UC Grant Will Fund EV Research by UCLA Luskin Center for Innovation Team led by a Fielding School professor gets nearly $2 million to pursue an equitable model for electrical vehicle charger placement

The UCLA Luskin Center for Innovation will be a key contributor to research recently funded through a partnership between the University of California and the state intended to spur real-world solutions relating to climate change in California.

A team from the Center for Innovation, or LCI, will focus on community engagement relating to a project led by Yifang Zhu, professor of environmental health sciences at the UCLA Fielding School of Public Health, that will look at how efforts to reduce greenhouse gases can better enable residents of disadvantaged communities to adopt electric vehicles more readily. 

A $1.99 million grant under Zhu’s direction will fund the study of EV usage in communities that have historically lacked access to charging stations. The LCI researchers will work with local residents and community-based organizations to identify barriers, improve knowledge and awareness of EVs, and design plans for deploying and installing charging stations in underserved areas. 

To date, the siting of EV chargers has been a top-down process driven by business priorities rather than community needs and preferences. Gregory Pierce, adjunct associate professor of urban planning and co-executive director of LCI, said researchers will partner with three community-based organizations in the Los Angeles area to co-design the first-ever procedurally equitable process for placement of EV chargers. 

“We hope that this project leads to a new community co-designed model for placing electric vehicle charging stations throughout California that can accelerate our transition to a zero-emissions transportation future,” Pierce said. 

The UCLA Luskin-affiliated team will be co-led by Rachel Connolly, project director for air quality and environmental equity research at LCI. The effort will include surveys and a three-part workshop process relating to the siting of EV chargers and future investments in coordination with the Los Angeles Department of Water and Power and other partners. Connolly, who earned doctorate and master’s degrees in environmental health sciences from UCLA, has been working at LCI since 2017. 

In all, $83.1 million in California Climate Action grants were awarded to a total of 38 projects involving researchers from across the UC system, as well as California State University campuses, private universities and community, industry, tribal and public agencies. The two-year grants are part of $185 million allocated by the state for UC climate initiatives that advance progress toward California’s climate goals.

Capstone Projects Tackle Complex Social Issues Clients explore tough policy decisions with help from graduating UCLA Luskin students, including those in Urban Planning

Antonia Izuogu, a second-year urban planning student, came to UCLA with an interest in affordable housing, and as a Bohnett Foundation fellow, she has had an opportunity to participate in initiatives relating to homelessness for the Los Angeles mayor’s office. 

“I was homeless at one point, actually twice, within my childhood,” Izuogu said. 

But when the time came to choose a topic for her required capstone research project, Izuogu chose to pursue an emerging interest in the community development side of urban planning, particularly work cooperatives. She ended up doing a feasibility study for a partner group of the Downtown Crenshaw Rising community organization. 

“My capstone and my mayor’s work didn’t really touch each other — they’re just two passions of mine that I was able to work on this past year,” Izuogu said.

Throughout the UCLA Luskin School of Public Affairs, soon-to-graduate students pursue monthslong deep dives into pressing policy issues with social relevance. In the Master of Urban and Regional Planning (MURP) program, the capstone experience may involve individual students like Izuogu working with community groups, government officials or public agencies to investigate real-world policy issues.

Other MURP candidates work in small teams or participate in one of two longstanding group-learning opportunities — the Community Collaborative and the Comprehensive Project classes.

The Community Collaborative is a unique pairing of students with community-based organizations in need of the expertise that academic researchers can provide. In turn, the students benefit from the insights of activists and others with lived experiences, fostering a mutual learning experience. 

This year’s Spatial Justice Community Collaborative course was taught by Professor Ananya Roy, and it focused on issues relating to life in homeless encampments. Class participants included individuals who had been among the unhoused populations at encampments forcibly cleared by law enforcement.  

The second group option is the Comprehensive Project class, which is a more traditional group project experience led by a faculty member who directs student researchers through an examination of a complex policy issue. Interested students had to apply nearly a year in advance to be admitted to the class, which this year focused on heat equity under the direction of Gregory Pierce BA ’07, MURP ’11, PhD ’15, an adjunct associate professor of urban planning and co-director at the UCLA Luskin Center for Innovation.

The client for the class of 13 MURP students was Marta Segura, chief heat officer and director of the city of Los Angeles’ Climate Emergency Mobilization Office, which is known informally as CEMO. Segura and her staff are developing strategies for Los Angeles’ efforts to deal with rising heat from climate change in an equitable manner. 

“The work that CEMO is doing is really important, and they have a huge mandate, particularly on heat,” Pierce said. “But they have very little actual staff capacity to do a lot of the research they need to do.”

The office’s agenda is driven by nonprofit and community-based organizations, which “aligns with the social justice orientation of the Luskin School, for sure,” Pierce said. 

The students, whose research has also been guided by Ruth Engel, project manager for environmental data science at the Luskin Center for Innovation, have divided the task into three subtopics — cooling centers, emergency response and bus shelters. Their final report was due to CEMO on June 9, just one week before UCLA Luskin’s commencement. 

Pierce said the report commends Los Angeles for being at the forefront of government efforts on extreme heat, but it notes room for improvement in terms of action and having systems in place to ensure public safety and equitable distribution of resources. 

“This is a pretty new space for a lot of cities, so it’s in its early days,” Pierce said of the strategic planning. “But there’s a lot of work to do to really follow through on what needs to be done as it gets hotter all the time.”

Among the students’ recommendations: 

  • increasing cooling center density in underserved areas of the San Fernando Valley and Harbor Gateway;
  • developing heat responses in cooperation with unhoused residents and their advocates to better meet their needs; 
  • utilizing more expansive definitions of heat emergencies and heat warnings, with lower heat thresholds than existing city policy;
  • shifting the priority for bus shelter development — often guided in the past by political considerations or the revenue potential of shelter advertisements —  toward geographic equity, thus prioritizing the placement of shelters in hotter neighborhoods with high numbers of bus riders.

Among the bus shelter group was Miguel Miguel, a second-year urban planning student who grew up in an area of the San Fernando Valley that often sees dangerously high temperatures. 

“I grew up seeing people suffer from what happens without adequate heat protection. It was really important for me to be involved, and to bring lived experience and emotional compassion into this project,” Miguel said. He said the capstone experience helped position him to play a role in shaping the nature of environmental justice in Los Angeles moving forward.

Equity was a foundational element of many urban planning capstone projects completed this year, including one by Pearl Liu. Her capstone project focused on public transit safety issues among women and gender minorities.

