Examining an Issue from Every Side Urban Planning students enrolled in Community Scholars and Comprehensive Project efforts work together to tackle problems of significant scope and complexity

As the curtain lifts on another academic year at the UCLA Luskin School of Public Affairs, second-year Master of Urban and Regional Planning (MURP) students enrolled in one of two group efforts begin to tackle a major planning issue from multiple angles.

Listening, learning, analyzing, synthesizing and debating, the students enrolled in the Community Scholars and Comprehensive Project options will unite by graduation time to produce a shared vision of how best to address a challenge of significant scope and scale.

Exactly how comprehensive are these projects? Here’s the tally from last year:

  • 29 Urban Planning students (now alumni)
  • 20-plus weeks of class instruction
  • 545 total pages (256 pages in one report, 289 in the other)
  • 172 charts, tables, illustrations, infographics and complex data maps
  • dozens of photographs (including a few shot by a drone camera high overhead)
  • hundreds of emails, texts, phone calls and face-to-face sessions

Both of these group efforts are popular among students despite the workload, said Alexis Oberlander, graduate adviser in Urban Planning. In fact, an application and acceptance process is necessary to limit enrollment to a manageable number of about 15 for each.

“Comprehensive projects are more realistic to what it’s like in a professional setting,” Oberlander said of the difference between the group efforts and individual client projects pursued by other MURP students. In the professional world, “You don’t really do anything alone most of the time.”

The group efforts are similar in scope, complexity and instructional approach, but Community Scholars and the Comprehensive Project have key differences.

Community Scholars is a joint initiative of UCLA Luskin and the UCLA Center for Labor Research and Education that has been tackling issues related to jobs, wages and worker rights since 1991. UCLA’s Department of African American Studies was involved in 2016-17 too, joining an effort on behalf of the Los Angeles Black Worker Center to produce a report that reflects broad social concerns: “Black Liberation in Los Angeles: Building Power Through Women’s Wellness, Cooperative Work, and Transit Equity.”

“The idea is that students actually get to take the class with activists from the communities who are trying to accomplish the same things but need the guidance of an academic program,” Oberlander said. “And the students need the guidance of activists. So they learn from each other.”

Conversely, the annual Comprehensive Project is managed solely within Urban Planning. The 2016-17 team prepared a report for the Urban Waters Federal Partnership, which was titled, “Lower LA River Revitalization: An Inclusive Approach to Planning, Implementation, and Community Engagement.”

From concept to completion, a typical Comprehensive Project can stretch over a year or more. Oberlander pointed out that students entering the Luskin School in the fall will decide just six months later whether to register for the next Comprehensive Project, which won’t wrap up until more than a year later.

Thus, now is the time for potential client partners to step forward. “You can come to Luskin and you can get really great research for a third of the cost to hire somebody,” she noted.

The end of an academic year is often a hectic time for Comprehensive Project students. For example, the final presentation to the Community Economics, Health, and Equity Committee of the Lower LA River Working Group was on June 8, 2017. A final (more comprehensive) on-campus presentation took place June 13, 2017, just two days before Commencement.

Public presentations are also typical of Community Scholars. On June 17, 2017, the students gathered at Holman United Methodist Church in South Los Angeles for a rousing public review and reflection on what they had accomplished together.

“It is phenomenal to have the privilege to spend 20 weeks in a room with other organizers and thought leaders who are every day experimenting and making change on the front lines for black workers and black working class families,” said the UCLA Labor Center’s Lola Smallwood Cuevas, the 2016-17 project director.

“We didn’t solve the black jobs crisis in this 20 weeks,” she continued. “But what we did do was create the opportunity for us to get closer, to build the relationships, to build an analysis that will help us shape and continue to hone those definitions and our work together moving forward.”

Their report, which like other student research from UCLA Luskin Urban Planning students can be viewed online, focused on three aspects directly related to African American workers in Los Angeles:

  • a curriculum on trauma-informed self-care for women served by the Black Workers Center;
  • a feasibility study for a cooperatively owned jobs services center;
  • a mobility study of the Slauson Corridor that paid particular attention to the intersection of Slauson and Western avenues, which a collision analysis found to be among L.A.’s most dangerous traffic locations.

Marque Vestal, a PhD student in history who served as a teaching assistant for Community Scholars, noted that the effort was about more than simply doing great research. While studying under Smallwood Cuevas, UCLA Luskin’s Gilda Haas and Gaye Theresa Johnson of UCLA African American Studies, the students examined issues of race, equality and empowerment through the black radical tradition.

“We suspected that something special would be crafted in that room because every week the laughter amid the planning got louder,” Vestal recalled during the presentation. “So we are here today to share that harvest of laughter and planning.”

“And there’s always the people who rise to the top with any group project who end up being the leaders,” Oberlander said. “They are usually the ones who are still working till August after they have graduated, making sure the client has exactly what they need.”

