L.A. Mayor Focuses on the Need for Housing Solutions During UCLA Luskin Summit Karen Bass visits campus to join discussions on the value of research about issues like homelessness, climate resilience, governance and equity in transportation

On April 17, Los Angeles Mayor Karen Bass was the featured speaker as scholars, civic leaders and the philanthropic community came together to discuss policy issues during the sixth annual UCLA Luskin Summit.

What was on her mind? Housing.

Bass, who declared homelessness a state of emergency immediately upon taking office as mayor in December 2022, told the more than 300 people in attendance at the UCLA Luskin Conference Center that her office is now turning more attention to longer-term solutions after initially emphasizing urgency in getting unhoused people off the streets.

“It is not reasonable for somebody [needing shelter] to be able to stay around while we get housing built,” she said of the challenge to provide shelter for people in need amid an ongoing affordable housing crisis.

The mayor’s remarks were delivered during a discussion with Jacqueline Waggoner MA UP ’96, the current chair of the Luskin School’s Board of Advisors. Waggoner, who is the president of the Solutions Division for Enterprise Community Partners, said she was heartened by the mayor’s intense focus on homelessness, given the magnitude of the problem in Los Angeles.

Bass, a former congresswoman who now chairs the Homelessness Task Force for the U.S. Conference of Mayors, said that meeting with mayors around the country presents an opportunity to learn from others, and for other cities in the United States to benefit from what is being done in Southern California. She had announced a new housing initiative based on a program in Atlanta two days before speaking at the Luskin Summit.

“I feel good in terms of what we can do and how we should move forward,” said Bass, who then emphasized, “the biggest question is scale.”

Concerns over housing affordability was also a key takeaway from the ninth annual Quality of Life Index, which was publicly unveiled in the opening session of the 2024 Luskin Summit. The project at UCLA Luskin is directed by former Los Angeles public official Zev Yaroslavsky, now an adjunct faculty member at the UCLA Luskin School of Public Affairs.

Concerns over the high cost of living pushed the satisfaction of Los Angeles County residents back to its lowest-ever level, according to the annual survey, which received coverage as breaking news by media outlets that included the Los Angeles Times, area radio stations and the local affiliates of all four major U.S. broadcast TV networks.

More than half of respondents, or 59%, cited housing as the most important factor in their rating. During a Q&A moderated by reporter Josh Haskell of ABC7 in Los Angeles, Yaroslavsky pointed out that renters are feeling especially pessimistic about their futures.

“In our survey, we found that 75% of renters do not think they will ever be able to afford to buy a home in a place they’d like to live in Los Angeles County. Think about that — more and more people in our region see the American dream of homeownership slipping away,” Yaroslavsky said.

Yaroslavsky’s remarks were followed by six breakout sessions that examined timely policy issues from the perspective of scholarly research originating at the Luskin School and its affiliated research centers.

Summit attendees heard about studies and policy proposals in climate resilience, governance and equity in transportation. Panels made up of UCLA Luskin scholars and experts from the public, private and nonprofit sectors took on pressing issues affecting Los Angeles and beyond:

  • What strategies can governments adopt now to help communities withstand rising temperatures?
  • How is the Southland voter pool changing in this election year, and how can Los Angeles better provide representation for its 3.8 million people
  • How are government agencies and nonprofits meeting the transportation needs of the region’s most disadvantaged people?

Much of the conversation was guided by research conducted by the UCLA Luskin Center for Innovation, the Institute of Transportation Studies, the Lewis Center for Regional Policy Studies and the Latino Policy and Politics Institute.

The session with the mayor was the final session of this year’s Luskin Summit. For about an hour, Bass answered questions and engaged in conversation with Waggoner, a native Angeleno with a longtime connection to the Los Angeles Homeless Services Authority (LAHSA).

Since Bass took office, Waggoner said she has noticed visible change in the homeless population. In the past, she would see people leave the streets, only to return soon after.

“I haven’t seen those same people in a year, and what I would say to you is that you are on the path to permanent solutions,” Waggoner said to Bass.

“But I’m never satisfied,” replied Bass, a former social worker. She understands that people experiencing homelessness need not just roofs over their heads, but social services.

“I come at it with a bias because my background is in health care, and I just think we need to do much, much more,” Bass said.

She noted that mental health is something that people often talk about in connection to the unhoused population, but treatment for chronic diseases such as diabetes, heart disease, high blood pressure and cancer are also important and deserve attention.

“I feel that health needs to be at the center,” Bass said.

Waggoner said that with homelessness spreading “in every neighborhood, people want to do something about it.”

Noting UCLA Luskin’s public-private partnerships with organizations like Hilton Foundation, a Summit sponsor, Waggoner asked Bass about the role of businesses and other groups in helping to get people into permanent housing.

“We are a state of unbelievable wealth. We have many, many, many billionaires that live in the city, tons of multi-millionaires who do phenomenal charitable work,” Bass responded. “I feel good that we’ve been able to align the public sector. But now we need the private sector, we need private money … to expedite the building” of more affordable housing.

Relying on public money can be a slow process because of regulations, construction approvals and the need to juggle multiple funding streams.

“A private developer comes in and can get the development going,” Bass explained. “So, we are hoping that we can do a capital campaign. Everybody knows capital campaigns — buildings get built.”

During her discussion with Waggoner and the 25-minute audience Q&A that followed, Bass also talked about the city’s LA4LA plan to partner with private donors and business to purchase existing properties, including major hotels, to develop its system of long-term interim and permanent housing.

Noting the scale of the problem and an audience consisting of scholars, philanthropic leaders and community organizations, Waggoner pointed out that many people will need to play a part for Bass to realize her vision of a housing solution in Los Angeles.

“Everyone needs to have skin in this game,” Bass said.

The annual event is organized by the UCLA Luskin School of Public Affairs under the guidance of its Board of Advisors, and naming benefactors Meyer and Renee Luskin were among those in attendance. The event was supported by gifts from 12 local charitable organizations and businesses, many of which have been sponsors since the first Luskin Summit in 2019. This year’s theme was “Transformative Action.”

L.A. County Residents Express Second-Lowest Satisfaction Ever With Quality of Life Despite overall uptick in eighth annual index, dissatisfaction remains high due to inflation, homelessness and the COVID-19 pandemic

Los Angeles County residents are feeling more upbeat today than a year ago — but not by much.