An international student, Liu was accustomed to getting around her home city of Taipai, Taiwan, via ready access to a clean, safe public transit system. She didn’t find the same conditions in Los Angeles or San Francisco, where she did an internship with the San Francisco Municipal Transportation Agency, or SFMTA. 

“As a woman, and living without a car at all for two years in L.A. and also in S.F., I totally understand how women feel when they travel,” Liu said. “I have all these struggles. I have all this … built-up anger and complaints. I hope to change all these things as a transportation planner.”

At SFMTA, she had an opportunity to become familiar with a grant-funded gender equity initiative. During the internship, she started building a transit safety survey that eventually led to her capstone project.

The survey was launched through the Transit app for riders of San Francisco’s public transportation system, known as the Muni. Within a month of launching, a total of 1,613 people had filled out the survey. 

“Sexual harassment is a very common experience for many transit passengers, but especially to women and gender minorities  —  transgender people and those with non-binary gender identities,” Liu said. 

Another MURP, Greer Cowan, worked with Liu on the survey about Muni usage and travel patterns among women and gender minorities in San Francisco, with special attention paid to riders’ experiences. Gender-based violence can include inappropriate swearing or leering, as well as physical assaults. Were the survey respondents victims? If not, had they witnessed it? If so, where? When? Was it on a train, a streetcar or a bus? While riding or while waiting for a ride? Night or day? And so on.

Cowen focused on the reporting of incidents, noting that many people only tell their friends or family, so authorities have insufficient data to take action. Liu’s capstone focuses more heavily on how respondents feel about their safety, and where incidents occurred.

Among gender minorities, more than half of respondents felt the least safe at a bus stop, for example. But for male and female transit users, harassment and the fear of it happening was more intense during transit rides, particularly on buses. 

She did a spatial analysis of the data, overlaying the incident maps with the transit lines and transit stops, and produced a “heat map” to determine places with higher concentrations of incidents of gender-based violence. The bus system showed the most problems.

“It is mostly happening in the downtown area,” she found. “A lot of it was on Market Street,” in the financial core of San Francisco.  

Therefore, her capstone recommends that safety and equity initiatives by the SFMTA focus heavily on bus routes near Market Street. She also advocates for a safety toolkit for women and gender minorities. A transit ambassador program to monitor stops, stations and vehicles could focus more attention on buses. And the No. 1 suggestion to benefit women and gender-minority riders? Install more lighting.

“That always — always — is something that we’re pushing for,” Liu said. “Most people … feel at least somewhat safe during the daytime or when a station is well-lit.”

Liu said the capstone project helped refine her career aspiration. 

“This project … it really sparked an interest in me in how safety is so important in public transit,” Liu said, “and I feel like that has given me a passion to want to work in this area in the future.”

In some cases, the capstone projects serve as a reality check for the client organizations. Such was the case for Izuogu’s research for Downtown Crenshaw Rising. 

Her capstone project focuses on cooperative ownership, or co-ops, as a means to foster economic development in lower-income areas. The project was built on work that had been done by the previous year’s Community Collaborative class  — a project that ended up being recognized by the American Planning Association’s Economic Development Division for its Student Project Award. 

That project had recommended several possible ways to improve economic conditions in the Crenshaw area of Los Angeles, and her client was interested in the possibility of creating a cooperatively owned manufacturing facility in the area. 

Izuogu is a native of North Carolina who had gotten her undergraduate degree at Spelman College, a historically Black college in Atlanta, Georgia. She was excited for an opportunity to familiarize herself with a neighborhood like Crenshaw with a sizable Black population and do work that might benefit its residents.

“I was like, ‘That sounds really interesting, and I want to work with Black communities, too,’” Izuogu remembered thinking.

Her feasibility study reflects the Crenshaw group’s interest in launching an eco-friendly manufacturing site for electric vehicle charging stations to take advantage of incentives created by the federal Infrastructure Investment and Jobs Act that President Biden initiated in 2021.

“I didn’t know much about clean energy before coming [to UCLA] or about working with co-ops. At the same time, I’ve been taking economic development classes,” she said, “so everything was … fleshing out well together.”

Once she delved into the data, however, it became apparent to Izuogu that manufacturing electric vehicle charging stations was not the best option for the group. They lacked startup financing. No one in the group had experience building charging stations, nor connections within the industry. That led to the reality check. 

“As a consultant, I’m saying that maybe we should take a pause on that,” Izuogu said. Her capstone report suggests that the group instead create a co-op to install such stations and maintain them as part of a long-term strategic plan that would start small — a bakery/restaurant co-op is already in the works — and build over time into a hub for economic activity. 

Izuogu said her client expressed gratitude for her insights. 

“They like the idea that I didn’t stop and just say, ‘OK, this is not a good idea. Goodbye,’” said Izuogu, who has urged the group to think beyond Year 1. “Let’s go further than that. And they’ve been very appreciative of the information.”

The capstone project also helped inform Izuogu’s future plans. She will be pursuing a law degree, envisioning a career focusing on “solidarity economy lawyering,” helping small businesses and worker co-ops organize, drafting contracts and successfully navigating government regulations. 

Izuogu is a big fan of the UCLA capstone requirement.

“I love how they’re community-based, and this is not just a theory, but we’re actually applying what we’re learning in the classroom,” she said. “I love that I had the opportunity — even though I’m not from L.A. — to benefit the residents here. And getting to know their names and, basically, that we’re continuing this connection between academic institutions and the residents around them.”

‘We’re Beginning the Work of Rewriting the Next Chapter of Los Angeles History’ Top officials join scholars and advocates to tackle the region's most pressing problems at the fifth annual UCLA Luskin Summit

A search for solutions to Southern California’s most urgent problems brought top researchers together with government and civic leaders at the fifth annual UCLA Luskin Summit.

Los Angeles City Council President Paul Krekorian gave the keynote address at the April 19 gathering, attended by more than 200 scholars, students and community members seeking to learn more about how the region is responding to homelessness, climate change, racial disparities, voting rights violations and more.

Krekorian spoke about the state of governance at L.A. City Hall, acknowledging that citizens’ faith has been shaken by corruption cases, politicized redistricting and the release of a racist recording that led to high-profile resignations. But he added that the upheaval has opened the door to a period of change.

“The kind of city hall that the people of Los Angeles deserve [is] a city hall that’s more ethical, more transparent, more trustworthy, more urgent, more collaborative and hopefully much more effective,” Krekorian said.

He laid out a roadmap that includes a top-to-bottom charter review that could add more seats on the City Council, change who decides land-use issues to reduce incentives for corruption, and take the power of setting district boundaries away from elected officials.

“Together, we’re turning the page on a very dark time and we’re beginning the work of rewriting the next chapter of Los Angeles history,” Krekorian said.

