First Conference on Regional Growth and Equity Tackles Transportation and Communities UCLA scholars, nonprofit representatives discuss how to use multibillion-dollar investment to address regional inequities

Los Angeles is populous and diverse, but that distinction also produces inequality. There are disparities in housing costs. Amenities vary across neighborhoods. Many low-income families struggle to make ends meet despite impressive gains in employment.

During an inaugural event focusing on regional growth and equity, the UCLA Lewis Center for Regional Policy Studies convened a group of experts to discuss how to leverage a sweeping, taxpayer-supported $120-billion investment in Los Angeles’ transportation system to address decades-old disparities.

Following the 2016 passage of Measure M, Metro committed $52 billion in sales tax revenue for capital investments throughout the county. The agency is looking to accelerate 28 projects by the time Los Angeles hosts the 2028 Summer Olympics. Senate Bill 1 approved in 2017 designated another $54 billion to fix roads, to relieve congestion, and to improve transit and trade corridors throughout California.

“The question is how can we improve the quality of communities by taking advantage of the ongoing and major regional investments in public transit,” said Evelyn Blumenberg MA UP ’90 Ph.D. ’95, director of the Lewis Center and professor of urban planning, at “InterActions LA: Inspiring Quality Transit Neighborhoods,” held April 18, 2019, at The California Endowment.

“It is precisely in these moments of rapid change when there is a window of opportunity to do something different,” Blumenberg said. “Hopefully, it’s to engage in more equitable outcomes that better connect residents to economic opportunities, that protect and expand affordable housing, and that improve the health and robustness of the L.A. region.”

Paul Ong, UCLA Luskin research professor and director of the Center for Neighborhood Knowledge, has done extensive research on the role of urban structures on the reproduction of inequality. He said this topic is an important one for discussion.

“We, as a society, make neighborhoods,” Ong said, “and neighborhoods make us. The type of neighborhood we live in determines not only today’s quality of life but the trajectory over generations.”

Multiple approaches to improve neighborhoods were discussed. They include progressive housing and land use policies, stationary design, neighborhood amenities and community engagement.

Key among the discussion was the need to focus on people who use transit and their specific needs. For example, women, older adults and people with disabilities make up about 60 percent of Los Angeles’ transit ridership. Those transit users have specific concerns about safety and security while walking to stations, waiting and riding transit, said Madeline Brozen MA UP ’11, deputy director of the Lewis Center.

“If we’re not planning for specific groups in an intentional way, it’s not likely we’re going to see the shifts we want to see from these investments,” Brozen said.

Julia Stein, project director at the Emmett Institute on Climate Change and the Environment at UCLA Law, said the city’s Transit Oriented Communities program, which provides incentives to developers to build near major transit stops and include affordable housing units, provides an opportunity to address some issues.

Since the program’s inception in 2017, about 2,400 affordable units have been proposed, of which 42 percent are reserved for extremely low-income households.

Attendees also heard about specific efforts being conducted in the city by nonprofit organizations, including improvements along Avenue 26 near Lincoln Heights and Cypress Park spearheaded by LA-Mas. The nonprofit agency engaged with community members to generate design improvements and creative wayfinding on a quarter-mile stretch near the Metro Gold Line station.

The end result was impressive, but Avital Aboody from LA-Mas said the permitting process was complex, expensive and time-consuming.

“We had the expertise and time to navigate this process, but that may not be the case for community members or grassroots organizations that may want to do this in their community,” she said.

Lessons Learned Outside L.A.

Outside California, the Twin Cities region in Minnesota has a reputation for being progressive. But the community deals with stark racial disparities, which date back to decades of systemic racism, like redlining, according to Owen Duckworth, director of organizing and policy at the Alliance, a Minnesota-based coalition of community-based organizations and advocacy groups.

Now that the region is investing in transit infrastructure such as an expansion of a rail line that connects downtown Minneapolis to St. Paul, there is an opportunity for communities to have greater impact.

“Government agencies want to deliver on equity. That’s the buzzword,” Duckworth said. “We can’t have equitable outcomes by continuing inequitable processes in planning.”

Another theme echoed by many panelists is community engagement — making sure residents’ input is not merely tokenized by developers and government organizations.

Community members provide valuable insights as experts in their own neighborhoods.

“Our partners want to be partners to government agencies in community development, but there’s no compensation for these organizations. They mostly volunteer their time,” said Thomas Yee of LA THRIVES.

“Everything from here on out needs to be collaborative. We need to get away from silos. We need to work together,” Yee added.

Multiple Objectives

Blumenberg ended the event by saying it is clear that multiple objectives must be met to ensure quality transit neighborhoods. To name a few, planners must consider housing, traffic, environmental concerns, access to opportunities, safety and security issues around mobility.

The solutions must be equally diverse — tailored to the different neighborhoods and communities throughout the region, she said.

 

Housing Costs Dampen Residents’ Satisfaction With Life in Los Angeles UCLA’s Quality of Life Index finds that renters and younger people are particularly vexed by sky-high prices

The rising cost of housing continues to be the single biggest factor undermining residents’ satisfaction with life in Los Angeles County, according to the fourth annual Quality of Life Index.