The instructor of the L.A. River project was Diana Varat JD/MA UP ’08, a planner and attorney who was part of the Luskin School’s adjunct faculty for the year. A rotating instructor approach is used for Community Scholars too. In 2015-16, UCLA Luskin’s Goetz Wolff led an analysis of the distribution of goods in Southern California that went on to win a national applied research award.

For the L.A. River project, students looked at gentrification, access and community impacts as part of their detailed analysis of the potential pitfalls of redeveloping the Lower Los Angeles River that runs through 14 cities from Vernon to Long Beach.

“As the potential of the Lower L.A. River becomes more clear, communities along the river are at a critical juncture,” said Alex Linz MURP ’17 during concluding remarks. “By committing to sustained community engagement and empowerment, river-adjacent cities have an excellent opportunity to showcase the Lower L.A. River both as a local and regional reflection of community pride.”

For 2017-18, the Comprehensive Project team will work with Distinguished Professor Emeritus Martin Wachs on the issue of transit-oriented development. Community Scholars will tackle homelessness and housing.

 

Bringing Experience, Expertise to Problem-Solving Professions Four scholars join UCLA Luskin’s faculty in Public Policy, Social Welfare and Urban Planning

Four new faculty members will add a wide range of knowledge and expertise to the world-class faculty of UCLA’s Luskin School of Public Affairs, as of the 2017-18 academic year.

The four will expand research and teaching in public policy, social welfare and urban planning at the Luskin School, with expertise in areas including housing and spatial inequality, labor and human capital impacts of climate change, health disparities for marginalized populations, and youth and urban violence.

Kenya Covington, who has experience teaching undergraduate and graduate courses at Luskin, was officially appointed to Public Policy in July. She has taught courses at Luskin on housing policy, research methods, forces of urbanization, social inequality and urban poverty. This summer, Covington completed her second online version of the school’s popular undergraduate introductory public affairs course, which she developed. The course is a requirement for the public affairs minor.

Covington, a former longtime professor of urban studies and planning — and 2015 Distinguished Teacher of the Year — at California State University, Northridge, studies social and economic inequality associated with the structural makeup of metropolitan areas. Her work suggests ways to better utilize social and urban policies that likely mitigate disparities in economic opportunity. Covington earned her Ph.D. in public policy from the University of Maryland, Baltimore County.

Latoya Small joins Luskin Social Welfare as an assistant professor from her former appointment at the University of North Carolina, Chapel Hill School of Social Work. Her research addresses health disparities and social justice issues for marginalized populations at the intersection of poverty, mental health and behavioral health. In her work related to HIV, women and children, she has looked at ways to empower HIV-infected youth in South Africa to maintain their medicine regimes and promote the avoidance of risky behaviors, while encouraging family participation in their health care.

Small earned her Ph.D. at New York University Silver School Of Social Work.

Karen Umemoto, formerly of the University of Hawai’i at Manoa, is expected to hold a joint appointment with Urban Planning at Luskin and the Asian American Studies Department. Umemoto, who holds a doctorate in urban studies from the Massachusetts Institute of Technology, focuses her teaching and research on planning and governance in multicultural societies, race and ethnic relations, youth and urban violence, and community building.

At the University of Hawai’i, Umemoto taught courses on public policy and planning theory, community planning, community-based economic development, diversity and multiculturalism in planning, and qualitative methods and evaluation.

Jisung Park will join Public Policy as an assistant professor in January 2018. Park will also be a member of the faculty of UCLA’s Fielding School of Public Health. His research agenda includes the labor and human capital impacts of climate change, the prospects for long-run climate adaptation, and environmental determinants of economic mobility.

Park, a Rhodes Scholar, earned his Ph.D. in economics from Harvard University, where he is currently a postdoctoral fellow at the Kennedy School of Government. He has taught courses at the undergraduate and graduate level on American economic policy, and environmental economics and policy.

“Such an exceptional group of new faculty will bring tremendous opportunities and expertise to the Luskin School and our students,” Dean Gary Segura said in announcing the new faculty. “All three departments will benefit from these new colleagues and their path-breaking research and pedagogy.”

Getting an Early Start on Social Welfare Lessons Master of Social Welfare graduates share advice with incoming UCLA Luskin students who will be serving vulnerable clients and populations

Even before the fall quarter had begun, the new class of first-year UCLA Luskin Social Welfare master’s students was already learning the lessons that will become the foundation of future careers in social work.

“Ten years ago I was sitting exactly where you are,” said Tara Chandler MSW ’09, now a social worker in mental health care, as she and a panel of recent Luskin grads shared practical advice about their roles as mandated reporters for the children, families, senior citizens, dependent adults and others they serve as professional social work practitioners.

