UCLA’s Carbon Upcycling Team Advances to Semifinals of Carbon XPRIZE Competition

An interdisciplinary team of UCLA researchers has advanced to the semifinal round of a global competition to reduce greenhouse gases through groundbreaking scientific and technological innovation.

The UCLA team, Carbon Upcycling — representing a campuswide collaboration of chemistry, biochemistry, materials science, economics, public policy and engineering (mechanical, civil and environmental) researchers — is among 27 teams moving one step closer to a share of the $20-million NRG COSIA Carbon XPRIZE.

“Advancing to the next round of the Carbon XPRIZE confirms the potential of our carbon upcycling technology, and further motivates the team toward its end goal, that is the realization of a carbon-neutral cementation solution at scale,” said Gaurav Sant, one of five UCLA faculty members leading the 13-member team. Sant is an associate professor and Henry Samueli Fellow in Civil and Environmental Engineering at UCLA.

J.R. DeShazo, director of the Luskin Center for Innovation and a professor of Public Policy in the UCLA Luskin School of Public Affairs, is one of the leaders of the project. “The XPRIZE competition not only inspires innovation, but also provides an opportunity to showcase the talent at UCLA and the incredible power of collaboration,” DeShazo said. “We look forward to the next stage of discovery and development.”

The competition, which was launched in 2015, “addresses global CO2 emissions by incentivizing innovative solutions to convert CO2 from a liability into an asset,” according to a Carbon XPRIZE press release announcing the selection of teams moving forward in the competition.

Carbon Upcycling uses CO2 emissions from power plants and turns them into a replacement material for cement called CO2NCRETE. Common concrete, which is produced in countries around the globe, is responsible for nearly 5 percent of emissions worldwide. The UCLA team is among six teams vying in both competition tracks: Track A — coal, and Track B — natural gas. Other semifinal teams from the United States, Canada, China, India, Switzerland and Scotland have focused on turning the climate-changing gas into products ranging from toothpaste to fish food.

According to the Carbon XPRIZE announcement, the semifinals will work as follows:

  • Teams will demonstrate their innovative technology at pilot scale at a location of their own choosing, using either real flue gas or simulated flue gas stream.
  • Over a 10-month period, teams must meet minimum requirements and will be scored on how much CO2 they convert and the net value of their products.
  • Following judging scheduled for November and December 2017, up to five teams in each track that score the highest will share a $2.5-million milestone purse and move onto the finals of the competition, demonstrating their technology at real-world power plants.

When Congress Comes Calling, UCLA Luskin Students Are All Ears Former lawmakers and their spouses share their insider view of life in leadership and legislation

Reaching across the table was good form at a luncheon discussion with a bipartisan group of former members of Congress visiting the UCLA Luskin School of Public Affairs on Oct. 7.

The former U.S. representatives — two Republicans and two Democrats — and their spouses held informal breakout discussions with Luskin Master of Public Policy (MPP) students and undergrads in the school’s Public Affairs minor program. UCLA Political Science graduate and undergraduate students also participated.

“Congress has come to us,” said Mark Peterson, chair of the Luskin School’s Department of Public Policy, as he introduced the guests, all members of the United States Association of Former Members of Congress (FMC). The Washington D.C.-based nonprofit organization is dedicated to promoting an understanding of the role of Congress and the importance of public service in the United States and abroad.

Lynn Schenck (D-CA, 1993-95) shared her experience in public service and fielded questions from students on subjects ranging from the California ballot to emerging democracies.

“Democracy is hard work,” said the UCLA alumna (BA ’67) and lawyer who served in California Gov. Jerry Brown’s cabinet — in his earlier term — and as deputy secretary for the state’s department of business, transportation and housing. She later became the first woman to represent San Diego in the U.S. House of Representatives.

“You have to have an interest in people,” Schenk advised the future leaders and policymakers, stressing the importance of making connections. “Start now — stay in touch with people.”

Joining Schenck and Pete Weichlein, CEO of the Former Members of Congress Association, were Bob Clement (D-TN, 1987-2003), Phil Gingrey (R-GA, 2003- 2015), and Peter Smith (R-VT, 1989-1991), all of whom had a front row seat to the inner workings of Congress and life in Washington. Conversations with the couples buzzed from the start, a wide range of talking points that included this year’s historic presidential election, the economy, social media, taxes, immigration, super PACs and the pressures of fundraising.

Ramandeep Kaur, a first-year MPP student, said she appreciated the opportunity to participate one-on-one in a discussion with a former Republican representative.

“I am definitely not a conservative Republican but this gets me out of my bubble,” said Kaur, who spoke with Gingrey and his wife, Billie.

Also part of that discussion was MPP student Estefania Zavala, who said she gained insights about the difficulty of working across party lines as well as the time and effort spent on running for re-election. “What I took away from the conversation is that the process needs to be streamlined so that our elected representatives can focus on policy and not partisan politics,” Zavala said.

