Visiting Professors Encourage Careers in Government With a dysfunctional government and Election 2020 firing up interest in politics, faculty stress importance of getting involved

“If government is so dysfunctional, why should I work there?”

That question guided a noontime discussion hosted by Visiting Professor of Public Policy Steven Nemerovski on Feb. 20, 2019, at the UCLA Luskin School of Public Affairs.

One answer, Nemerovski said, is that when nothing is getting done — at the federal level in particular — “that’s the time when you need talented people the most.”

Nemerovski is one of three visiting professors — all with decades of experience — at UCLA Luskin in the winter quarter. Citing his own unique career path, which has spanned politics, government, business and law, the adjunct professor at Columbia University’s School of International and Public Affairs encouraged the gathered students to consider government as a starting point for developing a successful and multifaceted career.

“There is no right way” into politics, said Nemerovski, who is teaching an undergraduate and graduate-level course in advocacy and legislation. He said government experience should be looked at as an extension of education, an early step in a student’s career process. “You have to go into it thinking that way,” he said.

Another teaching visitor this quarter is Gary Orren, the V.O. Key, Jr., Professor of Politics and Leadership at Harvard University, who is again teaching a graduate course “Persuasion: Science and Art of Effective Influence,” which he says “lies at the heart of our personal and professional lives.”

Orren, who has taught at the East Coast institution for nearly half a century, is also able to share his experience as a political advisor in local, state, national and international election campaigns.

Michael Dukakis, former Massachusetts governor and 1988 Democratic presidential nominee, has also returned to campus this winter, as he has for more than two decades. Dukakis is co-teaching a course on California policy issues in the School’s new undergraduate major as well as his graduate course on institutional leadership.

In January, Dukakis led a Learn-at-Lunch discussion with UCLA undergrad students on the 2020 campaign. He noted that, since the 2016 election, young people’s interest in politics has increased dramatically and current events have only fired them up.

“They are streaming into my office asking about public service,” he said.

That sentiment was heard at the lunchtime conversation with Nemerovski, who offered a number of career lessons and insider tips.

Nemerovski, who has served as an attorney in government service, a campaign manager and lobbyist, and now president of a consulting firm specializing in advocacy at the state and federal levels, explained that his own career path did not start in a straightforward way or as early as he recommends to students.

He highlighted the importance of “picking a team” and “finding a cause” — of connecting passion with expertise. Admittedly, he said, he did not have a particular calling from the start in his home state of Illinois, but by becoming involved in lobbying, he developed a true career-long passion for health care issues.

He cautioned that becoming an expert can only get a person so far and stressed the importance of establishing relationships. He said he still has important connections from more than four decades of work in his various roles, and he has invited many in his network to speak to his classes. This quarter, Nemerovski’s students had the opportunity to hear from several current and former legislators from Illinois and California.

One of the many benefits of maintaining relationships with people throughout a career, he said, is that “you will grow with them.”

Nemerovski also shared a few enduring political rules of thumb: “In the world of government and politics, you have to be from somewhere” and “We don’t want anybody that nobody sent.”

And in launching and nurturing a career involving work in and out of government, Nemerovski said, “There’s nothing wrong with a little luck.”

Briefing Seeks Solutions to Latino Doctor Shortfall UCLA Latino Policy and Politics Initiative’s gathering of medical professionals, policy analysts and advocates looks at underlying causes and why the impact is keenly felt in California

Although Latinos comprise the largest ethnic group in California, Latino doctors in the state are in short supply, according to recent research from the UCLA Latino Policy and Politics Initiative (LPPI).

On Jan. 15, 2019, the UCLA Luskin-based think tank co-hosted a discussion in Oakland that brought together doctors, medical practitioners, academics and advocates to discuss California’s Latino physician shortage.

“California has an alarmingly low rate of Latino doctors. There are 46 Latino doctors for every 100,000 Latino Californians,” said LPPI Executive Director Sonja Diaz, citing data derived from the U.S. Census Bureau’s 2015 American Community Survey. “In contrast, there are 405.7 non-Hispanic white physicians for every 100,000 non-Hispanic white Californians.”