Inflation remains a primary concern as people worry about losing their homes or feeding their families. Many residents said their quality of life had been affected by a homeless encampment. And they believe the pandemic’s impacts on L.A. life will be long-lasting.

Those are just a few of the key takeaways from the latest Quality of Life Index, or QLI, a project of the Los Angeles Initiative at the UCLA Luskin School of Public Affairs that measures county residents’ satisfaction levels in nine categories. The overall rating rose two points to 55, but it was still the second-lowest rating in the eight years of the project. The highest rating of 59 was recorded in 2016 and 2017.

“Last year’s record negativity appears to have bottomed out and made a slight upward turn,” said Zev Yaroslavsky, director of the Los Angeles Initiative, who oversees the index. “But inflation has taken a toll, especially among lower- and middle-income residents.”

In fact, 94% of respondents said they were affected by inflation and the increase in costs of basic needs. And 71% said it had a major impact. Rising housing costs were an issue for 82% of respondents, and 58% said it’s a major concern.

More than a quarter, or 28%, of respondents worried about losing their home and becoming homeless, while 25% were afraid their families will go hungry because they can’t afford the cost of food. Nearly half of people in households earning less than $60,000 were concerned about becoming homeless.

Almost three-quarters of residents, 73%, said their quality of life had been impacted in the last year by a homeless encampment. A major impact was reported by 43% of respondents, with San Fernando Valley and Westside residents at 50% and San Gabriel Valley residents at 28%.

Most respondents, 75%, said life has been fundamentally changed by the COVID-19 pandemic. Only 23% expect life to return to the way it was before.

Of survey respondents who are employed, 49% said they always work away from home, 36% divide their work between home and a workplace, and 14% always work from home. Lower-income residents were far more likely to always work away from home, 61%, than higher-income households, 39%. Hybrid schedules were more common for higher-income workers, 41%, compared to 29% for lower-income households.

Many respondents said their income changed during the pandemic, with 27% saying it went down and 30% saying it went up. More than a third, or 35%, of those with a household income below $60,000 said it declined. Nearly half, or 45%, of respondents with a household income over $120,000, said it rose.

“The income disparities that have defined the Southern California economy for several decades have been exacerbated by COVID, as the rich seem to be getting richer while the poor are getting poorer,” Yaroslavsky said. “County residents whose incomes have not rebounded have less money than they used to, and what they have doesn’t buy what it did before. They’re getting hurt coming and going.”

This year’s QLI was based on interviews conducted with 1,429 county residents over 30 days beginning on Feb. 24. The survey has a margin of error of plus or minus 2.6%.

Ratings were up slightly in all nine categories except health care, which remained the same as 2022 at 66.

Among the other results:

  • Cost of living, which is always the lowest rated, increased to 41 from 39. White respondents gave it a 37, among the lowest in any category in the survey’s history.
  • Also scoring below the survey’s midpoint of 55 were education, 48, and transportation and traffic, 53.
  • Public safety, jobs and the economy, and the environment came in at 58.
  • Race and ethnic relations, 67, and their neighborhood, 68, were the top-rated categories.

The survey also examined approval ratings for local elected officials. Los Angeles Mayor Karen Bass had the highest favorability, with 46% of all respondents viewing her favorably and 23% unfavorably. City of L.A. respondents were even more positive, with 51% favorable and 17% unfavorable.

Sheriff Robert Luna was rated 37% favorable and 21% unfavorable. Los Angeles Police Chief Michel Moore received a 31% favorable and 22% unfavorable rating.

County Public Health Director Barbara Ferrer was viewed favorably by 34% and unfavorably by 20%, with respondents ages 65 and older giving her a 47% favorable rating. Meanwhile, ratings for District Attorney George Gascón improved somewhat from last year but were still negative — 27% of county residents view him favorably, compared to 40% who view him unfavorably. Last year, the result was 22% favorable, 44% unfavorable.

The Quality of Life Index is funded by the Los Angeles Initiative and Meyer and Renee Luskin. The full report will be released on April 19 as part of UCLA’s Luskin Summit, which is being held in the Faculty Center at UCLA. In addition to a presentation by Yaroslavsky, L.A. City Council President Paul Krekorian will deliver a keynote address. A series of breakout discussions on issues of public concern will precede a closing session on the local homelessness emergency featuring state, county and city officials. Jim Newton Receives 2022 Carey McWilliams Award Editor-in-chief of UCLA Blueprint magazine receives honor recognizing journalistic contributions to society’s understanding of politics

UCLA’s Jim Newton is the winner of the Carey McWilliams Award, which honors a journalist or organization each year for intellectual forthrightness and political independence.

Newton is the founding editor-in-chief of Blueprint magazine, which is based at the UCLA Luskin School of Public Affairs. He’s also a lecturer in the departments of public policy and communications studies.

The McWilliams Award has been given since 1982 by the American Political Science Association in memory of a California lawyer who became an influential political leader, author and editor. McWilliams edited The Nation magazine from 1955 to 1975 and wrote landmark books that focused on migrant farm workers in California and the World War II internment of Japanese Americans.

“I’m deeply honored by this prize and especially by the thought that it binds my name, in some small way, to that of McWilliams, who has long been a personal polestar of integrity and wisdom,” Newton said.

The award, which recognizes Newton’s work at UCLA and other accomplishments, was officially presented Sept. 14 in Montreal at the association’s annual meeting. He has written several books about historical figures of political importance with a California connection, including former CIA chief and Secretary of Defense Leon Panetta, Supreme Court Justice Earl Warren and former Gov. Jerry Brown. At the Los Angeles Times, he was a reporter, editor, columnist, bureau chief, editorial page editor and editor-at-large.

Past recipients of the award include well-known broadcast journalists such as Judy Woodruff, Bill Moyers, Lesley Stahl and Nina Totenberg; other respected newspaper writers such as Seymour Hersh, Molly Ivins and Ronald Brownstein; authors and professors; plus chroniclers of political discourse from a diverse array of outlets that includes the New York Times, Washington Post, Cook Political Report, the Congressional Quarterly, National Public Radio and the Huffington Post.

