In Memoriam: Leland S. Burns, Emeritus Professor of Urban Planning Scholar of housing economics and policy, both domestic and international, often focused on low-income housing

Leland S. Burns, UCLA emeritus professor of urban planning and a preeminent scholar of housing economics and policy, passed away at his home in Santa Monica on May 16, 2021. He was 87.

Burns, who came to UCLA seven decades before as an undergraduate student, became renowned in the United States and internationally for his work and research, which often focused on low-income housing. He was a prolific author of influential books in his field and published “The Housing of Nations” in 1977 with the late Leo Grebler, a UCLA professor of urban land economics who is considered the father of modern housing economics and housing policy.

“The book was the first international, econometric study of housing and led to much further research on the topic,” said Donald Shoup, distinguished research professor of urban planning at the UCLA Luskin School of Public Affairs and a longtime friend and colleague of Burns.

Other notable titles during Burns’ long and productive career include “The Future of Housing Markets, a New Appraisal” (1986), also co-written with Grebler, and “The Art of Planning: Selected Essays of Harvey S. Perloff ” (1985), co-edited with John Friedmann.

Burns was born in Osage, Iowa, in 1933 and came to UCLA in 1951, earning a bachelor’s in business administration in 1955, followed by an MBA in 1957. He was a Fulbright Scholar in the Netherlands and completed his Ph.D. in economics in 1961 from the Netherlands School of Economics, now Erasmus University, in Rotterdam. The same year he began teaching urban land economics at what is now the UCLA Anderson School of Management.

He later became one of the first faculty members in UCLA’s newly formed Graduate School of Architecture and Urban Planning, where the late Harvey Perloff became dean in 1968. There, Burns held a number of leadership positions, including associate dean from 1969 to 1971 and again in 1986 as acting associate dean. He also held numerous UCLA and departmental academic administration and advisory posts, including membership on UCLA’s Committee on Academic Personnel.

Burns had a close association with Cambridge University, where he lectured for 10 years in the Department of Land Economy and was a research scholar for three decades. At Cambridge, he was a Fellow Commoner of St. Edmunds College. Throughout his career, he also held a number of research and visiting scholar appointments at institutions such as UC Berkeley and at universities in Austria, Scotland and Japan.

Burns also served as a consultant and member of numerous public agencies, commissions and boards. They include the U.S. Public Health Service, the National Science Foundation, the National Academy of Sciences, the U.S. Department of Housing and Urban Development and the Federal Highway Administration of the U.S. Department of Transportation.

He served as a consultant to the Los Angeles Regional Transportation Study for the California State Division of Highways, as well as on President Lyndon B. Johnson’s Committee on Urban Housing. Other appointments included the Economic Commission for Europe, Economic and Social Council, United Nations, Geneva; the Office of Planning and Research of the Governor of the State of California; the Coastal Conservancy; and many other government and civic entities.

He was a referee for several academic publications, including American Economic Review, Urban Studies and California Management Review, plus manuscripts for the University of California Press. From 1983-89 he was the associate editor of Urban Studies and served on the editorial board for many years.

Another of Burns’ many achievements was the house he had built in Santa Monica Canyon in 1974, Shoup said. Burns commissioned internationally renowned architect Charles Moore, who was then chair of UCLA’s Architecture Department, to design the house

“An outstanding feature of the house is the baroque pipe organ that Lee played well and often,” Shoup said, adding, “Lee was a fine musician and was connected in musical circles in the United States and Europe.”

Burn was a former colleague and friend of Dolores Hayden, professor emerita of architecture, urbanism and American studies at Yale who also formerly taught at UCLA. “He was always ready to talk through a research question about economics, planning or design.”

Students who were advised by and studied as master’s and doctoral students with Burns went on to become leaders in and out of the field of urban planning. He was doctoral dissertation chair for Kathleen M. Connell Ph.D. UP ’87, who was elected as California state controller in 1995.

He also served as academic advisor to Bish Sanyal Ph.D. UP ’84, who went on to work at the World Bank and is now a professor at the Massachusetts Institute of Technology.