Diaz led the discussion co-hosted by the Latino Coalition for a Healthy California (LCHC) and the Greenlining Institute, which is based in Oakland.

“We graduate about 110 Latino medical doctors every year. If we continue forward, it will take almost five centuries to close the gap,” noted Diaz. That data from the Association of American Medical Colleges is included in the LPPI report, “5 Centuries to Reach Parity: An Analysis of How Long It Will Take to Address California’s Latino Physician Shortage,” which was produced under the guidance of LPPI faculty expert David Hayes Bautista, a distinguished professor at the UCLA David Geffen School of Medicine.

Joining Diaz in debate and discussion were Jeffrey Reynoso, executive director, Latino Coalition for a Healthy California; Arturo Vargas Bustamante, associate professor of health policy and management at the UCLA Fielding School of Public Health and public policy at UCLA Luskin; Carmela Castellano-Garcia, president and chief executive officer, California Primary Care Association; Berenice Núñez Constant, vice president, government relations, AltaMed Health Services Corporation; and Carmen Estrada, MD candidate at the UC Davis School of Medicine.

The wide-reaching conversation focused on the shortage’s effects on California’s economy, the needs of medical providers and the shortcomings within higher education that contribute to the shortfall.

Estrada spoke about her personal experience of being one of the limited number of Latinos currently pursuing a medical degree. Estrada’s first-hand experiences traced her personal journey to medical school from a California State University and the lack of outreach that she said created unnecessary challenges in her career choice.

Núñez Constant shared that although her organization, AltaMed, is constantly looking for Latino physicians, “The supply is just not there.” She also highlighted the difficulty of retaining a Latino physician in such a competitive job market.

Vargas Bustamante’s research supported Núñez Constant’s comments on workforce recruitment. Bustamante said he has found a substantial pipeline problem for Latinos in their transition from high school to college and their transition from college to medical school. Based on his interviews with Latino pre-med students, medical school applicants, Latino medical students and recently graduated Latino physicians, Vargas Bustamante said students who may have an interest in the field often feel discouraged by the lack of investment to recruit and retain Latino students. Many then choose another career.

The panel agreed that this complex issue requires a strategic collaboration of California policymakers, medical providers and academia to form solutions.

But, said California State Assemblyman Robert “Rob” Bonta, expressing his support, “I think we have some wonderful opportunities.” Bonta, a Democrat whose California District 18 includes Oakland, Alameda and San Leandro, serves on a number of legislative committees, including the Health Committee. “Your timing couldn’t be better in terms of uplifting and raising the issue. This is something I’d be proud to work on, and I think it needs to be worked on.”

DeShazo and Callahan Recommend Expansion of Housing and Transportation Choices

JR DeShazo and Colleen Callahan, the director and deputy director of the UCLA Luskin Center for Innovation, co-authored an article in Capitol Weekly outlining their recommendations for incorporating housing and transportation choice into climate action policy in California. After successfully passing climate action legislation, politicians are now faced with “the enormous task of meeting these goals,” the authors said. They recommend “bundling climate change solutions with initiatives to ease the housing crisis, transportation problems and income inequality” in order to maximize consumer choice. According to DeShazo and Callahan, “all Californians — including members of low-income and vulnerable communities — deserve choice in terms of where they live, where they work, how they move around and how they power their lives.” They conclude with their hopes to “ease housing and transportation burdens while cutting greenhouse gas emissions and expand choice for all Californians.”


A New Wrinkle at UCLA Luskin — Undergrads Within months of official approval, the undergraduate degree in Public Affairs was already educating scores of pre-majors and providing them an avenue for activism

The rising excitement over UCLA Luskin’s new undergraduate program increased by at least a hundredfold as the first prospective Public Affairs majors stepped onto campus this fall.

Just weeks into the fall quarter, more than 100 students had formally opted in and dozens more had reached out to hear about the ambitious program, which combines critical thinking, social science methodology and deep engagement in the community.

In a year when young people are leading the charge for gun reform, transgender rights, climate change and more, the new major provides an avenue for activism.

“There will certainly be an infusion of energy that only undergraduates can bring,” said Dean Gary Segura.

Freshman Callie Nance was immediately attracted to the public service ethos at the heart of the major.

