Cecilia Estolano named to UC Board of Regents UCLA Luskin alumna and adjunct faculty member will help shape higher education in California for years to come

Cecilia V. Estolano MA UP ’91 has been appointed to the University of California Board of Regents. 

Estolano, who teaches as an adjunct faculty member at UCLA Luskin, is one of four new regents appointed by Gov. Jerry Brown on Aug. 6.

“I am eager to partner with these accomplished new board members,” UC President Janet Napolitano said.  “Serving on the UC Board of Regents offers a powerful opportunity to shape California higher education for years to come and ensure that future students receive the same excellent UC education as did previous generations of Californians.”

Estolano, an expert in sustainable economic development and urban revitalization, is chief executive officer at Estolano LeSar Advisors. She co-founded the firm in 2011 with UCLA alumni Jennifer LeSar UP ’92 and and Katherine Perez-Estolano MA UP ’97.

Estolano’s long list of accomplishments includes serving as chief executive officer at the City of Los Angeles Community Redevelopment Agency and as a senior policy advisor at the U.S. Environmental Protection Agency. In addition to her UCLA Luskin master’s degree, Estolano earned a juris doctorate from UC Berkeley and previously served as counsel at Gibson Dunn and Crutcher LLP and as special assistant city attorney in the Los Angeles city attorney’s office.

New Grants Totaling $4.1 Million Will Build Climate Resilience UCLA Luskin Center for Innovation is a partner in two climate research grants from the Strategic Growth Council

Record-breaking heat and scorching summer wildfires are signs of a hotter California. As part of efforts to further knowledge and action on climate change, the UCLA Luskin Center for Innovation (LCI) is part of two winning partnership grants ─ totaling more than $4 million ─ awarded by California’s Strategic Growth Council.

The Council’s new and competitive Climate Change Research Program is part of California Climate Investments, a statewide initiative that is putting billions of cap-and-trade dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health and the environment. Both grants will benefit disadvantaged communities in particular.

Measuring the Impacts of Climate Change on Vulnerable Communities to Design and Target Protective Policies

A nearly $1.5-million grant led by LCI involves multiple studies of heat-related climate impacts, as well as factors that make populations and communities vulnerable, plus opportunities to build resilience. Climate change could exacerbate existing inequities, and LCI will develop tools to help government agencies target responses and empower communities.

“The goal is to increase the climate resilience of California’s vulnerable communities in the face of rapidly increasing extreme heat events,” said JR DeShazo, the grant’s principal investigator and LCI director.

The researchers include R. Jisung Park, an LCI scholar and an assistant professor of public policy and environmental health sciences at UCLA Luskin, who will assess climate change impacts on low-income workers. Gregory Pierce, associate director of research at LCI, will assess the climate risk of vulnerable built environments — including affordable housing — to better inform protective policies.

Collaborations with government agencies, nonprofit organizations and community leaders will be integral to the work. For example, civic partners will oversee the development of geographic tools to identify areas disproportionately affected by heat-related climate change and vulnerability factors. Stakeholders will also be able to identify policies, funding and other opportunities to increase resilience in vulnerable areas and among vulnerable populations such as low-income workers and residents.

The analysis of resilience opportunities will also be collaborative. A partnership with the Liberty Hill Foundation and community-based organizations will test a coordinated outreach pilot called Opportunity Communities to promote clean and affordable energy, transportation and associated financial assistance for low-income households. Researchers will assess the effectiveness of this strategy to build financial and health resilience to climate change impacts.

Climate Smart Communities Consortium

A partnership grant led by UC Davis and the UC Institute of Transportation Studies will also involve LCI. This $2.6-million grant to a multifaceted group of researchers from seven academic institutions will tackle the challenge of transportation-related environmental impacts, which fall disproportionately on low-income communities of color. Researchers will seek solutions that reduce emissions and improve the mobility and quality of life for California’s most vulnerable communities.

LCI will collaboratively study interrelated areas of innovative mobility, electrification and freight movement, using equity and policy engagement lenses as crosscutting themes. Research will center on regional case study initiatives and statewide initiatives to demonstrate findings.

