Tilly on Labor Actions Spreading Across State and Nation

Urban Planning Professor Chris Tilly spoke to CNBC about labor actions across California — 55 in 95 locations that commenced just since the beginning of 2023. In Los Angeles, striking Hollywood writers and actors have joined city employees and hotel and hospitality workers on the picket line in what some are calling a summer of solidarity. Union representatives in the state say they are being contacted by organizers from around the country who are seeking guidance on stepping up their own labor actions. “I think California is ahead of the country, but it’s pointing to a crisis that’s likely to happen nationwide,” Tilly said.


 

Tilly Sees a Leadership Opportunity in California’s Population Decline

Chris Tilly, professor of urban planning at UCLA Luskin, commented in a New York Times feature weighing whether the Golden State has lost its luster as population growth has leveled off in recent years — declining from its high of almost 40 million residents — in the midst and aftermath of the COVID-19 pandemic. The article cites data from the state’s finance department that projects a possible population stagnation for decades to come. Tilly said America has always had a frontier mentality, but perhaps that should be reimagined.  “Maybe it’s time for us to grow up and realize we live in a world of limits,” he said. “That could be a level of maturity. If California is in a position to lead the country and come to terms with its limitations on growth, that could be a way California could still be in the lead. Which could really be an interesting twist.”


 

Tilly on Worrisome Economic Signals From California

A Barron’s article about concerns that California’s climbing jobless rate and other economic indicators may be harbingers of a national economic downturn quoted Chris Tilly, UCLA Luskin professor of urban planning and an expert on labor and workplace trends. Tilly said four broad employment sectors in the state are either shrinking or stagnant: construction, particularly residential construction; durable goods; wholesale; and information, which includes media and entertainment jobs. The state economy, the largest in the U.S., grew by an annual rate of 0.4% in 2022, so it’s difficult to call California a “bad economy,” Tilly said. Still, “California is not in a recession at this point, but it is a risk,” and the state “may be a leading indicator for what’s happening elsewhere.”


 

Grant to Support LPPI Research on Strengthening Latino Workforce

The UCLA Latino Policy and Politics Initiative (LPPI) has received $750,000 from The James Irvine Foundation to support data collection and research on the impacts of COVID-19 on Latino workers in California. The grant will also support the development of a policy toolkit to improve the capacity of California lawmakers, business leaders and advocates to champion recovery efforts that strengthen the state’s core workforce. “Latinos are the current and future workforce of California and the road to prosperity runs through them. Yet we often lack the data necessary to make the best policy decisions and targeted investments to uplift Latinos,” LPPI Executive Director Sonja Diaz said. “Opportunity and economic mobility for California’s Latinos is necessary for us all to thrive now and far into the future.” Latinos are the largest ethnic/racial group in the country, and a plurality in California, so understanding their contributions to the nation’s social and economic fabric is imperative, Diaz said. She added that providing opportunities to make a living wage and build new skills in a changing economy is critical to a strong recovery in the wake of the COVID-19 pandemic. The Irvine Foundation grant will support data collection focusing on eight areas: demography and population change; climate change and the environment; economic opportunity and social mobility; education; health; housing;  child welfare;  and voting rights and political representation. “We know that Latinos are essential to California’s future,” said Virginia Mosqueda, senior program officer at the Irvine Foundation. “Supporting UCLA LPPI helps ensure our state leads the nation in offering Latino workers access to economic opportunity.”

Shining a Light on California’s ‘Unseen Latinas’ UCLA researchers join Assemblywoman's effort to make sure no one is left behind in the state's recovery

Latinas make less than their male and female counterparts, have never served in a statewide elected position in California and remain underrepresented in corporate leadership positions. A new two-year effort launched by Assemblywoman Lorena Gonzalez and the California Latino Caucus seeks to tackle the inequities that the state’s Latinas face.

UCLA Latino Policy and Politics Initiative (LPPI) faculty and staff have been at the forefront of the Unseen Latinas Initiative by providing expert testimony in its first year of public hearings to identify problems and solutions. Through cross-sector research, a team of LPPI female experts have been putting a data-driven lens on the educational, economic and career barriers that Latinas must overcome.

“By launching the Unseen Latinas Initiative, California’s leaders are making it clear that they understand that the state’s continued economic prowess requires that Latinas have a fair chance to succeed and thrive,” said Sonja Diaz, LPPI founding director. “Especially as we emerge from the pandemic, it’s time to make sure that no one gets left behind in the recovery and bright future that lies ahead.”

Latinas make up nearly 20% of Californians, and Latina participation in the U.S. workforce is expected to grow by 26% in the next 10 years. Yet new research from LPPI shows that Latinas exited the workforce amid the pandemic at higher rates than any other demographic amid the pandemic, making it clear that recovery efforts should provide specific assistance to help them recover financially and get back on their feet.

