UCLA, Hebrew University Receive $1.3 Million in Grants for Collaboration to Deter School Violence

Grants from The Rosalinde and Arthur Gilbert Foundation and an anonymous donor will support a new partnership between UCLA and the Hebrew University of Jerusalem focused on developing school violence prevention strategies that ensure that campuses are safe and welcoming places for children worldwide. The UCLA-HU Collaboration for Safe Schools is a $1.3 million, two-year pilot program connecting university students, scholars and practitioners globally and across disciplines to share research and insights related to the complex underlying causes of school violence. Through exchange programs and conferences held on each campus, the partnership will bring top U.S. and Israeli scholars together with K-12 educators, administrators and social workers; policymakers and experts in law and criminology; and graduate and undergraduate students focused on fields related to social education. The first conference, to be held at the Hebrew University in Jerusalem, will focus on how to ensure safety at schools in areas that are experiencing extreme strife at the political and social levels. Recruitment of partnering research teams at Hebrew University and UCLA will begin in the fall of 2023. The program will operate under the leadership of two internationally recognized experts in school safety: Ron Avi Astor, UCLA professor of social welfare and education, has worked with thousands of schools to reduce victimization of students in a career spanning three decades. Mona Khoury-Kassabri, chair of Hebrew University’s school of social work and social welfare, is also the university’s vice president of strategy and diversity.

How Laws and Policies Can Close — or Widen — Gender Gaps New book by UCLA researchers shows that progress toward gender equality has stalled, particularly for caregivers in the U.S.

A comprehensive review of economic gender equality in 193 countries by the UCLA WORLD Policy Analysis Center identifies global trends and exposes policy gaps that include shortcomings when it comes to caregiving.

When the authors of a new open-access book first began tracking maternity leave policies around the world in 2000, they were alarmed to find that 18 countries had no national paid leave in place for working mothers. Today, seven remaining countries still lack such protection — five small island nations, Papua New Guinea, and the United States of America.

The book, “Equality within Our Lifetimes,” pulls together information from more than a decade of research that has also been collected into a robust, freely downloadable database. Co-author Jody Heymann, a professor at UCLA and founding director of WORLD, said that through the 1980s gender equality was rapidly advancing.

“There were more women entering the workforce. There were increased economic opportunities for women, increased educational opportunities,” she said. “That progress has completely stalled.”

The country’s gender wage gap has barely budged for 15 years. What’s more, it’s even broader among parents. In 2021, the average mother working full-time in the U.S. still earned just 73 cents for each dollar earned by a father working full-time.

Because U.S. women remain predominantly responsible for all types of caregiving, it’s not just new mothers who are impacted by the continued lack of federal paid family leave and other legal protections for caregivers in the workplace. The authors cite studies that show women are three times as likely as men in the U.S. to lose their jobs or to leave the workforce because they’re caring for an ill adult.

The economy has felt the impacts. From 2000 to 2019, the U.S. dropped from 7th to 23rd in a ranking of 36 high-income countries on women’s participation in the labor market, Heymann noted. Amid COVID-19, women’s labor force participation fell to its lowest rate since 1987 and has yet to fully recover — with Black and Latina women experiencing the greatest losses.

Heymann and her research team analyzed national laws and policies in all 193 countries of the United Nations. Among their findings:

  • Although nearly all countries (93%) now prohibit at least some form of gender discrimination in the workplace, only half prohibit discrimination based on family responsibilities.
  • In 1 in 5 countries, employers can legally discriminate against women of color because laws fail to prohibit employment discrimination based on both gender and race.
  • Over five years since #MeToo went global, 1 in 4 countries still fail to explicitly prohibit sexual harassment at work. In about one-third of countries, the law is silent on employer retaliation, meaning women can be fired if they report harassment.
  • Two- thirds of countries fail to provide paid leave to care for a child during routine illnesses or to take them to the doctor.
  • A majority of countries (58%) provide no paid leave to care for an ill spouse, and 61% offer no paid leave to care for an aging parent.

