‘It’s Not a Food Desert, It’s Food Apartheid,’ Wolff Says

Urban Planning lecturer Goetz Wolff joined a panel of activists and scholars to discuss injustice in the food system during a UCLA Semel Healthy Campus Initiative webinar. Black, poor and marginalized communities have been systematically denied access to nutritious foods, contributing to health inequities. Farmer and activist Karen Washington described the food system as “a caste system based on race, color of skin, where one lives and how much money they have” and argued that “it doesn’t need to be fixed, it needs to change.” Chef Roy Choi highlighted the importance of starting a conversation about the established power structure in order to get to the root of the problem. Wolff argued that the condition under which poor communities are left out is the result of conscious policies and that “food desert” is a characterization that asks us to accept it as a natural process. “It’s not a food desert, it’s food apartheid,” he said.


Zepeda-Millán Publishes ‘Walls, Cages, and Family Separation’

Walls, Cages, and Family Separation: Race and Immigration Policy in the Trump Era,” a new book co-authored by Associate Professor of Public Policy Chris Zepeda-Millán and University of Washington Associate Professor Sophia Jordan Wallace, takes a closer look at the evolution of U.S. immigration policy leading up to and during the presidency of Donald Trump. Published by Cambridge University Press, “Walls, Cages, and Family Separation” examines the “deeply racist roots” of U.S. immigration policy, which have been exacerbated by the Trump administration’s racially charged rhetoric and policies, including the border wall, migrant family separation and child detention measures. Zepeda-Millán and Wallace point to Trump as the “most blatantly anti-Latino and anti-immigrant president in modern American history” and examine the factors motivating his support base. Their research shows that resentment and fear among whites who feel culturally threatened by Latinos motivates them to support Trump’s immigration policies. They examine how support for immigrant detention and the wall has shifted over the duration of Trump’s presidency, as well as the stereotypes and misinformation that play a role in public perception of immigrants and immigration policy. While Trump’s immigration policies have been widely criticized and are unpopular with many Americans, Zepeda-Millán and Wallace argue that Trump is relying on his ability to “politically mobilize the most racially conservative segment of whites who back his draconian immigration enforcement measures” in his bid for reelection. “Walls, Cages, and Family Separation” is Zepeda-Millán’s second book, following his first release, “Latino Mass Mobilization: Immigration, Racialization, and Activism.”


Miyashita Ochoa on HIV Criminalization Laws

A Body Pro article about the human rights and public health implications of laws targeting HIV-positive and LGBTQ populations cited Ayako Miyashita Ochoa, adjunct assistant professor of social welfare. In California, people living with HIV can be prosecuted for specific offenses, Miyashita Ochoa explained. These laws are most likely to be enforced in marginalized communities, she said, noting that sex workers account for 95% of HIV-related prosecutions in the state. In addition, Miyashita Ochoa, who is also associate director of the UCLA California HIV/AIDS Policy Research Center, interviewed filmmaker and activist Marco Castro-Bojorquez about the role of HIV criminalization data in shifting the policy landscape. Human rights advocates are working to modify or repeal laws that single out people living with HIV while continuing to criminalize the behavior of people who intend to harm or infect others.


Ong on Discrimination Against Asians During Pandemic

LAist highlighted recent research led by Paul Ong, director of UCLA Luskin’s Center for Neighborhood Knowledge (CNK), on the economic impact of anti-Asian rhetoric during the pandemic. Ong said harassment of Asian-Americans, including an informal boycott of Asian restaurants, increased after President Trump called COVID-19 the “China virus” and “kung flu.” Research by CNK, the UCLA Asian American Studies Center and Ong & Associates found that Asians and whites started out on similar financial footing before the pandemic — but between February and April, Asian American joblessness jumped ahead by 5%. The article also cited a Pew survey that found that 31% of Asian adults say they have been subject to slurs or jokes because of their race or ethnicity since the outbreak began. Ong called on the federal government to step in to discourage discrimination but added that he is disappointed by political leadership so far. The research was also cited in the Asian Journal.

 


The Data Behind a Worsening Black Housing Crisis

A study by UCLA Luskin’s Center for Neighborhood Knowledge was featured in a Los Angeles Times article about the impact of the COVID-19 pandemic on the Black housing crisis. Before the pandemic, Black people faced the greatest housing insecurity across the United States, with the highest unemployment rate and lowest income of any racial group. COVID-19 has exacerbated the crisis, with Black and Latino workers facing the greatest job losses. Experts explain that systemic racism has hindered Black households from accessing higher-paying jobs and building wealth through homeownership. The article discussed the displacement of longtime Black communities in South Los Angeles and cited a study by the Center for Neighborhood Knowledge, directed by research professor Paul Ong. The study showed declining Black population percentages in Leimert Park, Jefferson Park and West Adams compared to a growing white population, and also found that median income growth in those communities outpaced that of the county.


Ong Comments on Shifting Perceptions of Race Relations

Paul Ong, research professor and director of the Center for Neighborhood Knowledge at UCLA Luskin, spoke to the Los Angeles Times about Californians’ increasing acknowledgement of racial discrimination, as highlighted by the results of a statewide survey. Compared to the results of a similar survey done in February, white Californians are now much more likely than they were earlier this year to say that Black people, Latinos and Asians are “frequently” discriminated against. The uptick comes as data have shown that the coronavirus disproportionately affects Black and Latino communities, and has led to an explosion in anti-Asian hate incidents, Ong said. “The impacts are unevenly distributed — whether we’re talking about health, whether we’re talking employment or stability or negative racial encounters.” There is a “continuing hierarchy” in which respondents perceive Black Americans to be the most affected by discrimination, followed by Latinos and Asian Americans, he added.