“California has an opportunity and responsibility to lead what it means to have a just and equal economy,” said Gonzalez, who earned a law degree at UCLA in 1999. “UCLA LPPI has been a valuable partner on the Unseen Latinas Initiative. LPPI experts have shared key testimony by shining a light on the inequalities Latinas continue to face, as well as the opportunities that exist to make sure Latinas are no longer unseen and can participate in the state’s prosperous future.”

In an October conversation about the Latina wage gap, Diaz urged action to address the child-care and family obligations that pushed Latinas out of the workforce during the pandemic. Without a clear plan to bring them back into the labor market, the repercussions could be devastating for Latino families and for the state’s economy, she said.

LPPI expert Mary Lopez, an economics professor at Occidental College, continued the conversation in a January hearing on the labor market, testifying that policy solutions such as affordable child care and job training are essential in reducing workforce inequities for Latinas.

The Unseen Latinas public hearings series also discussed the challenges that Latinas face in breaking into the legal field, with testimony from LPPI expert Jennifer Chacon, a UCLA Law professor.

Part of the invisibility of the needs and strengths of the state’s Latinas comes from the lack of representation in media and popular culture. At an April hearing, LPPI expert Ana-Christina Ramón provided testimony about the UCLA Hollywood Diversity Report, which she co-founded and co-authors. Latinos and women are among the groups that remain underrepresented in film relative to their population size.

“We know that Hollywood plays a meaningful role in shaping how people perceive others around them,” said Ramón, who is also the director of research and civic engagement at the UCLA Division of Social Sciences. “When Latinas do not have starring roles or they are not seen as doctors, lawyers or CEOs, that perpetuates the barriers that they face in achieving their full potential.”

Storper Research Points to Roots of L.A.’s Problems

A Zocalo Public Square column on the urgency of fixing Los Angeles’ longstanding economic and equity problems cited research by Michael Storper, distinguished professor of urban planning. Storper studied the different trajectories of the Bay Area and Los Angeles, two big regional economies that were at parity in 1970, with similar education levels and numbers of engineers. The Bay Area’s leading institutions in education, business and government became highly networked and planned collaboratively. The Los Angeles region remained a collection of separate, siloed communities that competed with one another. Today, the Bay Area is 30% richer than the L.A. region, Storper found. Noting that COVID-19 made the depths of Los Angeles’ problems undeniable, the column called on leaders to build real foundations that allow people to find stability and health in the short term, while reducing inequality to spread prosperity in the long term. 


 

‘We Set Our Destiny,’ Becerra Says of Fellow Californians

California Attorney General Xavier Becerra weighed in on the Golden State’s place in a deeply divided nation during a conversation with UCLA Luskin Dean Gary Segura just hours after polls closed in the 2020 election. As they awaited final results in the presidential race, Becerra told viewers that California’s unique role as an engine of innovation and economic growth transcends any election or individual politician. “Regardless of what happens around us, we set our destiny,” he said. Hosted by the Los Angeles World Affairs Council and Town Hall in partnership with the UCLA Luskin School of Public Affairs, the Nov. 4 dialogue touched on Becerra’s role battling the Trump administration on health care, immigration, climate change and scores of other issues. To date, the state has sued the federal government 104 times, Becerra said. “We go to court against Donald Trump not because it’s easy or it’s fun,” he said. “We go to court because we must protect our people, our values and our resources.” Of urgent concern is safeguarding the environment, he said, noting, “We have lost four years in addressing the climate crisis, and Mother Nature is not going to give us those years back.” As the state’s top law enforcement officer, Becerra called for more police training, accountability and transparency but noted, “Let’s not make it look like it’s a simple thing like ‘defunding police.’ ” He added, “I respect the work that’s done every day by men and women in uniform. I will go after those who have engaged in improper conduct in that uniform.” 


 

UCLA Supports Launch of California’s Transformative Climate Communities Program New Luskin Center for Innovation resource page tracks state's innovative effort to fight climate change

The UCLA Luskin Center for Innovation (LCI) has supported the launch of California’s innovative Transformative Climate Communities Program (TCC), one of the world’s most comprehensive sets of investments in local climate action. This includes developing the evaluation plan to track progress and evaluate outcomes from investments that could serve as a global model for community-scale climate action.

Now, inaugural progress reports for the first communities awarded TCC grants — Fresno, Ontario and Watts in Los Angeles — are authored by LCI researchers. These reports, and other resources related to LCI’s tracking of the groundbreaking efforts in local climate action, are centralized on a new TCC resource page. Policymakers, community stakeholders, researchers and others interested in local strategies to combat climate change can use this page to monitor progress, best practices and lessons learned over the five-year TCC grant implementation period that began in the spring of 2019.

The program to fund the development and implementation of neighborhood-level transformative plans that include multiple projects to reduce greenhouse gas emissions was authorized by Assembly Bill 2722 in 2016. In addition to fighting climate change, the program empowers disadvantaged communities impacted by poverty and pollution to support projects that advance their local economic, environmental and health goals.

