Local Demand Is Helping California Surpass Renewable Energy Targets UCLA study shows 30% of residents now can choose cleaner power from community choice aggregators

In California, local demand for renewable energy is helping the state exceed its clean energy goals, according to a new UCLA study.

Research by the UCLA Luskin Center for Innovation shows the growing impact of community choice aggregators, or CCAs, on energy procurement and illustrates the effects cleaner energy providers are having on the state’s power supply.

Community choice aggregators buy clean energy on behalf of their residents and businesses, offering an alternative to investor-owned utilities and enabling localities to take control of their energy procurement. The CCA serving much of the Los Angeles region is Clean Power Alliance, which provides energy to customers in 31 cities and counties, including Alhambra, Culver City, Downey and Santa Monica.

“Community choice in energy has largely fallen under the radar, but it is rapidly reshaping the energy sector in California,” said Kelly Trumbull, a researcher at the Center for Innovation and lead author of the report (PDF).

According to the report, the use of community choice energy has grown quickly in the state. More than 30% of California households and businesses — more than 10 million customers — now have the option to choose a CCA as their electricity provider, up from less than 1% in 2010.

The vast majority of these energy providers offer more energy that derives from renewable sources. In all, the energy delivered by CCAs comes from renewable sources by an average of 25 percentage points more than energy from investor-owned utilities in the same regions. CCAs purchased twice as much renewable energy as required by the state from 2011 to 2019, researchers found.

That has helped the state achieve a cumulatively larger reduction in greenhouse gas emissions each year. The clean energy goals, established by the state’s Renewables Portfolio Standard, stipulate that 100% of the state’s energy be carbon-free by 2045. An interim target was set at 25% renewable energy until 2019. According to the report, a weighted average of 50% of the CCAs’ energy came from renewable sources that year.

The trend toward cleaner energy providers has also benefited residents by providing cheaper electricity: 73% of communities that offer community choice do so at a lower default rate than their investor-owned counterparts, the study found. And the CCAs often provide additional environmental and economic benefits, including financial assistance programs for low-income residents and incentives for electric transportation.

The authors write that the community choice aggregator model could be replicated in a variety of communities across the nation.

“We found that in California, CCAs successfully serve a wide variety of communities with ranging sizes, median incomes and political affiliations,” Trumbull said. “This suggests that CCAs could be implemented throughout the country.”

Nine states currently allow for a community choice approach, and interest is growing. Among the study’s takeaways from the California model:

  •  CCAs are most effective in communities where the demand for carbon-free energy exceeds what is currently provided.
  •  Partnerships among multiple cities and counties give CCAs an economy-of-scale advantage by keeping operating costs low.
  •  State policy and regulation play a critical role in the success of the community choice approach, starting with the fact that California needed to enact legislation to allow for CCAs to exist.

The research, which was supported by the Rockefeller Brothers Fund, adds to the Luskin Center for Innovation’s large body of research on community choice electricity and renewable energy.

California Assembly Speaker Anthony Rendon spoke about California’s policy priorities during remarks Jan. 28 when the UCLA Luskin School of Public Affairs opened its third annual Luskin Summit.

As one of the state’s top political leaders, Rendon outlined his legislative priorities for 2021 — police reform, climate change and broadband internet access —  as the first presenter in a virtual series of discussions set to continue in February, March and April.

Dean Gary Segura said Rendon was invited to open the Summit in part because his background and political views are of interest to UCLA students, faculty and alumni. “In his career as educator, child well-being advocate and policy innovator, Rendon represents the best values of the Luskin School and our mission.”

Addressing the COVID-19 pandemic, Rendon, a Democrat, said Californians are already seeing benefits from the election of Joe Biden as president.

“One thing we can be sure about is the importance of having a plan. Throughout 2020, when COVID first appeared on our radar, we did not have a national plan,” Rendon said. “Biden came in, and he released a plan in his first week.”

He noted the tension that existed on many issues between the Trump administration and California officials, which led state leaders to work independently of the federal government on issues such as immigration and climate change.

“With Biden in the White House … I think we’re going to have a little bit more help and more opportunities to work with this administration instead of against it,” Rendon said.

As a legislative leader, Rendon has stressed inclusion and diversity, and he noted that more women hold committee chairs today in the state assembly than at any time in the past. He also pointed to his appointment of the first Muslim, Imam Mohammad Yasir Khan, to serve as assembly chaplain.

His leadership style emphasizes sharing of responsibility, Rendon told the online audience of more than 100 scholars, social services advocates, philanthropic and public leaders, and other interested parties. 

“I believe that the assembly works best when the individual members of the assembly, particularly the chairs, are able to utilize their skills, to utilize their life experiences,” he said. For example, Rendon said he has sought to embolden the chairs of legislative committees related to health and education whose expertise exceeds his own. “That’s been my philosophy, that I can be the best leader if I’m enabling others to do their jobs.”

In terms of legislative priorities, Rendon acknowledged that California lawmakers “fell short” on police reform in 2020, including failing to pass a bill that would have changed the disciplinary processes for police officers.

“We need to change those processes so that public safety is not just about officer protection,” he said. “Of course, we want to make sure that we’re not endangering the people we trust with patrolling our streets and neighborhoods, but we also have to make sure that they are careful.”

Rendon said California is already a national and international leader in dealing with climate change, but more work can be done.

“We need to ask if our climate change actions benefit disadvantaged communities,” he said, noting that his assembly district includes some of the most densely populated areas in the nation. “Southeast L.A. communities have around 17,000 people per square mile, but we have severe park shortages.”

