Her Personal Journey Forged a Path for Others Founder of outreach to women in the sex business is named alumna of year by UCLA Luskin Social Welfare

Harmony (Dust) Grillo clearly recalls those moments when she knew she could change the trajectory of her life.

At a group home where she lived briefly in high school, a counselor told her he was going to college because “‘I’m going to be the first black president of the United States.’” He was not Barack Obama. But his words made her rethink her opinion that school was a waste of time.

“I remember really being moved by his belief in himself and his audacity,” Grillo said. “And I made a decision that day that education could be a life raft for me, to get me out of the situation that I was in.”

That situation was forged by a childhood of trauma. Since the age of 5, she had suffered sexual and emotional abuse. At 13, she was left to care for her 8-year-old brother for three months, with nothing more than $20 and a book of food stamps. In her teen years, she became entangled in toxic relationships with men in her neighborhood.

By age 19, she had $35,000 in debt. Her boyfriend persuaded her to earn money as a stripper, just for a couple of months. Three years later, she was still in the business.

Grillo had not given up on her education. With a 4.0 GPA from Santa Monica College, she had been accepted at UCLA. By day, she was a studious psychology major. By night, she was “Monique” at a strip club near LAX.

Then came the next pivot that changed Grillo’s life. A friend encouraged her to come to church, where she heard over and over that she was made for a purpose.

“I was in the club one night, and it just dawned on me that this couldn’t be what I was put on this planet to do,” she said.

Grillo walked away from the strip clubs, the controlling boyfriend and the belief that she had no power over her life. Her calling, she decided, was to use her pain to help others heal. And then came another turning point.

She was on track to earn a Ph.D. in psychology but switched to the MSW program at UCLA Luskin.

“People who can afford psychologists don’t tend to be the kind of clients that I felt drawn to. That’s why I switched over to social work,” she said.

Just as she began her graduate studies in 2003, Grillo launched Treasures, an outreach to women caught up in the sex business. The timing was perfect, she said. She used research assignments, literature reviews and behavior analysis to expand her understanding of women in the commercial sex industry, as well as her own past.

“I began to recognize that, oh, this thing that I keep seeing, these women who again and again feel like they just can’t take that next step forward, oh, it’s learned helplessness,” she said.

At the Luskin School, Grillo earned a spot in the competitive CalSWEC program, which funds graduate education in exchange for service in the Los Angeles County child protective services.

“Harmony had this kind of light about her, this energy,” said Laura Alongi Brinderson, who has been with CalSWEC since 2001 and now serves as its coordinator. “She really had compassion and empathy for people who walked a difficult road.”

Alongi has followed Grillo’s career as it branched out from direct outreach to program development, fundraising and “how to keep an agency running.”

“Part of our mission at Luskin is to encourage leadership, and she really has established herself as a leader in her field. She has created a national hub for this type of work,” Alongi said. “It’s been incredible what she’s been able to do.”

Since Grillo received her MSW in 2005, Treasures has blossomed. From their base in the San Fernando Valley, known as the capital of the porn industry, the staff of four has trained a multitude of volunteers from 120 cities on six continents.

“It can be overwhelming,” said Grillo, who is also kept busy with a husband, 10-year-old daughter and 1-year-old son, as well as the recently published second edition of her memoir, “Scars and Stilettos.”

Her faith-based nonprofit interacts with women in strip clubs and the porn industry, on online forums where sex is sold, and in juvenile detention centers. Its signature outreach is a small gift bag with donated cosmetics and resources. No pressure, Grillo said, just information.

For women who choose to leave the sex industry, Treasures offers many services, including a survivor-led support group, financial assistance, even a wardrobe closet. This spring, the closet was filled with elegant dresses that women could wear to the nonprofit’s annual fundraising gala.

In May, UCLA Luskin honored Grillo’s accomplishments by naming her the Joseph A. Nunn Social Welfare Alumna of the Year.

“When I’m looking at the trajectory of my life, and I’m looking at those defining moments along the way, I see people who had an opportunity to influence my life” — an important reminder for those in the field of social work, Grillo said. “Maybe they never knew what kind of impact they were having. But they had an impact.”

Monkkonen Guides Discussion of L.A.’s Housing Needs Key players who represent state, regional and municipal interests discuss how state law impacts the process of housing allocation in each jurisdiction

“Let’s get ready to … RHNA!” That was the rallying cry from UCLA Luskin Associate Professor Paavo Monkkonen during a recent panel discussion on Los Angeles’ housing needs with policy experts familiar with the state’s Regional Housing Needs Assessment (RHNA) process.

California’s 1967 housing element law — and the RHNA process — is an underemphasized aspect of state policy that matters just as much today as it did half a century ago, the panelists said.

Held May 15, 2019, “Planning for the Housing That Greater L.A. Needs” was the third and final installment for the year in the Housing, Equity and Community Series, a partnership between the Lewis Center for Regional Policy Studies at UCLA Luskin and the UCLA Ziman Center for Real Estate.