Axel Sarkissian, a political science major completing the Public Affairs minor at the Luskin School, said that hearing about the day-to-day aspect of governing “from the people who did it” was an invaluable experience.

“As a student of government, I study Congress and policymaking from an academic perspective,” Sarkissian said. “Being able to hear the candid thoughts of political leaders who put these things into practice created an interesting frame of reference for my future studies.”

One topic brought up by students dominated the conversation, said Peter Smith, a former representative from Vermont and founding president of Open College at Kaplan University: “Where did all the partisanship come from at the expense of compromise? When did it change and how can we get it back?”

“I was very impressed with their preparation from their studies and their interest,” said Smith, who also served as a state senator and lieutenant governor in Vermont. “They are looking for ways to be involved in public policy that can be productive.”

UCLA Luskin Students Watch and Learn During Presidential Face-Off Debate sparks intense interest and frequent bemusement at gathering of Public Policy master's candidates

The more than 50 Public Policy students who gathered Monday night at the UCLA Luskin School of Public Affairs to watch the first presidential debate had an opportunity to see their political studies play out in real time as an election that has repeatedly defied expectations again seized the public spotlight.  

With a reporting team from KTLA Channel 5 on hand to cover the students’ reactions, Public Policy chair Mark Peterson set the stage beforehand by noting the intense public interest in this debate and reminding students of Donald Trump’s recent dramatic surge in political polls. Peterson speculated about how the debate was likely to play out.

“Is Donald Trump going to get red-faced and throw insults at Hillary Clinton? Is she going to get defensive?” Peterson said. “Of all the single events that exist in the election process, we are watching tonight one that may — may — have the potential to move the numbers.”

Well-versed in policy issues, the students knew going in that Clinton would probably show a better grasp of details. Trump, on the other hand, was more likely to be bombastic and speak in generalities. Both would blame the other for the nation’s problems. It would get testy. Insults were likely.

The results did not disappoint. And, in the students’ minds, the debate had a clear winner.

“It was Hillary Clinton,” first-year MPP student Estafania Zavala told KTLA’s Mary Beth McDade after the debate had ended. “She was reasonable. She was skeptical of the things that Trump was saying. She never lost her cool.”

Tony Castelletto, a second-year MPP candidate, agreed that Clinton had the advantage. “Basically, she won it just by being the only adult on stage.”

That kind of skepticism about Trump and his debate performance was shared by other students during the viewing, which, at times, sounded more like a raucous Super Bowl party than a serious-minded political discussion. The room frequently filled with laughter — much of it derisive of Trump — as the candidates sparred around questions and traded quips.

The controversial and combative style that served the Republican candidate well in building fervent support among voters in the primaries did not play well with these Luskin students from diverse cultural and ethnic backgrounds. It also didn’t win Trump favor with former Bernie Sanders supporters, who filled half the room, second-year student Reid Meadows speculated. Yet Meadows, a longtime Clinton supporter, was uncertain about how other voters might respond to the debate.

“I think to a lot of people who aren’t studying politics on a regular basis, it might come off like Donald Trump won it,” Meadows told KTLA.

Zavala, who described herself as less of a Clinton supporter and more of a Trump opponent, said she was surprised by how well Clinton handled herself in the debate. “Clinton was a lot more honest, more humorous, more human than I expected her to be,” she said.

Peterson saw the debate viewing as a valuable learning experience for Public Policy students. “Our MPP students are dedicating their professional lives to careers in public service informed by facts, evidence and analysis, but they know their opportunities for action will also be shaped by the contest of ideas, emotions and values in the political process, often most sharply drawn in the race for the White  House,” he said. “What better way for policy students to witness and assess these forces than to have the shared experience of watching and talking together about the crucible of a presidential debate?”

The prevailing conclusion of students milling about after the debate was that Clinton had successfully kept Trump on the defensive. Her air of mild exasperation in reaction to many of Trump’s statements was an effective approach for the setting, they said.

Regarding Trump, however, Peterson noted that it is a challenge for anyone, even political experts like himself, to judge Trump’s debate performance because his approach is so different from that of previous presidential candidates. “We just haven’t had this kind of candidate, or personality, as we have in Donald Trump.”

Overall, the debate held few surprises for Peterson.

“Some of it was what I expected in that it was pretty harsh,” he said. “Hillary Clinton, the longtime politician, was trying to stay within the boundaries of what had been established for the debate. And Donald Trump was trying to push those boundaries and be disruptive.”

Ultimately, it will take awhile before the debate’s results are fully understood.