“I was undecided and feeling a little anxious about that, so I looked through all the majors on the UCLA website. When I came across Public Affairs, I realized it hit all of my passions,” said Nance, who spent time in high school working to create educational and employment opportunities for young people.

“This major doesn’t just expand knowledge,” she said. “It shows us how to do something with that knowledge, to make an impact.”

That sentiment is reflected in the undergraduate program’s motto: Developing Leaders Engaged in Social Change.

“Our students are developing knowledge and skills in the service of solving society’s most pressing problems, which is really what distinguishes this major from others,” said Undergraduate Affairs Chair Meredith Phillips, who is also an associate professor of public policy and sociology.

No other campus in the UC system offers a Public Affairs bachelor’s degree that draws from the three fields UCLA Luskin is known for: public policy, social welfare and urban planning.

This partnership has created an infectious energy that was on display during an undergraduate open house during the first week of school. Phillips led the welcoming committee, along with more than 20 faculty from across the School and Dean Segura, who noted that he too will teach an undergrad course this year, Foundations and Debates in Public Thought.

The event offered a glimpse of the resources available to students pursuing the B.A. in Public Affairs. Freshmen and sophomores freely mingled with professors who teach graduate-level courses and conduct cutting-edge research. And the undergraduate staff, who came together this summer to ensure the major was launched without a hitch, was out in force to answer questions and offer encouragement.

The networking continued the following evening at the Schoolwide Block Party, where the entire UCLA Luskin family — students, faculty, staff and alumni — came out to celebrate the new academic year.

“It was a good chance to talk to some alumni, to see what they are currently doing,” said freshman Navkaran Gurm, whose interests lie in law, politics, economics and public service.

Over the summer, another alumni connection led Gurm to the new major. He had enrolled in a Fresno City College economics class taught by Nelson Esparza MPP ’15, and ended up volunteering for Esparza’s campaign for Fresno City Council.

In the classroom and on the trail, Gurm spent hours talking to Esparza, who urged him to take a look at the Luskin School’s new bachelor’s degree. Gurm was sold. He plans to double-major in Economics and Public Affairs, with an eye toward attending law school.

“What I saw in the Public Affairs major was a way to show us how to make the world a better place, and that was something that really appealed to me,” said Gurm, who is keenly interested in battling disparities that put youth in rural communities, like his hometown, at a disadvantage.

A poll ahead of the November 2018 midterm elections found a remarkable level of civic engagement among young Californians. They talk politics, volunteer and allow political values to guide their purchases, the survey of 16- to 24-year-olds found. A full 80 percent said they considered themselves part of a social movement, according to the poll funded by the California Endowment.

Rising student demand led to creation of the Public Affairs major, which UCLA Luskin faculty unanimously endorsed in 2017. The university’s Academic Senate gave final approval in April 2018, and the first cohort was recruited over the summer.

Ricardo Aguilera switched to the pre-major as soon as it was announced. “For me, it was right on, concentrating on social advocacy within the community and just giving back,” he said.

Aguilera is one of several dozen sophomores who are working closely with the undergraduate staff to complete pre-major requirements in a single year. The School also continues to offer undergraduate minors in Public Affairs, Gerontology and Urban and Regional Studies.

Aguilera, Nance and Gurm have been struck by the personalized attention they receive in the relatively small Public Affairs program. Weekly emails share information about jobs, internships and campuswide events, and keep the cohort connected, they said.

Gurm said he attended informational sessions for other majors where students clamored to get their questions answered. At the Public Affairs workshop, “there were four of us and Brent, and it was as if we were having a one-on-one conversation,” he said, referring to undergraduate advisor Brent Showerman, who explained both the vision and the requirements of the program.

“I really like that whole support system, the feeling that they are guiding us in the right direction,” he said.