The event was moderated by Monkkonen, associate professor of urban planning and public policy. Providing the state’s perspective was Melinda Coy, senior policy specialist with the California Department of Housing and Community Development. Providing the regional view was Ma’Ayn Johnson MA UP ’05, who is a senior housing and land use planner at the Southern California Association of Governments (SCAG). Representing municipalities was Diana Varat JD/MA UP ’08, who works at Richards, Watson & Gershon, a firm that specializes in public law services.

California’s housing law seeks to ensure that cities zone for enough housing to accommodate population growth. In the RHNA process, state agencies project the population growth of each region. Then, metropolitan planning organizations like SCAG allocate a number of housing units to individual cities based on the projected growth. Cities are then required to demonstrate that they have enough capacity to accommodate these additional housing units, but RHNA does not force cities to build those units. Enforcement is spotty and construction often lags, resulting in housing shortages in many areas.

Recent state legislative actions have sought to reform the RHNA process, with a particular eye on equity. These and other issues related to the RHNA process are detailed in a newly released Lewis Center brief.

Gov. Gavin Newsom recently vowed to enforce RHNA targets more strictly, and his office has gone as far as initiating lawsuits against cities that are not meeting their targets, including Huntington Beach.

Coy described the state’s expanding role in promoting and enforcing RHNA targets, including providing technical assistance to help local governments comply. Coy also mentioned that her department’s staff has increased, reflecting the governor’s emphasis that housing planning be taken seriously.

The complexity of regional governance over the 191 cities and six counties represented by SCAG was emphasized by Johnson. She also cited the importance of having a social justice and equity perspective when RHNA targets are allocated to individual cities so that racial and low-income housing segregation is avoided. She also mentioned that RHNA targets will likely increase to reflect unmet need, not just projected growth.

As a contract attorney working on housing compliance with various California cities, Varat characterized the law as requiring cities to “collect research and ignore it.”

Varat pointed out that identifying sites for affordable housing is a burdensome task for cities. And because it is not coupled with a requirement that those sites actually be developed as affordable housing units, the effort is often moot.

Coy described the housing element law as an effort to create a public safety net for what is otherwise an unprotected essential need. Varat, however, countered that the state’s effort to dictate city policy is based on a presumption that cities hold the power to develop new housing — in most cases, developers actually hold that power.

Another tension between local autonomy and regional/state authority involves existing affordable housing units. Varat criticized the housing element’s emphasis on new units, rather than preservation of existing affordable units. Coy acknowledged this shortcoming, saying that individual RHNA targets are supposed to include existing units, but they seldom do.

One lesson was clear — participation matters. Johnson informed the audience that meetings of SCAG are held monthly and are available by webcast. Both Coy and Varat underscored the importance of planning education and community engagement, and they see promise that the upcoming round of RHNA targets will better address previous gaps.

Planning for Housing

Charting the Rise of Latino Empowerment UCLA Luskin Lecture brings together political forces who forged a path for the next generation of leaders

Leading Los Angeles political figures who paved the way for Latino empowerment over the last half-century took the stage at UCLA to share their strategies and personal stories — and underscore that the work is not finished.

To longtime Angelenos, their names were familiar: Alatorre, Cedillo, Molina, Polanco and Villaraigosa. Collectively, their influence has been felt far beyond Southern California.

The speakers are among 10 L.A.-based pioneers profiled in the book “Power Shift: How Latinos in California Transformed Politics in America.” Authors George Pla and David Ayón joined the May 14 conversation in the Ackerman Grand Ballroom as part of the Meyer and Renee Luskin Lecture Series.

“There are 60 million Latinos in the United States, 15 million in California. And the panelists are right, they continue to be stereotyped, continue to be invisible,” Pla said. “But ‘Power Shift’ is not about one group over another. It’s an American story about a group of individuals who have made contributions to our entire society in California and the United States.”

Blazing trails carries an immense responsibility, the panelists agreed.

“We had to kick open the door in order to really get in there and set the example,” said Gloria Molina, the first Latina to be elected to the California legislature and to Los Angeles City Council and the first woman on the L.A. County Board of Supervisors.

“Being the first, everybody was watching. It’s really very important to be at your best all of the time,” she said.

Friends since high school, Gil Cedillo and Antonio Villaraigosa became passionate political activists during their years at UCLA in the early 1970s. Cedillo went on to serve in the state legislature and now sits on the L.A. City Council. Villaraigosa spent decades in public service, including as speaker of the California Assembly and mayor of Los Angeles.

Also in the 1970s, Richard Alatorre was elected to the Assembly before becoming, in 1985, only the second Latino to serve on the L.A. City Council in the 20th Century.

Richard Polanco completed Alatorre’s Assembly term, launching a 15-year tenure in the legislature that was hailed for increasing Latino representation.

