‘Get Comfortable Being Uncomfortable’ In commencement address, Riverside Mayor Rusty Bailey issues a call to action to more than 200 change agents from Public Policy, Social Welfare and Urban Planning

Before conferring hard-won master’s and doctoral degrees upon the 2018 graduating class of the UCLA Luskin School of Public Affairs, Dean Gary Segura gave one last assignment:

“Act! Act on … any of a dozen major challenges facing the United States and the world. Act! Make this world better. Make this country what it aspires to be.

“Our celebration today is less about what you’ve already done and far more about what you are expected to do,” Segura told the more than 200 Public Policy, Social Welfare and Urban Planning students graduating before an audience of family, friends and faculty in UCLA’s historic Royce Hall on June 15, 2018.

Following the conferral of degrees, the celebration continued at an outdoor reception. The sea of black graduation gowns was brightened by a rainbow of tassels and academic regalia, along with elaborately decorated mortarboards that told the students’ stories, if in a few words:

“For my family that dreams beyond borders.” “53, got my degree.” “Every end is a new beginning.” One message, in Spanish, thanked parents … and coffee. Another honored the past and projected hope for future generations: “I am my ancestor’s wildest dreams.”

One UCLA Luskin grad who put his degree to good use is William R. “Rusty” Bailey MPP ’99, who is now in his second term as mayor of Riverside, California.

“Rusty Bailey’s leadership of Riverside has been characterized by a willingness to put human well-being at the forefront of his city’s agenda,” Segura said, introducing the keynote speaker. The dean cited Bailey’s focus on serving the city’s homeless, encouraging green development, enhancing mass transit and supporting the arts for his hometown of more than 300,000.

Bailey recalled the two decades since he was admitted to the first MPP class at UCLA Luskin.

“I was sitting where you were almost 20 years ago,” said the West Point graduate and former city councilman. “This institution gave me the tools, the confidence and the network I needed to achieve my ultimate career goal of serving as the mayor of my hometown. …

“If there’s any group of people prepared to tackle these issues and others I’ve mentioned, it is you — UCLA Luskin School graduates,” said Bailey, who was named MPP Alumnus of the Year in 2013. “You are equipped with a well-rounded toolkit that includes social advocacy, policy analysis and community development along with an incredible network of professors, research centers and alumni to keep you encouraged, motivated and accountable.”

Bailey cautioned, “You better get comfortable being uncomfortable,” but added, “Luskin has prepared you to handle it.”

Like the dean, Bailey ended his speech with a challenge for the graduates: “Let’s make it happen. Go out into this world and make things happen for your neighbors, for your families and for humanity.”

Student speakers representing each Luskin School department underscored the message that their work is not done.

“We did it, but we didn’t do it alone,” said MPP Ramandeep Kaur, the daughter of immigrants who spoke for her classmates in thanking those who made their accomplishments possible. “Hopefully now we can explain what public policy means,” she joked.

Kaur said that public policy has historically been used to support discriminatory practices in housing, zoning ordinances, transportation and labor. “But in my hands, in our hands, it can mean so much more,” she said. “In our hands, having a master’s in public policy means having the tools to upend the status quo and disrupt those narratives.

“As change agents, we’re going to rewrite history and those unjust public policies.”

Urban Planning student speaker Aleli Balaguer said her fellow graduates have been more than just classmates during the rigorous two-year program.

“They are kind, passionate, honest, forthright and unwavering in their vision,” Balaguer said. Coming from very different backgrounds, they shared family stories over meals and traveled the globe together, from New Orleans to Mexico to Japan, the Philippines and Indonesia, she said.

“We hosted each other in our families’ homes and worked on group projects until the sun rose, and we presented at Google and multiple city halls,” she said. But, most importantly for Balaguer, “We imagined better, more equitable cities together.”

Social Welfare class speaker Gabriela Hernandez told her fellow students and audience members, “Today, after years of difficult work, I have reclaimed my anger. I am no longer ashamed to be angry. I call my anger passion.”

She recited a poem recounting her journey in the MSW program to “remind us that no matter how far from slavery and segregation we have gone, there is still hella work to be done.”

Her poem concluded:

“The work does not end when you cross the stage/
You were born to fight for life/
I refuse to let this diploma allow my fight to fade/
The work does not end when we cross the stage/
It marks the beginning/
Let my words sink in, feel what you got to feel then please turn that page/
The work does not end when we cross the stage/
Smile because you deserve it, but do not forget those still trapped in a cage/
The work does not end when you cross the stage/
You call it rage, you call it anger, it’s passion/
Let us hold each other up, together, let us take action”

This year, Segura said, the Luskin School has been true to its mission: improving the quality of life for individuals, families and communities. Students and faculty have taken on issues including greenhouse gas abatement, prison population reduction, gentrification, gun violence, home ownership and homelessness in Los Angeles, and economic development across Asia, Africa and Latin America, he said.