UCLA Luskin colleague Zev Yaroslavsky first became aware of Newton’s tough-but-fair journalistic approach during his time as an elected official in Los Angeles.

“Jim’s coverage of the LAPD — and the reforms spawned by the Rodney King beating and the Rampart scandal — is still the gold standard” for news reporting in Los Angeles, Yaroslavsky wrote in a letter recommending Newton for the McWilliams award.

Henry Weinstein, a former L.A. Times colleague who is now on the faculty at UC Irvine Law, also wrote an award nomination letter. “He is a potent and graceful practitioner of what I call ‘the Journalism of Illumination’ — articles and books that take a reader deep into important subjects, regardless of whether they occurred yesterday or 75 years ago — just as McWilliams did in an earlier era.”

A third recommendation letter came from a former Times colleague who has continued to work with Newton as a frequent writer for UCLA Blueprint, Lisa Fung. She praised Newton’s ability to build connections among the worlds of politics, journalism and academia.

It’s become increasingly difficult to understand the motivations of government and policy officials, but through his work as a writer, editor, author and educator, Jim is leading the charge to bring about change and to show people why they should care,” Fung wrote.

Newton said his appreciation of McWilliams grew while writing his book about Warren, the former chief justice of the United States. In fact, as governor of California, Warren clashed with McWilliams and actually fired him from a government job in part because he was an outspoken critic of the internment of Japanese Americans during World War II.

“McWilliams is the only principled person at the time who stood up and said, ‘This is a bad idea,’” Newton said.

He founded Blueprint magazine, which is based at the Luskin School and distributed online and in print twice yearly, as a way to connect intellectuals to policymakers in light of what he perceives as a growing need.

“The policy universe, in particular, had really been stripped of a lot of its research apparatus just over the time that I had been covering it,” Newton said. “It’s true at the city, county and state levels — legislative analysts just don’t have the firepower they once did.”

Filling that gap was the germinating notion of Blueprint, which often highlights academic researchers who are tackling policy questions.

“Let’s make policymakers aware of the research that might inform policy, and let’s also engage researchers in what’s going on in the policy universe,” Newton said.

He imagines an elected official facing a difficult policy issue and eager to find a fresh, independent perspective.

“Instead of just listening to labor or business, you realize that there’s some thoughtful, nonpartisan research that’s being done that can help guide you to a good answer,” said Newton, whose goal is making scholarly research accessible to a non-academic audience.

 “We don’t want it to be an academic journal,” he explained. “That’s why it’s brightly colored, and it’s designed the way it is, with illustrations and graphical presentations in print and online.”

UCLA scholars are often featured, but the magazine’s focus extends beyond the university.

“So, we write about Norman Lear or David Axelrod or Joe Stiglitz or Jerry Brown — people who are broadly interesting and who are concerned with culture and politics and civic life,” Newton said.

Blueprint’s press run has been reduced in recent years amid financial constraints, and a plan to publish quarterly instead of twice-yearly was shelved in part because of pandemic-related challenges. But Newton is hopeful for a return to the magazine’s full reach — and even expansion. Meanwhile, production has endured, and reporting for the fall edition is currently underway.

“It’s themed around fear,” said Newton, who noted that fear can be constructive when it drives urgency of action around issues like homelessness or climate change. But, of course, fear also has the potential for harm as a tool for some politicians.

“Immigration would be a good example of the kind of illogical fear of other people that results in policy that’s profoundly misguided,” he said.

The theme is particularly timely with political rhetoric heating up as midterm Congressional elections and races for mayor of Los Angeles and the governor of California loom in November. Fear not, the next edition of Blueprint will be available in mid- to late-October to shed light on the political shadows.

UCLA Luskin Research Helps Guide Public Health Response to Ongoing Monkeypox Outbreak Ian Holloway is among researchers working with health officials to develop evidence-based strategies

UCLA Luskin researchers are helping shape local and state health policy decisions in the wake of the monkeypox virus outbreak.

Ian Holloway, director of the Hub for Health Intervention, Policy and Practice at UCLA Luskin, is one of the researchers leading the effort. The Social Welfare professor was asked to sit on the scientific advisory committee to the California Department of Public Health soon after the first case in the United States was reported in mid-May.

Holloway, who aims to use research-based evidence to shape local and state public health policy regarding monkeypox, is now in the early stages of microsimulation modeling in relation to the disease. He and his researchers can model various scenarios using this advanced statistical approach, which allows policymakers to view and understand different hypotheticals.

“What if we can vaccinate 50% of those who are at risk by a certain time — what impact will that have on transmission?” Holloway asked. “What if we can get all of those who test positive for monkeypox on treatment within a certain time frame to reduce the risk of transmissibility — what will that mean for the evolution of the virus?”

Holloway has stressed the need to prioritize an equity-focused response in communities of men who have sex with other men, particularly among racial and ethnic minority gay men. In an August 18 editorial published by the American Journal of Public Health, he outlined a four-point strategy for how to scale up monkeypox vaccinations without further stigmatizing gay men.

“My hope in working with Los Angeles County and the California Department of Public Health is that we can be really strategic and use research evidence to inform public health policy,” Holloway said. “One thing that’s promising for monkeypox vaccination is that we saw very high levels overall of vaccination for COVID-19 among LGBT communities in general, and gay men specifically. However, we still saw disparities by race and ethnicity.”

Extending eligibility

He supports an August 24 decision by the Los Angeles County Public Health Department to follow national guidance and extend eligibility to more people despite an ongoing shortage of the monkeypox vaccine. Doing so will bolster efforts to reach racial and ethnic minority communities, he said.

The new strategy involves a process known as dose splitting, in which a vial that usually contains two doses is split into up to five doses and administered in a way that retains effectiveness despite the lower dosage. Traditionally the vaccine is administered in a subcutaneous manner into the fat behind the triceps muscle. The new strategy is for a shallow intradermal injection into a layer of skin under the arm. This method typically leads to higher immune responses and faster drug uptake.

“Hopefully, that will mean we can get more doses to people,” Holloway said. “But public health departments really have to start planning to reach large communities of gay, bisexual and other men who have sex with men.”

