Tilly Co-Authors New Report on Future of Retail

New technologies in the retail sector are likely to mean more monitoring and coercion of workers, and a stronger advantage for large companies like Walmart and Amazon, according to a new report co-authored by Chris Tilly, professor and chair of UCLA Luskin Urban Planning. E-commerce has accelerated during the COVID-19 pandemic, but stores have still remained an important way of selling goods, according to Tilly and co-author Françoise Carré, research director of the Center for Social Policy at the University of Massachusetts, Boston. “During the peak of the lockdowns, 70% of people in the U.S. were still buying groceries in stores,” Tilly said. “And for those that order groceries online, a worker collects their goods from the store and makes them available for curbside pickup or delivery. This shows how technology is in many cases changing workers’ jobs rather than eliminating them.” In addition to changing the mix of tasks that workers are expected to carry out, employers are likely to deploy new technologies in ways that increase the monitoring and surveillance of retail workers. “We have been hearing about e-commerce wiping out retail stores and jobs, but our two years of research tell a very different story,” Carré said.  The report is part of a broader multi-industry research project led by the UC Berkeley Labor Center and Working Partnerships USA that examines the impact of new technologies on work. The project is supported by the Ford Foundation, the W.K. Kellogg Foundation and the Open Society Foundations.

Loukaitou-Sideris on Making Urban Neighborhoods More Livable

Urban Planning Professor Anastasia Loukaitou-Sideris was featured on KPPC’s Take Two discussing the lasting impact of racist policies such as redlining in urban neighborhoods. A recent New York Times report found that formerly redlined neighborhoods experience some of the highest temperatures in the summer. Loukaitou-Sideris explained how the now-illegal practice of redlining, which classified some communities as “least desirable for investment,” facilitated segregation as banks refused home loans and insurance to low-income and minority people who lived there. According to Loukaitou-Sideris, “greenery and trees are the best way to protect from the urban heat island effect,” but disinvestment in high-density areas generally means less money to spend on planting, watering and maintenance of trees. “We need to do something to make these neighborhoods more livable,” Loukaitou-Sideris said in the segment beginning at minute 17. She proposed using empty and underutilized lots for green spaces and increasing city funding for tree planting and maintenance.


Study Calls for Permanent Residence for Immigrants With Temporary Protected Status

UCLA Luskin’s Latino Policy and Politics Initiative (LPPI) has published a policy brief on the benefits of Temporary Protected Status, an immigration status that permits people from specified countries to remain temporarily in the United States if they cannot safely return to their homes because of a catastrophic event. Of the approximately 400,000 people living in the U.S. under the program, over 88% are in the labor force, over 70% have lived here for more than 20 years, and about two-thirds have U.S.-born children. This suggests the significant destabilizing effect that could be caused by changes that the Trump administration proposed in 2018, which would have removed protections for people from Haiti, Honduras and El Salvador. In 2019, the Department of Homeland Security extended the protections through January 2021 following injunctions arising from a series of lawsuits. To improve the long-term integration of immigrants, the LPPI study recommended granting permanent resident status to those currently living under Temporary Protected Status. It also called for renewing Temporary Protected Status designations for El Salvador, Haiti, Honduras, Nepal, Nicaragua and Sudan — the home nations for 98% of all participants in the program — beyond the January 2021 deadline. “As we have seen with the Deferred Action for Childhood Arrivals program, there are benefits with taking people out of the shadows,” said Sonja Diaz, founding director of LPPI. “At a time when immigrants have played a key role in maintaining the economy as essential workers during the COVID-19 pandemic, it is important to understand what is at stake when protections for immigrants like Temporary Protected Status are taken away.” — Eliza Moreno

Concerns About Student Well-Being as Virtual Learning Resumes

The blog of the National Association of Social Workers spotlighted a report, co-authored by Social Welfare Professor Ron Avi Astor, on the wide-ranging needs of schoolchildren as virtual learning resumes amid the ongoing COVID-19 pandemic. A high proportion of students, especially from low-income families, are experiencing hunger, housing instability, health and mental health issues, and other challenges, according to the report, which drew its findings from a large-scale survey of school social workers around the country. These social workers play a key role in assessing students’ mental health and social care needs and connecting them with vital community resources, the article noted. The report called for a coordinated and comprehensive response from federal and state policymakers and national educational leaders to address the needs of students during the crisis. Astor co-authored the report with scholars from Loyola University Chicago, Cal State Fullerton, Hebrew University and UCLA.


