Diaz on Lack of Latino Representation on Redistricting Commission

Sonja Diaz, founding director of the UCLA Latino Policy and Politics Initiative (LPPI), was interviewed by Spectrum News 1 and Hecho en California about the early exclusion of Latinos on the state’s 2020 Citizens Redistricting Commission, which convenes every 10 years to draw new district lines. Latinos make up nearly 40% of California’s population, but none were included when the first eight members of this year’s commission were chosen through a randomized selection process. A Sacramento Bee opinion piece citing LPPI’s work on the issue noted that Latinos are chronically underrepresented in the redistricting process, from the number of applications submitted to the final slots provided to members of the community. “It’s really important as we think about how to rebuild and reopen our economy that Latinos have a seat at the table,” Diaz said, adding that she hopes the remaining six seats are filled by Latino voices or voices that recognize the needs of Latino political power.


Report Analyzes Asian American, Latino Votes in 2020 Primaries

Asian American and Latino voters in three key states — California, Virginia and Texas — had lower engagement in the 2020 primaries compared to four years before, according to a new analysis from the Latino Policy and Politics Initiative, or UCLA LPPI. The report analyzed precinct-level data from 10 states in the Democratic primary’s early nominating contests through March 17, when former Vice President Joe Biden became the presumptive nominee, to ascertain the candidate preference of Latino and Asian American voters. The report also found:

  • Bernie Sanders did well with Latino voters in states like California, Iowa and Nevada where he had significant field operations and voter outreach.
  • Sanders won at higher rates in the high-density minority precincts he carried compared to Joe Biden.
  • Biden won the plurality of Latino votes in high-density Latino precincts in Virginia, Florida and some counties in Texas, demonstrating the malleability of the Latino vote, as well as the potential impact of voter outreach efforts at the local level.
  • In Los Angeles County and Orange County, fewer Californians in high-density Latino precincts cast ballots than in 2016. As advocacy for vote-by-mail grows amid the COVID-19 pandemic, these results highlight a need for robust education and outreach efforts surrounding election procedures.

“The time is now for campaigns to maximize the potential of America’s diverse electorate, and that starts with the Latino and Asian American vote,” said Sonja Diaz, founding director at UCLA LPPI.

Newton on Garcetti’s Steady Response to Crisis

Jim Newton, lecturer of public policy, spoke to the Washington Post about Los Angeles Mayor Eric Garcetti’s approach to managing the city’s response to the coronavirus pandemic. Garcetti has made it a priority to be well-versed in all the numbers, he said. “I think the book on Garcetti, correctly, has been that he is smart, articulate, principled, kind of an incrementalist and cautious,” Newton said. “And so what I think all of that has added up to — up to this point, anyway — is a kind of steady but unspectacular time as mayor.” As pressure has increased to reopen the economy, Garcetti’s decision-making process has been driven by cautious reason. Newton explained that the coronavirus pandemic is “the sort of crisis well-suited to [Garcetti’s] strengths: He is smart, good with data, comfortable with science. There’s no blaming. There’s no ridiculousness. It’s very steady and even and straightforward.”


Yaroslavsky Sees Tectonic Shift in Los Angeles History

In a Los Angeles Times article, Los Angeles Initiative Director Zev Yaroslavsky weighed in on Mayor Eric Garcetti’s proposal to redistribute funding from police to communities. After decades of efforts to expand the Los Angeles Police Department with the aim of making the city safer, the news proposal would direct $250 million from other city operations to youth jobs, health initiatives and “peace centers” to heal trauma, with as much as $150 million coming from the LAPD. The proposal comes in response to widespread demands that the government provide poor and minority communities with more than a police presence following the killing of George Floyd in Minneapolis. “If you look at the arc of the city’s history for three decades, there is a tectonic shift here with this growing constituency for reform,” Yaroslavsky said. “There is the emergence of this multiracial coalition of people, who have formed a powerful constituency, and they are making their voices heard.”