The Luskin Summit, held in person at the UCLA Faculty Club after three years of remote and hybrid convenings, continued its tradition of spotlighting the UCLA Quality of Life Index (QLI), a wide-ranging survey of Los Angeles County residents.

This year’s QLI revealed deep dissatisfaction with many aspects of life in L.A., a sign of the region’s slow emergence from the dual shocks of the COVID-19 pandemic and soaring inflation, said Zev Yaroslavsky, who oversees the survey as director of the Los Angeles Initiative at UCLA Luskin.

In conversation with ABC7 News reporter Josh Haskell, the emcee of this year’s Luskin Summit, Yaroslavsky said the high cost of housing continues to sow anxiety, with 28% of respondents saying they worry about losing their home and becoming homeless as a result.

“Now, let me put this in more stark terms than just percentages,” Yaroslavsky said. “The county’s population is a little over 10 million people, so 28% means that there are 2.8 million people in this county who are going to bed every night worried about whether they’re going to lose their home. Think about it that way. That’s a lot of people. That’s a lot of stress.”

The region’s housing emergency also took center stage at a plenary session that illustrated a hallmark of the Luskin Summit: the participation of key elected and appointed officials in a position to turn social science research into policies for change.

Lourdes Castro Ramírez, secretary of California’s Business, Consumer Services and Housing Agency, moderated the dialogue with L.A. County Supervisor Lindsey Horvath, L.A. City Council member Marqueece Harris-Dawson and the city’s chief of housing and homelessness solutions, Mercedes Márquez.

The conversation emphasized a new push to coordinate efforts by a multitude of agencies to relieve California’s housing emergency.

“A challenge of this magnitude requires all levels of government to work together, and that’s exactly what we have been doing over the last two years, working very closely with our federal partners, working very closely across the state agency and department, and working in a unified and coordinated manner with local cities, counties, continuums of care and folks on the ground that are doing this work every single day,” said Castro Ramírez, a UCLA Luskin Urban Planning alumna who oversees 11 state departments and boards.

With the end of pandemic-era eviction moratoriums, Horvath said her office is working with cities to implement new protections for both renters and mom-and-pop landlords, with the aim of keeping residents in their homes.

“We have no time to waste,” she said. “We’re not going to wait until every detail is perfect. People are dying on our streets and we have to do something.”

The panelists credited newly elected Los Angeles Mayor Karen Bass for jumpstarting efforts to shelter the homeless, including the appointment of Márquez to cut the red tape that has delayed the construction and acquisition of desperately needed housing.

“We have identified 360 projects that are 100% affordable. That’s over 8,000 units that are now on a fast track,” Márquez said, adding that her team is also reviewing government-owned land including Metropolitan Transit Authority car lots that could be converted to residential development.

Harris-Dawson, whose district includes South Los Angeles, said housing strategies must be guided by a sense of equity to prevent poverty from becoming concentrated in pockets of the city.

“The commitment has to be both to build and build fast, but also to build where it’s difficult to build,” he said. That includes parts of the city where the prevailing attitude is “ ‘send all the poor people over there, build housing over there and build it as dense as you need to, but keep them over there’ — as if poverty is a communicable disease and living near it damages your quality of life somehow.”

The Summit also featured a series of breakout sessions where scholars, officials and advocates zeroed in on critical issues. They included representatives from UCLA Luskin research centers, including the Luskin Center for Innovation and its Human Rights to Water Solutions Lab, the Lewis Center for Regional Policy Studies, the UCLA Institute of Transportation Studies  and the UCLA Voting Rights Project. The sessions explored:

  • vehicular homelessness, the unique circumstances of those who must shelter in their cars;
  • persistent disparities based on race and ethnicity in the mortgage industry;
  • how to build popular support and political momentum for investments in climate infrastructure;
  • whether California’s plan to transition to zero-emission vehicles is sufficient to meet climate goals;
  • the uncertain future of voting rights pending decisions by the U.S. Supreme Court;
  • and the activation of far-reaching programs to bolster the region’s water supply.

Following the Summit, several participants gathered for a lunch presentation on equity and clean energy that included UCLA experts and representatives from the Los Angeles Department of Water and Power, the lead sponsor of this year’s Luskin Summit. Insights From an Environmental Pioneer Mary Nichols, longtime champion of emission regulation in California, offers a roadmap toward a cleaner transportation future

What comes to mind for Mary Nichols after 50 years as a leader of California’s environmental policy?

“As a lawyer, what I know is how to take laws … and actually make them do something for people,” she said. “If there’s a principle that I have tried to conduct my work by, it is that you don’t get appointed to one of these government jobs to fill the seat. You get appointed to actually do something with the job.”

After four terms as California Air Resources Board chair, Nichols told an in-person crowd of about 75 people and others watching online during the April 4 UCLA Luskin Lecture that getting things done requires dedication, persistence and, perhaps most importantly, good science.

Nichols pointed to her experience in leading the agency to set gasoline efficiency and anti-pollution standards in the automotive area. 

“We had our own engineers who knew just as well as the people inside the car companies that we were regulating what could be made available and what could be made affordable — like the catalytic converter — if you could just get the companies over their reluctance to change and overcome their constant desire to hold onto what they have until they can figure out how to make a profit on it.” 

If policymakers know what needs to be done and have the data to support it, Nichols said, “then you have a pretty good chance of bringing people along with you and moving forward.”

Nichols is an attorney who began working as an environmental regulator in response to the federal Clean Air Act of 1970. She first joined the state’s top environmental agency in 1975 and served as chair between 1979 and 1983, then from 1999 to 2003, and again from 2007 to 2020. She is also a distinguished counsel for the Emmett Institute on Climate Change and the Environment at UCLA Law and has associations with the UCLA Institute of the Environment and Sustainability and with the UCLA Luskin Center for Innovation. 

In his introductory remarks, Dean Gary Segura of the Luskin School of Public Affairs said, “If you’re interested in the environment and you’re a longtime resident of California, the first name that would come to your mind in shaping the environmental policy of this state is Mary Nichols.”

Nichols’ appearance was the first Meyer and Renee Luskin Lecture Series event to occur in person in more than two years because of the COVID-19 pandemic. It took place in the Charles E. Young Grand Salon at Kerckhoff Hall on the UCLA campus. 

Nichols was joined in a discussion about the past and future of clean transportation by Tierra Bills, assistant professor of public policy and civil and environmental engineering at UCLA, and Colleen Callahan MA UP ’10, co-executive director of the UCLA Luskin Center for Innovation.