The survey, a joint project of the UCLA Luskin School of Public Affairs and The California Endowment, found dissatisfaction with housing affordability to be particularly strong among a group designated by researchers as “struggling,” which includes mostly younger residents, those with household incomes of $60,000 or less per year, renters and people without a college degree. Their housing satisfaction rating of 37 was in contrast to the 48 rating among a group designated as “comfortable,” which includes mostly older homeowners with higher incomes and more education.

The cost of living category is the lowest-rated of any in the survey. More than half of respondents said that what they “pay for housing, mortgages or rents” is the most important factor in their cost of living and the primary reason that satisfaction with cost of living has declined by eight points since the first index was released in 2016.

“Since the inception of the report, people have been concerned about their cost of housing, and their level of dissatisfaction just continues to get worse,” said Zev Yaroslavsky, director of the Los Angeles Initiative at UCLA Luskin.

At a rating of 42, cost of living was again the lowest-rated category in the 2019 survey — below education at 49. Transportation and traffic (50) also rated negatively in the survey, which has a midpoint of 55. Three categories fell into a middle tier of satisfaction: the environment (56), jobs and the economy (59), and public safety (60). Survey respondents expressed the most satisfaction in the categories of race relations and neighborhood quality (both 68), and health care (69).

Residents were asked to rate their quality of life on a scale of 10 to 100 in the nine categories and 40 subcategories of the survey. The overall rating this year among all nine issues was 56, the same as 2018 but a decline from 59 in the first two years of the survey. Researchers noted that the overall Quality of Life Index score would have been 60 this year if the rating for housing had simply been .

More than half of respondents (57 percent) said they, a close friend or a family member has considered moving from their neighborhood in the last few years because of rising housing costs. This is an increase of 10 percentage points since the question was first asked in 2017. About two-thirds of respondents younger than age 50 said they had considered such a move.

A quarter of all respondents — the same number as in the previous survey — said they or someone they know have worried about becoming homeless in the last few years.

Key transportation findings

In addition to the questions used to develop the Quality of Life Index, the survey asked a number of other questions about important issues facing the Los Angeles region. Several of those questions were on topics of transportation and traffic.

  • Half of respondents said they commute longer than 30 minutes a day, a slight increase from 2017.
  • Nearly four in 10 people said they use on-demand, shared transportation — such as Uber or Lyft, and Bird or Lime scooters — at least once or twice a month. The number varied widely by age, with just over half of those under age 50 saying they use shared transportation but less than a third over age 50 reporting such usage. Six in 10 of respondents over age 65 have never done so.
  • Almost two-thirds (64 percent) of respondents said they oppose charging a fee for use of designated roadways at peak periods of the day, an idea known as congestion pricing that has been touted by proponents as a way to reduce traffic and improve driving speeds on California streets and freeways.

“Even if policymakers who are studying congestion pricing determine that it presents the best hope of reducing the time we are stuck in traffic, it’s clear that officials face an uphill battle in trying to get the public to support it,” Yaroslavsky said.

Key growth and development findings

  • Respondents were asked whether they believe that people whose homes were burned in recent wildfires should be allowed to rebuild, and 76 percent said yes.
  • Conversely, 73 percent of respondents do not think that construction of new homes should be allowed in areas of Los Angeles County that are identified as being at high risk of wildfires.
  • A majority of people surveyed (62 percent) believe that the construction of new apartment buildings should be confined to areas zoned for multiple-family dwellings. Less than a third (29 percent) say apartments should be allowed anywhere, including in single-family zones.
  • Respondents are split about the impact of recent building development and growth in their community: 44 percent say they are having a positive impact, but 47 percent say they are having a negative impact.

Yaroslavsky pointed out that respondents’ household incomes have risen over the four years that the index has been conducted. In 2016, for example, 27 percent of respondents reported household incomes under $30,000 a year. By 2019, that income level was reported by 19 percent of respondents. Similarly, the percentage reporting an annual household income of more than $150,000 rose from 9 percent in 2016 to 13 percent in the latest survey.

The 2019 UCLA Luskin Quality of Life Index survey is based on interviews with a random sample of 1,406 county residents from March 1 to 20. Interviews were conducted in both English and Spanish.

The Quality of Life Index was prepared in partnership with the public opinion research firm Fairbank, Maslin, Maullin, Metz & Associates.

The survey results are being released this year to coincide with a research-informed, cross-sector conference about the major issues facing the Los Angeles region known as “Luskin Summit 2019: Livable L.A.” The inaugural Luskin Summit also commemorates the 25th anniversary of UCLA Luskin.

Lens, Manville Shape Discussion of How Housing Can Be Coupled to Transit L.A.’s future must accommodate a shift in housing concentrated not where transit lines used to run but where they go today — or will be soon

With Metro spending billions of dollars in Los Angeles over the next few years and transit-oriented development seen as key to denser building, encouraging ridership and mitigating environmental issues, the Lewis Center for Regional Policy Studies hosted a panel on Feb. 20, 2019, around the topic of coupling more housing to transit.

Held in partnership with the UCLA Ziman Center for Real Estate as part of the Housing, Equity and Community Series, the event focused on some of the latest local and statewide developments. It featured a panel of professional and practicing experts moderated by Michael Lens, associate professor of urban planning and public policy at UCLA Luskin and associate director of the Lewis Center.