The seminar for the incoming cohort of Social Welfare students was one of two half-day sessions designed to help students understand the role of social work and their mandated obligations when working with clients and families, said Michelle Talley, a field education faculty member at the UCLA Luskin School of Public Affairs who works with first- and second-year students.

Joining Chandler were Luskin Social Welfare alumnae Bridgette Amador ’11, Aiyanna Rios ’08, Malena French ’11 and Jolene Hui ’11, all of whom have moved up to positions as administrators and supervisors “in record time,” Talley said. In addition, Hui, who spoke on ethics and confidentiality issues, is director of membership for the California chapter of the National Association of Social Workers, which governs the School’s MSW program, Talley said.

Session topics included mandated reporting of child abuse and elder abuse, domestic violence, suicide, and related legal responsibilities. The idea is to support students who had already begun internships a month before school begins, Talley said. “This is to help students, as they may encounter issues directly or indirectly at their placement,” she said, explaining that students participate in several modules to help them understand complex social justice issues.

The new cohort brings a broad range of experiences to the programs. On average, most of the students have one to three years of experience — either as volunteers or working in a service capacity, Talley said. This includes participation in research studies on adolescent and social anxiety, working with children and older adults, as well as working with a mental health agency providing case management services. Some of the students come from careers in teaching or law, or even as a behavior specialist, working with children with special needs and their families.

For UCLA Luskin student Tina Nguyen, who will be interning in a mental health setting in Los Angeles, the sessions served as a helpful refresher.

“For people who have worked with children or in mental health, you see that daily, so what they are talking about is very effective,” said the Orange County resident who has worked with children and adults in a nonprofit organization.

First-year student Brian Stefan said he was encouraged by the alumni presentations and plans to use his MSW to continue working in suicide prevention, outreach and education in the Los Angeles area. The L.A. native has had previous experience as a volunteer and a staff shift supervisor for a suicide prevention center. Stefan has also done volunteer work as a co-leader for a grief support agency and for the L.A. Mayor’s Office Crisis Response Team.

“The speakers sharing their passion and commitment to the social welfare field is inspiring,” Stefan said. “It’s amazing how much can be done with a Master of Social Welfare [degree] at UCLA.”

 

Tackling the Resource Curse UCLA researchers launch the Project on Resources, Development, and Governance to design policies in countries where corruption, conflict undercut natural abundance

For three UCLA scholars, it just didn’t add up. Why do so many people who live in developing countries with an abundance of natural resources struggle in poverty every day?

“You would think that it’s a simple thing to take wealth that’s underneath the ground and turn it into wealth on top of the ground for everybody to share,” said Michael Ross, a professor of political science at UCLA. “But we know from studying countries around the world that that very rarely happens.”

Social scientists call it the resource curse, and it’s one of the reasons why Ross and two UCLA colleagues, UCLA Luskin’s Darin Christensen and political science faculty member Graeme Blair, have created the Project on Resources, Development, and Governance (PRDG), a network of social scientists, policymakers, nongovernmental organizations and industry representatives dedicated to finding policies that promote welfare, peace and accountability in resource-rich countries.

“For the past 15 years or so, I have been living in two worlds,” Ross said. “One is an academic world where I do research and I speak to some of the smartest young social scientists in the world who are studying the problems of developing countries. In the other world, I’m sitting around the table with policymakers who are worried about how to fix a problem called the resource curse.”

About three dozen countries in the low- and middle-income world are economically dependent on oil, gas and mining, but they all seem to struggle despite the riches provided by the resources. Those countries include Angola, Kenya, Uganda, Peru, Ecuador, Venezuela, Bolivia, Indonesia, East Timor and Kazakhstan.

“They tend to be conflict-ridden,” Ross said. “There are protests, there’s pollution, there are civil wars around these projects.” There’s also plenty of corruption, with many of the countries in economic turmoil because of bribery and other issues in regions of exceptional resource wealth, such as mining areas.

“There are so many opportunities for corruption, and politicians are a whole lot less responsive to the people and a whole lot more concerned with siphoning off money for their own bank accounts overseas,” Ross said.

Finding solutions to these challenging issues won’t be easy.

“We have a generation of super-smart young political scientists and economists who are interested in this problem,” Ross said. “Our project is designed to bring together the smartest sort of leading-edge people in political science and economics with the policymakers who are dealing with these problems on a day-to-day level.”

That mission officially begins Sept. 21-22, 2017, with the first PRDG summit at the Luskin Conference Center on the UCLA campus. Researchers and policymakers from UCLA, the World Bank, Barnard College, the University of Pittsburgh, the Natural Resource Governance Institute and many other organizations and universities will make presentations and discuss issues that range from creating successful research-policy partnerships to the research priorities of funders.

