Ong Foresees Rippling Effect of Census Undercount

Paul Ong, director of the Center for Neighborhood Knowledge at UCLA Luskin, spoke to USA Today about low response rates to the census in low-income and minority neighborhoods. The COVID-19 pandemic, lack of internet access and a timeline that was shortened by the U.S. Census Bureau have made it more difficult to get accurate population counts in hard-to-reach neighborhoods. “My biggest fear, and my estimate, is that we’re headed towards an extremely flawed census,” Ong said. While the Census Bureau has assured that it will be able to close the gap on undercounted populations, Ong said he would like to see evidence that confirms the reliability of these efforts. Census results are used to distribute congressional seats and federal funding, so undercounting can take a significant toll on a community. “The large and growing racial and income differences have a rippling effect downstream for other operations, creating more challenges and hurdles,” Ong concluded.


Ong on Lost Time in Census Count

Paul Ong, research professor and director of the Center for Neighborhood Knowledge at UCLA Luskin, spoke to news outlets about the shortened timeline for participating in the 2020 U.S. Census. The deadline moved from Oct. 31 to Sept. 30, which will “massively and adversely hurt low-income people of color,” Ong told the Orange County Register. “It’s really disappointing to see the Census Bureau ending it one month earlier given the setbacks with the pandemic that already put us on track for a flawed census. The one additional month could have at least somewhat closed the gap. But we’ve lost that time now.” In a Politico story on state and local efforts to encourage census participation, Ong said, “If we don’t have an accurate count, and if we particularly miss the disadvantaged populations who are in need, then it’s those neighborhoods that will be cheated out of money that should be going there.”

Cuts in Transit Service Will Hurt Low-Income Riders, Taylor Warns

Brian Taylor, director of the Institute of Transportation Studies at UCLA Luskin, spoke to City & State New York about the risks associated with cuts to public transit service as a result of pandemic-related fears. Emerging reports suggest that public transit does not pose a great risk of COVID-19 transmission as long as people practice safe behavior, the article noted. But public transit ridership has plummeted due to safety fears as well as to stay-at-home orders. Those now getting back on subways and buses are likely to be lower-income residents, people of color, essential workers and immigrants with less access to cars, and they would be hurt most by any cuts to service, said Taylor, a professor of urban planning and public policy. “The social service mission of public transit — providing mobility for those without — is the central role that the systems are playing right now,” he said.


UCLA Study Finds Strong Support for LAPD’s Community Policing Program Researchers say crime declines and trust increases when officers work alongside residents to build relationships

Families living in public housing developments with a history of gang violence and troubled relationships with law enforcement are seeing less crime and feeling safer because of a policing program launched in 2011 by the Los Angeles Police Department, according to a comprehensive analysis led by Jorja Leap, an adjunct professor of social welfare at the UCLA Luskin School of Public Affairs.

The Community Safety Partnership, or CSP, began in the Jordan Downs public housing development and later expanded to two other Watts locations, Nickerson Gardens and Imperial Courts, as well as Ramona Gardens in Boyle Heights. The program assigns specially trained LAPD officers to work alongside residents to reduce crime by developing youth outreach, sports, recreational and other programs tailored specifically to their communities.

The yearlong UCLA-led evaluation compared crime rates in Jordan Downs and Nickerson Gardens with computer-generated, synthetic models of demographically similar neighborhoods that did not receive CSP services. The research team also conducted community-based research with officers and residents, logging 425 hours of observation, conducting 110 interviews and 28 focus groups, and completing close to 800 surveys as part of a mixed-methods research effort at Nickerson Gardens and Ramona Gardens. Clear majorities at both sites expressed support for this innovative program.

“Their lives were literally changed by CSP,” Leap said during a May 12 online meeting of the Los Angeles Police Commission at which the study was publicly unveiled.

Leap is an expert on gangs whose academic research and community engagement in Watts spans four decades, including the Watts Leadership Institute, a 10-year initiative based at UCLA Luskin. She told the five members of the civilian commission that people interviewed by the UCLA team “felt it was safer to go outside, mingle with people, use green spaces.”

As part of the LAPD program, extra effort is made to bridge communication between officers and residents, many of whom have deep-seated distrust of the police. Leap said a critical component involves officers apologizing to community residents for past mistakes and incidents of brutality.

“We were the enemy — pure and simple — if you had the LAPD uniform on, it was as if you had a target on your back. If there were reports of a shooting, officers were not supposed to come in without back-up,” said one officer interviewed for the report. “That’s all changed. The residents of this community want CSP here, they want this community to be safe. They welcome us.”

