. He wants to build a wall [along the Mexico border].”

Halting offshore drilling in federal waters will be an uphill fight, he said, but he was confident the state’s gasoline emissions standards are bulletproof.

As for the young immigrants who came out of the shadows and registered with DACA, Davis was confident they would be protected. “America has to keep its promises,” he said.

Davis also told the UCLA Luskin students “how proud I am of you for pursuing a career in public policy,” and he urged them to embrace the California promise.

“I want you to know how fortunate you are to live in this state. This is a state of second chances, this is a state where we don’t care who your parents are, we don’t care if they were billionaires or homeless, we don’t care if you were born in this country or some other country. All we care about is whether you can make a contribution to our society,” he said.

“You live in this state; it’s your state now. We’re counting on you to keep it dynamic, keep it vibrant, keep it innovative, keep it open to new ideas. Keep it at the forefront of change.”

Using Public Spaces to Benefit the Public Urbanist Gil Penalosa tells crowd at UCLA Institute of Transportation event that public policy and design should improve the quality of life for all residents

The UCLA Institute of Transportation Studies kicked off its spring speaker series with one of the world’s most influential urbanists, Gil Penalosa, an advocate for public spaces and sustainable mobility. Cities must meet the challenges of the 21st century through public policy and design that improves the quality of life for all residents, Penalosa argued.

“We need to decide how we want to live,” he told a large crowd of Luskin School students, staff, faculty and community partners.

Penalosa, a graduate of the MBA program at the UCLA Anderson School, is the founder and chair of 8 80 Cities, a nonprofit organization based in Toronto and dedicated to the idea that urban spaces should benefit an 8-year-old or an 80-year-old equally. He also chairs the board of World Urban Parks, an international association in favor of open space and recreation, after getting his start by transforming parks programs as a commissioner in Bogotá.

The groundbreaking programs overseen by Penalosa in Colombia included a weekly event to turn city streets into activity centers for walking, biking and other activities, which has served as a model for CicLAvia in Los Angeles and similar programs worldwide. Penalosa said that after streets turn into “the world’s largest pop-up park,” people begin to think about how much of their city is usually off-limits.

“All of a sudden we realize that the streets are public,” he said, adding that in a given city, around 35 percent of the total land is occupied by roadways. “We need to be much better at using everything that is public.”

Penalosa, who has consulted for more than 300 cities around the world, urges local leaders to use public space such as libraries and schoolyards for communal activities. He said that “playability” is a feature in urban design — making spaces more welcoming for children opens them up for everyone else as well. Every city should set a goal to have some kind of park within a 10-minute walk of any home, Penalosa said.

“Parks and public spaces are fantastic equalizers,” he said, describing the social integration that takes place during large sporting events, political protests and smaller exchanges such as children interacting with a sculpture. Penalosa added that public space helps people make friends and live healthier, but it can also promote transit and climate policy goals.

“Safe and enjoyable walking and biking should be a human right,” he said, noting that non-driving transit modes are not just recreational activities but the primary means of transportation for most of the world’s population. As the global urban population has surged — with the number of people living in cities expected to grow from 3.5 billion to 7 billion people over the next four decades — Penalosa believes that policymakers must shift their focus away from accommodating car travel and toward improving quality of life. This means prioritizing human interaction in public spaces by expanding parks, building sidewalks, reducing speed limits to make walking safer, connecting bicycle routes into cohesive grids, and much more.

Penalosa’s talk was presented in partnership with the California Association for Coordinated Transportation (CALACT), a statewide nonprofit association advocating for small transit agencies, rural transportation funding and coordinated mobility programs. Casting Youth Justice in a Different Light Experts at UCLA Luskin Social Welfare event laud recent moves to divert more youth from the criminal justice system and into programs that help them transform their lives

On March 13, 2018, UCLA Luskin Social Welfare hosted an event that featured two panels of experts in youth justice engaged in critical conversations about efforts to intercede on behalf of troubled young people before they become entangled in a corrections system that often perpetuates a cycle of crime and punishment.

The event was organized by Professor Laura Abrams, chair of UCLA Luskin Social Welfare, building on themes outlined in her recent book co-authored with Diane Terry BA ’01 MSW ’04 Ph.D. ’12, who is a senior research associate at Loyola Marymount University: “Everyday Desistance: The Transition to Adulthood Among Formerly Incarcerated Youth.”

During the first panel discussion, Kim McGill of the Youth Justice Coalition outlined 10 ideas to make the diversion effort successful.

The first panel was moderated by Jorja Leap MSW ’80 PhD ’89, an adjunct professor of social welfare. It focused on diversion, a process that enables young people in contact with the justice system to bypass formal prosecution if they meet specific criteria and successfully complete a program that fits their potential needs (such as restorative justice and counseling).