But the challenges that lie ahead are great, he warned.

“We live in perilous times. You enter a career in public well-being at a time when longstanding assumptions about our values as a society are challenged in ways most of us had never imagined possible,” Segura said.

Of the separation of migrant families at the nation’s border, he said: “Today, here in the United States of America, 10,000 children are being held in detention, in cages, with foil blankets, ripped from their parents’ arms. Over 1,400 of them have been misplaced, gone missing, some likely into child trafficking. The country plans to build a camp — a camp — to hold 5,000 more children.”

The dean then asked pointedly, “What are you going to do about this? Indeed, what am I going to do about this?”

Segura sent the newly minted change agents into the world with the words of Henry David Thoreau, “Be not simply good; be good for something.”

Social Welfare Honors Alumna of the Year, Bestows Lifetime Achievement Award Large crowd from UCLA Luskin gathers in Hollywood to recognize achievements of Helene Creager MSW ’85 and Wilfred “Bill” Coggins MSW ’55

During the annual gathering to present Helene Creager MSW ’85 with its Alumna of the Year award, UCLA Luskin Social Welfare also recognized a lifetime of achievement by Wilfred “Bill” Coggins, a member of the Social Welfare graduating class 30 years earlier, in 1955.

Friends, family, faculty and coworkers jammed Loteria Grill in Hollywood on May 19, 2018, to celebrate Creager, a supervising U.S. probation officer, and Coggins, founder of the Kaiser Permanente Watts Counseling and Learning Center.

Since 2007, a Master of Social Welfare (MSW) graduate has received the alumni award named after the former vice chair and longtime director of field education at UCLA Luskin, Joseph A. Nunn MSW ’70 PhD ’90. He was on hand to congratulate both awardees and to introduce Coggins, who was the first-ever recipient of the Lifetime Achievement Award.

Distinguished at Every Level

Creager received her award from Professor Emeritus Alex Norman DSW ’74, who had nominated her and is also the person who first encouraged Creager to pursue an MSW at UCLA. “She has distinguished herself at every level of her professional employment,” Norman said.

In 1995, Creager joined the U.S. Probation Office for the Central District of California. Creager has served in a number of roles bringing a social justice emphasis to posts ranging from clinical director of a youth center for wards of the court and the Los Angeles County Probation Department.

During her time as an undergraduate psychology major at UCLA, she enrolled in a class taught by Norman — her first exposure to social work. “Meeting Dr. Norman and taking that class motivated me to obtain my master’s in social welfare instead of psychology,” she recalled.

Creager has served as a field instructor for UCLA students, and her career includes work as a treatment team leader of the supervising and treatment staff at Dorothy Kirby Center. Since 1995, Creager – who plans to retire this year – has been serving with the U.S. Court Office, Central District of California. There she has led the implementation of STARR (Staff Training Aimed at Reducing Re-Arrest), which is a set of skills that U.S. Probation Officers can use in their interactions with the individuals they supervise in the community. She has also provided training and assisted in other districts in implementing STARR.

“I am receiving this award as I am about to retire, by the man who helped me start my career,” said Creager, who is married to another alum.

Creager cites Nunn as a mentor during her studies and throughout her career.

“Being selected for this award is exponentially more meaningful to me because it is named after someone I admire and respect,” said Creager, who also worked with Nunn when she became a field instructor for MSW interns and served with him on the Social Welfare Alumni Board in the 1980s. “We both also share that we worked in the criminal justice system and value what social workers bring to criminal justice agencies.”

Commenting on her early training in social welfare, Creager said, “I have been very fortunate that all of my life’s work has been in line with my social work values, knowledge, skills and education. I have had a career that has been fulfilling and meaningful, and it all began with my graduate social work education and experience.”

A Chance to Develop Something Important

At one time Coggins, trained as a psychiatric social worker, contemplated working in private practice, but his life took a different path shortly after the New York native and U.S. Army veteran returned to the United States in 1966 from a Fulbright Scholar post in London.

Recalling his decision to take a job in South Los Angeles in the wake of the Watts riots, Coggins recalled thinking, “Here’s a chance to develop something for the community.”

Since 1967, Coggins has been known for his work in Watts and for founding and serving as director of the Kaiser Permanente Watts Counseling and Learning Center. Through his leadership and clinical experience, a center that started as a “loosely defined program” for children and their parents became the important community service that today continues to provide counseling and educational services to the Watts community.

“I am reminded of the contribution of Bill Coggins every single day as I work in Watts,” commented Jorja Leap MSW ’80, adjunct professor of Social Welfare at Luskin and director of the UCLA Watts Leadership Institute. “He rolled up his sleeves and got involved in the community.”

