Examining an Issue from Every Side Urban Planning students enrolled in Community Scholars and Comprehensive Project efforts work together to tackle problems of significant scope and complexity

As the curtain lifts on another academic year at the UCLA Luskin School of Public Affairs, second-year Master of Urban and Regional Planning (MURP) students enrolled in one of two group efforts begin to tackle a major planning issue from multiple angles.

Listening, learning, analyzing, synthesizing and debating, the students enrolled in the Community Scholars and Comprehensive Project options will unite by graduation time to produce a shared vision of how best to address a challenge of significant scope and scale.

Exactly how comprehensive are these projects? Here’s the tally from last year:

  • 29 Urban Planning students (now alumni)
  • 20-plus weeks of class instruction
  • 545 total pages (256 pages in one report, 289 in the other)
  • 172 charts, tables, illustrations, infographics and complex data maps
  • dozens of photographs (including a few shot by a drone camera high overhead)
  • hundreds of emails, texts, phone calls and face-to-face sessions

Both of these group efforts are popular among students despite the workload, said Alexis Oberlander, graduate adviser in Urban Planning. In fact, an application and acceptance process is necessary to limit enrollment to a manageable number of about 15 for each.

“Comprehensive projects are more realistic to what it’s like in a professional setting,” Oberlander said of the difference between the group efforts and individual client projects pursued by other MURP students. In the professional world, “You don’t really do anything alone most of the time.”

The group efforts are similar in scope, complexity and instructional approach, but Community Scholars and the Comprehensive Project have key differences.

Community Scholars is a joint initiative of UCLA Luskin and the UCLA Center for Labor Research and Education that has been tackling issues related to jobs, wages and worker rights since 1991. UCLA’s Department of African American Studies was involved in 2016-17 too, joining an effort on behalf of the Los Angeles Black Worker Center to produce a report that reflects broad social concerns: “Black Liberation in Los Angeles: Building Power Through Women’s Wellness, Cooperative Work, and Transit Equity.”

“The idea is that students actually get to take the class with activists from the communities who are trying to accomplish the same things but need the guidance of an academic program,” Oberlander said. “And the students need the guidance of activists. So they learn from each other.”

Conversely, the annual Comprehensive Project is managed solely within Urban Planning. The 2016-17 team prepared a report for the Urban Waters Federal Partnership, which was titled, “Lower LA River Revitalization: An Inclusive Approach to Planning, Implementation, and Community Engagement.”

From concept to completion, a typical Comprehensive Project can stretch over a year or more. Oberlander pointed out that students entering the Luskin School in the fall will decide just six months later whether to register for the next Comprehensive Project, which won’t wrap up until more than a year later.

Thus, now is the time for potential client partners to step forward. “You can come to Luskin and you can get really great research for a third of the cost to hire somebody,” she noted.

The end of an academic year is often a hectic time for Comprehensive Project students. For example, the final presentation to the Community Economics, Health, and Equity Committee of the Lower LA River Working Group was on June 8, 2017. A final (more comprehensive) on-campus presentation took place June 13, 2017, just two days before Commencement.

Public presentations are also typical of Community Scholars. On June 17, 2017, the students gathered at Holman United Methodist Church in South Los Angeles for a rousing public review and reflection on what they had accomplished together.

“It is phenomenal to have the privilege to spend 20 weeks in a room with other organizers and thought leaders who are every day experimenting and making change on the front lines for black workers and black working class families,” said the UCLA Labor Center’s Lola Smallwood Cuevas, the 2016-17 project director.

“We didn’t solve the black jobs crisis in this 20 weeks,” she continued. “But what we did do was create the opportunity for us to get closer, to build the relationships, to build an analysis that will help us shape and continue to hone those definitions and our work together moving forward.”

Their report, which like other student research from UCLA Luskin Urban Planning students can be viewed online, focused on three aspects directly related to African American workers in Los Angeles:

  • a curriculum on trauma-informed self-care for women served by the Black Workers Center;
  • a feasibility study for a cooperatively owned jobs services center;
  • a mobility study of the Slauson Corridor that paid particular attention to the intersection of Slauson and Western avenues, which a collision analysis found to be among L.A.’s most dangerous traffic locations.

Marque Vestal, a PhD student in history who served as a teaching assistant for Community Scholars, noted that the effort was about more than simply doing great research. While studying under Smallwood Cuevas, UCLA Luskin’s Gilda Haas and Gaye Theresa Johnson of UCLA African American Studies, the students examined issues of race, equality and empowerment through the black radical tradition.

“We suspected that something special would be crafted in that room because every week the laughter amid the planning got louder,” Vestal recalled during the presentation. “So we are here today to share that harvest of laughter and planning.”