The panelists included retired Superior Court Judge Peter Espinoza, the director of the Los Angeles County Office of Diversion and Reentry, who has played a leadership role in recent efforts to reframe how L.A. County handles youth when they first get into trouble with the law. He described the significance of the County Board of Supervisors’ recent motion creating a new Office of Youth Diversion and Development, which will be overseen by Espinoza within his office.

“That action culminated almost a year of work where disparate justice partners, community organizations and law enforcement came together to try to hammer out what became an 80-page road map for youth diversion in Los Angeles County,” Espinoza explained.

The new model will “divert youths at first point of contact with law enforcement and not at the point of arrest,” Espinoza noted.

Panelists Gloria Gonzales and Kim McGill are organizers with the Youth Justice Coalition, one of the community-based groups that will be providing some of the services for the new diversion program. Both have personally had experiences with juvenile justice systems in the past. Out of their commitment to systems change, they have also been part of this effort and expressed cautious optimism.

“It’s at the point where this is the best start to building a relationship between the community-based organizations and the police and law enforcement agencies,” Gonzales said. “But I also know that is going to be a really, really hard new model to establish.”

“We have a really strong plan,” McGill said about the effort, which she participated in creating. “But how do we make a dream real in L.A. County?”

Panelist Sean Kennedy, the former director of the federal public defender’s office who now serves as director of the Loyola Law School Center for Juvenile Law and Policy, observed: “I think this is a great start. But, in the past, diversion is often too limited. Too many great kids are excluded.”

Although Leap and the four panelists all said they view the new approach as being a positive development, similar efforts in the past have fallen short in part because of outmoded attitudes that emphasized punishment of youth without dealing with the root causes of their actions.

“Diversion, in my view, isn’t about accountability – although I guess that is a part of it,” Kennedy said. “It’s really about addressing unaddressed trauma, seeking to heal damaged kids, and — and I think this is too often overlooked — education advocacy to deal with problems in the schools where they often first arise.”

Abrams moderated a second panel that focused on the concept of desistance, which relates to efforts by individuals to cease — or at least moderate — the attitudes, behaviors and habits that contributed to criminal justice involvement. Desistance is often defined as the gradual process of establishing a new, crime-free lifestyle.

Terry offered examples from her book with Abrams to illustrate that desistance is far more complicated than simply forcing someone to abide by the law.

“Desistance is a process,” Terry said. “It does not happen linearly; it’s fluid. But it starts with the changes that the young people themselves are trying to make.”

Panelist Harry Grammer is founder and president of New Earth, which provides arts, educational and vocational programs to empower youth ages 13-25 to transform their lives and move toward positive, healthier life choices. He applauded the contributions of academics to the transformative justice movement, but cautioned the many students in attendance against viewing young people only as they fit into groups or populations for statistical purposes.

“This is important if you are going to be doing research or evaluations on anyone,” Grammer said. “If you don’t understand their culture, where they come from, the foods that they eat, who they love in their lives, then there is no way to build a true rapport.”

Chuck Supple, director of the Division of Juvenile Justice for the California Department of Corrections, flew in from the Sacramento area to participate in the panel discussion and express his support for research and policy that changes the ways that society deals with young people who have gotten into trouble.

“We hope to be able to play a part in helping to develop new skills to reduce risk while they are in DJJ, but, more importantly, to be able to build strengths that are going to transcend into the community,” Supple told an audience of about 50 people at UCLA’s James West Alumni Center.

“It’s not just doing no harm, but going back into the community and playing important roles in terms of employment, education and community involvement. It’s helping them to change the very conditions that led to them coming to us in the first place,” he said.

The evening closed with an emphasis on the factors that will play out in the implementation of both the diversion plan and ongoing desistance.

“It’s critical to think about the key themes that emerged from both panels – the importance of paying attention to individual youth as well as the need for lasting systems change,” Leap said. “These two poles are connected, always, by the crucial role played by the community – the nonprofit organizations, the families and the residents – who are all involved and part of the change that is underway.”

 

Who, Exactly, Is Our Transportation System Designed to Serve? Panelists decry transit shortcomings for women and families during second installment of an ongoing discussion series sponsored by the UCLA Institute of Transportation Studies

The gender imbalance of transportation planning — a field traditionally dominated by men who designed a system that too often falls short for women and families — was the subject of the second installment of the ongoing Institute of Transportation Studies (ITS) discussion series Transportation is a Women’s Issue on March 7, 2018.

Policymakers, practitioners, scholars and students gathered at the Japanese American Cultural and Community Center in downtown Los Angeles for a panel featuring Seleta Reynolds, Los Angeles Department of Transportation (LADOT) general manager and ITS advisory board member; LA Metro Deputy CEO Stephanie Wiggins; and UCLA Luskin Urban Planning Professor and ITS faculty fellow Evelyn Blumenberg. Moderating was Investing in Place Deputy Director Naomi Iwasaki.