Sanyal said that Burns’ “mentorship, generosity and friendship” played a large part in his professional career, which includes serving as head of MIT’s Department of Urban Studies and Planning and later as chair of the entire MIT faculty.

“I will miss Lee, and will remember his gentle smile — but rigorous professional standards — which helped me become who I am today,” Sanyal said.

Yaroslavsky Urges Action to Uplift the Most Vulnerable

Zev Yaroslavsky, director of the Los Angeles Initiative at UCLA Luskin, spoke to KPCC’s AirTalk about findings from the 2021 UCLA Quality of Life Index. The annual survey of Los Angeles County residents showed that 40% suffered a drop in income over the last year as the region was rocked by the COVID-19 pandemic. “Those are the people who are pessimistic, those are the people who are threatened with losing their apartments because they can’t make their rent payment at the end of the month,” said Yaroslavsky, who called on policymakers to prioritize the needs of the most vulnerable. As one example, he noted that office space vacated as businesses downsize after the pandemic is “going to have huge implications for land use.” He asked, “What do you do with that empty office space? Can you repurpose it for housing, for example?” Several media outlets covered the Quality of Life Index, including the Los Angeles Times, KABC7 News and RealClear Politics.

Wells Updates ‘Blueprint for Greening Affordable Housing’

Amid the COVID-19 pandemic, understanding the rapid evolution of green building practices and integrating those approaches into affordable housing may be more critical than ever, according to Walker Wells, a UCLA Luskin Urban Planning lecturer. In “Blueprint for Greening Affordable Housing,” Wells and co-author Kimberly Vermeer, a Boston-based sustainability consultant, argue that the best way to meet health and climate challenges is by providing society’s most vulnerable people with housing stability while reducing the environmental, health and climate impacts of constructing and operating buildings. In this fully revised edition of a book first published in 2007, the authors provide guidance on innovative green building practices and green building certifications available for affordable housing. To help builders align design decisions with environment-friendly goals, the authors explain the integrated design process. They also detail best practices for green design, from water management to renewable energy. Acknowledging the complexity of financing green affordable housing projects, Wells and Vermeer also discuss funding sources and the latest financing strategies. New case studies span high-desert homeownership, supportive housing in the Southeast and net-zero family apartments on the coasts. “Blueprint for Greening Affordable Housing” seeks to provide information for everyone in the affordable housing industry, including housing development project managers, designers, engineers, funders and housing advocates. Wells is a principal at Raimi+Associates, a consulting service with offices in Los Angeles, Riverside and Berkeley, California. Vermeer founded and leads Urban Habitat Initiatives, a consulting practice that advances sustainability and climate resilience.

Shoup Book Makes Planetizen’s Top 10

Donald Shoup’s latest book, “Parking and the City,” is among Planetizen’s Top 10 books of 2018. Planetizen says, “Donald Shoup has already written one of the most influential and consequential books in planning history, ‘The High Cost of Free Parking.’ Feeding the momentum of Shoup’s ongoing influence is a legion of devoted acolytes, known as Shoupistas . . . Shoup writes with unparalleled wit and style on the formerly technocratic matter of parking regulations.” The book’s 50 contributors include 11 former UCLA Luskin Urban Planning master’s and doctoral students.  The list of best titles published in 2018 features the work of distinguished authors writing on topics that also examine natural and environmental disasters, including earthquakes and the ongoing water crisis in Flint, Michigan, as well as poverty, public housing and sustainability. Shoup’s place in planning history was marked in 2018 with a spot on the American Planning Association’s timeline of key events in American city planning since 1900. “So long as it seemed impossible to reform parking policies, most planners didn’t think about trying,” Shoup said. “But attitudes toward parking policies are beginning to shift, and many planners now agree that parking reforms are both sane and practical.” — Stan Paul


 