Newton on Capturing the Life of Jerry Brown

Jim Newton, editor of UCLA’s Blueprint magazine and a lecturer at the Luskin School, appeared on several media outlets to discuss “Man of Tomorrow,” his new biography of former Gov. Jerry Brown. In an interview with Capital Public Radio, Newton explained the title of the book. Brown, he said, is “a person who lives in the future and thinks about the future and sometimes has actually suffered from that, in the sense that he’s sort of been ahead of his electorate on some things.” He said the former governor exhibits “a combination of warning and concern and skepticism but also clear-sightedness and foresight and optimism” that keeps him relevant in the public arena. Newton appeared with Brown at a session of the UCLA Luskin Summit, as well as a webinar hosted by the Sacramento Press Club. A Los Angeles Times review of his book called it a “formidable contribution to the history of both the state and the country.”


 

Jerry Brown Speaks Out on Curbing Coronavirus and Building a Strong Future Former governor's conversation with biographer Jim Newton draws virtual audience of more than 1,300

Former Gov. Jerry Brown shared his views on stepping up the fight against COVID-19 and repairing the rifts that divide Americans during an expansive conversation with Jim Newton, editor of UCLA’s Blueprint magazine and author of a new book on the California statesman’s life.

More than 1,300 viewers tuned in to the May 12 webinar to hear insights from Brown, who built a reputation as both pragmatist and visionary in his half-century of public service, including four terms at the state’s helm.

The virtual audience had the opportunity to pose questions during the hour-long session, organized by the Los Angeles World Affairs Council & Town Hall and the nonprofit Writers Bloc, in partnership with the 2020 UCLA Luskin Summit.

The webinar took place amid a nationwide debate about how best to contain the novel coronavirus. Newton, author of the new biography “Man of Tomorrow: The Relentless Life of Jerry Brown,” asked the former governor how he would balance the dueling imperatives of protecting the nation’s health and reviving its economy.

Singling out Taiwan as a nation that acted swiftly and effectively to curb the virus’ spread, Brown urged that anyone infected be quarantined away from their families. The urgency of widespread coronavirus testing cannot be underestimated, he said, faulting the federal government for failing to mobilize the nation’s resources to fight the virus.

“This is a great manufacturing powerhouse, we’re a great biotech innovative powerhouse as well,” he said. “So the fact that we don’t have the tests we need, not by the hundreds of thousands but by the tens of millions every day, is leading to the problem we’re now at.

“The longer you wait, the harder it is, the more people get sick, suffer and die,” Brown said.

To rebuild the economy, the former governor invoked the words of Franklin Delano Roosevelt, who called for “bold, persistent experimentation” in his New Deal package of relief and reforms following the Great Depression.

“We need that. Not partisan rancor, not petty politics, not halfway measures. To get this economy going with so many people sequestered at home requires massive federal spending and investment,” Brown said.

He called for the immediate launch of ambitious infrastructure projects to reopen hospitals, bring internet access to rural areas, and build roads, highways and high-speed rail. The projects, he said, would be staffed through a jobs program that would provide a livelihood for millions of Americans now facing prolonged unemployment.

“I would call this really a Rooseveltian moment. And it ought to take into account all the problems that we have. Whether it’s the maldistribution of income and opportunity, whether it’s the pending challenge of climate disruption, all these things are on the table,” he said. “Unfortunately, if we can’t do them right in calmer days, it’s going to be very difficult.”

Known for sprinkling his comments with historical references, Brown cited Roosevelt numerous times and also namechecked economists John Maynard Keynes and Friedrich August Hayek, inventor and architect Buckminster Fuller, and Supreme Court Justice Edward Douglass White, who served in the early 20th Century.

But the names most cited were Donald Trump and Mitch McConnell, the president and Senate majority leader whom Brown held accountable for both an inadequate COVID-19 response and a fractured populace.

“If the choice is Trump for another four years … all these problems, from my vantage point, are going to get much, much worse, dangerously so,” Brown said, looking ahead to the November election.

