Report Highlights ‘Atmosphere of Fear’ for Asian American Employees

A KQED article featured new research from the UCLA Center for Neighborhood Knowledge on the rising incidence of anti-Asian hate crimes. The center collaborated with the California-based coalition Stop AAPI Hate to produce a report based on the findings of a national survey of Asian American and Pacific Islander employees. Those surveyed reported alarmingly high rates of hate incidents at their jobs, in addition to an overwhelming fear of being targeted at work. More than a quarter of the respondents said they experienced a hate incident at work in 2021, and more than 20% said they are reluctant to return to in-person work because they’re afraid they will be racially targeted. “It creates an atmosphere of fear when you go to work and you’re uncertain about what’s going to happen that day because you happen to be Asian American,” said Paul Ong, director of the Center for Neighborhood Knowledge and a co-author of the report.


U.S. Must Step Up and Provide Family Leave, Heymann Says

Professor Jody Heymann joined PBS’ “News Hour” and NPR’s “On Point” to discuss the debate over national paid family leave in the United States. Democrats continue to haggle over a social spending bill, and a proposal to include paid leave remains in limbo. “Nearly the entire world offers paid leave,” with 181 out of 192 countries offering paid sick leave and 185 offering paid maternity leave, said Heymann, distinguished professor of public health, public policy and medicine. “We know that we can afford it,” she said. “It saves money because it makes people healthier,” lowering health care costs. For small businesses unable to bear the full burden of providing paid family leave for all their employees, “that’s what the social insurance system is for, and that’s how most of the world does it,” she said. As for the political forces at play, Heymann added, “Hearing from all Americans about what a difference this would make would be a good place to start.”


Tilly on Newfound American Labor Power

Urban Planning Professor Chris Tilly joined NewsNation Now to discuss the labor strikes going on across the country. “We’ve seen growing inequality in this country since the 1970s, so it makes sense for workers to point that out at a time when they have some leverage to do so,” Tilly said. The gap between the CEO and the worker has consistently grown in recent decades. Tilly explained that the power of unions depends on labor shortages and the supply chain, and workers now have more power than they have had in years. “That power is real, but we don’t know how long it will last,” he said. “If workers get [paid] more, that will contribute to inflation, but if what that means is that workers are getting a bigger piece of the pie, I would agree that that’s a good thing,” Tilly concluded.


Ong on COVID-19’s Impact on Asian Businesses

UCLA Center for Neighborhood Knowledge Director Paul Ong spoke to KPCC and LAist about findings from a survey of members of the Asian Business Association of Los Angeles. More than 400 association members described how their businesses were faring, confirming Ong’s fears that Asian-owned businesses have disproportionately suffered during the pandemic, a trend that has been exacerbated by a surge in anti-Asian incidents. More than half of the survey respondents said they had to close at some point during the pandemic, and nearly a third said their operating capacity had dropped by more than 50%. “I actually believe this is a conservative estimate,” said Ong, pointing out that the negative impact might be even worse than the English-only survey was able to capture. “So many of the hardest-hit businesses are run by immigrants who don’t speak English as their first language,” he said. Ong recommended that policymakers prioritize targeted outreach offered in many languages to support Asian-owned businesses.


Tilly Explains Labor Shortage Patterns

Urban Planning Chair Chris Tilly was featured in a Vox article discussing labor shortages as many low-wage workers demand better working conditions. Nearly 16 million Americans quit their jobs between April and July, highlighting the mental and physical fatigue experienced by many, as well as the desire to improve work environments. “For a lot of people, it’s been traumatizing,” Tilly said. Essential workers in California experienced a 30% increase in deaths in the first 10 months of the pandemic, according to an analysis of public data. Many low-wage jobs lack benefits such as health insurance and sick leave, and the work itself can be physically and emotionally taxing. “People settled for that, but they weren’t necessarily thrilled with those jobs,” Tilly explained. He also pointed out that any increases in hourly wages are often countered by inflation. “The labor shortage giveth, and the end of the labor shortage taketh away,” Tilly said.