Villasenor Commentary Focuses on Diversity — of Viewpoints

In a commentary published by the Chronicle of Higher Education, John Villasenor of UCLA Luskin Public Policy and co-author Ilana Redstone Akresh of the University of Illinois discuss viewpoint diversity on college campuses. While complaints of political correctness in academia have been around for decades, Villasenor and Akresh argue that the dynamic has changed in recent years. “Social media are increasingly employed as a tool both for direct censorship and for strengthening the pressures to self-censor, significantly narrowing the range of permissible academic discourse,” they write.  Villasenor and Akresh advocate teaching students to examine multiple perspectives, explore nuance, question assumptions, and think critically in all aspects of their education. “Academic freedom exists and needs protection precisely because there are opinions that can both generate offense and have value,” they write. “This does not mean that all offensive ideas have value. But it does mean that the value of an idea cannot be judged solely on the basis of whether it offends.” Villasenor and Akresh write that “we need college faculties that are diverse racially, ethnically, religiously, and in terms of gender, gender identity, sexual orientation, and the viewpoints they bring to their research, teaching, and engagement with their communities.”


 

Shoup’s 2005 Book Earns Place in Planning History

UCLA Luskin Urban Planning’s Donald Shoup has made history. The American Planning Association has published a timeline of key events in American city planning since 1900, including Shoup’s book, “The High Cost of Free Parking,” published in 2005. In recognizing Shoup’s decades-long work to improve transportation and land use by reforming cities’ parking policies, the American Planning Association placed him among other well-known authors including Rachel Carson and Jane Jacobs. In his influential book, Shoup argued that parking requirements in zoning ordinances subsidize cars, increase traffic congestion, worsen air pollution, encourage sprawl, degrade urban design, damage the economy, raise housing costs, reduce walkability, accelerate global warming and harm everyone who cannot afford or chooses not to own a car. To address these problems, many cities are now adopting the parking reforms Shoup proposed.


 

UCLA Parking Guru Releases Follow-Up to Groundbreaking Book Donald Shoup’s ‘Parking and the City’ highlights progress in parking reform research and action, as former doctoral students form a new generation of planning scholars making important contributions

“Parking is no longer uncool,” says Donald Shoup, whose newly published book, “Parking and the City,” highlights the remarkable interest, implementation of reforms and growth of research that followed his landmark 2005 publication, “The High Cost of Free Parking.”

The new book, by the distinguished research professor of urban planning at the UCLA Luskin School of Public Affairs, serves as an update to work that has caught the attention of leaders and lawmakers, and proven influential locally, nationally and internationally.

“Parking is the Cinderella of transportation,” writes Shoup in his introduction, explaining that the field received little attention or status for many years. More recently, “many academics have joined in what is now almost a feeding frenzy. … Parking is far too important not to study,” asserts Shoup, who started as a lone pioneer in the field more than four decades ago.

“Parking is the single biggest land use in most cities; there’s more land devoted to parking than there is to housing or industry or commerce or offices,” said Shoup in an interview. Citing “The High Cost of Free Parking,” he reminds readers that Los Angeles has more parking spaces per square mile than any other city.

In his new book, Shoup reiterates and distills the earlier 800-page work into three recommended parking reforms designed to improve cities, the economy and the environment:

  • Remove off-street parking requirements
  • Charge the right prices for on-street parking
  • Spend the parking revenue to improve public services on the metered streets

“Each of these policies supports the other two,” writes Shoup. They counteract what he describes as “three unwisely adopted car-friendly policies” that arose from the beginning of the automobile age: separated land uses, low density, and ample free parking to create drivable cities while undermining walkable neighborhoods.

Shoup persistently advocates for removal of off-street parking requirements, allowing developers and businesses to decide how much parking to provide. Charging the “right price,” or lowest price — varying dynamically throughout the day — that can keep a few spaces open, will allow convenient access, ease congestion, conserve fuel, and reduce pollution caused by unnecessary idling and block-circling. In support of the third point, Shoup hypothesizes, “If everybody sees their meter money at work, the new public services can make demand-based prices for on-street parking politically popular.”