“And there’s always the people who rise to the top with any group project who end up being the leaders,” Oberlander said. “They are usually the ones who are still working till August after they have graduated, making sure the client has exactly what they need.”

The instructor of the L.A. River project was Diana Varat JD/MA UP ’08, a planner and attorney who was part of the Luskin School’s adjunct faculty for the year. A rotating instructor approach is used for Community Scholars too. In 2015-16, UCLA Luskin’s Goetz Wolff led an analysis of the distribution of goods in Southern California that went on to win a national applied research award.

For the L.A. River project, students looked at gentrification, access and community impacts as part of their detailed analysis of the potential pitfalls of redeveloping the Lower Los Angeles River that runs through 14 cities from Vernon to Long Beach.

“As the potential of the Lower L.A. River becomes more clear, communities along the river are at a critical juncture,” said Alex Linz MURP ’17 during concluding remarks. “By committing to sustained community engagement and empowerment, river-adjacent cities have an excellent opportunity to showcase the Lower L.A. River both as a local and regional reflection of community pride.”

For 2017-18, the Comprehensive Project team will work with Distinguished Professor Emeritus Martin Wachs on the issue of transit-oriented development. Community Scholars will tackle homelessness and housing.

 

Getting an Early Start on Social Welfare Lessons Master of Social Welfare graduates share advice with incoming UCLA Luskin students who will be serving vulnerable clients and populations

Even before the fall quarter had begun, the new class of first-year UCLA Luskin Social Welfare master’s students was already learning the lessons that will become the foundation of future careers in social work.

“Ten years ago I was sitting exactly where you are,” said Tara Chandler MSW ’09, now a social worker in mental health care, as she and a panel of recent Luskin grads shared practical advice about their roles as mandated reporters for the children, families, senior citizens, dependent adults and others they serve as professional social work practitioners.

The seminar for the incoming cohort of Social Welfare students was one of two half-day sessions designed to help students understand the role of social work and their mandated obligations when working with clients and families, said Michelle Talley, a field education faculty member at the UCLA Luskin School of Public Affairs who works with first- and second-year students.

Joining Chandler were Luskin Social Welfare alumnae Bridgette Amador ’11, Aiyanna Rios ’08, Malena French ’11 and Jolene Hui ’11, all of whom have moved up to positions as administrators and supervisors “in record time,” Talley said. In addition, Hui, who spoke on ethics and confidentiality issues, is director of membership for the California chapter of the National Association of Social Workers, which governs the School’s MSW program, Talley said.

Session topics included mandated reporting of child abuse and elder abuse, domestic violence, suicide, and related legal responsibilities. The idea is to support students who had already begun internships a month before school begins, Talley said. “This is to help students, as they may encounter issues directly or indirectly at their placement,” she said, explaining that students participate in several modules to help them understand complex social justice issues.

The new cohort brings a broad range of experiences to the programs. On average, most of the students have one to three years of experience — either as volunteers or working in a service capacity, Talley said. This includes participation in research studies on adolescent and social anxiety, working with children and older adults, as well as working with a mental health agency providing case management services. Some of the students come from careers in teaching or law, or even as a behavior specialist, working with children with special needs and their families.

For UCLA Luskin student Tina Nguyen, who will be interning in a mental health setting in Los Angeles, the sessions served as a helpful refresher.

“For people who have worked with children or in mental health, you see that daily, so what they are talking about is very effective,” said the Orange County resident who has worked with children and adults in a nonprofit organization.

First-year student Brian Stefan said he was encouraged by the alumni presentations and plans to use his MSW to continue working in suicide prevention, outreach and education in the Los Angeles area. The L.A. native has had previous experience as a volunteer and a staff shift supervisor for a suicide prevention center. Stefan has also done volunteer work as a co-leader for a grief support agency and for the L.A. Mayor’s Office Crisis Response Team.

“The speakers sharing their passion and commitment to the social welfare field is inspiring,” Stefan said. “It’s amazing how much can be done with a Master of Social Welfare [degree] at UCLA.”

 

Dean’s Message on DACA Decision 'You are not alone in this,' Segura writes in support of any undocumented Luskin students 

Friends, Colleagues, Alumni and Students:

I am heartsick to hear the announcement from the Trump administration that DACA will be ending unless there is some congressional action in the coming months. This decision flies in the face of good policy, the best interests of the United States, our moral obligations to one another, and simple human decency.  In the long run, my sincere hope and expectation is that this decision will not stand, that our society will move forward toward a more reasonable and just outcome for these young people and, indeed, all members of our society whose status is an obstacle to a fuller and more complete participation in our economy and institutions. In the interim, we face a period of uncertainty, and for this I am deeply sorry.

