Making a Local Impact Luskin Senior Fellow Mitchell Katz talks about boosting health care at the local level — even when the feds won’t pitch in

Mitchell Katz, a UCLA Luskin Senior Fellow, knows of several projects that would demonstrate the potential for effectiveness of local government.

“When people talk about public policy, typically people think about Washington [D.C.] or they think about state government,” said Katz, MD, director of the Los Angeles County Health Agency during a talk May 9, 2017, at the UCLA Faculty Center. “I have to say I’ve never been interested in working in either because I like seeing problems directly and figuring out how to solve them. What I want you to think about is, ‘What are the opportunities to do interesting things at a local level that perhaps you could never do at a federal level?’”

More than 50 attendees also heard from Director of the Los Angeles Initiative and former L.A. County Supervisor Zev Yaroslavsky, who moderated a Q&A that followed Katz’s discussion of experiences that employ creativity to improve public health.

For example, when HIV/AIDS was spreading in San Francisco more than two decades ago, Katz helped create a needle exchange program that drastically lowered the number of new infections. In order to bypass state laws prohibiting taxpayer-funded needle exchanges, Katz and his colleagues needed to be creative in finding a legal loophole.

“We came up with the idea that we would declare an emergency,” he said. “The idea was that this was the leading cause of death among men … and here was something that was a transmissible agent. It seemed to me that this cause of death was a public health emergency.”

Katz likened the response to AIDS during the epidemic to an earthquake, during which normal county bureaucratic channels would be bypassed in providing emergency services.

“You were on the County Board of Supervisors for many years,” he said to Yaroslavsky. “If there’s a huge earthquake, you don’t want Zev and his colleagues to follow the process of getting request for proposals and figuring out who’s going to clean up your street — you want everybody to waive all the rules.”

Because rules for emergencies are time-sensitive, keeping the needle exchange program alive meant renewing the emergency order every two weeks for the next nine years.

“This gives you some sense about how absurd it was,” he said of navigating the bureaucracy.

Needle exchanges finally became legal in 2011, yet today no federal funding can be used to pay for such programs.

Katz also spoke about his work banning tobacco sales in pharmacies, improving public housing for homeless and chronically ill patients, advancing teleretinal screenings and remote doctor’s appointments to reduce waiting time for specialist appointments.

During the Q&A, he and Yaroslavsky engaged in a conversation about the future of health in Los Angeles and the country.

Yaroslavsky had high praise for Katz. “One of the best decisions the Board [of Supervisors] made in my day was getting Mitch Katz to come to Los Angeles even though he was from San Francisco,” he said.

Associate Dean and Urban Planning Professor Anastasia Loukaitou-Sideris opened the event, which was co-sponsored by the Fielding School of Public Health, and she introduced Katz. She also discussed the Luskin Senior Fellows program, which pairs leaders in the public, private and nonprofit sectors with graduate students at the UCLA Luskin School of Public Affairs for mentorship and engagement on field-specific issues.

VC Powe, director of career services and leadership development at Luskin, oversees the program, which is now in its 20th year. She noted that the fellowship program’s speaker series allows the Luskin community to hear directly from community leaders.

“The Senior Fellows Speaker Series was created to provide a public square in which these prominent community and policy leaders can discuss their roles in public service and provide insights to their efforts to solve pressing public and social policy challenges,” she said.

 

Memories — and Lessons — from 1992 UCLA Luskin participates in weekend of remembrance 25 years after the Los Angeles riots, examining how the civil unrest changed the city, its institutions and some of the people it impacted most

Today, Los Angeles is celebrated as an inclusive city known for tolerance, diversity and a welcoming attitude to immigrants from around the globe. Just 25 years ago, however, it was a city seemingly afire with racial distrust, anger and violence.

Things have changed so much for the better since the L.A. riots. Haven’t they?

That question was the focus of a weekend filled with reflection, debate, education and artistic interpretation as the UCLA Luskin School of Public Affairs joined with several partners to sponsor a series of special events marking the April 29, 1992, anniversary of the start of civil unrest that followed the acquittal of four white LAPD officers in the videotaped beating of a black man, Rodney King. On that day and for five days to follow, looting, arson and violence led to dozens of deaths and $1 billion in damage in and around South Los Angeles.

The memories of those days vary starkly depending on an individual’s perspective and background, a fact that was highlighted by Dean Gary Segura during his opening remarks at one of the panel discussions co-sponsored by UCLA Luskin as part of Flash Point 2017, which was held on the UCLA campus and in Little Tokyo on April 28-30.

“L.A. uprisings. L.A. civil unrest. L.A. riots. L.A. rebellion. Indeed our very language captures the idea that the perspective that different communities have on the event, and what they understood about its causes and consequences, really depended on where you sat at the moment at which it occurred,” Segura said.

One of those unique perspectives is that of the Asian community, particularly people of Korean descent. Korean immigrants and Korean Americans who could only afford to set up shop in the poorest neighborhoods of Los Angeles owned many businesses in low-income areas that were predominantly black at the time.

“When you look at one specific story out of 1992, the story of Korean Americans is that they are a dynamic community that was undergoing really dramatic demographic and political transformation,” said Taeku Lee, professor of law and political science at UC Berkeley. He was keynote speaker for a session that took place at the UCLA Luskin Conference Center on the opening day of the anniversary series, which was coordinated by the UCLA Office of Equity, Diversity, and Inclusion.