The September conference at UCLA was generously funded by the Luskin Center for Innovation, Natural Resource Governance Institute, the William and Flora Hewlett Foundation, the Burkle Center and UCLA’s Political Science Department. The initiative also recently received a one-year, $600,000 grant from the William and Flora Hewlett Foundation to support additional workshops in Washington, D.C., and Accra, Ghana, and the research partnerships that emerge from these meetings.

“One of the important parts of PRDG is the effort to bring in local researchers,” said Blair, assistant professor of political science at UCLA. “We want to provide training in modern social science research methods, and to provide learning-while-doing at matchmaking workshops where we bring together academics, policymakers and practitioners.”

Providing guidance on policy issues is Christensen, assistant professor of public policy at the UCLA Luskin School of Public Affairs. “I think policy plays an essential role in this PRDG initiative,” Christensen said. “What PRDG is trying to do is bring policymakers and academics around the same table and allow policymakers to propose solutions and team up with researchers who can go to the field and determine whether these new initiatives are actually helping root out the corruption or address the grievances that often accompany these big mining, oil and gas projects.”

PRDG’s short-term goals include generating a series of new research projects on solutions to problems faced in resource-rich countries, bringing together researchers, policymakers and practitioners. “Another goal is to start joint learning exercises where we go out into the field and try to help build research into their existing program,” Blair said.

In the long term, the UCLA researchers are hoping that the conversation about these issues becomes circular — the research feeds back into the policymaking conversation, which generates new questions the researchers can tackle.

“We want to figure out ways to make a difference, and find ways to fix this problem,” Ross said.

UCLA Luskin Public Policy Professor Named a Brookings Institution Fellow Randall Akee is among the first class of scholars and experts awarded two-year terms as David M. Rubenstein Fellows

For Randall Akee, conducting research with restricted-use U.S. Census data has meant time-consuming travel back and forth across the country to Washington.

But a two-year residence in the nation’s capital as a Brookings Institution Fellow starting in September 2017 will allow the assistant professor of public policy at the UCLA Luskin School of Public Affairs to spend more time working on issues of income inequality across racial and ethnic categories. While there, he will also collaborate with a number of Washington-based American Indian, Alaska Native and Native Hawaiian organizations, including the National Congress of American Indians.

“It will also, hopefully, foster additional collaboration with agencies that collect data on these populations,” said Akee, citing the Indian Health Service and the Department of the Interior.

Akee, who also holds an appointment in American Indian Studies at UCLA, is among 10 outstanding early- and mid-career scholars and experts selected for the inaugural class of the Brooking Institution’s David M. Rubenstein Fellows. The new fellows will focus on one or more of Brookings’ five research programs. These include economic studies, where Akee will be positioned, as well as governance studies, foreign policy, metropolitan policy, and global economy and development.

The program is funded by a multimillion-dollar gift from Rubenstein, co-chair of the Brookings board of trustees, and co-founder and chief executive officer of the Carlyle Group.

“I believe strongly not just in Brookings’ work to improve governance locally, nationally and globally, but in the Institution’s commitment to fostering diverse thinking in the ranks of public policy researchers and practitioners,” Rubenstein said in announcing the new fellowship program in March 2017. “Finding solutions to the complex challenges we face requires new and innovative thinking that reflects a variety of perspectives, disciplines and experiences.”

In addition to conducting in-depth research and analysis, fellows will have the opportunity to learn about advanced communication tools designed to maximize both the reach and impact of their scholarship. Akee said he is looking forward to working with the century-old nonprofit public policy organization’s experts and staff on research dissemination techniques and methods.

“Overall, I expect it to be a very productive time,” said Akee, who is also a faculty research fellow at the National Bureau of Economic Research and the Harvard Project on American Indian Economic Development, as well as a number of organizations and institutes focused on his interests in labor economics, economic development and migration.

Immigration Experts Call for Unity to Protect Dreamers Panelists shared their experiences at launch event for latest issue of UCLA Blueprint magazine

As the country reckons with President Donald Trump’s decision to end the Deferred Action for Childhood Arrivals program, expert panelists discussing immigration at a UCLA event Sept. 12, 2017, noted that now is the time for everyone who supports immigration reform to advocate for legislation that would protect those who are undocumented.

“I feel 100 percent protected at this point,” said Marcela Zhou, a UCLA medical student who is undocumented, as part of the discussion held at the Cross Campus gathering space in downtown Los Angeles. “But we really need the support from the community to continue fighting.”

Zhou was speaking as part of “Public Discussion: L.A. Leaders on Immigration and Civic Action,” which included immigration experts from UCLA and beyond, all trying to make sense of what transpired a week ago and what needs to be done now.