In cities like Los Angeles, Holloway noted, people getting vaccinated tend to be more affluent and can afford to take time off work when they get a text reminder saying it’s their turn. “It’s much more challenging to reach those with lower incomes who are disproportionately part of racial and ethnic minority communities,” he said.

Holloway also leads the Gay Sexuality and Social Policy Initiative at UCLA, which focuses specifically on the unique experiences of gay men related to sex and sexuality. Although monkeypox is spread through any type of intimate contact, 98% of U.S. infections in the current outbreak have been among men, primarily those who have sex with other men.

Alex Garner, co-director of the initiative, is also director of community engagement at MPact Global, a worldwide organization dedicated to improving the health and well-being of gay, bisexual and queer folks, and advancing human rights. Garner has advised the World Health Organization (WHO), UNAIDS, and the European Centre for Disease Prevention and Control on communication strategies and community engagement relating to the disease. He said the outbreak has further demonstrated the structural inequalities that exist in health care.

“At the same time, we can’t allow stigma to be worse than the disease,” Garner said. “To not provide adequate investment and care for people of color, migrants, sex workers and LGBTQ folks only reinforces the idea that our lives do not matter.”

The stigma problem

Holloway and Garner are among those lobbying to change the name of the disease to something less stigmatizing than monkeypox such as MPX, which is favored by state public health officials.

Advising gay men without stigmatizing them — a frequent problem during the HIV epidemic — requires sensitivity in how information is communicated. Holloway’s team at UCLA has been active in working with community partners like the Los Angeles LGBT Center on education and raising awareness.

Initially, GSSPI put out a set of infographics about protecting oneself from exposure to the virus and how to identify the symptoms, which are similar to a severe flu. Infected individuals usually develop a rash and then lesions during a painful illness that can last up to four weeks.

So far, no one in the United States has died in an outbreak that now totals more than 40,000 cases worldwide and over 3,000 in California. Los Angeles County has the highest rate of infection in the state.

The outbreak spread quickly but is unlikely to disappear nearly as fast. The vaccine needs to be administered twice, four weeks apart, with 85% immunity not achieved until two weeks after the second dose. “We have a long road in front of us in terms of being able to get our communities protected through vaccination,” Holloway said.

The task at hand is both urgent and daunting, while the health and social ramifications are far-reaching. That’s why Holloway has enlisted assistance from Brian Keum, who also teaches in the department of social welfare, and Zachary Steinert-Threlkeld of UCLA Luskin Public Policy for another monkeypox-related research endeavor.

The project involves data mining of a Twitter database developed by Steinert-Threlkeld that goes back to 2014. By tracking homophobic hate speech, UCLA Luskin researchers will be able to document the types of hate speech relating to the monkeypox outbreak and inform communication strategies to confront online homophobia.

“There’s been a surge in homophobic hate speech online,” Holloway said. “The goal of this second project is understanding the ways in which homophobic hate speech online is evolving in parallel to the spread of (monkeypox) and through social media networks.”

He noted that social media can be a powerful way to spread both negative and positive information — greater attention was drawn to the outbreak in June when actor Matt Ford started posting videos on Twitter and TikTok about his symptoms and treatment, for example.

“I’m also interested in the ways in which gay communities are caring for themselves using social media during this time,” Holloway said.

Ian Holloway Named Editor-in-Chief of Sexuality Research and Social Policy At a time when people’s sexuality and reproductive rights are at issue, UCLA professor hopes to make relevant academic insight more readily available to policymakers

Ian Holloway, a professor of social welfare at the UCLA Luskin School of Public Affairs, has been named editor-in-chief of Sexuality Research and Social Policy.

The peer-reviewed academic journal publishes research on sexuality and the implications of that research on public policy across the globe. It has traditionally been focused primarily on an academic audience, but Holloway intends to work with the editorial board to expand the journal’s reach and impact in response to a wave of anti-LGBT legislation in the United States and issues such as the ongoing criminalization of same-sex sexual behavior in many countries.

“I think that this historical moment really calls upon us, as academics, to make sure the work we’re producing reaches policymakers and other decision-makers, including practitioners and the folks who are designing programs in government and public health settings,” said Holloway, who is director of the UCLA Hub for Health Intervention, Policy and Practice and its Gay Sexuality and Social Policy Initiative.

He envisions promoting research from the journal via social media, soliciting more special issues on timely and relevant topics, and putting short summaries of key findings atop articles — written in layperson’s language to make academic work that is relevant to ongoing policy debates more widely accessible.

“Those of us who’ve been writing peer-reviewed articles for academic journals for years have a particular style of writing, a particular format of writing, that may not be conducive to lay audiences,” Holloway noted. “But lay audiences include policymakers who may not have the time, the energy or the expertise to wade through an academic article on a particular topic.”

At a time when people’s sexuality and the reproductive rights of pregnant people are at issue, Holloway sees his new role as an opportunity to make a difference.

“A lot of times, policy decisions are not evidence-based,” he said. “They’re based in moral judgment or religious views.

“But we have robust scientific evidence that is based on sexual liberty and the impact of social policy on sexuality. And I would like to make that academic discourse more relevant and available to those who are making decisions for the future of our country and for communities across the globe.” 

As editor-in-chief, Holloway will have the final say on every manuscript that is published in the journal, about 150 articles a year. He was selected for a five-year term as editor-in-chief through a peer-nomination process that included a recommendation from the outgoing editor, Christian Grov of the City University of New York, and interviews with representatives of Springer Nature, the journal’s publisher.

“The previous editor did an incredible job of building up the journal, and he increased the number of submissions,” Holloway said. “I’m grateful to Dr. Grov for all of his hard work and look forward to continuing to grow the journal in terms of its impact in the real world beyond the ivory tower.”

 

Public Policy Students Take On the Health Care Digital Divide Effort to widen access to telemedicine is one of 15 immersive projects aimed at developing policy solutions for real-world clients

When Sophia Li decided to apply to graduate school to pursue her interest in health policy, she could not have known that the field would soon be upended by a protracted global health emergency.

Along with most of her peers in the UCLA Luskin School of Public Affairs’ master of public policy program, Li began her studies in September 2020, when COVID-19 had already taken more than 1 million lives worldwide and the arrival of vaccines was still months away.