Leap said Coggins focused his efforts on the strengths of the people who live in Watts. “Every Monday morning at the Watts Gang Task Force, when the staff of Kaiser gets up to present on their latest efforts, we are all (silently) reminded of the work Bill did — it lives forever,” she said.

Alice Harris, an institution in Watts herself, has carried on the tradition of Coggins. “Sweet Alice,” as she is known in the community, met Coggins through a program he established through the Watts Counseling and Learning Center. Harris is one of the original Core Mothers, a group of parents who attended the center with their children and went on to serve as advisers to new parents and their children. Today, Harris continues to serve as executive director of Parents of Watts, a social services agency that she started out of her own home more than 50 years ago.

Harris, who was on hand to see Coggins receive his honor, said, “I went on to college, and then I started a program because I wanted to be like Bill Coggins. I wanted to help the people out like he was helping the people; that’s exactly what I did, and I have been doing that ever since.”

Coggins describes his MSW education as “priceless and valuable,” adding, “skills you develop … can be applied to a variety of settings that can be nonmedical, nonclinical.”

Coggins’ wide-ranging career has included stints as a psychiatric social worker for the Suicide Prevention Center in Los Angeles, providing therapeutic treatment for patients at the Wells Medical Group in Arcadia and serving as a senior psychiatric social worker for the Veteran’s Administration. He has also done work assisting the developmentally disabled.

He has applied his education and training well. “I’ve had a very rich career, and I’ve worked in a variety of quality places. I’ve been lucky, but at the same time, when the luck broke, I had the tools to deal with the situation that was being presented to me.”

This year Coggins will also be inducted into the California Social Work Hall of Distinction along with alumni Kathy Kubota MSW ’82, John Oliver MSW ’69 and Yasuko Sakamoto MSW ’83.

Other UCLA Luskin speakers at this year’s Social Welfare gathering included Dean Gary Segura, Alumni Relations and Social Media Director Marisa Lemorande, and Gerry Laviña MSW ’88, director of field education. Toby Hur MSW ’93, a Social Welfare field faculty member, introduced this year’s Social Welfare Alumni Fellowship Fund recipient, Jennifer Weill, a second-year MSW student.

Major News: UCLA Luskin Launches Undergraduate Degree The B.A. in Public Affairs combines rigorous methodology with community engagement, connecting the dots between theory and action

The Luskin School’s world-class resources in public policy, social welfare and urban planning will soon be available to a much wider circle of UCLA students.

Beginning in the fall of 2018, the School will offer a Bachelor of Arts in Public Affairs, a major that is unique in the University of California system. A clear public service ethos lies at the heart of the program, which combines critical thinking, social science methodology and deep engagement in the community.

The major will connect the dots between theory and action, said Meredith Phillips, newly named chair of the undergraduate program. Phillips is an associate professor of public policy and sociology who has taught at UCLA for two decades.

“Every class will be focused on societal problems, issues that students care about, and how we can develop reasonable solutions,” Phillips said. “In our classes, we’ll discuss competing values, empirical data and evidence, and different conceptual frameworks for understanding the world. Our students will be developing skills in the service of solving problems, which is really what distinguishes this major from others.”

The impetus for the new program is simple, said UCLA Luskin Dean Gary Segura: “It’s part of our mission.

“This is a land-grant university that was created to serve the public, to serve California,” Segura said. The program, he said, will attract students “who wanted to come to a prestige institution and take that degree back to the communities they came from and create change there.”

The B.A. in Public Affairs will provide a wide-ranging education, Phillips said. Students will delve into power politics, microeconomics and human development. They will look at competing social science theories with a critical eye, and master tools for collecting and analyzing data. And they will learn to make written and oral arguments with clarity and conviction.

Unique to the program, she said, is a yearlong capstone project that will immerse seniors in a field and research setting where they can apply their scholarship in the real world.

“The students will be embedded in these organizations, learning from staff and clients about what’s going well, what’s not, and thinking about how to do things even better,” said Phillips, who has co-founded two educational nonprofits.

“They will apply the skills they’ve learned in our classes to those experiences. And what they’re learning on the ground will undoubtedly turn out to be quite informative and will change how they think about what they’re learning in the classroom,” she said.

The emphasis on service learning is what drew UCLA freshman Leyla Solis to explore the Public Affairs B.A.

“All throughout high school, I did a lot of field work in areas I was passionate about,” said Solis, who attended a Northeast Los Angeles charter school that encouraged political engagement. Before coming to UCLA, Solis advocated at the United Nations for the rights of indigenous people, and developed a keen interest in effective governance and environmental law.

A political science major, Solis had been considering the Luskin School’s minor offerings and even looking ahead to a graduate degree. Now she is mulling whether to go for a double major.