“Donald Trump was the wild card going into this,” Peterson said. “He, on the one hand, showed somewhat more self-discipline than one might have imagined. At the same time, there was the real Donald Trump there — in your face, interrupting, making certain kinds of characterizations and comments that one would not normally see in a presidential debate. We’ll have to see how the American public reacts to that.”

 

 

 

 

Very Happy ‘To Be a Part of This’ Open House brings together students, faculty, staff and alumni from all three UCLA Luskin departments for an evening of celebration

The UCLA Luskin School of Public Affairs Open House highlighted the first official day of the fall quarter for new and returning graduate students in the departments of Public Policy, Social Welfare and Urban Planning. Following a busy week of orientation and information sessions, the event brought students together with Luskin alumni, faculty, staff and representatives from the school’s many student organizations.

“This week solidified my decision to come here,” said Jordan Hallman, a first-year Master of Urban and Regional Planning (MURP) student who came to UCLA from Denver, Colo. “I know I definitely want to be a part of this.”

Fatima Cervantes, who is from the Los Angeles area, said she decided to start the Social Welfare master’s program (MSW) this year as part of her commitment to social justice.

Faculty were also on hand at the event, greeting new students and catching up with Luskin alumni.

Ailee Moon, a professor of Social Welfare, said she started the first day of the quarter with her 8 a.m. course on the foundations of social welfare policy. “I love this class,” said Moon, who added that she had a great first impression of her 108 students who continued the first-day discussion after class and were already showing up for office hours.

Recent Urban Planning alum Nathan Holmes MURP ’15, a planning deputy with Los Angeles Council 15, shared advice for new and continuing students. “Continue talking to people,” Holmes said. “The more you talk to people, the more you learn.” Holmes stressed the importance of continuity and building “a stronger bridge between students taking Urban Planning and those already working in a variety of roles.”

Tina Gall, a 1982 Urban Planning alum and municipal government consultant, offered the following advice: “Once you complete your degree, always remember to give back.”

Students representing the School’s many organizations were busy meeting students interested in the variety of opportunities Luskin groups have to offer. “We’ve had a lot of people sign up, with good representation from all three departments,” said second-year Public Policy student Cameron Burch, a member of the Luskin Women’s Leadership Network.

Tae Kang, who graduated with his Master of Public Policy (MPP) in June, said that, after a summer of teaching, he is working for a startup philanthropic initiative. Kang said of Luskin: “I learned how much teamwork, communication and collaboration matter,” adding that he is already applying the lessons he learned at Luskin to his new venture.

Although absorbing all of the first week activities and information has been a challenge, Urban Planning student Khaliha Haynes said, “I am really happy to be here and excited to see what can be accomplished over the year.”

Luskin staff and advisers who helped plan the week’s activities — and worked hard to make the annual event a success — joined the Open House festivities.

“There’s something magnetic about the start of the academic year,” said Jennifer Choy, associate director of admissions and recruitment for the Department of Urban Planning. “The new students are bright, passionate and invigorating — ready to make the most of their time here at Luskin, excited to take this next step in their professional, academic and personal path toward public service.”

“Everyone has been very helpful and nice,” said first-year MPP student Ramandeep Kaur. “That’s the best part.”

Shining New Light on a ‘Red Light’ Profession Oxford handbook co-edited by UCLA Luskin researcher compiles latest economic research on prostitution

Although prostitution has been examined by various social scientists, the “world’s oldest profession” has received less attention from an economic standpoint. But that’s changing.

Thanks to the increasing availability of existing data sets on the internet, as well as new surveys that are being implemented, researchers have been able to gather valuable economic data that could help government officials in setting policy guidelines concerning prostitution.

A number of factors, including the proliferation of sexually transmitted infections (STI) and HIV/AIDS, especially in developing nations, have created the need to look at prostitution through an economic lens.

These subjects and other topics dealing with the sex trade are part of the newly published “Oxford Handbook of the Economics of Prostitution,” co-edited by UCLA Luskin School of Public Affairs researcher Manisha Shah and Scott Cunningham, associate professor of economics at Baylor University. A development economist and associate professor in the Department of Public Policy, Shah’s teaching and research interests focus on the intersection of applied microeconomics, health and development.

Researchers in fields from anthropology to sociology have looked at various facets of prostitution both qualitatively and quantitatively. The book’s co-editors cite the nature of economics as looking at problems in mostly quantitative terms, and the new data is yielding a wealth of useful — and often counterintuitive — information on this resilient underground economy.

“I think one of the things that always surprises me is how often the sex market looks like any other market that economists study,” said Shah, who has written on the topic in order to learn how more-effective policies and programs can be deployed to slow the spread of HIV/AIDS and other STIs.

“Most of the time, the predictions of economic theory play out in the sex market as well,” Shah said. “There are so many chapters that highlight this and illustrate that sex workers respond to incentives and prices in the same way that other market participants do.”