“Tonight is really important to me personally,” said Gary Segura, dean of the UCLA Luskin School of Public Affairs, which hosted the event. Segura’s work in Latino politics began in the 1990s, when California was roiled by two ballot initiatives. Proposition 187, which denied public services to undocumented immigrants, was later found unconstitutional. Proposition 209, which banned affirmative action in public hiring and university admissions, is still in place.

“I owe my career, and in many ways my current position, to the mobilization of Latino electorates and leaders that resulted in those wars of the mid-1990s that reshaped California and will reshape, eventually, the United States,” Segura said.

Sonja Diaz, the evening’s moderator, noted that the gathered leaders were anything but single-issue politicians. On health care, LGBTQ issues, voting rights and community development, they effected changes felt far beyond the Latino community, said Diaz, executive director of the Latino Policy and Politics Initiative, which is based at UCLA Luskin.

Villaraigosa concurred. “Across the board, all of us, we were not just Latino leaders, we were leaders for the whole state. We were progressives in our time, focusing on issues across the spectrum,” he said.

While coalition-building is important, Cedillo said, “We should be very clear that our community at this very moment is under attack, under siege” by a Trump Administration that has demonized the Latino community. “We should not pause or be shy about organizing ourselves as a community to defend our interests.”

Inspiring the next generation of Latino leaders is key to that effort and part of the reason “Power Shift” was written. The book also profiles political and labor leaders Miguel Contreras, Maria Elena Durazo, Ed Roybal, Art Torres and Esteban Torres.

The Luskin Lecture audience included two UCLA undergraduates who arrived early enough to receive a free copy of “Power Shift.”

Tatiana Velasquez, a chemistry and materials science major, and Patricia Valdezco, a political science major, said they grew up in California but were not aware of the trailblazing history of the evening’s speakers.

“It always goes back to the state curriculum, and what’s being taught is not this,” Velasquez said.

Molina recounted a conversation with her young niece, who read “Power Shift” and asked her classmates to name leaders in the Latino community.

“These sixth-graders had a hard time coming up with a name, but they finally concluded that it was Cesar Chavez and Pitbull,” Molina said. “The children got very angry. … They said, ‘Why aren’t we learning this? Why don’t we know this?’ ”

She added, “We need young people to understand that this isn’t a history that was, oh, way back then and now is now. We need to continue that kind of leadership today. … We are not finished. Our agenda has just begun.”

Power Shift

Census 2020 and Its Impact on Los Angeles Experts and community organizers discuss a potential citizenship question on the U.S. Census and how to prevent undercounts in minority communities

With the next U.S. Census in 2020 drawing near, political and community leaders are working now to plan strategically and ensure that all communities are accurately counted in Los Angeles.

With that in mind, a recent panel discussion hosted by Sonja Diaz, executive director of the Latino Policy and Politics Initiative (LPPI), focused on issues related to the 2020 Census.

The Trump administration has pushed to add a question about respondents’ citizenship status to the 2020 Census, and accurate counts of communities across Los Angeles are threatened, many experts say. According to research by UCLA Professor Matt Barreto, 69.9 percent of Latinos, 39.4 of blacks and 99.9 percent of Asian Americans and Pacific Islanders expressed concern that the citizenship question would lead to their immigration status being shared with Immigration and Customs Enforcement (ICE).

“Community groups need to prepare … With or without a citizenship question, there will remain major concerns and fear among our communities,” Barreto told a crowd on the UCLA campus during an April 24 panel discussion about the Census.

Barreto, who is faculty co-director of LPPI, and other experts have noted that billions of dollars in federal program funding is at stake. The Census also determines the number of representatives for each state in the U.S. House, so an undercount could cost California some political clout.

To ensure this does not happen, community organizations can play a vital role.

Erica Bernal-Martinez is chief operating officer of the National Association of Latino Elected Official (NALEO) Educational Fund, the nation’s leading nonprofit, nonpartisan organization that facilitates full Latino participation in the American political process. Even without a citizenship question, Bernal-Martinez said, many vulnerable communities are often undercounted.

Members of Bernal-Martinez’s organization work closely with community leaders across the United States in an effort dubbed Get Out the Count. This year, children are one of the campaign’s focuses, because “400,000 Latino children were not counted in the 2010 census,” she said.

Los Angeles County represents a fourth of the state’s population, and it is one of California’s hardest-to-count regions, particularly within the county’s most diverse neighborhoods in central and east Los Angeles, and south to Compton. But there are best practices that can increase participation even in communities that often have low civic engagement.

For example, Berenice Nuñez, vice president of government relations at Altamed, shared her agency’s tactic to promote election participation in communities with low-propensity voters. Altamed is the largest federally qualified health center in California, and the organization produced an innovative voter mobilization campaign aimed to inform, empower and mobilize their patients and employees during the November 2018 midterm elections.

The campaign included such strategies as canvassing, registering legal residents to vote, distributing bilingual voter guides, sending phone messages about upcoming elections while patients were on hold, and providing transportation assistance on Election Day.