Parts of his district were once farmland, but when they were developed for housing, the emphasis was placed on building high-density apartment dwellings without retaining open spaces. “Parks and vegetation are really important ways to reduce the heat island effect that drives warming in urban communities,” Rendon said.

His third legislative priority for 2021 also focuses on disadvantaged communities. In the past, discussions about a lack of broadband internet access centered around rural communities in the extreme north and south of the state.

“When COVID happened and when folks started having to go online for schooling, we discovered that there was a lack of broadband access all over the place,” Rendon said. “And those problems really started to manifest themselves, particularly in disadvantaged communities.”

He views the internet today as a critical public utility. “It’s not just a rich and poor issue; not just an urban and rural issue,” Rendon said. “It’s an issue that affects every single part of the state.”

In answer to a question posed by Segura about housing affordability, Rendon talked about visiting a neighborhood where he had once lived and noticing a flurry of housing construction. He reached out to a local official to praise the effort, only to be told to take a closer look at the upper floors of the newly occupied buildings.

“Those are all dark, right? Nobody lives there.”

In Rendon’s view, this example illustrates an ongoing problem in a state in which high-end housing continues to be built without enough pressure being brought on developers to balance their projects with affordable units.

When he first got to Sacramento, Rendon said, he noticed a disconnect in people’s minds between housing and homelessness. Over time, this misconception has slowly changed, in part because of “incredible data that show the number of people who would become homeless if they missed one month of pay, if they missed two months of pay.”

To further illustrate his point, Rendon noted that as assembly speaker he serves on the UC Board of Regents and the Cal State Board of Trustees. The statistics on housing scarcity among university students are staggering, he said, noting that many students can be found sleeping in their cars or couch surfing with friends from one night to the next.

“We know that housing and homelessness are linked,” said Rendon, whose 20 years of work in the nonprofit sphere often leads him to look for solutions in service delivery mechanisms. “I think if we’re going to solve the housing crisis, we need to address homelessness. And if we’re going to address homelessness, we really need to think about comprehensive services for homeless folks and for near-homeless folks.”

In late April, the final event of Luskin Summit 2021 will be unveiling of the 6th annual Quality of Life Index, a project at UCLA Luskin that is supported by The California Endowment and Meyer and Renee Luskin under the direction of Zev Yaroslavsky, director of the Los Angeles Initiative. The survey asks county residents to rate their quality of life in a range of categories and to answer questions about important issues. Last year’s survey happened to coincide with the early stages of the pandemic.

UCLA Professors Win $956,000 Award to Tackle Rising Heat in L.A. Communities Scholars from Urban Planning, Institute of Transportation Studies and Luskin Center for Innovation join cross-campus effort to find climate solutions

A team of 10 UCLA professors has earned a $956,000 award for a project that will combine their expertise in engineering, urban planning, public health and environmental law to address the rapid increase in the number of extreme heat days in Los Angeles.

The prize is funded by a 2015 donation from the Anthony and Jeanne Pritzker Family Foundation.

The project, called Heat Resilient L.A., will over the next two years determine where and when people moving around the city are most vulnerable to the effects of extreme heat — a problem being caused by climate change — and assess which communities most need cooling interventions.

Based on their findings, the team will design new cooling structures and work with local stakeholders to determine where they should be installed. The team has designed a prototype structure that resembles a bus stop shelter, but in addition to a roof that provides shade, it also uses a combination of radiant and evaporative cooling technologies to provide “passive cooling” for those nearby.

Throughout the project, the researchers plan to engage directly with communities to produce the best possible design for the cooling structures and choose the best possible locations. Among the elements that helped the project stand out: its focus on equity and community engagement, and its use of devices other than shade and trees to provide cooling for local hot spots.

“What’s unique right now is that we have access to a portfolio of solutions and technologies that hadn’t been either thought of as plausible solutions or, frankly, available even just a few years ago,” said Aaswath Raman, a member of the Heat Resilient L.A. team and an assistant professor of materials science and engineering at the UCLA Samueli School of Engineering. Raman, who is designing the cooling structures using technology that has been developed in recent years at UCLA and elsewhere, said the project is an opportunity to explore the real-world use of emerging cooling technologies and materials.

That should not only help Los Angeles communities but also provide insights that he and others can use to continue building better technologies.

The winning project was chosen through a new UCLA initiative that upended the traditional model for conceiving and funding research projects. The program, called the Sustainable LA Grand Challenge Sandpit, emphasized connection, experimentation and blue-sky thinking.

In all, eight teams made up of more than 60 faculty members from 27 UCLA departments participated.

The program culminated in December with an online pitch event that worked more like the TV show “Shark Tank” than a typical call for proposals. Instead of preparing dense written submissions, the teams had to sell their research projects — all focused on sustainability — to a panel of jurors that included UCLA deans as well as chief sustainability officers from the city and county.

The Heat Resilient L.A. pitch was led by Raman; V. Kelly Turner, an assistant professor of urban planning at UCLA Luskin; and David Eisenman, a professor in residence at the David Geffen School of Medicine at UCLA and at the UCLA Fielding School of Public Health.