Fathers of infants have far less paid leave available to them than do mothers.

More encouraging for the authors is a worldwide trend toward paid leave for new fathers. Between 1995 and 2022, 71 countries enacted paid leave for dads, increasing the share of countries globally with leave from 24% to 63%. The U.S is not among them.

In the United States, some private employers and 11 states, including California, now offer paid parental leave, although inconsistently. Co-author Aleta Sprague, an attorney and senior legal analyst at WORLD, said the negative impact of not providing paid family leave at the national level is far-reaching.

“It’s no longer in question that our lack of support for new parents and other caregivers is driving women to leave the labor force,” Sprague said. “And that in turn is a barrier to economic growth.”

UC Press is releasing the book — authored by Heymann, Sprague, and co-author Amy Raub, principal research analyst at WORLD — at roughly the halfway point of the Sustainable Development Goals, a 2015 United Nations commitment to ensure equal rights across the globe by 2030. It is being distributed online, accompanied by briefing papers and downloadable assets in multiple languages, as part of a commitment to making top university research readily available to everybody, Heymann said.

The book presents new research on the extent and pace of policy change in 193 countries as well as new longitudinal studies of policy impact, bolstered by case studies that show how change can occur. The lesson from around the world is that solutions exist from every political perspective.

“The way you get to 187 countries providing paid maternity leave, the way you get to every other major economy providing paid sick leave except for the United States, is that there are conservative solutions, there are progressive solutions, there are middle-of-the-road solutions,” Heymann said.

There’s little disagreement among the general public about the need for paid family leave. The Family Medical Leave Act, a 1993 law that guarantees unpaid, job-protected leave for specified family and medical reasons only for some employees, has proven to be inadequate. Heymann said polls have shown that across party lines and across states, paid family leave is popular.

People want parents to be able to take time to care for a newborn child. They want adults to be able to take time to care for a dying parent,” Heymann said. “And they don’t want American parents to drop into poverty because of it.”

So, is it possible to achieve gender equality in our lifetimes?

“It is completely within our reach,” Heymann said. “There are solutions that can be achieved in real time, that are feasible.”

Sprague’s answer is similar. “I think we know how to get there. One thing that this book illustrates is how feasible it is and how much of a difference a few key policy changes can make.”

Moreover, Heymann emphasized, the standard arguments against some of those key policies in the U.S. overlook critical evidence about their potential for impact. “Too often, policymakers highlight the costs of paid leave without acknowledging its overwhelming payoffs,” she said. “The evidence is clear that when women in particular have access to paid leave for family caregiving needs, they are far more likely to stay in the workforce — and even slightly narrowing the gender gap in labor force participation would boost our GDP by hundreds of billions. It’s a powerful investment.”

Heymann pointed to studies from McKinsey, the World Bank, and others demonstrating how advancing gender equality pays huge dividends.

“At core, gender equality is a basic human right,” she continued. “But it also yields tremendous economic value—and the U.S.’s continued inaction comes at a high cost to us all.”

 

To conduct the studies referenced in this book, a multilingual, multidisciplinary research team systematically analyzed the laws and policies of all 193 U.N. member states. They also rigorously analyzed the impacts of legal changes around the world. The book is being distributed through UC Press, and downloadable resources are being made available on the website of the UCLA WORLD Policy Analysis Center.

To Hold Governments Accountable, Researchers Take Some Heat

In June 2022, UCLA Luskin announced the results of a groundbreaking analysis of the effectiveness of governments in more than 140 nations known as the Berggruen Governance Index, a collaborative project with the Los Angeles-based Berggruen Institute.

Four months later, an international who’s who of governance scholars came to UCLA or weighed in remotely to point out every possible flaw and shortcoming of the index they could find.

And that was exactly the point.

“The Berggruen Governance Index is an ambitious new approach that involves complex data structures and analyses,” said principal investigator Helmut Anheier, UCLA adjunct professor of social welfare and public policy, as well as the former president of the Hertie School in Germany, which also played a role in the report. “Therefore, it was important to invite leading experts on global data systems to come to the Luskin School to review and discuss the index.”

