Park Studies Effects of Global Warming on Student Learning

Assistant Professor of Public Policy Jisung Park discussed the effect of warming global temperatures on student learning in an NPR interview. Park and his colleagues analyzed data from 10 million U.S. students over 15 years to explore the relationship between climate change and student academic performance. Park found that “students who experience a hotter than average year —  let’s say a year with five more school days above 90 degrees Fahrenheit — appeared to experience reduced learning.” A one-degree-Fahrenheit increase in average temperature in a given year reduces learning on average by around 1%,  he said. But his research showed that the same temperature change disproportionately impacts underrepresented minorities by closer to 2% or 3%. Park added that infrastructure affects student academic performance, explaining that “the effect of heat on learning is much smaller in schools that report having adequate air conditioning.”


Akee Finds High Rate of COVID-19 Infection in Indigenous Populations

Associate Professor of Public Policy Randall Akee was featured in an article on Turtle Talk about his research on the infection rates of COVID-19 on American Indian reservations. Akee joined a team of researchers to investigate the relationship between community and household characteristics and the rate of COVID-19 spread on tribal lands. They found that the rate of COVID-19 cases per 1,000 people was more than four times higher for populations residing on reservations than for the U.S. as a whole. Furthermore, they discovered that COVID-19 cases were more likely to occur in tribal communities with a higher proportion of homes lacking indoor plumbing and less likely to occur in tribal communities where households spoke English only. Akee’s team recommended government action to “strengthen tribal public health and household infrastructure and provide potable water and culturally relevant information” to protect American Indian communities from COVID-19 and future pandemics.


Accuracy Is Crucial in Census Count, Ong Says

Paul Ong, director of the Center for Neighborhood Knowledge at UCLA Luskin, spoke about the importance of accurate census data in guiding how we build cities and communities on the new podcast 2020 Counts. “The census allows us to understand who we are, how we live, where we live,” Ong said. A reliable count is key to understanding issues and inequities that shape policies, interventions and funding priorities — including new investments in public transit and infrastructure that will be in place decades into the future, he said. Ong cautioned that several groups are at risk of being undercounted. “If you are a renter, if you don’t speak English, if you are overly burdened with other aspects of life so you don’t have time or opportunity to fill out that census form, or you feel alienated from the government and society, or are fearful — all these are factors that lead to a lower probability of participating that has a rippling effect,” he said. Ong’s comments begin at the 23:30-minute mark.

Gas Tax Is ‘Absolutely Necessary,’ Wachs Says

Martin Wachs, distinguished professor emeritus of urban planning, spoke to the San Diego news site inewsource about Senate Bill 1, a gas tax  passed in 2017 to improve the condition of California roads. Some communities are unsatisfied with the pace of road repairs, the article noted. But Wachs called the law “a short-term fix that was absolutely necessary.” In the future, he added, different solutions will be needed as fuel mileage rates increase and more people drive electric cars that don’t use gas — two trends that will cut into gas-tax revenue. “We’ll be selling less gasoline in relation to the driving that we do as years go by,” Wachs said.


 

UCLA Study on Plastic Waste in L.A. County Will Inform Ordinance Research shows that recycling is not a panacea for plastic waste problem and finds that reusable alternatives can be cost-effective

A new report by the UCLA Luskin Center for Innovation (LCI) that highlights impacts of plastic production and waste in Los Angeles County will benefit the county in drafting an ordinance addressing plastic waste.

“One of the findings from the report that may surprise Angelenos is that a majority of plastic waste in L.A. County is not currently recycled,” said Gary Gero, the county’s chief sustainability officer. “This is just part of the problem behind the environmental, economic, energy and human-health-related impacts associated with plastic production and waste in L.A. County, which this study clearly reveals.”

The report also analyzes alternative options in food service and singles out single-use plastic food service waste for its outsized representation in litter and its low recycling potential. No facility in L.A. County currently recycles plastic food service ware because of concerns about food contamination and other issues. After a policy change from China in 2018 to limit recyclable waste materials accepted by that country, only #1 and #2 plastics are commonly recycled.

“Fortunately, there are alternatives to plastic containers, cups, straws and ‘sporks’ that make practical and economic sense,” said JR DeShazo, the principal investigator on the study and director of the UCLA Luskin Center for Innovation. “Solutions are on hand, as the report makes abundantly clear.”