In 1992, cultural and language barriers, plus racial mistrust in some cases, had led to simmering resentment among some African Americans toward Koreans. In the riots, resentment turned to rage, and looters and arsonists disproportionately targeted Korean businesses. Today, Lee pointed out, the Korean words for April 29, Sa-I-Gu, hold great cultural and historical significance to all people of Korean descent.

The Korean perspective of the 1992 unrest was also important to Saturday’s events, held in conjunction with the Los Angeles Asian Pacific Film Festival at the Japanese American National Museum in Little Tokyo.

Segura noted that the enterprise represented an expansion of an ongoing speaker program known as the Meyer and Renee Luskin Lecture series to also include other types of programming on topics of historical and political significance. In this case, the weekend included speeches, panel discussions, art and multimedia exhibits, and the screening of two different films related to the 25th anniversary of the riots.

“The three-day Flash Point program is exactly what I had in mind when I asked to expand the Luskin Lecture Series into a series of public forums, and we at the Luskin School are proud to be a sponsor of this thought-provoking examination of the 1992 Los Angeles uprising,” said Segura during his introduction of filmmaker Dai Sil Kim-Gibson.

Her documentary film, “Wet Sand: Voices from L.A.,” offers a look back at the causes of the riots from the perspectives of various ethnic groups. It also speculates about whether some of those causes linger just below the surface today.

“Things have changed since the 1992 L.A. riot, and the aftermath; I think it stimulated people to think. So racism, overtly, went away a little bit. But the danger was that racism went inside of the people,” Kim-Gibson said during the panel discussion that followed the film. “Overt racism is sometimes easier to deal with than the racism that is inside. So we have to really follow up and talk about what really happened after the L.A. riot and what we still have to do.”

UCLA Luskin’s Abel Valenzuela, professor of urban planning and Chicano studies and director of UCLA’s Institute for Research on Labor and Employment, moderated the panel discussion.

“From destruction, from ashes, we can see rebirth and growth,” Valenzuela said of the progress that has been made since 1992. “There’s lots to be proud of, though we still have lots of work still to do.”

Only through greater understanding can progress result, said panelist Funmilola Fagbamila, the winter 2017 activist-in-residence at UCLA Luskin. She noted that distrust between blacks and Koreans at the time was often rooted in similar struggles just to survive, to provide for their families.

“We need to talk about unity that addresses the difficulty of power relations among different communities of color,” said Fagbamila, an original member of Black Lives Matter.

“It means looking at the role of anti-blackness in the way in which Korean Americans and Korean immigrants were in conversation with each other during this time. We have to be critical in how we are engaging each other,” she said. “But also loving. Our attitudes need to change in order to change the issues.”

Another panel on Saturday focused on the evolution of communication since 1992 to today’s world in which people with a story to tell can go directly to their audience via YouTube or social media rather than relying on mainstream news outlets.

Panelist Ananya Roy, professor of urban planning, social welfare and geography and director of the Institute on Inequality and Democracy at UCLA Luskin, said the media narrative quickly became about interracial and interethnic conflict during the 1992 unrest. The same might not hold true today.

“We are at a slightly different moment. This is perhaps the success of Black Lives Matter,” she speculated, “that it has drawn attention to the ways in which we cannot see these moments of violence as those of individual participants, but we’ve got to see them as structural violence. We’ve got to see this as our liberation being bound up with the liberation of others.”

Today, she said, “even mainstream media has to pay much more careful attention to state violence, in particular police violence, in a way that I do not recall in the 1992 coverage.”

UCLA Luskin also served as sponsor of a screening of the feature film “Gook” on Saturday, during which a packed auditorium of attendees witnessed a fictionalized story of two Korean American brothers, owners of a struggling shoe store who have an unlikely friendship with a streetwise 11-year-old African American girl. Then the Rodney King verdict is read and riots break out.

Filmmaker and lead actor Justin Chon was on hand to introduce his film and answer questions about it. He was joined on stage by cast members and others who participated in the film’s production.

On Sunday, an artist talk in Little Tokyo featured works by Grace Lee, Grace Misoe Lee and Patrick Martinez. Among the works was “Ktown92,” an interactive documentary in process that disrupts and explores the 1992 Los Angeles riots through stories from the greater Koreatown community.

Organized Protest May Come From the Fervor of Crowds, Not Core Individuals UCLA Luskin professor’s analysis of 14 million tweets from the Arab Spring showed that normal people drive huge movements

The massive Arab Spring protests that began in late December 2010 and spread from North Africa to the Middle East generated huge crowds and had quick and profound effects — including the overthrow of Egyptian President Hosni Mubarak, who had held a firm grip on the country for decades.

Was this the work of people at the core of networks trying for years to create such a movement? Not according to research by Zachary Steinert-Threlkeld, assistant professor of public policy at the UCLA Luskin School of Public Affairs.

In a paper published in “American Political Science Review,” Steinert-Threlkeld argues that individuals not central to a social network may be more responsible for generating collective action and driving protest than those at the center. Steinert-Threlkeld calls his theory of the periphery’s ability to mobilize “spontaneous collective action.”

“Protests occur as a result of decentralized coordination of individuals, and this coordination helps explain fluctuating levels of protest,” Steinert-Threlkeld wrote in the study, “Spontaneous Collective Action: Peripheral Mobilization During the Arab Spring.” Although not intended to explain the Arab Spring, Steinert-Threlkeld’s paper presents the first large-scale, systematic evidence of how individuals behaved in each country.