The impact on crime is significant. According to the analysis, in a one-year period, CSP has led to seven fewer homicides, 93 fewer aggravated assaults and 122 fewer robberies than would otherwise have been expected at Jordan Downs and Nickerson Gardens.

Statistics like those, plus the high level of resident support found by researchers, encouraged Leap to recommend to the commission that CSP serve as a model for department-wide LAPD policing efforts. The relationship-based focus could also be helpful in other crisis situations, including public health problems such as opioid abuse or the current coronavirus pandemic, she said.

“It could be extremely useful for epidemic crises, including homelessness and the pandemic,” Leap told the commission. “This is the type of approach that represents a new and important paradigm in law enforcement.”

The program has already expanded beyond Watts and Boyle Heights to housing developments in South Park and San Fernando Gardens, as well as the neighborhood surrounding Harvard Park. That expansion was funded by the Ballmer Group, co-founded by Clippers owner Steve Ballmer, and the Weingart Foundation, which, along with The California Endowment and several private donors, were among the seven funders of the $500,000 UCLA study.

The report describes many positive outcomes related to CSP, but it also identified several shortcomings.

“It is not all sunshine and roses,” Leap warned the commission, adding that the community was skeptical regarding the department’s commitment. “This must become part of the DNA of the LAPD and not a hit-and-run program that is gone in a few months.”

Some respondents questioned the level of community involvement in CSP activities, for example, saying that the officers implemented some programs without first seeking resident participation. Many residents — and even some of the officers — also expressed confusion about the specifics of the program.

“Everyone understood it was about relationships. Pretty much everyone understood it was about building trust,” Leap said. “Nevertheless, there was tremendous confusion” about the CSP model and a strong desire from all parties for better documentation of the program’s components.

Leap said the level of support for CSP in the study differed according to demographic characteristics.

Overall, she said, women were the leaders in both of the housing developments that were studied, and women were slightly more supportive of CSP than men. On the other hand, she noted, there were major differences in terms of ethnicity.

Latino residents predominantly supported CSP, Leap said. “Where we got push-back and mixed results,” particularly on community surveys, was among African Americans. The researchers were able to delve into the underlying reasons for this response during their interviews and focus groups.

“It should come as no surprise — African Americans have had the most tumultuous history” with law enforcement in Los Angeles, said Leap, who noted that incidents of police violence against blacks in other parts of the country in recent years have only added to longstanding tensions between the community and the LAPD. “There are many individuals who carry this history and this mistrust.”

In the report, one interviewee said: “Don’t say everyone loves CSP because not everyone loves CSP. There’s some people who think it’s a bunch of bull. There’s some people who are never gonna trust the police. And there’s some people who are waiting to be convinced. They’re waiting to see if the CSP sticks around or — if once all the publicity goes away — then [the CSP officers] go away.”

That concern was echoed in the report, which included a recommendation to increase funding for CSP and a designation of the program as a permanent part of the LAPD’s law enforcement strategy.

Staying the course over time is important to Leap. She pledged that this study will be just one part of an ongoing effort by her research team, which included UCLA Luskin social welfare professor Todd Franke, a methodological and systems expert, and UCLA anthropology professor P. Jeffrey Brantingham, who is a lead researcher for the Los Angeles Mayor’s Office Gang Reduction and Youth Development program. Also on the research team were UCLA research associate Susana Bonis and UCLA Luskin alumna Karrah Lompa, who served as the project manager. Several students, some of whom grew up in Watts and Boyle Heights, joined project staff in conducting field research and data analysis. A multicultural advisory board helped guide the study and will contribute to follow-up efforts.

The key to the program’s success is cooperation. Leap told the commissioners something she has repeated in public meetings: “The community truly partners with the police — this is not rhetoric but a meaningful model.”

Pierce on Unpaid Water Bills and Challenges Ahead

Gregory Pierce, associate director of the UCLA Luskin Center for Innovation, spoke to Circle of Blue about California’s policy of suspending water shutoffs during the COVID-19 pandemic. Hundreds of utilities and dozens of state governors and regulatory agencies have suspended the practice of shutting off water for residents who are late paying their utility bills and have eliminated late fees during the emergency period. However, Pierce expressed his concern that “residents are expected to pay those bills after the emergency orders are lifted, which could pose problems down the road for both individuals and utilities.” Pierce, an adjunct professor of urban planning, explained that “low-income residents are not going to have any greater ability to pay six months of bills six months from now than they are today.” Instead, Pierce argued that “utilities have to eat some of the loss” and they “have to expect less than 100% repayment.” 


