Launch of New UCLA Luskin Initiative Is True to Its Mission Event celebrating the creation of the Latino Policy and Politics Initiative brings UCLA community together with policymakers to share research and exchange information

The newest research center at UCLA Luskin aims to bring together scholars and policymakers to share information so that political leaders can make informed decisions on issues of interest to Latinos, and its Dec. 6, 2017, kickoff event exemplified that goal.

Students, faculty and administrative leaders from the UCLA Luskin School of Public Affairs and throughout UCLA were among a crowd of about 175 people that also included elected officials, community activists, business leaders and other stakeholders who gathered in downtown Los Angeles to celebrate the launch of the Latino Policy and Politics Initiative (LPPI).

Attendees had an opportunity to hear keynote speaker Kevin de León, current president pro tem of the California Senate and a candidate for the U.S. Senate, talk about recent legislation on issues related to such diverse topics as labor, good government, the environment and education. He was then joined by a panel of experts in a spirited discussion of the current national political climate and major issues that directly impact Californians, particularly Latinos and other communities of color.

“In the great state of California, we celebrate our diversity,” de León told the crowd. “We don’t ban it, we don’t wall it off, and we sure as hell don’t deport it.”

In his speech, de León talked about the state’s efforts to deal with climate change, to improve education and to provide a safe haven for all residents. For example, Senate Bill 54, the California Values Act, which de León championed, creates a safe zone at “our schools, our hospitals, our churches, courthouses and other sensitive locations so our undocumented immigrant communities can live their lives and conduct their businesses without fear.”

De León declared, “If this president wants to wage a campaign of fear against innocent families, he can count us out. Because the state of California won’t lift a single finger or spend a single dime to become a cog in the Trump deportation machine.”

One of the goals of LPPI, which received its startup funding from UCLA Luskin and the Division of Social Sciences, is to provide better access to information — real data, not alternative truths — to help leaders nationwide resist attacks on immigrants and also help them to craft new policies on other issues vital to Latinos.

“It is impossible to understand America today without understanding the Latino community and the power that it wields. And this institute is going to do that,” Scott Waugh, UCLA executive vice chancellor and provost, told the crowd.

“It’s going to harness all of the intellectual capacity that UCLA has — it’s going to be truly interdisciplinary,” Waugh explained. The co-founders of LPPI — Professor of Political Science and Chicana/o Studies Matt Barreto, UCLA Luskin Dean Gary Segura and LPPI Director Sonja Diaz MPP ’10 — “have a vision that reaches not just inside the School of Public Affairs but reaches out across the campus in areas like health, education, science, the arts — wherever Latinos have made a difference and continue to affect change in a profound way.”

Darnell Hunt, dean of the Division of Social Sciences at UCLA, noted in his remarks that the founding of LPPI comes at a particularly opportune time in American politics. “It goes without saying that we live in challenging times — challenging political times — and the Latino Policy and Politics Initiative will help us make sense of this contemporary setting with an eye toward transformative solutions.”

Barreto, who served as master of ceremonies for the night, spoke about the scope of LPPI’s vision. “We’re not only going to work on immigration reform — we know that immigration reform affects our community and we will work on that — but we are dedicated to work on every policy issue.”

He added, “Whether it has to do with climate change or clean energy, transportation, housing, homelessness, criminal justice or education, we are going to work on that. And we have experts at UCLA who will join us.”

Many of the 20 scholars from across the UCLA campus who are part of LPPI’s faculty advisory council attended the launch event, which began with a networking reception at La Plaza de Cultura Y Artes near Olvera Street, the founding site of Los Angeles itself. As musicians from La Chamba Cumbia Chicha performed, attendees had an opportunity to meet and exchange ideas with the featured speakers and various former and current elected officials in attendance, such as Gil Cedillo, the former state senator and current Los Angeles city councilman. Also in attendance were former California assemblyman and senator Richard Polanco and Amanda Rentería, the former national political director for Hillary Clinton’s campaign and now a staff member in the executive office of California Attorney General Xavier Becerra.

The event wrapped up with a panel discussion and Q&A moderated by Lucy Flores, a former assemblywoman in Nevada who now serves as vice president for public affairs for mitú, a multimedia enterprise that targets young Latinos. Panelists said that bolstering the number of Latino elected officials has been a vital step in bringing about positive change.

“In the end, votes are what count,” Segura said, noting that Latino’s political influence has not kept up with its rapid population growth. “In order for governments to enact policies that benefit Latinos, it is going to be required that Latinos be a significant share of elected officials.”

Panelist Laura E. Gómez, professor of law at UCLA and former interim dean of the Division of Social Sciences, expanded on that idea in light of a recent wave of disclosures related to sexual misconduct by men in positions of power.

“I think it’s really important … for us to realize that Latinos are a diverse community. We are not just men; we are also women. We are not just straight people; we are also gay and transgender people. And those are important numbers going forward,” she said.

Flores summed it up, “Demographics is not destiny.”

The fact that California often seems to be an outlier in the current national political climate was a recurring topic of the night, with several speakers praising Californians’ resistance to the policies of the current U.S. president. Can the state also serve as a model of progress?

“Despite all of the discord and disunity, California is standing tall for our values,” de León said during his speech. “From education to the environment, from high wages to health care, to human rights, to civil rights, to women’s rights, to immigrant rights, California is proof positive that progressive values put into action in fact improve the human condition regardless of who you are or where you come from.”

De León said California is a leader in innovation — “home to Hollywood and Silicon Valley and the best public university system in the world, the University of California. And we are on the cusp of surpassing the United Kingdom for the fifth largest economy on planet Earth.”

The state is thriving, he said, by doing exactly the opposite of what Donald J. Trump says. “We succeed because we are dreamers, not dividers. We succeed because we double down on lifting people up, not putting them down. We are not going to allow one election to erase generations of progress.”

“I want to ask for your partnership, because this is what we need to do — we need to train a new leadership pipeline that is diverse but also represents us substantively,” LPPI Founding Director Sonja Diaz told the audience.

Saying that UCLA is “arguably the finest public institution in the nation, if not the entire world,” De León spoke enthusiastically of the promise that LPPI represents for elected officials such as himself. “We need the empirical evidence, and it’s about time we have this institution established at UCLA.”