“What the people in the Public Affairs Department are doing is not just studying it but going out and experiencing it firsthand,” said Solis, who mentors students from her charter school and tutors low-income children at Santa Monica’s Virginia Avenue Park.

“This is a real opportunity for us to give back to the undergraduate community, to include them in our mission as a school to improve the performance of government and nonprofits.”

No other campus in the UC system offers a public affairs bachelor’s degree that draws from the three fields UCLA Luskin is known for: public policy, social welfare and urban planning. Faculty from each department were instrumental in developing the major, making it a true multidisciplinary partnership, Phillips said.

Creation of the major had been in the works for several years, in response to rising student demand. The Luskin School’s current undergraduate courses draw around 1,500 students a year, and its minor programs are among the most popular at UCLA, said the School’s undergraduate advisor, Stan Paul.

Last year, UCLA Luskin faculty voted unanimously to proceed with the undergraduate major. Jocelyn Guihama MPP ’03, deputy director of the Institute on Inequality and Democracy, helped turn this aspiration into reality, shepherding the effort through every stage. UCLA’s Academic Senate gave final approval on April 19, 2018, and the first of an expected 600 students will enter the major this fall, though many more are expected to take courses offered as part of the major.

The creation of an undergraduate major at a UCLA professional school is a rare occurrence, Segura said. “It represents a substantial addition to the undergraduate offerings at UCLA, and we think it’s going to be broadly attractive to a whole swath of incoming young people,” he said.

The B.A. in Public Affairs is just one sign of “a new infusion of energy” under Segura, said Meyer Luskin, who, along with his wife, Renee, is the School’s major benefactor and namesake. “I think he’s going to do a lot of outstanding projects for the community and the School, and I’m very enthused about our future.”

The new major comes at a time when a growing number of students are seeking the scholarship and training to effect social change.

“These young people are not simply resisting political and social forces with which they disagree — they’re also resisting knowledge-free policymaking,” Segura said of the spreading youth movement on such issues as gun violence, Black Lives Matter and immigration reform.

“They want to be informed by facts. What we do at Luskin is provide them with the infrastructure to think analytically, with enough training so that they can solve the problems they’ve identified as important to their generation,” he said.

Creation of the major greatly expands undergraduate access to UCLA Luskin’s faculty and resources, and it will also benefit the entire School, Segura said.

“There will certainly be an infusion of energy that only undergraduates can bring. All of a sudden we’re going to have 600 change agents running around the building who are youthful and energized,” Segura said.

In addition, the hiring of new faculty members to support the expansion of class offerings has also opened up avenues for graduate research, he said, and master’s and Ph.D. students in UCLA Luskin’s other degree programs will gain access to teaching assistantships and other leadership roles.

“I think from a scholarly perspective, from a resources perspective, from an experience perspective, it’s a big, big win for the School,” Segura said.

A Showcase for Research by Urban Planning Students The annual Careers, Capstones & Conversations networking event highlights activities that welcome newly admitted students to UCLA Luskin Urban Planning and give them a preview of what the future holds. Public Policy and Social Welfare host their own Welcome Day events.

Britta McOmber wants to know “What’s the Dam Problem?” in terms of flood risk in California. Shine Ling wants to know “How Fair is Fair-Share” when it comes to housing law in California. Sabrina Kim asks, “Still No to Transit?” looking at areas in Los Angeles County that do not meet their full transit commuting potential.

Questions like these launched 36 research projects that brought together Master of Urban and Regional Planning (MURP) students with clients to produce research projects that address a specific planning issue. The second-year students, completing their required capstones, showcased their work at the annual Careers, Capstones & Conversations (CCC) networking event held April 5, 2018, at UCLA’s Covel Commons.

The event followed a day of welcoming activities for newly admitted UCLA Luskin Urban Planning students, who had the opportunity to view the projects and interact with current students, as well as faculty and staff.

Newly admitted student Bradley Bounds II said his interest in urban planning is local.

“I want to work on building up my community,” said the Compton resident. “I’m looking more toward open space projects; I’m looking for transportation projects and economic development,” said Bounds, who enthusiastically affirmed his intent to join the new Urban Planning class in fall 2018.

Project clients include governmental organizations, local agencies and cities, as well as private planning and design firms and nonprofit organizations concerned with regional, state and national urban issues.

In addition to engaging titles, the projects — produced individually or in teams — include solid research and data that has been analyzed and put into context by the students. Topics included transportation, housing and social justice issues, including foster care in the region and environmental, resource conservation and energy challenges. At CCC, the students pitch and support their approaches via posters that frame the issues and their proposed solutions.

UCLA Luskin Urban Planning faculty, alumni and Luskin Senior Fellows were on hand to evaluate the projects displayed in Covel’s Grand Horizon Room.