An analysis conducted by LPPI of Altamed’s campaign found remarkable success for the strategy. The Latino vote increased by 432 percent in South Gate and 330 percent in Boyle Heights, which were two targeted communities.

“I challenge you to join us at the table to make sure our communities are counted,” said Nuñez, who encouraged community leaders in attendance at a UCLA event in April to use the Altamed campaign as a model for future elections — and to ensure participation in minority communities during the 2020 U.S. Census.

A Moral Imperative to Combat Homelessness A dialogue on 'the most pressing problem in this region' draws in civic leaders, scholars and citizens

Ending homelessness is a stated priority for legislators and policymakers up and down the state.

But it’s also a moral imperative for every citizen, one that will “define our civic legacy in the eyes of future generations,” said Los Angeles County Supervisor Mark Ridley-Thomas.

“Homelessness is the most pressing problem in this region,” he said to open a wide-ranging dialogue hosted April 30 by UCLA’s Blueprint magazine. “Mere steps away from the dozens of cranes looming above the gleaming towers of downtown, we find Angelenos — our brothers and our sisters — in utter squalor.”

Blueprint is a civic affairs publication of the UCLA chancellor’s office and the UCLA Luskin School of Public Affairs. The event drew about 100 people to Cross Campus, a co-working venue in downtown Los Angeles.

Joining the conversation were public officials and scholars on the front lines of the region’s fight against housing insecurity: Phil Ansell, director of L.A. County’s homeless initiative; Christina Miller, deputy mayor for the city of Los Angeles’ homeless programs; and Vinit Mukhija, chair of UCLA Luskin Urban Planning. Mukhija’s research focuses on substandard housing in the United States and abroad, and it was featured in the latest issue of Blueprint. Editor-in-chief Jim Newton, a UCLA Luskin lecturer in public policy, moderated the panel.

Stark numbers framed the conversation: “We have 52,000 people on any given night experiencing homelessness in the county,” Miller said.

To ensure housing security for all who need it, 560,000 affordable units must be built, Ansell added.

The discussion made clear that homelessness takes many forms. The chronically homeless may spend years on the street. Others find shelter in their cars or dwell in makeshift or substandard living conditions. Many drift in and out of homelessness due to precarious incomes and high rents.

Each of these populations requires a different response. And all of the proposed solutions require not just money, but time.

Miller said 10,000 “permanent supportive housing” units will be built over 10 years thanks to Proposition HHH, the $1.2-billion city bond measure passed by voters in 2016. These units are designed for people suffering chronic disabilities — a small subset of those in need.

For short-term assistance such as temporary rent subsidies and job training, both the city and county offer rapid rehousing programs.

“People haven’t always connected the fact that the homelessness crisis is a housing crisis,” Miller said. “We see our system get better at lifting people up once they become homeless and getting them back into housing as quickly as we can, but we’re not seeing progress because the tide is too strong.”

Mukhija advocated for interim steps to provide safe living conditions while more permanent solutions make their way through the system.

“I love hearing all the numbers about 10,000 permanent supportive houses, and I think that’s the kind of thing that gets people galvanized to vote for a proposition and that’s wonderful,” he said. “But I would like to see storage for the homeless. I’d like to see more toilets. … I would like to see money targeted for improving existing accessory dwelling units,” such as garages that can be converted into shelter.

Ansell spoke about the county’s expanding Safe Parking L.A. program, which will soon be the largest of its kind in the nation.

“Safe parking means a parking lot where a person who lives in their car, van or RV can sleep safely at night, where there is security and they won’t be bothered, and there’s [an outdoor toilet] or other restroom facility, and hand washing,” Ansell said. “I think that’s a very important and promising strategy, particularly in a community where over half of our unsheltered homeless population is living in vehicles.”

Another county resource is la-hop.org, the county’s homeless outreach portal. “Anyone in Los Angeles County — a resident, a first responder, a city employee, a business, a faith organization — can use it 24 hours a day” to reach one of nearly 800 full-time outreach workers, Ansell said. A homeless person who needs immediate assistance should find a phone and dial 211.

The county’s homeless initiative was bolstered by the 2017 passage of Measure H, a sales tax expected to raise more than $350 million a year to combat homelessness. However, Ansell said, “This is not a crisis that the county can effectively address on its own.”

Citing support from government, philanthropy, the nonprofit sector and faith organizations, Ansell said, “We have hundreds of organizations and thousands of people who are involved on a full-time basis as part of this movement, and hundreds of thousands of other Los Angeles County residents who care very deeply about bringing their homeless neighbors home.”

“Housing and the Homeless: A Crisis of Policy and Conscience” is the theme of Blueprint’s latest issue, funded by a grant from Wells Fargo Bank.

Government Leaders, Scholars Discuss Policy Solutions During UCLA Luskin Summit Congresswoman Karen Bass opens the inaugural convening of a research-informed, cross-sector conference about issues facing the region

Elected officials, scholars, civic leaders, and difference-makers in the nonprofit and philanthropic spheres came together April 24 to learn the results of the annual Quality of Life Index and discuss policy issues during a half-day conference put together by the UCLA Luskin School of Public Affairs.