For now, I want to make several things perfectly clear. First, to every undocumented Luskin student, you have my support. You are not alone in this, and I will continue my work (within the University and elsewhere) to push back on this odious turn in federal policy.  Second, every Luskin student has my personal commitment to protect your privacy and educational records, consistent with U.S. law and the principles outlined by the UC-system in response to these events. Third, all of us have a special duty, in these circumstances, to redouble our efforts toward helping families and communities cope with the challenges presented by these and other events. And finally, know that your work and training are not in vain. Rather, it is in these moments that the tools of social science and a commitment to human well-being are in greatest demand.

I hope, in the near future, I will be able to address you with better news on this critical issue. Until then, to the ‘Dreamers’ among us — I will continue to admire your strength, your resilience, and your immense capacity to make change in this society.

A Message to the UCLA Luskin Community Dean Gary Segura's statement on the tragic events in Charlottesville — 'we remain deeply committed to engaging in the kind of work that creates a better future'

My friends in the Luskin community,

For the kind of work that we do here at Luskin, the tragic and horrific events in Charlottesville last weekend cut very close to home. The forces of division are strong and, for the first time in a generation, they are being legitimized, and endorsed by the highest powers in the country. Our nation is in mourning, as adherents of the abhorrent ideology of white supremacy murdered a woman (and injured dozens) in broad daylight in a university town. Heather Heyer is among the most recent and visible casualties of racism, but she is not the first and I am sadly certain she will not be the last.

That racism, sexism, homophobia, islamophobia, anti-Semitism and white supremacy kill is hardly news. Their effects are everywhere, if only you are willing to look. Racial disparities in political representation, educational opportunity, net wealth, access to affordable health care, home ownership, and contact with the carceral state are manifest and written into institutional arrangements that preserve social inequalities rather than disrupt them.

Women face wage and health care discrimination, mosques burned as Muslims are banned, Jews denounced by white men wearing swastikas, gays and lesbians beaten and murdered, transsexual persons demonized and legislated against, and undocumented immigrants who do some of the hardest jobs in the society described as rapists and drug mules by the President of the United States and deported at an accelerating pace.

All of these things were true on the day before the Charlottesville marches and murder last weekend. These affronts to human dignity and well-being are what makes our work so important. At Luskin we train scholars, policymakers and community leaders who work hard—together—every day to alleviate and transform these social injustices. We must continue to produce state of the art research in the service of all of our communities. In Los Angeles, we know that our diversity is not a weakness; in fact, it is our strength.

It is my fervent hope that these tragic events become a tipping point. We should be more motivated than we have ever been. We should be more fully mobilized than we have ever been. And we should work even harder to bring the tools of our professions, our training as applied social scientists, our insights, our skills at distilling fact from propaganda to this struggle.

In a spirit of hope and action, we remain deeply committed to engaging in the kind of work that creates a better future for all communities. And we must fight like hell to achieve that goal.

Amplifying the Voice of Latinos on Policy Issues Latino Policy & Politics Initiative at UCLA Luskin School will fill a critical research gap and provide a think tank around political, social and economic issues

A new initiative underway at the Luskin School of Public Affairs will take advantage of the immense research expertise at UCLA to fill a critical gap in research and policy analysis related to issues that impact Latinos and other communities of color in California and across the country.

The Latino Policy & Politics Initiative (LPPI) will be “a comprehensive think tank around political, social and economic issues faced by California’s plurality population,” said UCLA Luskin Dean Gary Segura about the new effort, which also received startup funding from the Division of Social Sciences. Matt Barreto, professor of political science and Chicana/o Studies, co-founded the project with Segura in February 2017.

Founding Director Sonja Diaz came aboard in March and has spearheaded meetings with scholars, community organizations, public officials, staff members from governmental agencies, and potential funding partners to formalize the initiative and secure its place among the various research centers at UCLA.

“One of the things that I have personally been so impressed with is that people on this campus are supportive and willing to partner,” said Diaz, who earned a Master of Public Policy degree at UCLA Luskin in 2010 before going on to receive her law degree from UC Berkeley. “They see the value of supporting LPPI as a meeting place, as an organization and as a foundation to build upon.”

Scholars from across campus have already come aboard, including professors from schools and departments such as Medicine, Business, Health Policy and Management, History and Law.

“We stand here on the shoulders of individual researchers, scholars, students and their centers to actually start having a convergence and a meeting place,” Diaz said about the role of LPPI in uniting Latino-focused research efforts so that studies can be found and shared more easily among interested parties. “We have more than 16 people already in place to produce rapid-response and evidence-tested research on domestic policy issue areas.”

Segura, himself a professor of public policy and Chicana/o studies, said that the University of California — particularly UCLA — is an ideal home for the enterprise. LPPI will develop new research, as well as assist existing faculty research projects and provide direct support for the community, centered around policy issues of vital importance to Latinos.