Unlike simple models such as disease contagion or transmission of news, which need only one exposure to infect or inform the next individual, the spreading of protests is more complex, making it less certain, said Steinert-Threlkeld, who teaches courses on these topics at the undergraduate and graduate levels at UCLA Luskin.

“Having someone tell you, ‘Hey, I’m going to protest tomorrow’ is much less impactful than having multiple people tell you they are protesting tomorrow,” he said. Large groups of people, as opposed to a few central individuals, are able to discuss “where to go, how to get there, when to go,” as well as what is going on once there, Steinert-Threlkeld added. In addition, individuals debating whether or not to protest must receive a credible signal that large numbers of people are protesting.

“Protests are a complex contagion phenomenon because increasing participation makes others more likely to join,” Steinert-Threlkeld said, pointing out that because more individuals are on the periphery than in the core of a network, protest is more likely to occur where the larger group is located. “The decision to participate in a protest appears to be driven by normal people taking cues from each other, not from elites.”

In testing his theory, Steinert-Threlkeld took advantage of the Integrated Conflict Early Warning System, a dataset of daily protests across 16 countries in the Middle East and North Africa during 14 months in 2010 and 2011. He then combined the dataset with geocoded, individual-level communications (nearly 14 million tweets from the same period), to measure the numbers of connections of each person.

“These 13,754,988 tweets show what was being said, when it was being said, where and how many connections each tweet author had,” he reported in the study. “Combining these datasets and using a wide range of models and operationalizations, mass mobilization is shown to occur through peripheral individuals.”

Said Steinert-Threlkeld: “Egypt’s January 25th protests surprised everyone — activists, bystanders and state authorities — with its large mobilization and brief occupation of Tahrir Square.”

He added that many Muslim Brotherhood leaders were summarily jailed — even though they did not sanction protests — because the Mubarak regime assumed only they could have mobilized such a crowd.

“This paper demonstrates the contributions big data can make to understanding processes of social influence in social networks,” he said.

Disadvantages Persist in Neighborhoods Impacted by 1992 L.A. Riots Little economic progress is found in areas most impacted 25 years ago by civil uprisings, UCLA Luskin researchers report

A new report by UCLA Luskin researchers finds that despite initiatives launched by community groups, foundations and governmental agencies in the aftermath of the 1992 Los Angeles riots, little has changed economically within the city’s most-damaged areas.

It has been 25 years since the tumultuous events that followed the acquittal of LAPD officers in the beating of Rodney King. In addition to more than 50 people who died and thousands of arrests, there was an estimated more than $1 billion in damage in and around South Los Angeles during the days-long riots, which garnered worldwide attention.

“By and large, these areas have not gotten better; in some instances, they have actually gotten worse,” said Paul Ong, director of the UCLA Center for Neighborhood Knowledge (CNK), who led a research team in assessing the condition of these areas over 25 years. The CNK is based at the UCLA Luskin School of Public Affairs.

Ong said the team examined demographic and economic data related to the area of the Rebuild L.A. program boundaries that were drawn up in 1992 in the aftermath of the civil unrest. These were based in part on curfew boundaries from the Watts riots in 1965, said Ong, also a professor of urban planning and social welfare in the UCLA Luskin School of Public Affairs.

The study is based on analysis of multiple data sources, and the researchers conducted separate analyses for six sub-regions. The work required extensive efforts to reconcile changes in census boundaries during the past two-and-a-half decades to ensure accurate statistics. The report, which was co-sponsored by the UCLA Institute for Research on Labor and Employment, shows that with the exception of the northeast section of South Los Angeles, unemployment and poverty have worsened in the remaining areas — traditionally among the most disadvantaged areas of the city.

In these areas, Ong said he suspects that “bigger forces were working against them,” such as lingering effects of the recession and growing inequality, which has affected L.A. County in general.

According to the report, per capita retail sales in these areas have fallen, due in part to a relative paucity of larger retailers in the area.

The team also noted that in 1992 South Los Angeles was predominantly African-American but is now home to Hispanics in higher proportions.

Ong said the study is unique in compiling statistics from three sources: the Los Angeles Department of Building and Safety, the Korea Central Daily newspaper in Los Angeles and the California Department of Insurance. This information showed that all areas were not affected equally.

The data focuses on communities in which organizations seeking to improve neighborhoods have energized and encouraged change, Ong said. “Without these efforts, the neighborhoods would likely be in far worse economic shape,” according to the report.

Findings and recommendations from the report include:

  • A renewed commitment to revitalizing the affected areas is critical to reshaping their future economic trajectories.
  • Renewed stakeholder efforts to address development challenges are integral.
  • People and place strategies should be inclusive, driven by local residents, leaders, businesses and organizations.

“The lesson of the last quarter-century is that much more work is needed,” Ong said.

Deportation, Loss of Health Care Raise Profound Concerns in New UCLA Luskin Survey Second annual Los Angeles County Quality of Life Index shows how some of the Trump administration’s policies have caused serious concerns for many county residents

More than one-third of Los Angeles County residents are worried that they, a family member or a friend will be deported from the United States, and nearly half of county residents believe that repealing and replacing the Affordable Care Act with a new federal health law would make their access to health care worse.