When the time came to embark on the public policy program’s exacting capstone project, Li chose to focus on an inequity brought into sharp focus by the pandemic: As they isolated in their homes, more people turned to telemedicine for their health care needs — but that option was not available to people who lacked computers, smart phones and internet service.

“The pandemic really did shine a light on the possibilities that telemedicine brings,” Li said, “but it also showed that, while the upper half are benefiting from this, what does this mean for the lower half that have these barriers to access?”

Li was part of a team that explored this question on behalf of their client, the nonprofit Community Clinic Association of Los Angeles County. On an evening in May, Li and teammates Stacy Songco, who is earning a master of public policy and a doctorate in medicine, Xinyuan Qi, Ziyi Wei and Yixuan Yu boiled down a year’s worth of policy research and analysis into a 20-minute summary.

They were among nearly 70 second-year students to complete 15 applied policy projects this year, a rite of passage before receiving their UCLA master of public policy degrees. The capstone projects challenge students to find solutions to real-life policy dilemmas on behalf of clients in Los Angeles, across the state and nation, and around the world.

Networking with UCLA Luskin alumni had connected Li with the Community Clinic Association, which supports 65 neighborhood clinics in underserved areas. At the time, the nonprofit was “just dipping their toes into the digital divide issue,” she said.

The team spent months speaking with medical staff, local policymakers, internet service providers and, of course, the patients themselves. The conversations took place via Zoom because of COVID restrictions, but also in person, to make sure those without the means to gather virtually would be heard.

By year’s end, the team had developed more than a dozen recommendations, including the creation of a new role of digital navigator — a clinic staff member trained to guide individuals through the often-confounding world of broadband access, as well as benefits they may be entitled to, which change from ZIP code to ZIP code.

The students proposed a mechanism to receive federal funds for this new position. They stressed that information should be provided in multiple languages, and not just online but in printable formats, for those unable to access the internet. And they quickly determined that unlocking digital doors would open up a world of services and opportunities beyond telemedicine.

One of their focus groups spoke of their experiences with the California Lifeline program, which provides discounted landline and cell phone services to low-income households. While some found it confusing, “we had one unhoused individual who said, ‘Actually, you know what? I can walk you through all the paperwork, I can talk to you about how to use this,’” Li said.

“If people from the community could tap their experiences to guide others and receive compensation as a digital navigator, imagine the possibilities.”

The project culminated in a full published report for the Community Clinic Association and a formal presentation before Luskin faculty, staff and students, including the team’s advisor, Public Policy chair Martin Gilens.

Other capstone projects completed by the class of 2022 dealt with how to protect the rights of car wash workers, whether to expand the number of seats on the Los Angeles City Council, how to balance public health and humane treatment of asylum seekers at the border, as well as homelessness, mass transit, criminal justice and more.

“It’s an immersive experience. The students value that, and the marketplace also values that,” said Wesley Yin, an associate professor of public policy and economics who has served as coordinator and advisor in the applied policy projects program.

“There’s a professionalism that makes it much more than a class project,” Yin said. “It equips students with the rich experience and knowledge to seamlessly integrate into an organization.”

Li said her team emerged with unexpected areas of expertise. “The digital divide is a really complicated issue that has everything from some little niche funding source that you need to know about, to complex infrastructure issues and these really technical things that you need to understand,” she said.

As she looks toward graduation, Li reflects on the turns in her education that brought her to this point.

She transferred from Chaffey College to UC Merced, where she earned a bachelor’s degree in public health, then managed the rigors of earning her master of public policy at a time of pandemic. Selected as a Presidential Management Fellow, Li will spend the next two years in a program that helps train young scholars to become the next generation of leaders in federal government.

“It’s been a lot of these 90-degree turns that keep putting me on the right path,” Li said. “So let’s go explore new things.”

Mayoral Roundtable Highlights Launch of Luskin Summit 2022 With a theme of “Research in Action,” the fourth annual series resumes with five webinars spotlighting UCLA’s role in understanding and solving issues of current public concern

A roundtable discussion about the upcoming election of a new mayor in Los Angeles and four other sessions focusing on timely policy issues made up the agenda when the UCLA Luskin School of Public Affairs launched its fourth annual Luskin Summit.

Of the 10 currently declared mayoral candidates, U.S. Rep. Karen Bass has the advantage of name recognition and national political experience, panelists agreed. But City Councilman Kevin de León was also cited as a favorite of many voters based on his prior experience in Sacramento and name recognition from an unsuccessful 2018 bid for U.S. Senate. 

The panelists included Steve Soboroff and Wendy Greuel, former mayoral candidates themselves. 

Soboroff, who ran for mayor in 2001 in a race won by James K. Hahn, said, “At this point, I think it’s Karen, plus one. And everybody else is trying to be that one.”

He cited Bass’ experience as an elected official at both the state and national levels. “A lot has to do with bringing resources from D.C. and from Sacramento to Los Angeles. And she has the best chance of bringing resources that the others can’t.”

Greuel, who ran for mayor in 2013 in a race won by Eric Garcetti, sees this year’s mayoral election as very close, with even greater uncertainty because of COVID-19 and its ever-evolving impact on society and public opinion. 

“Normally, if you were ahead [in polls] five months out, you’re good, you know, and it’s not going to change,” Greuel said about speculating on a political candidate’s prospects for victory. “Now, it changes on a weekly basis.”

Like the mayor’s race, the Luskin Summit was impacted by COVID-19, with the launch event taking place on a remote platform after having been originally planned as an in-person conference. This year’s theme is “Research in Action,” and the sessions include recent research from the Luskin School that relates to current policy issues. The Summit series will continue through April.

The other sessions on Jan. 19 were moderated by faculty members at UCLA Luskin whose areas of expertise include housing policy, climate change, transportation, and class and racial inequality. Recordings of all five sessions are available online.

Author and UCLA Luskin faculty member Jim Newton, the editor of UCLA Blueprint magazine, led the questioning during the mayoral panel. The panelists were Soboroff, Greuel, longtime officeholder and current UCLA faculty member Zev Yaroslavsky and Antonia Hernandez, the president and CEO of the California Community Foundation.

They agreed that homelessness is likely to remain a dominant issue as the mayoral candidates vie for voter attention and approval prior to the June 7 primary and a likely Nov. 8 runoff election.