 

Shoup Offers Tips to Improve Parking in Cities

Urban Planning Professor Donald Shoup spoke to the Parking Podcast about his recommendations for improving parking in cities. First, he recommended charging a fair market price to use the curb. Parking meters are the exception in most cities. Shoup argued that parking “should be priced so there is never a shortage of parking.” He defined the fair market price as the lowest price a city can charge and still have one or two open curb spaces on every block. Next, he argued that cities should limit off-street parking, or at least remove off-street parking requirements. Shoup’s third recommendation is for cities to dedicate all or some revenue from parking meters to fund additional public services on metered streets, including landscaping, cleanliness and accessibility. He noted that if people know how the meter revenue is being spent to benefit the community, they may be less resistant to paying for parking.


CNK Documents Racial Inequalities Among Homeowners Due to Pandemic

A new report by the UCLA Center for Neighborhood Knowledge (CNK) at UCLA Luskin highlights how the COVID-19 pandemic has affected homeowners’ inability to pay mortgages, signaling an unprecedented housing crisis and revealing huge racial disparities among homeowners. Researchers from the center, led by Paul Ong, research professor and CNK director, partnered with the UCLA Ziman Center for Real Estate and Ong & Associates to produce research as part of a series of COVID-19 policy briefs documenting the systemic racial inequalities of the pandemic. The new report, “Systemic Racial Inequality and the COVID-19 Homeowner Crisis,” analyzes data from the U.S. Census Bureau’s weekly Household Pulse Survey, collected between April and July 2020, to examine the magnitude, pattern and causes of the housing crisis. The authors report that about 5 million, or 8%, of American homeowners were unable to pay their mortgage on time. In comparison, during the Great Recession, there were approximately 3.8 million foreclosures; early-stage delinquent mortgages (for 30 to 59 days) peaked at 3%. “Compared with non-Hispanic whites, Black people and Hispanics (or Latinx) had two to three times higher odds of experiencing housing hardships,” the researchers noted. “This systematic inequality is produced by pre-existing income and educational inequalities, and reinforced by the disparate impacts of COVID-19 on the labor market,” according to the report. The rising number of homeowners currently struggling to pay their mortgages is an ominous indication that this may lead to more foreclosures, housing instability and homelessness, the researchers wrote.

Yaroslavsky on Vision for a Cultural Hub in Downtown L.A.

A Los Angeles Times commentary arguing for stepped-up investment in a downtown L.A. arts scene as a way to rebound from the economic devastation of COVID-19 sought insights from Zev Yaroslavsky, director of the Los Angeles Initiative at UCLA Luskin. Envisioning a “democratic gathering place for arts and ideas” centered around the monumental Grand Avenue complex now under construction, the author called for building out the area with new and renovated concert venues, car-free stretches and outdoor cultural events accessible to all. Yaroslavsky, known as a supporter of the arts in his decades as a city councilman and county supervisor, endorsed this vision of Grand Avenue for the future but cautioned that it is too soon to expect governments to invest heavily.

Monkkonen Illustrates Downsides of Single-Family Zoning

Paavo Monkkonen, associate professor of urban planning and public policy, spoke to the Voice of San Diego about some of the issues associated with single-family zoning. In San Diego, Mayor Kevin Faulconer is pushing housing reforms that would make it easier for developers to build rent-controlled apartments near transit but would not change the single-family zoning that applies to most of the city. Excluding single-family areas near transit from the program might be politically wise, Monkonnen said, but the collective benefit of allowing more people to live near transit should outweigh the concerns of people who don’t want their neighborhoods to change. “A big problem for California is we have never allowed single-family neighborhoods to change, and so people are overly concerned about what would happen if we did,” he said. Allowing California residents to build four homes on any single-family lot would be a big step toward addressing the state’s housing crisis, he said.


2020 MPP Alumni Fellowship Recipient Sam Lau, MPP & MPH '21

Sam Lau is a third year Master of Public Policy and Master of Public Health candidate at UCLA. He is passionate about improving the quality of public health services for communities of color and using research and data to drive policy change. As a graduate student researcher, Sam has conducted research on the impact of affordable housing investments on the health of  communities most impacted by pollution and has evaluated the quality of care received by Medicare cancer patients. He worked as a health policy intern this past summer at the California Health Benefits Review Program, providing evidence-based analysis to the state legislature on issues related to health insurance benefit mandates. He was also part of the team that won highest honors for their APP on ‘Delivering on California College Promise: Implementing Effective Interventions and Reforms to Ensure Access and Preparation for Community College’.

Prior to graduate school, Sam worked as a research programmer at the Center for Economic and Social Research’s program on Global Aging, Health, and Policy. He also has experience working in economic consulting. In his free time he enjoys rock climbing and trying new desserts.