Ong on Uncertain Future of Korean Dry Cleaners

Research by Paul Ong, director of the Center for Neighborhood Knowledge, is highlighted in a Los Angeles Times article focusing on COVID-19’s impact on Korean families involved in the dry cleaning businesses, which has struggled amid the pandemic. In 2015, Ong co-authored a paper that investigated ethnic mobilization among Korean dry cleaners in the United States. Starting in the 1970s, Korean immigrants welcomed one another into the dry cleaning business with loans, moral support and training. “The children are quite often at the business … it’s a way of supervising them in terms of their education,” the researchers wrote. During the pandemic, dry cleaners lost revenue because many customers moved to virtual work, and at least a quarter of these family-oriented businesses have closed because of the pandemic, according to a representative of the Korean Dry Cleaners & Laundry Assn. of Southern California.

Hill Finds Lack of Diversity in L.A. Tech Industry

Assistant Professor of Public Policy Jasmine Hill spoke to Dot LA about the findings of PledgeLA’s survey of Los Angeles technology companies and venture firms. While the tech industry in Los Angeles has made efforts to increase the diversity of its workforce, the survey highlighted the disparities that still exist in pay and representation. “Tech oftentimes likes to think of itself as a very equal, egalitarian space,” said Hill, who helped analyze the data for PledgeLA. “But the data shows something different.” The report found that Black and Latino workers make less money than their peers, and women earned an average of $20,000 less than men regardless of role or experience. PledgeLA was able to break down earnings data by race as a result of an increased participation rate from PledgeLA companies in the survey, but Hill noted that the report is not representative of the entire L.A. tech scene because it only includes data from the participating PledgeLA companies.

Jacoby Sheds Light on Amazon Business Model

Professor of Public Policy Sanford Jacoby was featured in a Capital & Main article about how Amazon’s business model has hindered unionization efforts by the company’s workers. “The thing you have to remember about Amazon is that it’s really two companies these days,” said Jacoby, author of the recently published “Labor in the Age of Finance: Pensions, Politics, and Corporations from Deindustrialization to Dodd-Frank.” “There’s the Amazon we know as consumers and then there’s Amazon Web Services, which is a much more profitable part of the company.” He explained that AWS, which sells data storage and processing to companies and generated $13.5 billion in 2020, is more profitable than the division where consumers buy items online and have them delivered. Jacoby noted that Amazon uses revenue from AWS to subsidize low prices for consumers and fast delivery, which increases the pressure on warehouse workers to meet the high demand.

Tilly on the Intrusiveness of AI Technology

Urban Planning Chair Chris Tilly was featured in a Fox32 news segment about the growing use of artificial intelligence technology in the food industry. Many stores such as McDonald’s and Amazon Go are testing drive-thru and AI invisible checkout systems. Tilly explained that these new technologies have an impact on both consumers and the workforce. “To some extent, workers are being replaced by this technology,” he said. “At the same time, the expansion of services like curbside pickup means that workers are being added.” While the workforce may be balanced out by the expansion of these new technologies, Tilly noted that the services can be very intrusive for consumers. “Artificial intelligence is always on, always tracking what people are doing,” he said. While the Amazon Go model has currently only been implemented in small stores with many sensors and cameras, Tilly predicted that technology will most likely allow companies to expand these services in the long run.


Tilly Unpacks Frustrations of Retail Workers

Urban Planning Professor Chris Tilly was featured in a Business Insider article about frustrated retail employees who are leveraging the demand for labor and fighting for increased pay, benefits, paid sick leave and childcare. Tilly explained that “consumer demand appears to be outpacing retailers’ ability to staff stores,” which gives more leverage to workers. “I don’t think we’re at a point where workers have permanently gained the upper hand, but I would be cautious about saying exactly when the power is going to shift back more to employers,” he said. According to Tilly, the central problem is that “retailers are having trouble attracting workers at the rates of pay that they’re offering.” For years, retail workers have expressed their frustrations about low wages, stress and lack of respect in the workplace. “It’s not surprising that these kinds of jobs are not appealing to workers who have some level of choice in the matter,” Tilly said.