Later, when speaking about climate change during the panel discussion, he expanded on the idea that knowledge equals power.

“California has the ability — if we have access to this type of information, this data — to export our policies to other states, even to red states that may not believe in climate change per se,” de León said. “We are showing that, whether you believe in climate change or not, you can actually grow an economy by delinking and decoupling carbon from GDP.”

Access to data is important, but it takes real leadership to turn information into action. “You can have all the academics in the world, all the data, but it doesn’t make a difference if it just sits in a book on a shelf,” de León said. “You have to take that data and move it with political power to actually implement it, execute it, to improve the human condition.”

Segura said it is his goal — and the mission of LPPI — to unite scholars and policymakers for mutual benefit, helping academics turn research into actionable policy.

“Facts do matter. Facts may not be a good way to sell people who don’t want to hear them, but lots of well-meaning elected officials want information,” Segura said. “One of the jobs of the institute is going to be to take the data out of those dusty books and put them in the hands of policymakers in a useful time frame so that policymakers can respond.”

The Goal: Making Diversity Redundant UCLA Luskin alumni, faculty, students and staff gather for a daylong diversity recruitment fair showcasing programs and commitment to social justice

Gary Segura, dean of the UCLA Luskin School of Public Affairs, was happy to host the second all-school diversity recruitment fair at UCLA. But, in truth, he would like to see it become redundant.

“I am hoping and believing that we are getting very close to the verge of making it redundant in what Luskin does,” said Segura, who has devoted his academic life to studying issues related to the issues highlighted by the fair.

“By your arrival next fall, Luskin will indisputably be the most diverse school of public affairs in the United States,” Segura said to an audience of students who have applied, or are thinking of applying, to one or more of the School’s three professional graduate programs in public policy, social welfare and urban planning.

In addition to UCLA Luskin’s outstanding faculty, Segura cited the School’s wide array of groups, caucuses and organizations — including the D3 Initiative (Diversity, Disparities and Difference) — and new programs, new hires and ongoing searches for new faculty focused on racial inequality, multicultural planning and immigration policy, among other areas of expertise.

The many UCLA Luskin student groups, along with their classmates, alumni, faculty and staff, came together again this year to organize the Dec. 2, 2017, event.

“At some point, the study of class and racial and sexuality differences as an understanding of public policy, social well-being and urban issues is not a niche, it is the discipline,” Segura said. “It’s 70 percent of the population.”

Joining the dean in welcoming fair attendees were faculty leaders in Public Policy, Social Welfare and Urban Planning, along with a panel of Luskin alumni representing all three graduate programs.

Making her pitch to candidates for the Master of Social Welfare professor and department chair Laura Abrams focused on recent tax legislation passed by the U.S. Senate.

“What does the tax bill have to do with social welfare at the UCLA Luskin School of Public Affairs?” she asked. “Everything,” came a soft voice rising from the audience, stealing a bit of Abrams’ thunder.

“That was on my notes,” quipped Abrams, who explained that the bill would directly attack Social Security, Medicare and “all the public benefits that are the foundation of our social welfare system.”

She then asked who would deal with the costs of economic hardships on the front lines.

“Social workers!” she answered emphatically, adding, “We are going to have to be the ones who pick up the pieces of those who are displaced, who are homeless, who are pushed into the criminal justice system, who don’t have enough to eat and who don’t have housing.

“So,” Abrams added, “we need all of you, not just those entering social welfare, but the planners and the policy makers because you are the future that is going to have to fix what is happening today.”

Manisha Shah, associate professor and vice chair of Public Policy, highlighted the expertise of Luskin faculty in areas such as health policy, education, immigration, inequality, science and technology.

“We have a lot of flexibility in the department based on what your interests are and what you want to do, what type of policy arena you want to work in,” said Shah, who cited the department’s mixture of qualitative and quantitative approaches to evidence-based policymaking and analysis.

Vinit Mukhija, professor chair of Urban Planning, said that diversity and excellence are not trade-offs in outlining the holistic approach his department — which will soon celebrate 50 years at UCLA — takes in making admissions decisions. Urban Planning emphasizes not only grades but also a student’s personal statement, recommendations and the importance of relevant work experience.

Mukhija, who studies informal housing and slums in the global north and south, explained his own interest as a planner in finding ways to improve living conditions in slums, and his goal to “learn about them to change our ideas about cities and about our design ideas, our rules and to have more just cities.”

Also providing information and encouragement were recent graduates of the Luskin School’s programs who participated in a series of discussions with aspiring students.

Panelists were asked what motivated them to apply to Luskin in their chosen disciplines.

“Communities of color are not always exposed to urban planning although we’re often experiencing the negative effects of what actually happens,” said Carolyn Vera MURP ’17, who was born and raised in South Central Los Angeles. Vera, who now works at a transportation consulting firm, said that when she moved back to Los Angeles following her undergraduate years, she didn’t recognize the city she grew up in, citing the effects of gentrification. Vera said urban planning is such a diverse field and, “I knew I wanted to stay in L.A. and work with my community.”

It was homelessness that brought Cornell Williams MSW ’12 to UCLA Luskin Social Welfare.

“I was homeless for a year. I had a college degree and I was sleeping in the park,” said Williams, now a psychiatric social worker for Los Angeles County Department of Mental Health and clinical director of the Jeffrey Foundation in Los Angeles. “Like a lot of our clients and people we have the passion to serve, I was stuck in that position and I had no knowledge of resources and access.”

Williams said the experience forced him to ask tough questions about himself and his future. “I came to one of these events and had an interest in all three programs,” but he said that Gerry Laviña, director of field education and associate director of D3, “was a big part of helping me conjure or stir the gifts inside of me to choose social welfare.”

Williams said UCLA Luskin’s Social Welfare gave him the flexibility to work in “every environment you can think of, and I’ve worked in a good number of them myself.”

The day’s events also included breakout sessions led by a number of the School’s sponsoring and organizing student groups: D3, Luskin Leadership Development, Social Welfare Diversity Caucus, Policy Professionals for Diversity & Equity, and Planners of Color for Social Equity.

Attending the event was recent UCLA graduate Vanessa Rodriguez, who said she hopes to enroll in the MSW program next fall. Rodriguez, who grew up in Boyle Heights and has worked with children with autism, said she has always had a passion for helping people. She said her reason for pursuing an MSW degree would be to work with women and victims of domestic abuse.