Project on Resources and Governance Receives $1.4-Million Grant

The Project on Resources and Governance (PRG), launched in 2017 by three UCLA scholars, has received a three-year $1.4-million grant from the William and Flora Hewlett Foundation. PRG seeks to address the “resource curse,” in which countries with abundant natural resources that can be drivers of growth and prosperity nonetheless struggle with poverty, conflict and corruption. The project seeks to apply cutting-edge social science research methods to test and discover policies that promote welfare, peace and accountability in resource-rich countries. PRG is the brainchild of UCLA faculty members — Professor Michael Ross and Assistant Professor Graeme Blair of Political Science and Assistant Professor Darin Christensen of UCLA Luskin Public Policy, who holds a joint appointment with Political Science. The grant will be used to initiate new research projects in natural resource governance; to build capacity of decision makers to generate, interpret and apply rigorous evidence; and to grow the knowledge base on what works to help countries maximize benefits from their natural resource endowments.

LPPI Takes Center Stage in Coverage of Latino Vote

As results rolled in from the November 2018 midterm elections, a team of researchers from the Latino Politics and Policy Initiative (LPPI) provided real-time analysis to assess how the country’s fastest-growing voting bloc impacted the outcome of major contests. Among other findings, the UCLA Luskin-based LPPI reported that Latino voter participation saw a striking increase compared to the 2014 midterms. LPPI followed up with a report detailing its analysis of election results in six states: Arizona, California, Florida, Georgia, New Mexico and Texas. A forum co-hosted by LPPI and the Aspen Institute Latinos in Society Program delved into the results before a crowd of 175 people, as well as a live stream audience. And LPPI experts were widely cited in election coverage by the New York Times, Los Angeles Times, NPR, NBC News and many other outlets.

 


 

Panel, Presentations Focus on Social Justice Issues

On June 7, 2018, students from UCLA Luskin presented research on issues relevant to social justice, followed by a panel discussion about empowering immigrant communities in Los Angeles. Moderated by Val Zavala, formerly of KCET, the panel included Joseph Villa of the Coalition for Humane Immigrant Rights; Daisy Esqueda and Nicole Mitchell of LAUSD; Jyotswaroop Kaur Bawa of the California Immigrant Policy Center; and Reshma Shamasunder of Asian Americans Advancing Justice. The event was organized by three student groups at UCLA Luskin: Policy Professionals for Diversity and Equity, Social Workers for Collective Action, and Planners of Color for Social Equity.

Diversity Is Excellence at UCLA Luskin The Diversity, Disparities and Difference (D3) Initiative connects students and groups across UCLA

Estefanía Zavala, Michelle Lin and Jordan Hallman are all up early on a Sunday morning. They meet at a favorite coffee shop in Hollywood. This is when the trio of busy UCLA Luskin School of Public Affairs students can break from their fast-paced two-year professional programs to discuss a topic central to their lives, studies and future careers.

Diversity.

It’s important at UCLA Luskin, especially to the numerous student groups working to make their programs, the School and the campus more inclusive. At the time, Zavala, Lin and Hallman were student program managers for the UCLA Luskin initiative known as D3 – Diversity, Disparities and Difference. Launched in 2014 by former Dean Franklin D. Gilliam, Jr., D3 aims to “create a cohesive strategy to bridge differences, understand our diverse society and confront disparities in the field of public affairs.”

“I was really interested from the get-go, and the mission of D3 really aligns with Social Welfare’s mission, our core values of social justice and equity. And that’s always been a topic of interest to me and trying to improve the way things are and make sure that the campus is inclusive for all people,” Lin said.

The D3 Initiative is one of many UCLA Luskin student groups focused on issues of equity and social justice. Among the others are Urban Planning Women of Color Collective, Planners of Color for Social Equity, Policy Professionals for Diversity & Equity, Luskin Pride, Black Caucus, Asian Pacific Islander Student Caucus (API), Latinx Student Caucus and Diversity Caucus.

Working independently or in collaboration with D3, the groups host Schoolwide and campus events designed to promote collaboration, bridge gaps and encourage understanding. These include an Equity in Public Affairs research conference and group dialogues with incoming UCLA Luskin students.

“My favorite experience thus far has been the Equity in Public Affairs training that we do in the beginning of the year, where students share their unique identities and receive training on operating professionally in a diverse environment,” said Zavala, who recently earned her MPP degree after also serving as a leader of Policy Professionals for Diversity & Equity. “I got to meet so many people and really got to understand them.”