Joining other UCLA, Hertie School and Berggruen Institute representatives at the conference were scholars and data experts from global locations like Austria, Switzerland, Japan, Ghana and Great Britain, and U.S. institutions like Yale, Princeton, Notre Dame and Columbia. Over two days of presentations and panel discussions, they dissected the study methodology. They pondered whether a nation-level perspective is inherently superficial. And they discussed, sometimes in spirited language, whether the whole idea unfairly reflects a pro-democracy, pro-wealthy-nation Western bias.

“It was a very productive meeting that generated many important ideas,” Anheier said. “This was the first time that such a large and diverse groups of experts on global data and indicator systems met to explore how they can work together. The 2022 conference will certainly go down as a landmark event.”

The idea of measuring governance on a global scale is not new to academia, but the specific approach of the index is rooted in efforts at the Berggruen Institute that originated during a “chaotic and concerning time” for democracy in the U.S. and other parts of the world, said Dawn Nakagawa, executive vice president of the Berggruen Institute.

When the institute “began about a dozen years ago, it was with the idea that we will work on issues of governance, because governance matters,” said investor and philanthropist Nicolas Berggruen during a Q&A with UCLA Luskin Dean Gary Segura during the conference.

“I grew up in Europe, then I came to America, and I’ve been very lucky that I’ve been able to travel the world,” Berggruen said. “One of the things that I learned is culture and governance really make a difference to how countries progress and how citizens fare within the countries.”

Berggruen, Nakagawa, Anheier and others directly involved in the project have come to realize that trusting the data can challenge preconceptions.

For example, one might presume the United States and other pro-democracy countries would do well in the analysis. And some do. But the index found a dramatic drop in the quality of government and quality of democracy in the United States over the past 20 years.

At the same time, some nations with less-democratic approaches showed measurable improvements in their provision of public goods like education, health care and environmental protection, particularly in Africa.

After reading the report and exploring the data in an online platform built expressly for that purpose, Berggruen saw that reality does not always match expectations.

“At the end of the day, we almost have to take our ideological hats off and say, ‘Let’s look at the reality of the data and whether governments deliver for citizens as a service.’ And you’ve seen that, in some countries, well, they’ve done better than we would suspect from simply an ideological standpoint.”

Berggruen told the 30 invited attendees to keep in mind that “governance is not just an idea, an ideology or a system of government. We’ve learned through the index how important it is not just to have principles of governance, but also the ability to translate that into reality. That means bringing the resources to a country to execute. That means administration. It means people. It means laws. And it means a culture
at the end.”

Berggruen thanked the assembled scholars for their diligence and their sometimes-blunt analysis. “Perfecting the index is a way we can, hopefully, help countries and governments better serve their citizens.”

Global Perspectives Honored as Best New Journal

Global Perspectives, a transdisciplinary online journal edited by Adjunct Professor of Social Welfare Helmut Anheier, was named best new journal for 2021 by the Council of Editors of Learned Journals. The council, made up of academic journal editors across all disciplines, praised the breadth and depth of the journal and its innovative structure. “The journal’s commitment to a new practice of the disciplines in the social sciences, one that refuses to replicate some of the old power structures of a century ago, is borne out in the innovative structure of an emerging scholars forum, where postdocs and assistant professors both contribute and participate in peer review of others,” the group said. “With an impressively diverse editorial board, and a healthy number of section editors, each with their own advisory board, this journal’s structure seems to offer a balance of breadth and depth worthy of the name.” Published by the University of California Press, Global Perspectives seeks to advance social science research and debates in a globalizing world. Anheier, who is also a senior professor of sociology and past president of the Hertie School in Berlin, said the award is “further encouragement to the novel approach of the journal to focus on high-quality academic contributions that do not fit into conventional disciplinary and national boundaries. Being recognized as such and so prominently by our peers in scholarly publishing is indeed a great honor.” The award was announced Jan. 8 at the annual meeting of the Modern Language Association, the U.S. professional association for scholars of language and literature.