The other members of the winning team are Cara Horowitz, co-executive director of the UCLA Emmett Institute on Climate Change and the Environment; Sungtaek Ju, professor of mechanical and aerospace engineering, and of bioengineering; Travis Longcore, associate adjunct professor at the UCLA Institute of the Environment and Sustainability; Juan Matute, deputy director of the UCLA Institute of Transportation Studies; Gregory Pierce, associate director of the UCLA Luskin Center for Innovation; Kirsten Schwarz, associate professor of urban planning; and Walker Wells, lecturer in urban planning.

“The sandpit was definitely not business as usual, and that was the point,” said Cassie Rauser, executive director of the UCLA Sustainable LA Grand Challenge, a campuswide initiative to help transform Los Angeles into the world’s most sustainable megacity by 2050. “We wanted to bring together brilliant minds at UCLA who had never collaborated before, and push them to bring fresh ideas to the table. This type of interdisciplinary problem-solving is absolutely critical for addressing Los Angeles’ complex sustainability challenges.”

Competitors were invited to develop projects that directly address goals outlined in sustainability plans put forward by Los Angeles County and the city of Los Angeles, while paying particular attention to environmental justice and equity. The “sandpit” name was meant to encourage participants to bring a childlike sense of curiosity, openness and possibility into the process.

Teams and research concepts formed over the course of three months of online workshops designed to push participants out of their disciplinary bubbles and intellectual comfort zones — a critical aspect of the experience, according to Turner, who has studied what makes interdisciplinary collaborations work.

“So often it is about the informal interactions that get folks comfortable with being uncomfortable with each other, so that they can come up with the really innovative ideas,” she said.

The seven teams that did not win the grand prize will each receive $25,000 in seed funding from the Sustainable LA Grand Challenge, which will also provide continued research development support to help the teams further develop their ideas and pursue full funding from external organizations.

“One of the most exciting aspects of the sandpit is that we heard eight fantastic pitches,” said Eric Hoek, a UCLA professor of civil and environmental engineering and director of the Sustainable LA Grand Challenge. “Any of those projects could make a significant, tangible contribution toward our city’s and county’s sustainability goals, and we’re excited to help them all realize their potential.”

EPA Used Dubious Methodology to Justify Weakening the Clean Water Act Agency wrongly assumed that states will step in to protect waterways when over half of U.S. wetlands and 35% of streams in the West lose federal protection, researchers say

The Trump administration’s decision to remove federal Clean Water Act protections from millions of acres of wetlands and millions of miles of streams is based on dubious methodology and flawed logic, according to a new report by environmental economists from leading research institutions across the United States.

“The EPA’s decision to make major changes to the rules protecting the nation’s waterways relies on economic analysis that may underestimate the benefits of streams and wetlands, especially as they affect waters downstream,” said David Keiser of the University of Massachusetts, Amherst, a co-author of the report. “The EPA also failed to adhere to its own guidelines. The new rule includes many contradictions that are inconsistent with the best available science.”

The study is titled “Report on the Repeal of the Clean Water Rule and Its Replacement With the Navigable Waters Protection Rule to Define Waters of the United States.” It was prepared by the External Environmental Economics Advisory Committee, which is partially funded by the Luskin Center for Innovation at UCLA and co-chaired by JR DeShazo, a professor of public policy, urban planning, and civil and environmental engineering at UCLA.

Last January, the Environmental Protection Agency and the Army Corps of Engineers removed the Obama-era Clean Water Rule, which clarified which bodies of water fell under federal protection from pollution under the 1972 Clean Water Act. Earlier this year, the agencies replaced that rule with the Navigable Waters Protection Rule, which removes isolated wetlands, and ephemeral and intermittent streams from federal pollution protection.

The rule change makes it much easier for developers, agricultural operations, oil and gas companies, and mining companies to dredge, fill, divert, and dump pollution into ephemeral streams and isolated wetlands. Ripple effects could include worsening water pollution; loss of habitat for birds, fish and other species; diminished recreational waterways; more frequent algal blooms; and increased flood damage to communities as wetlands disappear, according to the report.

A 2017 staff analysis by the EPA and the Army Corps found that the new rule would leave over half of U.S. wetlands and 18% of U.S. streams unprotected, including 35% of streams in the arid West.

While developing the rule, the EPA and the Army Corps of Engineers considered water quality as only a “local public good.” This ignores extensive scientific research that shows that even ephemeral streams and isolated wetlands are connected to larger watersheds, so what happens upstream affects waterways downstream, increasing the risk of flooding, diminishing water quality and causing other problems that don’t stop at state borders. The report finds that this artificially narrow view skewed benefit-cost analyses in a way that favored removal of regulations.

The agencies also relied on some questionable assumptions. For example, EPA projections of nationwide benefits assumed that every state — including arid places like Nevada or Arizona and wetland-rich states like Florida — has the same baseline number of wetland acres.

The agencies based the benefit-cost analyses on the assumption that leaving streams and wetlands unprotected won’t cause any harm to water quality in many states, the report says, because those states will rush in to protect waterways as needed.

“Experience shows that’s just not credible,” said Sheila Olmstead of the University of Texas at Austin, a report co-author. “We have a real-world apples-to-apples comparison to look at: When the Supreme Court removed federal protection from many U.S. wetlands by overturning the Migratory Bird Rule in 2001, only a few states moved to expand their own jurisdiction over some of the affected waters over the next 20 years. Given this prior behavior, EPA’s prediction that dozens of states will move to protect wetlands and streams this time around seems highly unlikely. In addition, assuming that many states will enact new legislation that doesn’t currently exist violates EPA’s own Guidelines for Preparing Economic Analysis.”