These two major findings highlight the 2017 UCLA Luskin Los Angeles County Quality of Life Index, a project of the Los Angeles Initiative at the UCLA Luskin School of Public Affairs in partnership with the California Endowment. The annual survey, which is in its second year, is based on interviews conducted with about 1,600 county residents from Feb. 28 to March 12, 2017.

The index is an annual survey of Los Angeles county residents that asks them questions to rate their quality of life in nine different categories. In addition to the categorized questions, the survey also asks specific standalone questions that relate to their quality of life. The survey has a margin of error of plus or minus 2.6 percent.

In one noteworthy finding, 37 percent of county residents are worried about deportation from
the U.S., and more than half of them are very worried. Of respondents who expressed
deportation worries, an overwhelming 80 percent said that they, a friend or a family member
would be at greater risk of being deported by enrolling in a government health, education or
housing program. More than half of them are very worried.

“The level of anxiety over deportation among county residents is staggering,” said Zev Yaroslavsky, director of the Los Angeles Initiative. “The national debate on immigration in
recent months has heavily impacted Los Angeles. The extraordinary number of people who now
fear engaging local government for services should be of concern to all of us.”

Those observations are reflected in follow-up interviews conducted by the Luskin School. A man
in his early 30s who lives in the San Fernando Valley and is half-Latino said he worried for his
girlfriend’s family, most of whom are in the country legally but one of whom is not. “I wouldn’t
even call the police,” he said.

These concerns are not limited to minority groups. Another respondent, a white woman in her
late 50s who lives in the South Bay, said she’s concerned about neighbors and others being
deported. “I hear from a lot of people who are afraid,” she said.

Significant findings on deportation worries include:

  • Younger residents are more worried about deportation (50 percent between the ages of
    18-39, compared to 25 percent of those over 50).
  • Latinos, who make up 43 percent of the survey sample, are the most concerned about
    deportation (56 percent) and nearly one-third of Asian residents are worried (31
    percent).
  • Lower-income residents are more likely to be worried (49 percent of those earning less
    than $30,000 annually, compared to 30 percent of those earning over $120,000
    annually).
  • Residents born in another country (52 percent) are more worried, compared to U.S.-
    born (30 percent). Twenty-nine percent of the survey sample are foreign born.
    Nearly one-fifth of whites (19 percent) expressed concerns about deportation.

Obamacare Concerns

Nearly half of survey respondents said that repeal of the ACA, also known as Obamacare, would
make their access to quality medical care worse. Forty-eight percent of respondents said
replacing the ACA would worsen their access to care, while 14 percent said the repeal would
improve access. Thirty percent said it would make no difference. The survey was taken before
the Trump administration and Speaker of the House Paul Ryan made the decision to withdraw
legislation that sought to repeal the ACA with the American Health Care Act.

Follow-up interviews bear out these findings. A young African-American man living in the San
Gabriel Valley thinks Obamacare could use some improvement, but “it’s better than what we
had.” He added that he had no confidence in the Trump/Ryan proposal to replace it.

Significant findings on the ACA’s repeal and replacement include:

  • Younger residents are more likely to say that changes would negatively impact them (58
    percent between the ages of 18-39, compared to 32 percent of those older than 50).
  • Those with Medi-Cal or an ACA insurance policy are more likely to say changes would
    negatively impact them (59 percent).
  • A significant majority of African-Americans (63 percent) and Latinos (56 percent) say
    changes would negatively impact them.

Gentrification

The gentrification of many Los Angeles County communities also is a cause for concern,
according to the survey. Fifty-five percent of those contacted said they have a negative reaction
to the displacement of their neighbors by those who are willing to pay more for housing. Only 19
percent viewed this as positive. And the number went up to 57 percent negative among those
who were asked about community-serving shops and stores being replaced by businesses willing
to pay higher rents.

Sixty-five percent of Latinos and African-Americans viewed gentrification as negative, compared
to 43 percent of whites and 38 percent of Asians. Geographically, 68 percent of residents of
Central Los Angeles viewed gentrification negatively.

The Index

Interestingly, the QLI’s overall satisfaction score of 59 remained the same as last year, though
there were some shifts within various categories. The score remained slightly above the
midpoint of 55 (on a scale of 10-100). Overall satisfaction, according to the QLI, depends a lot on
one’s age. Those in the 18-29 age group had a satisfaction score of 53, at the low end of the scale,
while those who are 75 and older had the highest satisfaction score, 67.

That’s true throughout the survey, with younger residents the least satisfied overall in many
categories, including the cost of housing, educational opportunities and the fairness of the local
economy.

Other highlights from the index:

  • Transportation and traffic scores are lower this year, driven in part by the condition of
    streets and the length of commutes.
  • Satisfaction with the cost of living, especially as it relates to housing, also declined from
    last year, from 51 to 47. That was true among residents from all income groups. Nearly
    half of the respondents (48 percent) said that what they paid for housing was the most
    important factor in their rating of the cost of living category.
  • The scores for education also dropped slightly from 2016, with respondents expressing
    lower satisfaction with the overall quality of K-12 public education and the training
    children and young adults receive for jobs of the future.
  • The most positive score in the QLI was in race relations. Overall satisfaction in relations
    among different ethnic and racial groups rose to 79, compared to 76 last year.
    Asked to rank the overall impact that immigrants are having on this region, the
    satisfaction rating was four points higher than last year, at 69.
  • Satisfaction with neighborhood quality was also high — and unchanged from last year, at
    75. Homeowners are more satisfied with their neighborhoods than are renters.
    Health care continues to have a relatively high level of satisfaction, though those under
    age 39 are less satisfied than those over 50.
  • Other categories showing slight improvement included the environment, jobs and the
    economy.