“I think in every public opinion survey that’s been done in town for candidates … homelessness is No. 1 and nothing else comes close,” Yaroslavsky said. “But it’s more than just homelessness. From my point of view, many people just feel that the wheels are coming off the city and it’s just not working.”

Hernandez said voters are eager for leadership and trustworthiness. 

“They want to have a sense of the person —  not the political person but the real person. You’re electing a whole package, a whole human being,” she said. “I think the public is really tired of platitudes, you know: ‘I’m going to solve homelessness in the first year.’ Well, it took us 40 years to get to where we are.”

Yaroslavsky said candidates also must navigate sometimes unrealistic voter expectations. 

“It’s better to underpromise and overdeliver,” he said. “You’ve got to be honest with the people. One of the lessons I learned in 40 years in politics is that the electorate has a very sensitive BS-sniffing meter. They know when they’re being conned.”

Hernandez expressed similar thoughts:  “If it’s not honest, it’s not realistic, then the platitudes aren’t going to get you any votes,” she said.

Homelessness was also the focus of the Luskin Summit session led by Ananya Roy, a professor of urban planning, social welfare and geography who is director of the UCLA Luskin Institute on Inequality and Democracy.

In opening remarks, Miguel Santana of the Weingart Foundation set the stage for a discussion about expanding housing security for L.A.’s unhoused population without losing sight of each individual’s right to self-determination. 

“The thing that’s been missing at the heart of homeless service solutions are the actual voices of the people who have been impacted,” said UCLA alumna Ashley Bennett, a founding member of the community organization Ground Game LA. 

Joining Roy and Bennett was Gary Blasi, a UCLA professor emeritus of law whose scholarship has shed light on the plight of renters in California. 

“Homelessness begins with eviction,” he said. “These are not two separate things, they’re tightly linked.”   

A third session taking place during the Summit launch event focused on another issue of huge current public concern: climate change. The session zeroed in on the dangers of rising heat.

Climate change has increased the frequency and lethality of wildfires, floods and hurricanes, said moderator Kirsten Schwarz, associate professor of urban planning. “This session will explore design and policy interventions that can create more livable and resilient cities, specifically focusing on interventions aimed at protecting the most vulnerable populations,” she said.

Among the panelists was Kelly Turner, assistant professor of urban planning and the interim co-director of the Luskin Center for Innovation at UCLA. She spoke about possible mitigation strategies and the importance of partnering with communities that are most vulnerable to extreme heat.

“The burden of heat is incredibly inequitable,” Turner said. “We learn more from talking to the community members about all the pernicious ways heat can impact people and their daily lives. Involving these community groups is going to be essential to any solution.”

Other panelists were Veronica Padilla-Campos MURP ’06, executive director of the nonprofit Pacoima Beautiful; Kristen Torres Pawling MURP ’12, sustainability program director at the Los Angeles County Chief Sustainability Office, and Helen Dowling, data manager for the Public Health Alliance of Southern California. 

The Luskin School of Public Affairs is well-known for its research on transportation issues, and Adam Millard-Ball, associate professor of urban planning, moderated a session that included new research on the widespread impact of Uber, Lyft and other ride-hailing companies on a community’s economic, environmental and equity goals.

 “How can ride-hailing best serve the public interest?” he asked. “Certainly, on the positive side, ride-hailing is an important mobility option, particularly for people who don’t have a car or perhaps people who can’t drive. But at the same time Uber and Lyft mean more traffic and more local air pollution.”

About a fifth of drivers simply drive around, burning more gasoline and creating more congestion and pollution, according to Millard-Ball and fellow presenter Joe Castiglione, deputy director for technology, data and analysis at the San Francisco County Transportation Authority. 

Also participating in this panel was Saba Waheed, research director at the UCLA Labor Center, who noted that gig workers have few employment protections.

The fifth panel discussion of the Summit launch event focused on the impacts of the COVID-19 pandemic on systemic class and racial inequality.

Paul Ong, research professor and director of the Center for Neighborhood Knowledge at UCLA Luskin, was joined by Silvia González, a former colleague at CNK who now works with the UCLA Latino Policy and Politics Initiative; Karen Umemoto, a professor of urban planning and director of the UCLA Asian American Studies Center; and Vickie Mays, a professor of psychology and health services at UCLA.

“Clearly we all understand the last two years has transformed the way we live, work and socialize,” Ong said. “The pandemic has been a once-in-a-century public health crisis, but beyond that, it’s also a pandemic that has generated dramatic economic disruption.”

He noted that racial disruption has been another byproduct, including a rise in hate crimes directed at Asians and health disparities experienced by other races.

The panelists also discussed the so-called digital divide and how unequal access to high-speed internet connections have impacted education, social and racial relationships during the pandemic. 

“I think one of the things that we don’t really know exactly the impact of yet is the impact on children for those who don’t have internet access,” Umemoto said.  

Leading the city toward solutions to such issues is an expectation of the Los Angeles mayor. Among voters’ biggest concerns is rising crime and how the LAPD should approach it. Los Angeles is among the cities increasingly turning to community policing tactics. 

“It’s preventative policing. It’s getting involved with the communities. It’s having a hundred different programs to keep kids from submitting to gangs and submitting to the influences that make them break laws,” said Soboroff, a longtime member of L.A.’s Board of Police Commissioners. “A candidate needs to understand that.”

Yaroslavsky, whose legacy as an officeholder includes police reform, is interested in seeing how the mayoral candidates talk about crime. 

“How will the candidates frame it? Are you going to land on one end or the other?” he asked. “I’ve always maintained that good community and police relations, and public safety, are not mutually exclusive.”

The choice of mayor is important, the panelists said, even though the mayor of Los Angeles has limited authority to enact unilateral change.

“In Los Angeles, we have 21 people — 15 council members, one mayor and five supervisors — that control everything,” Soboroff said. “The issue is not about taking power; it’s about giving up power … so something can get done.” 

Hernandez said candidates like Bass, de León, City Attorney Mike Feuer and City Councilman Joe Buscaino all have solid records as public servants. 

“They are good, decent people. They have served in different positions in government, and … you know that they care deeply about the place,” she said. “So, the real issue is how are they going to bring us together and make us believe that government can work for the people.”