Congresswoman Karen Bass provided the morning’s keynote address for “Luskin Summit 2019: Livable L.A.,” an event that also kicked off the 25th anniversary celebration at the Luskin School.

Bass opened the conference by jokingly telling more than 300 people in attendance at the UCLA Luskin Conference Center that she “wanted to tell you about what we are doing in D.C. because, if you watch some TV news, you have no idea what we are doing in D.C.”

Bass has served in the U.S. House of Representatives since 2011. She said that “Democrats and Republicans actually do work together” in the nation’s capital.

“We don’t hate each other,” Bass said, smiling broadly. “Our accomplishments unfortunately don’t sustain media attention. So you might hear that we passed legislation on something like gun control … and then somebody tweets, and that’s all you hear about for the next several hours.”

The congresswoman’s remarks set a cooperative tone for the inaugural Luskin Summit, which focused on finding solutions through research and policy change. The conference emphasized a Los Angeles perspective during breakout sessions moderated by UCLA faculty members that focused on issues such as public mobility, climate change, housing and criminal justice.

Providing a framework for those discussions was the unveiling of the fourth Quality of Life Index, a project at UCLA Luskin that is supported by The California Endowment under the direction of longtime Los Angeles political stalwart Zev Yaroslavsky, director of the Los Angeles Initiative. The survey asks county residents to rate their quality of life in a range of categories and to answer questions about important issues facing them and the region.

“The cost of living, and particularly the cost of housing, is the single biggest drag on the rating that residents ultimately give to their quality of life in Los Angeles,” Yaroslavsky told Luskin Summit attendees. “The unmistakable takeaway from this project continues to be the crippling impact of the cost of living in Los Angeles County, punctuated by the extraordinary cost of housing.”

The housing affordability crisis was echoed throughout the event and in the days that followed as Yaroslavsky explained details of the survey in coverage by news outlets such as the Los Angeles Times, local radio news programs, and broadcast television reports by the local affiliates for NBC and ABC.

The coverage by KABC (also known as ABC7 Los Angeles) included segments on daily news broadcasts and a follow-up discussion with Yaroslavsky scheduled to air May 26 on the station’s weekly public affairs program, “Eyewitness Newsmakers.” That program is hosted by Adrienne Alpert, a general assignment reporter at ABC7 who served as the moderator for the Luskin Summit.

Alpert also hosted a panel discussion that closed the conference, during which mayors of four cities in Los Angeles County — Emily Gabel-Luddy of Burbank, Thomas Small of Culver City, James Butts of Inglewood and Tim Sandoval of Pomona — spoke frankly about the challenges their cities face in dealing with issues such as the rising cost of housing and its potential to lead to displacement of low-income residents.

California Secretary of State Alex Padilla, a former colleague of Yaroslavsky on the Los Angeles City Council, was also in attendance at the conference. Padilla engaged in a lively exchange about election security and voter registration efforts with UCLA Luskin Dean Gary Segura during a lunch meeting of panelists, faculty members and sponsors that took place immediately after the summit.

Segura also provided remarks during the morning session, introducing Bass and giving attendees a preview of the day to follow.

“Today you will hear from a series of dedicated public officials who understand that as great as our nation is, it can be better,” Segura said. “And they are taking action to make our country and our city more effective, more innovative, more fair and more inclusive.”

During her remarks, Bass offered her perspective on the recently released investigation by special counsel Robert Mueller into Russian interference in the 2016 presidential election.

“One thing that is a responsibility by the Constitution for Congress — we are supposed to provide oversight and investigation of the administration,” Bass said. “Most of the time it’s not that controversial, and you don’t really hear about it. But it’s made to be super-controversial now because we are in a hyper-partisan situation.”

The bitter partisanship prevalent in Washington today does have a positive aspect, she said, in that Americans seem to be paying closer attention to government and political issues.

“I am hoping that this trauma that we have collectively gone through will lead to a change in our American culture,” Bass said, “because as a culture we tend not to be involved politically.”

Bass said that more people seem to have a deeper understanding of political actions related to “immigration, the Muslim ban, the environment — all the kind of negative things that this administration has done,” said Bass, a Democrat who has been critical of many Trump administration policies. “I think he has sparked a new level of awareness and involvement, where we are working across our silos. I think, ultimately, we can take advantage of this period and bring about transformative change.”

The idea of initiating transformative change was a popular notion among many attendees at the Luskin Summit, as was the focus on making Los Angeles a more livable place.

“I can’t think of a better topic than how to make our city more livable and touch on all of these different aspects of life and the built environment and our environment in Los Angeles,” said Nurit Katz MPP/MBA ’08, the chief sustainability officer at UCLA.