“Overall, county residents generally feel positive about their quality of life, the communities in
which they live and their relations with one another,” Yaroslavsky said. “However, it is troubling
that younger people, who should have so much to look forward to, often feel most pessimistic,
especially when it comes to the excruciatingly high cost of housing.”

A History Lesson for the President Former Massachusetts Gov. Michael Dukakis closes out his annual winter teaching job at UCLA Luskin with a roundtable discussion on the country’s future — and past

As the presidency of Donald Trump enters its third month, former Massachusetts governor and Democratic candidate for president Michael Dukakis says he’s seen this before.

At an annual luncheon held in his honor, Dukakis shared his thoughts on the current state of American politics at a roundtable discussion with Luskin faculty and staff.

Dukakis began his discussion of the Trump Administration by drawing a parallel between Trump and Edward J. King, Dukakis’s challenger in the 1978 gubernatorial primary in Massachusetts.

“This guy came out of nowhere, using the same kind of approach and appeal that Trump has,” Dukakis said. “Fortunately, we do have a political system that tends to respond over time very wisely.”

Dukakis teaches courses each winter quarter at the UCLA Luskin School of Public Affairs — a post he’s kept for 21 years. This year, he taught a graduate level course on Institutional Leadership and Public Management.

Public Policy Department Chair Mark A. Peterson introduced Dukakis at the farewell luncheon on March 16, 2017, noting that this year’s installment of the luncheon had an added element of a full roundtable discussion.

“We always have our regular conversation where Mike offers various insight. This time I gave him homework,” said Peterson, who asked Dukakis to frame his conversation around the initial impact on American politics of the Trump administration.

“At this moment in time in the United States, we’re experiencing an unusual model of executive governance and legislative leadership,” Peterson said. “I wanted to ask Mike, who has experienced a lot in that kind of role, to give us kind of a master class.”

Dukakis discussed his take on a variety of policy issues the Trump administration will likely tackle, and expressed his concern over the president’s ability to handle foreign policy issues.

“If he can tell me what we’re doing in Syria, let me know,” he said. “It seems like a mindless running around — where are we going?”

Dukakis, a Democrat, also shared his thoughts regarding the state of the Democratic Party, which controls neither the presidency nor Congress.

“My party’s got to start getting its act together,” he said, noting that he had faith in newly elected Democratic National Committee Chairman Tom Perez. “I think he [Perez] clearly understands that we’ve got to get off this red-blue narrative … this has got to be a 50-state push.”

When asked about his thoughts on President Trump’s ability to govern, given the current structure and membership of the White House staff, Dukakis referred to a quote from longtime friend Gordon Chase, former administrator of New York City’s Health Services Administration.

“He used to say ‘There are three important things in leadership for the public sector: people, people and people,’” Dukakis said. “So much of this has to do with quality and caliber and political skill of the folks you surround yourself with. This guy has got a bunch of characters who are clearly at each other’s throats for reasons I don’t quite understand.”

Among the most concerning for Dukakis is the president’s chief strategist, Steve Bannon, whose rhetoric on immigration comes off as hypocritical, Dukakis said.

“If any ethnic group in this country ought to understand what it’s like to be a reviled immigrant community, it’d be the Irish, because they were,” he said, pointing out Bannon’s Irish heritage. “Working class anti-Catholics won every office in Massachusetts in the 1850s in the Know-Nothing party. Sound familiar?”

Dukakis went on to note that the “competent” parts of the administration were coming from the “more conventional” politicos and Washington insiders on the president’s team, including military leadership.

Dean of UCLA Luskin Takes the Long View on Political Rhetoric Gary Segura sees parallels between California history and current national debate over immigration. He tells crowd at UCLA Advocacy event that Latino voters will again be key to a resolution.

Gary Segura, dean of the UCLA Luskin School of Public Affairs, thinks that Donald Trump’s anti-immigrant rhetoric may seem all too familiar to Latinos and others in California who endured a similar campaign against undocumented residents a couple of decades ago.

The current effort could backfire on Trump and his supporters, suggested Segura, an internationally recognized expert on the Latino electorate, during a presentation March 21, 2017, to a packed room of citizens, policymakers and fellow educators. The UCLA Advocacy event, co-hosted by UCLA Government and Community Relations and the Luskin School, featured introductions by Chancellor Gene Block and Keith S. Parker, assistant vice chancellor for government and community relations.

Segura reminded the crowd at Cross Campus in downtown Los Angeles that a GOP-backed ballot initiative in 1994 known as Proposition 187 sought to establish a citizenship screening system in California and prohibit undocumented immigrants from using many public services. It passed, but soon was found unconstitutional and never took effect.

The lasting result? “It created a tidal wave of Latino registrants” that tipped the balance in California elections strongly toward Democrats. “It’s known as the Prop. 187 phenomenon,” Segura told the enthusiastic audience of more than 100.

“What’s less known is that between 1980 and 1994, if you looked at the California Field Poll, the share of Latinos identifying as Republican went up in every year,” Segura noted. Latino voters had been trending toward the Republican party for a decade and a half before Proposition 187 sent waves of Latinos to the Democratic side. For the GOP, the measure amounted to “snatching defeat from the jaws of victory,” he said.