Among the staff and student volunteers who made the day a success was second-year MSW candidate Marisol Granillo Arce, who said she had attended a number of Luskin diversity related fairs before applying. Granillo Arce, who now also works as a graduate researcher for the UCLA Institute for Research on Labor and Employment, said it is exciting to meet future agents of change and tell them: “You’ve got what it takes to be a social worker, urban planner, and public policymaker.”

Granillo Arce added: “I think that individuals thinking of applying get the unique opportunity to know the staff, professors and students in the different departments. It is truly inspirational. You end up leaving the fair more confident and inspired.”

U.S. Retail Jobs Are Bad — But It Doesn’t Have to Stay That Way A new book co-authored by UCLA Luskin urban planner Chris Tilly challenges the “myth of inevitability” for poor working conditions in America’s largest employment sector

“The United States has a bad jobs problem, and retail jobs are at the heart of it.”

That’s the first line of a new book, “Where Bad Jobs are Better: Retail Jobs Across Countries and Companies (Russell Sage Foundation),” co-authored by UCLA Urban Planning professor Chris Tilly.

But, Tilly argues in the book, it does not need to be the last line for retail employment, especially when compared to the same jobs outside of the U.S. There is room to improve, according to Tilly and co-author Françoise Carré, research director at the Center for Social Policy at the University of Massachusetts, Boston.

What is responsible for this perception of the largest — and still growing — employment sector in the nation? Low wages, unstable working hours and flat advancement prospects top the list, as well as high turnover rates for employees and a drop in productivity. The current outlook is worse for women who fill lower-paying, entry-level jobs primarily in food retail as opposed to their male counterparts who fill the vast majority of higher-paying retail positions in management, according to Tilly and Carré.

In addition, the authors point out, “It is worth emphasizing here that the evidence is strong that employment in stores is here to stay for a long time to come, in spite of recent predictions of the imminent displacement of store-based retail by online sales.” Their book also touches on a number of current topics, including election-cycle debates on raising the federal minimum wage.

Searching for solutions, the authors started with a comparative “global shopping trip,” in which they made a rigorous study comparing the U.S. retail industry with the same sector in five Western European countries and Mexico. In doing so, they asked what national institutional settings make a difference in job quality and what “room for maneuver” retailers have, by country, to manage for better jobs.

In the richer countries in Western Europe, the authors found more job productivity, better and more regular hours and higher pay than in the U.S. in comparable jobs. For example, the pay was notably higher in France, and notice of work schedules was markedly better in Germany. The differences in social norms and the role of institutions and regulations in these countries have led to relatively better job quality than in the U.S., according to Tilly and Carré.

“Improving retail jobs does not necessarily mean turning them into unambiguously good jobs; retail jobs in our comparison countries are not terrific, but they are better in significant ways,” the authors report.

Tilly and Carré also assert that the U.S. can choose whether service jobs in retail will be bad or good. “Put in the simplest terms, U.S. bad jobs in retail and other low-wage industries will improve when changes are made in the institutional environment — laws, labor relations structures, and broadly held values — followed by changes in managerial approaches.”

The situation in Mexico, a poorer country when compared to the U.S. and the other countries studied, can be instructive. The authors note that the economic gap between Mexico and the U.S. might be the determining factor in comparing retail jobs. But, they add, this is only partly true. Using Wal-Mart as an example of a company that dominates retail sectors in both countries, they find that “even this behemoth behaves differently in terms of choice of market segments and labor strategies across countries.” For example, they point out that in the U.S., Wal-Mart is 100 percent non-unionized, whereas in Mexico, it pays higher wages than its competitors and is mostly unionized.

They explain, “Wal-Mart is not the exception to the influence of societal effects around the world, but rather demonstrates that influence. Even Wal-Mart provides better jobs where rules are better.”

The authors demonstrate that, by understanding where and why bad jobs are better, “we can learn how to make them better across the board.”

Student Volunteers Give Back, One Turkey Leg at a Time UCLA Luskin Food Mentorship program lets students explore interesting and relevant topics while coordinating a volunteer event at a local organization focused on food issues

As first-year Master of Urban and Regional Planning students, Bianca Juarros and Esteban Doyle wanted to find meaningful ways to get involved with the UCLA campus community. The Luskin Food Mentorship program provided a way for them to do just that, while also exploring interesting and relevant topics.

The program is a part of a 10-week series on food called “Off the Table,” which is a combination of inspiring lectures, movie screenings and hands-on activities centered around food issues. The program matches graduate students in the UCLA Luskin School of Public Affairs with undergraduate students pursuing the Food Studies minor. Pairs of students such as Juarros and Doyle are then tasked with coordinating a volunteer event at a local organization focused on food issues in Los Angeles. It offers a way to share knowledge, foster connections and make a meaningful impact on the greater community.

Here are the students’ impressions of the program and Juarros’ thoughts about its personal and educational benefits:

I had the opportunity to attend the “Off the Table” event called “Breaking Bread: Community Building with Veterans and Farming,” which delved into the often-unseen struggles faced by veterans after returning back home from a tour of duty — especially in terms of fostering social connections, finding newfound purpose and engaging in the healing process. The panel discussion opened my eyes to the vital importance that community gardens play in the reintegration process, especially among the UCLA community. I was moved by the stories shared by the panelists, many of whom were veterans themselves, and inspired by the efforts to re-create a veterans garden in Westwood. This was just one of many insightful “Off the Table” events.

In partnership with undergraduate students in the mentorship program, Esteban and I also coordinated a volunteer event at the L.A. Kitchen, which is an organization that employs formerly incarcerated individuals and emancipated foster youth to prepare food for community service organizations such as homeless shelters and senior centers. After promoting our event through our various networks, we were able to register a total of 15 people to volunteer. We recruited a mix of undergraduate and graduate students from various schools at UCLA.

On Saturday, Nov. 18, our volunteer group went to the L.A. Kitchen to volunteer with food preparation.

Because this was the Saturday before Thanksgiving, we had the special opportunity to help carve turkeys. One of the L.A. Kitchen staff members, a recent graduate of the culinary education program, demonstrated to all the volunteers how to properly break down a turkey, removing as much meat as possible. After the quick tutorial, we all set out to work at various stations. We handled hundreds of turkeys!