Framing the discussion was UCLA Urban Planning Associate Professor Michael Manville, who shared results from a recently released Lewis Center report on what a transit-oriented future might look like, focusing on five current — and two planned — Metro rail and bus stations. The report emphasized the impact that land use patterns can have on transit ridership and neighborhood quality, and it offered recommendations for future zoning scenarios.

Manville spoke of framing a narrative around two different transit and housing systems: what we have and what we want. Among the discrepancies between the visions is that much of the city’s housing is concentrated around where train stations used to be — not where they are today.

Arthi Varma, deputy director of the city’s planning department, shared some of the early results of its Transit Oriented Communities (TOC) Affordable Housing Incentive Program. Created in November 2016 by voter approval of Measure JJJ, the TOC program is a local-density program available within one-half mile of major transit stops.

In 2018, its first full year of implementation, half of all applications for new dwelling units were filed under the TOC program, Varma said. Of the applications received since the program has been active, 18 percent (2,377 out of 13,305) are affordable units. The Planning Department issues quarterly housing reports.

Laura Raymond, director of the Alliance for Community Transit, shared her perspective on the development of the TOC program. In particular, she emphasized that many low-income communities surveyed by her organization expressed strong preference for increased density.

From a community organizing perspective, this issue is one that spans transit and housing, Raymond stressed, but discussion is also needed around labor markets and the types of jobs created near transit — as well as environmental justice.

Elizabeth Machado, an attorney at Loeb & Loeb, LLP, provided an overview of the factors that make it difficult to build in Los Angeles, which include the high price of land, zoning limitations and political challenges. The state has delegated most planning and zoning issues to localities, Machado said, but she noted the introduction of SB 50 as a move by Sacramento to accelerate local governance or force action from the top down.

A New Network for Urbanists From Across the Americas Ciudades, as the Latin American Cities Initiative is known, brings urban planning students, educators and practitioners into a multinational conversation

A new initiative at the UCLA Luskin School of Public Affairs is strengthening connections among urban planning students, educators and practitioners from across the Americas.

Ciudades, as the Latin American Cities Initiative is known, taps into the expertise of scholars and professionals whose cultural, historical and geographical ties run deep, said Paavo Monkkonen, director of the venture and associate professor of urban planning and public policy.

“Los Angeles shares an early history of urbanization with many cities across the Americas,” said Monkkonen, whose research into housing, land use and sprawl in Mexico and other countries inspired him to establish Ciudades, with support from UCLA Luskin Dean Gary Segura.

“Academia and professional practice can benefit a lot from greater levels of communication,” and that interplay creates a spirited teaching environment, Monkkonen said. “Planners in Los Angeles and across California’s cities can learn a lot from the urbanism of Latin America.”

The mission of Ciudades is expansive, Monkkonen said.

“Urbanists can learn from one another’s experiences with issues ranging from public space, mobility, historical preservation and redevelopment to indigeneity, local democracy, integration and local public finance,” he said.

Since its launch in January, Ciudades has pursued an ambitious agenda: a weekly speaker series; a binational workshop bringing together city, state and federal leaders from California and Mexico; creation of an inclusive website, with translations in Spanish and Portuguese; and an effort to fund student research and internships.

Monkkonen is also exploring partnerships with Latin American universities, to augment the international opportunities Urban Planning already offers in Germany, France and China. And he envisions annual field visits to Latin American cities, with faculty from all three Luskin School graduate departments — Public Policy, Social Welfare and Urban Planning — invited to participate.

The connections that Ciudades is forging will make UCLA Luskin a draw for graduate students, planners and policymakers from across the region, Monkkonen said.

“We hope that this initiative is the beginning of something larger that deepens connections and intellectual exchange with students, educators and professionals across South, Central and North America,” he said.

‘Unequal Cities’ Conference Highlights Housing Research The multiday event in Los Angeles launches a global research network supported by the National Science Foundation that will unite scholars concerned with housing justice

UCLA Luskin’s Ananya Roy opened a multiple-day conference convened by the Institute on Inequality and Democracy at UCLA Luskin by stressing a desire to shift people’s thinking beyond the pragmatic concerns of a “housing crisis” to the broader theme of “housing justice” and what that means to society on a global scale.

“Our present historical conjuncture is marked by visible manifestations of the obscene social inequality that is today’s housing crisis, the juxtaposition of the $238-million New York penthouse recently purchased by a hedge fund manager for occasional use, to the tent cities in which the houseless must find durable shelter,” said Roy, a professor of urban planning, social welfare and geography who also serves as director of the Institute.

The setting for those remarks on Jan. 31, 2019, was particularly poignant — just outside, homeless people huddled on a cold and damp evening in tents lining the Skid Row streets surrounding the headquarters of the Los Angeles Community Action Network (LA CAN). Inside, a standing-room-only crowd of about 150 students, scholars, community organizers, housing experts and other stakeholders gathered to hear Roy and other speakers talk about the inadequate supply of affordable housing in California and around the world, and the cultural, political and economic barriers that undermine solutions.

“The fault lines have shifted,” Pete White, executive director and founder of LA CAN, told the audience. “We are now fighting the wholesale financialization of housing.”

The event in downtown Los Angeles and a full day of presentations that followed the next day on the UCLA campus was titled “Housing Justice in Unequal Cities,” and it signified the launch of a global research network of the same name supported by the National Science Foundation. With partners from India, Brazil, South Africa, Spain and across the United States, the network aims to bring together organizations, individuals and ideas around the creation of housing access and housing justice through legal frameworks, cooperative models of land and housing, and community organizing.