McOmber, who has studied coastal cities and flood risk resulting from rising sea levels, as well as designated flood plains, said her project was inspired by last year’s Oroville Dam overflow incident in Northern California.

“There are quite a number of dams and large reservoirs in L.A. County,” said McOmber, explaining that, from the perspective of Oroville’s near disaster,  the state faces a broader problem of dam and water storage infrastructure that is aging, underfinanced and sometimes not well-maintained.

“I noticed that there really wasn’t any information on dam flood zones, so I thought that was an area that’s lacking in the academic field and also very relevant, not only for California, but I think more broadly for the country,” she said.

Her project also looked at who may be impacted based on factors such as income and education. For example, McOmber asked whether socially vulnerable households are more likely to live within dam flood zones in California. She found that almost 50 percent of households in these areas are Hispanic or Latino.

Presentation is an important aspect of the projects. Commenting on the eye-catching displays, Ananya Roy, professor of urban planning, social welfare and sociology, looked at how effectively information was conveyed, noting those that “made a very dramatic and legible point.”

In Public Policy and Social Welfare, newly accepted graduate students were welcomed at daylong events designed to introduce them to the School and provide information about topics such as program content and financial aid. They got a day-in-the-life experience at UCLA Luskin through lectures, breakout sessions, tours and informal social gatherings.

UCLA was the top choice for many of the students attending the April 3, 2018, Welcome Day for newly accepted students in UCLA Luskin Social Welfare who learned about topics such as public child welfare stipend programs and social welfare field education.

“I’ve already decided on UCLA,” said Nancy Salazar, who joined other admitted students for roundtable discussions with UCLA Luskin faculty. Salazar, who also has a master’s degree in public administration, said that in addition to a focus on social justice, she was attracted by the leadership aspect of the program.

For Guillermo Armenta Sanchez, UCLA was the only choice. “That’s the only one; that’s where I’m coming,” said the Long Beach resident who is interested in focusing on mental health.

At the Master of Public Policy (MPP) Welcome Day on April 9, 2018, J.R. DeShazo, department chair and professor of public policy, provided introductory comments and introduced faculty and staff to incoming students.

“At Luskin, you are making a commitment to mastering a very challenging set of policy tools,” said DeShazo, who also serves as director of the Luskin Center for Innovation, the state’s premier environmental policy research center.

DeShazo highlighted the outstanding faculty and research institutes across all three departments, then continued, “There are a tremendous number of extracurricular activities that we present to you. The challenge is a scheduling challenge: How do you take advantage of everything that we offer?”

The new cohort of policy students gathered at the School to participate in a number of informative activities that included an ice-breaking exercise and an inside look at student life and the strengths of the UCLA Luskin program as presented by a students-only panel.

An invitation to Professor Michael Stoll’s Methods of Policy Analysis course was included, as were a variety of student-led breakout sessions on policy areas such as education, criminal justice, the environment, international issues and transportation. The conversations continued into a lunch with members of the faculty.

DeShazo advised that the two-year graduate program goes quickly and that students are soon thinking about what’s next.

“One of the things we’re very committed to — alums are committed to, our office of career services is committed to — is providing you with the internship opportunities and the alumni connections that will help you get a great job coming out of our program,” DeShazo said. “You are invited to start to develop your CV, practice in your interviewing skills, your public speaking skills, honing and refining your networking skills.

DeShazo summed it up. “When it’s time to engage with prospective employers, you’re ready.”

 

Early Childhood Incarceration Linked to High Rates of Physical, Mental Health Issues Half of those admitted to juvenile justice facilities before their teen years reported suicidal thoughts as adults

When children are placed in juvenile detention centers, jails or prisons before their teenage years, they are much more likely to experience serious physical and mental health issues as adults, according to a new study by UCLA researchers.

The UCLA researchers reported that more than 21 percent of people who had been incarcerated as children reported poor general health in adulthood, compared with 13 percent for those incarcerated later in life and 8 percent for those never incarcerated. The study appears in the International Journal of Prisoner Health.

“Those at risk for imprisonment during childhood need special attention from the health care sector,” said Elizabeth Barnert, principal investigator of the study and an assistant professor of pediatrics at the David Geffen School of Medicine at UCLA. “The rates of poor health outcomes among people who’ve been incarcerated tell us there’s a huge need for us to take better care of them — both as kids and as adults.”

There has been a growing international movement to find alternatives to juvenile incarceration — or the detainment of minors in juvenile halls, probation camps and other juvenile justice facilities — for the youngest offenders. Many countries are raising the minimum age at which adolescents can be incarcerated and are deferring children to other programs for rehabilitation.