Working side-by-side with other students was a wonderful time. People shared their favorite Thanksgiving memories while de-boning turkey legs. With everyone talking, sharing and laughing, it hardly felt like work at all. Time flies when you’re having fun!

We finished all the turkeys in record time. It helped, of course, that another large group — volunteers from a local electrical union — was volunteering that morning as well.

Going forward, we hope to maintain a close relationship with L.A. Kitchen. All the students who volunteered said they had a great time and would love to do it again. The L.A. Kitchen staff members mentioned wanting to strengthen ties with the UCLA community too.

We hope to continue planning more volunteer experiences with the L.A. Kitchen and bring in more UCLA students to share the wonderful experience.

On Dec. 2, 2017, UCLA Luskin Master of Urban and Regional Planning students Alexander Salgado and Ana Kobara joined with UCLA undergraduate mentees Audree Hsu and Sophie Go as part of the UCLA Luskin Food Mentorship program to participate in a volunteer effort with Food Forward.

Food Forward is a nonprofit organization that works with multiple farmer’s markets in Los Angeles to collect donated food from vendors to pass along to organizations in need of fresh food. Throughout the day, the students walked a farmer’s market in Hollywood and delivered empty boxes to vendors that could fill them with produce.

For the day, the student volunteers collected and organized more than 1,700 pounds of food, which was then delivered or picked up by various organizations in need.

“The experience in itself was very rewarding,” Salgado said. “It was nice to see vendors so eager and willing to help others.” 

 

 

Lending a Helping Hand Panel discussion at UCLA Luskin highlights what is and isn’t being done to serve the burgeoning homeless population in L.A. County

With nearly 60,000 Angelenos struggling with homelessness, local change agents have taken on the task of developing policies and services to address the crisis.

At a Nov. 15, 2017, panel discussion at the UCLA Luskin School of Public Affairs, four leaders in the field discussed the challenges and opportunities in finding solutions for the plethora of Los Angeles residents who do not have access to permanent housing.

Michael Lens, associate professor of urban planning at the Luskin School, moderated the “Homelessness in Los Angeles” event. Other participants were Jerry Ramirez, manager of Los Angeles County’s homeless initiative; Dora Leon Gallo, CEO of A Community of Friends; Jordan Vega, a current UCLA student and a director of Bruin Shelter, a registered student organization; and Skid Row resident Suzette Shaw.

Lens began the lunch program by noting some alarming homelessness statistics and emphasizing the importance of having the conversation.

“Many of us are familiar with the fact that homelessness is very much on the rise in Los Angeles County,” he said. “In January of 2017, volunteers counted over 58,000 people experiencing homelessness across L.A. County, which is a 23 percent rise over the previous year.”

Lens pointed out that 34,000 of those people are in the City of Los Angeles. Within the city, 25,000 homeless are living “unsheltered” and 11,000 fell into the category of “chronically homeless.

“These are large numbers historically, and they’re large numbers for any city,” he said.

Gallo’s organization, A Community of Friends, works with the local government and other non-profits to provide permanent supportive housing for the homeless. The group, which launched nearly 30 years ago with a grant from the county’s Department of Mental Health, manages 47 buildings and provides in-house services in 18 of those buildings.

Gallo said that her group believes in a “housing first” approach to homelessness and that the model for permanent housing relies on subsidies that enable tenants to pay a fraction of their income in rent, no matter how small that income, without sacrificing the community aspect of living in Los Angeles.

“There really was no housing provider out there that was providing housing that is affordable,” she said. “Our initial founders wanted to create a community where people would have friends.

Earlier this year, L.A. County voters approved Measure H — a tax expected to raise $355 million for homeless services over the next 10 years. The county has developed 21 strategies for addressing homelessness and plans to use Measure H funding to increase housing and services for the county’s homeless. Separately, city voters in 2016 passed Proposition HHH — a bond measure that will directly fund new housing units for low-income and housing insecure Angelenos.

“The 1.2 billion (dollars) from Proposition HHH is for the construction of permanent supportive housing,” Ramirez said. “Where Measure H comes in, it really complements supportive housing because it’s millions of dollars to provide the services. Half the challenge is getting a home for a homeless person — then the hard work begins in keeping them there.”

Ramirez said that the county is hoping to bring in more partners like A Community of Friends to help map out the landscape for new programs and housing units to be funded under Measure H.

“We’re trying to be very inclusive in this process because the county can’t do it alone,” he said. “We’re trying to be inclusive, collaborative and transparent.”

Not all services are being provided at the regional level. Vega helps run Bruin Shelter, which launched last year and currently provides beds for six housing insecure UCLA students. It is the first student-run shelter for peers in the country.

Vega’s personal experience with friends who struggled with homelessness inspired him to take on the role at Bruin Shelter, which helps operate the shelter of Students4Students. Students have access to UCLA medical and social welfare students who provide case management services.

“Our space is kind of small — we’re next to a church,” he said. “We’re currently under construction, hoping to expand, so that we can accommodate more students.”

Suzette Shaw is a resident of Skid Row and knows firsthand the struggles that homeless people can face living on the streets.

“We need to make sure that now that we have the dollars, we are intentionally allocating them and very proactive in allocating those funds to organizations and individuals who make sure that the dollars are addressing the needs of the people,” she said.

Shaw used to run a business and commuted long distances to work to try to make ends meet before moving to Skid Row. She’s now living in a housing unit under her Section Eight voucher, which she had for nine months before receiving a unit. Shaw is very open about her story because people need to have more exposure to homeless in order to address the crisis.

“People tend to stereotype and sensationalize what poverty looks like,” Shaw said. “We have to get real about who we are. We talk about NIMBY-ism, ‘not-in-my-backyard.’ People are either going to live on the sidewalk next to you or else you’re going to make a space for them in the building next to you.”

The issue is one of basic human rights for Shaw.

“I may be poor and I may live on the brink, but I do deserve housing and housing should be a human right,” she said.

The talk was part of an ongoing Housing, Equity and Community series put on by the UCLA Lewis Center, which co-sponsored the event with the Institute on Inequality and Democracy at UCLA Luskin and the UCLA Ziman Center for Real Estate. The Lewis Center plans to hold more events in the winter and spring quarters on housing issues.