Environmental federalism — the idea that states do a better job at environmental regulation than the national government — can work in some situations, but it is not supported in this case, the report says. In addition to Keiser and Olmstead, co-authors include Kevin Boyle, Virginia Tech; Victor Flatt, University of Houston; Bonnie Keeler, University of Minnesota; Daniel Phaneuf, University of Wisconsin; Joseph S. Shapiro, University of California, Berkeley; and Jay Shimshack, University of Virginia.

President-elect Joe Biden has said his administration will review the Trump administration’s decision to remove Clean Water Act protection from wetlands and intermittent streams. But reversing that decision could be messy: At least a dozen court cases have been filed so far, and defining the protected waters of the United States has been the subject of debate for decades.

In the meantime, businesses are not waiting to take advantage of the weaker rules. For example, Twin Pines Minerals says it no longer needs a federal permit and so will start work on a controversial titanium dioxide mine near the edge of the Okefenokee Swamp in Georgia, which is home to the largest National Wildlife Refuge east of the Mississippi.

“The Biden Administration will attempt to respond to a number of EPA rule rollbacks undertaken by the Trump administration. This report points to how a Biden administration can correct structural weaknesses in this rule as well as other important EPA policies,” said DeShazo, director of the Luskin Center of Innovation.

The External Environmental Economics Advisory Committee was established after the EPA dissolved its own internal Environmental Economics Advisory Committee in 2018. That committee had contributed to policy analysis for 25 years as part of the EPA’s science advisory board system, and the new group is continuing this work from outside the agency.

4 Faculty Additions Join UCLA Luskin Social Welfare and Urban Planning Incoming academic experts focus on environmental, racial and health disparities in real and virtual environments — from social media to soil

Faculty hires in UCLA Luskin Social Welfare and Urban Planning for the new academic year bring a wealth of new research and teaching, reinforcing the School’s commitment to the health and well-being of individuals and communities.

Assistant Professor Brian Keum has joined Social Welfare. His general research emphasizes the reduction of health and mental health disparities among marginalized identities and communities. In particular, Keum studies the impact of online racism – and online racial violence – on psychosocial outcomes and health disparities. Drawing on his clinical experience, he looks at mental health issues, offline attitudinal and behavioral changes, and risky health behaviors that include substance abuse. A second area of his research is Asian American mental health, as well as multicultural and social justice issues that relate to how mental health counseling is provided.

“As a scientist-practitioner, I am excited to teach both practice and research courses,” said Keum, who will be offering graduate instruction in advanced social work practice and applied statistics in social work.

Judith Perrigo, an infant and early childhood mental health specialist, is also an assistant professor of social welfare. Amid the unusual circumstances of this academic year, Perrigo looks forward to exploring innovative teaching methods while providing meaningful learning experiences in both foundational and advanced social welfare practice courses. This includes sharing some of her recent research on how parents of low socioeconomic status with children in grades 3 to 6 are coping with the unexpected educational demands during the pandemic.

“Our findings suggest that the closure of schools and stay-at-home orders initiated by the COVID-19 pandemic exacerbated pre-existing parental involvement challenges,“ Perrigo explained, noting that families of lower socioeconomic status were more negatively impacted because they “had fewer affordances to buffer the new stressors.”

Perrigo draws from her personal background as a Salvadoran immigrant and 15 years of applied clinical work with children and families to inform her scholarship. Specifically, her research focuses on the well-being of young children — birth to 5 years old — with emphasis on holistic and transdisciplinary prevention and early intervention initiatives with underserved, vulnerable and marginalized populations.

José Loya joins Urban Planning as an assistant professor after recently completing his Ph.D. in sociology at the University of Pennsylvania. At UCLA Luskin he will teach quantitative analysis in urban planning and a seminar on Latino urban issues in the spring.

“My research focuses on ethno-racial disparities in the mortgage market, before, during and after the Great Recession. More generally, I am interested in the barriers minorities face in the homeownership market,” said Loya, who is also a faculty associate at the UCLA Chicano Studies Research Center.

“I am excited to join UCLA’s Luskin School of Public Affairs and working and engaging our students in the community,” added Loya, who worked for several years in positions related to community development and affordable housing in South Florida. He then earned a master’s in statistics from the Wharton School of Business at the University of Pennsylvania. “I’ve already moved to Los Angeles, so I’ll be here locally even if courses are online,” Loya said.

Kirsten Schwarz, who holds a joint appointment as an associate professor of urban planning and environmental health sciences, started at UCLA by co-teaching policy analysis for environmental health science in the spring 2020 quarter.

“Virtually teaching my first class during a global pandemic and social uprising was not how I expected to kick off my career at UCLA,” Schwarz said. “But I was so impressed, and encouraged by, the flexibility, compassion and integrity that the students brought to the experience. It was certainly memorable.”

Schwarz is an urban ecologist working at the interface of environment, equity and health. Her research focuses on environmental hazards and amenities in cities and how their distribution impacts minoritized communities. She recently led an interdisciplinary team through a community-engaged green infrastructure design that integrated participatory design and place-based solutions to achieve desired ecosystem services.

“I’m interested in connecting those areas right between urban planning and environmental health sciences,” said Schwarz, whose work on lead-contaminated soils has helped document how bio-geophysical and social variables relate to the spatial patterning of lead in soils.

Most recently she received a transdisciplinary research acceleration grant from UCLA’s Office of Research and Creative Activities in conjunction with Jennifer Jay, a professor in UCLA’s Department of Civil and Environmental Engineering. Their proposal, “Multimedia Assessment of Children’s Lead Exposure in Los Angeles,” will involve work with graduate students in Civil and Environmental Engineering.