Climate Funds Create Jobs Luskin Center for Innovation releases study that quantifies statewide employment benefits from billions of dollars in California Climate Investments

Amid debate over extension of California’s cap-and-trade program aimed at reducing greenhouse gas emissions released into the environment, researchers from the Luskin Center for Innovation (LCI) at UCLA studied and quantified the number of jobs supported from the statewide initiative known as California Climate Investments, funded by cap-and-trade revenues. 

The Luskin Center for Innovation has now released the new study as California considers the job training and workforce development needed in a lower-carbon economy under 2017’s Assembly Bill 398, which extended the state’s cap-and-trade program. 

The report “Employment Benefits from Climate Investments” focuses on the $2.2 billion appropriated between 2013-14 and 2015-16 to support 29 programs created to reduce greenhouse gas emissions while providing local economic, environmental and public health benefits. The programs include investments in public transit, clean vehicles, transit-oriented affordable housing, clean energy for low-income communities and ecosystem restoration.

Many of these programs also induce consumers, businesses and government entities to contribute matching funds. The largest example of induced co-investment is the $3 billion in federal funding for California’s high-speed rail project, which would not be available without the state’s match in cap-and-trade auction proceeds, according to the researchers.

“We found that the $2.2 billion in California Climate Investments supports about 19,700 jobs, and $6.4 billion in induced co-investment supports an additional 55,900 jobs, for an estimated total of more than 75,000 jobs in California,” said JR DeShazo, the principal investigator of the study and director of LCI.

Jobs supported by California Climate Investments are diverse and cut across many different industries and economic sectors, ranging from the manufacture of clean vehicles to the restoration of degraded wetlands, according to the study.

“Given their diversity, California Climate Investment-related jobs can serve as a sample of the types of jobs supported by California’s transition to a lower-carbon economy,” said researcher Jason Karpman MURP ’16, lead author of the report. “Since California Climate Investments are one component of the state’s broad suite of strategies for addressing climate change under Assembly Bill 32 [the California Global Warming Solutions Act of 2006], the jobs reported in the study represent a fraction of the total jobs supported by the state’s effort to decarbonize.” 

Of the many economic sectors directly impacted by California Climate Investments, the construction industry stands to gain the most (54 percent of total jobs), according to the report. This is because of the significant level of investment going toward the construction of public transit systems and the construction of multiunit affordable housing near transit, among other investments. The sector receiving the second-highest number of job gains due to investments is architectural, engineering and related services. 

Impacted industries employ both blue-collar and white-collar workers. For example, the architectural and engineering sector is known for creating white-collar jobs that pay middle-class salaries. Many blue-collar construction jobs funded by California Climate Investments are covered under the state’s prevailing wage law and requirements for enrollment in state-certified apprenticeship programs. This system is designed to ensure that public works construction jobs resulting from California Climate Investments support broad occupational training and provide family-supporting pay and benefits to workers. 

“The industry-level findings in this study can be a springboard for better understanding the quality of jobs that are supported by large public investments in greenhouse gas reductions,” Karpman said. 

The modeling tool used for the LCI study focuses on quantifying job flows rather than providing granular detail about job quality, training, access for workers in disadvantaged communities and other important components of employment benefits. Because the study identifies the industries involved in each California Climate Investment program, it could be used to more deeply analyze job quality metrics that characterize those industries, including pay, benefits and career advancement opportunities. 

The study found that the California Climate Investment programs that generate the most jobs in California (per million dollars invested, as determined by their employment multiplier) devoted a greater share of investment dollars to services rather than materials. In addition, the employment multiplier of a program was also positively influenced by the share of investment dollars going to firms based in California rather than to out-of-state firms. 

“The findings could inform recommendations for legislators and agency leaders interested in maximizing the number of jobs supported by California Climate Investments,” DeShazo said.  

The researchers note that state agencies could design or update programs to involve sectors with high employment multipliers, such as social services, agriculture, forestry, engineering and construction. Administering agencies could also consider incentives for grantees that contract with vendors located in California and stipulate that they purchase materials manufactured in California, when possible. The findings suggest that these considerations, along with job quality considerations, could help the state ensure multiple employment benefits from its future investments. 

The amount of California Climate Investments appropriated annually has increased significantly since the study period’s $2.2 billion, to a total of now $6.1 billion.  