They touched on issues that included air pollution, the future of clean energy and how to overcome resistance from businesses, government officials and the public to new, cleaner technology, including fostering wider acceptance of electric cars.

“We start with the fact that electric vehicles are expensive. There’s no question that they are more expensive than gasoline cars,” Nichols acknowledged. “And new gasoline-powered cars are expensive to begin with.”

She noted that electric vehicles are a growing segment of the used car market, but the reality is that many people are never going to purchase an electric car unless manufacturers — many of which see electric vehicles as their future — receive government incentives to bring costs down. 

“Otherwise, we’ll be looking at nothing but a luxury market,” Nichols said.

In California, a related need is starting to get more attention — making charging stations readily available. 

“If people find a way to afford to buy an electric vehicle, but they don’t have a place to charge it, then it’s not doing any good,” Nichols said. “We still have a long way to go in terms of … providing charging in public places and charging at workplaces.”

Bills pointed out that technological innovation has historically bypassed disadvantaged communities. 

Nichols said greater recognition of the need for equity now exists among decision-makers, but challenges remain. “I think there are ways of attacking the problem,” she said, “but it is going to require much bigger thinking than most of what has been going on up to now.”

Plus, dealing with environmental problems requires widespread buy-in.

Nichols joked, “Just saying that the Air Resources Board thinks you should do something isn’t going to be a winning argument, right?” 

Regulation and innovation are important, she said, but federal and state agencies also must look to build partnerships at the municipal level, enlisting assistance from local businesses and community-based organizations. 

She recalled an instance in which funding became available to advance air pollution goals by replacing old buses. To their surprise, government officials soon found themselves working not so much with school districts and large transit agencies as with religious organizations. 

“That’s who had old buses that they wanted to turn in and get new, clean buses so they could take kids on field trips,” Nichols recalled. “So, sometimes it requires a new way of delivering services.”

Callahan spoke about the increasing alarm among scientists that more must be done — and soon — if humankind is going to persevere in the face of climate change. How does one remain grounded and optimistic when faced with so many dire predictions?

You just have to keep working at it,” Nichols said. “It requires you to stay flexible in the sense that you look for new allies. You look for new resources. You look for new energy, which is one of the reasons why I like hanging around universities.”

Gesturing toward the crowd of environmental advocates, faculty, staff and students, Nichols continued.

“You get to know some of the people who, hopefully, are not just going to do what I did, but who are going to do it more and better.”

The Meyer and Renee Luskin Lecture Series enhances public discourse on topics relevant to the betterment of society, bringing together scholars as well as national and local leaders to address society’s most pressing problems. Decarbonizing California Transportation by 2045 Report to state outlines policy pathways to meet the zero-carbon time crunch

Transportation is the largest source of greenhouse gas emissions in California. In order to achieve the state’s goals of carbon neutrality by 2045 and avoid the worst impacts of climate change, decarbonizing this sector is essential. But such a transition is unlikely to occur rapidly without key policy intervention, according to a new study that included research from the UCLA Luskin Center for Innovation.

A team of transportation and policy experts from the University of California released a report April 21 to the California Environmental Protection Agency (CalEPA) outlining policy options to significantly reduce transportation-related fossil fuel demand and emissions. Those policy options, when combined, could lead to a zero-carbon transportation system by 2045, while also improving equity, health and the economy. A second study, led by UC Santa Barbara, identifying strategies to reduce in-state petroleum production in parallel with reductions in demand, was released simultaneously.

The state funded the two studies through the 2019 Budget Act. The studies are designed to identify paths to slash transportation-related fossil fuel demand and emissions while also managing a strategic, responsible decline in transportation-related fossil fuel supply.

The University of California demand study was conducted by researchers from the UC Institute of Transportation Studies, a network with branches at UC Davis, UC Berkeley, UC Irvine, and UCLA. The UC Davis Policy Institute for Energy, Environment, and the Economy coordinated the report’s policy management, and the UC Davis Center for Regional Change led the study’s equity and environmental justice research.

Bringing about a zero-carbon transportation future will be challenging but not impossible, the report states. Doing so requires urgent actions and a long-term perspective. Importantly, a major upfront investment in clean transportation through incentives and new charging and hydrogen infrastructure will soon pay off in net economic savings to the California economy, with net savings in the next decade growing to tens of billions of dollars per year by 2045.

The report recommends flexible policy approaches that can be adjusted over time as technologies evolve and more knowledge is gained.

“This report is the first to comprehensively evaluate a path to a carbon neutral transportation system for California by 2045,” said Dan Sperling, director of the UC Davis Institute of Transportation Studies. “We find that such pathways are possible but will rely on extensive changes to existing policies as well as introduction of some new policies. The study also prioritizes equity, health and workforce impacts of the transition to zero-carbon transportation.”

Researchers from the UCLA Luskin Center for Innovation led the study’s workforce analysis. Achieving carbon neutrality in California’s transportation sector could create over 7.3 million job-years of employment over the next 25 years, according to the researchers. These jobs would result from “greening” many existing occupations and creating new occupations.

“This presents the state with a golden opportunity to create not only new, high-quality jobs, but also ensure that many existing industries and occupations transition to better practices,” said J.R. DeShazo, director of the Luskin Center for Innovation and professor of public policy.

KEY POLICY STRATEGIES

 Zero emission vehicles: Many of the report’s policy options are centered on a rapid transition to zero-emission vehicles (ZEVs), which is expected to dramatically reduce greenhouse gas emissions and improve local air pollution as the state’s electric grid is also decarbonized.

Light-duty and heavy-duty vehicles are responsible for 70% and 20% of the state’s transportation emissions, respectively. The report suggests a combination of enhanced mandates, incentives, and public charging and hydrogen infrastructure investments to speed the adoption of ZEVs. For medium and heavy-duty vehicles, key policy priorities include increasing the availability of charging stations for long-haul freights, electricity pricing reform to make depot charging more affordable, and priority lanes and curb access for zero-emission trucks, among other possibilities.

Vehicle miles traveled: Even with widespread ZEV use, reducing overall vehicle miles traveled is necessary to reduce traffic congestion and emissions from vehicle manufacturing, and to enhance quality-of-life and land-use benefits related to traffic. The report suggests policies that encourage active, shared and micromobility transportation, telecommuting, and land-use changes that reduce people’s reliance on automobiles and enhance community connectivity.

Fuels: About 86% of transportation fuel is petroleum. Shifting toward low-carbon clean energy requires major investments in electricity and hydrogen. Low-carbon liquid fuels compatible with internal combustion engines will be needed to reduce emissions while the transition to ZEVs progresses, as well as in some specialized applications, like aviation. California can support the needed investments in clean fuels with mandated blending levels, new incentives and credits to stimulate investment in very low-carbon liquid fuels for aviation, shipping and legacy combustion engine vehicles.