It’s too soon, of course, to know whether California’s pivot away from anti-immigrant policies will repeat itself nationwide. But providing this type of perspective about modern-day political controversies is an important role that Segura has embraced as the recently installed dean at UCLA Luskin.

“It’s a dazzling school that needs extraordinary leadership, and that’s what we have here,” Block said of Segura during his introductory remarks. The event served as a first opportunity for many of those in attendance to meet and hear from Segura, who relocated to Los Angeles in January after serving as a professor of political science and former chair of Chicana/o-Latina studies at Stanford University.

“We are introducing a true partner with Government and Community Relations and the university’s greater engagement with Los Angeles,” Parker said. “When Chancellor Block came to UCLA, one of his priorities was to increase our engagement with Los Angeles. In our discussions with Dean Gary Segura, that’s one of his priorities as well.”

A widely published author and a frequent interviewee by print and broadcast news outlets, Segura is also a principal partner in the political research firm Latino Decisions. His presentation, formally titled “Population Change and Latino Prospects in the New Era” but sarcastically dubbed by Segura as “Being Latino in Trumplandia,” drew heavily from polling results and other research gathered by Latino Decisions.

“Latinos became deeply involved in this election in a way that they had never been in the past,” Segura said. “This was their highest level of turnout.”

Segura said this fact strongly refutes a narrative picked up by several media outlets based on an Election Day exit poll. That poll showed more Latinos voting for Trump than would have been expected given his anti-Latino rhetoric, including repeated calls to build a wall along the U.S.-Mexico border.

“There is not a shred of statistical evidence consistent with the exit poll,” Segura said. “In fact, precinct analysis shows that Latinos actually voted more Democratic than they have in past elections. From actual precinct data, we estimate that Donald Trump won about 18 percent of the Latino vote,” not the 29 percent shown by the exit poll.

Results in other races also belie the presidential results, Segura said, noting that Latino voters were critical in electing a record number of Latinos to Congress.

“The Latino surge was real,” Segura said. “There’s lots of evidence for this. And, nationally, we estimate that about 51 percent of eligible Latinos cast a ballot, up from the last two elections.”

The political views of most of those Latino voters are at odds with the conservative policies of the Trump administration, Segura said. Polling of Latinos regarding issues such as gun registration, equal pay for women, higher minimum wages and climate change consistently lean toward a liberal viewpoint.

At this point, those views do not hold sway in Washington. The right-wing — mostly Anglo voters who tipped the 2016 presidential race to Trump — tends to be an older demographic, Segura explained. But Latinos are younger, and fewer are registered to vote. “That’s a disadvantage, but it’s also an opportunity. Latino advocates could, in fact, mobilize more voters.”

In 2016, 27 million Latinos were eligible to cast a vote, and it’s estimated that about 14 million were registered to do so. If Latinos had the same registration rate as whites and African Americans (roughly 70 percent), then 19 million would have been registered voters. That’s 5 million additional Latino voters.

And the country’s evolving demographics — fed primarily by Latino birth rates, not immigration, Segura noted — will continue to swell that potential voter pool.

“The number that it is important for you to leave here with tonight is that 93 percent of Latino residents under age 18 are citizens of the United States,” Segura told the gathering, which included prominent Latino officials such as UC Regents John A. Perez and J. Alberto Lemus, as well as Francisco Rodriguez, chancellor of the L.A. Community College District.

“What that means is the passage of time alone will dramatically enlarge the Latino electorate. The Latino electorate will double in the next 20 years,” Segura said, citing estimates that 73,000 Latino citizens turn 18 and enter the eligible electorate every month.

During a question-and-answer session that followed his talk, Segura was asked by moderator and UCLA Luskin lecturer Jim Newton to address the fact that such statistics are seen as threatening by many Americans, particularly in rural America where lower-income white voters helped sway the election to Trump.

Segura expressed sympathy for those voters, acknowledging the legitimate concerns of people in communities hit hard by job losses.

“That pain is real,” but he said it’s wrong to blame illegal immigration for the country’s economic problems. “They are being told that reality is being caused by someone else. The actual evidence suggests that there is very little labor market replacement between Latin American immigrants to the United States and native-born U.S. workers.”

There are some historical exceptions, such as in the textile industry, “but as a large-scale measure, immigration really has very little to do with labor market turnover in the United States,” Segura said.

Newton also asked Segura to talk about whether the immigration issue is really of much importance to most Latinos voters. They are U.S. citizens, after all. Like other voters, aren’t they more concerned about crime, good schools and jobs?

“All of those statements are true, but the conclusion is incorrect — that immigration doesn’t matter,” Segura responded. “Both parties have gotten this wrong because they don’t understand that Latino families are mixed status. You might be a born citizen of the United States. Your wife might be naturalized. But your brother-in-law might be undocumented.”

In polls of Latino voters conducted by Segura and Latino Decisions, one-quarter of respondents know someone who has been detained or deported. “And 60 percent of Latinos who are registered voters know someone who is undocumented. In more than half of those cases, that person is a relative of theirs.”

Segura noted that “86 percent of all U.S. Latinos are within two generations of the immigration experience. So when you talk badly about immigrants, you are talking about members of my immediate family.”