Decriminalizing Latinos Is Focus of Criminal Justice Gathering Latino Policy & Politics Initiative brings together scholars, policymakers and nationally known advocates for the Latino community for a day of presentations, discussions and workshops

A recent gathering at UCLA Luskin included a full-day of programming related to efforts to advance visibility on the experience of Latinos in the criminal justice system across the United States.

Dozens of experts and scholars on Latino issues at the local, state and national levels gathered on campus May 31, 2018, for a day of presentations and workshops organized by the Latino Policy and Politics Initiative (LPPI) and LatinoJustice PRLDEF. Attendees included a number of nationally known advocates for Latinos, including LatinoJustice President Juan Cartagena.

“It is so reaffirming seeing Latinx people talking about these issues,” Cartagena told a packed classroom of workshop participants, including several UCLA Luskin students. “Everyone in this room should be listed as experts.”

The sessions began with an introduction from Dean Gary Segura, who was also one of the participants in a high-level strategy workshop focusing on Latino civil rights and the U.S. criminal justice system.

He told attendees that he helped found LPPI in part to address a shortfall in research about issues of importance to Latinos, including inequalities in the criminal justice system.

“People across the ideological divide agree that this is an issue for the Latino community,” said Segura, who said he hoped the day would provide an opportunity for attendees to “think constructively about the things that have to happen” in order to bring about change.

A discussion hosted by LPPI’s founding director, Sonja Diaz, followed with Cartagena and Matt A. Barreto, a professor of political science and Chicana/o Studies at UCLA and the other co-founder of LPPI. They zeroed in on the fact that national discussions have historically downplayed the impact on Latinos of criminal justice policies related to policing, mass incarceration or unequal rates of prosecution.

“Why are Latinos invisible in this discussion?” Barreto asked. “It’s because we are invisible in the data.”

For example, the U.S. Census has historically grouped Latinos with whites in its tabulations based on ethnicity. And this shortcoming has been replicated in much of the research at the state and local levels.

“So many people don’t count Latinos,” Barreto said. “This makes advocacy impossible.”

Today, some states still do not count Latinos as a separate group, he said. Even when Latinos are specified in the data, “some counties have better data than others.”

Discussions like this one continued for several hours, and participants had an opportunity to hear from wide range of people — scholars, policymakers and community advocates. That evening, the participants viewed a sneak peek of the in-progress documentary, “Bad Hombres,” by award-winning filmmaker Carlos Sandoval, and then heard from the director, Cartagena, UCLA lecturer Virginia Espino, and from some of the people featured in the film.

Noting an “insurmountable amount of knowledge of Latino criminal justice knowledge on the stage,” second-year UCLA Luskin student Gabriela Solis Torres participated in the gathering and shared her impressions via social media, saying, “I am so honored to be in the same of the room as such inspiring leaders.”

‘Get Comfortable Being Uncomfortable’ In commencement address, Riverside Mayor Rusty Bailey issues a call to action to more than 200 change agents from Public Policy, Social Welfare and Urban Planning

Before conferring hard-won master’s and doctoral degrees upon the 2018 graduating class of the UCLA Luskin School of Public Affairs, Dean Gary Segura gave one last assignment:

“Act! Act on … any of a dozen major challenges facing the United States and the world. Act! Make this world better. Make this country what it aspires to be.

“Our celebration today is less about what you’ve already done and far more about what you are expected to do,” Segura told the more than 200 Public Policy, Social Welfare and Urban Planning students graduating before an audience of family, friends and faculty in UCLA’s historic Royce Hall on June 15, 2018.

Following the conferral of degrees, the celebration continued at an outdoor reception. The sea of black graduation gowns was brightened by a rainbow of tassels and academic regalia, along with elaborately decorated mortarboards that told the students’ stories, if in a few words:

“For my family that dreams beyond borders.” “53, got my degree.” “Every end is a new beginning.” One message, in Spanish, thanked parents … and coffee. Another honored the past and projected hope for future generations: “I am my ancestor’s wildest dreams.”

One UCLA Luskin grad who put his degree to good use is William R. “Rusty” Bailey MPP ’99, who is now in his second term as mayor of Riverside, California.