Getting to zero: Some residual emissions remain in every scenario examined. The report states that at least 4 million to 5 million metric tons per year of negative emissions capacity (equal to 2.5% of current transportation emissions) is needed by 2045 to counteract those residual emissions. These could come from carbon capture and sequestration projects that pull carbon from the air to store it underground, as well as so-called sequestration by natural or working lands.

BENEFITS

In addition to direct economic benefits beginning around 2030, the transportation decarbonization policies could also lead to health, equity and environmental justice, and workforce and labor benefits.

Health: Transportation is a major cause of local air pollution and contributes to climate change. Particulate matter harms lungs and hearts, while nitrogen oxide compounds contribute to ozone pollution and other health impacts. The report found that cleaner heavy-duty vehicles would significantly reduce pollution in many of the state’s most vulnerable communities. The health benefits of reducing local pollution will grow with the deployment of clean transportation technologies and could translate to more than $25 billion in savings in 2045.

Equity and environmental justice: Transportation in California carries a legacy of inequity and damage to disadvantaged communities. These communities often lack quality public transportation or viable transportation choices. Highways have been built with little consideration for displacement, and many communities of color have been divided by freeways, perpetuating historic segregation policies like redlining. The report identifies options that prioritize equity in transportation investments and policies.

For example:

  • Continue to support electric vehicle incentives targeted to lower-income buyers and underserved communities, including used vehicles.
  • Prioritize deploying electric heavy-duty vehicles in disadvantaged communities and magnet facilities such as commercial warehouses in those communities.
  • Support transit and zero-emission services and charging stations in disadvantaged communities. This can help reduce vehicle miles traveled and increase accessibility while avoiding displacement.
  • Avoid siting non-renewable fuel production facilities in disadvantaged communities, engage communities disproportionately affected by transportation sector emissions in decision-making concerning the siting of new infrastructure and investments associated with achieving carbon neutrality, and continue to carefully monitor and control local pollutants.

“We must confront the legacy of the lack of public and private investment where Black, indigenous and people of color live and work,” said Bernadette Austin, acting director of the UC Davis Center for Regional Change. “This report identifies ways to strategically invest in sustainable infrastructure while intentionally avoiding disruptive and damaging infrastructure in our most vulnerable and disadvantaged communities.”

Workforce: The transition to a carbon-neutral transportation system will disrupt jobs in some sectors while creating new jobs in others, like clean vehicle manufacturing and electric and hydrogen fueling infrastructure. The report suggests that California prioritize the needs of impacted workers. In addition, wherever ZEV-related industry expansion creates quality jobs, state policy should focus on creating broadly accessible career pathways.

Economy: The transition to ZEVs is expected to generate savings for consumers and the economy well before 2045. Within the next decade, the cost of owning and operating ZEVs is projected to drop below that of a conventional gasoline or diesel vehicle. That is because battery, fuel cell and hydrogen costs will continue to decline; electricity costs will be much less than petroleum fuel costs; and maintenance costs of ZEVs will be less. These savings can be invested elsewhere by households and businesses.

COVID-19 Pandemic Could Cost California Transportation Billions in Revenue New research highlights need for policymakers to prepare for a future shortfall

California could lose up to $20 billion in transportation revenue over the next 10 years because of the COVID-19 pandemic, according to research released May 12 by the Mineta Transportation Institute, or MTI.

Researchers Asha Weinstein Agrawal of MTI at San Jose State University and Hannah King and Martin Wachs of UCLA Luskin projected how much revenue will be generated over the next decade by state taxes on fuel purchases and fees on vehicle ownership. COVID-19 has reduced those revenues substantially because people are driving less and therefore buying less fuel.

Projected total revenue varied according to different economic recovery scenarios examined by the researchers.

“Under a worst-case scenario, a slow economic recovery could cause California to receive 17% less revenue through 2030 than the state would have received without COVID-19,” said Agrawal, the director of MTI’s National Transportation Finance Center. The projected revenue for the slow-recovery scenario is $98 billion, compared to a projected $118 billion without the pandemic.

State policy choices could impact projected revenues, according to the study. The researchers identified a recovery scenario that could generate $121 billion, a 3% gain, thanks to a swift and complete economic recovery coupled with policies to encourage Californians to purchase electric vehicles.

“California policymakers are hastily planning for a future with less-than-anticipated revenue,” said Wachs, a professor emeritus of urban planning at UCLA and a researcher at its Institute of Transportation Studies. “The scenarios in this study are not predictions of what will happen, but with so much uncertainty about the future, they help policymakers ask important ‘what if’ kinds of questions.”

The study focused on transportation revenue collected by the state thanks to a package of taxes and fees established in 2017 by Senate Bill 1. This revenue comes from gasoline and diesel fuel taxes, an annual fee on vehicles with the rate based on vehicle value, and an annual fee for zero-emission vehicles.

The report did not include transportation funds in California that are raised locally through transit fares, tolls, sales taxes and property taxes. Nor did it include any federal funding that would aid in transportation recovery.

A shortfall in state transportation revenue would trickle down to drivers.

“Revenue shortfalls will likely result in both reduced maintenance and delayed capital investments,” Agrawal said. “Drivers will have to wait longer for planned improvements like replacing outdated bridges and rehabilitating freeways.”

The researchers modeled scenarios based on transportation-specific variables that are most likely to be affected by COVID-19, including fuel consumption, the number of registered petroleum-powered and electric vehicles, and the price of cars. They also projected potential revenue from possible government policies to stimulate the market, such as tax credits to encourage vehicle purchases.

Comparing them to a baseline of what was expected before the COVID-19 emergency, the researchers examined five recovery scenarios: 1) slow, 2) moderate, 3) moderate with a stagnated vehicle market, 4) moderate with an electric-vehicle stimulus, and 5) fast with an electric-vehicle stimulus.

The study was funded by the Mineta Transportation Institute at the request of the California Transportation Commission. The researchers were scheduled to present their findings during a virtual webinar on May 14.

The lead author of the study was Agrawal. King is a doctoral student in urban planning at UCLA.

For 30 Years, Lewis Center Has Responded to L.A. Issues With Ideas All six current and former directors gather to recall the challenges and successes they experienced while leading regional policy research at UCLA

During a gathering March 5 at its first home on the UCLA campus, the Lewis Center for Regional Policy Studies commemorated 30 years of scholarship, public advocacy and leadership on campus and in the community.