“The city of Los Angeles is the second-largest Spanish speaking city on the planet — after Mexico City, and significantly ahead of Buenos Aires and Madrid,” Segura explained. “If you are going to study what is happening to Latinos in the United States, you begin in Los Angeles, and your next stop is California.”

Barreto noted that Latinos have been the largest minority group in the U.S. since 2001, and the Latino percentage of the population continues to grow, particularly in California. “Yet, there is a significant gap between the diversity of our state and the institutional representation of Latinos in Sacramento, as well as in the UC system,” he said. “Through this initiative, we hope to increase policy-relevant research on Latinos in California and the country as a whole.”

Basing LPPI at UCLA not only makes sense geographically, it makes sense organizationally, Segura said.

“UCLA has a very strong Department of Chicano/a Studies. It has a very strong Chicano Studies Research Center. And the Luskin School of Public Affairs is UCLA’s — and I would argue the University of California’s — best voice on questions of human service and human need,” Segura said. “The concentration of Latino academics here makes UCLA the right place for LPPI. It’s where it should exist.”

Although LPPI is still in the organizational phase of its evolution, Diaz noted that its leaders have “already connected with, met with, and partnered with more than 50 community-based organizations, both nationally and at the state level.”

Segura, Barreto and Diaz continue to meet with potential funding partners, including a host of state and federal foundations, and recently completed a trip to Sacramento to engage with members of the California Legislature. The visit served a dual purpose, simultaneously letting elected officials know about LPPI and giving the leadership team an opportunity to ascertain the needs of elected officials in terms of the policymaking demands of the populations that they represent.

“One of the things that we learned is that state government does no demographic research as a matter of form,” Diaz said. “It means that policy is not always best-tailored to the needs of communities of color. We know there is an opportunity there — a need for this type of research.”

To fill that need, LPPI will be launching new research projects to be completed by internal staff members, often working with postdoctoral candidates and graduate assistants. Those projects will afford students an opportunity to get hands-on training and will forge partnerships that Diaz sees continuing beyond graduation as former UCLA students take their places in government life.

“One of the things that is unique about LPPI is that it’s action-oriented,” she explained. “It’s not enough to just produce the research and produce the evidence, but we will actually put it into the hands of people who can go ahead and integrate it into their own proposals.”

The ability to respond quickly to issues of concern among Latinos is a vital aspect of the new initiative. “It’s no secret that a majority of Latinos felt disrespected and under attack by Donald Trump during the presidential campaign,” Barreto said. “It is more important now than ever before to have an objective, research-based approach to policy and politics, to understand the Latino experience in this country, and to make sure that policymakers at all levels of government — from president of the school board to president of the United States — understand that Latinos contribute equally to our communities and expect to have equal input into, and equal outputs, from the political system.”

Diaz sees LPPI becoming a go-to source of information on Latino policy issues at City Hall, in Sacramento and for people nationwide. Segura concurs, noting that he has launched an effort to hire additional faculty members at UCLA Luskin who will add new areas of expertise to the cadre of faculty members across the campus who are already actively pursuing important policy or social issue research.

Segura’s ultimate goal for the Latino Policy & Politics Initiative?

“We will be doing something in the world to improve the lives of the people that we study,” he said, “which, really, is why we do it.”

 

UCLA Study Helps Californians Save Electricity — and Money — this Summer Participants in UCLA Luskin research effort receive smartphone notifications that help them make smart decisions about electricity usage and avoid peak pricing

Electricity demand fluctuates each day, and consumers who want to unplug during peak times to save money and help the environment now have a new tool at their disposal. Chai Energy, a partner of the UCLA Luskin Center for Innovation, is making real-time energy information a reality for electricity consumers who want to reduce or shift their electricity usage during peak periods when electricity is the most expensive.

In a pilot study funded by a California Energy Commission grant of more than $2 million, UCLA is seeking to understand and identify the most effective demand response program designs for different types of households across the state, depending on social characteristics.

“We want to provide a comprehensive tool that will help customers save money while improving grid reliability, reducing pollution during peak hours, and maybe even preventing blackouts” said J.R. DeShazo, director of the Luskin Center for Innovation at the UCLA Luskin School of Public Affairs.

How does the study work? 

The UCLA researchers have partnered with a clean technology company named Chai Energy. “Chai developed a free smartphone application that displays your home daily electricity consumption and provides you with tips on how to better manage your electricity bill,” DeShazo said. This could include knowing when it makes financial sense to replace an old appliance, or simply what time to use it based on electricity prices. Chai has also developed a gateway device that establishes communication between a participant’s smartphone and the smart-meter already installed in his house, allowing users to see real-time energy consumption by individual household appliances.