Guiding the Next Gen of Leaders UCLA Luskin welcomes new and returning Senior Fellows from the public, private and nonprofit sectors

For more than two decades the Senior Fellows Leadership Program at the UCLA Luskin School of Public Affairs has matched the School’s students with professionals.

UCLA Luskin Public Policy, Social Welfare and Urban Planning students have enhanced their academic experience with real-world, practical applications by making direct connections with individuals working in their areas of interest.

This year is no exception. Now in its 21st run, the program has fielded an outstanding class of fellows representing a wide range of professional expertise. The 2017-18 class includes a former U.S. Congresswoman, a current U.S. Foreign Service officer, the president of a popular local news media and cultural outlet, and an advocate for children’s rights.

“We are particularly proud of this group of Senior Fellows in part because it’s one of the largest groups of new and returning fellows,” Dean Gary Segura said in his opening remarks at an Oct. 26, 2017, welcome breakfast marking the kickoff of the 2017-18 Senior Fellows. “We are overwhelmed by your generosity. More importantly, we are overwhelmed by your willingness to share some of your valuable time with the next generation of leaders in Los Angeles and beyond. And, I mean by that, the 575 young people that make up the student body of the Luskin School of Public Affairs.”

Among the returning Senior Fellows is David Carlisle, president and CEO of Charles Drew University of Medicine. Carlisle, who also is an adjunct professor at the David Geffen School of Medicine at UCLA, served as keynote speaker for the gathering at UCLA’s Faculty Center.

“This is one of the most wonderful activities that I do every year … and I look forward to coming back because of the interaction with young people that this program provides,” Carlisle said to Luskin student mentees, faculty, staff and guests.

In his presentation, Carlisle, who has served as a Senior Fellow since 2007, stressed the continued importance of the mentor program. In an economic sense California is experiencing a “golden age,” Carlisle said. But “we are still challenged by meeting demands cultivating personal capital in the state of California and the United States … human capital. And, there are too many places in our state where people are still challenged to participate fully in the economic engine that is the state of California.”

For second-year Master of Urban and Regional Planning student Sonia Suresh, an interest in affordable housing development and working with homeless populations led to her choice of Anita Nelson as a Senior Fellow mentor. Nelson is the CEO of SFO Housing Corporation, a Los Angeles-based organization committed to providing housing and support services for homeless and low-income people.

“We had a great conversation on our backgrounds and interests, as well as the type of affordable housing her organization builds,” said Suresh, who is also a member of Planners of Color for Social Equity at UCLA Luskin. “We have set up a day for me to shadow her and her development team.”

Second-year Master of Public Policy student Bei Zhao and first-year urban planning student Alexander Salgado were partnered with returning fellow Steven Nissen, senior vice president, legal and governmental Affairs, for NBC Universal.

Zhao, a native of China who has worked in investment banking in Beijing, said that the breakfast and mentor program provided the opportunity to talk about participants’ backgrounds and professional experience. She said she was amazed by Nissen’s experience bridging the private, public and nonprofit sectors, “which is also the direction I want to build for my own career.” Zhao said she hopes to apply her public policy and finance experience in the public sector of a nonprofit organization.

Nissen and his mentees have already planned on continuing their conversation. “At the end of the breakfast, he invited us to visit NBC Universal for further meetings … which shows his generosity for the future generation,” Zhao said.

The Senior Fellows Leadership Program is part of the Luskin School’s Leadership Development Program which is led and organized each year by VC Powe, director of career services and leadership development.

Remembering the ‘Father of Urban Planning’ John Friedmann — renowned author, pioneer of theory and founding leader of UCLA Urban Planning — is remembered by colleagues, family and former students at memorial service

The late John Friedmann is widely regarded as having pioneered the field of urban planning theory.

“Some call him the ‘Pope of planning’; others call him the ‘Father of Urban Planning,’” said Martin Wachs, distinguished professor emeritus of urban planning, during a memorial for Friedmann on Nov. 2, 2017. “He always chuckled and giggled about those labels, and he really didn’t take them seriously,” Wachs said, pausing and then lowering his voice. “I think, secretly inside, he really did.”

This mix of honorific praise, bittersweet memory and wry humor was commonplace as friends, family, former colleagues and Luskin students — current and past — joined together at the UCLA Faculty Center to remember Friedmann, who passed away in June at the age of 91. In addition to his work in urban planning theory, Friedmann presided over the founding of Urban Planning at UCLA in 1968 and served as its chair four times.

“While this is a memorial to celebrate John, it’s impossible to avoid feeling sad,” current chair of Urban Planning Vinit Mukhija said in his opening remarks.

Mukhija noted that Friedmann had remained close with the Luskin School of Public Affairs even after leaving Los Angeles in the late 1990s when his career and personal life took him to Melbourne, Australia, and then to Vancouver, British Columbia. At the time of his death, the department was hoping to have Friedmann return to Westwood to teach the Planning Theory course in the Ph.D. program, Mukhija told the crowd of more than 50 attendees.

“I think it would have been terrific for our doctoral students to have that, but unfortunately, it wasn’t meant to be,” Mukhija said.

Mukhija, Wachs and others spoke of Friedmann’s elite standing in the field of urban planning. Friedmann wrote 18 books and more than 200 book chapters and articles. By themselves, his writings are cited more frequently than the aggregate works of any single planning program in the country, except for the Luskin School’s Department of Urban Planning.

“He was the intellectual force behind what we call ‘planning theory,’” Wachs said, noting that Friedmann also taught at MIT and in countries such as Brazil, Chile and Korea, as well as providing guest lectures at major universities around the world.

Friedmann’s accomplishments were many, but those in attendance also heard about a few of his foibles. Longtime love and wife Leonie Sandercock talked less of Friedmann the educator and more of Friedmann the man: “I feel so lucky to have spent 32 years next to this man, who I adored, and I struggled with and I rolled my eyes at, and I shared my life with. I’m happy that his life touched so many others.”

Sandercock and Friedmann fell in love while corresponding via handwritten letters as pen pals when Friedmann was at UCLA and Sandercock was in her native Australia. A highly accomplished planner herself, Sandercock said Friedmann’s intellectual acumen never waned. “He was still living fully,” Sandercock said of her husband’s final days.