Regulating the Unmanned Skies UCLA Luskin public policy expert John Villasenor testifies before a U.S. Senate committee about drones, privacy and legislation

John Villasenor, professor of public policy at the UCLA Luskin School of Public Affairs, told a U.S. Senate committee that Congress might want to consider a deliberate approach to any attempts to legislate the use of unmanned aircraft.

He testified on March 15, 2017, before the full U.S. Senate Committee on Commerce, Science & Transportation chaired by U.S. Senator John Thune (R-SD), on issues related to unmanned aircraft in the national airspace system.

Villasenor, who also holds UCLA faculty appointments in engineering, management and law, was among a group of witnesses who were representing government and industry interests. The witnesses included the director of the Federal Aviation Administration’s Office of Unmanned Aircraft Systems.

Members of the Senate committee were briefed on a wide range of issues that will affect the emerging technology as legislation catches up with innovations to and applications for the hundreds of thousands of unmanned aircraft systems — commonly known as drones — already in in the hands of individuals, commercial interests and government agencies.

Focusing on privacy aspects of drones, Villasenor cautioned the committee that while unmanned aircraft can potentially be used to gather information in ways that violate privacy, this does not mean that new federal unmanned aircraft privacy legislation is immediately needed or should quickly be put in place.

“Rather, the key question is: Do unmanned aircraft put privacy at risk in ways that fall outside the scope of existing constitutional, statutory and common law privacy protections?” asked Villasenor. “There are good reasons to believe that the answer to that question is ‘no.’ As a result, I think it is premature to enact broad new federal legislation specifically directed to unmanned aircraft privacy.”

He further explained that while limiting unmanned aircraft in obtaining and using information, “It is far harder to do so in a manner that is consistent with the full scope of the First Amendment.” At the same time, he commented that unintended consequences of legislation are especially heightened in areas where rapidly changing technology and privacy intersect, such as autonomous vehicles, location-aware smartphone applications and “always-on” devices with audio and video capabilities.

Other witnesses testified about the variety of issues to be considered, including limiting drone technology for use in agriculture, air traffic safety, infrastructure inspection and protection, and as critical tools in saving lives in natural disasters and search and rescue efforts.

Villasenor, while recommending restraint, concluded the hearing by stressing that Congress still has a vital role in addressing the challenges of emerging technologies. He urged dialogue among lawmakers, regulators, consumers, the commercial sector and civil liberties groups, so all parties can gain a better understanding of the issues.

“Part of that role involves identifying where existing legal frameworks are working well and where they are falling short,” Villasenor said. “Part of that role involves knowing when not to legislate. And part of that role involves enacting carefully targeted legislation at the right time.”

After his appearance before the Senate panel, Villasenor said he was grateful to have the opportunity to testify.

“Congressional hearings provide a very important opportunity to contribute to the dialog regarding today’s complex policy questions,” he said. “I appreciated the chance to testify before the Senate Commerce Committee on the privacy challenges being raised by rapidly changing technologies.”

On the Job Training UCLA Luskin alumni return to campus to share career insights and tips with students seeking full-time and summer work

With second-year Luskin students searching for career opportunities and first-year students looking to lock in summer placements, the UCLA Luskin School of Public Affairs presented an alumni panel to give timely advice about what types of jobs might be out there in the public service sector.

At an evening panel discussion hosted by Luskin School Career Services on March 9, 2017, alumni of all three UCLA Luskin master’s programs spoke about working professionally with local governments and how their degrees opened those careers as possibilities.


Former Massachusetts Gov. Michael Dukakis, who has taught as a visiting professor at the Luskin School each winter for more than 20 years, spoke about the opportunities for Luskin students to engage in public service, and he challenged the audience — mostly current Luskin students — to make strides in addressing the world’s issues.

“Five-sixths of the world today is conflict-free,“ Dukakis said. “The challenge now is how do we get the remaining one-sixth to join the other five-sixths? I just hope that, in addition to everything else you’re doing, you’ll be working hard for that kind of future.”

Five UCLA Luskin alumni spoke on the panel, which was moderated by Emily C. Williams MPP ’98, a member of Luskin’s first-ever graduating Master of Public Policy class. Williams noted that the panel’s academic diversity demonstrated the value in having cross-educational opportunities for current students, and she encouraged the audience to enroll in courses in other disciplines.

“It’s really nice that we have this great array of talent from all three departments in the school,” Williams said. “What was nice, for those of us who took classes outside our department, is that we really got to know some of the people outside of our programs, which lends itself to great working relationships.”

Paul Weinberg MPP ’98 is now emergency services administrator in the Office of Emergency Management for the City of Santa Monica. Weinberg spoke about how his schooling — Dukakis’ course in particular — gave him important insight into professionalism.

“Always return your phone calls — I cannot tell you how important that is,” Weinberg said. “You’ve got to find a way to acknowledge people reaching out to you,” attributing that advice to Dukakis. “Also, never say or write anything you don’t want to see on the cover of the L.A. Times. If you think about that now, that is more important than ever because [if] you put something out there in social media, it’s everywhere.”

Nahatahna Cabanes MSW ’13 is director of the Retired and Senior Volunteer Program at L.A. Works. As a former Bohnett Fellow, Cabanes had the opportunity to work in the administration of former L.A. Mayor Antonio Villaraigosa while a student at Luskin. She said her current job is different from her role in the mayor’s office, but both jobs speak to her interests.