Roy said the Institute on Inequality and Democracy views the network as “exemplifying our commitment to address the displacements and dispossessions — what we call the urban color-lines — of our times.”

By partnering with community-based organizations such as LA CAN, “we situate housing justice in the long struggle for freedom on occupied, colonized, stolen land,” Roy told attendees.

The Housing Justice in Unequal Cities Network will bring together research and curriculum collaborations, data working groups, summer institutes, publishing projects and more. Roy said the network will unite movement-based and university-based scholars concerned with housing justice.

The effort also will build upon “an extraordinary proliferation of housing movements, policy experiments and alternative housing models,” Roy said. “This energy crackles all around us here in Los Angeles and it animates the work of the speakers at this conference.”

Over the course of the first evening and the full day of programming that followed, conference participants heard from a variety of speakers from UCLA, across the country and around the world — several of whom traveled from their home countries to be in attendance. The opening night included talks by James DeFilippis of Rutgers University, Maria Kaïka of University of Amsterdam, Erin McElroy of the Anti-Eviction Mapping Project and Keisha-Khan Y. Perry of Brown University.

Kickoff event attendees also were treated to music, with UCLA Luskin’s urban planning student Caroline Calderon serving as DJ, and listened to a riveting spoken-word performance by poet Taalam Acey.

“A man is judged by what’s in his soul and what is in his heart … not just what is in his pocket,” Acey said.

The second day of the event attracted a crowd of about 250 people and focused primarily on current research related to housing justice. Speakers pointed out that housing equity goes well beyond the extremes of homeownership and homelessness to include the experience of renters as well.

“Renters are powerful contributors and creators of their communities,” noted Sarah Treuhaft of PolicyLink.

According to Tracy Jeanne Rosenthal of the Los Angeles Tenants Union, “We don’t have a housing crisis, we have a tenants’ rights crisis.”

Additional speakers at the conference included UCLA Luskin’s Michael Lens, associate professor of urban planning and public policy; UCLA Luskin graduate students Terra Graziani and Hilary Malson; Gautam Bhan of the Indian Institute for Human Settlements; Nicholas Blomley of Simon Fraser University; Nik Heynen of University of Georgia; Toussaint Losier of University of Massachusetts, Amherst; Sophie Oldfield of University of Cape Town; Laura Pulido of University of Oregon; Raquel Rolnik of University of São Paulo (via video); Tony Roshan Samara of Urban Habitat; Desiree Fields of University of Sheffield; and former UCLA Luskin Urban Planning faculty member Gilda Haas of LA Co-op Lab.

Institute on Inequality & Democracy - Housing Justice in #UnequalCities

Forging a Career Path in the Foreign Service Students intrigued by diplomacy and international development hear from State Department, USAID and Peace Corps experts

Global Public Affairs at UCLA Luskin hosted an informational session for students wanting to learn more about career paths and opportunities in U.S. government and international development. The Feb. 7 event featured guest speakers Cecilia Choi from the State Department, Alfred Nakatsuma of the United States Agency for International Development (USAID) and Jeffrey Janis from the Peace Corps. The three shared personal experiences, answered questions about their respective sectors, and advised students how to pursue futures in international development and government.

Choi, U.S. State Department diplomat in residence, discussed the availability of careers in diplomacy, stressing the benefits of combining humanities and writing skills with technical backgrounds in IT or STEM. 

“You have one life to do something meaningful,” said Choi, who has served as the director of trade and investment at the National Security Council, deputy director in the State Department’s Bureau of Oceans and International Environmental and Scientific Affairs, and food safety advisor at the Bureau of Economic and Business Affairs. Now a visiting fellow at UCLA recruiting talent for careers in public service and global affairs, Choi is a valuable resource for students interested in learning more about diplomacy and government careers.

As a USAID diplomat in residence who has served in Asia, Latin America and Washington, D.C.,  Nakatsuma highlighted the development side of foreign policy. The agency aims to lift lives and build communities through development assistance abroad, he said, adding “[USAID] isn’t a job. It’s a life.”

Nakatsuma said the plethora of specialties within international development include humanitarian assistance, female empowerment, energy access, global health, education, innovation and technology, clean water and more. For undergraduates interested in international development, Nakatsuma recommended, “Figure out what you love to do and what pulls you. Figure out what kind of thing you’d like to do in a developing country. Develop skills, take classes, expose yourself to real-world applications, learn how development works.”

Nakatsuma will be returning to UCLA during spring quarter.

Janis is a returned Peace Corps volunteer who currently works as the UCLA Peace Corps campus recruiter. The Peace Corps requires a 27-month commitment to work abroad, during which volunteers are strongly encouraged to “live at the local level,” Janis said. With 70% of Peace Corps volunteers in their 20s, many returnees go on to pursue careers in foreign service, including with the State Department and USAID.

Volunteering for the Peace Corps demonstrates “capacity to work with other cultures,” which is essential to careers in international development, said Janis, who also spent years in the nonprofit sector. 

His time in Ukraine with the Peace Corps was “the best experience of [his] life” despite the difficulties, Janis said. It’s “the toughest job you’ll ever love.”