Schwarz also has expertise in science communication and in engaging communities in the co-production of science. She has been recognized by the American Association for the Advancement of Science (AAAS), which named her a 2018-2019 Fellow in the Leshner Leadership Institute in the Center for Public Engagement with Science and Technology. Prior to

joining UCLA, she was an associate professor of environmental science at Northern Kentucky University, where she directed the Ecological Stewardship Institute.

Several other faculty searches have been completed, with four additional faculty members set to join Social Welfare and Urban Planning in the coming year. Those new additions include Adam Millard-Ball, who will arrive in January as an associate professor of urban planning, coming from the University of California, Santa Cruz. Millard-Ball holds a doctorate from Stanford University’s School of Earth Sciences and was selected in the urban data science search. He studies environmental economics and transportation, “adding to our strengths in those fields,” said Dean Gary Segura in a memo announcing his appointment.

Mark Vestal, also starting in January, was selected as an assistant professor by UCLA Luskin Urban Planning in a search on critical Black urbanism, Segura announced. A historian by training, Vestal’s work looks at the history of discriminatory planning and housing policy in Los Angeles and beyond.

Fall 2021 newcomers will include Margaret “Maggie” Thomas in Social Welfare and Veronica Terriquez in Urban Planning.

Thomas is a scholar of family and child well-being and is completing her Ph.D. in social work at Boston University this year. She previously earned an MSW degree from the University of Illinois. Her work focuses on young children in families facing serious economic hardship, as well as children and youth from minority communities and with LGBTQ identities.

Terriquez has been jointly appointed to Urban Planning and UCLA’s Department of Chicano Studies where she will take on the leadership of the Chicano Studies Research Center at UCLA. Terriquez, who earned a Ph.D. in sociology at UCLA, returns to the Westwood campus from UC Santa Cruz. Her work is principally focused on youth and young adult social development, leadership and intergroup relations, and how they are affected by various public policies.

A new report that lays out a road map for the transformation of the Los Angeles region built on racial equity is rooted in research from the UCLA Luskin School of Public Affairs. The report’s co-authors are Gary Segura, dean of the Luskin School, and Manuel Pastor, director of the University of Southern California’s Equity Research Institute.

The paper, “No Going Back: Together for an Equitable and Inclusive Los Angeles,” was issued Sept. 9 and shared with a UCLA audience Sept. 15 at a virtual salon. At more than 250 pages, the report is a comprehensive examination of the hidden barriers to success that limited many of the city’s residents even before COVID-19, but have been exacerbated since the pandemic began.

A wide swath of the Bruin community contributed to the paper. Numerous faculty and staff members provided new research, offered historical context and analyzed existing data. UCLA alumni serve on the Committee for Greater LA, which developed the report. And a handful of current UCLA students conducted research that fed the recommendations.

Those students, Antonio Elizondo, Dan Flynn, Mariesa Samba and Ellen Schwartz, share a passion for building a new Los Angeles grounded in social justice and racial equity.

Flynn, a second-year graduate student, contributed to the report’s sections on health and homelessness. His experience working with nonprofit agencies has made him acutely aware of the need to think differently about the region’s homelessness crisis.

“You’re looking at 70,000 unhoused people in Los Angeles at any given point,” Flynn said. “There’s no way to look at that issue and describe it as anything other than a failure — and a catastrophic one, with immense human cost. There has been a failure to build systems of accountability and to hold people responsible and accountable.”

Setting forth a strategy to create accountability to end homelessness is among 10 guiding principles (PDF) that underlie the report, which also tackles economic justice, mental and physical health, child and family well-being and other topics.

Samba is pursuing a master’s in social welfare and is a graduate student researcher at the Black Policy Project at UCLA. She contributed to sections of the report that related to children, families, mental health and justice.

“A lot of the work that I do is within the community with folks who are directly impacted by the pandemic,” she said. “Especially with this project, my top-line goal was to uplift those voices and experiences into the research.”

The report builds on the personal insights of the researchers and the people they interviewed to identify social problems, pairing those lived experiences with data to point toward solutions. For example, research findings about the impact of the COVID-19 pandemic on education highlighted the region’s racial disparities. Under Los Angeles’ safer-at-home orders, Black and Latino schoolchildren have been far less likely to be able to engage successfully in remote learning because of a lack of computers and access to high-speed internet connections.

As Segura noted during a Sept. 9 webinar to unveil the report to the general public, public officials are expected to ensure that residents have access to electricity, trash collection and a sewer system — so why not something as vital as the internet?

“The time has come for us to think about the internet as what it has become,” he said. “It is a civil right.”

The opportunity to think about such issues in new ways appealed to the UCLA Luskin students who played a role. Plus, there were practical benefits. For example, Schwartz was happy to work on the transportation section of the report because that’s her area of concentration as an urban planning master’s student. But her biggest takeaway from the experience was the mindset of the project’s leaders.

“What I loved seeing is how the community leaders on the committee really focused on empowerment. That’s something that I want to take with me into my own career,” she said.

Elizondo, a master’s student in urban planning, said during the virtual salon that the most impactful aspect of his involvement in the project came during his review of interviews with people impacted by the health crisis and thinking about the repercussions.

“At the moment, it’s an unfolding crisis, so every policy response is a short-term response,” Elizondo said. “This project helped me realize that there will be long-term effects, and how much work remains to be done to prevent those long-term effects from being catastrophic.”