Brown Bag Talks With Latino Leaders Show Students ‘Where Purpose Meets Passion’ Summer sessions focus on the importance of choosing career paths that make an impact

On Aug. 26, Paul Luna of HELIOS Foundation wrapped up a summer series of brown bag talks that provided guidance to the undergraduate and graduate fellows of the Latino Policy and Politics Initiative at UCLA Luskin.

The sessions, which took place over Zoom this year, continued a tradition in which community leaders connect with the policy initiative’s students to discuss career paths and the importance of making an impact.

“I learned that career trajectories are not often a linear progression but instead a culmination of unexpected turns where purpose meets passion,” said policy fellow Diana Garcia, who is studying for her master of public policy at UCLA Luskin.

The brown bag series “allowed me to expose myself to the plethora of career paths available, which will allow me to give back to my Latino community,” said policy fellow Bryanna Ruiz, a political science and Chicana and Chicano Studies major at UCLA.

Each conversation ended with the same question. Here’s that question and how some of the summer speakers chose to answer:

Q: The fellows are an essential part of UCLA LPPI’s strategy to invest in leaders dedicated to making an impact. Returning to the normalcy we remember is no longer an option. We must reimagine a world that centers the needs of the most vulnerable communities and advocates opportunity for all. In a time that asks that we invest in new leadership, what does leadership look like amid COVID-19 and in a world after COVID-19?

Luis Perez, legal services director, Coalition for Humane Immigrant Rights of Los Angeles (CHIRLA): We’re not talking about helping out individuals anymore, but systemic change. That’s the framing that people need to start adopting. Helping one person at a time has not changed the systems of oppression that we experience. This is the right time to start reframing the model of systemic change. Systemic change, in many ways, reflects policy change. The Supreme Court looks to society’s expectations of one another as much as they are looking into laws. Laws need to reflect what people think, and they change with society. What are the ways in which we can change the system?

Francela Chi de Chinchilla, vice president of partnerships at Equis Labs: There has been a reframing on what work can be and what to value because of this pandemic. There is a lot of writing already on what leadership in a workplace should look like because of COVID-19. I am grateful that the companies I have worked for have recognized the importance of valuing the whole person and work-life balance, but now I have a baby and I can’t work all day long. I have to stop working and take care of her. This time has allowed me to be more patient and forgiving with myself.

Noerena Limón, senior vice president of public policy and industry relations at the National Association of Hispanic Real Estate Professionals: The bolder you are, the farther you’ll get. This is the time where you form coalitions. I have found that the COVID-19 pandemic has allowed me and housing experts to forge some of the best coalition work that I have ever seen happen, because we don’t have to travel to meetings, we are constantly checking in with each other, constantly giving each other the latest information. I would say that we need to ensure that we are working in coalitions and to be bold.

Juan Cartagena, president and general counsel of LatinoJustice PRLDEF: The good news is that there are multiple examples of excellent leadership happening on the ground. I have seen it in a lot of my criminal justice work with LatinoJustice. I have seen people of all age groups create intersectional conversation about the systems. I see incredible promise about immigration enforcement and criminal justice enforcement in the same breath. I encourage it. I promote it. I have a lot of hope because I have always been an optimistic person. I am not going to let the same barriers that challenged who I was when I was young, when I was picked up for no reason by police, challenge my identity. I refuse to let all of those obstacles get in the way of: I know exactly why I’m here. I’m here to help gente. My optimism extends to today. My optimism took a hit with the outrageousness of body after body being killed on tape. But then again, I talk to people, listen to people and promote people that have better ways of analyzing and connecting with others than I do. They give me a lot of hope. Keep doing what you’re doing. Be honest with yourself about your hard work.

Paul J. Luna, president and CEO of HELIOS Foundation: A great leader has a vision for the future and brings a new or clearer vision or understanding, especially during a time when we need one. In times of change and in times that we are living through today, we look to our leaders to bring that vision, to provide that guidance and, with their knowledge and understanding, to help us make the right decisions. Secondly, a great leader understands the present. We cannot have decisions that are being made for political reasons, and not for the general welfare and health for our community and citizens — especially during this pandemic when we know that communities of color and low-income communities are more directly impacted. Thirdly, a great leader has an appreciation for the history and the past and can acknowledge who came before them. For any leader to think that they are uniquely in the position to lead because of who and what they are or how uniquely bright and talented they are — and don’t appreciate that there are people who came before them and who paid dues and made sacrifices so that they can have the opportunity to lead — if they don’t appreciate that, they will never truly be able to lead successfully and into the future. Honor the past and those who came before you, acknowledge their contributions. I would not have gotten to Stanford University if my dad was not willing to work at a copper mine for 45 years. Leadership will look different than it did before, and the people who are given the opportunity to lead will hopefully involve more women and people of color and from different backgrounds. You all reflect and represent the great future.