Wendy Greuel BA ’83 is a former Los Angeles city controller and past president of the Los Angeles City Council. She noted that the research presented during the Luskin Summit was timely and focused “on issues that matter to Los Angeles, but also to this country and this world.”

Greuel served as the chair of the UCLA Luskin Advisory Board committee that helped plan the Luskin Summit. “I think that UCLA Luskin is at the forefront of really focusing on issues that matter and being able to give us real-life solutions and address the challenges,” she said.

Another UCLA Luskin Advisory Board member is Stephen Cheung BA ’00 MSW ’07, who is president of the World Trade Center Los Angeles and executive vice president at the L.A. County Economic Development Corporation.

“I think anything that has to do with sustainability and the growth of Los Angeles as a whole is very important to the economic vitality of this region,” Cheung said as the event got underway. “So this summit and all the information that’s going to be provided will really set a roadmap in terms of what we need to do, addressing public policies in terms of creating new opportunities for our companies here.”

Jackie Guevarra, executive director of the Quality and Productivity Commission of the L.A. County Board of Supervisors, said she attended the Luskin Summit because of her interest in the issues under discussion, including housing affordability.

“Homelessness is a big issue that L.A. County is tackling right now,” Guevarra said. “That is an issue that touches all of us. … The more that we have that conversation, the more people we can get to the same way of thinking about how to address the need — so that maybe we can all say, ‘Yes, we need affordable housing, and it’s OK for it to be here in my community.’”

Misch Anderson is a community activist with the Pasadena Complete Streets Coalition, a volunteer organization created in 2013 after a series of fatal crashes involving cars, pedestrians and cyclists.

“I was feeling like my activism put me in touch with such a small, kind of silo-ized community mindset, and I really want to break out of that and connect with people on a larger level,” said Anderson about her reason for attending the summit. “I just wanted to get some inspiration.”

Her takeaway from the summit?

“The idea that we need cultural change, essentially. I think the realities of globalism should be forcing us as individuals to think more widely, more as a larger group, and not be so xenophobic,” Anderson said. “I keep hearing about cultural change [at the summit] and thinking about what can I do — what can each of us do.”

Among the UCLA students in attendance was Tam Guy, a second-year Urban Planning Ph.D. candidate who is studying equity in the city, which encompasses housing, transportation and environmental design.

“One thing that interested me about this summit in particular is that they’re bringing in people from outside academia to talk about the issues, people who are actually on the ground dealing with policy day-to-day,” Guy noted.

The Luskin Summit drew a large crowd to the UCLA campus, and several hundred people watched a live stream of selected presentations. It drew interest near and far. A prime example was a group seated together near the back of the vast ballroom during the opening session — high school students from New Zealand!

The youths had been traveling up and down the West Coast with Joanna Speed, international coordinator with Crimson Education, a college admissions consulting service that exposes teens to potential careers and educational opportunities abroad. Coincidentally, the group scheduled its campus tour of UCLA for April 24. When they saw that the summit was happening that day, they asked to attend.

“It’s been an incredible experience for them,” Speed said.

First Conference on Regional Growth and Equity Tackles Transportation and Communities UCLA scholars, nonprofit representatives discuss how to use multibillion-dollar investment to address regional inequities

Los Angeles is populous and diverse, but that distinction also produces inequality. There are disparities in housing costs. Amenities vary across neighborhoods. Many low-income families struggle to make ends meet despite impressive gains in employment.

During an inaugural event focusing on regional growth and equity, the UCLA Lewis Center for Regional Policy Studies convened a group of experts to discuss how to leverage a sweeping, taxpayer-supported $120-billion investment in Los Angeles’ transportation system to address decades-old disparities.

Following the 2016 passage of Measure M, Metro committed $52 billion in sales tax revenue for capital investments throughout the county. The agency is looking to accelerate 28 projects by the time Los Angeles hosts the 2028 Summer Olympics. Senate Bill 1 approved in 2017 designated another $54 billion to fix roads, to relieve congestion, and to improve transit and trade corridors throughout California.

“The question is how can we improve the quality of communities by taking advantage of the ongoing and major regional investments in public transit,” said Evelyn Blumenberg MA UP ’90 Ph.D. ’95, director of the Lewis Center and professor of urban planning, at “InterActions LA: Inspiring Quality Transit Neighborhoods,” held April 18, 2019, at The California Endowment.

“It is precisely in these moments of rapid change when there is a window of opportunity to do something different,” Blumenberg said. “Hopefully, it’s to engage in more equitable outcomes that better connect residents to economic opportunities, that protect and expand affordable housing, and that improve the health and robustness of the L.A. region.”

Paul Ong, UCLA Luskin research professor and director of the Center for Neighborhood Knowledge, has done extensive research on the role of urban structures on the reproduction of inequality. He said this topic is an important one for discussion.

“We, as a society, make neighborhoods,” Ong said, “and neighborhoods make us. The type of neighborhood we live in determines not only today’s quality of life but the trajectory over generations.”