More than 40 researchers from around the world contributed to the book, divided into six parts: Supply and Demand, Sex Workers in Developing Countries, Men Who Have Sex With Men, Law and Policy, History of Prostitution Law, and Externalities: Sexually Transmitted Infections and Sexual Exploitation. Chapters include Economics of Sex Work in Bangladesh, Violence and Entry in Prostitution Markets and A Method for Determining the Size of the Underground Economy in in Seven U.S. Cities.

“We know that prostitution has important policy implications because of the effect that prostitution has on STI rates, risky behaviors, as well as its responsiveness to poverty,” Shah said. “But we don’t know as much about optimal policy design.” In addition, she said, most governments have not experimented with different strategies, so prohibition has been the most common policy.

The book also contains chapters that explain and use information collected directly from the web because prostitution continues to shift from the street to indoor sex work. Shah points out that the internet facilitates the functioning of illicit markets through free classified advertising, lower search costs and even client reviews of sex workers.

“Reviews create reputations for sex workers, much like eBay and Airbnb reviews create reputations for vendors,” said Shah, explaining that these “reputation mechanisms” are allowing illegal markets to function more like legal businesses. Shah said this is an important point because, in the illegal sector, providers and clients cannot access legal courts to enforce contracts.

“Reputation, in other words, is the mechanism by which contracts are enforced in illegal sex markets,” Shah said.

Policy makers need to understand the distinction between voluntary prostitution and sex trafficking, Shah said. “Too often these two get conflated. The social costs of sex trafficking are very high, whereas arguably the social costs of voluntary prostitution are lower.”

Pointing to recent government experiments in Sweden and New Zealand, for example, Shah said that policy makers should have a working understanding of how these markets function, as well as understanding theories of policies that can regulate these markets optimally.

“Policy makers can use this information to better design policies that can reduce sex trafficking as well as accompanying externalities,” Shah said, citing a detailed analysis of the Nevada brothel system, which, she said, “can help policy makers understand if there are elements of the Nevada policy that could be applied elsewhere.”

Shah said that with a better understanding of how these markets operate, optimal policies can be designed to reduce the harm associated with prostitution markets and lower the overall social costs.

“The book has explicit models to guide the design of prostitution laws,” Shah said. “We think these are one of the highlights of the handbook in general.”

Gary Segura Named UCLA Luskin Dean A faculty member at Stanford since 2008, Segura is the Morris M. Doyle Centennial Professor of Public Policy and professor of political science and Chicana/o studies

Gary Segura, the Morris M. Doyle Centennial Professor of Public Policy and professor of political science at Stanford University, has been named new dean of the UCLA Luskin School of Public Affairs.

“Chancellor [Gene] Block and I are confident that Gary will provide outstanding leadership as dean of the UCLA Luskin School of Public Affairs,” Executive Vice Chancellor and Provost Scott Waugh said in an announcement.

Segura’s anticipated start date is Jan. 1, 2017. He will succeed Lois Takahashi, who has served as interim dean since August 2015.

“I am honored and excited to be selected as dean of the Luskin School of Public Affairs, and to come to UCLA,” Segura said. “The Luskin School and its distinguished faculty represent an outstanding intellectual community whose work makes important contributions in addressing human problems at the individual, community, national and global levels. The three nationally prominent departments and the affiliated centers are asking and answering critical questions about the challenges — personal and structural — that real people face every day.  It will be my privilege to join them and do whatever I can to broaden and deepen their impact in Los Angeles, across California and beyond.”

A member of the Stanford faculty since 2008, Segura is also a professor and former chair of Chicana/o-Latina/o studies. Additionally, he is a faculty affiliate of African and African American studies; American studies; feminist, gender and sexuality studies; Latin American studies; and urban studies. In addition, he is the director of the Center for American Democracy and the director of the Institute on the Politics of Inequality, Race and Ethnicity at Stanford.

In 2010, Segura was elected as a fellow of the American Academy of Arts and Sciences. Prior to joining Stanford, he was a member of the faculty at the University of Washington, the University of Iowa, Claremont Graduate University and UC Davis.

Segura received a bachelor of arts magna cum laude in political science from Loyola University of the South, and a master’s degree and a Ph.D. in political science from the University of Illinois at Urbana-Champaign. His research focuses on issues of political representation and social cleavages, the domestic politics of wartime public opinion and the politics of America’s growing Latino minority.

Segura has published more than 55 articles and chapters, and he is a co-editor of “Diversity in Democracy: Minority Representation in the United States” and a co-author of four books: “Latino America: How America’s Most Dynamic Population is Poised to Transform the Politics of the Nation”; “Latinos in the New Millennium: An Almanac of Opinion, Behavior, and Policy Preferences”; “The Future is Ours: Minority Politics, Political Behavior, and the Multiracial Era of American Politics”; and “Latino Lives in America: Making It Home.”

