Ong on Barriers to Securing Unemployment Benefits

Paul Ong, director of the Center for Neighborhood Knowledge at UCLA Luskin, spoke to KQED about hurdles faced by marginalized communities attempting to secure unemployment benefits during the COVID-19 pandemic. Ong cited the steep escalation of unemployment among Asian Americans, particularly less-educated, low-wage and immigrant workers. In addition to technology challenges, these groups face a significant language gap, he said. “If you go, for example, to California’s unemployment insurance website, it’s in English and there’s also a button for Spanish, but there’s no button for other languages,” he said. “They may provide other material so deeply embedded in the website I couldn’t find it. If I couldn’t find it, other people can’t.” Ong urged the state Employment Development Department to work closely with community groups and researchers “to understand in much more detail the magnitude and the patterns of these inequalities and what’s driving it.” The article provided several resources that provide multilingual assistance in applying for unemployment benefits.


 

To Combat Housing Crisis, ‘We Must Build Up,’ Manville Argues

Architectural Digest spoke to Associate Professor of Urban Planning Michael Manville about Apple’s pledge of $1 billion to address California’s housing crisis — including devoting 40 acres of company-owned property in San Jose to affordable housing. Much of the area is currently zoned for detached single-family homes, a “very inefficient use of valuable land,” Manville said. Increasing the housing stock by allowing for more density would surely face resistance from homeowners who want to preserve the atmosphere of their neighborhoods and the soaring value of their property. However, Manville argued, “if your desire to have your neighborhood remain the same is imposing extremely high costs on other people in the form of high rents, there has to be some give.” He concluded, “Land is finite, but housing is not. … We must build up, so that the same plot of land of one home can accommodate many families. You know, the elevator also exists in Silicon Valley.”


 

UCLA Helps Civic Leaders Address ‘Vexing Issues’ During Annual Mayoral Summit

The setting was virtual this time, but UCLA again figured prominently when the Los Angeles Business Council convened a who’s who of California elected officials and civic leaders for its annual Mayoral Summit on Housing, Transportation and Jobs, an event that UCLA has co-hosted for 18 of its 19 years. “This event is near and dear to our hearts,” Chancellor Gene Block said in welcoming remarks. “As a public institution with a deeply rooted service mission, we view it as our obligation to help address the vexing issues facing our city.” Academic research figured prominently in the daylong event presented in partnership with the UCLA Ziman Center for Real Estate and the UCLA Luskin Center for Innovation directed by JR DeShazo, professor of public policy. He moderated a panel focusing on how to promote zero-emission vehicles in an equitable manner, noting that California’s policy investments have brought low-emission vehicles to 10% of sales, a notable accomplishment. “But we have failed miserably to make those policies beneficial to our low-income communities and communities of color,” DeShazo said. Richard Ziman, who is founding chair of the Los Angeles Business Council, opened the virtual summit, and Stuart Gabriel, professor of finance and director of the Ziman Center, led a session on economic recovery efforts. Jacqueline Waggoner, Miguel A. Santana and Michael Mahdesian of the UCLA Luskin School of Public Affairs Board of Advisors also spoke, as did public officials that included Los Angeles Mayor Eric Garcetti, Senate President pro Tempore Toni G. Atkins and Assembly Speaker Anthony Rendon.


 

Diaz on Urgency of Vaccinating Essential Workers Regardless of Age

Sonja Diaz, executive director of the Latino Policy and Politics Initiative (LPPI) at UCLA Luskin, spoke to ABC7 News about the importance of quickly vaccinating California’s essential workers regardless of age. Diaz pointed to the success of Riverside County’s program to bring COVID-19 vaccines directly to farmworkers. “What’s really important is you don’t need technology to get your appointment, you just need to show up,” she said. “When we think about who our workers are right now and the fact that they’re on the front line, saving American lives, we know that they’re not over the age of 65, and they deserve access to a vaccine.” In California, Latinos make up 39% of the population and 55% of the state’s essential workforce, but just 16% of those who have received at least one dose of the vaccine. Immediately expanding access to the vaccine is one of several strategies that LPPI and other advocates are urging Gov. Gavin Newsom to implement.