Multiple approaches to improve neighborhoods were discussed. They include progressive housing and land use policies, stationary design, neighborhood amenities and community engagement.

Key among the discussion was the need to focus on people who use transit and their specific needs. For example, women, older adults and people with disabilities make up about 60 percent of Los Angeles’ transit ridership. Those transit users have specific concerns about safety and security while walking to stations, waiting and riding transit, said Madeline Brozen MA UP ’11, deputy director of the Lewis Center.

“If we’re not planning for specific groups in an intentional way, it’s not likely we’re going to see the shifts we want to see from these investments,” Brozen said.

Julia Stein, project director at the Emmett Institute on Climate Change and the Environment at UCLA Law, said the city’s Transit Oriented Communities program, which provides incentives to developers to build near major transit stops and include affordable housing units, provides an opportunity to address some issues.

Since the program’s inception in 2017, about 2,400 affordable units have been proposed, of which 42 percent are reserved for extremely low-income households.

Attendees also heard about specific efforts being conducted in the city by nonprofit organizations, including improvements along Avenue 26 near Lincoln Heights and Cypress Park spearheaded by LA-Mas. The nonprofit agency engaged with community members to generate design improvements and creative wayfinding on a quarter-mile stretch near the Metro Gold Line station.

The end result was impressive, but Avital Aboody from LA-Mas said the permitting process was complex, expensive and time-consuming.

“We had the expertise and time to navigate this process, but that may not be the case for community members or grassroots organizations that may want to do this in their community,” she said.

Lessons Learned Outside L.A.

Outside California, the Twin Cities region in Minnesota has a reputation for being progressive. But the community deals with stark racial disparities, which date back to decades of systemic racism, like redlining, according to Owen Duckworth, director of organizing and policy at the Alliance, a Minnesota-based coalition of community-based organizations and advocacy groups.

Now that the region is investing in transit infrastructure such as an expansion of a rail line that connects downtown Minneapolis to St. Paul, there is an opportunity for communities to have greater impact.

“Government agencies want to deliver on equity. That’s the buzzword,” Duckworth said. “We can’t have equitable outcomes by continuing inequitable processes in planning.”

Another theme echoed by many panelists is community engagement — making sure residents’ input is not merely tokenized by developers and government organizations.

Community members provide valuable insights as experts in their own neighborhoods.

“Our partners want to be partners to government agencies in community development, but there’s no compensation for these organizations. They mostly volunteer their time,” said Thomas Yee of LA THRIVES.

“Everything from here on out needs to be collaborative. We need to get away from silos. We need to work together,” Yee added.

Multiple Objectives

Blumenberg ended the event by saying it is clear that multiple objectives must be met to ensure quality transit neighborhoods. To name a few, planners must consider housing, traffic, environmental concerns, access to opportunities, safety and security issues around mobility.

The solutions must be equally diverse — tailored to the different neighborhoods and communities throughout the region, she said.

 

Housing Costs Dampen Residents’ Satisfaction With Life in Los Angeles UCLA’s Quality of Life Index finds that renters and younger people are particularly vexed by sky-high prices

The rising cost of housing continues to be the single biggest factor undermining residents’ satisfaction with life in Los Angeles County, according to the fourth annual Quality of Life Index.

The survey, a joint project of the UCLA Luskin School of Public Affairs and The California Endowment, found dissatisfaction with housing affordability to be particularly strong among a group designated by researchers as “struggling,” which includes mostly younger residents, those with household incomes of $60,000 or less per year, renters and people without a college degree. Their housing satisfaction rating of 37 was in contrast to the 48 rating among a group designated as “comfortable,” which includes mostly older homeowners with higher incomes and more education.

The cost of living category is the lowest-rated of any in the survey. More than half of respondents said that what they “pay for housing, mortgages or rents” is the most important factor in their cost of living and the primary reason that satisfaction with cost of living has declined by eight points since the first index was released in 2016.

“Since the inception of the report, people have been concerned about their cost of housing, and their level of dissatisfaction just continues to get worse,” said Zev Yaroslavsky, director of the Los Angeles Initiative at UCLA Luskin.

At a rating of 42, cost of living was again the lowest-rated category in the 2019 survey — below education at 49. Transportation and traffic (50) also rated negatively in the survey, which has a midpoint of 55. Three categories fell into a middle tier of satisfaction: the environment (56), jobs and the economy (59), and public safety (60). Survey respondents expressed the most satisfaction in the categories of race relations and neighborhood quality (both 68), and health care (69).

Residents were asked to rate their quality of life on a scale of 10 to 100 in the nine categories and 40 subcategories of the survey. The overall rating this year among all nine issues was 56, the same as 2018 but a decline from 59 in the first two years of the survey. Researchers noted that the overall Quality of Life Index score would have been 60 this year if the rating for housing had simply been .

More than half of respondents (57 percent) said they, a close friend or a family member has considered moving from their neighborhood in the last few years because of rising housing costs. This is an increase of 10 percentage points since the question was first asked in 2017. About two-thirds of respondents younger than age 50 said they had considered such a move.