Janis is available in the UCLA Career Center to help students interested in volunteering for the Peace Corps through the application process.

Choi, Nakatsuma and Janis also discussed scholarship and fellowship opportunities within their respective organizations. They included the State Department’s Thomas R. Pickering Foreign Affairs Fellowship, which offers financial support for recipients in graduate school, guarantees two internships in Washington, D.C., and at an embassy overseas, and includes a five-year employment contract as a Foreign Service Officer. Among the students attending the Global Public Affairs event was Ankhet Holmes, a second-year Public Policy student at UCLA and 2016 Pickering Fellow.

The Charles B. Rangel Graduate Fellowship also supports graduate students interested in pursuing a career in the State Department’s Foreign Service Office. USAID offers the Donald M. Payne International Development Fellowship for graduate students interested in working in international development, and the Peace Corps offers scholarships of up to $70,000 for volunteers who attend graduate school.

Choi also had advice for undergraduates, urging them to gain work, leadership and volunteer experience in preparation for careers in government and international development.

At the Intersection of Activism, Housing and Politics UCLA’s Institute on Inequality and Democracy hosts new course for graduate students across campus interested in battling housing injustice

A critical shortage of places to live — especially safe, affordable housing — has afflicted neighborhoods across California, the nation and the world. As politicians and civic leaders debate zoning laws and developer incentives, one principle is too often ignored: housing justice.

To fill this gap, the UCLA Luskin School of Public Affairs has entered into a first-time collaboration with the Activist Graduate School (AGS) to offer a new class called “Housing Justice Activism and Protest: Past, Present, and Future,” which weaves together history, theory and strategy in a curriculum designed to forge equitable solutions to the housing crisis.

Housing injustice takes many forms, and each week the course will delve into a different facet: Mobilizing renters threatened by unfair evictions. Cracking down on predatory financing. Viewing public housing in a global context. Understanding tensions among tenants, landowners and law enforcement.

Open to all UCLA graduate students, the winter-quarter course quickly filled to capacity. Class sessions are being recorded to eventually be made available for online study worldwide through AGS, a learning community designed to meet the needs of activists.

“Activist Graduate School is part of our ongoing efforts at the Institute on Inequality and Democracy to develop strong alliances between university-based research and movement-based advocacy and activism,” said Ananya Roy, professor of urban planning, social welfare and geography at UCLA and director of the Institute, which is hosting the course.

“We call this ‘teach, organize, resist,’ and the idea is to train graduate students at UCLA to make change in unequal cities as well as to share this training and pedagogy with activists and young professionals nationwide,” said Roy, who is co-teaching the course with Micah White, founder of AGS, co-creator of the Occupy Wall Street movement and one of UCLA’s 2019 Activists-in-Residence.

“We try to teach how to think like a critical activist — focusing on theory of change, strategy, history — without presuming to teach what will be effective or what will spark a social movement,” White said.

“One of the pedagogical principles of AGS is that activism cannot be taught in a prescriptive manner,” he added. “This is because any tactic that was useful in the past is likely to be ineffective in the future, and social movements nearly always come as a surprise; therefore, it is nearly impossible to predict which campaigns will take off.”

During the first class of the quarter, grassroots organizing and renter revolts took center stage. René Christian Moya, an activist with the L.A. Tenants Union and other advocacy groups, shared tactics learned in the trenches of the housing justice fight — including rent strikes and the public shaming of landlords, developers and politicians.

“The law is not on the side of tenants,” Moya said. “We have to be very, very clear and honest with tenants when we’re dealing with them that ultimately it is not the law that’s going to save them, and it’s damn well sure not going to be their elected officials. It’s going to be through their own power.”

The roots of housing injustice in the United States run deep, added speaker Marques Vestal, a Ph.D. candidate in UCLA’s History department.

“Think of all the ways that tenants are maligned or completely disregarded in everyday culture,” Vestal said. “One of our most dangerous problems … is that most of society thinks landlordism is a natural hierarchy of land.”

Students in the class represented graduate programs from across campus: Geography, History, Law, Public Health, Chinese Studies and all three Luskin School programs — Urban Planning, Social Welfare and Public Policy. By the end of the course, each student will have developed a campaign tackling some area of housing injustice.

Dian Tri Irawaty, who came to UCLA after spending years as a tenant activist in Jakarta, Indonesia, was immediately drawn to the curriculum.

“I want to empower myself with academic tools while doing activism at the same time,” said Irawaty, a fourth-year Ph.D. candidate in urban geography and member of a graduate student working group at the Institute on Inequality and Democracy.

She hopes the course will enrich her research into housing and evictions in the global South and ultimately plans to bring her new skills and scholarship back to Jakarta to foster change.

“History, theory and strategy are really important if we want to win the fight for housing,” Irawaty said.

The course was designed in collaboration with Institute graduate student researchers Terra Graziani and Hilary Malson of UCLA Luskin Urban Planning.

“This continues the tradition of student-organized courses here at UCLA where we come together and create a curriculum that we feel is urgently needed but otherwise missing,” Roy said.

Graziani, who is also co-director of the Anti-Eviction Mapping Project, Los Angeles, said the course will spur graduate students “to not only think like activists, but to think of ways that their scholarship can take up activists’ mandates for justice-oriented research.”