The Committee for Greater LA comprises a diverse group of civic and community leaders and a joint research team from UCLA Luskin and the USC Equity Research Institute. Initially, the committee intended primarily to address the racial disparities exposed by the pandemic, but in the wake of the recent police-involved killings of Black people and the nationwide protests that followed, its focus expanded to encompass a broader understanding of systemic racism.

The UCLA students helped Segura with the policy-related aspects of the report, which cover issues like housing affordability, immigrant rights, alternatives to incarceration, transportation and equitable access to health care, among others. Because of the pandemic, the work had to be coordinated via phone, email and Zoom sessions.

Flynn, who is pursuing a master’s in public policy, said he appreciated the chance to work directly with the dean on a project of such ambition and scope.

“What makes UCLA such a special place is that you have world-class academics and practitioners who are not just interested in generating work but are interested in mentorship and teaching and in giving opportunities to the next generation of policymakers,” he said.

As gratifying as the work was, the students realize the real work is still to come. Schwartz said she’s hopeful that society is ready to adopt the meaningful change advocated in the report.

“We live in a world where people are really isolated and don’t always know what’s going on in the community,” she said. “I hope that this report will just shed some light on issues that people are facing and that it will inspire elected officials to take action and make real, lasting changes to the system.”

Samba said her participation offered a unique opportunity to process her emotions about the extraordinary impact of the COVID-19 crisis, particularly because of how it coincided with the growing racial justice movement — and she sees cause for hope.

“We’re at a point in time where we are trying new things,” Samba said. “We’re able to experiment with our justice system, with our foster care system, with what social services look like, with what community care looks like. I would like to see some of those social experiments — some of those new ideas and visions — become real, and for us not to revert to the status quo. I would love to see us really, actually reimagine what a more racially equitable future looks like for the people of Los Angeles.”

Grassroots Environmental and Financial Assistance for L.A. Residents UCLA Luskin researchers find emPOWER campaign reaches areas impacted by poverty and pollution

Low-income households in California face higher energy, transportation and water affordability burdens than other populations as a percentage of household income spent on utilities. Yet the existence of a number of environmental benefit programs provided by state and local agencies does not ensure that these households benefit from them.

A new pilot program designed to enable low-income households across Los Angeles County to realize more fully those benefits is off to a good start, according to a new report by the UCLA Luskin Center for Innovation or LCI. The purpose of the LCI report is to provide an evaluation of the first year of the campaign, including its equity implications, the effectiveness of its outreach and areas for growth.

“The pilot stage’s reach to the most environmentally disadvantaged communities in the region was undeniably a success,” said Gregory Pierce, associate director of the center and lead author of the program evaluation, “emPOWER: A Scalable Model for Improving Community Access to Environmental Benefit Programs in California.” The report was co-authored by Rachel Connolly, a graduate student researcher at the Luskin Center for Innovation. Connolly is a doctoral student in the Environmental Health Sciences department within the Fielding School of Public Health.

The emPOWER outreach campaign was launched in 2019, with Liberty Hill Foundation, a Los Angeles-based social justice philanthropic organization, serving as regional hub administrator. Through existing community relationships, Liberty Hill funded eight community-based organizations across the county to connect low-income residents with a suite of environment-related financial assistance programs, including those offering clean and affordable energy and clean transportation. These incentive programs provide benefits including, but not limited to, utility bill savings, zero-emission vehicle incentives and energy efficiency home upgrades.

The platform was launched to realize opportunities via community relationships and to address longstanding public health issues in environmental justice communities. mark! Lopez, the executive director of one of the organizations, East Yard Communities for Environmental Justice, explains the importance of this neighborhood engagement in Southeast Los Angeles County.

“When our folks have limited income, that reduction [in cost] is everything,” Lopez said. “That reduction is the ability to breathe; it can mean everything for the trajectory of our families.”

“That’s the really novel aspect of the program,” said Pierce, who is also an adjunct assistant professor in urban planning at the UCLA Luskin School of Public Affairs. The community organizations are already connected with a lot of people who can benefit from these programs. “People trust them, and they can convey the opportunities in a much more effective way.”

Pierce pointed out that emPOWER benefit programs are brought together in one place enabling households to sign up at once, “instead of a number of separate programs that are hard for people to understand or sign up for. It’s great that there are so many programs but at this point they can be operated and communicated in a more coherent way.”

The emPOWER program will continue to operate in Los Angeles County in 2020, with goals to expand the campaign model beyond Los Angeles, first to the Inland Empire and ultimately statewide. Broadening and deepening this campaign can help ensure a just transition in the process of climate change adaptation over the next several decades, according to the authors.

Report Findings:

  • The emPOWER campaign serves as a replicable model for the state. It prioritizes funding to authentic grassroots organizations working to build power in communities on the front lines of industrial pollution.
  • Despite some administrative challenges, the campaign engaged more than 11,000 distinct households and received over 2,700 eligibility applications.
  • Especially compared to existing individual programs, the campaign was highly successful in reaching communities disproportionately affected by systemic racism, poverty, pollution and now the pandemic. Over 90% of emPOWER participants live in a state-identified disadvantaged community or low-income community census tract.
  • Monetary benefits for participants are tremendous. On average, each emPOWER participant is eligible for more than nine incentive programs. Eligible participants can receive hundreds of dollars in benefits for their electric, gas and water utility bills. For instance, the average participant could receive $320 annually in electricity bill assistance through Southern California Edison’s CARE program. In addition, many participants can receive up to $9,500 in benefits to trade in an old gas-guzzling vehicle for an electric car through the Replace Your Ride program.
  • Notable process successes of the campaign included community organizations’ ability to build upon existing relationships with their communities, a focus on program benefits that participants were consistently motivated to apply for, and active technical assistance and program adaptation.  Frequently reported challenges that need to be addressed in future phases of the program include community hesitation and misconceptions regarding emPOWER and the associated incentive programs.