Active in professional service, Segura is a past president of the Western Political Science Association, Midwest Political Science Association and Latino Caucus in Political Science. From 2009 to 2015, he was the co-principal investigator of the American National Election Studies. Segura has also briefed members of Congress and senior administration officials on issues related to Latinos, served as an expert witness in three marriage equality cases heard by the Supreme Court, and has filed amicus curiae briefs on subjects as diverse as voting rights, marriage equality and affirmative action.

“I am thrilled that Gary Segura is taking the helm as the next dean of the Luskin School,” Takahashi said. “He is the perfect leader to bring the Luskin School into its next phase of growth. I look forward to working with him on what I know will be a smooth transition.”

In his announcement, Waugh praised Takahashi and the search committee.

“I want to thank search/advisory committee members for assembling an outstanding pool of candidates and for their roles in recruiting Gary,” Waugh said. “I also want to recognize and thank Lois Takahashi for her distinguished leadership of the school as interim dean during the past year.”

The search committee was chaired by Linda Sarna, interim dean, UCLA School of Nursing; professor and Lulu Wolf Hassenplug Endowed Chair in Nursing. A Guide to Turn the L.A. River Green UCLA Luskin Center for Innovation creates a toolkit to help communities navigate paths to improving the river’s greenbelt

If you’re looking for an example of what communities can do to take advantage of the land that adjoins the Los Angeles River, look no further than Marsh Park — 3.9 acres of greenway in the Elysian Valley neighborhood of Los Angeles, not far from downtown.

The park features trees, green infrastructure, play and fitness equipment, a walking path, picnic tables and an open-air pavilion, all built around a large industrial building that houses a company that takes modular shipping containers and turns them into residences for the homeless.

The park also serves as a gateway to the L.A. River and is one of the case studies used by researchers from the UCLA Luskin Center for Innovation in preparing a new Los Angeles River Greenway Guide. The guide is now available online.

“The L.A. River Greenway Guide consists of 14 case studies that highlight different parks, pathways, access points and bridges that have been constructed along the river,” J.R. DeShazo, director of the Luskin Center for Innovation, said. “What we have tried to do is to identify successful examples of improvements in the river greenway and then identify the challenges and the obstacles that those improvements faced so that other communities can learn from their successes, challenges and, sometimes, their failures.”

The guide highlights four types of projects: bridges across the river, pathways along the river, community access points that connect communities to the river, and parks next to the river. It looks at the history of various efforts, identifies the challenges faced in each of those projects and spells out how those obstacles were overcome, leading to successful riverside gateways.

One example of useful information provided by the guide is a section on overcoming the hurdles associated with ownership and governance issues, with hints on how to deal with easement, maintenance and permit questions.

The guide will be unveiled at a free event, “A Night at the L.A. River,” on Saturday, Sept. 10, from 5 to 8 p.m. at the Frog Spot, 2825 Benedict St., in Los Angeles. It is co-sponsored by the Luskin Center for Innovation and the Friends of the Los Angeles River. The event will include a panel discussion on the “L.A. River Greenway Through Public-Private Partnership,” featuring Michael Affeldt of the L.A. mayor’s office.

The L.A. River, which starts in the Simi Hills and meanders 51 miles to the Port of Long Beach, has been called one of Los Angeles’ most ill-used natural treasures but also a neglected eyesore that looks more like a deserted freeway than a river.

In recent decades, concerted efforts have sought to revitalize and repurpose the river and its adjoining greenbelt. Graduate student researchers and scholars at the Luskin Center, part of the UCLA Luskin School of Public Affairs, are working with stakeholders, communities and organizations in an attempt to create a new future for the river and its environs.

The Luskin students, guided by DeShazo, deputy director Colleen Callahan and project manager Kelsey Jessup, produced the toolkit after receiving feedback at a workshop hosted by the Luskin Center earlier this year. Participants included staff, advocates and leaders from the communities, as well as nonprofits, government agencies, elected officials, policymakers, business and business associations, and academics, researchers and students.

The Luskin students have met with representatives from the communities that border the L.A. River, seeking their input and concerns. The new guide reflects the Luskin team’s research and recommendations.

“We think about the L.A. River greenway as an opportunity to enhance a 51-mile stretch adjacent to the L.A. River,” said Andrew Pasillas, a Luskin researcher who graduated in June with a master’s degree in urban planning. “In choosing a range of focus for the guide, we first held a lower L.A. River workshop which over 100 community residents and organizations attended. We heard from them what would be most beneficial in their efforts to develop projects, talking about these specific development processes and where they stumbled in the past.”

According to DeShazo, the researchers studied examples of successful projects — often near the northern part of the river — and “we thought about how those opportunities could be realized in the lower parts of the river where there are fewer river amenities and the greenway is more incomplete.”