Hosted by the policy magazine UCLA Blueprint, in conjunction with the UCLA Luskin School of Public Affairs and UCLA Advocacy, the discussion featured Abel Valenzuela, professor of urban planning at UCLA Luskin and director of the UCLA Institute for Research on Labor and Employment; Dae Joong Yoon, executive director of the National Korean American Service and Education Consortium; Maria Elena Durazo, longtime Los Angeles labor leader and immigration activist; and Zhou. Blueprint editor-in-chief Jim Newton, who is also a lecturer in public policy at UCLA Luskin, moderated.

On Sept. 5, 2017, the Trump administration announced its decision to rescind DACA in six months, a move that would affect nearly 800,000 young adults across the country. These people, who are often called Dreamers, were typically brought to the United States as children, and have worked to gain access to higher education and a job, while maintaining a clean legal record (no felonies or major misdemeanors).

Valenzuela, who is also a professor of Chicana and Chicano studies, and has authored numerous work on day labor and immigrant labor markets, lamented that it “took years to get [President Barack] Obama to finally change his mind” and create DACA. Rescinding the order is “not politics as usual in any way,” he said.

Durazo’s experience has spanned decades, working in the hotel employees and restaurant employees union back in 1983, and then as the vice president for UNITE HERE International Union. In 2003 she became national director of the Immigrant Workers’ Freedom Ride, a campaign to address immigration laws, and from 2006 to 2015 she was the first woman elected executive secretary-treasurer of the Los Angeles County Federation of Labor.

All that experience leads her to the belief that the public needs to examine the immigration issue beyond just the current administration.

Despite their concerns, the panelists implored the crowd to remain positive. The event comes on the heels of a push by UC system leadership to convince members of the House and Senate from California to get an immigration reform bill through Congress.

Yoon just returned from a 22-day vigil in front of the White House. There, he spoke to many non-immigrants. Yoon said he was hopeful because many were able to open up their minds on the issue.

He was part of the founding of the National Korean American Service and Education Consortium in 1994, with successful campaigns including the “Justice for Immigrants” Washington Post ad campaign that opposed anti-immigration legislation. Now, efforts must be focused on Congress to pass comprehensive immigration reform that protects those eligible for DACA.

“It’s their lives and future, and that future is in danger,” Yoon said. “This is a great opportunity to really pass the DREAM Act.”

Durazo called for business and education leaders to amplify the message of Dreamers and comprehensive immigration reform.

In the spring, UCLA Chancellor Gene Block formed an Immigration Advisory Council, on which Valenzuela serves, and the campus and UC system have supported immigrant students.

“There’s a lot we can do,” Valenzuela said. “Their history on our campus is real.” The council will continue to do what it can to mitigate fallout from federal immigration decisions, he added.

For the civically minded in the crowd, the panelists said there is no time like the present.

“Organizing at the street level is what I think is the next answer,” Valenzuela said.

“We’ve been on the defense for so long,” Yoon said. “Now we have something we want to push for.”

To change the narrative on DACA and immigration issues, Zhou said everyone can contribute, and that “organizing is huge.” Think about the terms you use when discussing these issues, she said.

“I am sort of the medical student people talk about positively in their narrative,” but what about field workers and others, she wondered.

Zhou, who was born in Mexicali, Baja California, Mexico, but to Chinese parents, moved to Calexico, California. when she was 12. Her story defies easy categorization — 100 percent Chinese, but a native Spanish speaker.

Zhou questioned why it was easy for her as someone who looks Asian to walk along checkpoints, even though she’s also from Mexico.

Durazo said she has been out in the community providing resources, including pamphlets detailing how to deal with Immigration and Customs Enforcement agents. She noted that anyone can do something, for example learning to help with citizenship tests. “Everyone here can be a volunteer in providing these services. The push is to not settle for anything less.”

Dean’s Message on DACA Decision 'You are not alone in this,' Segura writes in support of any undocumented Luskin students 

Friends, Colleagues, Alumni and Students:

I am heartsick to hear the announcement from the Trump administration that DACA will be ending unless there is some congressional action in the coming months. This decision flies in the face of good policy, the best interests of the United States, our moral obligations to one another, and simple human decency.  In the long run, my sincere hope and expectation is that this decision will not stand, that our society will move forward toward a more reasonable and just outcome for these young people and, indeed, all members of our society whose status is an obstacle to a fuller and more complete participation in our economy and institutions. In the interim, we face a period of uncertainty, and for this I am deeply sorry.

For now, I want to make several things perfectly clear. First, to every undocumented Luskin student, you have my support. You are not alone in this, and I will continue my work (within the University and elsewhere) to push back on this odious turn in federal policy.  Second, every Luskin student has my personal commitment to protect your privacy and educational records, consistent with U.S. law and the principles outlined by the UC-system in response to these events. Third, all of us have a special duty, in these circumstances, to redouble our efforts toward helping families and communities cope with the challenges presented by these and other events. And finally, know that your work and training are not in vain. Rather, it is in these moments that the tools of social science and a commitment to human well-being are in greatest demand.