“Rusty Bailey’s leadership of Riverside has been characterized by a willingness to put human well-being at the forefront of his city’s agenda,” Segura said, introducing the keynote speaker. The dean cited Bailey’s focus on serving the city’s homeless, encouraging green development, enhancing mass transit and supporting the arts for his hometown of more than 300,000.

Bailey recalled the two decades since he was admitted to the first MPP class at UCLA Luskin.

“I was sitting where you were almost 20 years ago,” said the West Point graduate and former city councilman. “This institution gave me the tools, the confidence and the network I needed to achieve my ultimate career goal of serving as the mayor of my hometown. …

“If there’s any group of people prepared to tackle these issues and others I’ve mentioned, it is you — UCLA Luskin School graduates,” said Bailey, who was named MPP Alumnus of the Year in 2013. “You are equipped with a well-rounded toolkit that includes social advocacy, policy analysis and community development along with an incredible network of professors, research centers and alumni to keep you encouraged, motivated and accountable.”

Bailey cautioned, “You better get comfortable being uncomfortable,” but added, “Luskin has prepared you to handle it.”

Like the dean, Bailey ended his speech with a challenge for the graduates: “Let’s make it happen. Go out into this world and make things happen for your neighbors, for your families and for humanity.”

Student speakers representing each Luskin School department underscored the message that their work is not done.

“We did it, but we didn’t do it alone,” said MPP Ramandeep Kaur, the daughter of immigrants who spoke for her classmates in thanking those who made their accomplishments possible. “Hopefully now we can explain what public policy means,” she joked.

Kaur said that public policy has historically been used to support discriminatory practices in housing, zoning ordinances, transportation and labor. “But in my hands, in our hands, it can mean so much more,” she said. “In our hands, having a master’s in public policy means having the tools to upend the status quo and disrupt those narratives.

“As change agents, we’re going to rewrite history and those unjust public policies.”

Urban Planning student speaker Aleli Balaguer said her fellow graduates have been more than just classmates during the rigorous two-year program.

“They are kind, passionate, honest, forthright and unwavering in their vision,” Balaguer said. Coming from very different backgrounds, they shared family stories over meals and traveled the globe together, from New Orleans to Mexico to Japan, the Philippines and Indonesia, she said.

“We hosted each other in our families’ homes and worked on group projects until the sun rose, and we presented at Google and multiple city halls,” she said. But, most importantly for Balaguer, “We imagined better, more equitable cities together.”

Social Welfare class speaker Gabriela Hernandez told her fellow students and audience members, “Today, after years of difficult work, I have reclaimed my anger. I am no longer ashamed to be angry. I call my anger passion.”

She recited a poem recounting her journey in the MSW program to “remind us that no matter how far from slavery and segregation we have gone, there is still hella work to be done.”

Her poem concluded:

“The work does not end when you cross the stage/
You were born to fight for life/
I refuse to let this diploma allow my fight to fade/
The work does not end when we cross the stage/
It marks the beginning/
Let my words sink in, feel what you got to feel then please turn that page/
The work does not end when we cross the stage/
Smile because you deserve it, but do not forget those still trapped in a cage/
The work does not end when you cross the stage/
You call it rage, you call it anger, it’s passion/
Let us hold each other up, together, let us take action”

This year, Segura said, the Luskin School has been true to its mission: improving the quality of life for individuals, families and communities. Students and faculty have taken on issues including greenhouse gas abatement, prison population reduction, gentrification, gun violence, home ownership and homelessness in Los Angeles, and economic development across Asia, Africa and Latin America, he said.

But the challenges that lie ahead are great, he warned.

“We live in perilous times. You enter a career in public well-being at a time when longstanding assumptions about our values as a society are challenged in ways most of us had never imagined possible,” Segura said.

Of the separation of migrant families at the nation’s border, he said: “Today, here in the United States of America, 10,000 children are being held in detention, in cages, with foil blankets, ripped from their parents’ arms. Over 1,400 of them have been misplaced, gone missing, some likely into child trafficking. The country plans to build a camp — a camp — to hold 5,000 more children.”

The dean then asked pointedly, “What are you going to do about this? Indeed, what am I going to do about this?”