Researchers from the Geffen School, UCLA Luskin School of Public Affairs and UCLA Mattel Children’s Hospital analyzed data from 14,689 adult participants in the National Longitudinal Study of Adolescent to Adult Health. Their analysis considered three groups: adults who had been incarcerated during the ages of 7 to 13; adults who had been incarcerated during the ages of 14 to 32; and adults who had never been incarcerated.

“From the data we have available, it’s hard to pinpoint exactly why those who enter the juvenile justice system at a young age face greater health challenges,” said Laura Abrams, also a principal investigator of the study and a professor and chair of Social Welfare at the Luskin School. “It’s likely a combination of trauma, which can lead to troubled behavior and long-term health problems, and the lasting effects of the conditions of early imprisonment.”

A key study finding were the differences among the groups’ mental health symptoms. Thirty-eight percent of the people who had been incarcerated before age 14 experienced symptoms of depression in adulthood, contrasted with 24 percent of those who were incarcerated at age 14 to 32 and 15 percent of the never-incarcerated group.

In other findings, more than one in four of those incarcerated before age 14 reported suicidal thoughts as adults, contrasted with about one in 10 of the group incarcerated at later ages and one in 15 of the group who had never been incarcerated.

Among the respondents who had been incarcerated at the youngest ages — seven to 12 — the rate was even higher; half experienced suicidal thoughts and ideation in adulthood.

“Incarceration has human costs at all ages, but with children, it’s particularly problematic,” Abrams said. “Children need spaces to grow and thrive — not to be confined in jail-like settings.”

While this new analysis does not prove a cause-and-effect relationship between early incarceration and poor health later in life, mounting research gives experts a sense of the factors involved.

One such factor is who gets incarcerated in the first place — for which research has shown there is bias. A study in the journal Criminal Justice and Behavior found that of children with psychiatric disorders, those of a racial or ethnic minority are more likely than those who are white to be incarcerated rather than diverted to the community for treatment. As such children are placed into juvenile justice facilities, their health issues may be left untreated or worsen.

The UCLA study found disproportionate racial, ethnic and socioeconomic patterns in those incarcerated as young children. People incarcerated at the youngest ages were significantly more likely to be male, black or Hispanic than those incarcerated at older ages and those never incarcerated. They were also much more likely to have been raised in the lowest income group and in a single-parent household.

“We’re only now starting to understand the full effects of juvenile incarceration on the person, and from a health perspective, the needs of this population are largely going unmet,” Barnert said. “We need a system that effectively addresses their health challenges as early as possible — ideally preventing adolescents from ever reaching juvenile hall.”

New UCLA Center Aims to Build Paths to Success for Foster Youths, Families Pritzker Center for Strengthening Children and Families leverages campus expertise to create paths to educational success

A new center at UCLA will address the needs of children who are disconnected from traditional paths to success, with a particular focus on youth in foster care. The UCLA Pritzker Center for Strengthening Children and Families is a collaborative hub for research, prevention and intervention efforts that will work to strengthen families, and help children avoid entering the child welfare system.

The center’s staff and faculty will also aim to give foster parents, related caregivers, and adoptive families the skills and resources to promote stable and nurturing families, equitable opportunities and paths to educational success for the children in their care. It will address the complex needs of youth in foster care by bringing together resources and expertise from numerous UCLA units, including the Graduate School of Education and Information Studies’ education department, the Semel Institute for Neuroscience and Human Behavior and Social Welfare at the UCLA Luskin School of Public Affairs.

The center was made possible by a gift of $10 million from the Anthony and Jeanne Pritzker Family Foundation. Tony and Jeanne Pritzker are Los Angeles philanthropists and leading supporters of UCLA who have made significant investments toward bettering the lives of foster youth and their families.

“This generous gift from Jeanne and Tony Pritzker allows UCLA to help provide critical resources for our community’s most vulnerable children and youth,” said UCLA Chancellor Gene Block. “As a leading public research university, we have a responsibility to use the breadth and depth of our resources to help address the most critical issues facing society. The UCLA Pritzker Center for Strengthening Children and Families will be a tremendous resource for young people in the foster care system and their families.”

The center will serve as a catalyst for more effective collaboration between UCLA researchers and nonprofit agencies, other colleges and universities, K-12 systems, children and family advocates, and government support services across Los Angeles County. It will also develop innovative classroom support systems, family support services, and programs that help children affected by trauma and promote resilience; and it will produce new research on issues related to foster care, with an initial focus on the dynamics of race in foster care in Los Angeles County.

“This new center is a natural outgrowth of our family’s commitment to increasing UCLA’s capacity to improve outcomes for children,” said Tony Pritzker. “Our intent is that the Pritzker Center will lend synergy to so much good work already being undertaken throughout the institution, and galvanize new research and opportunities for academic advancement across departments.”