The UCLA Luskin Center is delivering and testing messages designed to inform Californians about their electricity consumption and provide tips for reducing it. About 10,000 Californians are expected to download the app and participate in the study.

“This large sample will enable researchers to identify the most effective format, timing and content of messages,” said Julien Gattaciecca, project manager and one of the researchers.

How can Californians participate?

The free Chai Energy application can be found by searching for Chai Energy in android or IOS app stores or by visiting chaienergy.com. Those who install the app are automatically enrolled in the study. A free Chai gateway device with a market value of $75 is being randomly distributed to 5,000 participants.

The study is currently available only for customers of Pacific Gas & Electricity (PG&E), Southern California Edison (SCE), and San Diego Gas & Electricity (SDG&E).

Each issue of the Luskin Forum magazine includes information regarding alumni gatherings and notes about what our graduates have been up to lately. Here are highlights from the most recent issue:

First Fridays: It Begins With Coffee

For several months now UCLA urban planners have been rising early to catch up with fellow alumni and colleagues at Grand Central Market in downtown Los Angeles.

They do so as part of First Fridays, a new monthly meetup for alumni, students, and friends of UCLA Luskin. Because we are urban planners, the location one block from Pershing Square was deliberately chosen for its geographic centrality and its proximity to public transit.

“Once you get into the working world, it’s easy to lose touch with people you know from school, but informal events like these keep the conversation going,” says Doreen Zhao MURP ’14, a transportation planner with STV.

Professors are also a regular presence at First Fridays with guests like Urban Planning Department Chair Vinit Mukhija and new assistant professor Kian Goh.

“In my work I focus on current laws and policies, so it’s refreshing to hear what professors are working on and what the students are curious about,” said Jessica McBride MURP ’14, a land use consultant. “Those ideas will likely be the current planning practice in the near future.”

These connections are invaluable, since a few short conversations can later blossom into internships, collaborations, or even job opportunities. Current student Nick Sundback says he recently ran into an alumnus he originally met at a First Fridays event. “We reconnected and I look forward to discussing how our work might intersect in the future.”

Social Work Values at the ‘Herstoric’ Women’s March

Women’s March in downtown Los Angeles.

The Women’s March—Jan. 21, 2017—was more than a single moment in history. For many women, men, and children, it was a transformational movement in herstory. Millions of people representing communities of all genders, backgrounds, and generations united to recognize women’s rights as human rights with UCLA Luskin alumni, faculty, staff, and students at
the forefront.

With approximately 750,000 attendees, downtown Los Angeles hosted the world’s largest turnout. UCLA Luskin social welfare students and alumni unequivocally stood in unity with and for the marginalized and underrepresented populations they serve.

The herstoric Women’s March mission implicitly echoed the egalitarian ideals that fuel social workers in their daily advocacy for clients, policy, and systems change. Concurrently, attendees took a collective stance against a political administration that has, at the least, turned a blind eye toward violence against women and hate crimes toward minority groups.

As MSW alumni, we have chosen careers geared toward uplifting social justice and dismantling systematic oppression. Social workers support the dignity and worth of the most disenfranchised populations, especially in the face of the current political climate which sanctions overt misogyny, xenophobia, islamophobia, homophobia, and general fear-mongering politics.

Attending the march was an opportunity to uplift intersectional feminism, an ideology that embraces an inclusive, multiracial, multimovement collective for social justice. Through meaningful Women’s Marches held across the world, attendees were able to build an inclusive community of impassioned citizens willing to stand against institutional discrimination. It is our hope that the march incites commitment to activism centering upon human dignity and the worth of all people.

On the Road

UCLA Luskin has been touring cities across the country to connect alumni and introduce Dean Gary Segura.

In Washington, D.C., Jackie Gillam MA UP ’75 and her husband Ernie Beyard hosted the new dean along with more than 60 alumni and friends at their home on Capitol Hill.

The hometown reception in downtown Los Angeles was packed with well over 100 attendees, and New York City’s event bustled with guests hailing from all over the East Coast, in part because the American Planning Association’s national conference fell on the same week.

