Heat Exacerbates Educational Divide, Park Finds

Assistant Professor of Public Policy Jisung Park spoke to the Guardian about his research on the relationship between heat and student learning. Park’s studies have shown that students learn less when there are more hot school days, yet many American classrooms lack air conditioning, especially in neighborhoods of color. In one study, Park found that in years with more hot school days, students tend to do worse on state standardized exams. He also found that, on hot school days, Black and Hispanic students lost the most learning while white students were able to mitigate nearly all of the effects. In another study, Park found that central air conditioning mitigates the effects of heat by about 73%. “It’s not that we don’t understand atmospheric effects or don’t have technology to cool a room,” Park said. “So why is it that the plurality of U.S. classrooms don’t appear to have working air conditioning?”


Diaz on Selection of Filipino American Attorney General

A Los Angeles Daily News article on the nomination of Assemblyman Rob Bonta as California’s next attorney general included comments from Sonja Diaz, executive director of the Latino Policy and Politics Initiative at UCLA Luskin. Bonta’s nomination completes a trio of high-profile appointments by Gov. Gavin Newsom. He tapped former Secretary of State Alex Padilla as the first California Latino to serve in the U.S. Senate. He picked former Assemblywoman Shirley Weber as the first Black secretary of state. And he selected Bonta as the first Filipino-American to be California’s top law officer. “I applaud Gov. Gavin Newsom for making California a model for the country in how to rectify the willful neglect of growing and youthful communities of color who are left out of key decision-making positions across our most fundamental institutions by sending the first Filipino to lead the nation’s second-largest Department of Justice,” Diaz said.


 

Study Finds Inequities in Distribution of Federal Stimulus Assistance

Neighborhoods in California whose populations are majority Black, Latino or Asian benefitted less from the $500 billion in forgivable loans distributed nationwide through the Paycheck Protection Program amid the pandemic, according to a new UCLA report. The findings, published by the Latino Policy and Politics Initiative and the Center for Neighborhood Knowledge at UCLA Luskin, found that the lack of federal support will likely widen economic inequality in communities of color, which already had fewer small businesses and jobs than majority-white neighborhoods. The analysis was based on data from the Small Business Administration, the Census Bureau ZIP Code Business Patterns Dataset and the American Community Survey. The researchers write that future federal pandemic relief efforts should earmark a percentage of funds to directly benefit businesses in disadvantaged communities, which the report finds generally have higher concentrations of residents of color. The report found that stimulus funds helped majority-white neighborhoods retain 51% of their pre-pandemic jobs, compared to 44% in majority-Latino neighborhoods and 45% in majority-Asian neighborhoods. Although the program helped retain 54% of pre-pandemic jobs in Black neighborhoods, that figure is somewhat misleading because those neighborhoods typically had a smaller job base to begin with. When standardized on a per-resident basis, the federal loans supported 5.8 jobs per 100 residents in Black neighborhoods, compared with 8.1 per 100 residents in white communities. The authors also found that Latino and Black neighborhoods received less funding per capita than white neighborhoods. Latino neighborhoods received $367 per resident; Black neighborhoods received $445 per resident; white neighborhoods received $666 per resident; and Asian neighborhoods received $670 per resident, the study found.


 

Ong and Diaz on Supporting Latino and Asian Communities During COVID-19

Paul Ong, research professor and director of the Center for Neighborhood Knowledge, and Sonja Diaz, director of the Latino Policy and Politics Initiative, co-authored an opinion piece for NBC News about the disproportionate impact of the coronavirus pandemic on communities of color. Their research suggests that Latino and Asian neighborhoods will be most affected by the predicted loss of 1.6 million jobs in California by this summer. Furthermore, they argue that “Latino and Asian workers disproportionately rely on low-wage jobs where the most layoffs in the wake of COVID-19 are occurring.” They write that the CARES Act stimulus packages are not enough to protect these vulnerable households, especially undocumented immigrants and service workers who hold multiple part-time jobs. Ong and Diaz recommended that states create “recovery programs focused on those who are highest at risk of not receiving federal COVID-19 relief” so that no one is left out of the recovery.


Paving a Path to Homeownership Lewis Center hosts panel to contemplate ways that homeownership can be an attainable goal for more low-income families

Despite the promise of homeownership enshrined in the American Dream, many people in low-income communities of color remain far from owning their own homes, and this challenge served as a focal point for a recent discussion at UCLA Luskin.

During the Housing, Equity and Community Series event held on Feb. 26, the UCLA Lewis Center for Regional Policy Studies and the UCLA Ziman Center brought together scholars and housing experts to discuss what it would take to ensure access to homeownership for communities historically locked out of it, particularly low-income families. The conversation was moderated by Michael Lens, associate faculty director of the Lewis Center and an associate professor of urban planning and public policy at the UCLA Luskin School of Public Affairs.

Rocio Sanchez-Moyano, a doctoral student at UC Berkeley’s Department of City and Regional Planning, opened the panel by providing context about homeownership in the United States.

According to U.S. Census statistics, homeownership rates have fallen below 50% in Los Angeles County, which is below the current 60% nationwide average and far below rates observed before the Great Recession. These rates are even lower for black and Latino households, and Sanchez-Moyano said this situation is compounded by predatory lending practices by banks that contribute to foreclosure rates in those communities that are among the highest.

Barriers to homeownership are particularly concerning given the benefits that homeownership can confer, Sanchez-Moyano said. These include greater household wealth, better neighborhood safety and quality, lower rates of perceived stress, and increased civic participation.

Discriminatory mortgage terms and higher income volatility among black and Latino households are among the reasons that these families are disproportionately shut out of homeownership opportunities, she said.

Ashraf Ibrahim, office director at the Neighborhood Assistance Corporation of America (NACA), spoke about his experience helping families apply for mortgages. He explained that housing affordability is the largest hurdle faced by families seeking to secure financing to buy homes. A household needs an annual income of at least $125,000 to be able to afford a home in Los Angeles County, Ibrahim noted.

Housing costs are also not rising linearly, said Dorian Young, a mortgage counselor at NACA. As of January 2020, the median sales price of a home in Los Angeles was $744,000, according to Zillow — up from $474,000 as recently as 2015. Housing costs are quickly outpacing income growth in cities such as L.A.

Sanchez-Moyano said this problem is exacerbated by high rents, meaning that lower-income households have less spare income to save up for a down payment.

John Perfitt is executive director at Restore Neighborhoods Los Angeles, a nonprofit that builds and improves homes for low-income families. He said that land values are the largest determinant of housing costs. High land values produce high housing costs, which reductions in construction costs are unable to offset.

Despite these challenges, options exist to increase homeownership rates. Counselors can educate families on practical steps needed to save up for a home, Young said. As a mortgage counselor, he and others in his field also can inform households of other approaches to securing home financing, including leveraging future rent to be collected from multi-family properties as part of the loan process.

Perfitt said that Los Angeles offers a low-income and moderate-income homeownership program that provides down payment assistance. More people sign up every year than there is help to give, however.

Sanchez-Moyano reminded the audience that homeownership has never been attainable for all families. Still, she hopes people will support efforts to make owning a home more accessible, particularly to communities of color, and ensure that “being a renter doesn’t mean being left behind.”