Researchers found that compostable ware can reduce environmental impacts as compared to plastic. But the report also explains that a full transition to compostable ware across the region would need to be approached carefully.

For one, it would require an expansion of the currently limited composting infrastructure in L.A. County. Fortunately, state regulations are in place to mandate this expansion over the next few years and the county is actively working toward meeting those state targets. In addition, a larger transition to compostable ware would require thoughtful consideration of materials in order to select products with a lower lifetime environmental impact as compared to plastic. Compostable products that are 100% fiber-based without chemical treatment produce the best environmental outcome.

No disposable ware can beat the environmental footprint of reusable food service ware, researchers found. Moving to reusables in place of disposables represents a large shift for many food vendors, with higher up-front costs but lower expenditures over time.

The fiscal break-even point for businesses can generally occur within the first year of transition, with direct cost savings for businesses afterward totaling thousands of dollars per year, according to the study.

“It was heartening to see the conclusions related to economic impacts of moving our businesses to more sustainable materials,” Gero said. “It’s also relatively easy for us, as individuals, to do something about it — like bringing our own cups, straws and utensils when we dine at a fast-service type of restaurant.”

In California, 135 cities and counties have adopted ordinances related to single-use plastic reduction. Researchers interviewed officials from eight of those cities, mostly in L.A. County.

The experiences of these jurisdictions indicate that policies restricting plastics have been effective at reducing the adverse impacts of plastic waste with no reported negative economic impacts. These jurisdictions have provided avenues for vendors to claim exemptions for financial hardship, but the rate at which vendors have applied for such exemptions is very low, the study notes.

The Los Angeles County Chief Sustainability Office commissioned the study, per a motion by county supervisors directing the office to contract with UCLA to study the issue of plastic waste, processing, recyclability and alternatives in the county. The motion came after supervisors earlier in 2019 approved the OurCounty Sustainability Plan, a comprehensive approach to help L.A. County transition to a more sustainable future through actions that include plastic waste reduction.  The county plans to release its draft ordinance later in 2020.

 

More Lanes Does Not Mean Less Congestion, Manville Says

Michael Manville, associate professor of urban planning, spoke to WWJ Radio’s The Break Down: Road Work Ahead about the impact of deteriorating infrastructure on traffic congestion. Governments cannot keep up with road repairs, and adding more lanes has proven to be ineffective, the podcast noted. In Los Angeles, an additional lane was added to Interstate 405 in the hopes of alleviating congestion. This project ultimately failed, which was “actually entirely predictable,” Manville said. “Anything that you’re doing to try and add capacity will not reduce congestion,” he said, explaining that adding lanes simply attracts more drivers. “It lowers the price in time of using the road, and you can’t reduce congestion by making driving on a busy road at a busy time less expensive. It becomes fundamentally self-undermining,” he said.


 

Manville on Public Transit Investment and Ridership Trends

In a San Diego Union-Tribune article about the city’s new high-speed rail proposal, Michael Manville, associate professor of urban planning, highlighted the challenges of implementing public transportation improvements in cities primarily designed for automobile travel. San Diego recently proposed two tax increases to fund billions of dollars in bus and rail investments, but experts worry that it will follow the example of cities like Atlanta, Houston and Los Angeles, which invested heavily in public transit only to lose riders. Manville describes Los Angeles as a “cautionary tale,” explaining that “you can’t take a region that is overwhelmingly designed to facilitate automobile travel and change the way people move around just by laying some rail tracks over it.” To avoid decreases in ridership, transportation experts recommend making it harder to drive by eliminating street parking, ending freeway expansions, limiting suburban home construction and implementing policies like congestion pricing.


Kaplan on Infrastructure for Suicide Prevention

In a Santa Monica Daily Press article, professor of social welfare Mark Kaplan discussed strategies for suicide prevention. Since September 2018, five people have taken or attempted to take their own lives in parking structures in downtown Santa Monica. Experts have found that barriers, cameras and signage can serve as prevention measures in parking structures. “It’s often an impulsive act, and there’s research showing that people think twice if there’s a barrier,” Kaplan explained. “That doesn’t mean people won’t go elsewhere or take their own lives some other way, but you can at least erect barriers that reduce the possibility of this happening again.” Those struggling with suicidal thoughts can call the U.S. National Suicide Prevention Lifeline at 800-273-TALK (8255) or chat online.