“We have a lot of challenges and probably the biggest is building trust in our leadership, which is now being done better by our governors than by those occupying a power pole position in Washington,” he said.

Brown, a longtime Democrat whose own presidential aspirations fell short, predicted that an era of greater national unity lies ahead — but it requires abandoning far-reaching proposals from both the political left and right.

“I think we do need a unifier. I know we need polarization to activate the electorate, but in governing we need someone who reaches beyond the particular issues that are currently the stuff of campaigning,” Brown said.

“And that’s why politics is not all that satisfying and why politicians are not enduringly popular.”

Fielding audience questions, Brown weighed in on a range of topics.

On the future of financing higher education in California, he said, “We need to change the university from being an arms race of amenities to one that will be more limited but also fully creative. … The current course is not sustainable without a rising burden put on students, and I think that would be very wrong.”

On his signature issue, combating climate change, he called for an era of “planetary realism” and noted that the coronavirus emergency offers a sober lesson: “If you delay, if you don’t seize the moment when you can, you pay a much bigger price.”

And on maintaining hope amid an array of global threats, Brown took a poetic turn:

“I look out the window here and the wind is blowing on the walnut tree in front of me, the oak trees, the leaves, they’re flourishing” even amid drought, he said. “The rabbits are running around, the dogs are chasing the squirrels, the coyotes are howling at night. …

“Life — just to be here and be part of it — is quite a lot. So to worry, to think about down the road how it’s going to turn out? That’s fortune telling. That’s ouija board stuff.

“Do what you can do in the moment that you have. And God will take care of the rest.”

 

Listening to — and Learning From — Urban Youth of Color New research by UCLA Luskin faculty finds young people who are actively engaged in civic improvement and eager to be heard about solutions

In places where exposure to violence is prevalent, those seeking to advance causes on behalf of urban youth of color should start by listening to the young people themselves, according to a new publication from two UCLA faculty members.

What do such youth say about violence in their neighborhoods?

“You see it everywhere. You could ride down the street, you would see somebody arguing. You go down another street, see somebody fighting,” said Justin, a 17-year-old black and Asian youth.

“I don’t like it. It’s too many killings. … I can’t choose, I can’t do nothing about it. I’m still young,” said Salome, a 16-year-old Latina.

So, what can be done — and by whom?

“We all have to communicate and cooperate. …  I just feel like if everybody just came together and put their minds together about what the community should be and how it should be, I think the community would probably be much better place for kids to grow up,” said Jamal, a 17-year-old black youth.

“Why we got a mouth?” asked Kendra, a 15-year-old black youth. “Our opinions do matter. It can even change the world.”

These four interviewees were among 87 youth living in high-poverty neighborhoods in Rochester, New York, who spoke with Associate Professor Laura Wray-Lake for a qualitative study of youth engagement. She was joined in analyzing the information by co-author Laura S. Abrams, professor and chair of UCLA Luskin Social Welfare. Their monograph — essentially an eight-chapter book on one topic — was made available online May 12 by Monographs for the Society of Research on Child Development, a respected quarterly journal.

“The purpose of the study was to understand how civic engagement is defined and experienced by these youth of color in their own words and from their own perspectives. We also wanted to know what assets and adversities young people experienced that shaped their civic engagement,” Wray-Lake said of the publication, “Pathways to Civic Engagement Among Urban Youth of Color.”

The monograph, which is accompanied online by teaching and outreach materials, is based on data collected by Wray-Lake in 2015-16 when she was on the faculty at University of Rochester. The interviewees ranged in age from 12 to 19, and were mostly black (61%) or multiracial black (27%). A majority (60%) were male. About one-quarter had parents who had completed high school, and 36% had a parent who attended at least some college.

The study participants did more than just express strong opinions. Many took action to benefit others. The most common type of civic engagement was helping out in the community — mentoring younger children at the recreation center, for example, or participating in an annual community cleanup. Some youth helped their neighbors by mowing lawns or shoveling snow.