  • Sonja Diaz MPP ’10 was appointed by Dean Gary Segura to lead the new Latino Policy and Politics Initiative, a UCLA Luskin collaboration with the Division of Social Sciences that aims to champion nonpartisan, evidence-based policy solutions for Latinos and all Californians.
  • Kathy Dixon MA UP ’93 has been elevated to the College of Fellows within the American Institute of Architects because of her notable contributions to the advancement of the profession of architecture.
  • Eve Garrow MSW ’03 PhD ’08 and Distinguished Research Professor Zeke Hasenfeld were bestowed the 2017 Frank R. Breul Memorial Prize honoring the best article published in “Social Service Review.”
  • David Hamilton MSW ’89 was given the Glenda McDonald Board Administrator Award for Outstanding Commitment to Social Work Regulatory Board Service from the Association of Social Work Boards (ASWB) in New York.
  • Therese A. Hughes MA UP ’99 was inducted by the U.S. Department of Defense as a new member of the Defense Advisory Committee on Women in the Services. The committee provides recommendations on policies relating to recruitment, retention, treatment and well-being of women in the Armed Forces.
  • Tae Kang MPP ’16 was installed as the vice president of the Korean American Democratic Committee in Los Angeles, which represents the Korean American community in local and state politics and encourages individual involvement.
  • Paco Retana MSW ’90 was named vice president of programs at the Los Angeles Child Guidance Clinic. The clinic strengthens the social and emotional relationships for children and families in South L.A. through mental health and supportive services and has been doing so for more than 90 years.

Updates About Support for UCLA Luskin Gifts to fund fellowships and other endeavors help maintain and strengthen the School's education and research.

Each issue of the Luskin Forum magazine includes information regarding recent gifts to UCLA Luskin and the various development activities that help us maintain and strengthen our education and research. Here are highlights from the most recent issue:

Board of Advisors Welcomes New Dean

The Board of Advisors for UCLA Luskin met March 7 to talk with Dean Gary Segura about the school’s future. The board, which is made up of civic leaders, business executives and social entrepreneurs, helps shape the School’s vision and strategic plan. Board chair Susan Rice was a member of the search committee that helped select and recruit Segura as dean of UCLA Luskin.

The Henry Cowan and Ruth & Michael Angel Endowed Fellowship in Public Service

One deserving UCLA Luskin student will be selected as the first recipient of this inaugural award in summer 2017. Established by the Angel family in memory of their mother, father and uncle, the Henry Cowan and Ruth & Michael Angel Endowed Fellowship in Public Service will be offered competitively and awarded each year to a student whose summer internship proposal is deemed to have the highest merit by a selection committee of UCLA Luskin staff and faculty. Endowed fellowships, like the one created by the Angel family, exist in perpetuity and provide essential support to students whose academic promise and career goals embody the mission of the Luskin School.

Gross Fellowship Winners Meet Their Benefactors

Calvin “Cal” Gross and his wife, Marilyn Gross, longtime supporters of the UCLA Luskin School of Public Affairs, stopped by UCLA on March 7 to meet Master of Public Policy students Diego de la Paza, Shelby McNabb, Heidi Schultheis and David Ou. These students are the 2017 recipients of the Calvin and Marilyn Gross Fellowship, recognizing their commitment and involvement in public service.

“We are very pleased with the high caliber of what the students are accomplishing,” Cal Gross said.

The reception sparked a discussion about the diverse research and work that the students have undertaken during their time in the MPP program. Topics included international and domestic health issues, global trade, improvements to the port in San Pedro, as well as homelessness and California’s rates of incarceration.

“The skills and training we have developed in school have energized us to go out in the workforce and use them,” Schultheis said about the future of each fellowship recipient.

Cal Gross, who has been an integral part of helping the Luskin School to grow, talked with the students about their good fortunes to study at a school that has the resources to provide a high-quality education, with the unique opportunities to do capstone research and field work for which the Luskin School of Public Affairs is known.

Public Policy Professor Is Honored by UCLA Randall Akee receives C. Doris and Toshio Hoshide Distinguished Teaching Prize in Asian American Studies

Assistant Professor Randall Akee of the Department of Public Policy and American Indian Studies is the 2016-17 recipient of the C. Doris and Toshio Hoshide Distinguished Teaching Prize in Asian American Studies at UCLA.

Akee is emerging as one of the most important and influential scholars studying the socioeconomic conditions of indigenous people and formulating strategies to address their marginalization. He is a former economic development specialist for the state of Hawaii, Office of Hawaiian Affairs. Since 2013, he has served on the U.S. Census Bureau’s National Advisory Committee on Racial, Ethnic and Other Populations. Akee has conducted extensive research on several American Indian reservations, Canadian First Nations, and Pacific Island nations in addition to working in various Native Hawaiian communities. His main research interests are labor economics, economic development and migration.

Colleagues and students expressed that Akee is deserving of the Hoshide Award honor. He has taught key courses that benefit Asian American Studies, incorporating Pacific Islanders, an understudied racial group in the United States. One colleague stated, “He epitomizes a faculty who bridges disciplinary silos — American Indian Studies, Asian American Studies and Public Policy — not an easy task at UCLA.”

In his “Economic Principles and Economic Development in Indigenous Communities” course, Akee uses Micronesian migration to Guam and the U.S. and Tongan migration to New Zealand as examples of diaspora of indigenous peoples. The significant international movement of Pacific Islanders makes this group unique among indigenous populations, creating challenges to how students understand the indigenous experience. It is the only course offered at UCLA focusing on the prosperity of indigenous nations and communities globally through economic subsistence.