I hope, in the near future, I will be able to address you with better news on this critical issue. Until then, to the ‘Dreamers’ among us — I will continue to admire your strength, your resilience, and your immense capacity to make change in this society.

New Sources, Innovative Applications of Big Data Explored at Conference UCLA Luskin Center for Innovation researchers demonstrate how digital technology is transforming humans into sensors that generate behavioral data on an unprecedented scale

If your 2016 Thanksgiving dinner was shorter than usual, the turkey on your dining table may not have been to blame.

Who you had dinner with and their political affiliations following last year’s divisive election may have shortened the holiday get-together by about 25 minutes — or up to an hour depending on how many campaign/political messages saturated your market area. It’s all in the data.

“It’s not that conservatives and [liberals] don’t like eating Thanksgiving dinner with each other;  they don’t like eating Thanksgiving dinner together after an incredibly polarizing period,” said Keith Chen, associate professor of economics at the UCLA Anderson School of Management. Chen was among a group of scholars and data researchers who presented recent findings on Aug. 25, 2017, at a daylong conference about computational social science and digital technology hosted by the UCLA Luskin Center for Innovation.

Information gleaned from social media and from cellphone tracking data can reveal and confirm political polarization and other topics, such as poverty or protest, said researchers who gathered at the “The Future of Humans as Sensors” conference held at the UCLA Luskin School of Public Affairs.

The event brought together social scientists and data researchers to look for “ways to either extend what we can do with existing data sets or explore new sources of ‘big data,’” said Zachary Steinert-Threlkeld, assistant professor of public policy at UCLA Luskin and the leader of the program.

Steinert-Threlkeld presented his latest research, which was motivated by the Women’s March in the United States, as an example of measuring protest with new data sources that include geo-located Twitter accounts. While conducting research, Steinert-Threlkeld has observed that working with social media data has actually become more difficult of late.

“While Facebook lets you use data from profiles that are public, most people have private profiles,” Steinert-Threlkeld said. Seeing private data requires researchers to work directly with Facebook, which has become more cautious in the wake of a controversial 2014 paper, thus impacting what scholars can publish. In addition, Instagram previously provided much more data, but since 2016 it has followed the Facebook model and that data has been severely restricted despite Instagram’s norm of having public profiles, he said.

“This workshop will discuss how ‘humans as sensors’ can continue to yield productive research agendas,” Steinert-Threlkeld told conference attendees.

Talking about new and innovative ways to do this, Michael Macy, a sociologist and director of the Social Dynamics Laboratory at Cornell, began his presentation by pointing out the innate difficulties of observing human behavior and social interaction, as well as both the potential and the limitations of social media data.

“There are privacy concerns; the interactions are fleeting. You have to be right there at the time when it happens.” He added, “They’re usually behind closed doors, and the number of interactions increases exponentially with the size of the population.”

But, Macy said, new technologies in various scientific fields have opened up research opportunities that were previously inaccessible.

“We can see things that we could never see before. In fact, not only can we see things, the web sees everything and it forgets nothing.”

He tempered the potential of digital data with the fact that for the past several decades the main instrument of social science observation has been the survey, which comes with its own limitations, including unreliability when people recount their own behavior or rely on memories of past events. But, he said, “In some ways I see these social media data as being really nicely complementary with the survey. They have offsetting strengths and weaknesses.”

Macy provided examples of ways that tracking of political polarization can be done, not by looking at extreme positions on a single issue but by inferring positions on one issue by knowing the position that individuals hold on another. This can range from their choices of books on politics and science to their preferences for cars, fast food and music.

“The method seems to recover something real about political alignments … political alignment can be inferred from those purchases, and then we can look to see what else they’re purchasing,” Macy said.

“What I think we’re really looking at is not the era of explanation, at least for now … it’s the era of measurement, and what we are now able to do is to test theories that we could not test before because we can see things that we could not see before.”

The day’s presentations also included the ways in which data can be used to provide rapid policy evaluation with targeted crowds and how demographic sampling weights from Twitter data could be used to improve public opinion estimates. Data could also help fight poverty worldwide.

The world seems awash in information and data, but “most of world doesn’t live in a data-rich environment,” said presenter Joshua Blumemstock, an assistant professor at U.C. Berkeley’s School of Information and director of the school’s Data-Intensive Development Lab.

“You can use Twitter data to measure unemployment in Spain. The problem is that these methods don’t port very well in developing countries,” Blumenstock said. “There’s these big black holes in Africa for Twitter.”

Blumenstock discussed how data from billions of mobile phone calls in countries such as Rwanda could be used in conjunction with survey data to create a composite of where individuals fall on the socioeconomic spectrum. In turn, the information collected could be “aggregated up” to a much larger regional or national level.