All five former Lewis Center directors — a who’s who of distinguished scholars — joined the current director, Urban Planning Professor Evelyn Blumenberg, at DeCafe Perloff Hall to discuss the milestones and issues facing the region during each person’s tenure. As each director spoke, it was evident that the center’s longevity is rooted in interdisciplinary scholarship and fostering the next generation of scholars.

In 1989, Ralph and Goldy Lewis donated $5 million to endow a research program at UCLA that studied regional policy issues. The following year, the Lewis Center opened its doors in Perloff Hall, the location of what was then known as the School of Architecture and Urban Planning, with founding director Allen J. Scott, distinguished research professor of geography and public policy. Scott was succeeded by Roger Waldinger, distinguished professor of sociology; followed in chronological order by Paul Ong, research professor at the UCLA Luskin School of Public Affairs; J.R. DeShazo, professor of public policy, urban planning and civil and environmental engineering; and Brian D. Taylor, professor of urban planning and public policy.

“My parents both went to UCLA and they believed in the power of public education and need to support the public system,” said Randall Lewis, whose parents were homebuilders and interested in issues of growth, transportation, housing and air quality. “They felt as they were building houses, building communities, that they didn’t want to create problems. They wanted to find solutions.”

Anastasia Loukaitou-Sideris, who joined the UCLA community the same year that Lewis Center was established and received one of its first grants, kicked off the event.

“The Lewis Center best exemplifies the role that we’re asking our research centers to play: push research forward, support the educational mission of the school and its students, and serve as a public forum that disseminates important research-based information and data to a larger public,” said Loukaitou-Sideris, professor of urban planning and associate provost for academic planning.

Launched Amid Regional Turmoil
The early 1990s were a tumultuous time in Los Angeles. The aerospace industry, which was a backbone of the region’s economy, was collapsing. The 1994 Northridge earthquake killed 61 people and caused $6.7 million in damage, crippling major infrastructure like freeways. And civil disturbances fueled by racial injustices, police brutality, and poverty and social marginalization rocked the city.

“Los Angeles looked like, from some points of view, a basket case and getting worse,” Scott recalled. “And so we were, at a very early stage, involved in attempting to build responses to these problems and others.”

Scott and the Lewis Center published a series of working papers focusing on new industry (such as electric vehicles) to replace aerospace and an examination of the nature and causes of the crises in South Los Angeles.

By the time Waldinger took over in 1996, the immigrant population in the Los Angeles region had quadrupled within two decades. Yet, research on the impact of immigration on the Los Angeles region lagged behind frequently studied cities like Chicago and New York. The Lewis Center played an integral role in bringing Los Angeles to the forefront of regional studies with efforts such as Waldinger’s book “Ethnic Los Angeles.” Today, it’s hard to imagine a discussion of immigration and foreign-born individuals without considering L.A.

Waldinger said the center’s early research has transformed California policy. Although immigration policy is a federal issue, immigrant policy can be local, he noted, pointing to state measures that have aided California’s immigrant population.

Ong, the center’s third director, continued the multidisciplinary tradition of the Lewis Center and collaborated with scholars in UCLA Luskin Social Welfare and the natural sciences. As director, he published a seminal report on the undercounting of low-income people and communities of color in the 2000 Census.

Ong’s work also highlighted a core strength of the Lewis Center — its focus on addressing social justice issues for marginalized communities. He said the center also partnered with the County of Los Angeles and L.A. Metro to understand the transit needs of underserved communities.

DeShazo oversaw the Lewis Center during a time when its focus turned to environmental issues. In 2006, California passed the Global Warming Solutions Act (AB 32), promoting ambitious climate solutions that even some legislators doubted could be achieved.

“Those were the days we didn’t even know where greenhouse gases were coming from,” DeShazo remembered. The first step was to identify sources and then to identify solutions to reduce emissions, including electric vehicles, rooftop solar energy and energy-efficient technology.

“Everything that we have today is what people thought was impossible to accomplish. The groundwork for that was laid in the 2006-2012 period,” DeShazo said.

The Lewis Center has also contributed to environmental justice scholarship, especially the designations of disadvantaged communities as a result of identifying where emissions were coming from and where populations vulnerable to those emissions are living.

Taylor next put the focus on housing affordability and transportation in light of large investments in public transit like Measure R, a sales tax that is expected to raise $40 billion over 30 years.

He said the center’s regional lens has a built-in advantage when it comes to studying housing affordability, transportation and access, which play out across a diverse geography.

Taylor’s tenure also overlapped with his role as chair of UCLA Luskin Urban Planning. It was a position that helped him to advocate for the addition of faculty members and scholars who could tackle these regional priorities.

“Housing affordability was not my area of research,” Taylor said. “All I did was try to support and catalyze the intellectual leaders that are helping shape the important debates on this.”

A Legacy of Leadership
Acting as a consistent bridge to marginalized voices, the Lewis Center’s former directors see scholarship and professional development as their enduring legacy. Many onetime students have gone on to become academic leaders in their own right.

“I’m honored to follow in those footsteps,” said Blumenberg MA UP ’90, Ph.D. ’95. She became director in 2018 and has focused on how Angelenos live, move and work in L.A., with a particular interest in pathways out of poverty. The center recently launched the Randall Lewis Housing Initiative.

Has Los Angeles made progress over the last 30 years?

The answer is mixed, Ong said. A commitment to climate change initiatives and equity are highlights, but income inequality and social justice remain daunting issues.

“I’m proud of the fact that the Lewis Center continues to look at issues of inequality,” Ong said. “We’re dedicated to doing the research to find solutions, but it’s like swimming upstream.”

Still, Ong remains hopeful: “I know enough about [Blumenberg’s] history that there will continue to be a commitment from the Lewis Center to accomplish things that will bend us towards justice.”

Ports of Los Angeles and Long Beach Could be Ground Zero for Zero-Emission Trucks Electric trucks will be financially viable as early as the 2020s, a UCLA Luskin Center for Innovation report finds

The two San Pedro Bay ports — Los Angeles and Long Beach — form the largest container port complex in North America. While an important economic engine for Southern California, port-related activity is one of the largest contributors to air pollution in a region that regularly violates air quality standards.

Concerned about the public health and climate impacts of drayage trucking — which moves cargo from the ports to train yards, warehouses and distribution centers — the mayors of Los Angeles and Long Beach set a goal to transition the fleet to 100% zero-emission vehicles by 2035. A new report from the UCLA Luskin Center for Innovation, however, finds that an accelerated transition starting in the 2020s could be both feasible and advantageous.