 

Adaptability and Open-Mindedness Key to Foreign Service

Global Public Affairs at UCLA Luskin hosted representatives from the State Department and Peace Corps to discuss careers in U.S. foreign service and diplomacy. At the Feb. 13 event, UCLA’s diplomat-in-residence, Cecilia Choi of the U.S. State Department, and the Peace Corps’ Jeffrey Janis recounted their paths to foreign service and shared stories with students in attendance. The enduring theme of the discussion was the need for international public servants to remain adaptable and open-minded. Janis recounted his experiences as a Peace Corps volunteer in Ukraine for over two years. “You need to be a proactive self-starter. You’ll show up to your site and might be told they don’t need you for two or three weeks. Things like that happen all the time.” He advised those considering a foreign service career, “Take what you’re given and make something from it. I was planning on working with nonprofits in Ukraine. Never did I think I would be teaching sign language, but an opportunity presented itself and I took full advantage.” Choi said the diversity of opportunities in the foreign service not only demands adaptability but also makes it hard to leave because there are so many interesting types of work. “I go into every post thinking it may be my last but always commit to one more because an interesting opportunity presents itself,” she said. “After concluding my time here and finishing language training, I’m headed to Beijing to represent the U.S. on trade. Catalysts For Change

On Nov. 1, 2017, Global Public Affairs @UCLA Luskin hosted a lunchtime talk with Duncan Green, an educator, writer and head of research at Oxfam GB, about power and how power systems shape global policy and change. As detailed in his latest work, “How Change Happens,” Green shared his expertise and knowledge gained through years of working with different institutions of power ranging from governments to grassroots social and political activists.

Symposium Looks at Global Issues and Local Impacts

A series of discussions under the umbrella title, “Global Climate Change, Local Growing Pains,” highlighted the 2017 UCLA Lake Arrowhead Symposium on Oct. 15-17, 2017. This annual gathering organized by the Lewis Center and the Institute of Transportation Studies at UCLA Luskin has tackled the connections between transportation, land use and the environment since 1991. Participants learned of the latest research and most innovative practices from around California and the globe related to questions of land use and climate. This year’s attendees included a diverse and influential group of policymakers, private sector stakeholders, public sector analysts, consultants, advocates and researchers. Giving Microeconomics a Human Face Public Policy professor Manisha Shah’s research bridges a worldwide gap between health, economics and education

At age 16, Manisha Shah went to the Andes Mountains of Ecuador — her first chance to dig into “real development work.” The task after a year of fundraising and training? Building latrines in rural communities. Soon after arrival, however, she realized that everyone there “already knew how” to build latrines.

What they actually needed was financing and supplies. “That is what we helped facilitate — paying for and transporting supplies to this faraway town in the middle of the mountains.”

The experience in Ecuador was transformative for Shah, now an associate professor of public policy at UCLA Luskin. It enhanced a developing global view nurtured as a child during family visits to see her grandparents in India, where she saw “poverty all around her.”

Her youthful travels helped put Shah on the path to her career in academia and research around the world — from Mexico to India, Tanzania to Indonesia — and eventually to the Luskin School of Public Affairs.

“Never in a million years would I have predicted that I would be a tenured professor at UCLA,” Shah said. “I feel so lucky to be doing what I love at one of the best universities in the world.”

Getting There

Today, Shah focuses her teaching and research on the intersection of applied microeconomics, health and development. She is supported by organizations that include the Bill and Melinda Gates Foundation, the William and Flora Hewlett Foundation, and the World Bank.

An example of her work is a recent study, “Investing in Human Capital Production: Evidence from India,” that fills a substantial gap in development literature related to whether early-life investments encourage more educational investments later on, whether low-skill wages in rural India increase school dropouts, and whether rural schools produce gains in consumption later in life. The results have widespread implications for family and individual well-being, economic growth and national competitiveness for the country of over a billion people.