“It’s because I’m a little bit bipolar in term of my interests that I still have the compassion that drove me to social work, but at the same time, I’m a community organizer at heart and I love the world of politics,” Cabanes said. “I sort of balance between the macro and the micro.”

Molly Rysman MA UP ’05 is now the housing and homelessness deputy for Los Angeles County Supervisor Sheila Kuehl. Rysman discussed her experience bringing a priority issue to the mainstream of local politics.

“When I joined [Rysman’s] office, I worked really hard during her campaign to educate both her and her challenger that homelessness was an important issue — because back then you had to actually tell elected officials to care about homelessness,” she said. “Now I get to work on an issue that’s top of the agenda.”

Also serving on the panel were Daniel Rodman MURP ’14, now transportation manager in Mayor Eric Garcetti’s office, and Everado Alvizo MSW ’08, a former Bohnett Fellow who now works as a project coordinator and registered associate clinical social worker for Special Service for Groups.

VC Powe, director of career services and leadership development at Luskin, said that giving opportunities for current students to engage with alumni is critical in providing a realistic idea of what life after UCLA will be like.

“When we have representatives from an organization talk about their work, they’re going to give you all of the formal, appropriate ‘yes-you-need-to-know’ detailed background about the organization,” Powe said. “When you’re talking to an alum, they’re also going to give you the inside story and they’re going to be honest. The alum knows what the students have learned here, so they can tell them how to tailor their experience to the jobs they’re seeking. I think that’s a very important difference.”

 

 

‘Day of Remembrance’ Blends History and Activism Panel at UCLA Luskin marks 75 years since Japanese American internment camps by advocating resistance to modern-day efforts that target immigrant populations

Marking the passage of 75 years since a presidential executive order that led to the incarceration of Japanese Americans during World War II, the UCLA Luskin School of Public Affairs hosted a panel discussion on Feb. 23, 2017, that took place at a time when many U.S. citizens believe history is in danger of repeating itself.

The session was opened by moderator Lisa Hasegawa, a UCLA Luskin Senior Fellow and one of two alumnae who are activists-in-residence on campus for the winter quarter. She told of her Japanese American family’s experience of being unjustly forced into internment camps in 1942. Hasegawa likened that long-ago situation to an executive order signed by President Donald Trump in January that sought to bar entry into the United States by immigrants from seven predominantly Muslim countries.

“All of us in different generations are trying to figure out how we learn the lessons from the past and figure out how we activate those lessons in our daily lives,” Hasegawa said of the correlation between these two historic and controversial presidential actions.

The desire for activism amid a political climate that many people find fearful was a dominant theme of the panel discussion, which included five activists and filmmakers. Several showed clips from documentary films and other video projects that they have helped create in response to the Trump administration and its efforts that seem to target minority populations, particularly Muslim Americans.

“When Trump got elected, it was definitely very devastating to the Muslim community. I think we were all in shock,” said panelist Tanzila “Taz” Ahmed MPP ’07, who co-hosts a popular podcast titled “#GoodMuslimBadMuslim.”

But Ahmed has since been heartened by the showings of support that have taken place at protest marches and rallies around the country, including a sit-in at LAX that united various ethnic communities in opposition to the immigration ban.

“It is super-powerful as a Muslim to go into these spaces and to see non-Muslim people of color coming together in solidarity,” Ahmed said.

The mass protests in January at Los Angeles International Airport were also the subject of a “rough cut” clip for a documentary film shown by panelist Tani Ikeda, a filmmaker and member of imMEDIAte Justice. Her video focuses on two women (one Muslim, one Japanese American) from a grassroots solidarity group known as Vigilant Love that helped organized the resistance effort at LAX.

Ikeda said her father, who had been incarcerated as a draft resister when he was young, inspired her involvement in political activism and her pursuit of filmmaking as a career. Ikeda said she struggled with frustrations about societal and educational hurdles related to her minority status when she was young, but her father advised her to find strength, not despair, in those moments.

“Everything that makes you different is what gives you this unique perspective on the world, and that’s so needed,” Ikeda said her father told her. “So start making art.”

Also joining the panel, which was sponsored by the UCLA Asian American Studies Center and the Institute on Inequality and Democracy at UCLA Luskin, was Sasha W. from the National Queer Asian Pacific Islander Alliance. She seeks to “redefine security” by helping more people understand why many U.S. residents, especially those at the margins of society, don’t always feel safe.

For example, she was recently involved in a project in which average U.S. citizens were approached on the streets under the pretext of an opinion survey, but then were asked the sorts of questions that someone being racially profiled would hear.

Two other filmmakers also joined the panel discussion. The team of Mustafa Rony Zona and Koji Steven Sakai are working together on a documentary about the experiences of a young Muslim girl and her mother who recently relocated from Syria to Los Angeles. And they are in the development stage of a feature film about what might happen if new terrorist attacks sparked a modern-day effort to round up Muslim Americans in a manner similar to what happened to Japanese Americans during World War II.

They hope to make a film that would lead people to recognize the parallels of the internment of Japanese Americans 75 years ago and anti-immigration efforts today.

“Today it’s Muslim Americans, Arab Americans. But tomorrow we don’t know who it is,” Sakai said. “It’s not about Muslim Americans; it’s not about any other group. It’s not even about Japanese Americans. It’s just making sure it doesn’t happen to anybody, ever again.”