“And when you aggregate up, you start to get things that might be conceivably useful to someone doing research or some policymaker,” such as being able to respond instantaneously to economic shocks, Blumenstock said. In addition, instead of costing millions of dollars and taking years, he said this methodology could potentially cost thousands of dollars and be conducted in weeks or months.

“For researchers like me who are interested in understanding the causes and consequences of poverty … just measuring the poverty is the first step. For people designing policy for these countries, their hands are tied if they don’t even know where poverty is,” Blumenstock explained. “It’s hard to think about how to fix it.”

 

 

 

Dean Gary Segura Named Vice President of American Political Science Association APSA is the largest association of political scientists, with more than 12,000 members. It promotes scholarly research and teaching in politics and government.

Gary Segura, dean of the UCLA Luskin School of Public Affairs, has been named vice president of the American Political Science Association (APSA), the leading professional organization for the study of political science.

Segura assumed the one-year leadership post at the annual meeting of APSA held Aug. 31–Sept. 3 in San Francisco. Previously, he served on the Executive Council of APSA – the organization’s governing body – and also was past president of the Midwest Political Science Association and Western Political Science Association.

“It has been my privilege to serve on the Executive Council in the past, and I have great affection for the association and the work it does,” said Segura, who also holds academic appointments in public policy and Chicana/o studies at UCLA.

ASPA, founded in 1903, has more than 12,000 members representing more than 80 countries and promotes scholarly research and teaching in politics and government. The organization is the largest association of political scientists and publishes a number of peer-reviewed political science journals, including American Political Science Review.

“I am honored to have been elected vice president and am looking forward to helping guide the association in the coming year,” said Segura, who joined the Luskin School as dean in January 2017.

Prior to coming to Luskin, Segura was the Morris M. Doyle Centennial Professor of Public Policy, professor of political science, and professor and former chair of Chicana/o–Latina/o studies at Stanford University, where he also served as director of the Center for American Democracy and director of the Institute on the Politics of Inequality, Race and Ethnicity.

 

Study Tracks College Enrollment Rate of LAUSD Graduates Research team led by UCLA Luskin Public Policy scholar, in collaboration with the Los Angeles Education Research Institute, also examines how L.A. schools prepare students for enrollment in higher-education institutions

In the first comprehensive analysis of college enrollment of Los Angeles Unified School District graduates, UCLA and Claremont Graduate University researchers show that 70 percent of high school graduates enrolled in either two- or four-year colleges, but only 25 percent of graduates went on to earn a college degree within six years.

A separate, parallel study that focused on college readiness revealed that while over 75 percent of high school counselors say they have adequate information to help students complete college and financial aid applications, less than half (42 percent) said they have enough time to provide students with the assistance they need.

Both studies were co-directed by Meredith Phillips, associate professor of public policy and sociology at the UCLA Luskin School of Public Affairs, and Kyo Yamashiro, associate professor of education at Claremont Graduate University. Carrie Miller, a doctoral candidate at UCLA, co-authored the report on college readiness supports; Thomas Jacobson, a Luskin Master of Public Policy graduate and incoming doctoral student at UCLA, co-authored the report on college enrollment. Phillips, Yamashiro, Miller and Jacobson are all research collaborators with the Los Angeles Education Research Institute (LAERI), a nonprofit research organization engaged in a research-practice partnership with L.A. Unified. The studies were funded by a grant from the College Futures Foundation to UCLA and LAERI.

“In the first report, we analyze data on college enrollment, persistence and completion from the National Student Clearinghouse and L.A. Unified data on students’ high school performance, and ethnic and socioeconomic backgrounds, to provide the first detailed description of graduates’ postsecondary outcomes,” Phillips said. “In the second report, we examine the prevalence of college readiness supports throughout the school district. We hope these reports, taken together, contribute to a broader conversation about preparing L.A. Unified students for their post-secondary options and how the Los Angeles community can work together to ensure that more students enroll in college and complete a four-year degree.”

Enrollment Numbers

The analysis examines college-going outcomes for district graduates who had passed critical milestones for enrollment within one year (class of 2014), persistence into a second year (class of 2013), and completion within six years (class of 2008).

Among the key findings:

  • Seventy percent of 2014 L.A. Unified students enrolled in college within one year of high school graduation; college enrollment rates were similar for the classes of 2008 and 2013.
  • Most college attendees persisted into a second year of college.
  • However, only 25 percent of 2008 graduates had earned a college degree within six years of high school graduation (by 2014). More than two-thirds were four-year degrees.

The researchers also found that L.A. Unified graduates were more likely to enroll in two-year than four-year colleges. Most of the 2008, 2013 and 2014 graduates enrolled in public colleges and universities in California. About 8 percent of the class of 2014 enrolled in “very selective” four-year universities such as UCLA, UC Berkeley, Stanford and USC, or “selective” four-year colleges such as Loyola Marymount University, UC Irvine, UC Santa Cruz and San Diego State University.