“I learned first-hand of the high expectations he has for his students. Dr. Akee challenges his students intellectually. As one of a few Pacific Islander students, it made me think about what it meant to be a Pacific Islander scholar,” said one student.

Another student noted, “With the purpose of using data to show how Native people have successfully approached economic development, Dr. Akee effectively engaged our class in a way that felt both very thorough and intimate.”

Akee’s “Pacific Island Economic Development” course focuses on the Anglophone former colonies and countries in the Pacific. The class examines the economic and political development of the Hawaiian Islands, Fiji, the islands of Micronesia, Samoa and Tahiti.

A student commented, “I enjoyed every minute of Dr. Akee’s class because it challenged me to look beyond the scope of my field and bridge western-indigenous methodologies to critique economically sustainable programs in the South Pacific.”

Akee also worked with Pacific Islander graduate students to establish the Graduate Student Association for Pasifika. It was created to support graduate students from Native Hawaiian and Pacific Islander descent or areas.

As one student expressed, “Dr. Akee is a role model, but a mentor to countless Pacific Islander students. He offers unencumbered and relentless support to any student seeking his guidance, which, I believe, reflects his love for teaching, research, but more so his community.”

The late C. Doris Hoshide, class of 1934, of Rockville, Maryland, established the teaching prize to annually recognize an outstanding professor in Asian American Studies. She was a longtime supporter of Asian American Studies at her alma mater. The Hoshide Prize includes a $1000 award.

Akee received his Ph.D. from Harvard University in political economy, his M.A. from Yale University in international and development economics, and his bachelor’s degree from Dartmouth College in economics. The award was announced by the Asian American Studies Center’s Interim Director Marjorie Kagawa Singer and Assistant Director Melany De La Cruz-Viesca.

A Final Test for Policy Analysis Projects UCLA Luskin public policy master’s degree culminates in a public forum in which students present Applied Policy Projects on issues of regional, global importance

By necessity, the Master of Public Policy (MPP) students at the UCLA Luskin School of Public Affairs quickly begin learning skills and tools to complete the program and prepare for problem-solving careers in the public, private and nonprofit sectors.

The students, working in groups, must clear one final hurdle to graduate: the Applied Policy Project presentation.  Each group has 20 minutes to impress faculty and peers by showcasing what they have learned during two rigorous years of study.

Each year, a diverse group of clients “hire” the students, usually in teams of two or more, to tackle real-world problems and offer actionable recommendations and feasible solutions.

“I think one of the exciting aspects of the APP is the variety of topics covered,” said Manisha Shah, associate professor of public policy and faculty coordinator of the program. “Because our students have a diverse set of interests and because we encourage them to identify their own clients, the result is an interesting variety of APP projects.”

Among this year’s clients were the Southern California Association of Governments, Covered California, Peterson Institute for International Economics and a member of the California State Assembly. Internal clients included a research center within the Luskin School, a professional program elsewhere on campus and the University of California’s Office of the President.

“The first-year curriculum of the MPP program is tool-driven,” Shah said. “What I mean by that is we try to give students a diverse set of tools — both quantitative and qualitative — that will help guide them through the APP process and ultimately go out into the real world and conduct policy analysis on issues close to their hearts.”

Shah said she was fortunate to advise a diverse set of APP groups this year. One group of students found that behavioral tools such as reciprocity and commitment devices should be implemented in schools to increase consumption of fruits and vegetables in an attempt to combat obesity. Another group helped improve the service delivery model of an organization in L.A. that tries to get at-risk youth into better employment opportunities. And another group proposed interventions and policies aimed at reducing displacement and gentrification in South L.A.

In all, 18 presentations were made. Luskin faculty watched and then asked questions that tested the students’ depth and breadth of knowledge and the thoroughness of their projects.

The range of projects is broad, including:

  • Local and regional issues such as investments in electric vehicle charging stations in Los Angeles and a rent stabilization ordinance to prevent displacement of low-income minority communities in South Los Angeles.
  • Statewide issues such as bail reform, insuring Californians, health care, access to water and juvenile justice.
  • National and global issues like mitigating the negative impacts of trade on employment in the U.S. auto industry and improving local-level governance amid decentralization reforms in the Ukraine.

A closer look at some of this year’s APPs follows.

Gender Issues in Engineering

Applying qualitative and quantitative methods to their study for the UC’s Office of the President, Traci Kawaguchi, Yuhan Sun and Eri Suzuki focused on the need for connections in their analysis of system-wide retention by gender in engineering at the undergraduate level. They initially determined that the retention rate of female engineering students was significantly lower than for male engineering classmates across the UC system.