The transportation system is fundamentally designed to accommodate a 9-to-5 work schedule traditionally associated with higher-income men, panelists said. Even as women’s participation in the labor market has surged, that system continues to ignore the needs of travelers at off-peak hours and those with complex trip-making patterns, who are much likelier to be women, especially lower-income women, they said.

Women and men travel similarly in terms of mode, but Blumenberg said that the purposes are often different: Women make more trips that serve their household — a “trip-chaining” form of travel that can include multiple stops on the same tour — in addition to commuting.

“In most households, women work and have a disproportionate responsibility for the unpaid labor in the home,” Blumenberg said. “It’s really hard to carry out those multiple tasks with public transit, or using a bike, or walking.”

In Los Angeles and beyond, work and household trips usually require access to a car. Transit agencies attempt to reduce congestion by focusing on service during traditional peak commute hours, Reynolds argued, ignoring off-peak travel that could benefit women.

“If what you are solving for is the peak, the peak, the peak, then you’re never going to have a system that has reliable, frequent, comfortable service at the times of day when women need it the most,” she said.

Wiggins said that, too often, transit agencies such as LA Metro have adopted supposedly gender-neutral plans that fail to account for the different travel patterns of women.

“They say that what gets measured gets done, and we haven’t been measuring it at all,” she said. “We have to make sure that we don’t use the planning tools of the past to inform planning for the future.”

To that end, LA Metro’s CEO has approved a recommendation from the agency’s women and girls council to gather data about female passengers and hire a consultant to help develop a gender action plan. As LA Metro embarks on a next-generation study to revisit its bus network amid dramatic ridership decline, Wiggins said that women must be at the table for all levels of decision-making — not just in leadership roles but also in conducting the studies or scheduling service changes. Further research into female travel patterns is required to understand what women and families need and to persuade the federal and state agencies that fund transportation projects to emphasize those needs.

Improving transportation safety is critical for women’s travel. A survey of former riders cited safety as their primary reason for leaving the system, and Wiggins said that LA Metro now examines safety concerns through the lenses of sexual harassment and design. New campaigns with Peace Over Violence and local law enforcement agencies aim to crack down on harassment while applying a gender lens to design. Results could include better lighting at bus stops and transit stations, creation of accommodations for strollers, and changes to where passengers sit on buses and trains to minimize unwanted contact.

Blumenberg noted that better off-peak service requires safer conditions getting to and waiting for transit — lower-income workers are more likely to need to travel at night but often feel unsafe using the bus or train at those times.

Reynolds pointed out that too many futurist conversations about the potential benefits of automated buses and rideshare vehicles fail to recognize that many women will not feel comfortable without a driver, who acts as a chaperone.

“That is a really overlooked value and quality that a transit operator brings,” she said, adding that such discussions perpetuate a male way of thinking about mobility. “Most women, we feel like we move through the world always on guard about sexual harassment or assault.”

Reynolds said that her department’s new strategic plan includes a concerted effort to understand what women are looking for from their transportation system.  Then, implementation of pilot programs could lead to larger changes.

LADOT plans to start with after-school transportation, a burden that now largely falls on women to arrange as a result of long-term school budget cuts. A pilot electric car-sharing program in the MacArthur Park neighborhood incorporated local women’s requests for features such as carseats and the ability to add elderly caregivers to family service accounts.

Moving forward, a more comprehensive and inclusive approach to transportation planning is needed, panelists said. That approach should factor in the economic benefits of car access, better off-peak transit service and bike infrastructure catered not just to male preferences, and much more.

Right now, Reynolds said, “we’ve trapped women into finding the one choice that feels safe and comfortable and works for them, because of the design of the system.”

A Lesson on Homelessness for UCLA Luskin Students Students and city leaders weigh policy options regarding homelessness during annual UCLA Luskin Day at L.A. City Hall

Just how complex the problem of homelessness is in Los Angeles — and how to combat it — was the focus of a daylong program that brought students from the UCLA Luskin School of Public Affairs together with community leaders and providers of homeless services from throughout the region on March 2, 2018, at Los Angeles City Hall.

Homelessness in Los Angeles is a problem with a long history. It’s also a growing and complex issue, with no easy fix for the estimated 50,000-plus people living on streets of the city and throughout greater L.A. County.

Specific goals for the annual event include connecting students with City Hall and county leaders, analyzing an important public and social policy issue, and participating in informed discussion and debate with impacted city staff and civic leaders, according to VC Powe, director of career services and leadership, who has directed the program since its founding.