Shoup first wrote about parking in 1975. “I don’t think my ideas have changed at all,” he says. “But, I’ve learned an enormous amount since then.”

As part of his ongoing research, Shoup visits cities, talks to public officials and asks what works and what doesn’t.

“Parking and the City” includes 51 chapters that summarize recent academic research on parking, detailing the experiences of practitioners who charge market prices for on-street parking. In addition, the chapters explain how Shoup’s three recommendations, if followed, “…may be the cheapest, fastest, and simplest way to improve cities, the economy, and the environment, one parking space at a time.”

Among the 46 contributors are 11 former UCLA Luskin Urban Planning master’s and doctoral students who are making their own significant contributions to the field. Former planning student Michael Manville, now an assistant professor of urban planning at UCLA Luskin, contributed four chapters.

“The way cities approach parking has massive consequences for how we travel, how our cities look, and how and where we build housing,” Manville says. “Don saw this before almost anyone else, and pursued it unlike anyone else.”

“What this book showcases is Don’s equal talents as a researcher, mentor and activist. His talents as a researcher are evident in the groundswell of parking research that he inspired.  It is safe to say that many of the chapters in this book would not have been written had Don not published “The High Cost of Free Parking.” His talents as a mentor are on display in the number of former students who are doing that research,” Manville says.

“I think they have gone completely in their own direction,” Shoup says of his former students. “I hope I helped in that regard.”

Symposium Looks at Global Issues and Local Impacts

A series of discussions under the umbrella title, “Global Climate Change, Local Growing Pains,” highlighted the 2017 UCLA Lake Arrowhead Symposium on Oct. 15-17, 2017. This annual gathering organized by the Lewis Center and the Institute of Transportation Studies at UCLA Luskin has tackled the connections between transportation, land use and the environment since 1991. Participants learned of the latest research and most innovative practices from around California and the globe related to questions of land use and climate. This year’s attendees included a diverse and influential group of policymakers, private sector stakeholders, public sector analysts, consultants, advocates and researchers. 2017 Lake Arrowhead Symposium

Examining an Issue from Every Side Urban Planning students enrolled in Community Scholars and Comprehensive Project efforts work together to tackle problems of significant scope and complexity

As the curtain lifts on another academic year at the UCLA Luskin School of Public Affairs, second-year Master of Urban and Regional Planning (MURP) students enrolled in one of two group efforts begin to tackle a major planning issue from multiple angles.

Listening, learning, analyzing, synthesizing and debating, the students enrolled in the Community Scholars and Comprehensive Project options will unite by graduation time to produce a shared vision of how best to address a challenge of significant scope and scale.

Exactly how comprehensive are these projects? Here’s the tally from last year:

  • 29 Urban Planning students (now alumni)
  • 20-plus weeks of class instruction
  • 545 total pages (256 pages in one report, 289 in the other)
  • 172 charts, tables, illustrations, infographics and complex data maps
  • dozens of photographs (including a few shot by a drone camera high overhead)
  • hundreds of emails, texts, phone calls and face-to-face sessions

Both of these group efforts are popular among students despite the workload, said Alexis Oberlander, graduate adviser in Urban Planning. In fact, an application and acceptance process is necessary to limit enrollment to a manageable number of about 15 for each.

“Comprehensive projects are more realistic to what it’s like in a professional setting,” Oberlander said of the difference between the group efforts and individual client projects pursued by other MURP students. In the professional world, “You don’t really do anything alone most of the time.”

The group efforts are similar in scope, complexity and instructional approach, but Community Scholars and the Comprehensive Project have key differences.

Community Scholars is a joint initiative of UCLA Luskin and the UCLA Center for Labor Research and Education that has been tackling issues related to jobs, wages and worker rights since 1991. UCLA’s Department of African American Studies was involved in 2016-17 too, joining an effort on behalf of the Los Angeles Black Worker Center to produce a report that reflects broad social concerns: “Black Liberation in Los Angeles: Building Power Through Women’s Wellness, Cooperative Work, and Transit Equity.”