 

Reber, Akee on COVID-19’s Devastation of Native Populations

Associate Professors of Public Policy Randall Akee and Sarah Reber co-authored a Brookings article about the disproportionate impact of the COVID-19 pandemic on American Indian and Alaska Native (AIAN) populations. Research has found that AIAN people are dying of COVID-19 at much higher rates and at younger ages than other groups, with a death rate comparable to white people 20 to 30 years older. Akee and Reber noted that accurate data on this population is lacking because of difficulty estimating the size of small communities and miscategorization of AIAN people as other races and ethnicities. Nevertheless, available data shows that the age-adjusted mortality rate is higher for AIAN people than for any other group, and it is more than double the death rate for whites and Asians. Reber and Akee argued that the history of racism against Native populations underscores the importance of prioritizing the vaccination of American Indians and Alaska Natives of all ages as soon as possible.


Upzoning Alone Won’t Solve Housing Crisis, Manville Says

Associate Professor of Urban Planning Michael Manville was featured in a Marin Independent Journal article about new design standards for housing in Marin, California. County planning officials will soon unveil the standards, which are intended to preserve the look of the area while complying with state laws mandating denser housing. While changing zoning requirements to allow more units per acre would increase the number of housing units in the county, newly built units would not necessarily be affordable for people with low incomes. “It’s never been the case that you would expect new construction to be affordable to very low income people,” Manville said. The two ways to create affordable housing are through subsidies or by “building housing and letting it get very old,” he explained. While any increase in housing supply in high-demand areas should lower prices across the board, upzoning alone won’t solve the housing crisis, he said. “But you can’t not do it.”


Think the California Electorate Is a Liberal Monolith? Think Again UCLA report shows that voting on 2020 statewide ballot measures varied significantly across racial groups and regions

It’s a widely held canard that California voters, and particularly people of color, are eager to throw their weight behind any progressive cause, but the reality is more nuanced and complex, say UCLA researchers who analyzed ballots cast by Latinos and Asian Americans on a variety of statewide propositions last November.

Their report, released today by the UCLA Latino Policy and Politics Initiative and the UCLA Asian American Studies Center, offers a comprehensive look at how both race and geography influenced voter support for 2020 ballot measures dealing with affirmative action, rent control, employee protections for gig workers and other issues.

The researchers examined official ballot data from nine counties with large Asian American and Latino populations — Alameda, San Francisco, San Mateo, Santa Clara, Fresno, Sacramento, Los Angeles, Orange and San Diego — and found that while voters in heavily Latino precincts often aligned with those in high-density Black areas, voting in heavily Asian American precincts closely mirrored majority-white precincts.

Significant differences emerged regionally as well, with voters in the Bay Area taking the most progressive stances and those in places like the Central Valley and Orange County staking out more conservative positions, regardless of race.

“The report challenges the idea that California is a solidly progressive state or that people of color will vote in monolithic ways,” said report co-author Natalie Masuoka, an associate professor of political science and Asian American studies. “Even in California, significant outreach is necessary from political campaigns that takes into account the diversity of opinions and experiences across the state, especially in instances where the ballot box is used to push for bold and significant change.”

Proposition 15, for example, the unsuccessful bid to increase taxes on commercial and industrial properties, was largely supported by voters in Black and Latino precincts across the state but opposed in high-density Asian American and white precincts. Support was strongest in the Bay Area among all the demographic groups analyzed and was lowest among white precincts in Southern California and the Central Valley, excluding Los Angeles County, the report shows.

The researchers found a similar interplay among racial and geographic factors in other high-profile ballot measures:

Proposition 16 aimed to reinstate affirmative action in government decisions, such as university admissions and procurement, but was defeated by about 57%.

  • Over 60% of voters in precincts with large Black populations and 54% in predominantly Latino precincts supported the measure, compared with only 46% in largely Asian American precincts and 44% in majority-white precincts.
  • Support was stronger in the Bay Area’s Latino and Asian American precincts than in Central and Southern California’s Latino and Asian American precincts.

Proposition 21, which was defeated by nearly 60%, sought to allow local governments to expand rent control protections.

  • Voters in predominantly Latino and Black precincts showed the strongest support across the state, averaging more than 50% in favor. In contrast, an average of 41% of voters in Asian American precincts and 36% in white precincts supported the measure.
  • While Bay Area voters favored the measure overall, there was a marked difference in support between Black and Latino precincts and Asian American and white precincts.