Friedmann was often reflective, Sandercock said, telling of a recent encounter after a walk through nature, when Friedmann ticked off the “lucky things” that had led him to this point in life. Meeting Sandercock was one, she said with a smile. Being denied tenure at MIT was another — it led him to pursue career-changing research in Chile. And then there was the invitation from then-Dean of Architecture Harvey Perloff to come to UCLA and start the Urban Planning program.

In that instance, many of those in attendance felt like they were actually the lucky ones. Lucy Blackmar, assistant vice provost for undergraduate education initiatives at UCLA, recalled a phone conversation with Friedmann back when UCLA Urban Planning was in its infancy and Friedmann gave her the green light to pursue further education.

“I credit John Friedmann with my intellectual awakening,” Blackmar said. “Really, John was an educator, he was a thought leader, he was a global citizen, a man for all seasons and he had an insatiable intellectual appetite.”

Several other former students shared their memories of Friedmann during the memorial, including Goetz Wolff and Stephen Commins, both of whom later became Luskin urban planning lecturers. UCLA Luskin professors Ananya Roy and Anastasia Loukaitou-Sideris also spoke about Friedmann, saying he had provided inspiration to them long before they actually had a chance to meet him in person.

Cellist Anne Suda played throughout a reception that preceded the sharing of memories, an homage to Friedmann’s own appreciation of the instrument.

Water Justice for Mobile Home Residents UCLA Luskin School study highlights substandard water service and quality in California’s mobile home parks

Although California officially recognizes the right to safe, clean, affordable and accessible water for all citizens, the Human Right to Water law passed in 2012 has no teeth, according to Urban Planning researchers at the UCLA Luskin School of Public Affairs.

In a new study, co-authors Gregory Pierce MA UP ’11 PhD ’15 and Silvia González MURP ’13 looked at drinking water access and quality in mobile home parks, a significant but often overlooked segment of the California population.

“Right now, I don’t think state and local policymakers are focusing nearly enough attention on this issue,” said Pierce, an adjunct assistant professor of urban planning and a senior researcher on water and transportation initiatives at the UCLA Luskin Center for Innovation.

The study, published this month in the journal Environmental Justice, is titled “Public Drinking Water System Coverage and its Discontents: The Prevalence and Severity of Water Access Problems in California’s Mobile Home Parks.” Co-author González, who has collaborated with Pierce on a number of drinking water-related studies, is a doctoral student in urban planning and assistant director of the Center for Neighborhood Knowledge at UCLA Luskin.

Although some existing research broadly suggests that water service and quality in the state’s mobile home parks is substandard, Pierce and González said that a lack of literature and targeted studies on the subject spurred their research, which is based on a range of quantitative and qualitative sources, including more than 1,300 news reports related to mobile home water access.

The study concluded that mobile home parks are:

  • likely to incur more health-related violations than other systems
  • four times more likely to experience a significant service shutoff (more than 24 hours)
  • 40 percent more likely to rely on groundwater, a known risk for reliability and quality

In their report, the authors said they were surprised to find that available data on water system reliability suggests that mobile home parks in California are as likely as the general population to be served by community water systems. The authors pointed out that mobile home parks are more likely to have small water systems, a characteristic well-documented to diminish access.

“This demonstrates that any deficiencies in water service in parks are indeed problems for which the public sector maintains oversight and authority to rectify,” the researchers said in the study.

Pierce and González also found that evidence on affordability was less conclusive, but it suggested that the cost of drinking water could pose an “outsized” burden on some mobile home park residents who, because of reliability and quality, may purchase bottled water, which is more expensive than alternative water sources.

Pierce, who presented the study findings at the 2017 Water and Health Conference held Oct. 16-20 at the University of North Carolina’s Gillings School of Global Public Health, said that he hopes progress will be made in the coming years, “but the trend is not promising at this point.”

“The key message I tried to convey is that access issues faced by mobile home park water systems reflect inequities both in the governance of drinking water systems more generally and in landlord-tenant relations in mobile home parks,” Pierce said. “A lot of the issues faced by tenants are caused by landlord neglect.”

González pointed out that, specifically in Los Angeles, one of the nation’s most unaffordable housing markets, residents also experience the pressures of gentrification and displacement.

“As manufactured housing becomes an increasingly important affordable housing option, policymakers need to ensure these residents aren’t being put at a disproportionate health risk, and address accessibility and affordability issues when they are,” González said.

More Than We Can Chew UCLA Luskin's "Off the Table" series about food policy highlights leaders like Meyer Luskin who are working to turn 'excess into assets'

If a batch of bread has too much flour when it makes its way to the factory assembly line, the dough is a no-go. But what is a profitable company to do when it’s left with unsellable food waste?

Recycle it, of course.

At an Oct. 18 lecture, Meyer Luskin explained the idea and logistics behind the successful national food recovery business for which he’s worked over 50 years. In conversation with Urban Planning lecturer Paula Daniels, founder of the LA Food Policy Council, Luskin said he began to think critically about food conservation early in life.

“I’ve always believed in recycling,” he said. “As a young man, I’d always worry about ‘what happens when we run out of this, or don’t have enough coal?’”

Luskin has made reducing food waste a centerpiece of his career. As chairman and chief executive officer of Scope Industries, a company he joined in 1961 that specializes in food recycling, Luskin led the expansion of an operation geared at turning food production waste into animal feed.

The concept is simple, Luskin explained to the 50-plus students, faculty and community members who attended the afternoon lecture. When a factory produces a batch of food that doesn’t meet its retail standards, assembly-line workers will place undesirable product into bins, provided by Luskin’s company.

The bins, which often contain complete products — including packaging and other inedible materials — are transported to processing plants where the grain-based food matter is separated, ground and dried to rid it of moisture, ensuring the food will survive the shipping process. The finished product is then sold to farmers to be used as livestock feed.

Luskin brought in a mason jar filled to the brim with a treated batch of animal feed to show the class. “This may have once been a huge mound of garbage,” he said, explaining that sometimes assembly-line workers treat collection bins as trash receptacles.

“This looks like something we could eat ourselves!” Daniels said, examining the jar.

Even though the finished product might actually be fit for human consumption, people are not actually allowed to eat it per Food and Drug Administration Standards, Luskin informed attendees.