“Some youth were civically engaged by intervening to protect others from harm, and this was a form of civic engagement not often recognized in the literature,” Wray-Lake said. “A number of youth described helping to stop or break up fights to protect a friend, or talking a friend out of joining a gang.”

Although political engagement was much less common among the youth she interviewed, Wray-Lake said a few talked about sharing posts on social media to speak out against injustice or joining marches or protests against gun violence.

The monograph is based upon work funded by the Corporation for National and Community Service (CNCS). Wray-Lake sees value in publishing it during a time when the COVID-19 pandemic has radically changed the ways that youth can connect with others, navigate community spaces and participate in civic life.

“In this time when people are confined to their homes, we hope this work contributes to conversations about reimaging community spaces for youth that are safe, supportive and prioritize their voices,” Wray-Lake said.

She and Abrams believe the findings can lead to more-informed policies related to investing in safe spaces and community-led anti-violence initiatives for urban youth of color.

Civic empowerment was one of two key factors that influenced the level of engagement among study participants.

The other?

Feeling heard and supported by adults.

 

Nelson Is Recognized During Women’s Conference in Bangladesh

Barbara Nelson, former dean of the School of Public Affairs at UCLA and professor emerita of public policy, social welfare, urban planning and political science, received recognition at the 2020 International Women’s Day Conference held at Dhaka University in Bangladesh in March for her award-winning 1994 study, “Women and Politics Worldwide.” Nelson co-edited the book with Najma Chowdhury, a professor in Women and Gender Studies at Dhaka whose lifetime achievements were also honored at the conference. They studied 43 countries and territories focusing on women’s political engagement in state organizations and civil society. In 1995, the book won the American Political Science Association’s Victoria Schuck Award for the best book on women and politics. Nelson’s 12-year tenure as dean ended in 2008. She was invited to speak in Bangladesh about the book and her collaboration with Chowdhury but was unable to attend because of travel restrictions resulting from the COVID-19 pandemic. Her address was delivered on her behalf at the conference.

Participation in 2020 U.S. Census Is Falling Behind UCLA analysis shows the current rate of response is at least 11 percentage points lower than in 2010

The national response rate to the U.S. Census is lagging well behind where it was at a similar point a decade ago, according to an analysis spearheaded by Paul Ong, a research professor and director of the UCLA Center for Neighborhood Knowledge.

Ong said shutdown orders related to the novel coronavirus pandemic seem to be a factor in suppressing the response rate, which is now at least 11 percentage points lower than it was for the 2010 census through late April.

The UCLA researchers noted that the self-response phase of the current census began March 12, which happened to coincide with mandated restrictions on gatherings and physical movements imposed in the state of Washington by Gov. Jay Inslee — some of the earliest such rules in the nation. His order also closed all schools in the three counties most affected by the coronavirus at the time.

Within a week, even more extreme physical distancing measures were in effect in states such as Washington, California and New York — and soon throughout the nation — as public officials ordered businesses to close and citizens to remain at home in an attempt to slow the advance of COVID-19.

“April 1 was designated as Census Day in an effort to highlight the importance of a complete and accurate count of American citizens,” said Ong, who has served as an adviser to the U.S. Census Bureau as part of his scholarly activities at the UCLA Luskin School of Public Affairs. “But that designation proved to be ceremonial at best, drawing little media notice or public attention with the vast majority of Americans hunkered down at home as a result of the shelter-in-place strategy.”

Ong said his findings are worrisome and seemingly at odds with the positive message coming from the Census Bureau. A bureau email blast sent in late April, for example, declared “an important milestone in the 2020 Census. More than half of all the households in the country have responded — that’s 77,500,000 households so far!”

Ong said crossing the halfway mark in the census count is less impressive when one looks below the surface. He noted, for example, that on April 18, the New York Times reported that the COVID-19 crisis had seriously hampered the response to the census, causing the Census Bureau to adjust its timeline and prolong the collection process to counter any shortfalls. The agency had earlier extended deadlines to complete its operations.