The guide, Jessup said, is also a nod to what has already been accomplished.

“The Luskin Center’s Greenway Guide aims to do two important things,” Jessup said. “The first is to document the incredible work that has already happened along the river. Organizations have been implementing projects along all 51 miles and there is no real way for anyone to learn about all the projects, the details and the incredible work that has happened.

“Our second goal,” she added, “is to provide a resource for community members, government agencies and anyone who wants to do a project — to better understand the challenges that come with doing a project along the river and to come up with solutions to overcome those challenges.”

The researchers studied the history of the river — why it was ignored for so many years and what helped transform the region’s approach from what had been nothing more than a flood-control mechanism.

“Revitalizing the river has been challenging because there has been a long history of isolating it from the public,” Pasillas said. “Stretching back to the early 1930s and ’40s, there was a series of devastating floods that led to the thought process that we have to place concrete on the river itself to protect people.”

“There’s been a disconnect between the people of Los Angeles and the river,” Jessup said. “A lot of people don’t even know there is a river, and if they do, they think it’s this concrete channel that is in the way and dividing communities.

“But there’s been a shift over the past few decades and a lot of communities are seeing the river as a resource and an opportunity, especially along the greenway, for health, transportation, environmental and economic benefits,” she added. “The Luskin Center started this guide because we saw an opportunity to complement some of the other efforts that are being made to help connect the community to the river.”

According to the researchers, the guide is an example of how the Luskin Center can help communities in Los Angeles and throughout Southern California overcome obstacles.

“We hope that this guide can serve to empower communities by bringing forth the voices of river-adjacent communities that have never been heard before,” Jessup said. “The idea of a complete river greenway is the equitable distribution of different project types for different communities and residents to enjoy.”

UCLA and the Luskin Center chose to take on the guide because of the university’s expertise in urban planning.

“We bring together skills — whether it be ecology, park design or financing expertise — needed to help bring these projects to fruition,” DeShazo said. “We are very committed to engaging with Los Angeles and the communities that make up Los Angeles and working with them to make sure their vision of their section of the greenway is realized.”

The L.A. River Greenway Guide was made possible by donations from the Rosalinde and Arthur Gilbert Foundation, the Bohnett Foundation and the California Endowment.

A Summer Spent Tackling Global Challenges International Practice Pathway blogs provide a look at life abroad for UCLA Luskin’s Public Policy, Social Welfare and Urban Planning students

From the sun-bleached poor neighborhoods on the edge of Bengaluru, India, to the traffic-choked streets of Mexico City, students from the UCLA Luskin School of Public Affairs have been tackling global urban challenges this summer as they participate in a unique fellowship program.

Through the International Practice Pathway (IPP) fellowships sponsored by the Luskin School’s Global Public Affairs Program and the UCLA Urban Humanities Initiative, master’s students from all three of Luskin’s departments (Public Policy, Social Welfare, and Urban Planning) received placements with recognized international organizations.

“These are not ‘trips.’ They are professional-level placements in low- and middle-income countries that provide students with a hands-on experience in different areas of global public affairs,” said Stephen Commins, associate director of Global Public Affairs at Luskin. Commins, also a lecturer in Regional and International Development in the School’s Department of Urban Planning, said that students can link their required second-year research and policy projects (requirements for their respective master’s programs at Luskin) with these placements.

IPP, an integral part of the Global Public Affairs Initiative at Luskin, is a global gateway for students from all three Luskin departments to work with local and international communities negatively affected by various political, economic and environmental processes within the context of international development.

As part of the program, all Luskin IPP fellows have been blogging about their experiences this summer on the Global Public Affairs website.

Gus Wendel’s IPP placement took him to Mexico City. For the Urban and Regional Studies master’s (MURP) student, the joy on a child’s face in the simple act of play says it all — even from behind the mask of a luchador, a Mexican wrestler.

But in Mexico City, one of the world’s most populous urban centers, the streets are choked with cars and relentless traffic. It’s no place for children to play freely without worry and constant danger.

That may be changing, if only two hours at a time. But it is a start for Wendel who is focusing on creating safe, temporary play spaces for children to run, jump rope or enjoy crafts and other activities. Wendel worked on a project called Peatoniños, developed in collaboration with the Urban Humanities Initiative and Laboratorio Para La Ciudad.

Peatoniños is a project that aims to liberate and recuperate the streets of Mexico City so that kids can use them to participate in activities such as playing freely, conversing with neighbors, learning new things, imagining different worlds, or making new friends,” Wendel said in an interview. The name of the project is a combination of the words peatón (pedestrian) and niños (children).

He said the collaboration began after a visit to UCLA by Laboratorio founder and director Gabriella Gómez-Mont, who took part in a conversation on issues of youth mobility, mortality and playfulness in Mexico City. The conversation focused on changing public consciousness through changes in public narrative.