Hosting the students this year was Los Angeles City Councilmember Paul Koretz, who welcomed the students to City Hall and challenged them to research and come up with creative solutions to the question: What services can be provided today?

More than a dozen Luskin public policy, social welfare and urban planning graduate students worked together in teams to explore and brainstorm possible solutions for the thousands of people currently experiencing homelessness or at risk of becoming homeless. Each team met with and interviewed a wide range of leaders of city and county organizations and agencies focused on the problem. Interviewees ranged from homeless advocates and leaders of charitable organizations to a law enforcement officer and service providers for the homeless.

The students worked together throughout the day to provide Koretz, who represents the 5th Council District, with insights, ideas and policy solutions gathered from their interviews and discussions with program participants.

“I think students are finding out as they are talking to all these different stakeholders that there are some obstacles,” commented Toby Hur, UCLA Luskin Social Welfare field faculty member, who served as the students’ faculty adviser during the event at City Hall. “Building anything in L.A. is a complex process: It’s slow and with Measure H — the county sales tax increase — the money is just beginning to trickle down — finally,” Hur said.

Just a few of the issues discussed across the School’s three professional programs were zoning and land use, social services, law enforcement, jobs and job readiness, child care, NIMBYism and political will.

“For me, it’s a very personal issue,” said Michelle Viorato, a first-year public policy student from El Monte. “I’m really interested in finding solutions to keep people in their homes and prevent homelessness. It’s very frustrating to see.”

Viorato and her teammates, Ashley Mashian, a first-year urban planning student, and Jacob Woocher, a second-year urban planning student, met with Stephanie Klasky-Gamer, president and CEO of L.A. Family Housing; Jessica Duboff, vice president, Center for Business Advocacy, L.A. Chamber; and James Bickhart, a consultant with the office of Councilman Koretz.

“I’m seeing a lot of people who are being evicted — or are one paycheck away — and I want to see what measures we can take as a community at Luskin to work with City Hall trying to prevent homelessness,” said Mashian, who was born and raised in Los Angeles.

Gabriela Solis, a second-year public policy and social welfare student, said her team heard some great ideas during an interview with Gita O’Neill, who serves in a new city post: director of homeless policies and strategies in the office of the Los Angeles City Attorney. One of those ideas was to bring back a homeless court that was cut during the recession, said Solis, a native of East Los Angeles.

“[O’Neill’s] main focus is on legal services, and I think she has a really interesting standpoint.  She is the first that the city has hired as a director of policy, something they don’t do historically,” Solis said. Her team also met with Dominic Choi, homeless coordinator for the Los Angeles Police Department.

“I think that LAPD gets this villain role,” Solis said. “It was interesting talking about his perspective on things because I think it’s important to have them at the table and involved in how we deal with this.”

After a morning of interviews, the students reconvened with Councilmember Koretz to discuss their findings and policy recommendations.

First-year MPP student Iman Nanji reported on her team’s meeting with Ruth Schwartz, co-founder and executive director of Shelter Partnership.

“We talked about how the pendulum may have swung too far on focusing on permanent supportive housing, and how we also need to focus on transitional short-term solutions to the homelessness problem in addition to the image of homelessness,” said Nanji, who serves on a team in the mayor’s office working on data-driven approaches to combating homelessness. “In [Schwartz’s] opinion, there’s still a lot of work to be done to just get a better idea of who actually is homeless. They’re not a monolith. How do we get a better sense of the diversity in the homeless population?”

Christopher Ayala, a second-year social welfare student, grew up in South Los Angeles and has had experience working with young people experiencing homelessness.

“Sometimes they are overlooked in the policy we are creating,” Ayala said. “So we are really trying to focus on them and see how we can adjust to their unique needs and in comparison to the chronically homeless.”

“Ending homelessness is a little ambitious, but combating homelessness is the right middle ground,” said Sam Blake, an MPP/MBA joint-program student. “On one hand, it can seem trivial, but at the end of the day, words are how we communicate and how we get people on board. So it’s important to pay attention to that.”

As part of Luskin Day at Los Angeles City Hall, the students will submit to Koretz a written policy memorandum summarizing their findings and policy recommendations.

“UCLA is a huge asset to the community and all of you, its students,” Koretz said as he presented certificates to the students at the conclusion of the day.  “So we hope this will help you move toward becoming civic leaders of the future,” he said.

Hur noted that the students’ task is far from over.

“Coming up with solutions is a difficult task, but I think this is a good forum for them to understand the context — the political context, the community aspect and to be able to actually, really, begin to formulate and connect with all these people here,” he said. “The real work begins after today.”

UCLA Luskin Day at Los Angeles City Hall is now in its 14th year and serves to promote and encourage careers in politics and public service, as well as engage UCLA with local government, Powe said. The program is co-sponsored by UCLA’s Office of Community and Government Relations.