At the inaugural class, tenant organizer Moya issued a challenge to the gathered students. “You’re not here just to hear me lecture about this. You’re not here to hear any of us just tell you what we already know — that we’re suffering a horrible housing crisis that impacts all of our communities,” he said. “We need every single one of you here to jump into this movement.”

Getting a Handle on the Future Transportation experts join with policymakers and entrepreneurs to tackle the impact of disruptive technology on urban mobility

Getting around Southern California has never been easy. But the infamously congested region has grown even more complicated with the arrival of new private services — including ridehail companies such as Lyft and Uber and electric scooter operators such as Bird and Lime — looking to disrupt how people travel.

Motorized scooters are often seen at UCLA.

As in any field impacted by technology-fueled disruption, transportation policymakers want to find ways to adapt. And that requires taking stock of what the transportation system is meant to do and, more importantly, whom it is meant to serve.

This was the focus of the 28th annual UCLA Lake Arrowhead Symposium, hosted by the Institute of Transportation Studies (UCLA ITS) and Lewis Center for Regional Policy Studies, in October. At the university’s retreat center in the San Bernardino Mountains, dozens of the nation’s leading experts on transportation and land use policy pondered the symposium’s theme, “From Public Transit to Public Mobility.”

The changing nature of travel means different things for elected officials, planners, academics, advocates and tech leaders. But everyone fundamentally agrees that, as LA Metro chief planning officer and symposium panelist Therese McMillan put it, “there’s a public interest in how private activity happens in a public space.” The modes may change, but the mission of a safe, effective, accessible transportation system remains the same.

John Zimmer, co-founder and president of Lyft, set the tone for a discussion of balance between tradition and innovation. Lyft has been actively expanding beyond ridehailing into other forms of mobility, including e-scooters and automated vehicles. The company’s stated goal of providing more options for consumers and reducing the number of people driving

alone benefits the environment — as well as those profiting from the service.

But the way that some tech companies roll out new products — a “move fast and break things” model — often leads to public backlash.

Southern California has been ground zero for arguments about the traffic tie-ups and sidewalk clutter allegedly caused by ridehailing and scooters. Public officials are being forced to make policy on the fly — although some such as Francie Stefan, chief mobility officer in Santa Monica, describe that as an opportunity. Santa Monica recently partnered with Lyft, Uber, Bird and Lime to introduce new regulations on the number of e-vehicles in the city while funding infrastructure improvements.

“[We] made a conscious choice to embrace new technology and work through some of the kinks that are inherent in change,” Stefan says.

Technology also gives cities the chance to innovate and to fulfill some hard-to-implement planning goals. Willa Ng, an associate director at Google’s Sidewalk Labs, presented an example at her panel on “coding  the curb.”

“If we need to do more stuff at the curb, and we need to have those spaces constantly turning over, we can’t have it managed by a static aluminum sign,” Ng explains, outlining how creating a flexible digital management system could allow the same section of curb to be used for parking, ridehail drop-offs, delivery unloading, or as a bike and scooter lane depending on the time of day. New transportation technology can crowd and complicate the use of public space, but it can also help make sure the space is better used to benefit the most people.

For example, Anastasia Loukaitou-Sideris, a professor of urban planning at UCLA Luskin, recently spoke to the University of California for a story and accompanying video about e-scooters titled, “What the battle over scooters gets wrong.”

Urban planners recently adopted a model known as “complete streets” that involves rethinking how shared space is divided between a street and a sidewalk, Loukaitou-Sideris says. This model abandons the assumption that streets are for cars and sidewalks are for pedestrians.

“The complete street perceives the street as a space where different transportation modes can coexist: not only cars, but also buses, and lanes for trams, bicycles and scooters,” according to Loukaitou-Sideris. “Nobody wants to compromise the safety of anyone by mixing these modes. So that’s where planning and design needs to come in.”

People-centered design — of services, systems and infrastructure — is at center stage in these policy discussions. Technology needs to be a tool to help improve transportation for people, not an end goal in itself.

“A lot of people are really annoyed with private capital coming into the mobility space without understanding people’s travel needs,” says Clarrissa Cabansagan of the Bay Area climate change nonprofit TransForm. But tech disruption will be worthwhile if it provides people with more options to get around besides driving their own car, she says.

Urban Planning Professor Brian D. Taylor, director of UCLA ITS, co-authored a groundbreaking 2018 study that found that Southern Californians are buying more cars than ever and turning away from public transit. That’s the exact opposite outcome of what policymakers had sought and shows the need to set new priorities for shared public spaces.

“We have to manage the automobile more intelligently. We can’t just allow people to drive anywhere they want, anytime they want,” Taylor says. “We need to create environments that are more conducive to travel by foot, by bike, by scooter or by public transit.”

New and old mobility services could work hand-in-hand to reduce private car travel. Ideally, technology should improve, not replace or eliminate, traditional transit, according to transportation experts.

“We should really focus on making the core strength of transit something we do incredibly well,” says Houston-based planner and author Christof Spieler, who spoke at the conference. With transit ridership falling across most of the country, new policies need to make riding the bus as easy as hailing a Lyft, he says, noting that public transit can move many more people much more effectively than any ridehail vehicle or scooter.

Bay Area transportation advocate Ratna Amin argues that focusing on riders as people, not cogs in a machine, is key.