Proposition 22, approved by nearly 59% of the electorate, defined gig workers like Uber and Lyft drivers as independent contractors, removing employee protections passed by the state Legislature.

  • The report found stronger regional than racial differences, with voters in Central and Southern California supporting the measure at higher rates than those in the Bay Area, regardless of race — an average of 61% vs. 47%.
  • Asian American precincts voted in support of the measure at higher average rates than Latino precincts — 57% vs. 52%.

The data show that the politics of California’s various regions can play an influential role in voters’ political preferences, whatever their racial or ethnic background. Similarly, well-financed campaigns — like Yes on Proposition 22, which broke state records for ballot measure funding — can level out differences among racial groups, the authors note. Going forward, they say, progressive campaigns would do well to consider these factors in their efforts to reach California’s diverse communities.

“California is often looked to as a national leader for progressive policy changes, and the state’s diversity is often cited as one of its strengths in making it possible,” said Sonja Diaz, founding director of the Latino Policy and Politics Initiative. “As we push for policy that leads with equity and fairness, the report shows a need to ensure that robust education and outreach makes the stakes and opportunities clear to help California voters make informed decisions.”

 

 

 

Luskin Summit Illuminates Pathway to Park Equity

A Landmark Opportunity for Park Equity,” the fourth webinar in the 2021 Luskin Summit series, focused on the importance of public parks and other outdoor spaces for the physical, mental and environmental well-being of communities. The Feb. 17 panel was moderated by Jon Christensen, an affiliate faculty member of the UCLA Luskin Center for Innovation. Angela Barranco, undersecretary at the California Natural Resources Agency, explained that the “COVID-19 pandemic has elevated and revealed the importance of access to the outdoors for all.” She noted that 1 in 4 Californians has zero access to parks within walking distance, and 6 in 10 Californians live in park-poor neighborhoods. These inequities can lead to severe health consequences and in some cases could be the difference between life and death, she said. California voters have approved multiple statewide environmental bonds recently, making this a “watershed moment for park access,” said Alfredo Gonzalez, Southern California director of the Resources Legacy Fund. Norma García-Gonzalez BA ’95 MA UP ’99, director of the Los Angeles County Department of Parks and Recreation, highlighted the important role that the public park system has taken on during the pandemic, including serving as winter shelters and vaccination sites, and providing 40,000 households with food through a partnership with Los Angeles Food Bank. “Investing in parks for Black and brown youth is justice reform,” García-Gonzalez said. “This is a call to action that we must work with local and state leaders to make critical investments to support Black and brown students and their futures.” — Zoe Day


Parking Access Encourages Driving, Millard-Ball Finds

Recent articles in Medium and Sightline highlighted the findings of Associate Professor of Urban Planning Adam Millard-Ball’s new research on the relationship between parking and driving in cities. While many cities have been designed under the assumption that the urban environment should accommodate people’s desire to drive, researchers led by Millard-Ball found that that assumption is backward. “Increased parking causes more car ownership and more driving while reducing transit use,” the team concluded, noting that “buildings with at least one parking space per unit have more than twice the car ownership rate of buildings that have no parking.” The Sightline piece cited Urban Planning Professor Donald Shoup’s observation that parking spaces are a “fertility drug for cars.” Furthermore, the research team found no correlation between parking supply and employment status, indicating that buildings with less parking do not limit the job prospects of their occupants.


Reber Points to Racial Inequity in Vaccine Distribution

Associate Professor of Public Policy Sarah Reber was featured in a ProPublica article about how to make the COVID-19 vaccine rollout more racially equitable. In some locations, people 75 and older have been prioritized in the vaccine distribution, a strategy that ignores the fact that Black Americans have a shorter life expectancy than their white counterparts and are therefore less likely to receive the vaccine. Research has also shown that Black people who die from COVID-19 are, on average, about 10 years younger than white victims. “If you [allocate the vaccine] strictly by age, you’re going to vaccinate white people who have lower risks before you vaccinate Black people with higher risks,” Reber explained. “If you’re trying to avert deaths, you would want to vaccinate Blacks who are about 10 years younger than whites.” The disproportionate impact of the pandemic on Black Americans is expected to further exacerbate the life expectancy gap between Black and white Americans.