Part of that narrative, Wendel explained, includes the following statistics: In Mexico City, 56 percent of the population is under 26 and the number one preventable cause of death for youth is pedestrian-automobile accidents.

“This stark condition implicates a range of current practices surrounding cars, traffic, pedestrian mobility, youth mobility, multi-modal access to the street,” he said.

While it is still early to draw conclusions from the experience, “it is hard not to see the ways that Los Angeles can learn from Mexico City’s example — specifically the relationship between community members and local government,” Wendel said.

“But each play street intervention is only successful as far as local community members are willing to get involved,” he added. For example, those who informally operate public parking, known as “viene vienes,” voluntarily helped to close down streets to traffic for two hours during the first intervention, making it possible to ensure kids are playing in a safe place.

Wendel said that establishing trust between community stakeholders and government and planning for a certain degree of uncertainty seem to be critical elements to ensuring that these types of interventions work.

“Cars and the culture that supports them are relentless, both here and in L.A., so establishing different tactics for slowing traffic and shutting down streets in a civil manner is crucial,” he said.

Upon landing in Zambia in southern Africa, Corina Post, a master of social welfare (MSW) student at Luskin, said her first impression was that everything seemed “normal” and similar to Los Angeles. “The streets are paved; traffic laws are abided,” she blogged.

But Post, who was placed with World Vision, said she soon noticed small differences. “I felt not too far from home initially, until subtleties reminded me of the privileges the western world holds,” Post said.

As an example, she recounted an early experience from her time in Zambia. During her ride from the airport, she noticed an advertisement for a bank sweepstakes with an unusual prize: 1,000 bags of concrete. She said that “knowing concrete is its own commodity” was one of the first reminders that she “was no longer in Kansas; I was in Africa.”

Other small differences included her interactions with the people in her host country. “People seem to be quite kind to me — honestly, kinder than I have ever been received abroad.” For example, when Post said she went to an exercise class the teacher offered to drive her home. And when asking for directions she said she was not only given directions but people offered to walk with her, a “change of pace from the ‘time is money’” culture she said is used to in the U.S.

A major takeaway for Post was “the gross disservice we as global citizens practice in the homogenization of whole continents.” But, she continued, “This drives me to gain as much exposure as possible to share back home.”

Master of Public Policy (MPP) student Diego De La Peza traveled to Santo Domingo in the Dominican Republic. There he was paired with the Instituto de Sexualidad Humana, a sexual and family health clinic at the Universidad Autonoma de Santo Domingo, which focuses on educating the Dominican population on sexual abuse and health issues.

“My project has been conducting quantitative research on victims of sexual abuse and analyzing patterns of services solicited, common diagnostics, and social behaviors of these patients,” De La Peza wrote in his blog. He said that his goal is to combine his findings with procedures set by the ministry of public health. He explained that the purpose is to make recommendations on how primary health doctors should respond when a sexual abuse victim seeks medical attention.

“Working on this project in a country whose sexual health beliefs are highly influenced by patriarchy and religion has been an eye-opening experience,” he wrote. “I found it unbelievable the difference that being with a male figure has when walking the streets of the city. Through my research, I have also learned about men’s perspective on women sexuality, and I cannot help but think about all the work that needs to be done in order to break down these barriers that are blocking the country from reducing such high levels of sexual violence.”

De La Peza said that this experience has been educational and inspiring.

“My work environment serves a constant reminder that there are people working hard to improve the issues of the country, advocating for policy changes and better government interventions,” he said. When asked if he would do it again, he wrote: “Without even processing the question, I couldn’t help but answer: in a heartbeat.”

Examining Diversity ‘Between the Lines’ In year-end conference, UCLA Luskin D3 students view issues through a social justice lens

Students at the UCLA Luskin School of Public Affairs take the tools, methods and knowledge they acquire to solve problems, seek social justice and provide policy options for the world.

Luskin students are also examining their own university for insights into a number of issues, including what role UCLA’s Equity, Diversity and Inclusion office should play in creating, implementing and evaluating UCLA diversity programs. Also, students raised the concern that it may be possible to progress through their academic programs without ever critically engaging with social justice topics.

Public Policy, Social Welfare and Urban Planning graduate students were given the opportunity to discuss, present findings and offer recommendations on these issues at “Researching Between the Lines,” the school’s year-end D3 (Diversity, Differences and Disparities Initiative) student research conference held at UCLA Luskin.

“The conference gives a formal opportunity for students to present their research to other people in other cohorts,” said Edber Macedo, a second-year Master of Urban Planning (MURP) student and project manager for the D3 initiative. “Our work in the public affairs realm is highly intersectional and this conference aims to highlight those crossroads.”

The D3 Initiative was established by former UCLA Luskin Dean Franklin D. Gilliam, Jr., as the only student-led equity effort on campus.