Segura sent the newly minted change agents into the world with the words of Henry David Thoreau, “Be not simply good; be good for something.”

Immersed in the Real World The yearlong Applied Policy Project puts MPP candidates on the front lines to grapple with issues close to home and far afield

It’s a year’s worth of exacting work, whittled down to a 20-minute talk.

And for some, it’s over in a flash.

“We were all talking about it afterward. ‘That was 20 minutes? It felt like five minutes!’ ” Ramandeep Kaur said of her team’s Applied Policy Project presentation, a rite of passage for all Luskin School MPP candidates.

Kaur’s team was one of 13 to stand before a packed lecture hall over three evenings in May. Each succinctly presented a policy issue, reviewed their research, made a case for the wisest course of action — then fielded a barrage of questions from their peers and professors. They also produced polished reports laying out their findings in detail.

In short, they were using skills each will need as they leave UCLA Luskin and put their master’s degrees to work.

“These Applied Policy Projects are extremely beneficial to our MPP students as they are an opportunity to put all of their policy analysis skills to work in a real-world setting,” Public Policy Vice Chair Manisha Shah said.

“In their first year, students learn so many of the tools necessary to do policy analysis, and then in their second year, they get to implement these tools in the APP,” Shah said. “The final product is an important piece of policy analysis on topics ranging from health to housing to the environment to social justice issues … and the list goes on.”

This year’s APP teams conducted rigorous research on issues near and far — from the drinkability of Los Angeles tap water to human rights abuses in Europe.

Some of the teams formed a year in advance, as students with similar interests and complementary skill sets banded together. Knowing they would work on the APP during their entire second year, they chose topics close to their hearts.

“I knew I wanted to do a project I was passionate about, a project that had an advocacy lens on it,” Kaur said.

Teammate Annia Yoshizumi had worked with the UCLA Luskin-based Center for Neighborhood Knowledge (CNK) and suggested pursuing a project on housing. Allan Nguyen and Xiaoyue Zheng brought strong data analysis skills to the team, Kaur said.

Their research on the impact of drastic rent increases in unincorporated L.A. County benefited two clients, CNK and the Los Angeles Center for Community Law and Action.

“For me personally, I did grow up in L.A., and my parents did live in a rent-controlled apartment, and they were able to then save a lot of money and purchase a house,” Kaur said. “But that’s not an opportunity that many people have. So how do you tell that story so that people understand?”

Another team focused on preserving undocumented patients’ access to healthcare in a time of anti-immigrant rhetoric. Two of the team’s members are earning concurrent MPP and M.D. degrees through UCLA’s Prime Program, including Joe Torres, who was undocumented himself until he became a U.S. citizen in 2016.

Working with Venice Family Clinic, which has provided medical care to vulnerable populations in West Los Angeles for nearly 50 years, the team paired data analysis with extensive surveys in English and Spanish. Among the findings: In the wake of the 2016 presidential election, 64 percent reported more fear or anxiety about ICE raids specifically at clinics, and 39 percent felt less safe taking their U.S. citizen children to the doctor.

To maintain the trust of its patients, Venice Family Clinic should step up the security of its patient records and forge partnerships with legal advocates in the community, the team recommended.

This year’s APP clients were a diverse lot, including the Partnership for L.A. Schools, the Clean Power Alliance, the European Implementation Network, an administrative judge for the Equal Employment and Opportunity Commission and several local government entities.

One team that shared an interest in international development took on the World Bank as a client. Their focus was assessing financial incentives for hospitals in the Kyrgyz Republic to improve infant and maternal mortality rates.

Key to the project were interviews conducted with agencies on the ground, team member Tanya Honey said.

“That’s the thing I love to do — I love doing outreach,” said Honey, who spent hours on international calls with the World Health Organization, United Nations and USAID. She credits faculty advisor Wes Yin with pushing the team to use these conversations with experts to provide context to their data.

“I think that was extremely valuable to our project,” Honey said, adding, “I’ve never heard so many Russian accents!” With a bachelor’s degree in linguistics, Honey speaks Spanish, French, Italian, Chinese, Hindu and English, but “not Russian — yet.”

To prepare for their APP presentation, Honey’s team recruited students from the Luskin School’s third-floor Commons to serve as a mock audience.