The center is directed by Tyrone Howard, a UCLA professor of education and GSEIS’s associate dean of equity and inclusion. Howard also is the director of the Black Male Institute at UCLA. The center’s co-director is Audra Langley, an associate professor of child and adolescent psychiatry at the Semel Institute, and the director of UCLA TIES for Families, which serves children in foster care or adopted families.  Patricia Lester, the Jane and Marc Nathanson Family Professor of Psychiatry, and Todd Franke, a professor of social welfare at UCLA Luskin, also serve on the center’s leadership team.

“There are nearly 35,000 young people engaged in the child welfare services system in Los Angeles County, including more than 21,000 in foster care, many of whom are struggling,” Howard said. “Issues of race, poverty and gender all play a role in how children and families seek to navigate complex systems for help and hope. The Pritzker Center will help us to better understand their needs and enhance and intensify our efforts to ensure their educational and social success and economic security.

“We are going to work with others in our community to ensure they get the support and services they need, and maybe more importantly, to strengthen children and families in ways that prevent children from entering the foster care system in the first place.”

Langley said: “We have long been doing important work at UCLA to help optimize the development of children in foster care, but there is more to be done to synergize our efforts. This new center will leverage our campuswide experience and strengthen partnerships with others across Los Angeles County who are working to better serve our children and young people in foster care and prioritize brighter futures for all children and families.”

The gift also establishes the Pritzker Family Endowed Chair in Education for Strengthening Children and Families at the Graduate School of Education; the position will provide faculty leadership for the center.

“With the generous endowment created by the Pritzker family, the Pritzker Center promises to be a lasting resource,” said Marcelo Suárez-Orozco, the UCLA Wasserman Dean of the Graduate School of Education. “The center’s leaders will work collaboratively with those in the nonprofit world and government sectors to develop and identify new rigorous, research-based approaches to better support the needs of foster youth and families.

“Many young people in foster care spend much of their day in public school settings, and we need to explore how educators, social workers, clinicians and public health leaders can work together to empower these young people to live full, successful lives.”

A Life of Social Work Dedicated to Children and Families Friends and former colleagues gather in tribute to former educator Joycelyn ‘Joy’ Crumpton, ‘an inspiration to everyone around her’

Joycelyn Anita McKay Crumpton — “Joy” to all who knew her — spent more than three decades dedicated to a career in social work and helping others.

The former Social Welfare field faculty member at the UCLA Luskin School of Public Affairs, who passed away in September 2017, was known for working to create positive change through education, leadership and service where she worked and taught, as well as in the communities where she lived.

Family, friends, faculty, colleagues and former students got together on March 8 at UCLA’s Faculty Center to honor Crumpton’s contributions to the field of child welfare, diversity, and spirituality in social work practice, to celebrate her life and share memories. In addition, a memorial fellowship fund in her name has been established so MSW student recipients may carry Joy’s legacy as leaders and change agents.

“Joy was loved and respected by students, faculty and community members,” said Gerry Laviña MSW ’88, director of field education in Social Welfare at UCLA Luskin. “She could always be counted on for support, wisdom, and a smile or hug,” he added. As news of Crumpton’s passing spread into the community and among alumni, Laviña, also a UCLA Luskin MSW alumnus, noted that Crumpton’s “positive spirit and words are carried forward through the many MSWs she taught.”

At UCLA Luskin, Crumpton MSW ’80 also served as project coordinator of the Title IV-E California Social Work Education Center (CalSWEC) stipend program for MSW students, a post she held from 2004 until her retirement in 2012. Previously, she served as associate director of the UCLA Center on Child Welfare, Inter-university Consortium from 1992 to 1996. In addition, she spent many years in curriculum development and training implementation focused on child abuse and neglect. At the core of her work was the determination to impact those in need — children, adults and families, according to friends, family and colleagues.

“Joy was an inspiration to everyone around her,” said Wanda Ballenger MSW ’73, longtime friend and colleague, who met Crumpton in the 1980s. In 1992, Ballenger hired Crumpton as associate director of the Center on Child Welfare. “Joy was a very social person, who was better at being ‘on,’ ” when it came to meetings and presentations, added Ballenger. In fact, Crumpton was a talented and inspirational speaker. Her audiences included children and youth, parents, graduate students, social workers, probation officers, public health nurses, judges, court officers, community advocates, clergy members, and university faculty and staff, as recounted in a memorial posted online.

In additions to positions at UCLA, Crumpton held a number of training and instructional positions, including lead trainer for the Bay Area Academy and child welfare ombudsman for the Health and Human Services Agency of the city and county of San Francisco. She also founded and directed Family Tree, which provided training and consultation services related to child welfare.

Ballenger said the two stayed in touch despite being far apart. Ballenger recalled that when her husband received a diagnosis of a serious medical condition, even though Joy was fighting her own battle with cancer, she would call every week. “She was just that kind of person,” Ballenger said. “I really miss her. Joy was my sister.”