Greuel, whose deep public service experience includes being the current chair of the Board of Advisors at UCLA Luskin, said winning the San Fernando Valley remains pivotal to the mayor’s race. Yaroslavsky agreed, but noted that changing demographics in the Valley, and throughout Los Angeles, mean that strategies that won past elections may not hold true anymore.

“It’s a much more complicated electorate now,” he said. 

The Luskin Summit is scheduled to resume Feb. 15 with a session focusing on voter suppression attempts. Sessions to follow will look at policy issues from a global perspective. Details about the Luskin Summit series can be found online, and interested parties may register at this link. 

Luskin Summit 2022 will close April 22 with a two-session event focusing on the Quality of Life Index, a project under the direction of Yaroslavsky in his role with the Los Angeles Initiative at UCLA, and a roundtable discussion about the importance of governors in California moderated by Newton. It will be presented both virtually and in-person on the UCLA campus if COVID-19 protocols allow.

Report Focuses on Deaths of Unhoused People During Pandemic Luskin Institute on Inequality and Democracy analysis delves into coroner’s data between March 2020 and July 2021

A newly released report from the UCLA Luskin Institute on Inequality and Democracy examines coroner’s data to provide a detailed profile of people in Los Angeles County who may have been unhoused when they died during the worst months of the COVID-19 pandemic. 

The report looks at publicly available data from the Los Angeles County Examiner-Coroner’s website and filters it based on locations of death closely affiliated with unhoused status. Researchers identified 1,493 persons who may have been unhoused when they passed away on Los Angeles County’s streets or in outdoor spaces between March 2020 and July 2021. 

Researchers looked separately at the 418 deaths that occurred in L.A. County hotel or motel rooms during the same time period. The report argues that these deaths should also be examined because such locations served as a primary site of residency for the unhoused amid the pandemic as part of the state’s COVID-19 response targeting the homeless population, known as Project Roomkey, or because these persons were likely experiencing dire housing precarity and relied on hotel and motel rooms as housing of last resort.

Nearly half of those who died in hotel/motel locations were white and almost 30% were women. Roughly 3 in 5 of the deaths were attributed by the coroner to drug or alcohol overdose.

At a time when public concern about overdoses is growing, the report calls for a deeper understanding, viewing such deaths “not as individual acts of overdose but rather as a collective condition of suffering caused by displacement.” The report also includes profiles of two unhoused community members who died during this time, Tony Goodwin and Salvy Chic. 

Institute Director Ananya Roy, professor of urban planning, social welfare and geography, wrote in the report: “We have felt the imperative to present this analysis of coroner’s data because it provides an understanding of key patterns and trends that are of direct relevance to the struggle for justice and freedom in Los Angeles.” 

Other key findings include: 

  • Over 35% of the deaths were at locations designated as sidewalks.
  • The average age at the time of death was 47.
  • The coroner attributed nearly half to an accidental manner of death, with less than one-fifth attributed to natural causes. Among the accidental deaths, almost 40% were attributed by the coroner to drug or alcohol overdose. 

Chloe Rosenstock, a UCLA undergraduate student and Street Watch LA organizer, was a co-author of the report, which is titled, “We Do Not Forget: Stolen Lives of L.A.’s Unhoused Residents During the COVID-19 Pandemic.” It was prepared in cooperation with the After Echo Park Lake research collective led by Roy, with guidance from Unhoused Tenants Against Carceral Housing (UTACH) and organizers in Street Watch LA and Ground Game LA.

Endowed Chair Awarded in Honor of Former Dean Gilliam New chair in social justice will benefit the research of Manisha Shah, a professor whose global policy focus includes child health and intimate partner violence

The Luskin School of Public Affairs presented its newest endowed chair to Professor Manisha Shah on Nov. 9 with the chair’s namesake, former Dean Frank Gilliam, and its benefactors, Meyer and Renee Luskin, in attendance.

The Franklin D. Gilliam, Jr. Chair in Social Justice, which was created by the Luskins as part of their naming gift to the Luskin School in 2011, will provide financial support for Shah’s research throughout a five-year term as holder of the chair. She is a professor of public policy who joined the UCLA Luskin faculty in 2013.

Gilliam’s long tenure at UCLA as a professor and then dean ended in 2015 when he became the chancellor of the University of North Carolina at Greensboro. He said it is an honor to have his name attached to an award focusing on social justice.

“I am extremely humbled and honored that the Luskins have created an endowed professorship in my name,” Gilliam told an audience of about 75 invited guests who assembled on the festively redecorated third-floor rooftop of the Public Affairs Building.

The social justice focus of the endowment was particularly meaningful for Gilliam. “These are issues I’ve spent my entire professional and personal life working on and I continue to do so today,” he said.

As the holder of the endowed chair, Shah said she plans to further her attempts to understand the barriers that prevent women and girls around the world from living their best lives, an issue that led her to found the Global Lab for Research in Action at UCLA in 2019.

“What do we do at the lab? Through a gender lens, we focus on hard-to-reach populations, understudied populations, and we look at groups like adolescents and sex workers and low-income women. We study critical issues related to child health and intimate partner violence and sexual health,” Shah said during her remarks. “Ultimately, the idea is that we’d like to shift public conversation and eventually shift some of the social norms.”

Gilliam, who first hired Shah to join the faculty at UCLA, expressed pride and excitement that she had been chosen as the inaugural holder of the chair in his name.

“She is a remarkable person, a remarkable intellect,” Gilliam said. “Her work is so important. It spans disciplines like economics and public policy and really social welfare, quite frankly. She focuses on the most understudied topics and the most overlooked populations. … This is big stuff.”

Current Dean Gary Segura noted the pivotal role that Gilliam played in bringing social justice to the forefront during his time as dean, shaping the sometimes-disparate disciplines within the Luskin School into a unifying vision.

“Frank Gilliam, perhaps more than any single other leader in the School’s history, shaped the social justice mission and identity of the Luskin School of Public Affairs,” Segura said.

In his remarks, Meyer Luskin said his observations of Gilliam’s leadership and priorities helped lead him toward making the $50 million naming gift to the Luskin School a decade earlier.