“We were definitely a little bit nervous,” she said, but fortunately her team had substantial experience in public speaking. Teammate Parshan Khosravi is an officer and advocate with the Graduate Students Association, and others have taught classes as teacher’s aides or presented papers at symposiums.

Another APP tradition also helped calm nerves: dressing like you mean business. “I actually feel more confident when I dress up,” Honey said.

Following each APP presentation is a question and answer period that can be daunting. While everyone in the audience is supportive of the presenters, many are also experts in their fields and can readily spot holes in data, assumptions and methodology.

Kaur’s team knew that its main policy recommendation — a rent stabilization ordinance — was controversial.

“A lot of economists do not like RSOs, so we knew we were going to be hit with a lot of questions about that,” she said.

But her team was confident in their analysis and ready for any challenge they might face.

“We did a mock presentation in front of both of our clients, and had them ask us really hard questions that they get in the field when they talk about any sort of tenant protection policy,” she said. “So that really prepped us.”

Also important to Kaur’s team was putting a human face on their policy analysis. They included tenants’ voices because “we really wanted to frame it in a way that people understood who this policy was going to impact.”

Faculty advisors for this year’s APP teams were Shah, Yin, Meredith Phillips and John Villasenor. “What’s great about the experience is that, while it is a real-world experience, it is also a guided experience in that each group is assigned to a Public Policy professor who advises them through the entire process,” Shah said.

This year, three APP projects were singled out for special recognition:

A Call to Action Two-day UCLA Luskin Lecture event champions academic research to help community activists promote societal change to address issues such as inequality, urban displacement and California’s ongoing housing affordability crisis

In Los Angeles during a time that is so rife with political conflict, it’s hard to find a topic upon which everyone seems to agree. But UCLA Luskin’s Ananya Roy quickly honed in on just such an issue during her opening remarks at a two-day event convened by the UCLA Luskin School of Public Affairs.

“Rent is too damn high,” said Roy, a professor of urban planning, social welfare and geography who also serves as director of the Institute on Inequality and Democracy (II&D) at UCLA Luskin.

Her declaration generated rousing applause from the crowd of about 250 students, scholars, community organizers, local residents and other stakeholders who gathered on April 26-27, 2018, at L.A. Trade Technical College near downtown Los Angeles to ponder the lack of affordable housing and other issues that are of special importance to residents in lower-income areas such as South L.A.

Participants in the event, “Black, Brown, and Powerful: Freedom Dreams in Unequal Cities,” also learned of recent research and discussed solutions to problems such as urban displacement, racialized policing, criminal justice debt, forced labor, and the mass supervision and control of youth.

UCLA Luskin Dean Gary Segura welcomed the crowd, telling them that the event was part of the Luskin Lecture Series, which is intended to enhance public discourse for the betterment of society.

“The Luskin School is home to three public-facing departments. I want to emphasize that — public facing,” Segura said. “I like to say that the Luskin School of Public Affairs puts the public back in public higher education research institution.”

Roy said one of the goals of the institute she directs is to share “freedom dreams” through research and teaching. “We borrow this beautiful phrase, freedom dreams, from our rock at UCLA, Robin D.G. Kelley,” said Roy, referring to writings by the esteemed UCLA distinguished professor of U.S. history.Freedom, Robin notes, is an integral part of the black radical tradition and its global imagination.”

The Institute on Inequality and Democracy is certain that “university-based theory and research has a role to play in transforming unequal cities,” Roy said. “But II&D is also certain that this role can only be meaningful when it is in humble partnership with social movements and community-based organizations that are on the frontlines of struggle.”

Freedom Dreams

Holding the event at L.A Trade Tech rather than on the UCLA campus was about more than geography.

“Here in South L.A., there are fierce struggles for self-determination, for black and brown power, for resistance in defiance of banishment,” Roy said.

Over the course of one evening and almost a full day of programming that followed, attendees heard from a variety of speakers and engaged in discussions during workshops that included representatives not only from UCLA and L.A. Trade Tech, but also from the Los Angeles Black Worker Center, Urban Habitat, Right to the City Alliance, and a wide variety of community-based organizations such as the Watts Leadership Institute and Loving Hands Community Care.