Throughout Crumpton’s career, she taught and provided fieldwork instruction at a number of institutions, including UC Berkeley’s School of Social Welfare, San Francisco State University, and USC’s Center on Child Welfare. At UCLA Luskin, Crumpton taught graduate courses in cross-cultural awareness, international social work, advanced child welfare practice and the program’s child welfare seminar. She also collaborated with the University of Ghana to develop a cultural immersion and fieldwork internship for MSW students working in key social service agencies in Accra, Ghana, West Africa.

Jorja Leap MSW ’80, adjunct professor of social welfare, remembered her longtime friend and colleague from their early days as MSW students in the same class at UCLA.

“Joy was one of those who knew early on how to collaborate — how to work with difficult people in all groups — she was a mediator so much of the time,” said Leap, recalling an earlier and far different time in social work. “So much of it involving marginalized populations,” Leap said. “Joy knew early on to work within institutions and organizations to make change.”

Joseph A. Nunn MSW ’70 PhD ’90, former director of field education for Social Welfare at UCLA Luskin, also had the privilege of working with Crumpton.

“Whenever Joy Crumpton walked into a room, she would light it up,” Nunn said. “Her first name said it all. With an infectious sense of humor and a winning smile she did indeed live up to her name by bringing joy.”

In addition to discussing their children and families, Nunn and Crumpton talked about time each spent coincidentally as children in Baton Rouge, Louisiana. (Crumpton was born in New Orleans.) “Through one of those it’s-a-small-world experiences, we discovered that she grew up four doors away from my cousins who I visited many summers from my home in Los Angeles.”

Citing her background in direct practice, classroom teaching and training, Nunn said in an email: “Joy had a strong commitment to the children served by the public child welfare system. Whether discussing policy issues or practice interventions her strong analytical skills and compassion for this population were evident. ”

He added: “Joy’s engaging personality made it possible for her to quickly connect with others and thus building collaborative relationships was one of her talents. In summary, Joy had class and style like few before her.”

A Caring Outlook Also Applies to Ourselves, Author Says

“Burnout is very much about how we work, and not only about how much we work,” according to psychologist Alessandra Pigni, author of “The Idealist’s Survival Kit. 75 Simple Ways to Prevent Burnout.” She spoke Feb. 15, 2018, as part of a series of talks sponsored by Global Public Affairs at UCLA Luskin. Pigni talked briefly about her personal experiences, including observing caregivers under extremely stressful conditions while working for several years in combat situations in the Middle East as part of Doctors Without Borders. Pigni also shared insights from her research into burnout, which is the subject of a book and a blog, which is how she first came to the attention of Stephen Commins of the UCLA Luskin faculty, who provided the introduction for Pigni’s talk. Her presentation focuses on identifying the signs of burnout and taking steps to prevent it, which she refers to as the ABCs of burnout prevention: awareness, balance and boundaries, and civility. “C is also for connections — connections with people beyond work. You are not just your job,” Pigni told the crowd. Later, she addressed the concerns of students who are just entering the workforce and may not feel empowered to take action if they find themselves in a toxic workplace. “You will not survive for very long in a work environment that mistreats you,” Pigni said. “You can make it for a few months, if necessary. Otherwise, run a mile if you are being mistreated.”

2018 Activists-in-Residence Welcomed at Reception

The Institute on Inequality and Democracy (II&D) at the UCLA Luskin School of Public Affairs and the UCLA Asian American Studies Center welcomed Manuel Criollo and Yvonne Yen Liu as the 2018 UCLA Activist-in-Residence Fellows during a reception held Jan. 11, 2018, at the UCLA Luskin Commons. Criollo is the Irvine Fellow on Urban Life and Liu is the UCLA Asian American Studies Center Fellow for the Winter Quarter. “Manuel Criollo is a legend in the activist and community organizing worlds of Los Angeles,” Ananya Roy, director of  II&D and professor of urban planning, social welfare and geography, told the audience of students, faculty and community partners at the standing-room-only reception. “He has not only tackled urgent racial justice issues but has also built networks of leadership that can in turn build power.” The Activist-in-Residence Program was developed by the two research centers to recognize the work of individuals working on community-led social change and to build stronger links between UCLA and the community. Fellows are encouraged to pursue research or reflect on their community work to advance racial, social and economic equity, as well as encouraging UCLA students to develop or strengthen their own commitment to social justice. During his residency, Criollo will research and document the formation of the Los Angeles School Police Department, create a timeline of community struggles against school policing, and organize an organizers exchange on UCLA’s campus. Liu will explore the history of solidarity economies in the Asian American immigrant and refugee experience to guide future community economic development and forge collective economic agency.