“I saw dedication, courage, morality and ethics, empathy, much resourcefulness, strength and kindness, intelligence, hard-working, visionary, loyalty, a great sense of humor, and a man most devotedly committed to justice and equality,” he said.

Segura thanked the Luskins for their foresight and generosity in endowing the new chair, plus three other previously awarded chairs benefitting professors at UCLA Luskin.

Gilliam said their selflessness is well-represented among people associated with the professions of social work, public affairs and urban planning that are taught at the Luskin School.

“The people who work in your area often go unnoticed. They don’t do it for the fame, they don’t do it for the fortune,” he said. “This is hard work, it’s complicated work. It’s real work … on the ground, dealing with real-world policy problems that affect the society.”

Gilliam surveyed the crowd of family, friends and former colleagues who had gathered to celebrate Shah and recognize an endowment that will forever carry his name. Ultimately, said the former professor, dean and current chancellor, it’s about passion for the cause, the mission, embodied for Gilliam in the words spoken by Meyer Luskin when they first met:

“My goal in life is to make the world a better place.”

High Temperatures Increase Workers’ Injury Risk, Whether They’re Outdoors or Inside The finding reflects another consequence of climate change, according to new study led by R. Jisung Park of UCLA Luskin Public Policy

A UCLA study published today shows that hot weather significantly increases the risk of accidents and injuries on the job, regardless of whether the work takes place in an indoor or outdoor setting.

The report is based on data from California’s workers’ compensation system, the nation’s largest.

“The incidence of heat illnesses like heat exhaustion and heat stroke definitely go up on hotter days,” said the study’s lead researcher R. Jisung Park, an assistant professor of public policy at UCLA Luskin. “But what we found is that ostensibly unrelated incidents — like falling off a ladder or being hit by a moving truck or getting your hand caught in a machine — tend to occur more frequently on hotter days, too.”

By comparing records from more than 11 million California workers’ compensation claims from 2001 to 2018 to high-frequency local weather data, Park and his co-authors isolated the impact of hotter days on the number of injury claims.

The study shows that on days with high temperature above 90 degrees Fahrenheit, workers have a 6% to 9% higher risk of injuries than they do on days with high temperatures in the 50s or 60s. When the thermometer tops 100, the risk of injuries increases by 10% to 15%.

Those findings are particularly alarming in the context of climate change, which is expected to produce more high-temperature days each year. The researchers estimate that high temperatures already cause about 15,000 injuries per year in California.

“Heat is sometimes described as a silent killer,” said Nora Pankratz, a UCLA postdoctoral scholar. “But if you look into the data and do the statistical analysis, you find that heat has a significant impact on mortality and health outcomes.”

 

It’s not surprising that hot weather would lead to injuries and illness among workers in predominantly outdoor industries such as agriculture, utilities and construction. But the data consistently show that industries in which most people work indoors are affected as well. In manufacturing, for example, days with high temperatures above 95 degrees have an injury risk that is approximately 7% higher than days with high temperatures in the low 60s.

“A lot of manufacturing facilities are not air conditioned,” said Stanford University postdoctoral scholar A. Patrick Behrer, the study’s other co-author. “Because you’re inside, you don’t necessarily think about the temperature as being a major threat.”

The reality is that overheated workers face numerous risks, regardless of where the work occurs.

“Heat affects your physiology,” Park said. “It affects your cognition. It affects your body’s ability to cope. It seems possible that what we’re observing in the data for these workers is that they’re more likely to make mistakes or errors in judgment.”

The researchers found that heat-related workplace injuries are more likely to be suffered by men and lower-income workers. In addition, younger people suffer more heat-related injuries, possibly in part because they’re more likely to hold jobs with greater physical risks on construction sites, in manufacturing plants or at warehouses.

For an office worker at a computer desk, nodding off on a hot summer afternoon is unlikely to cause an injury. “But if you have a huge chainsaw in your hand, you’re not in a great situation,” Park said.

Among the paper’s other conclusions:

  • The number of heat-related injuries actually declined after 2005, when California became the first state to implement mandatory heat illness prevention measures for outdoor workplaces on days when temperatures exceed 95 degrees.
  • The financial costs of heat-related injuries may be between $750 million and $1.25 billion per year in California alone, considering health care expenditures, lost wages and productivity, and disability claims.
  • Inequalities in the labor market are exacerbated in part by the fact that low-income communities tend to be situated in hotter parts of the state. People in the state’s lowest household income tier are approximately five times more likely to be affected by heat-related illness or injury on the job than those in the top income tier, the study found.

The UCLA Luskin Center for Innovation, where Park is associate director of economic research, provided funding for the study. It is available now through the Institute of Labor Economics, which disseminates working versions of potentially influential research prior to publication in academic journals. Park previewed the findings  July 15 during testimony at a Congressional hearing organized by the House Select Committee on the Climate Crisis.

The new study echoes the results of a 2019 study that focused on how extreme temperatures raise injury risk in Texas and in the U.S. mining industry. Park, whose prior research includes a finding that student learning is negatively impacted by warm temperatures, said there has been “an explosion of research just in the last five to 10 years that illustrates, using data, the serious consequences of climate change for health, productivity and economic growth. This likely adds to that urgency of reducing greenhouse gas emissions now.”

Pankratz got involved in the study while working at UCLA Luskin as a postdoctoral scholar, having previously researched the impact of heat on businesses while working toward her Ph.D. in the Netherlands. 

Worldwide, she said, there is growing interest in the concept of adaptation — the pragmatic changes that can be made by governments and businesses to cope with the reality of climate change.

“For a long time, the focus has been on mitigation — what can we do to prevent climate change,” she said. “But as it becomes more and more obvious that there is policy inertia on mitigation, it’s important to think about what we can do to adapt and to work as well as possible in a warmer world.”

The study authors, all of whom have backgrounds in economics, realize that the desire to protect workers from heat may be complicated by economic reality. 

Behrer said policymakers could stipulate that workers not be exposed to the heat on days above 100 degrees, for example, without proscribing a specific strategy to be used by individual business owners.

“Then firms have the option either to use air conditioning or come up with some other method of climate control for their facilities,” he said, noting that some might change work hours or shorten the work day during heat waves. “It allows them to decide the most cost-effective way for them to meet the objective of reducing workplace injuries.”