The study also revealed disparities based on gender and ethnicity:

  • College enrollment, persistence and completion rates were lower for Filipino American, African American and Latino graduates than for white and Asian American graduates.
  • Female graduates were more likely than their male classmates to enroll in, persist in and complete college.
  • Gender disparities were especially stark for Filipino American, African American and Latino male graduates, who were roughly one-third less likely to enroll or persist in four-year colleges than their female classmates of the same ethnicity.

According to the researchers, improving L.A. Unified students’ academic preparation is essential for ensuring that more graduates start and complete college, and must begin earlier than high school. In addition, striving to ensure that all District students complete their A-G course requirements with at least a C is critical for students’ immediate enrollment after high school in a public, four-year college.

“This report provides a first look at L.A. Unified graduates’ pathways to and through college,” UCLA co-author Jacobson said. “It will be important to continue to track these college-going outcomes in upcoming years to understand students’ successes and challenges as they progress through college, and to learn about how college outcomes change for future graduate cohorts.”

L.A. Unified officials say the study’s recommendations align with the district’s new and ongoing efforts to ensure that students develop the skills and mindset to thrive in college and the workforce.

“The LAERI goals serve as the framework for an array of strategies we are implementing to address the needs of students, families and schools,” said Frances Gipson, the District’s chief academic officer. “We are passionate about continuing our work to foster a college-going climate in our schools and to strengthen our college planning and academic supports as we provide more robust counseling services for our students.”

“We look forward to continuing our partnership with LAERI to learn more about promising strategies for increasing our students’ college readiness,” Gipson said.

Preparation for College

The college readiness study explores the prevalence of support for high school students in L.A. Unified. The data analyzed for this report include survey data from school staff and students in more than 90 percent of the district’s traditional high schools and 76 external service providers, as well as data collected during interviews with district and school staff.

Although more than 75 percent of counselors said they have adequate information to assist students with the college application and financial aid process, less than half said they have enough time to provide students with the individualized college application assistance they need. And counselors at 75 percent of schools report that some students at their schools are not getting the help they need.

Other key findings:

  • Counselors cite large caseloads and competing demands on their time as barriers to helping students with the college application and financial aid process. Counselors spend nearly the same amount of time coordinating academic testing and performing non-counseling activities as they do advising students about college and financial aid.
  • Nearly all schools offer college readiness support but students still need more help with the college application, financial aid and college enrollment process. About one-fifth of 12th graders in the survey said they didn’t feel that adults at their school had helped them learn the details of getting into college.
  • Most L.A. Unified schools rely on external service providers to help them provide college application, financial aid and college enrollment assistance. At more than two-thirds of schools, counselors report that both school and external staff provide college application (66 percent) and financial aid (75 percent) help.

Learning more about disparities among students in their access to college readiness support is an important next step for improving college-going among L.A. Unified graduates, according to the study.

The researchers offer several recommendations for increasing schools’ capacity to meet students’ college counseling needs, including clarifying a common set of college counseling expectations by grade level, diversifying the type of school staff responsible for specific aspects of college counseling assistance, incorporating key college application tasks into required academic coursework, and providing professional development specific to college counseling tasks.

The researchers concluded that the district could maximize the effectiveness of existing partnerships with external service providers by:

  • providing counselors and other school staff who connect schools and students to external providers with additional support to develop and maintain these partnerships;
  • asking external service providers to contribute to a common information system to aid individual schools or the district in determining which students are and are not receiving sufficient help; and
  • evaluating the effectiveness of the college-related services that students receive from external providers.

“This report is a first step toward understanding the college readiness resources available to LAUSD students,” UCLA co-author Miller said. “While we find that nearly all schools offer a range of college readiness resources, identifying the extent of these services — the proportion of students served and the intensity of the services they receive — is essential for more effectively targeting school and district resources.”

Phillips said that LAERI will continue its collaboration with L.A. Unified by gathering additional data on college counseling resources available to students and the relationship between those resources and whether and where students enroll in college.

“Our partnership with LAERI and this research informed our approach to the state’s College Readiness Block Grant,” said Gipson, of L.A. Unified. “Through this research, Phillips and Yamashiro’s team developed a counselor section of our annual staff survey, which provided the first districtwide data on college readiness resources. Additionally, these initial data have provided a foundation for the college readiness professional development resources we are developing for schools.”

“We’re very excited to present the first detailed overviews of LAUSD graduates’ postsecondary outcomes and college readiness supports,” Yamashiro said. “As we build on this research partnership work, we look forward to continuing to collaborate with the district to get a better understanding of elementary and middle school predictors of college readiness and success, identifying schools that are doing an especially good job of preparing their students for college, and helping the district identify the most effective practices and interventions for improving college access.”