Study Aims to Bolster California’s Safe-Water Efforts at Child Care Facilities Luskin Center for Innovation analysis offers wide-ranging guidance on state mandate to test drinking water for lead

Efforts to ensure safe drinking water for children need further support to reach their intended audience, according to an analysis of California’s mandate requiring child care facilities to test their water for lead, known as AB 2370.

The finding from the UCLA Luskin Center for Innovation is part of a new report and policy brief that examine strategies for developing and implementing the state’s testing and remediation program for those sites. Among its recommendations, the report stresses the need for a dedicated funding stream to ensure the program’s success.

“We’ve learned from a similar program in California’s schools that if robust monitoring and funding doesn’t exist, much of the needed testing and remediation won’t be implemented,” said Gregory Pierce, associate director of the center and lead author of the study.

In order to be successful, Pierce predicts, the program will require five to 10 times more funding than the $5 million currently budgeted by the state.

To determine how to best implement the program, the researchers synthesized feedback from a variety of stakeholders, including child care providers, environmental justice advocates and water utilities. They found several current shortcomings, including the fact that many child care providers have not received directives to test their water and that the program’s messaging is only available in English and Spanish.

The study recommends that stakeholders at all levels have a voice in helping to design the program to correct problems. A co-design process that includes parents, day care centers, utilities and state agencies will result in higher compliance rates and confirm that all centers have their facilities tested in a timely manner, the researchers say.

It is also important that the program not increase mistrust of tap water in settings where such concern is unmerited, according to the report. For instance, after hearing about the lead testing program, some day care centers and parents began using bottled beverages, even though their drinking water was clean. Bottled water can be expensive and has a negative environmental impact.

Lead exposure poses an acute threat to young children and their families. Even low-level exposure has been connected to loss in IQ, hearing impairments and learning disabilities. Recognizing this threat, California passed Assembly Bill 2370 in 2018, which mandates the testing of drinking water for lead at licensed child care facilities built before 2010. These sites must complete the tests before 2023 and, if elevated levels are found, remedy the problem or find alternative sources of water.

AB 2370 represents a meaningful step toward further protecting children’s health, the researchers say, but implementing the law remains a huge feat. Thousands of day care centers must test and clean up their plumbing systems, and many of these facilities are experiencing funding and staffing shortages, especially during the coronavirus pandemic.

Overall, the researchers view the program as an important step toward ensuring the human right to clean water for all Californians. A more streamlined and supported implementation process, they say, would help officials better deliver on-the-ground results statewide.

The study was funded by First 5 LA, an independent public agency working to strengthen systems, parents and communities so that by 2028, all children in Los Angeles County will enter kindergarten ready to succeed in school and life.

COVID-19 Pandemic Could Cost California Transportation Billions in Revenue New research highlights need for policymakers to prepare for a future shortfall

California could lose up to $20 billion in transportation revenue over the next 10 years because of the COVID-19 pandemic, according to research released May 12 by the Mineta Transportation Institute, or MTI.

Researchers Asha Weinstein Agrawal of MTI at San Jose State University and Hannah King and Martin Wachs of UCLA Luskin projected how much revenue will be generated over the next decade by state taxes on fuel purchases and fees on vehicle ownership. COVID-19 has reduced those revenues substantially because people are driving less and therefore buying less fuel.

Projected total revenue varied according to different economic recovery scenarios examined by the researchers.

“Under a worst-case scenario, a slow economic recovery could cause California to receive 17% less revenue through 2030 than the state would have received without COVID-19,” said Agrawal, the director of MTI’s National Transportation Finance Center. The projected revenue for the slow-recovery scenario is $98 billion, compared to a projected $118 billion without the pandemic.

State policy choices could impact projected revenues, according to the study. The researchers identified a recovery scenario that could generate $121 billion, a 3% gain, thanks to a swift and complete economic recovery coupled with policies to encourage Californians to purchase electric vehicles.

“California policymakers are hastily planning for a future with less-than-anticipated revenue,” said Wachs, a professor emeritus of urban planning at UCLA and a researcher at its Institute of Transportation Studies. “The scenarios in this study are not predictions of what will happen, but with so much uncertainty about the future, they help policymakers ask important ‘what if’ kinds of questions.”

The study focused on transportation revenue collected by the state thanks to a package of taxes and fees established in 2017 by Senate Bill 1. This revenue comes from gasoline and diesel fuel taxes, an annual fee on vehicles with the rate based on vehicle value, and an annual fee for zero-emission vehicles.

The report did not include transportation funds in California that are raised locally through transit fares, tolls, sales taxes and property taxes. Nor did it include any federal funding that would aid in transportation recovery.

A shortfall in state transportation revenue would trickle down to drivers.

“Revenue shortfalls will likely result in both reduced maintenance and delayed capital investments,” Agrawal said. “Drivers will have to wait longer for planned improvements like replacing outdated bridges and rehabilitating freeways.”