The D3 Initiative has three priorities:

  • Enhance student admissions and faculty searches by championing more diverse applicant pools;
  • Institutionalize programming that offers a critical understanding of social inequity while establishing connections with the greater community;
  • Strengthen student collaboration for a more inclusive school climate.

That mission is supported by the office of Dean Gary Segura as part of efforts to build an equitable environment on campus that has hired new faculty whose research and areas of interest include a social justice focus.

The D3 group has coordinated gatherings known as “Difficult Dinner Dialogues,” which invite classmates and others with diverse backgrounds and different life experiences to share and learn from one another.

“I think it’s a space, call it a brave space. It’s a brave space for everyone to come and not feel judged for what they think because it’s about being open to learning, so that will hopefully change the political climate,” said Lin, who has since earned her social welfare degree.

One Dinner Dialogue focused on sexual assault and “the role of men and women of color who don’t have the means to quit their job or speak out against their employer, the power dynamics of that,” Lin said.

“People really felt like this was the beginning of the conversation and they wanted even more,” she added.

In addition to their Sunday meetings, the student leaders stayed connected throughout the year with D3 faculty director Gerry Laviña MSW ’88, Social Welfare’s director of field education, along with the dean’s office staff. During the 2017-18 academic year, D3 added office hours to collect feedback, questions and concerns directly, and in confidence, from students at UCLA Luskin.

Hallman, who has since earned her urban planning degree, said her professional focus is “the intersection of transportation and land use and the responsibilities that come with approaching that point of intersection justly and equitably, which is a relatively new conversation within planning. I think participating in D3 has also led me to a role where I try to shed light on other points of intersection that aren’t talked about.”

For Zavala, connecting with peers from UCLA Luskin’s other two departments was important.

“The D3 position has empowered me to create a community across all three departments. I hope that in any future career that I have, I work actively to form bridges across silos and uplift the work of diversity. I also want to center my professional career on empowering traditionally marginalized communities. Starting at Luskin has been a wonderful experience,” Zavala said.

The D3 Initiative also supports students with awards, grants and funding for their work, including the Franklin D. Gilliam, Jr. Social Justice Awards, which were created to recognize student scholarship in social justice and inequality. The award was made possible by contributions from the School’s board of advisers, UCLA faculty, staff and alumni.

“We are not yet where we need to be and there is still much to do, but D3 has been a guiding force for progress,” said Isaac Bryan MPP ’18. With the help of a Gilliam Award, Bryan’s Applied Policy research group studied the dynamic needs of the city’s formerly incarcerated reentry population for Los Angeles Mayor Eric Garcetti.

“D3 empowers us all to continue placing diversity, equity and inclusiveness at the forefront of the work we do here in Luskin,” said Bryan, who is also a member of Policy Professionals for Diversity & Equity.

As a PhD student in urban planning, Aujean Lee also received funding through the D3 Initiative, including the Gilliam Award.

“These resources are important because urban planners, and planning research, still need to engage with and grapple with its historical legacies of racism, classism, sexism, homophobia, ableism, etc., that continue to shape our cities and communities,” Lee said.

The Art of Shaping Opinion: Lessons From Three Experts Visiting Public Policy faculty draw on rich life experiences to share their wisdom about influence, advocacy and persuasion with UCLA Luskin’s future leaders

The U.S. Constitution, by design, sets up a weak and limited government. In short, “it is set up to fail,” says William Schneider, a visiting lecturer this spring at the UCLA Luskin School of Public Affairs.

“The wonder is that it actually does work. What makes it work is public opinion,” says Schneider, a leading U.S. political analyst and professor at George Mason University’s Schar School of Policy and Government, who is teaching the undergraduate course “Public Opinion and Public Policy.”

Schneider, who has covered every U.S. presidential and midterm election since 1976 for numerous news outlets and publications, is among a group of top scholars from across the nation adding depth and breadth to the world-class faculty at the Luskin School.

Schneider’s class follows offerings from visiting professors Steven Nemerovski from Columbia University and Gary Orren from Harvard, who taught during winter quarter. All three visitors from the East Coast explored influence, advocacy and opinion-making as tools to effect policy change.