“When we think about public transit as a utility, we focus on the bare minimum: We got the service out, it’s clean enough, the doors opened, the bus stop is there and it’s labeled,” Amin says. “We need to actually talk to people and find out what their experience is, and try different possibilities out to see if they improve the experience.”

Seattle is one of just a few American cities to see an increase in transit ridership in recent years. Terry White, the deputy general manager of Seattle’s transit operator, believes one factor has been key to success: an emphasis on making sure service is equitable.

“Transportation is a human right for everyone,” White says. “We’re trying to make sure everyone gets an opportunity to

be mobile.”

That’s ultimately what a better transportation system will mean — mobility for all, regardless of whether they take a bus or ride a scooter. Efficient use of public space lessens the need for gridlocked, polluting private vehicles.

The disruption of old transit methods is still in its early stages, with plenty of blind spots to be navigated. But as Juan Matute, deputy director of UCLA ITS, recently told LA Weekly, it’s important to remember that the disruption from new technology is likely to lessen over time.

“The safety hazards are comparable to those for automobile use,” Matute said of the new innovations, particularly e-scooters. “We’ve had over 100 years to figure out a lot of things.”

Policy Academy Offers Tools to Take On Challenges in Latino Communities Three days of workshops at UCLA Luskin teach elected officials from Connecticut to California how to support their constituencies

When elected leaders from across the country gathered at the UCLA Luskin School of Public Affairs for three days of workshops on housing, transit, criminal justice, education, public safety and immigration, a recurring theme ran through each conversation.

“Every issue, every single issue, is a Latino issue,” said Sonja Diaz, founding director of the UCLA Latino Policy and Politics Initiative and a 2010 graduate of UCLA Luskin who got a master’s degree in public policy.

Diaz was speaking to about 60 state legislators, county and municipal officials, school board members and higher education trustees at the first-ever National Education Leadership and Public Policy Academy, held Aug. 3–5.

Organized by LPPI and the National Association of Latino Elected and Appointed Officials Educational Fund, the event was a “master’s course of our policy work … in the hopes that you will take this information and apply it in your communities,” Diaz told participants, who traveled from as far away as Florida, Connecticut and Hawaii.

Discussions led by expert panelists, she said, would be informed by two things: data and facts.

“By shaping policy and making sure this policy is tailored for kids, for immigrants, communities of color and, frankly, all Americans, we’re all better off,” Diaz said. “And we’re going to do it together.”

For Arturo Vargas, chief executive officer of NALEO Educational Fund, one major goal was how to get to the “great unengaged.” Many Latinos have little or no faith in the political system, he said, and “there isn’t any significant investment in Latino voter engagement in the United States.”

Citing the 2016 elections, Vargas continued, “Half of the Latino electorate was not part of the national conversation with the campaigns, and it happens consistently.” He urged officeholders to take up some of this responsibility in their districts.

The weekend series of presentations and workshops was supported by the Bill and Melinda Gates Foundation and by State Farm. It included opportunities to network with peers and while participating in group sessions, attendees developed tools and information to craft policy reforms on issues such as public safety.

Marisa Perez, a member of the board of trustees at Cerritos College, said many Latino students get their start in higher education at a community college.

“Whatever I can take back to my college to better support our students, that’s what I’m looking forward to learning about,” Perez said as the conference got underway.

Citing an achievement gap in his home state, Jon Koznick, a member of the Minnesota House of Representatives, said he wanted more hard data on issues related to Latino youth, especially boys.

“I’m excited to learn a little bit more about how we can have some stronger impact” in economic development and employment, he said.

Speakers and panelists at the academy included researchers from UCLA and other universities, as well as from policy institutes, foundations and associations.

Gary Segura, dean of UCLA Luskin, presented a case study on transit-oriented development in Oakland’s Fruitvale Village, that city’s largest Latino community. With co-panelist Chris Iglesias, chief executive officer of the nonprofit Unity Council, he discussed how the city used transit as a means for economic development and how that affected residents’ socioeconomic well-being.

Segura, a faculty co-director of Latino Policy and Politics Initiative, pointed to the initiative’s empirical study comparing Fruitvale residents to those living in similar communities over a 15-year period in the Bay Area and throughout California. The study found that, although the Latino population in Fruitvale changed by only 1 percent, homeownership increased by 8 percent, the bachelor’s degree completion rate climbed by 13 percent, and household income increased by 47 percent.

“So you can change a place without changing a people if you provide a set of economic structures and opportunities and services,” Segura said.

The dean encouraged participants to seek partnerships with local policy schools. “Oftentimes, communities of color think of universities as not invested in their issues, and, by the way, that frequently is true,” Segura said. “But there are places where that is not true and I would encourage you to look.”

Matt Barreto, UCLA professor of political science and Chicana and Chicano studies, presented demographic data to explain the growth in the country’s Latino population.

“Why is the Latino population growing so quickly? Because we have an extremely young population,” said Barreto, pointing out that the largest population distribution is under age 5; for whites, the largest group is adults in their 50s.

“The population is growing at a rate faster now than most demographers 10 years ago were anticipating or estimating. And it’s almost entirely driven by U.S. births,” said Barreto, also a faculty co-director of LPPI.