“The idea is that students actually get to take the class with activists from the communities who are trying to accomplish the same things but need the guidance of an academic program,” Oberlander said. “And the students need the guidance of activists. So they learn from each other.”

Conversely, the annual Comprehensive Project is managed solely within Urban Planning. The 2016-17 team prepared a report for the Urban Waters Federal Partnership, which was titled, “Lower LA River Revitalization: An Inclusive Approach to Planning, Implementation, and Community Engagement.”

From concept to completion, a typical Comprehensive Project can stretch over a year or more. Oberlander pointed out that students entering the Luskin School in the fall will decide just six months later whether to register for the next Comprehensive Project, which won’t wrap up until more than a year later.

Thus, now is the time for potential client partners to step forward. “You can come to Luskin and you can get really great research for a third of the cost to hire somebody,” she noted.

The end of an academic year is often a hectic time for Comprehensive Project students. For example, the final presentation to the Community Economics, Health, and Equity Committee of the Lower LA River Working Group was on June 8, 2017. A final (more comprehensive) on-campus presentation took place June 13, 2017, just two days before Commencement.

Public presentations are also typical of Community Scholars. On June 17, 2017, the students gathered at Holman United Methodist Church in South Los Angeles for a rousing public review and reflection on what they had accomplished together.

“It is phenomenal to have the privilege to spend 20 weeks in a room with other organizers and thought leaders who are every day experimenting and making change on the front lines for black workers and black working class families,” said the UCLA Labor Center’s Lola Smallwood Cuevas, the 2016-17 project director.

“We didn’t solve the black jobs crisis in this 20 weeks,” she continued. “But what we did do was create the opportunity for us to get closer, to build the relationships, to build an analysis that will help us shape and continue to hone those definitions and our work together moving forward.”

Their report, which like other student research from UCLA Luskin Urban Planning students can be viewed online, focused on three aspects directly related to African American workers in Los Angeles:

  • a curriculum on trauma-informed self-care for women served by the Black Workers Center;
  • a feasibility study for a cooperatively owned jobs services center;
  • a mobility study of the Slauson Corridor that paid particular attention to the intersection of Slauson and Western avenues, which a collision analysis found to be among L.A.’s most dangerous traffic locations.

Marque Vestal, a PhD student in history who served as a teaching assistant for Community Scholars, noted that the effort was about more than simply doing great research. While studying under Smallwood Cuevas, UCLA Luskin’s Gilda Haas and Gaye Theresa Johnson of UCLA African American Studies, the students examined issues of race, equality and empowerment through the black radical tradition.

“We suspected that something special would be crafted in that room because every week the laughter amid the planning got louder,” Vestal recalled during the presentation. “So we are here today to share that harvest of laughter and planning.”

“And there’s always the people who rise to the top with any group project who end up being the leaders,” Oberlander said. “They are usually the ones who are still working till August after they have graduated, making sure the client has exactly what they need.”

The instructor of the L.A. River project was Diana Varat JD/MA UP ’08, a planner and attorney who was part of the Luskin School’s adjunct faculty for the year. A rotating instructor approach is used for Community Scholars too. In 2015-16, UCLA Luskin’s Goetz Wolff led an analysis of the distribution of goods in Southern California that went on to win a national applied research award.

For the L.A. River project, students looked at gentrification, access and community impacts as part of their detailed analysis of the potential pitfalls of redeveloping the Lower Los Angeles River that runs through 14 cities from Vernon to Long Beach.

“As the potential of the Lower L.A. River becomes more clear, communities along the river are at a critical juncture,” said Alex Linz MURP ’17 during concluding remarks. “By committing to sustained community engagement and empowerment, river-adjacent cities have an excellent opportunity to showcase the Lower L.A. River both as a local and regional reflection of community pride.”

For 2017-18, the Comprehensive Project team will work with Distinguished Professor Emeritus Martin Wachs on the issue of transit-oriented development. Community Scholars will tackle homelessness and housing.