Global Study Finds Critical Gaps in Workplace Protections Laws prohibiting discrimination are key to ensuring equal economic opportunity, UCLA researchers say

As throngs of people around the world stand in solidarity with American protesters calling for an end to racial injustice, a sweeping study of 193 countries by the UCLA WORLD Policy Analysis Center reveals critical gaps in legal protections against discrimination on the job.

Nearly one in four countries continue to have no legal protection from discrimination at work based on race and ethnicity, according to the study, just published in the journal Equality, Diversity and Inclusion.

This is not a question of a nation’s resources, researchers found. In fact, high-income countries do slightly worse: 28% of high-income countries fail to have any protections, compared to 19% of low-income countries and 23% of middle-income countries.

Even in countries that prohibit discrimination, substantial gaps in legal protections exist. Globally, 51% of countries offer no protection from retaliation against workers who report discriminatory treatment based on race or ethnicity, preventing individuals from accessing justice, the study revealed.

Moreover, laws against discrimination often provided only partial protection or failed to specify areas covered. The study analyzed laws and regulations governing hiring, pay, promotions and demotions, terminations and harassment in all 193 members of the United Nations.

“Discrimination at work persists across countries, but there is powerful evidence that anti-discrimination laws can make a difference,” said Jody Heymann, founder of the WORLD Policy Analysis Center and a distinguished professor of public policy, health policy and management, and medicine at UCLA. “All the world’s countries have agreed to address inequality, over and over again, at the U.N. This cannot be achieved without providing legal guarantees to non-discrimination at work for all people.”

In addition to race and ethnicity, WORLD researchers assessed gaps in national legislation protecting against discrimination based on sex, parenting status, gender identity, sexual orientation, migrant status and foreign national origin, among other groupings. Among the findings:

• 53% of the countries do not guarantee equal pay for work of equal value based on sex
• 62% do not prohibit discrimination based on parenting status
• 68% do not guarantee protection from discrimination based on sexual orientation
• 90% do not guarantee protection from discrimination at work based on gender identity
• 62% do not guarantee protection from discrimination based on migrant status
• 62% do not guarantee protection from discrimination based on foreign national origin

“Equal access to decent work is one of the most promising ways to end cycles of poverty, yet discrimination on the job persists,” said study co-author Amy Raub, principal research analyst at WORLD. “Legal protection from workplace discrimination is a critical first step to ensuring equal opportunities for economic success.”

In addition to the newly published research, the WORLD Policy Analysis Center has posted detailed data, maps, charts and policy briefs on workplace discrimination in four categories: race and ethnicity, sex, sexual orientation and gender identity, and migrant status.

Kaplan on Inequalities Underlying Gun Violence

Social Welfare Professor Mark Kaplan was cited in an 808 Opinions blog post about the exacerbation of gun violence during times of crisis. The post argued that economic hardship and social unrest as a result of the COVID-19 pandemic have incited fear and panic. It also pointed to a rise in shootings, online ammunition sales and processed background checks for firearm purchases. The author cited a presentation by Kaplan that tied gun violence to racial and socioeconomic inequality in America. “You hear all about poverty, but inequality is another measure of economic well-being,” Kaplan said. “There is a strong correlation between homicide per million and income inequality.”

Abrams Debunks Myths Surrounding Social Work

Social Welfare Chair Laura Abrams co-authored an opinion piece in Witness LA debunking some of the myths surrounding the field of social work. Nationwide conversations about addressing police misconduct and racial discrimination have included a debate about the role of social workers. “Many people are talking and writing about social work with little understanding of what we actually do,” sometimes characterizing social workers as “callous and untrained child welfare investigators who are as racially insensitive as police officers,” wrote Abrams and co-author Kristen Brock-Petroshius, a Social Welfare doctoral student. Instead, they said, social work is “a profession that seeks to enhance human well-being through interventions with individuals, families, groups, organizations and policies.” They acknowledged social workers’ historical shortcomings, which have perpetuated racist policies and practices. Moving forward, they said, the profession must reshape training practices and heed its code of ethics to “forge a new vision of caring and safe communities.”


Blood Donation Ban Rooted in Fear, Not Science, Holloway Says

Associate Professor of Social Welfare Ian Holloway was featured in a Washington Post video about the FDA’s recent decision to ease restrictions on blood donations from gay men. In 1985, the FDA prohibited blood donations from men who had sex with other men even once since 1977. “I think it’s important to recognize that the ban really is rooted in discriminatory attitudes and based on fear and not science,” Holloway explained. In 2015, the lifetime ban became a 12-month ban, which was lowered to three months of abstinence this year. Many gay men who have recovered from COVID-19 have been disheartened to find that they are unable to donate antibodies due to the restrictions. “Many hold the opinion, myself included, that the ban is based on stigma, not science,” Holloway said. “I think the shortening of the deferral period is a step in the right direction, but I don’t think it goes far enough.”