Amada Armenta, who joined the UCLA Luskin Urban Planning faculty in July, spoke about the intersections between criminal justice and immigration enforcement systems.

Even in so-called sanctuary cities, contact with the police can have consequences for immigrants because of Immigration and Customs Enforcement’s practice of using criminal justice databases to find immigrants and staking out jails and courthouses to take people into custody.

“Interactions with police have important ramifications for the way people feel about local government, democracy and their place in society more generally,” Armenta said. “I want local leaders to understand that … true community policing requires changing police practices so that they align with priorities of neighborhood residents.”

In a keynote lunchtime address, Vargas of the National Association of Latino Elected and Appointed Officials, focused on the U.S. Census.

“The census is really only about two things: It’s about power and money: who gets it, who keeps it, and who’s denied it,” he said. “When the numbers are wrong, the allocation of political power is uneven.”

Legal battles over a proposed citizenship question are being waged in court, he said, but the public also must be heard. The U.S. Census Bureau is seeking public input on the 2020 headcount.

“We need your help, people,” Vargas said. “We need to fight this.”

Climate Funds Create Jobs Luskin Center for Innovation releases study that quantifies statewide employment benefits from billions of dollars in California Climate Investments

Amid debate over extension of California’s cap-and-trade program aimed at reducing greenhouse gas emissions released into the environment, researchers from the Luskin Center for Innovation (LCI) at UCLA studied and quantified the number of jobs supported from the statewide initiative known as California Climate Investments, funded by cap-and-trade revenues. 

The Luskin Center for Innovation has now released the new study as California considers the job training and workforce development needed in a lower-carbon economy under 2017’s Assembly Bill 398, which extended the state’s cap-and-trade program. 

The report “Employment Benefits from Climate Investments” focuses on the $2.2 billion appropriated between 2013-14 and 2015-16 to support 29 programs created to reduce greenhouse gas emissions while providing local economic, environmental and public health benefits. The programs include investments in public transit, clean vehicles, transit-oriented affordable housing, clean energy for low-income communities and ecosystem restoration.

Many of these programs also induce consumers, businesses and government entities to contribute matching funds. The largest example of induced co-investment is the $3 billion in federal funding for California’s high-speed rail project, which would not be available without the state’s match in cap-and-trade auction proceeds, according to the researchers.

“We found that the $2.2 billion in California Climate Investments supports about 19,700 jobs, and $6.4 billion in induced co-investment supports an additional 55,900 jobs, for an estimated total of more than 75,000 jobs in California,” said JR DeShazo, the principal investigator of the study and director of LCI.

Jobs supported by California Climate Investments are diverse and cut across many different industries and economic sectors, ranging from the manufacture of clean vehicles to the restoration of degraded wetlands, according to the study.

“Given their diversity, California Climate Investment-related jobs can serve as a sample of the types of jobs supported by California’s transition to a lower-carbon economy,” said researcher Jason Karpman MURP ’16, lead author of the report. “Since California Climate Investments are one component of the state’s broad suite of strategies for addressing climate change under Assembly Bill 32 [the California Global Warming Solutions Act of 2006], the jobs reported in the study represent a fraction of the total jobs supported by the state’s effort to decarbonize.” 

Of the many economic sectors directly impacted by California Climate Investments, the construction industry stands to gain the most (54 percent of total jobs), according to the report. This is because of the significant level of investment going toward the construction of public transit systems and the construction of multiunit affordable housing near transit, among other investments. The sector receiving the second-highest number of job gains due to investments is architectural, engineering and related services. 

Impacted industries employ both blue-collar and white-collar workers. For example, the architectural and engineering sector is known for creating white-collar jobs that pay middle-class salaries. Many blue-collar construction jobs funded by California Climate Investments are covered under the state’s prevailing wage law and requirements for enrollment in state-certified apprenticeship programs. This system is designed to ensure that public works construction jobs resulting from California Climate Investments support broad occupational training and provide family-supporting pay and benefits to workers. 

“The industry-level findings in this study can be a springboard for better understanding the quality of jobs that are supported by large public investments in greenhouse gas reductions,” Karpman said. 

The modeling tool used for the LCI study focuses on quantifying job flows rather than providing granular detail about job quality, training, access for workers in disadvantaged communities and other important components of employment benefits. Because the study identifies the industries involved in each California Climate Investment program, it could be used to more deeply analyze job quality metrics that characterize those industries, including pay, benefits and career advancement opportunities. 

The study found that the California Climate Investment programs that generate the most jobs in California (per million dollars invested, as determined by their employment multiplier) devoted a greater share of investment dollars to services rather than materials. In addition, the employment multiplier of a program was also positively influenced by the share of investment dollars going to firms based in California rather than to out-of-state firms. 

“The findings could inform recommendations for legislators and agency leaders interested in maximizing the number of jobs supported by California Climate Investments,” DeShazo said.  

The researchers note that state agencies could design or update programs to involve sectors with high employment multipliers, such as social services, agriculture, forestry, engineering and construction. Administering agencies could also consider incentives for grantees that contract with vendors located in California and stipulate that they purchase materials manufactured in California, when possible. The findings suggest that these considerations, along with job quality considerations, could help the state ensure multiple employment benefits from its future investments. 

The amount of California Climate Investments appropriated annually has increased significantly since the study period’s $2.2 billion, to a total of now $6.1 billion.