Loukaitou-Sideris, Wachs Offer New Data on Aging Adults’ Mobility Needs

Urban Planning Professor Anastasia Loukaitou-Sideris and Professor Emeritus Martin Wachs are featured in an American Planning Association article along with co-author Miriam Pinski discussing their research article, “Toward a Richer Picture of the Mobility Needs of Older Americans.” The authors point out that “commonly used data sources on mobility provide high-level insights but fail to provide much detail about the travel experiences of older adults.” After conducting interviews, focus groups and walking audits with a group of 81 older adults in the Westlake neighborhood of Los Angeles, the authors found that many have concerns including fear of crime, heavy traffic and speeding vehicles, and discomfort on crowded or littered streets. The authors recommended government action, including sidewalk repairs and increasing walk time at crosswalks, to better meet the mobility needs of aging adults, particularly those from low-income and minority communities. Their research also has implications for transit accessibility broadly, particularly for people with disabilities. 

Manville Links Poverty, Car Access and Transit

New Geography article on the links between car access and poverty summarized the conclusions of a paper co-authored by Associate Professor of Urban Planning Michael Manville. The paper, which was published in the Journal of Planning Education and Research, argued that proximity to transit does not necessarily correspond with transit use and effectiveness. While 89% of workers live “near transit” in Los Angeles, only 5% of Los Angeles commuters use transit. Furthermore, Manville and co-authors David King and Michael Smart found that U.S. households without access to vehicles have a 70% greater chance of being in poverty than those that have access to vehicles. In addition, they found that the incomes of households without vehicles rise at a lower rate than households with vehicle access. The authors pointed to door-to-door access as the ultimate solution and concluded that universal auto access would lead to less unemployment, less poverty and higher standards of living.


Tilly on Apps That Disrupt the Payday Cycle

Urban Planning Professor Chris Tilly spoke to Bloomberg Law about new apps that allow workers to tap into their paychecks ahead of the traditional two-week cycle. At least five tech startups have entered the market, which is primarily aimed at workers who live paycheck to paycheck. By accessing their earnings earlier, people will gain more flexibility in paying bills and avoiding high-interest credit card charges, the services say. However, some observers say that speeding up pay cycles could mask a larger problem: stagnant wages. “The smoothing of pay availability over a pay period is advantageous to people who have very little savings,” said Tilly, a labor economist. “What it doesn’t address is why those people have very little savings in the first place. Low pay is low pay, and this is being intensified by increasing housing, health care and other costs in many places.”


 

DeShazo on Low-Income Workers and Growing Green Economy

JR DeShazo, Public Policy chair and director of the UCLA Luskin Center for Innovation, was featured in a KCRW broadcast discussing the explosion of the green economy. While there are 500,000 green jobs in California, they mostly benefit upper- and middle-class communities, while individuals from low-income communities are hindered by lack of education, language barriers, immigration status and travel distance from job opportunities. Companies like Grid Alternatives and O&M Solar Services are trying to change that by providing paid training for workers from low-income backgrounds. While California’s green energy policies generated 76,000 jobs in their first three years, DeShazo said that legislators are now reexamining the state’s approach to tackle the issue of equity. “The state has, in what I call the second wave of climate policies, gone back through and integrated a social justice or environmental equity component into almost every single policy,” DeShazo said. 


Manville’s Research on Universal Auto Access Published

Associate Professor of Urban Planning Michael Manville’s research on “The Poverty of the Carless: Toward Universal Auto Access” was published in the Journal of Planning Education and Research. Manville and co-authors David King and Michael Smart investigated how vehicle access inequity affects low-income American households. In a society where vehicle access is becoming increasingly necessary, “anyone who can acquire a vehicle will, even if doing so is financially burdensome,” the study explained, noting that “only the most disadvantaged people [are] unable to afford cars.” The research found that “U.S. households without access to a vehicle have steadily lost income, both in absolute terms and compared to those with cars, as the landscapes around them were increasingly shaped to favor the automobile.” Facing objections to universal auto access due to factors such as carbon emissions, the study argued that, “like water and heat, access to cars should be guaranteed and perhaps subsidized for low-income households.” While the long-term goal should be to decrease driving overall, the status quo is comprised of a “small group of people who need vehicles and lack them and a large group who have vehicles and use them needlessly.” Manville and his co-authors recommended treating vehicles as essential infrastructure and working to close gaps in vehicle access for poorer Americans while aiming to decrease overall consumption by the more affluent in the long term.