“This product has been on the floor, most of the machinery is not stainless steel, but when it comes out of our dryer … we’ve killed every bug that you can imagine,” he said.

Luskin’s company began with a single processing facility in 1962, handling 100,000 pounds of food per year. Today, the company has 17 plants across the country and recycles 2.6 billion pounds of food annually. Each ton of feed sells for about $120, or six cents per pound — allowing farmers to affordably feed livestock with grain products that might have otherwise been thrown away.

Daniels is teaching an Urban Planning course titled, “Got Spam? Making of Good Food System” this quarter, focusing on “ways to build community-centric values into food system[s].”

“It’s important to hear from Meyer Luskin about the work that he’s been doing in Los Angeles and around the country for a long time and how it contributes to what we’re calling the ‘circular economy,’” Daniels said before the event. “It’s a great example for a direction that we need to go in as a society in terms of dealing with the excesses of what we produce. Meyer’s model takes that excess and makes it an asset.”

The lecture was the first speaker event of the Luskin School of Public Affairs’ ongoing “Off the Table” series of discussions, screenings and events aimed at educating the UCLA Luskin community about where our food comes from and how it can become more sustainable.

Among the themes addressed by “Off the Table” is the concept of food justice and responsibility to ensure the food that is produced does not end up in landfills — tying in neatly with the conversation about Luskin’s work and the challenge to prevent further food waste.  A full program of “Off the Table’ events can be found here.


“Harvesting Change: Fostering Partnerships for Food Security” took place Oct. 26 at the Luskin School and featured a festival held on the 3rd Floor Commons of the Public Affairs Building.

The event segued into a panel discussion hosted by Urban Planning alumna Jessica McBride MURP ’14, founder of Open Silo and project manager for three6ixty.

Fatinah Darwish, a program manager at the L.A. County Department of Public Health, Nutrition and Physical Activity, talked about county efforts to reduce food insecurity by increasing inter-agency coordination among government, healthcare and non-profit organizations.

Mental health expert Rhea Holler, Ph.D., spoke about the shame and feelings of failure often experienced by people who are unable to afford food for themselves and their families.

UCLA Luskin Senior Fellow Rick Nahmias, founder and executive director of Food Forward, talked about his organization’s history and its ongoing efforts to repurpose surplus food from fruit trees, farmers markets and other sources to provide hunger relief in Southern California.

Attendees also heard from Frank Tamborello of Hunger Action LA, which is working to end hunger and promote healthy eating through a variety of advocacy, direct service and organizing efforts that benefit Los Angeles residents.

'Harvesting Change' festival


On Nov. 7, 2017, a panel discussion titled, “Breaking Bread: Community Building with Veterans and Farming,” focused attention on the community and health benefits of urban farming for the veteran population.

The participants included moderator Kris Skinner, a retired Army captain and UCLA alumnus; physician Peter Capone-Newton MA ’09, PhD ’13 of the U.S. Department of Veterans Affairs; Mick Deluca, assistant vice chancellor, UCLA Campus Life; Jeremy Samson, a military veteran and urban farmer; and Julie Sardonia, program director for Veteran Farmers of America.

A reception at La Kretz Garden Pavilion in the UCLA Botanical Gardens preceded the panel discussion, which focused on efforts to revitalize a 14-acre garden on the U.S. Veteran Affairs campus in West Los Angeles. The event was timed to coincide with other university activities in advance of this year’s Veterans Day holiday.

'Breaking Bread: Community Building with Veterans and Farming'


On Nov. 13, Maria Elena Chávez’s presence at the screening of “Dolores,” a documentary depicting the life and legacy of civil rights activist Dolores Huerta, sent a powerful message about generational activism and fostering change within minority communities.

The political landscape of Huerta’s generation, where there were fights for basic human rights of farm workers, is not so different from today, Chávez said about her mother’s efforts. As the film depicts, marginalized immigrant farmworkers living in poverty were able to organize and fight for their rights, benefitting generations to come. Huerta, now 87, was at the heart of this movement, demanding respect, fair wages and access to clean water on the job.

Chávez described her mother as “unstoppable” and “passionate” as she has continued to make an impact in her community after leaving the Unified Farm Workers Movement organization and creating the Dolores Huerta Foundation.

Chávez also discussed her mother’s impact on her life and professional choices as a political filmmaker and civil rights activist. “It’s in my blood,” said Chávez, who is the daughter of Huerta and Richard Chavez, the brother of César Chávez.

She also spoke of the challenges of growing up in a politically active family and adversities she faced because of her mother’s dedication to the civil rights movement while raising 11 children.

“Maria Elena Chavez’s visit to UCLA provided a direct appeal to join the movement for justice,” said Sonja Diaz, director of the Latino Policy and Politics Initiative, which co-sponsored the event. “The political landscape that mobilized farmworkers to demand respect, fair wages and workplace access to restrooms and water is not too different from today’s crisis of inequality. As the film ‘Dolores’ makes clear, farmworkers and countless other U.S. workers living in poverty have the skills to organize, and those of us with means have the obligation to support.”


As first-year Master of Urban and Regional Planning students, Bianca Juarros and Esteban Doyle wanted to find meaningful ways to get involved with the UCLA campus community. The Luskin Food Mentorship program provided a way for them to do just that, while also exploring interesting and relevant topics. Read about their experience coordinating a volunteer event that brought UCLA students together on the Saturday before Thanksgiving at the L.A. Kitchen to  prepare food for community service organizations such as homeless shelters and senior centers.

On Dec. 2, 2017, UCLA Luskin Master of Urban and Regional Planning students Alexander Salgado and Ana Kobara joined with UCLA undergraduate mentees Audree Hsu and Sophie Go as part of the UCLA Luskin Food Mentorship program to participate in a volunteer effort with Food Forward. Food Forward is a nonprofit organization that works with multiple farmer’s markets in Los Angeles to collect donated food from vendors to pass along to organizations in need of fresh food. Throughout the day, the students walked a farmer’s market in Hollywood and delivered empty boxes to vendors that could fill them with produce. For the day, the student volunteers collected and organized more than 1,700 pounds of food, which was then delivered or picked up by various organizations in need. “The experience in itself was very rewarding,” Salgado said. “It was nice to see vendors so eager and willing to help others.” 