A quarter of all respondents — the same number as in the previous survey — said they or someone they know have worried about becoming homeless in the last few years.

Key transportation findings

In addition to the questions used to develop the Quality of Life Index, the survey asked a number of other questions about important issues facing the Los Angeles region. Several of those questions were on topics of transportation and traffic.

  • Half of respondents said they commute longer than 30 minutes a day, a slight increase from 2017.
  • Nearly four in 10 people said they use on-demand, shared transportation — such as Uber or Lyft, and Bird or Lime scooters — at least once or twice a month. The number varied widely by age, with just over half of those under age 50 saying they use shared transportation but less than a third over age 50 reporting such usage. Six in 10 of respondents over age 65 have never done so.
  • Almost two-thirds (64 percent) of respondents said they oppose charging a fee for use of designated roadways at peak periods of the day, an idea known as congestion pricing that has been touted by proponents as a way to reduce traffic and improve driving speeds on California streets and freeways.

“Even if policymakers who are studying congestion pricing determine that it presents the best hope of reducing the time we are stuck in traffic, it’s clear that officials face an uphill battle in trying to get the public to support it,” Yaroslavsky said.

Key growth and development findings

  • Respondents were asked whether they believe that people whose homes were burned in recent wildfires should be allowed to rebuild, and 76 percent said yes.
  • Conversely, 73 percent of respondents do not think that construction of new homes should be allowed in areas of Los Angeles County that are identified as being at high risk of wildfires.
  • A majority of people surveyed (62 percent) believe that the construction of new apartment buildings should be confined to areas zoned for multiple-family dwellings. Less than a third (29 percent) say apartments should be allowed anywhere, including in single-family zones.
  • Respondents are split about the impact of recent building development and growth in their community: 44 percent say they are having a positive impact, but 47 percent say they are having a negative impact.

Yaroslavsky pointed out that respondents’ household incomes have risen over the four years that the index has been conducted. In 2016, for example, 27 percent of respondents reported household incomes under $30,000 a year. By 2019, that income level was reported by 19 percent of respondents. Similarly, the percentage reporting an annual household income of more than $150,000 rose from 9 percent in 2016 to 13 percent in the latest survey.

The 2019 UCLA Luskin Quality of Life Index survey is based on interviews with a random sample of 1,406 county residents from March 1 to 20. Interviews were conducted in both English and Spanish.

The Quality of Life Index was prepared in partnership with the public opinion research firm Fairbank, Maslin, Maullin, Metz & Associates.

The survey results are being released this year to coincide with a research-informed, cross-sector conference about the major issues facing the Los Angeles region known as “Luskin Summit 2019: Livable L.A.” The inaugural Luskin Summit also commemorates the 25th anniversary of UCLA Luskin.

UCLA Luskin Professor Launches Organization to Fill Research Gap at EPA JR DeShazo co-chairs committee of environmental economists who will advise agency on social costs and benefits of its policies

Policies on air pollution, climate change and water have far-reaching effects on millions of Americans and businesses. Is the Environmental Protection Agency ─ the federal agency whose mission is to protect public health and the environment ─ using the best available economic science when designing and proposing these policies? The newly created External Environmental Economics Advisory Committee (E-EEAC) will convene nationally recognized environmental economists to ensure that the EPA has access to the most advanced research.

“Our mission is to provide independent, state-of-the-science advice with regard to the benefits, costs and design of the EPA’s environmental programs,” said JR DeShazo, professor in the UCLA Luskin School of Public Affairs, who co-chairs the new research organization.

The E-EEAC formed following the dissolution in 2018 of the original Environmental Economics Advisory Committee, which had operated for more than 25 years within the EPA’s science advisory board structure. Like its predecessor, the E-EEAC consists of economists who apply their expertise to analyze the impact of environmental policies.

“The members believe that, despite the retirement of the internal committee, advances in economic research remain crucial to achieving welfare-enhancing environmental policies,” said Mary Evans, professor at Claremont McKenna College and E-EEAC co-chair. “The E-EEAC is especially needed now given the large number of regulatory modifications that EPA has, and will shortly, propose related to the Clean Air Act, Clean Water Act and the Energy Independence and Security Act.”

These policy changes will impact millions of Americans and firms, along with our ecosystems. The E-EEAC’s intent is to operate until the EPA reconstitutes an internal environmental economics advisory committee composed of independent economists. Many of the members of the original committee are now part of E-EEAC, including the co-chairs.

The EPA must comply with statutes and executive orders that explicitly require the agency to assess the costs, benefits and impacts of regulations. Economic expertise and analysis guide this compliance and enhance the quality of public debate about new regulations.

The E-EEAC is structured to provide independent advice from experts in the field of environmental economics. Functioning as a nonpartisan research organization, the E-EEAC intends to make all of its deliberations and findings easily accessible to the EPA and the public.