“The adjustments are framed and justified as necessary to protect the health of census workers and the public, which is obviously valid and prudent,” Ong said. “But nothing was mentioned about the need to extend census operations because of any possible lack of progress.”

The 2020 census is the first to allow people to respond online, by phone or by mail, while the 2010 census was limited to mail responses only.

In its analysis, the Center for Neighborhood Knowledge compared the overall response rate so far to the mail-in rate at the same point for the 2010 census. The researchers looked at both the 2010 mail-response rate — the total number of filled-in and returned forms divided by the total number of addresses in the government’s master address file — and the mail-return rate, the number of returned forms divided only by the number deliverable and non-vacant addresses.

 

When the three measures are plotted on a graph, it is apparent that a slowdown in 2020 census responses coincides with the timing of the COVID-19 crisis. By March 22, the 2020 rate had slipped below the rate of return for both of the 2010 measures and has continued to lag since then. Since April 24, the date of the email blast from the Census Bureau, the 2020 response rate has never gotten closer than 11 percentage points below both of the 2010 measures, the UCLA analysis shows.

The researchers note that because the 2010 mail-return rate has a smaller denominator, it has a higher value than the 2010 mail-response rate. According to the Census Bureau, the 2010 mail-response is more compatible with how the 2020 response rate is being calculated.

Besides the COVID-19 pandemic, other factors may be hindering 2020 responses, Ong said. Those barriers may include a lack of access to the internet, which is the primary mode of data collection for the 2020 census; a nationwide increase in vacant and seasonal housing; and the growth of the historically harder-to-reach Hispanic population.

The decennial census is required so that congressional seats can be reapportioned to account for geographic shifts in the population. The official count is also used for redrawing electoral district boundaries for congressional, state legislative and local jurisdictions. Equally important, the numbers are used in allocating public funds and helping to provide a clearer picture of the nation’s population and housing stock.

Unless steps are taken immediately to boost response rates, Ong is worried that the 2020 census is experiencing “a real and present danger of having one of the most incomplete census enumerations in history.”

Based on historical precedent, the Center for Neighborhood Knowledge analysis predicts that an undercount would disproportionately affect low-income residents, people of color and immigrants.

“The Census Bureau is not to be blamed for the dire circumstances that have upended everyone’s life,” Ong said. “What is required now, however, is mobilizing community organizations and groups to work collaboratively with public agencies to minimize the damage. We need to focus scarce resources to do everything in our power to ensure inclusion in the census of society’s most marginalized people and neighborhoods.”

UCLA Voting Rights Co-Founder Wins Texas Vote-by-Mail Case

Texas voters will have access to vote-by-mail ballots during the global pandemic as a result of efforts by UCLA faculty member Chad Dunn, director of litigation for the Voting Rights Project. Dunn, an attorney, brought suit on behalf of the Democratic Party in Austin, Texas, seeking to clarify election law in the state regarding eligibility for a mail-in ballot. Texas is among just 17 states that require voters to provide an excuse to receive a mail-in ballot, one of the strictest absentee ballot policies in the country. The Texas effort was among several recent initiatives advocating wider access to vote-by-mail amid the COVID-19 pandemic that have been initiated by Dunn along with colleagues at UCLA affiliated with the Latino Policy and Politics Initiative (LPPI). Representing Texas plaintiffs who fear contracting the novel coronavirus during in-person voting, Dunn successfully argued that social distancing or being confined at home falls under the disability exception for a mail-in ballot in Texas. A judge agreed, saying he will issue a temporary injunction allowing such voters to cast mail-in ballots in upcoming elections. “The right to vote is fundamental, and the judge’s ruling shows that public health must be at the forefront,” Dunn said after the hearing. “If the judge’s ruling holds, we will have ensured that all 16 million eligible Texans are able to safely vote in the July runoff elections and in November if they so choose.”