Their faculty adviser, Professor of Public Policy John Villasenor, also holds an appointment in electrical engineering at UCLA. He helped connect them with UCLA engineering students, which led to interviews with aspiring female engineers.

Women and men had similar levels of academic performance in the first year, but the qualitative interview uncovered that “affinity groups play a key role in affirming engineering identity and belonging in the field,” according to the UCLA Luskin students’ written summary.

“I think the big thing that came up was just the idea of fitting in,” Kawaguchi said. “When you go into a classroom that is 80 percent male … it may make you feel that you don’t necessarily belong.”

Team members analyzed policy options based on anticipated effectiveness, cost feasibility and institutional feasibility, and they recommended support for female students based on a sense of community and belonging. Adoption of residential living communities and formal peer mentoring programs for female undergraduate students in engineering were also recommended.

 A Program to Help Plug-In Commuters

Another APP team focused on plug-in vehicles with a limited range on all-electric power that switch to gasoline-based power after batteries are exhausted. Specifically, the group studied how workplace charging stations in Los Angeles could increase the number of miles that vehicles travel without burning gasoline.

MPP students James Di Filippo, Mahito Moriyama, Toru Terai, Kelly Trumbull and Jiahui Zhang completed their project, “Prioritizing Electric Vehicle Charging Station Investments in Los Angeles County,” for the Southern California Association of Governments (SCAG). Their model combined commuting data from SCAG’s transportation demand study with plug-in electric vehicle registration data, information on vehicle all-electric range, and point data on existing charging infrastructure locations.

The students found that nearly 6,000 plug-in hybrid commuters could benefit from workplace charging but currently do not have access. Full support of those commuters’ vehicles would yield about 76,000 additional miles driven on electric power each day.

The potential increase is concentrated in just a few zones. Di Filippo said that the group used a tool from the Environmental Protection Agency to identify zones that fall within disadvantaged communities that might require additional support, which were more than a third of all zones identified as having potential for investment across Los Angeles County. SCAG should direct additional funding toward those disadvantaged communities to ensure that the benefits are distributed equitably, the students said.

Di Filippo said that the APP process was challenging but rewarding. “I credit my teammates for pulling together quickly, conceptualizing and delivering a strong report that offers actionable information for SCAG’s electric vehicle charging infrastructure siting decisions in only eight weeks,” he said. “My team was fortunate to have the support of faculty and peers who were invaluable in shaping our thinking on key aspects of the report.”

Healthy Food for Children

Sarah White and teammates Sydney Ganon, Hiroto Iwaoka and Jonathan McIlroy examined behavioral economics for tools in nutrition education curricula. Their goal was to promote long-term healthy food choices and habits in third and fourth grade students in light of a growing recognition of negative health outcomes of childhood obesity.

“While the field of behavioral economics is still fairly new, we read a lot of the existing literature and had reason to believe that really low-cost interventions could potentially have large impacts on getting people to make better choices for themselves,” White said.

One challenge that behavioral economics has “rarely, if at all, studied within the realm of children’s nutrition.” That made evaluating different policy options more difficult. “We had to evaluate each policy option on our own,” White said.

The group’s recommendations bundled three potential behavioral tools that are cost-effective. Giving attractive names such as “power peas” to fruits and vegetables in the cafeteria would frame foods in a way that is appealing to children. Giving students something as simple as a sticker and thanking them for choosing the healthy option would promote reciprocity. Having students set goals for eating better would make them more likely to stay committed.

Ayappa Biddanda

Rocking his Comeback

For one student, Ayappa Biddanda, the final APP presentation was a long time in the making. In the early 2000s he left UCLA Luskin to pursue an opportunity that turned into a career in the music industry. He came back this year to do his final presentation — and thus finish his master’s degree.

Biddanda’s project evaluated the impact of an educational enrichment program called Rock the Classroom that paired local musicians with students in the Los Angeles Unified School District. Biddanda’s solo presentation on the final night of the APP program literally rocked the classroom with musical sound bites and his enthusiastic, informative and professionally presented argument that, in education, “art matters.”

A Fond Farewell

Wrapping up two decades of APP presentations, Mark Peterson, chair of the department, thanked the students for their efforts. “I really want you all to applaud yourselves,” he said. “The hard work that went into all of the presentations was obvious to us all, and we really just admire the time you put into all of this and the work that you did to put these presentations on a scale of professionalism that we like to see.”

The 2017 APPs ended on a bittersweet note, with Peterson acknowledging the retirement of a key player. Maciek Kolodziejczak is a longtime UCLA staff member who joined the public policy program when it was founded more than 20 years ago and has long coordinated the APP presentations.

“Sadly, this is the last time that this part of the APP program will be orchestrated, moderated and run by Maciek,” Peterson said.