“TCC may be the most holistic investment in neighborhood-scale and community-driven climate action anywhere on the planet,” said Jason Karpman MURP ’16, project manager of UCLA’s TCC evaluation. “Lessons learned from this new program could have potentially broad implications for climate action elsewhere.”

The California Strategic Growth Council serves as the lead administrator of TCC and awarded the first round of grants to Fresno ($66.5 million), Ontario ($33.25 million) and the Watts neighborhood of Los Angeles ($33.25 million).

Communities are empowered to customize their projects and plans based on their priorities and partnerships. The program includes mechanisms for accountability, including oversight from community members as well as third-party evaluation from academic researchers.

The team at the Luskin Center for Innovation and a similar group from the UC Berkeley Center for Resource Efficient Communities comprised the evaluation team for round 1 of TCC grants. UCLA researchers will take on a fourth TCC site for evaluation, Northeast Valley Los Angeles, during round 2 of TCC implementation.

The evaluation team worked with Fresno, Ontario and Watts stakeholders to create the Transformative Climate Communities Evaluation Plan, which UCLA published in late 2018. This research roadmap is being used to track and assess progress and results over a five-year period in those communities.

Now, UCLA has released the first annual report spanning the initial months of grant implementation.These reports highlight a wealth of data, including community conditions that could change during the five years of TCC implementation. Baseline trends relate to demographic, economic, energy, environmental, health, housing and transportation conditions.

“This first set of reports also documents progress on TCC implementation to date, including project milestones and personal stories of how TCC investments are affecting the lives of people who live and work in the pilot communities,” Karpman said. “This includes the voices of resident leaders in Ontario working to implement the site’s community engagement plan, a job trainee in Fresno learning how to install solar panels, and a high school student in Watts helping to expand a community garden.”

The first set of annual reports focuses on the period following the initial announcement of the TCC awards in 2018 through June 2019, which includes the first few months of project implementation. Common milestones across the three sites include laying the foundation for grant success, establishing partnerships and a governance structure, and launching new local initiatives around health, economic development and the environment.

UCLA’s page includes a number of other resources. Photos of residents and project staff show them working to bring their communities’ vision to reality. Supplemental methodological documentation such as open source code is available for those seeking to replicate findings. And staff bios show the evaluators involved with the project.

TCC is part of a suite of efforts, known as California Climate Investments, funded by the state’s cap-and-trade program. It unifies many of the California Climate Investments project types into a single, place-based initiative. Specifically, TCC funds the following project types:

  • construction of affordable housing near transit;
  • installation of rooftop solar and energy efficiency improvements for homes;
  • purchase of electric vehicles, including buses, that can run on clean energy instead of fossil fuels;
  • expansion of bus service coverage or frequency;
  • improvement and expansion of bike lanes and sidewalks;
  • planting of trees along bike and pedestrian routes and near buildings;
  • implementation of waste diversion programs, such as the collection and reuse of food waste and neighborhood-scale composting.

To maximize the benefits of these types of projects, grantees also must develop and implement the following transformative plans:

  • a community engagement plan to ensure TCC investments reflect the vision and goals of community members;
  • a workforce development plan to bring economic opportunities to disadvantaged and low-income communities;
  • a displacement avoidance plan to minimize the risk of gentrification and displacement of residents and businesses following neighborhood improvements.

 

 

Mitchell on the Impact of Coronavirus on California’s Economy

Daniel J.B. Mitchell, professor emeritus of public policy and management, spoke with the San Francisco Chronicle about COVID-19’s impact on the California economy. In January, Gov. Gavin Newsom unveiled a budget proposal that projected a multibillion-dollar surplus and new programs for housing, health care and wildfire prevention. A revised 2020-21 spending plan, due in May, will need to account for the widespread shutdown of the state’s economy due to concerns about the spread of the novel coronavirus. The economy has already suffered a “tremendous shock,” Mitchell said, and the period of rebuilding could last years. “If you create enough disruption, it’s not so easy to go back,” he said. “So you could be looking at a very prolonged period here in California where the underlying economy is not good.”

Sanders Speaks to Economic Frustrations in California, Tilly Says

Urban Planning Professor Chris Tilly was featured in a Bloomberg article discussing how economic issues in California are swaying voters in favor of Sen. Bernie Sanders’ campaign. In the run-up to the California Democratic primary, surveys indicated that Sanders’ promises of housing and health care affordability resonate with many Californians who are frustrated by rising rent and a lack of affordable housing across the state. According to Tilly, “There are two sides to the story of the health of the L.A. economy.” Even as incomes rise and the unemployment rate is at an all-time low, the costs of daily life for Californians are rising faster than wages. Tilly explained that low unemployment and steady job growth “reflect the wider U.S. economy, but there are people being left out and who are being caught in the gap between what a lot of jobs pay and what housing and other expenses are.”