The researchers modeled scenarios based on transportation-specific variables that are most likely to be affected by COVID-19, including fuel consumption, the number of registered petroleum-powered and electric vehicles, and the price of cars. They also projected potential revenue from possible government policies to stimulate the market, such as tax credits to encourage vehicle purchases.

Comparing them to a baseline of what was expected before the COVID-19 emergency, the researchers examined five recovery scenarios: 1) slow, 2) moderate, 3) moderate with a stagnated vehicle market, 4) moderate with an electric-vehicle stimulus, and 5) fast with an electric-vehicle stimulus.

The study was funded by the Mineta Transportation Institute at the request of the California Transportation Commission. The researchers were scheduled to present their findings during a virtual webinar on May 14.

The lead author of the study was Agrawal. King is a doctoral student in urban planning at UCLA.

Jerry Brown Speaks Out on Curbing Coronavirus and Building a Strong Future Former governor's conversation with biographer Jim Newton draws virtual audience of more than 1,300

Former Gov. Jerry Brown shared his views on stepping up the fight against COVID-19 and repairing the rifts that divide Americans during an expansive conversation with Jim Newton, editor of UCLA’s Blueprint magazine and author of a new book on the California statesman’s life.

More than 1,300 viewers tuned in to the May 12 webinar to hear insights from Brown, who built a reputation as both pragmatist and visionary in his half-century of public service, including four terms at the state’s helm.

The virtual audience had the opportunity to pose questions during the hour-long session, organized by the Los Angeles World Affairs Council & Town Hall and the nonprofit Writers Bloc, in partnership with the 2020 UCLA Luskin Summit.

The webinar took place amid a nationwide debate about how best to contain the novel coronavirus. Newton, author of the new biography “Man of Tomorrow: The Relentless Life of Jerry Brown,” asked the former governor how he would balance the dueling imperatives of protecting the nation’s health and reviving its economy.

Singling out Taiwan as a nation that acted swiftly and effectively to curb the virus’ spread, Brown urged that anyone infected be quarantined away from their families. The urgency of widespread coronavirus testing cannot be underestimated, he said, faulting the federal government for failing to mobilize the nation’s resources to fight the virus.

“This is a great manufacturing powerhouse, we’re a great biotech innovative powerhouse as well,” he said. “So the fact that we don’t have the tests we need, not by the hundreds of thousands but by the tens of millions every day, is leading to the problem we’re now at.

“The longer you wait, the harder it is, the more people get sick, suffer and die,” Brown said.

To rebuild the economy, the former governor invoked the words of Franklin Delano Roosevelt, who called for “bold, persistent experimentation” in his New Deal package of relief and reforms following the Great Depression.

“We need that. Not partisan rancor, not petty politics, not halfway measures. To get this economy going with so many people sequestered at home requires massive federal spending and investment,” Brown said.

He called for the immediate launch of ambitious infrastructure projects to reopen hospitals, bring internet access to rural areas, and build roads, highways and high-speed rail. The projects, he said, would be staffed through a jobs program that would provide a livelihood for millions of Americans now facing prolonged unemployment.

“I would call this really a Rooseveltian moment. And it ought to take into account all the problems that we have. Whether it’s the maldistribution of income and opportunity, whether it’s the pending challenge of climate disruption, all these things are on the table,” he said. “Unfortunately, if we can’t do them right in calmer days, it’s going to be very difficult.”

Known for sprinkling his comments with historical references, Brown cited Roosevelt numerous times and also namechecked economists John Maynard Keynes and Friedrich August Hayek, inventor and architect Buckminster Fuller, and Supreme Court Justice Edward Douglass White, who served in the early 20th Century.

But the names most cited were Donald Trump and Mitch McConnell, the president and Senate majority leader whom Brown held accountable for both an inadequate COVID-19 response and a fractured populace.

“If the choice is Trump for another four years … all these problems, from my vantage point, are going to get much, much worse, dangerously so,” Brown said, looking ahead to the November election.

“We have a lot of challenges and probably the biggest is building trust in our leadership, which is now being done better by our governors than by those occupying a power pole position in Washington,” he said.

Brown, a longtime Democrat whose own presidential aspirations fell short, predicted that an era of greater national unity lies ahead — but it requires abandoning far-reaching proposals from both the political left and right.

“I think we do need a unifier. I know we need polarization to activate the electorate, but in governing we need someone who reaches beyond the particular issues that are currently the stuff of campaigning,” Brown said.

“And that’s why politics is not all that satisfying and why politicians are not enduringly popular.”

Fielding audience questions, Brown weighed in on a range of topics.

On the future of financing higher education in California, he said, “We need to change the university from being an arms race of amenities to one that will be more limited but also fully creative. … The current course is not sustainable without a rising burden put on students, and I think that would be very wrong.”

On his signature issue, combating climate change, he called for an era of “planetary realism” and noted that the coronavirus emergency offers a sober lesson: “If you delay, if you don’t seize the moment when you can, you pay a much bigger price.”

And on maintaining hope amid an array of global threats, Brown took a poetic turn:

“I look out the window here and the wind is blowing on the walnut tree in front of me, the oak trees, the leaves, they’re flourishing” even amid drought, he said. “The rabbits are running around, the dogs are chasing the squirrels, the coyotes are howling at night. …

“Life — just to be here and be part of it — is quite a lot. So to worry, to think about down the road how it’s going to turn out? That’s fortune telling. That’s ouija board stuff.

“Do what you can do in the moment that you have. And God will take care of the rest.”