The UCLA researchers analyzed the significant challenges and opportunities of replacing diesel drayage trucks with zero-emission trucks, specifically battery electric trucks, beginning in the 2020s. One advantage of an earlier transition is a quicker reduction in tailpipe emissions, they found. Unlike current diesel trucks, zero-emission trucks do not directly emit any regulated pollutants and can be fueled by renewable energy sources like wind or solar.

However, there are barriers to adoption of battery electric zero-emission trucks by the drayage industry. The UCLA report finds that current constraints include nascent technology not yet proven in drayage operations; limited vehicle range; high capital costs for trucks and charging infrastructure; uncertainty about which entity would shoulder the upfront costs; and space and time constraints for vehicle charging.

“Despite these challenges, we conclude that there is significant potential for zero-emission trucks to be used in drayage service,” said James Di Filippo, the lead researcher on the UCLA study. “Operationally, the range of early-state battery electric trucks is suitable for most drayage needs at the ports.”

The technology is advancing quickly. One manufacturer already has a zero-emission battery electric truck on the market, while five other leading manufacturers plan to do so by 2021. New entrants into the battery electric truck market expect to bring longer ranges and lower costs.

“We made a surprising finding: When incorporating incentives and low-carbon fuel credits, the total cost of ownership for a battery electric truck is less than near-zero-emission natural gas trucks,” Di Filippo said. “Even more surprising is that battery electric trucks can even be less expensive than used diesel trucks. This supports our finding that, even in the short and medium term, there is opportunity to electrify a meaningful portion of the drayage fleet at the ports.”

The Clean Trucks Program, adopted by the two ports in 2007, successfully spurred the replacement of the oldest, dirtiest diesel trucks in the fleet with cleaner diesel and natural gas models. UCLA researchers expect another nearly complete turnover of the drayage fleet in the 2020s. This presents a tremendous opportunity to transition to zero-emission trucks.

As demonstrated by the 2007 program, the strongest lever in the ports’ policy toolbox is the ability to assess differentiated fees to trucks entering the ports based on compliance with emission standards. The ports’ new clean truck program is set to differentiate between near-zero-emission trucks and zero-emission trucks by 2035. However, additional incentives to switch to zero-emission trucks from the start of the program could support a transition to the cleanest trucks sooner, the researchers concluded.

A swift move to zero-emission trucks could avoid the expense and disruption of two sharp technology transitions — one to near-zero in the 2020s and then to zero-emission in the 2030s. Meanwhile, early adopters could take advantage of current generous state and regional incentives for zero-emission trucks that make battery electric trucks less expensive to own and operate than all alternatives.

The UCLA report analyzed other options that the ports could pursue, including investing in technology that allows electric trucks to specialize in routes that suit their range. It also recommends that the ports collaborate with stakeholders — such as utilities and air regulators — to coordinate a wraparound strategy that provides technical assistance to trucking companies and drivers.

Other recommendations target incentives adopted by utilities and air quality agencies, which the researchers said could be updated to meet evolving needs.

The report by the Luskin Center for Innovation, which unites UCLA scholars and civic leaders to solve environmental challenges, was made possible by two separate funding sources: a partnership grant from California’s Strategic Growth Council, and members of the Trade, Health and Environmental Impact Project (THE Impact Project).

Government Leaders, Scholars Discuss Policy Solutions During UCLA Luskin Summit Congresswoman Karen Bass opens the inaugural convening of a research-informed, cross-sector conference about issues facing the region

Elected officials, scholars, civic leaders, and difference-makers in the nonprofit and philanthropic spheres came together April 24 to learn the results of the annual Quality of Life Index and discuss policy issues during a half-day conference put together by the UCLA Luskin School of Public Affairs.

Congresswoman Karen Bass provided the morning’s keynote address for “Luskin Summit 2019: Livable L.A.,” an event that also kicked off the 25th anniversary celebration at the Luskin School.

Bass opened the conference by jokingly telling more than 300 people in attendance at the UCLA Luskin Conference Center that she “wanted to tell you about what we are doing in D.C. because, if you watch some TV news, you have no idea what we are doing in D.C.”

Bass has served in the U.S. House of Representatives since 2011. She said that “Democrats and Republicans actually do work together” in the nation’s capital.

“We don’t hate each other,” Bass said, smiling broadly. “Our accomplishments unfortunately don’t sustain media attention. So you might hear that we passed legislation on something like gun control … and then somebody tweets, and that’s all you hear about for the next several hours.”

The congresswoman’s remarks set a cooperative tone for the inaugural Luskin Summit, which focused on finding solutions through research and policy change. The conference emphasized a Los Angeles perspective during breakout sessions moderated by UCLA faculty members that focused on issues such as public mobility, climate change, housing and criminal justice.

Providing a framework for those discussions was the unveiling of the fourth Quality of Life Index, a project at UCLA Luskin that is supported by The California Endowment under the direction of longtime Los Angeles political stalwart Zev Yaroslavsky, director of the Los Angeles Initiative. The survey asks county residents to rate their quality of life in a range of categories and to answer questions about important issues facing them and the region.

“The cost of living, and particularly the cost of housing, is the single biggest drag on the rating that residents ultimately give to their quality of life in Los Angeles,” Yaroslavsky told Luskin Summit attendees. “The unmistakable takeaway from this project continues to be the crippling impact of the cost of living in Los Angeles County, punctuated by the extraordinary cost of housing.”

The housing affordability crisis was echoed throughout the event and in the days that followed as Yaroslavsky explained details of the survey in coverage by news outlets such as the Los Angeles Times, local radio news programs, and broadcast television reports by the local affiliates for NBC and ABC.

The coverage by KABC (also known as ABC7 Los Angeles) included segments on daily news broadcasts and a follow-up discussion with Yaroslavsky scheduled to air May 26 on the station’s weekly public affairs program, “Eyewitness Newsmakers.” That program is hosted by Adrienne Alpert, a general assignment reporter at ABC7 who served as the moderator for the Luskin Summit.

Alpert also hosted a panel discussion that closed the conference, during which mayors of four cities in Los Angeles County — Emily Gabel-Luddy of Burbank, Thomas Small of Culver City, James Butts of Inglewood and Tim Sandoval of Pomona — spoke frankly about the challenges their cities face in dealing with issues such as the rising cost of housing and its potential to lead to displacement of low-income residents.

California Secretary of State Alex Padilla, a former colleague of Yaroslavsky on the Los Angeles City Council, was also in attendance at the conference. Padilla engaged in a lively exchange about election security and voter registration efforts with UCLA Luskin Dean Gary Segura during a lunch meeting of panelists, faculty members and sponsors that took place immediately after the summit.

Segura also provided remarks during the morning session, introducing Bass and giving attendees a preview of the day to follow.