Attendees also were treated to music and dance from “Lockdown Unplugged” by Bryonn Bain & the Lyrics Crew. Funmilola Fagbamila, a founding member of Black Lives Matter LA, also presented a stirring spoken-word performance derived from her recent play, “Woke Black Folk.”

In addition to Roy and Segura, speakers from UCLA included:

  • Paul M. Ong, professor emeritus of urban planning, social welfare and Asian American students and the director of the Center for Neighborhood Knowledge, who spoke about recent research that found little progress in improving the lives of residents in South L.A since the Kerner Commission report in the 1960s.
  • Manuel Criollo, activist-in-residence at II&D, who talked about his research into the so-called school-to-prison pipeline that often results when school police officers focus primarily on punishing youthful offenders rather than dealing with the underlying societal issues that lead many youth to commit antisocial acts.
  • Jorja Leap, adjunct professor of social welfare and director of the Watts Leadership Institute, who was joined on-stage by Kathy Wooten of Loving Hands Community Care for a discussion of that nonprofit organization’s efforts to serve families of murder victims, specifically mothers who have lost a child to violence.
  • Lola Smallwood Cuevas, project director at the UCLA Labor Center and director of the Los Angeles Black Worker Center, who noted that 50 percent of black workers in South L.A. are either unemployed or earning subminimum wage.

The second day of the event focused heavily on problem-solving strategies and advice for organizing to promote solutions. Three separate workshops took place, producing discussions about the shared vision of many attendees to use research and analysis as a foundation to build proposals that will result in meaningful societal change.

A wrap-up session was moderated by Roy and Pete White of the Los Angeles Community Action Network.

The event was an opportunity “to be and think together,” Roy said, “in what is often a divided city with dispersed urban life. Now at II&D we take up some new mandates of research and action that emerged from this convening.”

Another Super Trivia Night Annual Super Quiz Bowl brings out UCLA Luskin’s best — and most competitive — for an evening of brain-teasing questions, some good-natured teasing and plenty of hearty laughter

UCLA Luskin’s annual trivia competition was held for a sixth year on May 31, 2018, inside a tent on the 3rd Floor Terrace of the Public Affairs Building.

Organized by Luskin Director of Events Tammy Borrero with assistance from students and numerous staff members, the structure of the event led to a tightly competitive night, with more than 100 people in attendance and various teams of students, faculty, alumni and staff from all over UCLA Luskin still in contention until final tallies were made.

In the end, Public Policy snagged first and second place thanks to Quiz Bowl ChAMPPions (helmed by UP SAO Sean Campbell) and Bees Get Degrees (with alum and Luskin Center staff member Kelly Trumbull).  City Bootyful, with Juan Matute of the Lewis Center and ITS leading the charge, got Urban Planning on the map in third place. Team No Faculty, headed by alumna Alycia Cheng, finished just short of third and a near-sweep for Public Policy.

The winning team’s name will be engraved on the new Super Quiz Bowl trophy, joining previous winners such as teams led by faculty members Brian Taylor and Sergio Serna, both of whom were back this year but ultimately fell short of capturing the magic a second time.

Grad Night funding was again based on participation, and 50 percent of the proceeds will be divided among all three UCLA Luskin departments because each department fielded at least one team. Urban Planning won the other categories related to attendance and total team participation.

In addition to the numerous student participants (some returning for a second try and some testing their Luskin knowledge for the first time), the event brought in several faculty participants. In addition to Taylor and Serna, the faculty on hand were Kian Goh, David Cohen, Michael Manville, Ayako Miyashita Ochoa and Joan Ling. Participating alumni included Taylor, Manville, Ling, Trumbull, Matute, Cheng and James Howe.

Staff members who competed were the winning team’s Campbell, plus Social Welfare’s Tanya Youssephzadeh and Public Policy’s Oliver Ike. Executive Director of External Relations Nicole Payton provided several questions. Many other staff members and students helped out as needed and hovered in the background to join the fun and cheer on their friends and colleagues.

As the pictures posted to the UCLA Luskin Flickr feed show, it was a fun-filled night of friendly competition that brought the entire UCLA Luskin community together to wrap up the academic year.