Her research affiliations and teaching might suggest otherwise, but Shah’s path was not exactly a straight one. “I don’t think I had a direct route. In fact, it was very indirect,” said Shah, who sought work abroad after earning undergraduate degrees in economics and development
at Berkeley.

“I quickly learned how difficult it is to find a job that will actually pay you to do international work,” she said.

She wound up in a one-year program at the London School of Economics where her master’s thesis in development economics examined HIV/AIDS issues in India and how NGOs were working to fill gaps in countries that were slow to react to potential epidemics.

“This was 1996-97. Getting HIV in a developing country was a death sentence, and so many countries were doing little to publicly acknowledge they even had an HIV problem,” Shah said.

Next was Mexico, and work at the International Maize and Wheat Improvement Center. Shah is fluent in Spanish, and at the time thought she was “done with school and would never come back,” having achieved her goal of working in international development. “I loved the job.”

But there was a catch.

“I knew I wanted to keep doing this type of work, but I also started to realize that the people calling the shots, raising the money, directing things, all had Ph.D.s,” Shah said. So she spent a year doing the math — literally, taking the calculus, statistics and real analysis coursework she needed for a doctoral program at UC Berkeley. “There was almost no literature in economics on HIV/AIDS,” Shah said of her ongoing interest in the intersection of HIV and economics. “I learned that most interventions in development related to HIV/AIDS often targeted sex workers, as they tend to have higher rates of sexually transmitted infections and HIV/AIDS than the general adult population in most developing countries.”

Shah’s eyes were opened when she learned how many women in developing countries are employed in the sex sector. She saw the implications for public health and noted a lack of serious empirical study, which “began an important area of research for me.”

She recently co-edited the “Oxford Handbook of the Economics of Prostitution,” in which more than 40 researchers from around the world compiled and interpreted valuable economic data and research that may help lawmakers and government officials set policy guidelines concerning prostitution worldwide.

“A number of factors, including the proliferation of sexually transmitted infections and HIV/AIDS, especially in developing nations, have created the need to look at prostitution through an economic lens,” she said.

And yes, like the teenager who traveled to Ecuador decades ago, Shah is still interested in sanitation, a core issue at the intersection of human health and economics
in developing countries.

Research and Public Policy

Shah refers to herself as an applied microeconomist interested in development economics, health and education. “Most of my research fits into those bins,” Shah said.

She has written papers on the long-term impacts of positive rainfall shocks as well as drought in India on human capital outcomes of young children and adolescents, and risk-taking behaviors in the wake of natural disasters, as well as the effects of cash transfer programs on criminal behavior in Indonesia. Behind each are human stories of how policies affect large populations.

Shah’s research on HIV and the sex industry has wide-ranging implications for the health and well-being of not only adults but also vulnerable young people caught up in prostitution around the world.

“These days most of my work is either related to children or adolescents,” Shah said. “I often joke that my switch to research about children perfectly coincides with my becoming a mother. I remember researching questions about child development when I was pregnant and being surprised about how little we know about many important issues related to child cognitive/health and development.”

Shah is the principal investigator of a randomized controlled trial in Tanzania attempting to understand how to improve sexual and reproductive health outcomes for teenage girls. “I am really excited about this work,” said Shah, who was also recently awarded a National Science Foundation grant to better understand education outcomes for children in rural India.

After teaching stints at the University of Melbourne, Princeton University and UC Irvine, she joined the Luskin faculty in 2013. Today, she teaches microeconomics, development economics and serves as a faculty adviser for the Applied Policy Project (APP), a challenging yearlong requirement for master of public policy students at Luskin.

“Ironically, I learned in grad school that I actually enjoy teaching, and I was sort of good at it,” she said of her classroom duties. Her research topics are heavy, which could lead to frustration about things that should be happening but don’t. “But spend some time with our students and it will put you in a good mood,” she said.

“Our students make me optimistic, and that optimism can be infectious. I love how our students care so deeply about issues that matter to them.”