Three students in the master of public policy (MPP) program dedicated the culmination of their studies — their applied policy project — to examining UCLA’s office of Equity, Diversity and Inclusion (EDI).

Group member Nisha Parekh, who is completing a law degree in conjunction with her MPP, pointed out that “pockets of diversity … have been doing the work already.” But, she said, “There is no communication between these folks,” and the challenge is how to leverage relationships.

“It is important to differentiate between being diverse in composition from having equitable and inclusive policies, practices and procedures,” Parekh said. She and her MPP colleagues, Kevin Medina, who also is in the Master of Social Welfare (MSW) program, and Elizabeth Calixtro, sought to find out what it means to have an office focused on equity, diversity and inclusion.

What became clear to the student researchers after gathering data and conducting interviews and focus groups with faculty, staff, graduate and undergraduate students is that diversity programming is not well-defined at UCLA. Students, faculty, and staff who supply diversity programming on campus also reported a lack of resources and institutional knowledge, Parekh said. “People are starting from scratch over and over.”

Among the group’s recommendations is that the EDI office clarify its jurisdiction and “brand,” which would improve stakeholder trust in the office, the students said. Based on the survey data gathered, Parekh said “we found that the majority of students surveyed think having a culturally competent campus is important.”

Two other projects examined diversity in their own department. Urban Planning MURP students examined both the curriculum and hiring practices.

Julia Heidelman, a first-year MURP, said her group conducted a critical analysis of the core curriculum to gauge content consistency with the department mission and whether social justice was integral to students’ understanding of the discipline.

“Students want more room for critical and well-facilitated discussions,” Heidelman said. “It has historically been the duty of students to advocate for improvement of the curriculum and incorporation of themes of diversity, social justice and race.”

Another group of MURP students focused on mentorship and how it can be both a help to students but also an added burden — taking time away from research and scholarship — especially for faculty of color. Recommendations made by student researchers included expanding the definition of scholarship to encompass questions of social justice and racial equality.

Finally, Joanna L Barreras MSW ’12, a doctoral student in the Department of Social Welfare, looked beyond the campus to a statewide concern. Her project, “Predictors of Having a Place for Care Among the Largest Ethnic Minority in California,” addressed the issue of more than 30 million Latinos of Mexican origin who face barriers when utilizing health care services in the state.

Barreras said she wanted the takeaway from her presentation to be that “we cannot have health without mental health.”

“By screening for serious psychological distress we are able to provide needed resources, prevent future chronic health illnesses, and ultimately help reduce physical and mental health disparities,” Barreras said. She found problematic that most research on Latinos does not differentiate among Latino subgroups, which “ignores cultural variation across Latino subgroups but it also ignores the heterogeneity within these groups.”

“These presentations signify the continuation of what Dean Gilliam started — to address EDI issues within Luskin,” said Gerardo Laviña MSW ’88. “We are grateful for Interim Dean Takahashi’s continued support,” added Laviña, who is director of field education for the Department of Social Welfare and faculty advisor for the Luskin D3 initiative.

UCLA Carbon Upcycling Team Enters XPrize Interdisciplinary researchers, including UCLA Luskin faculty and students, will compete with teams from around the world vying for $20-million NRG COSIA Carbon XPrize

Carbon Upcycling, an interdisciplinary team from UCLA, has announced its official entry into the NRG COSIA Carbon XPRIZE. Carbon Upcycling, headquartered in Los Angeles with 13 team members, is among a growing number of teams from around the world vying for a share of the $20-million prize purse.

The Carbon XPRIZE is a competition that challenges teams to develop breakthrough technologies that convert the most CO2 into one or more products with the highest net value. Co-sponsored by NRG and COSIA, the multi-year competition is designed to address CO2 emissions from fossil fuels, a leading contributor to climate change.

Carbon Upcycling is composed of UCLA professors, students, and staff. The team has formed over the past year to explore new approaches for developing construction materials. Led by five distinguished professors including Gaurav Sant, associate professor and Henry Samueli Fellow in Civil and Environmental Engineering, and J.R. DeShazo, director of the UCLA Luskin Center and professor of Public Policy, Urban Planning and Environmental Engineering, the team has succeeded in developing a new technology which transforms waste carbon dioxide from power plants into a new building material that can replace cement, a material responsible for approximately 5 percent of worldwide CO2 emissions.

“We have proof of concept that we can do this,” DeShazo said. “But we need to begin the process of increasing the volume of material and then think about how to pilot it commercially. It’s one thing to prove these technologies in the laboratory. It’s another to take them out into the field and see how they work under real-world conditions.”

By removing CO2 from power plant smokestacks this technology reduces the largest single source of greenhouse gas emissions and could be a game-changer for climate policy, DeShazo said.