For Schneider, the Constitution works when there is “a strong sense of public urgency. In other words, a crisis.”

He explores this thesis — “and why the U.S. is more bitterly divided than at any time since the Civil War” — by looking at policy battles over civil rights, the financial crisis and terrorism. The course also focuses on the way public opinion has shaped policy on issues such as abortion, immigration, same-sex marriage, gun control, health care and military intervention.

A core element of American populism is the belief that politics is the enemy of problem-solving, he says. “That’s why we often elect political outsiders,” says Schneider, whose new book, “Standoff: How America Became Ungovernable,” will be published in May 2018. Schneider hopes his students will learn that “there is a reason why you can’t run government like a business. Business is not a democracy.”

When Orren, the V.O. Key, Jr., Professor of Politics and Leadership at Harvard, arrived at the Luskin School this winter, he made a convincing case for taking his graduate-level class, “Persuasion: The Science and Art of Effective Influence.”

“Persuasion lies at the heart of our personal and professional lives, whether the goal is to convince one person in a face-to-face encounter, influence a small group in a meeting, sway an entire organization or win over the public,” his course description said.

“It is challenging enough to lead those who agree with us,” says Orren, who has taught at Harvard for nearly half a century and also worked as a political advisor in local, state, national and international election campaigns. “But inducing others to willingly follow us when they are initially skeptical or opposed to our goals — persuading them — is the greatest challenge facing aspiring leaders.”

That pitch, and a recommendation from a Harvard alum she knows, convinced second-year MPP student Farah Setyawati to take Orren’s course.

“I like the course because it has a unique exposure to psychology. It got me thinking a lot about human behavior,” Setyawati says.

She now pays attention to body language and “reading the room,” and recognizes the importance of knowing the client. She also likes the required “three-minute pitch” exercise that allowed her to practice her presentation skills.

When Nemerovski brought his popular undergraduate course, “Advocacy and the Legislative Process,” from Columbia to the Luskin School, he immediately brought up the dreaded “L word” — “how society feels about lobbyists and are they the scourge of the earth or something. We talk about that up front and get past that immediately,” Nemerovski says. “Then the whole class is about strategy, … the role of advocacy and the tools needed to navigate successful outcomes.”

In addition to a career as an academic, the Columbia professor has worked as a political lobbyist, TV program host and author of “Third Party,” a series of political novels. He drew on that vast experience to bring in a number of guests with first-hand experience in advocating for legislation:  a state representative from Illinois; two former California Assembly members; and Dan Glickman, a former member of Congress from Kansas, U.S. secretary of agriculture in the Clinton administration, and former head of the Motion Picture Association of America.

When students have “heard four or five people in this industry say it’s all about trust, your word is your bond, when they leave the class … they’re going to understand what this is about — trust and word and bond,” Nemerovski says.

“One of my guest speakers actually commented that my class asks better questions than the more sophisticated groups he speaks to. That really speaks for the class and their enthusiasm for the speakers,” he says.

UCLA undergraduate student Axel Sarkissian says the course has been among the most interesting he has taken and has given him a better understanding of “how lobbying is done, an important lesson for those of us interested in government and for anyone interested in public engagement.”

“I have particularly appreciated Professor Nemerovski’s efforts to integrate practitioners — politicians, lobbyists and others — into the course. Hearing their perspective on how they interact with each other and what effect this has on policy has been fascinating,” says Sarkissian, who is completing the Luskin School’s undergraduate minor in Public Affairs.

Nemerovski challenges his students to become “citizen lobbyists.” During winter quarter, they were asked to lobby their congressperson on Deferred Action for Childhood Arrivals (DACA), also known as the Dream Act.

“I can’t tell them what to think — whatever side they may be on — so they have to decide what they think and they have to act on it,” says Nemerovski, who notes that part of the exercise is to wrangle not only with the issue but what actions they need to take. “I’ve been watching them struggle with it — ‘how am I really going to do this?’”

Nemerovski also places students on each side of a bill. Some must develop strategies to pass it, others to defeat it.

“They will walk in with a strategy and I will poke holes in it,” Nemerovski says.

But he adds: “I always tell my kids the first day of class they’re going to have fun.”