The UCLA Luskin School of Public Affairs and the UCLA Food Studies Graduate Certificate Program wrapped up its 10-week “Off the Table” series on urban agriculture, food security, and food policy with a moderated discussion on the sustainability of social enterprises within the food industry led by Evan Kleiman, chef and host of “Good Food” on KCRW. She was joined by panelists Anar Joshi of  Everytable, Kaitlin Mogentale of Pulp Pantry, Nick Panepinto of L.A. Kitchen and Karla T. Vasquez of SalviSoul during a gathering on Nov. 30 at the L.A. Kitchen facility in Lincoln Heights near downtown Los Angeles. Among other topics, the speakers talked about their efforts to promote healthy eating among young people. “One of our most successful programs was cooking lessons for kids,” Vasquez said during the panel discussion. “We told them, ‘You can like something, love something, or hate it. But you have to make it. There’s so much food in the world, and you get to try it all!’” Afterward, attendees had a chance to do some cooking themselves, making a vegetarian ricotta carpaccio from scratch under Kleiman’s direction. Donald Shoup Earns Highest Recognition from Planning Academy The esteemed Urban Planning professor is named Distinguished Educator by the Association of Collegiate Schools of Planning

Donald Shoup, distinguished research professor of urban planning at the UCLA Luskin School of Public Affairs, is the 2017 recipient of the Distinguished Educator Award — the highest honor bestowed by the Association of Collegiate Schools of Planning (ACSP).

The award is conferred every two years to honor significant contributions to the field of planning, and it recognizes scholarly contributions, teaching excellence, public service, and contributions that have made a significant difference to planning scholarship, education, and practice. Shoup is the second current member of the UCLA Urban Planning faculty to win this award; Professor Emeritus Martin Wachs won in 2006 when he was at UC Berkeley. Two other UCLA faculty members also won the award: John Friedmann in 1987, and Harvey Perloff, the inaugural recipient in 1983.

Perloff and Shoup are two of only three people who have won both the ACSP’s Distinguished Educator Award, which is given to academics, and the American Planning Association’s National Excellence Award for a Planning Pioneer, which is given to planners who have made important innovations in planning practice. This unusual combination of both awards highlights UCLA’s commitment to both academic excellence and practical relevance in urban planning.

Shoup said the latest award is particularly gratifying because it’s for education. “Universities reward you mainly for research and publication. It’s why we say, ‘Publish or perish.’ And I think most academics believe their lasting contribution will be their research,” he said. “But I think that our most important contribution is through teaching. If we have any influence — if there is going to be anything to remember after we are gone — I think it will be through the successful careers of our students who will be changing the world for the better.”

Professor Vinit Mukhija, the current chair of Urban Planning, remembers coming to UCLA as a job candidate when Shoup was department chair. Shoup’s manner then became a model for Mukhija to follow years later. “Donald was one of the first people I met on campus. His philosophy is to help people feel comfortable so they can share and present their best ideas. He takes that philosophy into the classroom, where he likes to engage students in a deliberative, non-confrontational manner as they discuss ideas that challenge accepted policy practices.”

During his tenure of more than 40 years at UCLA, Shoup has built an impressive record of accomplishment and scholarship, producing insightful research that has been truly influential on public policy. According to Urban Planning Professor Brian Taylor, Shoup is an “internationally recognized authority on parking policies and their effect on urban development and transportation. Though largely overlooked by academics for years, parking policies significantly influence land use development and travel behavior in U.S. metropolitan areas and in rapidly developing urban areas across the globe.”

“The High Cost of Free Parking,” Shoup’s widely acclaimed book (originally published in 2005, and revised and reprinted in 2011), was based on decades of research on parking policies. It also was based on years of listening.

“When I was younger, I focused much more on analysis and publication. As I began to see how policies got adopted, I became much more oriented toward the concerns of public officials,” Shoup said of how his approach has evolved over the years. “I have always tried to engage with practicing planners and city officials who will have to implement anything that I recommend — to hear their objections and concerns.”

The Distinguished Educator Award is selected from candidates nominated by faculty at ACSP member schools, which consist of universities with departments and programs offering planning degrees or programs that offer degrees affiliated with planning. Most are in the United States, but some member schools are located internationally.

Shoup’s most important scholarly contribution has been his research related to how parking policies affect land use and urban travel.

Said Taylor, “Through more than three dozen publications on the role of parking in cities, Professor Shoup has almost single-handedly convinced a previously skeptical audience of planners and elected officials about the critical importance of parking policy to urban planning, transforming planning practice to a degree unmatched by any of his contemporaries in the planning academy.”

Shoup said that his research approach tends toward finding solutions to practical problems. “My focus is to look at areas where the prices that people pay are substantially below the cost of what they consume. Traffic congestion is a good example. Drivers in peak hour traffic pay far less than the cost they impose on other drivers and in the process they aggravate traffic congestion.”

His forte — parking policy — is another example. “The price that drivers pay for parking is usually far below the cost of providing it,” Shoup said. “Drivers park free at the end of 99 percent of all automobile trips in the United States. But all this free parking costs a lot of money.”

As his research progressed, he was struck by the lack of equity in parking. People who are too poor to own a car, or who prefer not to own one, receive no benefit.

“If you ride the bus or ride a bike or walk to work, you get nothing. But if you drive to work, you get to park free in a very expensive parking place. It leads to overuse of automobiles, creating air pollution and traffic congestion.”

When cities charge fair market prices for on-street parking and spend the meter revenue to finance added public services, they can improve the lives of everyone. Shoup’s work has inspired cities such as Los Angeles, San Francisco, Pasadena, Austin, Houston, Seattle, and many others to change their approach to parking.

Shoup has four degrees in electrical engineering and economics from Yale University. At UCLA he has served as chair of Urban Planning and as director of the Institute of Transportation Studies. And he practices what he preaches — walking or biking to campus every day, even after his “retirement” in 2015.

This dedication comes in part from his perception that he has been fortunate to have worked in Los Angeles, a city where his ideas about land use, traffic, and parking are particularly important and where civic leaders — some of whom count themselves among his legion of followers, known as Shoupistas — have been willing to listen to his advice.

Great city. Great university. Great professor. It all adds up to a career filled with great accomplishments.