Visiting Scholar Has His Eyes on the Road — Literally — in Search of Wildfire Impacts Climate adaption expert Mikhail Chester focuses on infrastructure vulnerabilities in a changing environment

For the next year, the Institute of Transportation Studies at UCLA Luskin will benefit from the research and expertise of a climate adaptation specialist.

Mikhail Chester, an associate professor of civil engineering at Arizona State University, has joined the institute as a visiting scholar, focusing his yearlong appointment on studying infrastructure vulnerabilities in a changing environment.

Specifically, Chester will study how roads are vulnerable to wildfires.

“Roads are not designed for the worsening conditions of climate change,” Chester said.

The old, conventional thinking about this problem was to map the hazards: Where will it be hotter? Where will it flood? Where do the roads and bridges intersect?

“Infrastructure are not fragile, brittle things. They’re tough,” he said. “What I’ve been trying to do is shine a light on how we can think more critically about what ‘vulnerability’ means.”

Last year, California experienced its largest and deadliest wildfire season. And despite a wet winter, the state is again braced for an active wildfire season spurred by rising heat and driven by winds.

In recent years, Californians have seen wildfires burn near, and eventually cross, freeways.

And yet, “for the most part, the asphalt is OK,” Chester said. “It turns out the biggest danger to roads is after the wildfire.”

A fire will burn up vegetation, creating ground debris. It will also shift the soil chemistry, making it less likely to absorb water. The two can combine to disastrous effects following heavy rains. In what has become a routine post-wildfire concern, rocks, mud and other debris flow down hillsides left barren from recent fires and wreak havoc on roadways and other infrastructure.

While at UCLA, Chester ― who hopes to engage with professionals across multiple campus disciplines, such as urban planning, engineering, climate science and public health ― plans to connect the state’s fire forecasts and transportation infrastructure with various environmental indicators, like terrain, vegetation and soil characteristics.

“When you connect the dots and put all these things together, ideally, you come up with a better way of characterizing vulnerability,” Chester said.

Once the risks are identified, local officials and policymakers can draft an array of responses ranging from strengthening infrastructure and managing forests to detouring traffic away from vulnerable roadways.

A civil engineer with a public policy background, Chester is a leading researcher on the interface between infrastructure and urbanization. His work on the environmental impact of transportation looks beyond tailpipe emissions to assess the role of roads, fuel supply chains and manufacturing.

In Arizona, with high temperatures and flash flooding, he has explored climate adaptation and resilience. He is also currently involved in an interdisciplinary study with UCLA on the sun and heat exposure a person experiences in their day-to-day travels.

All of this work, as Chester explains, is the groundwork for a larger question: How will we manage infrastructure for the next 100 years?

The world is rapidly changing and new technology constantly emerging. People will continue to demand more from an infrastructure that is rigid and not designed to quickly and efficiently accommodate changes such as, for example, autonomous vehicles.

“I think we are woefully unprepared for how we manage infrastructure or how we think about the problem,” said Chester, whose work aims to reimagine these concepts for the 21st century and beyond.

“We are so stuck with the status quo that I’m worried whether or not we can make substantive change fast enough. I think as infrastructure professionals ― planners and engineers ― if we can’t recognize issues and make changes, we’re going to be irrelevant.”

Loukaitou-Sideris and Wachs on High-Speed Rail Project

An Agence France-Presse story featured comments by Anastasia Loukaitou-Sideris, professor of urban planning, and Martin Wachs, professor emeritus of urban planning, on the status of California’s high-speed rail project. The original plan to connect Los Angeles and San Francisco was revised by Gov. Gavin Newsom in February to link Merced and Bakersfield instead, a distance only a third of the originally planned route. Construction delays and unexpected budget increases have prompted criticism of the “train to nowhere.” Loukaitou-Sideris weighed in on the curtailed route. “It absolutely does not make sense,” she said. “Any transit project needs big [urban] centers as origins and destinations, and so to have something like that … all but kills the project.” Wachs agreed, arguing that “California should have capitalized on its existing rail network, including that currently dedicated to freight.” The AFP story was picked up by several news outlets, including Yahoo! News and Daily Mail.