“Today you will hear from a series of dedicated public officials who understand that as great as our nation is, it can be better,” Segura said. “And they are taking action to make our country and our city more effective, more innovative, more fair and more inclusive.”

During her remarks, Bass offered her perspective on the recently released investigation by special counsel Robert Mueller into Russian interference in the 2016 presidential election.

“One thing that is a responsibility by the Constitution for Congress — we are supposed to provide oversight and investigation of the administration,” Bass said. “Most of the time it’s not that controversial, and you don’t really hear about it. But it’s made to be super-controversial now because we are in a hyper-partisan situation.”

The bitter partisanship prevalent in Washington today does have a positive aspect, she said, in that Americans seem to be paying closer attention to government and political issues.

“I am hoping that this trauma that we have collectively gone through will lead to a change in our American culture,” Bass said, “because as a culture we tend not to be involved politically.”

Bass said that more people seem to have a deeper understanding of political actions related to “immigration, the Muslim ban, the environment — all the kind of negative things that this administration has done,” said Bass, a Democrat who has been critical of many Trump administration policies. “I think he has sparked a new level of awareness and involvement, where we are working across our silos. I think, ultimately, we can take advantage of this period and bring about transformative change.”

The idea of initiating transformative change was a popular notion among many attendees at the Luskin Summit, as was the focus on making Los Angeles a more livable place.

“I can’t think of a better topic than how to make our city more livable and touch on all of these different aspects of life and the built environment and our environment in Los Angeles,” said Nurit Katz MPP/MBA ’08, the chief sustainability officer at UCLA.

Wendy Greuel BA ’83 is a former Los Angeles city controller and past president of the Los Angeles City Council. She noted that the research presented during the Luskin Summit was timely and focused “on issues that matter to Los Angeles, but also to this country and this world.”

Greuel served as the chair of the UCLA Luskin Advisory Board committee that helped plan the Luskin Summit. “I think that UCLA Luskin is at the forefront of really focusing on issues that matter and being able to give us real-life solutions and address the challenges,” she said.

Another UCLA Luskin Advisory Board member is Stephen Cheung BA ’00 MSW ’07, who is president of the World Trade Center Los Angeles and executive vice president at the L.A. County Economic Development Corporation.

“I think anything that has to do with sustainability and the growth of Los Angeles as a whole is very important to the economic vitality of this region,” Cheung said as the event got underway. “So this summit and all the information that’s going to be provided will really set a roadmap in terms of what we need to do, addressing public policies in terms of creating new opportunities for our companies here.”

Jackie Guevarra, executive director of the Quality and Productivity Commission of the L.A. County Board of Supervisors, said she attended the Luskin Summit because of her interest in the issues under discussion, including housing affordability.

“Homelessness is a big issue that L.A. County is tackling right now,” Guevarra said. “That is an issue that touches all of us. … The more that we have that conversation, the more people we can get to the same way of thinking about how to address the need — so that maybe we can all say, ‘Yes, we need affordable housing, and it’s OK for it to be here in my community.’”

Misch Anderson is a community activist with the Pasadena Complete Streets Coalition, a volunteer organization created in 2013 after a series of fatal crashes involving cars, pedestrians and cyclists.

“I was feeling like my activism put me in touch with such a small, kind of silo-ized community mindset, and I really want to break out of that and connect with people on a larger level,” said Anderson about her reason for attending the summit. “I just wanted to get some inspiration.”

Her takeaway from the summit?

“The idea that we need cultural change, essentially. I think the realities of globalism should be forcing us as individuals to think more widely, more as a larger group, and not be so xenophobic,” Anderson said. “I keep hearing about cultural change [at the summit] and thinking about what can I do — what can each of us do.”

Among the UCLA students in attendance was Tam Guy, a second-year Urban Planning Ph.D. candidate who is studying equity in the city, which encompasses housing, transportation and environmental design.

“One thing that interested me about this summit in particular is that they’re bringing in people from outside academia to talk about the issues, people who are actually on the ground dealing with policy day-to-day,” Guy noted.

The Luskin Summit drew a large crowd to the UCLA campus, and several hundred people watched a live stream of selected presentations. It drew interest near and far. A prime example was a group seated together near the back of the vast ballroom during the opening session — high school students from New Zealand!

The youths had been traveling up and down the West Coast with Joanna Speed, international coordinator with Crimson Education, a college admissions consulting service that exposes teens to potential careers and educational opportunities abroad. Coincidentally, the group scheduled its campus tour of UCLA for April 24. When they saw that the summit was happening that day, they asked to attend.

“It’s been an incredible experience for them,” Speed said.

UCLA Luskin Professor Launches Organization to Fill Research Gap at EPA JR DeShazo co-chairs committee of environmental economists who will advise agency on social costs and benefits of its policies

Policies on air pollution, climate change and water have far-reaching effects on millions of Americans and businesses. Is the Environmental Protection Agency ─ the federal agency whose mission is to protect public health and the environment ─ using the best available economic science when designing and proposing these policies? The newly created External Environmental Economics Advisory Committee (E-EEAC) will convene nationally recognized environmental economists to ensure that the EPA has access to the most advanced research.

“Our mission is to provide independent, state-of-the-science advice with regard to the benefits, costs and design of the EPA’s environmental programs,” said JR DeShazo, professor in the UCLA Luskin School of Public Affairs, who co-chairs the new research organization.

The E-EEAC formed following the dissolution in 2018 of the original Environmental Economics Advisory Committee, which had operated for more than 25 years within the EPA’s science advisory board structure. Like its predecessor, the E-EEAC consists of economists who apply their expertise to analyze the impact of environmental policies.

“The members believe that, despite the retirement of the internal committee, advances in economic research remain crucial to achieving welfare-enhancing environmental policies,” said Mary Evans, professor at Claremont McKenna College and E-EEAC co-chair. “The E-EEAC is especially needed now given the large number of regulatory modifications that EPA has, and will shortly, propose related to the Clean Air Act, Clean Water Act and the Energy Independence and Security Act.”

These policy changes will impact millions of Americans and firms, along with our ecosystems. The E-EEAC’s intent is to operate until the EPA reconstitutes an internal environmental economics advisory committee composed of independent economists. Many of the members of the original committee are now part of E-EEAC, including the co-chairs.

The EPA must comply with statutes and executive orders that explicitly require the agency to assess the costs, benefits and impacts of regulations. Economic expertise and analysis guide this compliance and enhance the quality of public debate about new regulations.

The E-EEAC is structured to provide independent advice from experts in the field of environmental economics. Functioning as a nonpartisan research organization, the E-EEAC intends to make all of its deliberations and findings easily accessible to the EPA and the public.
